BY RATTAN MALL THE Supreme Court of India in New Delhi on Monday upheld the life sentences awarded to a police officer and two contract killers for murdering Jaswinder (Jassi) Kaur Sidhu, 25, of B.C. in Punjab’s Sangrur in June 2000 allegedly at the instance of the victim’s mother and uncle about 14 months after her marriage with an auto-rickshaw driver, Sukhwinder Singh of Kaoka Khosa village in Sangrur district, on April 15, 1999, the Tribune newspaper of India reported.

Last year in May, B.C. Supreme Court B.C. Supreme Court Justice Gregory Fitch ordered the extradition of Jassi’s mother Malkit Kaur Sidhu, and her uncle Surjit Singh Badesha of Maple Ridge to India in the murder. They have appealed the extradition orders and remain in custody.

According to the Tribune newspaper, on June 8, 2000, Jassi and her husband were “waylaid and attacked by four persons with swords, hockey sticks and cricket bats. After the assault, the accused took away Jassi in a car and her body was found the next day.”

The four life convicts — police officer Joginder Singh, Ashwani Kumar, Anil Kumar and Darshan Singh — had come to the SC in appeal.”

The Supreme Court of India acquitted Darshan Singh, who had been convicted on the basis of frequent telephonic calls to Jassi’s parents. “The SC ruled that this evidence was insufficient as these conversations could be due to the fact that Darshan’s daughter was married to Jassi’s maternal uncle,” the newspaper reported.

It added: “Upholding the life sentence awarded to Joginder Singh, Ashwani Kumar and Anil Kumar, the SC said the contract killers had given a statement that they received money from Jassi’s parents through a “thanedar” [inspector in charge of a police station]. The nature of injuries suffered by Jassi and Sukhwinder seemed caused by the weapons seized from the assailants and medical reports supported it.”

Members of the Sanghera crime group were charged with firearms offences. Charges against Udham Sanghera, the alleged leader, and Gordon Taylor were stayed in 2011.

Sanghera’s son and two of his nephews were later convicted of a number of firearm offences. Two other co-accused were acquitted.

None of the allegations contained in the lawsuit have been proven in court. No response has been filed to the lawsuit.

Bollywood dance choreographer Shiamak Davar denies sexual abuse allegations by two former male dancers WORLD-FAMOUS Bollywood dance choreographer Shiamak Davar, 53, is facing sexual abuse allegations by former dancers Percy Shroff, 40, and Jimmy Mistry, 33, both of North Vancouver, who claim that they went through years of unwanted sexual touching by Davar and who they allege also misused his authority as their spiritual leader to control their personal relationships and lives.

But Davar denies the allegations contained in B.C. Supreme Court suits filed this week by the two dancers. He has filed a written response to the claims with B.C. Supreme Court.

Davar said in a statement on Thursday: “I am shocked by these allegations and deny them completely. I will not be intimidated into silence

and will defend myself vigorously in court. I have total faith in the justice system of British Columbia that my name shall be cleared on all accounts.”

He claims the two former dancers are trying to ruin “his character, reputation and affiliated organizations.”

Mistry and Shroff met Davar through a dance school he operated in Mumbai, India, in the 1990s when they were teens.

They allege in their suits that they were singled out for special treatment by the choreographer and became members of a religious sect led by Davar.

They say that Davar treated a small group of dancers, mostly boys, to special outings after rehearsals, and that they were praised and

Mistry’s suit alleges Davar often invited male students over to his private home to watch movies and “he would lie on the

bed in his underwear and take someone’s hand, including the plaintiff ’s, and put it on his underwear over his p---s.”

Because he considered Davar to be his spiritual

leader, he did not question the defendant’s actions or motives, he alleges.

Shroff says that Davar used to hug and kiss him.

Then he phoned him one

day to tell him: “I know your secret.” The suit says: “The plaintiff was stunned. He was young and was not yet conscious of being gay.”

Davar then started making bolder advances toward him.

Both the former dancers moved to a North Vancouver neighbourhood because it was believed to be safe from the “imminent apocalypse.” They allege Davar is a leader of a sect called VRRP Spiritual Learning group. VRRP follows the teachings of Khorsheed Bhavnagari, who wrote The Laws of the Spirit World, in which she claimed her two dead sons communicated with her.

The two dancers are suing for various damages. None of the claims have been proven in court.

It all comes down to profits and Rogers has been desperately struggling.

The Globe and Mail said

that Colette Watson, Rogers’s vice-president of television and operations, said in an interview that the OMNI news broadcasts cost $9-million to produce last year but brought in only about $3.9-million.

The newspaper also reported: “The Rogers Media unit of Torontobased Rogers Communications Inc. lost $85.8-million before interest and taxes in its conventional TV operations last year, according to

documents filed with the Canadian Radio-television and Telecommunications Commission.”

A year ago, Keith Pelley, the president of Rogers Media, had said that most of OMNI’s revenues had come from ad sales on

U.S. programs which have become more widely available in syndication and on streaming services. Those revenues had subsidized the ethnic and third-language news and information programming.

trol at the intersection of 68th Avenue and 121st Street and struck a post.

The gold coloured car then pulled up behind the immobilized vehicle and again shots were seen being fired at it from the gold coloured car. The driver of the first vehicle then fled on foot from his vehicle and the gold coloured car drove off.

No one was injured in this incident.

The driver of the first vehicle is a resident of Surrey in his 20s and is known to police.

Surrey RCMP are asking anyone that have witnessed the incident, or observed the gold coloured car, to call the Surrey R.C.M.P. at 604599-0502 or CrimeStoppers.

SURREY RCMP are seeking the public’s assistance after yet another shooting incident in Surrey on Thursday at about 2:25 a.m. in the area of 68th Avenue between 124th Street and 121st Street.

Police received a number of reports about shots being fired in that area and recovered evidence confirming the shooting.

Witnesses reported that a vehicle stopped on 124th Street at 68th Avenue and a gold coloured car pulled up beside it and one of the occupants was seen firing shots towards the first vehicle.

This vehicle then drove off westbound on 68th Avenue followed by the gold coloured car.

and observe curfew from 10 p.m. to 7 a.m. Internet access will be restricted and must be monitored and supervised.

He can only contact his family by telephone or video under his lawyer Dennis Edney’s supervision and the chat must be in English. He can only have in-person visits with his family with prior approval from bail supervisor.

Khadr has to live with Edney and wife Patricia in Edmonton. He cannot leave Alberta without prior approval, except to visit Edneys’ vacation home in B.C. The federal government continued with its anti-Khadr propaganda with a spokesperson for Public Safety Minister Steven Blaney expressing disappointment at the court’s ruling.

SO what is the TRUTH about Khadr?

In my Rattan’s Rumble column in July 2014 in a piece titled “Harper should leave Omar Khadr alone!” I had explained the whole case.

Here is what I wrote back then: MEAN-SPIRITED Prime Minister Stephen Harper needs to reform his soul and stop his dirty rightwing propaganda and tactics that are doing nothing good for him or his party – or Canada.

His continuing interference in

the Omar Khadr case is nothing but disgusting. I have written extensively on this topic over the years.

Toronto-born Khadr, now 27, was just 15 years old when he was captured in Afghanistan

by American troops after a firefight in 2002 and he was returned to Canada in 2012.

Harper disgraced himself internationally by dragging his feet in bringing him back to Canada.

Canadian Bar Association President J. Parker MacCarthy rebuked Harper back in 2008 in a stinging letter on behalf of that body: “Canada is the only western country with a citizen still detained at Guantanamo. Both Australia

and the U.K. acted to repatriate their detained citizens. It is not enough to accept assurances from the U.S. government that “due process” is being followed. This situation demands immediate action on behalf of the Canadian government.”

In 2012, the CBC reported: “Dr. Steven Xenakis, a U.S. Army psychiatrist who spent more than 200 hours with Khadr since 2008 assessing him for his military defence, has said he is no threat to Canadian society.”

Saturday, May 09, 2015 | Indo-Canadian Voice Khadr said that her institution would welcome him as a student and that he “stands a very good chance of making a significant positive contribution to Canadian life.”

She added: “He’s a very capable and very appreciative student who desires to learn in a more traditional setting.”

Last October, Alberta Associate Chief Justice John Rooke ruled that Khadr would remain at Edmonton’s maximum-security penitentiary. The federal government had argued that Khadr was given eight years as a youth for murder and the sentences on the other four offences were to be served concurrently as an adult.

Khadr’s lawyer Dennis Edney had argued that he should be treated as a young offender and moved to a provincial jail. He had called the government’s position an “absurdity” and had filed an affidavit from a U.S. military law expert stating that there’s no such thing as concurrent sentences in their law books.

Edney had explained the whole situation this way: “It requires a determination be made whether the sentence he received in Guantanamo, if it occurred here in Canada, would be treated as a youth sentence.

And we say yes.”

Harper was so shameless that even before the judge gave his ruling, he actually said at a news conference: “This is an individual who, as you know, pled guilty to very serious crimes including murder and it is very important that we continue to vigorously defend against any attempts, in court, to lessen his punishment for these heinous acts.”

Harper should have kept his mouth shut instead of trying to influence the judge.

THIS week Harper received a slap in the face from the Alberta Court of Appeal that ordered Khadr to be transferred to a provincial jail. The court in its unanimous decision said: “We conclude that Khadr ought to have been placed in a provincial correctional facility for adults.”

Edney quite rightly in a statement said that the federal government would “rather pander to politics than to apply the rule of law fairly to each and every Canadian citizen.”

He added: “This government chose to misinterpret the International Transfer of Offenders Act and place Omar in a maximum security prison, where he spent the first seven months in solitary confinement, instead treating him as a youth as required under both Canadian and international law.”

The Globe and Mail newspaper in an editorial titled, “Every Canadian deserves justice. Even Omar Khadr,” noted: “Mr. Khadr was sentenced by a kangaroo court [in the U.S.], one worthy of a Middle Eastern dictatorship or Kafka short story. Or as the Alberta Court of Appeal put it this week, in drily damning language, “the legal process under which Khadr was held and the evidence elicited from him have been found to have violated both the Charter and international human rights law.” The Supreme Court of Canada has also said as much.”

It concluded: “There are some who seem to believe that treating Mr. Khadr anything other than harshly is an appeasement of terrorism, or a spit in the face of our American allies, or a shot against our brave soldiers who fought in Afghanistan. But what were we fighting for in Afghanistan except the hope that others might one day live in a society like ours: A society built on justice and the rule of law.”

The Toronto Star in its editorial titled, “Ottawa’s spiteful treatment of Omar Khadr is a travesty of justice,” lambasted Harper left, right and centre.

It noted: “Omar Khadr has spent nearly half his life in prison. He should have been freed years ago. Yet Prime Minister Stephen Harper’s spiteful government seems bent on making sure he stays behind bars.”

It also noted: “Public Safety Minister Steven Blaney said that Khadr was guilty of “heinous crimes,” though he was a minor under his father’s abusive control.

This is consistent with the Conservative government’s shameless decision to abandon him to a U.S. military process

that President Barack Obama himself described as a “legal black hole.””

The scathing editorial concluded: “This case has shamed Canada from start to finish. Khadr has already passed his parole eligibility date and can now apply at any time. But as a young offender in provincial custody he could not only apply for release to the Parole Board of Canada but also to a youth court judge. That’s something the federal government is clearly striving to prevent.

“By any stretch of the imagination Khadr has done time enough. The federal government is being harshly vindictive.”

YET Harper’s Conservative government is brazenly going to appeal the decision to the Supreme Court of Canada in its perverted attempt to cause more grief to Khadr.

Well, go ahead, Harper! It would be wonderful to see you receive a super-sized slap in the face from the highest court in the land.

No wonder federal Liberal Party Leader Justin Trudeau remains the Number One choice of Canadians in poll after poll in spite of all the lies and distortions hurled by Harper and his Conservatives at him.

They just want a DECENT leader heading a DECENT government.

They gave her a stunning victory that was nothing but a slap in the face for the greedy business establishment.

The spectacular victory also clearly shows that too many Canadians just want a change – and that is a loud and clear warning for Prime Minister Stephen Harper and his Conservatives.

In fact, it seems that Canada might even finally land up with a LiberalNDP coalition government that will give the average Canadian the respect that Harper just hasn’t, that will try and unite Canadians instead of divide them like Harper has. * The NDP won just over 40 per cent of the popular vote, the Wildrose got 24 per cent and the PCs were at about 28 per cent. * The NDP led in the polls right from the get-go. They won all 19 seats in Edmonton and made inroads in Calgary and Lethbridge. * Since Alberta’s creation in 1905 only four parties have governed the province, including the Liberals, United Farmers, Social Credit and the Progressive Conservatives, whose tenure has been the longest. * The Progressive Conservatives were first elected in 1971 and had been the longest-serving government in Canadian history at 43 years and almost eight months. * Premier Jim Prentice resigned as leader of the Progressive Conservatives and is also giving up the seat he won. * Notley’s dad, Grant Notley, helped found Alberta’s NDP. He died in a plane crash in 1984, two years before his party became official Opposition in 1986. * The average MLA age is now 40 thanks to young NDP candidates winning seats. The Gl;obe and Mail reported: “The NDP swept several twentysomethings into office Tuesday – the youngest being the new Edmonton-South West MLA Thomas Dang, a University of Alberta computer science student who turned 20 on April 7.” * The voter turnout was the highest in 22 years at 5.01 percent. Advance polls also registered a record turnout of 235,410 people.

NDP MP calls for study of investor speculation in housing market NDP MP Kennedy Stewart (BurnabyDouglas) on Thursday renewed his call for the federal government to study the impacts of investor speculation and housing vacancies on the high price of real estate in British Columbia.

“Housing prices have skyrocketed in the Lower Mainland and we are facing a serious shortage of affordable housing,” said Stewart, an associate professor on-leave from Simon Fraser University’s School of Public Policy. “British Columbians need answers as to why it is so hard for families to afford homes. We need to understand the extent that high prices are being driven by investor speculation.”

Last fall, Stewart tabled Motion 547 in Parliament that calls on the federal government to implement a BC-specific Affordable Housing Strategy that examines and addresses the potential impact of investor speculation and housing vacancies on the high price of real estate in urban markets, among other initiatives.

Sikh Sangat B.C. slams Vancouver’s Khalsa Diwan Society for misleading media about ‘winning court challenge’ LAST week, Vancouver’s Ross Street Gurdwara announced that they had won a court challenge and the new executive committee of the Khalsa Diwan Society took charge on May 1.

It added that the Executive Committee that was elected by acclamation will function from 2015 to 2017.

However, the opposition Sikh group, the Sikh Sangat B.C., sent court documents to the media this week to show that “they did not win a court challenge rather they received permission to keep control until the court case is heard.�

The group added: “The delay in providing documents in a timely manner allowed time to pass.

[Former Gurdwara President] Sohan Singh Deo’s affidavit of his age and reluctance to serve any longer and wishes to retire played a part as this is a volunteer position and a court cannot force people to keep serving if they do not wish to. His term had expired.�

Deo’s affidavit states: “I want to retire and have Mr. [Kuldip S.] Thandi take over.� The Sikh Sangat noted: “In court his affidavit mentions retirement but he is still on the NEW

unelected committee.

Sikh Sangat opposed this “takeover� but the society said that whatever the case outcome will be this “takeover� will not have any effect on it. This is only a temporary measure, therefore the judge allowed it and on the basis of the affidavits.�

The group added: “In the end this was just another waste of money. Deo had served four extra months and another two would not have done him any harm if he was looking after the best interests of the society. He should have waited until this mess was cleared up.

Instead it just seems they want to keep control and this effort is a very good public relations campaign.

Everyone will think that the judge allowed the committee to take over but they don’t know the

facts that this is only a temporary measure. The court case will take place in the coming months and all facts will be heard.�

The Sikh Sangat further pointed out that “Thandi also stated in affadavits “that the time has now come for Mr. Deo to retire and for my group to take over.� He also added “that we may take office, if only temporary.��

In addition the incumbents stated in their affidavit that “we are prepared to agree that the Petition, whenever it is heard, should proceed as though it were being heard on or before December 31, 2014, and that the fact that the new Executive may have taken office will not prejudice the Petitioner’s in any way.�

The Sikh Sangat noted: “Therefore, the “elected

Why did they not just wait until everything was resolved or better yet should have dealt with all the issues last year? Again we challenge all executives to

play fairly and if there are any challenges to the legitimacy of the election process that the committee members pay for their own legal bills. Those in power can keep the legal fight going with the most expensive lawyers while the opposition pays on their own. All these hearings are expensive and a waste of donations.â&#x20AC;?

Young man arrested after exposing himself to two underage girls A man has been arrested following allegations that he exposed himself to two girls and forced one of them into a car on Vancouver’s Westside early Tuesday morning.

The first incident happened around 8 a.m. A 13-year-old girl was walking in the area of Mackenzie Street and West 45th Avenue when a man drove up to her, asked her for directions, and requested that she get in the car. He then opened the door, grabbed the girl and pulled her inside. A short time later, he stopped the car and exposed himself. The girl was able to open the door and run away.

The second incident happened around 8:30 a.m. A 16-year-old girl was walking down Dunbar Street near West 37th Avenue when a man drove up to her, asked for directions and exposed himself. The girl ran away and the car drove off.

Neither of the girls was physically injured, but both are traumatized by the events, police said.

Around 12:30 p.m., a 20-year-old Vancouver man was arrested in relation to the two incidents. Police are recommending charges of forcible confinement, two counts of indecent exposure and one count of fraud under $5,000. He is currently being held in police custody.

“Both of these girls showed a lot of courage by running to a safe place and calling for help,” said Vancouver Police Sgt. Randy Fincham. “By reporting the incident immediately, police were able to identify the suspect and take a dangerous person off the street.”

Yuba City Police Officer Harminder Phagura and Gursharan Phangura indicted on cocaine conspiracy and bribery charges

Harminder Phagura SACRAMENTO, California: A federal grand jury returned a four-count indictment on Monday against Gursharan Phagura, 39, and Harminder Phagura, 35, both residents of Yuba City, United States Attorney Benjamin B. Wagner

announced.

According to court documents, Gursharan Phagura and Harminder are accused of conspiring to possess, with intent to distribute, cocaine, as well as accepting and facilitating bribes. The indictment alleges that Harminder Phagura used his authority as a police officer to gather sensitive information, which Gursharan Phagura transmitted to a third party, who was posing as a cocaine trafficker.

Gursharan Phagura is charged separately with possessing, with intent to distribute, cocaine in 2011.

Harminder Phagura and Gursharan Phagura were arrested on April 15.

Harminder Phagura was released on a $100,000 bond. Gursharan Phagura is in pretrial custody.

This case was the product of an investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). The Federal Bureau of Investigation also provided resources to the investigation. The Yuba City Police

Department has assisted in the investigation. Assistant United States Attorney Paul Hemesath is prosecuting the case.

If convicted, the defendants face a maximum statutory penalty of 20 years in prison and a $1,000,000 fine. Any sen-

tence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

Shots fired at Surrey house disturbance, three injured persons known to police located POLICE rushed to the 10400-block of 128th Street in Surrey at about 5:50 a.m. on Friday after a house disturbance turned violent and shots were heard.

Residents in the area heard gunshots, the breaking of glass and yelling. Surrey RCMP patrol officers, Integrated Police Dog

Services, and Lower Mainland District Emergency Response Team were dispatched.

Near the scene a man in his mid-twenties was located with gunshot wounds.

Around the same time another man accompanied by a woman, both in their mid-twenties, arrived at

local area hospital. That man had also been shot and the woman had a minor injury. Police said that both men’s injuries did not appear to be life threatening.

All three persons are known to police. Surrey RCMP believe this was not a random attack and that

there is no further risk to the public.

Police are still trying to determine if the three injured persons are related to the same incident. No

arrests have been made at this time.

The BC Coroners Service investigates all deaths of unknown cause and all unnatural deaths in the province, including all accidents, suicides and homicides, to establish the circumstances of the deaths for the public record and to make recommendations, where warranted, to prevent similar deaths in the future.

The bodies of Khurana and Cox were found in their home on Cordova Bay Road in the early morning hours of April 21 after the Saanich Fire Department had been called to the address for the report of a house fire.

Investigation by Saanich Police, the Vancouver Island Integrated Major Crime Unit (VIIMCU) and the BC Coroners Service confirmed the identity of the two deceased, and that the deaths were the result of a homicide-suicide related to domestic violence.

It is the mandate of the BC Coroners Service to establish the identity of the deceased and to determine when, where, how and by what means death occurred. In this present case, because both individuals were deceased and there would be no criminal charges, the police quite rightly concluded their investigation and provided no further public comment.

“Coroners Service investigations are independent, impartial and comprehensive,” said Chief Coroner Lisa Lapointe. In all such cases, the coroner will examine any history of previous involvement by

police, the courts, corrections or other agencies to establish the facts and circumstances surrounding the deaths and to determine whether there are recommendations that may be made to prevent future deaths in similar circumstances.

The coroner’s investigation will be concluded by either a public coroner’s report, or if considered appropriate, a coroner’s inquest. “While I understand the public’s desire to know all of the facts immediately, experience has shown that careful review of the history and circumstances is necessary to ensure all issues are identified and appropriately addressed,” said Lapointe.

“This will take place over the next few months.”

THIS week the Surrey RCMP joins organizations and individuals across the country in acknowledging Mental Health Week (May 410). Policing one of the largest and most diverse city's in Canada, the Surrey RCMP is often faced with the realities of mental health issues that exist in our community.

In response, the detachment has expanded its Police Mental Health Intervention Unit, which is dedicated to responding to high risk clients with mental health needs.

Last month, the Surrey RCMP’s Police Mental Health Intervention Unit added an Assertive Community Treatment (ACT) Team Constable who will be working with Fraser Health’s two ACT teams.

This officer will be engaging in outreach activities with mental health clinicians and concurrent disorder therapists to assist individuals with mental health issues and connects them with the resources they need. The new position will work in conjunction with the unit’s Police Mental Health Liaison Officer, who works with community partners and agencies to provide longer term solutions for individuals with underlying mental health issues who are using significant police resources.

“It is our hope that by expanding the services we provide, we will assist in making Surrey an even healthier community where mental illness is recognized and effectively managed, and not simply ignored,” says Sgt. Holly Turton, Surrey RCMP Vulnerable Person Section.

The Police Mental Health Intervention Unit also includes the Car 67 Program, which has been helping individuals who are in crisis since 2001. A partnership between Surrey RCMP and Fraser Health, the program has a specially trained RCMP member and clinical nurse responding to calls for service involving emotional and mental health issues. In 2014, Car 67 received over 1,800 calls for service and conducted over 600 client assessments.

Due to its longevity and success, the program is now a best practice for other RCMP-policed communities in British Columbia, including Kamloops and Prince George.

“Fraser Health values its ongoing partnership with the Surrey RCMP. For the past 15 years, we have been working collaboratively together to ensure that the needs of people who have mental health and substance issues are met through a compassionate, inclusive and engaging approach. We look forward to the ongoing partnership as we build our second Assertive Community Treatment team in Surrey,” says Brian Jacobson, Fraser Health Program Coordinator, Surrey and Surrey / North Delta Assertive Community Treatment (ACT) Teams.

Rescue Services have seen a rapid rise in the

IN the month of April, Vancouver Fire and

the result of arson.

Annually, the average monthly incident of fire during the January to

April period is 275 per month. In the May to September period that number climbs to a monthly average of 500. Predominantly this increase occurs in the outdoor environment, throughout laneways and alleys of the City of Vancouver.

Residents are being asked to be on the watch for suspicious activities and suspicious people, particularly in lanes.

Police and fire officials would rather respond to 911 calls about suspicious activities than go out on fire calls.

Discarded items, recycle bins, and garbage provide fuel for fires, which can

easily spread to adjacent structures, be they sheds, garages, or homes thereby placing the lives of residents at risk.

In 2014 the Vancouver fire department investigated 151 fires that were deemed to have been deliberately set. They accounted for about 26 per cent of the fires that the departmentâ&#x20AC;&#x2122;s investigators attended and resulted in more than $7 million in property damage.

In addition to keeping flammable material out of harmâ&#x20AC;&#x2122;s ways, officials are suggesting residents install motion-detecting light to deter people from lighting fires. About 80 per cent of fires occur between 6 p.m. and 8 a.m.

Third alarm blaze severely damaged â&#x20AC;&#x153;The Church in Vancouver" FLAMES severely damaged the building of â&#x20AC;&#x153;The Church in Vancouverâ&#x20AC;? in the East Vancouver area on Thursday, May 7 at 105 East 50th Avenue.

The Vancouver Fire and Rescue Services were summoned at 1:53 p.m. to a report of a roof fire from one of their fire crews who were in the area performing their routine building inspections.

Fire fighters encountered large amounts of smoke and the fire was soon upgraded to a third alarm assignment with 50 to 60 fire fighters on scene.

The fire was fought initially offensively but was soon transitioned to a defensive fire attack. Fire crews worked very hard and did a great job dealing with a difficult fire that had already established itself within the void spaces of the roof and ceiling of the church. Crews left the scene at 9 p.m.

The cause of the third alarm blaze has been determined to have been accidently started during roofing operations and the investigation is now closed.

No injuries were reported.

Whitecaps FC Pre-Residency expands into full-time school program VANCOUVER Whitecaps FC announced on Monday that the club’s Pre-Residency program has expanded into a fulltime school program, joining the U-18 and U-16 Residency teams at Burnaby Central Secondary School.

The club also announced that Bart Choufour has joined Whitecaps FC full-time as PreResidency and Academy Centres director and head coach.

“Our Pre-Residency program is an essential part of the

pipeline into our Residency program, and subsequently to our professional teams,” said Whitecaps FC Director of Soccer Development Dan Lenarduzzi. “Moving this program into a full-time school environment under the leadership of Bart will enhance our ability to develop young players. Having Bart join the club full-time is a direct result of our investment and commitment to our development structure, not only here in Vancouver, but also across the

country through the expansion of our Academy Centres.”

Whitecaps FC Pre-Residency features players from U-13 to U-15. Currently, players train in the evenings at Simon Fraser University and attend their local schools. Starting this fall, all Pre-Residency players will attend Burnaby Central and train at the same time as the Residency teams at Burnaby Lake Sports Complex, allowing further integration as part of a holistic development program.

Smuggling cocaine in fabricated breadfruits, opium in bags of pasta

NO matter what ingenious method you may try to smuggle drugs into Canada, the Canada Border Services Agency says it will get you!

This week, the CBSA announced that it had seized about four kg of suspected cocaine in fabricated breadfruits at Toronto Pearson International Airport, and 2.43 kg of suspected opium in bags of pasta at V a n c o u v e r International Airport.

On April 13, CBSA officers working at Air Cargo inspected a shipment declared as fresh produce in 34 cardboard boxes and plastic bags. Officers noted inconsistencies in the X-ray of one of the bags and, upon further inspection, found two fabricated breadfruits made of plaster and painted lime green amidst numerous real breadfruit. Both of the fake breadfruit were found to contain suspected cocaine. The suspected cocaine was turned over to the RCMP. “This seizure of suspected cocaine demonstrates that our officers will find any and all contraband, no matter what type of concealment

method is used. CBSA officers are trained in advanced detection techniques, and their experience and expertise at our ports of entry ensures that Canada’s borders will not be used in the smuggling of illegal narcotics,” said Goran Vragovic, CBSA Regional Director General, Greater Toronto Area Region Also, CBSA officers of the Air Cargo Operations at V a n c o u v e r International Airport seized 2.43 kg of suspected opium.

On April 1, the officers examined a parcel arriving from Iran.

According to the declaration form, the parcel contained candy.

The X-ray images of the shipment presented some anomalies.

When officers opened the boxes, they found bags of pasta and detected an earthy odour.

Once the bags of pasta were unpacked, officers discovered a dark tar-like substance wrapped in cellophane concealed within the food products. Initial tests indicated the presence of suspected opium.

The narcotics were seized and transferred to the RCMP. Richmond RCMP Airport Detachment assisted the CBSA to advance this investigation leading to the arrest of a Vancouver male in his 50s.

You can be a single mom, a stay-at-home dad, a family where both parents work or are divorced. It doesn’t matter. Our plan helps you.

METRO Vancouver on Thursday launched Love Food Hate Waste, a three-year campaign to reduce avoidable food waste at home.

Food that was purchased but never eaten is considered avoidable waste.

Common examples include bread that goes mouldy, vegetables that wilt, spoiled fruit, and expired dairy products.

“Over half of all food waste in Metro Vancouver is avoidable,” said Metro Vancouver Zero Waste Committee Chair Malcolm Brodie. “To put this into perspective, that’s 80,000 potatoes, 26,000 bananas, 70,000 cups of milk, and 32,000 loaves of bread wasted every single day in our region.”

Metro Vancouver’s Love Food Hate Waste campaign is modelled on WRAP United Kingdom’s successful initiative of the same name.

The campaign will initially focus on helping people get the most from the food they buy by using simple and practical steps to immediately reduce food waste. This includes storage tips for extending freshness, seasonal menus prepared by the North Shore Culinary School, portion calculation to determine how much of each ingredient to buy, and explanations about what ’best before’ dates really mean.

In addition to reducing food waste in the region, Metro Vancouver also hopes to educate residents and businesses about the damage and costs incurred from using our drains like garbage cans.

The Love Food Hate Waste campaign was announced, in collaboration with WRAP UK, at Metro Vancouver’s 2014 Zero Waste Conference, and officially launched on Thursday at the Recycling Council of British Columbia’s 2015 conference in Whistler.

The government was also forced to conduct a review into the matter, but British Columbians are still waiting for answers.

New funding for rescuing survivors in a B.C. earthquake THE Province is providing a new infusion of $200,000 in support into Vancouver’s Heavy Urban Search and Rescue (HUSAR) team.

HUSAR provides critical resources and a specially trained taskforce of up to 120 personnel with medical, fire suppression, emergency response, search and rescue, and engineering backgrounds. The team deploys with trained dogs, electronic search equipment and heavy construction equipment to remove debris and help extract people trapped in major structural collapses, such as one might expect from a catastrophic earthquake.

Including Tuesday’s funding, the Province has now committed $800,000 since 2011 to help sustain the HUSAR team’s operations. This ongoing support signals the need to keep investing in emergency preparedness measures that will help keep British Columbians safe, particularly in the aftermath of a catastrophic earthquake in coastal B.C. The Vancouver HUSAR team, which is one of four in Canada, is the only Canadian team certified to deploy around the globe by the co-ordinator for UN Emergency Response.

Attorney General and Minister of Justice Suzanne Anton said: “The reality of our province’s seismic risk makes the work that the HUSAR team does especially critical. Its ability to deploy and help British Columbians after a major earthquake is an important tool in saving lives and helping B.C. recover after a disaster. While it’s everyone’s responsibility to get involved in emergency preparedness, teams of first responders, like HUSAR, are helping B.C. be better prepared for when the big one hits.”

Vancouver Mayor Gregor Robertson said: “Vancouver’s Heavy Urban Search and Rescue team is highly skilled and trained to provide the heavy lifting needed to help find and save survivors trapped in the aftermath of a disaster. Million-dollar boost for emergency public alerting in B.C. A $1-million dollar initial investment will help to develop the first phase of a new emergency notification management hub and a mobile alerting app to continue to improve disaster preparedness in B.C. The funding, made possible by the Province's Strategic Investment Fund (SIF) with Telus, will help Emergency Management BC (EMBC) to enhance the reach of public alerting by improving the speed that alerts can be sent, automating the distribution of emergency alerting across multiple channels, and increasing the types of alerts that can be delivered to cover a variety of disasters and hazards.

The new and enhanced alert management hub, which is anticipated to be implemented over the next two years, will allow for: * Faster creation of emergency

alerts by EMBC or another authorized user. * The ability to identify the geographic area of the emergency event and focus distribution to ensure the message is delivered only to affected areas. * Translation of messages into appropriate formats for distribution over multiple notification channels (e.g. smartphone app, radio, television, etc.). * Integration with the national Alert Ready notification system which feeds emergency alerts to radio and television stations which, in turn, immediately broadcast them.

The new system will allow alerts to be open to select third parties, such as Alert Ready and Environment Canada, which will be able to subscribe to alerts and publish them on their own distribution channels.

The mobile alerting app is planned for a variety of differ-

ent devices, and will be developed to work with multiple operating systems, as well as on all B.C. telecommunication carriers.

The SIF was created to fund provincial government initiatives aimed at transforming and improving government service delivery to families and businesses throughout B.C. Attorney General and Minister of Justice Suzanne Anton said on Thursday: “With the recent tragedy in Nepal, we were reminded of the devastating impact of a major earthquake.

Every year, 1,300 pedestrians are injured or killed in crashes at intersections in B.C. Making a safe left-hand turn at an intersection can be difficult. ICBC, police and the B.C. government are asking drivers to not let pedestrians be in their blind spot and to always be

ready to yield to other vehicles, pedestrians or cyclists.

High-risk driving, which includes failing to yield, speeding, following too closely and ignoring a traffic control device, contributes to almost half (43 per cent) of all policereported crashes that result in injuries or fatalities each year in B.C. Police across B.C. will be stepping up enforcement in May targeting all highrisk driving behaviours. Speed Watch volunteers will also be set up in B.C. communities to encourage drivers to slow down. The campaign also includes new radio and interactive digital advertising and social media.

“Drivers must remember they share the road – there are other road users to watch out for, like young children and cyclists who are especially vulnerable to drivers’ high risk behaviours,” said Suzanne Anton, Attorney General and Minister of Justice. “Left hand turns present enormous risks for crashes between vehicles, pedestrians and cyclists because visibility and sight lines can be compromised in these situations.”

“As the weather improves, we’ll see more motorcycles, cyclists and pedestrians using our roadways,” said Todd Stone, Minister of Transportation and Infrastructure. “When driving, remember to scan intersections and look carefully for other road users, especially when you’re turning left.”

“Failing to yield, speeding, and unsafe lane changes are high-risk driving behaviours that put everyone at risk,” said Chief Officer Neil Dubord, Chair of the B.C. Association of Chiefs of Police Traffic Safety Committee. “Drivers have to be responsible for their actions, pay attention and focus on driving. Police will be out in full-force across the province this month looking for drivers who feel the rules don’t apply to them.”

"No one wants their actions to cause a tragedy so we’re asking drivers to always be ready to yield the right-of-way to other road users,” said Lindsay Matthews, ICBC’s Director Responsible for Road Safety. “When turning left, don’t let pedestrians be in your blind spot.”

PharmaCare cracks down on problem pharmacies, about 46 will not be re-enrolled

PHARMACARE has informed a number of Lower Mainland pharmacies that it no longer intends to do business with them, as the result of a new regulation that allows the Ministry of Health to better enforce the rules around billing PharmaCare.

The ministry has notified the pharmacies of its intent to refuse to enrol pharmacies for a variety of reasons: * Some have a past history of billing issues with PharmaCare, including audits that have recovered hundreds of thousands of dollars. * Others have improperly filed drug information into patient records in PharmaNet, the provincewide network that tracks all prescriptions, thereby putting patient’s health at risk. * Still others have apparently given false information on their enrolment applications.

The Ministry of Health intends to refuse re-enrolment as providers to PharmaCare to about 46 pharmacies in the Lower Mainland, as of June 1. The rest of the more than 1,280 pharmacies in B.C. will be re-enrolled as providers to the public drug plan in good standing on the same day.

The ministry has sent letters to the affected pharmacies, to inform them of the intent to refuse enrolment and the specific reasons behind the

decision. Each pharmacy has 21 days to respond as to why enrolment should be allowed; the ministry will consider each pharmacy’s response and decide whether to refuse or allow enrolment.

“The Ministry of Health takes its responsibility to protect vulnerable patients and health care dollars seriously,” said Minister of Health Terry Lake on Thursday. “Until now, it could be hard for the ministry to cancel the enrolment of a pharmacy taking advantage of patients or breaking PharmaCare’s billing rules. Now we can act decisively to protect patients and taxpayers, as well as the good name of the vast majority of pharmacists.”

Once a final decision is made to refuse enrolment, the ministry will contact patients who use the affected pharmacies to let them know and give them time to transfer their prescriptions to nearby pharmacies. All of the affected pharmacies are in areas with several other pharmacy options for patients nearby.

“The college’s main priority is to ensure continuity of care and that pharmacies have the necessary information to facilitate any transfers of patient care,” said Suzanne Solven, Deputy Registrar of the College of Pharmacists of BC. “We are confident that pharmacy

professionals will be able to provide a smooth transition for patients that move from one pharmacy to another.”

The ministry is taking these actions under its new provider regulation, which is part of the Pharmaceutical Services Act. The regulation now allows the ministry to refuse to do business with people and pharmacies that have a past history of problematic business and billing practices with PharmaCare and other public drug plans. It came into effect in December 2014.

The provider regulation sets out the roles and responsibilities for pharmacy owners, directors and managers who bill the PharmaCare program.

"We were pleased to have contributed to the development of these new regulations,” said Geraldine Vance, CEO of the BC Pharmacy Association. “We support the minister's efforts to protect the interests of taxpayers and patients.”

The new regulation requires all pharmacies to re-enrol with PharmaCare under a new process by May 31, 2015. Under the new enrolment process, all pharmacies in B.C. will have to disclose ownership and management, and their track record as pharmacy providers.

PharmaCare spends about $1.1 billion a year; most of the money is paid to B.C.

pharmacies as reimbursement for drugs and services.

There are more than 65 million pharmacy transactions recorded in PharmaNet, the provincewide network that tracks every prescription

dispensed in British Columbia.

PharmaCare is the province’s public drug plan; every British Columbian is eligible to apply. While pharmacies do not need to be

enrolled in PharmaCare to operate, only enrolled pharmacies can charge medication costs and services to the public drug plan on behalf of PharmaCare clients.

The flying car?

FRIEDRICHSHAFEN, a university city in Southern Germany hosts the annual ‘AERO Friedrichshafen’ a global aviation show, this year held recently in midApril. As home to the famous Zeppelin dirigible factory established in the late 19th century, the Maybach aviation company, which became an automobile manufacturer after the First World War, and Dornier Flugzeugwerke, a prominent aircraft manufacturer that in the 1980s was parented by DaimlerBenz, Friedrichshafen is the ideal host city for such an exhibition.

A star exhibitor this year at AERO is Carplane GmbH, a company co-funded by the EU and the German State of Niedersachsen engaged in developing a flying car capable of road travel to and from airstrips

and flight travel between them. AERO was the first public unveiling of Carplane as a car. Its maiden flight is “tentatively scheduled for later this year.”

Given the history of flying cars, skepticism about this iteration abounds.

Almost from the time cars and airplanes were first invented designers and inventors have been trying to fuse them. Indeed, the scourge of the Wright Brothers, Glenn Curtiss patented a flying car in 1917 and displayed a prototype, the Model 11 Autoplane at an exposition in New York that same year. The plane never flew and development ended when America entered the First World War. Inventor Rene Tampier built the Roadable, a carplane of sorts, for the 1921 Paris Air Salon, flew to the exposition and drove around Paris for two hours—at 15 mph. After the Second World War, redoubled efforts produced Airphibian, Convaircar, Aerocar, Autoplane, Mizar, and, more recently, Terrafugia Transition, Parajet Skycar and LaBiche Aerospace FSC-1. And some have actually flown: 300 of the “over 2,000 known flying car designs”, according to www.carplane.com.

Today, no commercially produced vehicle bridges “the gap between car and plane travel.” Carplane’s stated goal is to start closing this ‘gap’ by settling “on a design which performs well in both air and road modes” and meets all certification requirements for cars and for airplanes in the Very Light Aircraft (VLA) category ( m a x .

The Carplane design at this stage of development can be likened to an upturned catamaran accommodating two people, each in their own hull. Between the hulls is space for storing and protecting the wings along the length of the vehicle thereby providing the longest possible, unsegmented wing length within the confines of a normal car.

A patented mechanism deploys the wings in a smoothly integrated process that wholly converts the car to an airplane. Animations of this process are on the Carplane website.

Carplane’s slogan —“built for reality” boldly conveys that it has finally met the engineering and design challenges of the flying car. Like the self-driving

car, however, overcoming these challenges also raises difficult legal, licensing, and insurance issues.

Fans of ‘The Jetsons’ will recall the aerocars buzzing around Orbit City in neatly ordered bubbles.
