“UNBELIEVABLE! I am so angry at what is going on and how they are labelling our community,” former solicitor general Kash Heed told The VOICE on Monday.

Heed lashed out at the politicians, the bureaucrats and police officials who have been shamelessly blaming the South Asian / Indo-Canadian community for their own incompetence in dealing the issue of gang violence.

Heed said: “For crying out loud, I am sick and tired of hearing this from these people because they are so illinformed. As a matter of fact, their comments are very, very irresponsible.”

And he added: “It’s time that our community stepped up and fought back instead of taking it from these people, because I can tell you right now very seldom do you see them going after any of the other ethnic groups or even the mainstream society and pointing the finger at them, saying ‘there’s a code of silence that’s why we are having to deal with it.’”

Heed asked these accusers: “Why don’t you come up with some effective investigation strategies, some effective prevention strategies, and put them in place instead of always pointing the finger at the Indo-Canadian community and saying it’s their fault?

Kash mockingly wondered “why there’s always such a surprise that the suspects are not telling them who’s doing what,” adding: “That’s the way it’s been for years. That’s the way it’s been before the institution in society called policing was created. Where have they been all these years!”

Heed told The VOICE: “It’s easier for them to point the finger at someone else versus knowing that they haven’t put together a comprehensive prevention strategy in place, one that you and I talked about in 2002 [when I was fighting for the establishment of a special gang task force to deal with the surge in IndoCanadian gang violence at the time]. We talked about putting all pieces of the puzzle together and the fact that no matter how many forums we had and how many discussion groups we brought together, there was no will by these officials, by these government agencies,

by these bureaucrats, by these politicians to put that comprehensive prevention strategy in place.”

Heed said that had they done that back then, had they invested in the programs that were shown to be effective in reducing gang behaviour / criminal behaviour for these particular groups, the situation would have been different. But none of this was put into place.

Heed added: “So we can sit here and we can talk about this again, and I’ll tell you right now, unless there is a comprehensive strategy put in place, you and I are going to be having this discussion again.”

And who should put all this in place?

Heed answered: “These same people who are pointing a finger at our community – these municipal politicians, these provincial politicians and these federal politicians and police officials that are pointing the finger at our community and saying ‘oh, it’s you because you are not coming forward. It’s you because you are silent.’”

RATTAN'S RUMBLE FINALLY, on Friday, the B.C. Government announced that it will give $300,000 for Nepal earthquake relief – four days after the Ontario Government had announced $1 million for Nepal.

The press statement said: “B.C. is providing the Canadian Red Cross with funding to support emergency disaster relief efforts in Nepal following a magnitude 7.8 earthquake last weekend.

“British Columbia’s $300,000 donation will provide urgently needed assistance to communities throughout the country’s worst-hit areas to help support search and rescue operations, food distribution, and the delivery of aids such as blankets, hygiene kits and sleeping mats.

“To further support the mission, BC Liquor Stores customers can donate to the Red Cross earthquake relief efforts for Nepal at any of the 196 BC Liquor Stores throughout the province. Customers may make donations of $2 or $5 – or multiples thereof – at any BC Liquor Store checkout through June 6, 2015.

“As part of the provincial response efforts, the Medical Services Commission will be waiving the regular three-month waiting period for Medical Services Plan benefits for Canadians who are returning to British Columbia from Nepal, ensuring that they are able to get needed medical care immediately.”

I am really happy that the government has done the RIGHT thing at last.

I had kept badgering the government to come up with some money for Nepal and posted a piece titled “Nepal earthquake - Premier Christy Clark and Liberals are HYPOCRITES when it comes to MULTICULTURALISM!” on our website (www.voiceonline.com) on Tuesday.

I wrote: “It is shameful that B.C. Premier Christy Clark has yet to announce any contribution for Nepal earthquake relief work.

“This is from a premier and Liberal government that is always playing the multicultural card.

“On the other hand, Ontario Premier Kathleen Wynne on Monday announced Ontario will contribute $1 million for relief efforts to meet the urgent needs of people affected by the earthquake in Nepal.

“Clark and her Liberal government don’t think Nepal is important enough, I guess.

“When I contacted the Liberal’s media relations on Monday about this, they told me that an announcement was going to be made about B.C.’s contribution.

“But NOTHING happened.

“So I have sent these hypocrites another reminder today (Tuesday).”

THEN on Wednesday, I added this part: “It is now crystal-clear that it’s not about multiculturalism but the POLITICS OF VOTES that matter to Premier Christy Clark and her B.C. Liberals.

“Their hypocrisy has been brutally exposed by their CALLOUSNESS at the intense suffering of the people of Nepal following Saturday’s earthquake in that country.

“If there had been an earthquake in India or China or the Philippines or Vietnam, Clark’s reaction would have been to immediately issue a statement at least.

Outstanding role models for South Asian youth: Abbotsford Police Recruit Constables Jagroop Bhullar and Jayvir Uppal JAGROOP Bhullar and Jayvir Uppal, along with Myles Krauchi and Nolan Moore, were sworn in as Abbotsford Police recruit constables on April 24

The recruit constables will spend about eight months at the Justice Institute of B.C. and in hands-on training before becoming full constables.

Bhullar and Uppal are outstanding role models for South Asian youth.

JAGROOP Singh Bhullar was born on September 20, 1985, in Vancouver. Jag began wrestling at a very young age, and eventually built a rigorous daily training regime; which quickly became a way of life.

While other kids would spend their time watching TV, Jag would pass his time in the gym where he would naturally discover his love for working out and training, determined to become the best wrestler he could

Jag’s father spent a lot of time with him, playing the role of his mentor as well as his best friend.

Jag eventually progressed along the path of a successful athlete, both by skill and physique. He also felt an increase of interest in school, which led him to be more successful at yet another avenue in life. Jag attended H.J. Cambie Secondary School from Grades 8-12, where he maintained an excellent relationship with all of his teachers, led by example in his social circle, always displaying leadership and hard work. After graduating from high school, Jag went on to further his education at Douglas College and Simon Fraser University, where he continued to train hard.

Coaches Mike Jones and Justin Abdou trained Jag at SFU, where he eventually became CIS National Champion and lead the university team to a national title. Jag went on to graduate with a major in criminol-

ogy and minor in education.

SFU was also where Jag met his wife, Sonia. What started off as a friendship grew into a relationship, and they were married in June 2013.

Having his wife and parents by his side have proven to be Jag’s strongest support. Once being a shy individual, Jag has grown to become more confident in himself, has gotten to be more comfortable with public speaking, and being an athlete he has become disciplined and health conscious for a long time. Jag went on to win several national championships, competing at major international tournaments such at World University Championships and Commonwealth Games. Jag is also a five-time Canada Kesri Champion.

This was also a point in Jag’s life where he began giving back to the community, sharing his story, motivating youth to keep positive and optimistic about whatever they choose to do in life. His father

opened an academy for youth in their village in India where Jag continually goes and mentors the children and young adults.

Alongside his training, Jag spends a lot of time on public speaking and putting together community centered plans for the future. He has opened up his own non-profit athletic club, Bhullar Wrestling Club, which operates out of Richmond for free to the public. This is a volunteer service, which he has started to give back to the community, and it is at full capacity (35 students) and growing. Most of Jag’s free time is spent organizing events for his non-profit club, such as the youth wrestling tournament he organized called the Western Canada Age Class Championships 2015, which was held at the Richmond Olympic Oval and hosted 800-plus youth participants and 1000-plus spectators.

Jag’s interest in criminology has spanned over the majority of his adolescent and all of his adult life. He is excited to pursue his career goal of becoming a police officer for the Abbotsford Police Department. Having a background of working in the criminal justice system as a Corrections Officer at the Surrey Pretrial Service Center (SPSC), Jag feels prepared to take this step in his career.

JAYVIR Uppal was born in Burnaby, but moved to Abbotsford when he was five.

He was raised there with his three younger siblings. Jay

attended high school at MEI (Mennonite Educational Institute), graduating in 2008.

After graduation, Jay attended UFV (University of the Fraser Valley) for kinesiology.

Finding that his heart was not in it at the time, Jay left UFV and began working full-time.

In 2010, Jay got a job with Overwaitea as a loss prevention officer (LPO).

He enjoyed the work, and a combination of the LPO job and an interest in policing led to him enrolling in the Law Enforcement Studies program at the Justice Institute of B.C. in 2011.

In 2011, Jay also applied to APD. He, too, heard the phrase “needs more life

experience”. Jay continued with his program at the Justice Institute, landed a job as an LPO with London Drugs, and began volunteering with Abbotsford Restorative Justice.

In January 2013, Jay received his Law Enforcement Studies diploma from the Justice Institute. In May of that year, he was hired as a part-time dispatcher at APD. Jay moved to a full-time dispatcher role in 2014, and soon began to build a reputation with the APD officers as a calm, reliable and intuitive dispatcher. Those skills will no doubt help him greatly in his new career.

New Executive Committee of Vancouver’s Khalsa Diwan Society VANCOUVER’S Ross Street Gurdwara announced on Friday that they had won a court challenge and that the new executive committee of the Khalsa Diwan Society will take charge on May 1.

Government needs to show leadership on tackling serious gun crime in Surrey

I strongly believe we will end this violence when we work together. When I say “we” I mean all of us: police, educators, parents, community leaders, and all levels of government. We all have a part to play, and we all need help to succeed.

First we need to show up, and I have seen the people of Surrey and Delta pack into rooms at several community events recently with police and educators. I have been troubled by the late arrival of Premier Christy Clark in this conversation. I hear a lot of frustration from people who feel their elected officials only show up for fundraisers or cultural celebrations.

We need to avoid blaming each other or any specific communities. I hear the premier return again and again to a call for the community to do its part. I believe that repeating this over and over takes us down a dangerous path. A small number of armed criminals absolutely do not represent the South Asian community or the Somali community. I do not recall this kind of response to violence from the Bacon brothers or the Hells Angels. I think the comments made by Minister Amrik Virk –

Families, schools, and police are doing the best they can with the tools they have. It’s our job as politicians to bring them the resources they need and help develop a plan to work together.

But for many years now, principals and superintendents in Surrey schools have been forced to cut back rather than invest in the future of their community. This is the wrong direction. I have personally asked the premier to commit to providing the resources needed in Surrey to clear the waitlist on the Wrap Program and get all these kids the guidance and mentorship they need. She agreed to spend $270,000 to clear only half of the waitlist. Compare that to the $11 million of your tax money she spent on a Bollywood awards show, or the $5 million spent on a do-nothing audit office, or the $1 million she spent on the Resort Municipality of Jumbo, a made-up town with no buildings and no people.

I believe that keeping kids out of gangs should be a serious priority, not a quick photo-op.

New Democrats have been working on this issue for a long time. Sue Hammell, Harry Bains, and Bruce Ralston continue to press the provincial government to move forward with the Surrey Accord.

The Accord has several policy pieces to address policing, courts, addiction, mental health and poverty, but at its core the Accord is about co-operation between all levels of government.

What I hear from parents and teachers, and what I hear from the Bains family, is that we need a much stronger emphasis on crime prevention. That means putting resources into identifying young people at risk of joining gangs and intervening early. We have to stop crime before it starts.

There are some good ideas and good programs on the table already, like Wrap. But make no mistake – resources matter.

When there are only 10 police liaison officers trying to make a difference in the lives of more than 70,000 students in Surrey, it’s no surprise that kids are slipping through the cracks. When there are dozens of at-risk kids on a waitlist for the Wrap Program, it’s clear that government isn’t doing its part. Our school system is where we will have the most success in turning young people’s lives around. I was truly inspired to hear the story of Jesse Sahota. Jesse was headed into the gang lifestyle before teachers and counsellors intervened. Thanks to them, and thanks to the school system, Jesse is now a two-time national wrestling champion and a university graduate. Jesse is giving back to Surrey schools now, mentoring young men who are facing the same choices he did at their age.

Every dollar spent on intervention and mentorship will save us many more dollars in law enforcement, courts, and prison costs.

More importantly, crime prevention programs will give our streets and our neighbourhoods back to the people who live there. Most importantly, crime prevention will save lives and spare families the wrenching agony of grief.

The people of Surrey and Delta have endured street crime and gun violence for too long. It is clear to me that the community is hungry for change, and ready to help drive that change. Now is the time for government to bring the resources and leadership we need to make that change a reality.

MPs Jinny Sims and Jasbir Sandhu demand action by federal government to deal with crime situation in Surrey NDP MP Jinny Sims (Newton-Delta North) on Wednesday demanded action from the federal government in the House of Commons to deal with the gang violence crisis in Surrey.

“The federal government has an obligation here – why bother having a Minister for Public Safety if they have no intention of prioritizing public safety?” asked Sims. “People are scared and the community is devastated.”

Sims said: “I’ve asked for more police on our streets. I’ve asked for more accessible gangprevention and drug-crime prevention funding. The Conservatives have done nothing.

Twenty-four shootings later, I’m wondering if any of them are listening now: where is the federal leadership here?”

On Thursday, NDP MP Jasbir Sandhu (Surrey North) slammed Public Safety Minister Steven Blaney, saying in the House of Commons: “Gang violence in Surrey has reached crisis levels. My community needs urgent action from this government. But instead, yesterday they stood in this House and patted themselves on the back for a job welldone. Last night the minster was doing damage control, but he has still refused to make any concrete commitments. It’s unacceptable.

Shots fired in Surrey and Richmond on Tuesday VIOLENCE continued in Surrey as police reported that at about 3 a.m.

Tuesday, residents in the area of 94th Avenue and 124th Street heard an unknown number of shots fired in addition to persons arguing and cars driving erratically.

Surrey RCMP was dispatched to the scene to investigate and located evidence consistent with a shooting and an altercation. Around the same time, a male arrived at a local area hospital with stab wounds to his upper body.

Police will also be looking into whether the two incidents are related to one another and to the recent Surrey shootings. However, there is no evidence to indicate that they are related to the Surrey shootings at this point.

Investigators are currently canvassing the neighbourhood looking for additional information regarding the two instances. RCMP E Division Forensic Identification Services attended the scene and were able to gather numerous exhibits which will forwarded to the lab for analysis.

LATER on Tuesday, shortly before 1:30 p.m., Richmond RCMP responded to a report of shots fired in the area of Blundell Road and Colonial Drive.

No injuries have been reported though police said they could confirm at least one shot was fired. A dark coloured vehicle was observed leaving the area at a high rate of speed.

and attention at-risk youth need to help them stay out of gangs and the criminal lifestyle. We repeatedly see enormous benefits from fostering positive interactions with police and their community.”

Hepner said: “I am committed to ensuring the youth in our community have the programs and resources to help them make the right choices in life. The funding provided today by the Province means more at-risk youth will have timely access to the acclaimed Wrap Program where they will receive the support and guidance they need.”

Speaking with city officials, school district representatives, community leaders, law enforcement, and provincial MLAs, Clark confirmed her commitment to work closely with all partners, including the federal government.

Clark said: “Everyone deserves to feel safe in their own neighbourhoods and the people of Surrey need to know the Government of British Columbia stands with you. We're ready to work with you, and we won't stop until we put an end to gang violence.”

The province said that about $60 million a year is provided to the RCMP in B.C. for the Combined Forces Special Enforcement Unit (CFSEU-BC) and antigang initiatives. While more work is needed, the province said that this announcement “builds on a comprehensive and co-ordinated approach - tough on crime, vigilant against its root causes to combating gang violence in Surrey, which has seen a decline in violent crime over the past 10 years.”

The many efforts include: * Approving and forwarding to the federal government Surrey's request for 130 more police officers. * Over $318,000 in grants this year alone directed to local crime prevention and anti-violence programs in Surrey through the provincial government's Civil Forfeiture Office. * Establishing the Surrey Criminal Justice Task Force with the City of Surrey to develop an integrated network of social, health and justice service providers.

Surrey's Wraparound program The Surrey school district, in partnership with the RCMP and the City of Surrey, launched the program in 2009 to help youth at risk of gang involvement. The program's overall goal is to help at-risk participants aged 11 to 17 build positive lifestyles and self-worth through a stronger connection to their school, family, community and peers. At-risk youth are referred from a variety of sources, including Surrey schools, police officers, youth probation and other community agencies.

Since it began, Wrap has seen 500 referrals, and the program currently serves 60 youth in the district. The new funding contribution will support 15 to 20 more participants, which means the current waitlist will be reduced by half. The funding will also improve supports to students and families already in the program.

A team including school district staff, the RCMP and community partners works together with at-risk youth and their families to develop personalized plans to help them succeed in school, to foster positive and trusting relationships with police and authority figures, to build selfworth through work experience and mentoring, and to encourage their strengths and interests through recreational, athletic and artistic opportunities.

Wrap has dramatically reduced gang activity in Surrey and the results show a direct cost benefit to the police and the community. An independent evaluation showed that the average participant saw their negative police contacts decrease by 66% while the control group, the waitlist, saw their negative police contacts increase by 20%.

Yet another shooting in Surrey on Tuesday night THERE was yet another shooting in Surrey on Tuesday night. At about 10:25 p.m., Surrey R.C.M.P. received several 911 calls about several gunshots being heard in the area of 88th Avenue and 134B Street.

Police located evidence consistent with shots being fired in that area.

A police

Service Dog Unit conducted an item search in the area.

Additional evidence consistent with shots being fired were located a short distance away near the intersection of 88A Avenue and 134B Street.

Checks of the surrounding residences and vehicles in the area failed to locate anything that had been hit by a

bullet.

Surrey R.C.M.P. members are canvassing the area, seeking additional information. Several persons in the area were spoken to, but no one reported seeing or hearing any vehicles in the area at the time the shots were heard, nor seeing the shots being fired.

No injured persons were located.

CRTC Commissioner Raj Shoan clashes with Chairman Jean-Pierre Blais THE Globe and Mail newspaper reported on Wednesday that CRTC Commissioner Raj Shoan, 39, has filed an application with Federal Court in Ottawa over allegations of harassment and raising questions about the authority of Chairman Jean-Pierre Blais.

Including Blais, there are seven CRTC commissioners.

The newspaper says that the court filing suggests Shoan clashed with Blais and his senior staff concerning the extent of the chairman’s power over the commissioners.

The application alleges, among other things, that Blais was in the wrong “by repeatedly attempting to supervise and direct Commissioners, via CRTC staff, through the creation of internal procedures that were and are contrary to the CRTC Act.� It suggests that a dispute over this was the cause of the harassment complaint made last September by Amanda Cliff, CRTC executive director of communications and external relations.

None of the allegations has been proved in court.

The Globe and Mail pointed out that Shoan, who was

appointed in July 2013, “has written several decisions challenging the commission’s majority rulings, dissenting on three occasions and concurring with the result but disagreeing with the majority in two other instances.�

Shoan denied the allegations of harassment in a statement to the newspaper. He said he hoped that the judicial review “will result in an objective assessment of the issues and a strong rebuke against a culture of control and the quashing of dissent within the CRTC.�

ACCORDING to Shoan’s official bio, “prior to his appointment to the CRTC, he served as the CBC / Radio-Canada’s

Director of Regulatory Affairs.

In this role, he led the Corporation’s participation in CRTC public hearings on various policy and regulatory matters, including the applications to renew the public broadcaster’s licences for its television and radio services.�

As Director of Regulatory Affairs at Astral Media Radio Inc. from 2008 to 2011, he ensured that the company’s radio and local television stations were compliant with the CRTC’s policies and regulations.

Between 2004 and 2008, Shoan gained expertise in the interpretation of the Broadcasting Act and Telecommunications Act as a Senior Policy Analyst and Legal Counsel at the CRTC. In 2007, he was Senior Advisor to the Chairman. “Shoan also worked as an analyst and lawyer at Industry Canada from 2002 to 2004, including as Legal Counsel for its Telecommunications Law Group. Vancouver Police target illegal marijuana stores AN investigation into a business on Vancouver’s West side has resulted in a search, arrests and the seizure of evidence as Vancouver Police Department continue to execute warrants on marijuana stores.

The investigation of Weeds Glass and Gifts, located at 2916 W 4th Avenue, began in March

after public safety concerns were brought to the attention of police. Those concerns included an incident where a 15-year-old was hospitalized after allegedly purchasing edible products from the store, as well as other events involving young people.

After an initial review, police decided enforce-

ment action was needed.

Officers gathered the evidence required and obtained a search warrant.

On April 29, they entered the illegal business with that warrant, arrested staff and searched the business for additional evidence.

Customers and staff at the store were identified and released pending further investigation.

Detective Jag Khosa of the Combined Forces Special Enforcement Unit -British Columbia shared his experiences of dealing with those involved in the drug violence.

He laid emphasis on the fact that there is a ‘code of silence’ among South Asian families when it comes to acceptance that one of theirs is involved in drug-related crime.

He stressed that “this culture needs to change.” The community should become more candid in addressing the issue before the situation becomes worse.

Surrey RCMP Constable Sanj Sidhu shared his experience of being the first responder in scenarios where he saw someone die in drug-related violence. He stressed the need for parents to spend quality time with children as opposed to providing them money for materialistic pursuits. He urged parents to “please spend more time with your children” as that could prevent them from getting involved with gangs.

Dr. Gira Bhatt, psychology professor at Kwantlen Polytechnic

University who has done gang violence-related research, spoke about the case of a mother who was actually relieved to know that her son would be going to jail and hence not get killed on the streets.

The most heart-wrenching address was by Eileen Mohan (first photo), a mother who lost her son, Chris Mohan, in the Surrey Six murders for no fault of hers. She warned those who were involved in such violence that the community will not tolerate such acts and that all violence should be done away with.

Other speakers such as Mufti Asim Rashid and Moe Bhatha

echoed the same thoughts and strongly urged the community to work towards a solution to get rid of such violence.

Harpreet Singh, Conservative Party candidate in Surrey Newton informed the gathering of the tough laws introduced by the Conservative government and asked the public to support the laws so that the community could be made safer.

The leadership taken by Giani Narinder Singh of Gurdwara Dukh Niwaran Sahib, Harpreet Singh, Global Girl Power and Gur Sobha Foundation was complimented for their efforts in organizing the solution-oriented discussion forum.

Transit Centre staff Sonny Gopal and Edward Wong swoop in to save owl in distress SOME fast-acting service staff at Coast Mountain Bus Company’s Vancouver Transit Centre saved an owl in distress recently.

Sonny Gopal and Edward Wong, who fix buses for TransLink, were moving some vehicles on the lot when they noticed crows diving, attacking a young barn owl. The owl struggled to evade its pursuers, and in the process flew into the side of a bus and fell to the ground, stunned and apparently hurt.

Sonny found a box and carefully tried to approach the owl and place it over it, but he wasn’t fast enough. Luckily, Edward quietly snuck up behind and grabbed it gently in his

hands.

They immediately contacted the people at Orphaned Wildlife Refuge Society (OWL) in Ladner, where the owl spent the last two months recovering.

Staff at the transit centre nicknamed the beautiful white owl “Eddy” in honour of her rescuer, but perhaps “Edie” may be more apt as Martina Versteeg, bird care supervisor at OWL, says the young owl is a female.

Versteeg says when the bird arrived, they examined her and found that thankfully she only had some bruises and had bit her tongue, likely when she was trying to scare

And last week, “Edie” was released in a barn in North Surrey, with a male barn owl of a similar age so they can hunt together and perhaps form a mating pair.

Since the owl was rescued, Gopal and his fellow staff at Vancouver Transit Centre were calling regularly to get updates on the owl’s progress.

“Everybody was just amazed when we rescued it,” says Gopal, a Langley resident. “The way it looked, it had such an amazing face and everything – you rarely seeing something like that.”

IN response to the recent shootings and violence in Delta and Surrey, Delta Police say they committed to several initiatives to improve and ensure ongoing community safety and to assist with investigative initiatives. One of those initiatives was to leverage available technology in the form of cameras.

On Tuesday, Delta Police deployed one mobile tower camera trailer in North Delta.

Acting Police Chief Beaudoin said: “These cameras are being deployed as a temporary crime deterrence initiative in response to the ongoing gun violence across Surrey and Delta. We believe they will both deter criminal actions related to the violence, but also aid us in the investigative process.”

Access to the footage will only be granted following any incident in which it is believed the footage will assist the investigation, and only at the direction of inspectors within the Delta Police and the Combined Forces Special Enforcement Unit (CFSEU-BC).

Pardeep Raj Singh Guron of Calgary dies in B.C. accident PARDEEP Raj Singh Guron, 37, of Calgary (Alberta) died after a motor vehicle incident near Field on April 24, according to the BC Coroners Service.

Guron was a front-seat passenger in a vehicle that was heading westbound on Highway 1 at about

7:45 p.m. on April 24 when, about four kilometres east of Field, it was in a head-on collision with an eastbound car. Guron died at the scene.

The BC Coroners Service and RCMP Traffic Services continue to investigate this death.

Pakistani vice chancellors arrive for Canadian study tour NINETEEN Pakistani vice chancellors and representatives of the British Council in Pakistan and Higher Education Commission of Pakistan are in Vancouver for a 10day study tour. The tour is hosted in collaboration with the Commonwealth of Learning (COL), the British Council in Pakistan and the Higher Education Commission (HEC) of Pakistan. The study tour aims to enhance the vice chancellors’ leadership, strategic planning and other capacities by learning from experiences of their counterparts from the leading universities in British Columbia.

“We warmly welcome the leaders of Pakistan

Higher Education to COL and hope that this visit will lead to stronger ties between us and will strengthen cooperation between Canadian academics and universities in Pakistan,” said Professor Asha Kanwar, President and CEO of COL. The study tour includes presentations and workshops from COL and some of British Columbia’s top experts and institutions. Vice Chancellors will also meet with representatives of the provincial government.

Nishat Riaz, Director of Education for the British Council in Pakistan, said, “We are delighted to hold

our first leadership course in Canada. This is an excellent example of international collaboration as its organisers are joining hands to enhance the quality of education

through better governance and leadership. I hope this is the beginning of a long-term partnership which will help further improve cultural and education relations

South Asian man arrested and charged for two sexual assaults on Transit buses MUKESH Yasarapu, 27, of Vancouver has been arrested and charged in relation to two sexual assaults on buses, which occurred a week apart.

He was not previously known to police.

On April 5, at 7:45 a.m., a Japanese exchange student boarded a bus headed to Vancouver at the Phibbs Bus Exchange in North Vancouver and sat down in a window seat. A man boarded and sat beside her even though the bus was less than a quarter full. For 10 minutes the man repeatedly touched the student inappropriately, attempting to place her hand between his legs and to kiss her.

She rebuffed his advances but he was persistent until he got off the bus at Main and Hastings. The student later advised her Canadian host who advised Transit Police, and an investigation was initiated.

On April 12, at 7:48 a.m., a young woman boarded a bus headed to Vancouver, again at the Phibbs Bus Exchange, and sat down in a window seat. A man boarded and sat down beside her with the bus less than a quarter full. For approximately 10 minutes the man repeatedly touched the woman inappropriately, even though she tried to move away from him.

He got off the bus at Hastings and Pender.

The woman advised Transit Police later that day.

The location and times of the two offences, the actions of the suspect

Mukesh Yasarapu and the suspect descriptions were a match. On April 19, at 7:45 a.m., plainclothes Transit Police officers arrested the suspect at the Phibbs bus exchange.

Yasarapu was arrested and charged with two counts of sexual assault, He was released on a recognizance following a Justice of Peace hearing on numerous conditions which include not to leave B.C., to surrender his passport, and not to sit or stand next to a female when on Transit.

Anne Drennan, Media Advisor, Metro Vancouver Transit Police, said: “Sexual offences on the Transit system are a priority for Transit Police.

We acknowledge that reporting this type of crime can be difficult for victims. We will be thoughtful and sensitive in our approach to ensure every report is taken seriously and investigated thoroughly.”

According to LinkedIn, Yasarapu earned his Master of Administrative Sciences, Global Health and Human Services Administration from Vancouver’s Fairleigh Dickinson University (2013-2015). He is an administrative assistant with the Canadian Red Cross.

Three officers who had just finished dayshift assisted the wildlife rescue volunteer in corralling the ducklings and gently coaxing them into a box. The rescuers took the ducklings down to street level where the plan was to entice the mother duck off the patio. As hoped, the mother flew down and followed the wildlife volunteer and the box containing her ducklings toward False Creek.

As the parade made their way towards the water, police and the rescue volunteer stopped traffic, cyclists and the odd dog before the mother and her ducklings were reunited at the water’s edge where they were safely released.

B.C. Teachers Federation to appeal decision of BC Court of Appeal to Supreme Court of Canada JIM Iker, B.C. Teachers Federation, on Thursday announced that the BCTF will appeal the BC Court of Appealâ&#x20AC;&#x2122;s ruling that has overturned a judgment that would have restored class size and composition rules to the teachers' contract.

Iker called the ruling disappointing, but noted that there was a strong dissenting opinion from one of the five judges.

Iker said: â&#x20AC;&#x153;The decision is not unanimous and the earlier B.C. Supreme Court decisions show there are fundamental dis-

agreements around the law and those issues still need to be dealt with. For example, I donâ&#x20AC;&#x2122;t feel that sufficient weight was given to the Supreme Court of Canada decisions from earlier this year regarding the RCMP and Saskatchewan Federation of Labour.â&#x20AC;?

UCMAS students strive to excel at the 2nd Annual BC UCMAS Math Competition

UCMAS Mental Math, provider of the leading North American educational program in Abacus and Mental Math for children, conducted its 2nd Annual BC UCMAS Mental Math and Abacus Competition on April 26 at the Bollywood Banquet Hall in Surrey. Over 400 UCMAS parents and children from the four BC centres in Surrey, Vancouver and Richmond were on hand to congratulate the UCMAS Math Competition award recipients.

At the competition which took place earlier that day, over 250 UCMAS Mental Math students aged 4 to 13 were challenged to solve 100-200 arithmetic questions in just eight minutes using only mental math or their abacus. The competition tests the UCMAS students’ speed and accuracy and demonstrates their cognitive powers in focus, memory and problem-solving.

“The kids take pride in participating in the competition and the award ceremony, as it

offers them the opportunity to showcase the skills they have mastered in the UCMAS program”, said Rashmi Mehta, Director at the BC UCMAS Provincial Office. “UCMAS parents have observed that the competition provides a friendly rivalry that teaches their kids the value of dedication, determination and the ability to excel when they apply and stretch themselves.”

UCMAS BC awarded prizes to the top finalist competing and the highest honours were given to the champions who attained the top scores within their UCMAS category in the mental math examination. The UCMAS program isn’t just about math.

Canadian government will match contributions dollar for dollar for Nepal earthquake relief CHRISTIAN Paradis, Minister of International Development, and Rob Nicholson, Minister of Foreign Affairs, on Monday announced that the Government of Canada has established the Nepal Earthquake Relief Fund.

“Canadians have consistently shown that they are willing to help those most in need. To support their generosity, the Government of Canada will match their contributions dollar for dollar,” said Paradis. “This fund will provide effective and accountable financial support to experienced Canadian and international humanitarian and development partner organizations working on humanitarian assistance, early recovery and reconstruction efforts in the affected areas of Nepal.”

“Canadian officials are working closely with their counterparts in Nepal and India to help Canadian citizens in the region,” said Nicholson. “Canada will continue to work with its partners to assess needs and ensure that our assistance goes where it can help the most—and that it gets there as quickly as possible.”

For every eligible donation made by individual Canadians to registered Canadian charities between April 25 and May 25, the Government of Canada will contribute an equivalent amount to the Nepal Earthquake Relief Fund. This matching contribution will support humanitarian, early recovery and reconstruction assistance in Nepal through projects undertaken by Canada’s international humanitarian and non-governmental partners responding to the earthquake according to established channels and procedures.

The Nepal Earthquake Relief Fund is

separate from the funds raised by charities and will be administered by the Government of Canada.

Paradis also took the opportunity to announce additional support for the deployment of relief supplies from the emergency stockpile of Foreign Affairs, Trade and Development Canada (DFTAD) to meet the immediate needs of people affected by the earthquake.

NICHOLSON on Tuesday issued the following statement: ON behalf of the Prime Minister and all Canadians, we join the rest of the world in mourning the tragic loss of life that has occurred in Nepal and throughout the region as a result of Saturday’s earthquake and subsequent aftershocks.

Thousands of people have died and many thousands more are injured.

We extend our sincere sympathies to the families as well as the friends of those who have lost their lives or are affected by this tragedy.

Canadians have never sat on the sidelines during times of crisis and need. That is why the Government of Canada was swift to take action immediately. To date, officials on the ground and in Ottawa—assisted by the Foreign Affairs, Trade and Development Canada (DFATD) Emergency Watch and Response Centre—have been working around the clock since the earthquake hit to locate all Canadians in the region, and to ensure that these Canadians are safe and receive the appropriate assistance and care. To date, an additional eight consular resources have arrived in Kathmandu, with two more en route and four more scheduled to deploy in the coming

days.

We are working with our partners and allies to ensure the safe evacuation of Canadians to neighbouring countries. A Canadian consular service point has been established at the Phora Durbar American Club, located in central Kathmandu (near the Thamel neighborhood). Canadian officials are helping to identify commercial flights and are working on plans to evacuate Canadians to New Delhi using Department of National Defence flights. Canadians not able to reach the American Club, or who want more information on evacuation plans should contact the High Commission of Canada in New Delhi, India, or DFATD’s Emergency Watch and Response Centre.

[Tuesday], the Minister of International Development Christian Paradis announced that the Government of Canada has partnered with the Canadian Red Cross to support the deployment of an emergency health-care unit that will have the capacity to provide urgent care for up to 200 people per day.

[Monday], the Minister and I also announced the creation of the Nepal Earthquake Relief Fund. For every eligible dollar donated by individual

Canadians to registered Canadian charities in response to the Nepal earthquake from April 25 to May 25, the government will set aside one dollar for the Relief Fund. The Government of Canada will use the money set aside for the Relief Fund to provide assistance through international and Canadian humanitarian and development organizations using DFATD channels and procedures.

Canada has taken swift action on several fronts. Other initiatives announced [Monday] include sending hundreds of emergency travel documents to the region to quickly assist Canadians that may require replacement documents, as well as the accelerated processing of existing visa applications already in the system from affected regions.

Consideration will also be given to expedite or extend visitor visas, student visas and work visas in Canada.

We also announced the deployment of relief supplies from the emergency stockpile to meet the immediate needs of people affected by the earthquake.

On Sunday, April 26, Prime Minister Harper authorized the deployment of an assessment team—which has

arrived in Nepal this morning—and elements of the DART [Disaster Assistance and Response Team] to assist in responding to the humanitarian crisis in Nepal. A C-17 Globemaster deployed from Canadian Forces Base Trenton, Ontario, transporting elements of the DART as well as relief supplies, medical personnel and firefighters as part of the Light Urban Search and Rescue team. The Canadian Armed Forces is currently pre-positioning its personnel and resources in order to ensure a prompt reaction to assist in the aftermath of the earthquake in Nepal, and possibly return Canadians to safety.

Initially, on Saturday, April 25, hours after the earthquake hit, we announced $5 million in humanitarian assistance that is being used to provide urgent life-saving support to those affected by this catastrophe.

This will be counted against the Nepal Earthquake Relief Fund.

It is clear that this devastating event has affected thousands of families in the region. Canada will continue to work with officials in Nepal and India, as well as international partners and aid agencies to contribute to helping those affected by this crisis.

Multiculturalism, on Friday announced that the Government of Canada is providing inter-action funding of almost $200,000 for the 100 Year Journey Project, a book chronicling the narratives of 100 South Asian pioneers to Canada. The book tells the stories of some of the first South Asians in Canada, detailing how they provided shelter and support for new immigrants, fought tirelessly for the voting rights of all communities, and spent years away from their loved ones as they set up new lives for themselves and their families.

This expansion will allow the 100 Year Journey Project to reprint the book, which was originally published in November 2014, as well as develop and release an electronic edition. The project will also create teaching materials to aid in the presentation of the book and

develop a comprehensive website to capture and share more stories.

“Each May, during Asian Heritage Month, Canadians acknowledge the long and rich history of Canadians of Asian origin and their contributions to Canada. The South Asian community has played an important role in the building of our country, which is why it is important to preserve and share their stories,” said Kenney.

“Canada’s unity in our diversity is truly one of our greatest strengths as a nation.

And there is no better way to encourage this than by highlighting the achievements and contributions of Canada’s many cultural communities. Our Government is proud to make the 100 Year Journey book more accessible to Canadians in order to increase understanding and appreciation for the stories of those early South Asian pioneers who helped build Canada,” said Uppal.

Grade 12 student Akhil Jobanputra: An Indian classical music genius SINCE the age of three, Akhil Jobanputra (Akhil Dattani) has been learning North Indian classical vocal music under the guidance of Pandit Jasraj ji (PadmaVibhushan), Pandit Sanjeev Abhyankar, and Asha Lohia as well as many other gurus from Canada and India.

Akhil started performing from a very young age, and has

been featured in the Sawan Mela, Vancouver Celebrates Diwali, Mushtari Begum Festival of Indian Classical Music and Dance, and the Pandit Motiram Pandit Maniram Music Festival in Hyderabad, India. He has performed extensively across Canada, the US, and India.

Akhil has also had the honour

dancer, Amika Kushwaha, learning the subtle aspects of accompanying Indian classical dance and composing music pieces for dance recitals as well as embellishing his technique on the harmonium (Indian reed organ).

Akhil has also dabbled with various instruments such as the piano, tabla, Djembe, flute, and Pakhawaj.

Akhil has been very active in promoting Indian classical arts in Vancouver. He created the ICMSV - Indian Classical Music Society of Vancouver. He is also the creator and official administrator of the Mewati Gharana Fan Group on Facebook and plays a vital role in the administration of the Pandit Jasraj School of Music Foundation Vancouver.

Through ICMSV, he has organized events such as the Maha Shivaratri Sangeet Samaroha and the Raag-Taal-Nritya Workshops. He actively aids other organizations in the community with their events.

He is currently in Grade 12 at Moscrop Secondary School and has high aspirations for his future.

Nepal earthquake relief: Watch out for online charity scams!

NEPAL is half a world away, yet as we witness the carnage in the comfort of our homes, our hearts go out to those in need. Many non-profit organizations like the Red Cross spring into action to raise money and supplies for those affected by the devastating earthquake.

Unfortunately, it is also times like these when scammers take advantage of horrible situations and bilk money out of those simply trying to help.

“It’s the lowest of the low,” says Evan Kelly, Senior Communications Advisor for Better Business Bureau serving Mainland B.C. “The goodness of humanity reaches out to help and they fall victim to fake charity websites claiming to help people in affected regions around the world. Not only are these crooks capitalizing on the suffering of others, it prevents that money from going to those who need it.”

Avoid a donation disaster with BBB charity tips: * Be cautious when giving online.

Watch out for spam messages and emails that claim to link to a relief organization. If you are seeking to give to a charitable organization involved in relief efforts, go DIRECTLY to the charity's website. * Instigate the donation process yourself. Don’t respond to unsolicited requests for money. * Be wary of bad grammar. Avoid if the website contains poor grammar, spelling mistakes and faulty links. * Be cautious when giving money online. Make sure the website URL begins with https:// The ‘S’ stands for secure. * Find out if the charity has an onthe-ground presence in the impacted areas. See if the charity's website clearly describes what they can do to address immediate needs. Watch out for charities that don't already have staff in the affected areas as they may not be able to provide assistance quickly. * Find out if the charity is providing direct aid or raising money for other groups. Some charities may be raising money to pass along to relief organizations. If so, you may want to consider "avoiding the middleman" and give directly to charities that have a presence in the region. Or at least check out the ultimate recipients of these donations to ensure the organizations are equipped to actually provide aid. * Rely on expert opinion when it comes to evaluating a charity. Be careful when relying on thirdparty recommendations such as bloggers or other websites, as they might not have fully researched the listed relief organizations. Check with the Canada Revenue Agency’s charity listings for information on legitimate organizations. * Be wary of claims that 100 per cent of donations will assist relief victims. Despite what an organization might claim, charities have fundraising and administrative costs. Even a credit card donation will involve, at minimum, a processing fee. * Gifts of clothing, food or other in-kind donations. In-kind drives for food and clothing-while well

Law Enforcement Career Fair The BC-RCMP will be partnering with other law enforcement agencies and hosting the second annual Law Enforcement Career Fair on Saturday, May 2 from 10 a.m. to 3 p.m. at the Justice Institute of British Columbia (JIBC) – New Westminster Campus (715 McBride Boulevard). A number of representatives from law enforcement agencies from across BC and Alberta will be on site and available to answer questions regarding their roles and responsibilities in the community, their hiring process, and any other questions future applicants may have.

Currently the RCMP is seeking to hire over 900 police officers nationally this year. The demand is also growing for other agencies. Very long and very safe bridges

EPISODE One of a currently popular film series, â&#x20AC;&#x153;The Bridge,â&#x20AC;? begins with a nighttime close up on the Ă&#x2DC;resund Bridgeâ&#x20AC;&#x201D;a â&#x20AC;&#x2DC;bodyâ&#x20AC;&#x2122; carefully placed over the line on the bridge marking the border between Denmark and Sweden. This means that both the Danish and Swedish police will be involved; enter the Danish detective Martin Rohde played by Kim Bodnia and the Swedish detective Saga Noren played by Sofia Helin.

The different approaches of the two officers are highlighted immediately, Detective Noren commanding closure of the bridge to all traffic for at least two hours, Detective Rohde responding to the pleas of a woman accompanying her hospital bound husband by waving through their ambulance. Building communications between these two will be the challenge of the drama. All of this is against the back-

ground of an outstanding engineering achievement the steel and concrete structure from which the filmâ&#x20AC;&#x2122;s name derives.

When â&#x20AC;&#x2DC;The Bridgeâ&#x20AC;&#x2122; film series launched in 2011, the â&#x20AC;&#x2DC;Ă&#x2DC;resundsbronâ&#x20AC;&#x2122;â&#x20AC;&#x201D;the bridge companyâ&#x20AC;&#x2122;s preferred Danish / Swedish composite name for the structureâ&#x20AC;&#x201D;had been in existence for 12 years, opening August 14, 1999 after four years of construction preceded by four years of planning and fund-raising.

The Ă&#x2DC;resund Bridge provides a fixed link crossing over the Ă&#x2DC;resund strait, a western channel into the Baltic Sea flowing between Malmo, Sweden on the east and Copenhagen, Denmark on the west. At 16.4 km (10 mi) in total length, the structure is made up of three components. Starting at the east (Swedish) side, the actual bridge component consists of a steel girder extending the full length supporting a four-lane roadway on top of a deck for two railway tracks. At the centre are three cable-stayed sectionsâ&#x20AC;&#x201D;the longest cablestayed main span in the world (490 m) for both road and rail traffic. On both approaches, concrete piers every 140 m support the girder.

At approximately 12.4 km towards the western (Danish) side, the road and railways descend onto the artificial island of Peberholm (Pepper Islet)â&#x20AC;&#x201D;the Danish chosen name complement-

ing the natural island of Saltholm (Salt Islet) just to the north. From here they enter a 4 km long, 20 m high, and 500 m wide immersed tunnel running beneath the Drogden Channel and emerging at the artificial peninsula at Kastrup, Denmark. Peberholm is a designated nature reserve built from Swedish rock and the soil dredged up during the bridge and tunnel construction.

The Ă&#x2DC;resund Bridge connector tunnel is the longest immersed tube tunnel for both road and rail traffic in the world made from 20 prefabricated reinforced concrete segments, the largest in the world at 55,000 metric tons each, interconnected in a trench dug in the seabed.

Inside the tunnel are five side-by-side tubes: two for railway tracks, two for roads, and a small fifth tube for emergencies.

In 2002 â&#x20AC;&#x2DC;Ă&#x2DC;resundsbronâ&#x20AC;&#x2122; received the International Association for Bridge and Structural Engineering â&#x20AC;&#x2DC;Outstanding Structure Awardâ&#x20AC;&#x2122; recognizingâ&#x20AC;? the most remarkable, innovative, creative, or otherwise stimulating structures completed within the last few years.â&#x20AC;?
