Abbotsford’s Townline Hill conflict between two groups of South Asian young men still ongoing after 38 incidents and 35 arrests in two years

BY RATTAN MALL ON Monday, the Combined Forces Special Enforcement Unit (CFSEUBC) announced the arrest of Gagandeep Singh Sandhu, 23, and Sukhvir Singh Sidhu, 24, and the seizure of firearms and drugs in the To w n l i n e H i l l c o n f l i c t i n Abbotsford. (See accompanying story) Last May Gurjashandip Singh Baringh, 18, Karanjit Singh Mann, 18, were charged with uttering threats and a weapons offence and police said that a 17-year-old male was facing a weapons charge following a threat incident in Abbotsford on April 28 that police said was also connected to the same Townline Hill conflict.

Baringh is the brother of Harwindip Singh Baringh, 18, who was found shot dead in a vehicle in West Abbotsford back in October 2014.

Interestingly, a civil suit filed by the Director of B.C. Civil Forfeiture in B.C. Supreme Court in December 2014 claimed that the two vehicles that were allegedly used in a shootout in which Harwindip Baringh was killed revealed that the incident was

Abbotsford Police Constable Ian MacDonald told The VOICE on Thursday: “It’s been ongoing for two years. It has ebbs and flows along the way. We’ve counted 38 incidents – so 38 significant acts of either violence or conflict between the groups since it started and we’ve made 35 arrests.”

About 95 per cent of the members of both groups are South Asians.

May 11, there have been over 25 reported incidents involving conflict between two groups of youths and young adults in the area of West Abbotsford. Thousands of dollars damage has been done to homes and vehicles in a dispute involving males aged 15 to 25.”

The conflict started out between kids in middle school, but it quickly morphed into this conflict that is basically backed by two rival gangs and their primary commodity is drugs.

MacDonald noted: “So now we’ve got weapons, drugs, gangsters all involved in this dispute.”

He pointed out that the problem with young men making bad choices is that even if they are not gang-affiliated, they will quickly be recruited to be gang-affiliated.

He added: “That`s what gangster leadership is looking for: young men who are prepared to make bad choices and now you can offer them money to make those bad choices.”

UN gang associate pleads guilty to conspiring to murder Independent Soldiers gangster Randy Naicker SHELDON Paine, 28, a United Nations gang associate, pleaded guilty to conspiring to murder gangster Randy Naicker, 34, a one-time high-ranking member of the Independent Soldiers gang, and was sentenced to five more years in prison last week, according to a Vancouver Sun report.

Naicker was gunned down on June 25, 2012, in a parking lot on Queens Street at the intersection with St. John’s Street in Port Moody.

An agreed statement of facts said Naicker’s murder was a “highly sophisticated, coordinated” event that occurred on a busy public street as two masked men shot the victim multiple times at close range before taking off in a getaway vehicle. Paine was also in the vicinity. Paine made efforts to track down Naicker for Michael Jones, a UN gang member. He drove Jones to Naicker’s building where Jones placed a tracking device under Naicker’s vehicle.

Paine’s lawyer told the court that after the shooting his client fled to South Africa as there were several attempts on his life. He was arrested in November 2015 and agreed to be extradited back to Canada. He returned to Canada in June.

Incidentally, last May, Colin Stewart and Kevin Jones were found guilty of

Randy Naicker’s body lies near his vehicle in Port Moody. first-degree murder in the 2009 shooting in Vancouver of Rajinder Soomel who was mistaken for Naicker.

JONES, Jujhar Khun-Khun of Surrey and Jason McBride of North Vancouver are awaiting trial after being charged in the murder of Jonathan Bacon in Kelowna in August 2011. They have also been charged with attempted murder of Larry Amero, the West Point Hells Angel, James Riach of the

Independent Soldiers, and two women, Leah Hadden-Watts and Lindsay Black.

Kelowna gangster Shane Timothy Dankoski was secretly sentenced for his role in Bacon murder in January.

He pleaded guilty to one count of “enhancing the ability of the said criminal organization to facilitate or commit an indictable offence” in the murder of Bacon and the attempted murder of Riach, Amero, Hadden-Watts

and Black. Dankoski was an associate of the Dhak brothers.

Regarding the so-called Wolf Pack – a combo of certain Hells Angels, Independent Soldiers and Red Scorpions and their affiliations and connections – gang expert Staff-Sgt. Lindsey Houghton, Advisory NCO of the Combined Forces Special Enforcement Unit – BC (CFSEU-BC), told The VOICE last June: “That name still exists and it still represents those groups and those people and those associations all the way back to five years ago – connections through the Independent Soldiers and certain affiliations there and certain affiliations through the Red Scorpions and certain Hells Angels groups. It’s an extension of that or a second or third generation of that. But the roots extend back to that.”

The main opponents of the Wolf Pack, aside from any independent groups or cells that are trying to establish themselves or have established themselves, are groups and allegiances and affiliations of people in the United Nations gang going back five years and some of the second and third generation ones as well as some of the old allegiances and alliances of the DhakDuhre days, Houghton said.

Alvin Randhawa of B.C. pleads guilty to drug charges in New York state; organization trafficked about 2,000 kilograms of cocaine BUFFALO, New York: U.S. Attorney William J. Hochul, Jr, announced last month that Alvin Randhawa, 35, of British Columbia pleaded guilty to conspiracy to export from the United States into Canada five kilograms or more of cocaine, before U.S. Magistrate judge Leslie G. Foschio. The charge carries a mandatory minimum sentence of 10 years in prison, a maximum of life, and a $10 million fine.

“This case represents a success against another major international narcotics trafficking organization – this time operating in Canada,” said Hochul. “We will continue to work with all of our law enforcement partners to protect the threat posed by these dangerous substances.”

Assistant U.S. Attorney Timothy C. Lynch, who is handling the case, stated that between July 2010 and May

2011, Randhawa conspired with others to smuggle cocaine into Canada from the United States via several international bridges including ones in the Buffalo-Niagara region.

Investigators believe that this organization trafficked approximately 2,000 kilograms of cocaine (approximately $80 million in value) during the course of the conspiracy.

Randhawa was indicted along with

Gursharan Singh and Harinder Dhaliwal. Singh has been convicted.

Charges are pending against Dhaliwal.

Also charged in the conspiracy were Ravinder Arora, Michael Bagri and Parminder Sidhu. All three defendants have been convicted.

Sentencing will be scheduled at a later date before Senior U.S. District Judge William M. Skretny.

Province will consider sprinklers on balconies in the next edition of BC Building Code

BY RATTAN MALL THE Province says it will consider making sprinklers mandatory on balconies for low-rise multi-residential construction in the next edition of the BC Building Code.

Following a third fire in three years in Surrey involving a multi-residential construction that started on a balcony and went up into the roof at Celeste at 8183 121A Street on August 20, Surrey Fire

Assistant Chief Steve Robinson told The VOICE: “We would like the Province to adopt NFPA [National Fire Protection Association] Code 13R and the requirements for balcony sprinklers for low-rise multi-residential construction … We need the legislation to change.”

The fire that took 36 firefighters nearly five hours to put out left some 100 people looking for accommodation. The fourlevel, 77-suite was built in

2009. Fortunately, no one was injured.

Robinson told me: “One of the concerns we have is with the building code in B.C. … (that) it is not mandatory to have sprinklers on the outside of the buildings on balconies. ...

That fire, if there had been balcony sprinklers, would have been contained to the balcony.”

Robinson told me that there are other cases throughout the Province of fires that start-

ed on the balcony and went up into the roof and into the void spaces and basically resulted in the loss of the building.

Lindsay Byers, spokesperson for the Ministry Responsible for Housing, emailed on Thursday: “Building Codes and fire sprinkler standards are continually reviewed and updated. As new technology and research are available, fire safety standards become more rigorous.

“When the current edition of the BC Building Code was adopted, it incorporated the most up-to-date version of the National Fire Protection Association (NFPA) fire sprinkler standards available at that time. When the 2010 editions of those standards became the national benchmark, British Columbia was one of the first provinces in Canada to adopt them into our Building Code.”

He added: “Since then, the

2013 editions of the fire sprinkler standards more directly address sprinklers on balconies and the Province will consider them in the next edition of the BC Building Code.”

However, Byers pointed out: “Building codes and fire sprinkler standards do not apply retroactively to require owners to upgrade existing buildings, due to the prohibitive cost of adapting older buildings to higher standards.”

MacDonald said that good news is that whereas in the beginning police weren’t getting a lot of feedback or information, now they absolutely have a lot of information coming in.

He added: “At the end of the day, we police the city, but that’s their neighbourhood and so if you want your neighbourhood to be safe, you have to work with the police, right?

And they definitely are doing that now.”

Gurshuran Singh of Brampton pleads guilty to drug trafficking, money laundering charges BOSTON: A Canadian man pleaded guilty on Wednesday in U.S. District Court in Boston in connection with his role in a drug trafficking and money laundering organization that imported marijuana and MDMA, the club drug also known as “ecstasy” or “mollie”, from Canada into the United States.

Gurshuran Singh, 33, of Brampton, Ontario, pleaded guilty to one count of conspiracy to distribute MDMA and marijuana and one count of money laundering conspiracy. Singh was arrested in Canada in May 2014. In July 2016, he was temporarily surrendered from Canada to the United States to plead guilty to the charges in the indictment and unrelated drug charges in the U.S. District Court in the Western District of New York. U.S. District Court Judge Denise J. Casper scheduled sentencing for December 7.

From the summer of 2011 to approximately March 2012, Singh agreed with a co-conspirator to transport MDMA and marijuana over the Canadian-U.S. border in Michigan. Singh then recruited a courier to drive the MDMA and marijuana on at least three occasions to Joshua Rabinovitch, a Salem, Massachusetts man, who sold the drugs and returned the proceeds to Canada. In April 2012, Singh separately recruited another codefendant, Adeel Bhutta, to pick up what Singh and Bhutta believed to be $240,000 in drug proceeds from Rabinovitch’s sale of MDMA in Massachusetts.

In July 2014, Judge Casper sentenced Bhutta to 28 months in prison for his role in the money laundering conspiracy. In February 2015, U.S. District Court Judge Richard G. Stearns sentenced Rabinovitch to 24 month in prison for his role in the drug trafficking and money laundering conspiracies. David Nguyen, a third co-defendant charged in the indictment, is the subject of an extradition request to Canada and faces charges for both the drug and money laundering conspiracies.

The narcotics charge provides for a sentence of no greater than 20 years in prison, a minimum of three years and up to a lifetime of supervised release and a fine of $1 million. The money laundering charge provides for a sentence of no greater than 20 years in prison, three years of supervised release and a fine of $500,000 or twice the value of money involved in the laundering transactions.

The doctor was taken into custody by San Diego Drug Enforcement Administration agents at his practice.

The complaint said at least two young women received prescriptions for opioids without a legitimate medical purpose on numerous occasions in exchange for sex acts. The complaint also shows a pattern in which sexually-explicit texts are exchanged by the doctor and the women, followed by prescriptions written for them by Thota.

According to the complaint, one victim said she met Thota when she was hospitalized for withdrawal symptoms for Hydrocodone and Alprazolam. Thota agreed to treat her but documented that his treatment was for pain even though this victim did not suffer from any medical condition that caused chronic or ongoing pain. This victim also stated that Thota kept increasing the dosage.

This victim, who was 20 years old when she met Thota, said she felt that if she did not submit to sexual acts with Thota he would not have provided her with additional opioid prescriptions. After

being exposed to greater dosage levels of opioids by Thota, the young woman started using an even stronger opioid – heroin.

“Prescription drug abuse and overdoses have reached alarming levels,” said U.S. Attorney Laura Duffy. “We are going after doctors who abuse their power to prescribe and exploit the desperation of addicts for their own gratification.”

“Doctors who exploit patients are the worst kind of predators.” said DEA San Diego Special Agent in Charge William Sherman. “DEA recognizes the trust the citizens of San Diego place in their doctors. We will continue to ensure that physicians who are abusing that trust by bartering sex for prescriptions will be arrested and prosecuted.”

A Los Angeles Times investigative report titled “Dying for Relief - Helped or Hooked?” in November 2012 featured, among other doctors, Thota and noted: “Thota, 58, grew up in a thatched-roof home in eastern India. He went to medical school and trained to become a neurosurgeon. He later immigrated to the U.S. and completed a fellowship in pain management at the Cleveland Clinic, he said. He is board-certified in anesthesiology.

“He said he was inspired to go into pain management in part by watching his grandfather writhe in pain in a hospital bed in India after fracturing a hip. Doctors would not give the elderly man morphine for fear he would become addicted.”

NBC San Diego reported: “According to the Medical Board of California, Thota has a current “Physician and Surgeon A” license ... It states Thota graduated from Dr. NTR University of Health Sciences in Vijayawada in India on Jan. 1, 1979.

“The Medical Board of California license information shows one “administrative disciplinary action” on Thota's record and lists his status as "probation" as a result of disciplinary action. The license also says “limitations have been placed on the physician's practice.”

“Thota was placed on probation effective March 2, 2016, according to the Medical Board of California. He was suspended from practicing for one month, from March 18 to April 16. Per the Board, Thota's probation term is seven years.

“The probation terms state he is “prohibited from engaging in the solo practice of medicine and supervising physician assistants and shall not order, prescribe, dispense, administer, furnish of possess any controlled subtances, except for those drugs listed in schedules IV and V. Dr. Thota shall be subject to this restriction until he completes a prescribing course.””

Our coastal waters are a rich marine environment, home to Orcas, humpbacks, grey whales and minkes, as well as dolphins, porpoises, seals, sea lions, otters and more.

Whale-watching tour operators know the best places to look, and they make sure interactions are enjoyable and informative, as well as safe for both humans and mammals.

Tours leave from many locations along the coast, including several spots on Vancouver Island. Here are five places to start.

5 Places to Spot Whales in BC

Telegraph Cove When to go: Mid-June through October What to expect: Located

along Vancouver Island’s northwest coast, Telegraph Cove is one of the best places in the world to see Orcas. The protected waters of Johnstone Strait and the Broughton Archipelago are home to around 200 whales each summer.

Most of these are Orcas, but humpback whales can also be seen here. One of the most memorable ways to encounter these gentle giants is on a kayaking tour. While you’re in the area, visit Telegraph Cove’s Whale Interpretive Centre to see its impressive collection of marine mammal skeletons.

Prince Rupert When to go: Peak season is mid-July through October What to expect: This remote section of BC’s north coast is home to some spectacular wildlife.

Giant kelp beds attract feeding grey whales, migrating salmon attract Orcas, and humpbacks are frequently seen on the surface as they dive and feed. Another popular tour out of Prince Rupert is to the Khutzeymateen Grizzly Bear Sanctuary north of the city. Access Prince Rupert via BC Ferries from Port Hardy on the north coast of Vancouver Island, or fly in. The drive from Vancouver is a scenic 16hour journey.

NDP MP Jenny Kwan accuses Liberal government of hindering MPs in helping constituents with immigration cases FEDERAL NDP Critic for Immigration, Refugees and Citizenship, Jenny Kwan is demanding that Immigration Minister John McCallum restore complete access to the former Ministerial Enquiry Division (MED) for MPs as it was before April 11. The MED provided MPs with valued, complete and timely responses to enquiries made by their constituents about their immigration file. â&#x20AC;&#x153;The new procedure which MPs and their offices are asked to follow adds unnecessary levels of bureaucracy. Instead of being able to deal directly with one agent, casework must now pass through a number of different people before getting an answerâ&#x20AC;? said Kwan. â&#x20AC;&#x153;This means that where we used to be able to get back to a constituent in less than a week, they now face a two-tofour week wait. Bottom line, our constituents are penalized.â&#x20AC;?

Kwan says that since 2012, the list of IRCC contacts available to parliamentarians has

Nine overdoses of fentanyl-tainted drugs in 20 minutes spark warning from Delta Police DELTA Police on Thursday issued a warning to drug users once again of the dangers of illicit drugs after attending to nine overdoses of what is believed to be fentanyl-tainted drugs in a 20-minute period.

Delta Police almost simultaneously received separate reports of overdoses from four separate locations. In each case the victims reported respiratory breathing problems, including one person in full cardiac arrest. The Delta Fire Department and British Columbia Ambulance Service attended all four scenes and successfully used Narcan on eight of nine individuals.

The motivation of drug dealing individuals to make money clearly supersedes their social responsibility in this equation and they are selling drugs contaminated with other more devastating drugs to unsuspecting users. Despite the ongoing warnings and media coverage, many drug users still appear to be completely unaware or unprepared to deal with the presence of drugs like fentanyl in the drugs they are using. With last nightâ&#x20AC;&#x2122;s overdoses it is miraculous that all of the patients recovered and we are not this morning talking about nine overdose fatalities.â&#x20AC;?

Delta Police have seized drugs from the scene and will be conducting an investigation in an attempt to determine the source. The cases are suspected to be linked.

A bond that raises Indian Rupee (INR) funds from global investors outside of India is colloquially known as a â&#x20AC;&#x153;Masalaâ&#x20AC;? bond. B.C.â&#x20AC;&#x2122;s three-yearterm Masala bond was priced to yield 6.62% semi-annual, and raised 5 billion INR, or about C$97.5 million, equivalent. A Masala bond is also called a synthetic INR note because payments under the bond are in U.S. dollars based on the prevailing INR/US dollar exchange rate.

Bond proceeds were immediately reinvested in a Masala bond issued to the Province by the Housing Development Finance Corporation Limited (HDFC) of India, which will generate a positive return for taxpayers and protect against foreign exchange risk. North Vancouver RCMP breaking the language barrier Speaking a second language delays onset of Alzheimer’s symptoms EVEN as frustrated racists in Canada keep howling about various aspects about multiculturalism, especially languages, the RCMP moves ahead with diversity in police hiring practices.

That is true also of North Vancouver RCMP where officers have the advantage of being able to break the language barrier in many interactions in its community.

Of the 130 RCMP officers posted to North Vancouver, almost 60 officers speak at least one additional language. In addition to the 20 Frenchspeaking officers, some of the languages spoken include Farsi, Arabic, Bulgarian, Russian, Cantonese, Croatian, Serbian, Punjabi, Hindi, Urdu, German, Swiss German, Greek, Gujarati, Japanese, Korean, Spanish, Portuguese, Turkish and Kurdish.

One of the officers posted to North Vancouver, Constable Myung Choi, was born in Korea and immigrated as a child to Paraguay before his family settled in Canada. Having been raised in three

countries, he fluently speaks Korean, Spanish and English. “I'm routinely called upon by other officers to assist in their investigations. Victims of crime are often comforted when they interact with a police officer who can speak their language,” said Choi. As a general duty member, Choi works on a team with 12 other officers who speak 11 different languages amongst them.

When an officer is unavailable, the RCMP has a structure in place that identifies officers in neighbouring detachments who speak foreign languages. When required, they can be called upon to assist with investigations outside of their

detachment area.

Volunteers at the North Vancouver Community Policing office also reflect the cultural mosaic of the various communities it serves. Collectively, the volunteers speak French, Farsi, Arabic, Spanish, German, Russian, Korean, Punjabi, Hindi and Japanese.

“The North Vancouver RCMP detachment is proud to celebrate its cultural diversity while recognizing the importance for police to have a respect and understanding for the diverse cultures we connect with,” said Superintendent Chis Kennedy, Officer in Charge of the North Vancouver RCMP Detachment. “Although our officers and volunteers are able to effectively carry out their duties without the ability to speak a second language, an officer with these skills is an asset to the detachment and our communities.”

VOICE adds: INCIDENTALLY, researchers at Toronto’s St. Michael’s Hospital in 2011 found that people who speak more than one language have twice as much brain damage as unilingual people BEFORE they show symptoms of Alzheimer’s disease.

Dr. Tom Schweizer, a neuroscientist who headed the research, said: “This is unheard of. No medicine comes close to delaying the onset of symptoms and now we have the evidence to prove this at the neuroanatomical level.”

The researchers compared a group of fluently bilingual patients to a group of unilingual patients who had been diagnosed with probable Alzheimer’s disease and had similar levels of education and cognitive skills, such as attention, memory, planning and organization.

Bilingualism had been found to delay the onset of Alzheimer’s symptoms by UP TO FIVE YEARS in observational studies, but this is the first time that physical evidence had been found through CT scans.

Bilingual people keep their brains active all the time and this may contribute to their overall brain health, says Schweizer. That may be the reason why older people are encouraged to do crossword puzzles or Sudoku.

Schweizer also noted that because bilingual people constantly switch from one language to another or suppress one language to speak in the other, their brains may be better prepared to compensate through enhanced brain networks or pathways when Alzheimer’s sets in.

TWO people are dead and three others injured after a single-car collision in the city’s downtown core.

Shortly before 5:30 p.m. on Monday, the driver of a white Lexus traveling north on Seymour Street lost control of the vehicle. The driver left the road, struck a large tree and then a lamp post at Davie Street.

The 68-year-old driver and his 70-yearold female passenger were pronounced dead at the scene. Three pedestrians injured in the collision were all men in their 30’s and were taken to hospital with a variety of injuries ranging from lacerations and bruising to a broken femur and punctured lung.The couple’s daughter, Melissa Ma, who flew in from California, told the media that her father, Matthew Ma, 68, and mother, Linda, 70, were hardworking people who were very involved with communities and churches. Her father was a chartered accountant and her mother was an office administrator. Both had recently retired.

Police said that while it is clear that speed was a factor in this collision, investigators will work with the Coroner to see if any underlying medical conditions may have possibly contributed to the crash.

Anyone who witnessed the collision or the events prior to the crash, and has not yet spoken to police, is asked to call the VPD Collision Investigation Unit at 604717-3012.

Liberals suppressing significant ICBC premium hike until after the election: Dix B.C. Liberal mismanagement and manipulation of ICBC is making life less affordable for British Columbians, says Adrian Dix, and it’s undermining customer service and the financial health of the Crown corporation.

“Under Premier Christy Clark’s tenure, insurance rates have gone up approximately $230 per driver,” said Dix, the New Democrat spokesperson for ICBC. “On top of rising BC Hydro rates, Medical Service Plan premium increases and many other fee hikes, Liberal ICBC policies are causing another hidden tax increase for British Columbian households and families.

“Yet the Premier and the ICBC Minister demonstrate the nerve to describe the ICBC premium increases as affordable.”

Dix said these escalating rate costs are happening against the backdrop of the Liberals transferring more than a billion dollars out of ICBC financial reserves – reserves drivers pay into to help cover claims costs, stabilize rates and reduce collisions and fatalities– into the provincial treasury for their political purposes. For a twocar family, that represents $1,300.

“From 1973 to 2010, governments of different political stripes did not ever take money of out of ICBC’s reserve for their political purposes,” said Dix. “Then, the Liberals changed the law to permit the Premier and cabinet to scoop funds out of ICBC.” Dix expanded on how the Liberals are also suppressing a significant premium hike until after the election.

“The premier is trying to get through another election by manipulating ICBC accounts this year. The Liberals are now trying to suggest they are making sacrifices to keep the rate hike from being 15 per cent this year in part by not taking the ICBC dividend. But with this decision, the Christy Clark government is not only admitting the money it has been transferring out of ICBC for the past several years could have kept rates lower over the past several years, it is repeating the same tactic it used in 2012 to get through the election.

“The Liberals are also shifting $472 million from the Optional Account to the Basic Account to keep the rate increase down to 4.9 per cent in an election year. These shortterm tricks only cover up the financial mess the premier has caused at ICBC. Drivers will pay be left paying a steep price for her mismanagement after the election,” said Dix. Dix also raised how the Transformation Program, an initiative approved by the Liberal cabinet, has underpinned escalating claims costs and liabilities that are contributing to the rate increases As part of modernizing ICBC’s business practices, the Transformation Program laid off frontline staff while installing an expensive and so-far incomplete Information Technology system.

Dix said: “ICBC’s basic business is to receive money from policy holders and pay out claims that occur. In the last few years, the number of unpaid claims has almost doubled, reflecting the failure of this initiative. The Transformation Program has been ongoing for more than five years and is still not finished.

And the failure to resolve claims has seen to an increase in legal costs and a decline in customer service.”

Dix said that the premier is hoping drivers won’t figure out how poorly the Liberals have managed ICBC until after the 2017 election.

“Drivers know better - they are not fooled by a government that has changed ICBC from a non-profit focussed on customer service, to an arm of government that puts the premier first, and everyone else far behind.”

Province invests more than $1.1 million in trades training in Surrey THE Province announced on Thursday that it has invested through the Industry Training Authority (ITA) a combined $1,158,000 to six training providers in Surrey for skills training seats in high-priority trades.

The investments will fund a total of 930 seats through to March 31, 2017.

Receiving funding are: * District Council 38 Joint Trade Society: $470,000 for 346 painter and decorator, glazier, wall and ceiling installer and drywall finisher seats. * Sheet Metal Workers Training Centre: $343,000 for 256 sheet metal worker and architectural sheet metal worker seats. * Trowel Trades Training Association: $186,000 for 156 mason, cement mason and tile setter seats. * B.C. Wall and Ceiling Association: $88,000 for 88 wall and ceiling installer seats. * Construction and Specialized Workers Union: $36,000 for 48 construction craft worker seats. * B.C. Floor Covering Joint Conference Society: $35,000 for 36 floor-covering installer seats.

The funding is part of the ITA’s allocation to B.C. post-secondary institutions and training providers to run various training programs throughout the province.

These investments are in addition to the B.C. government’s $3 million in funding announced in July for 1,238 trades seats at Kwantlen Polytechnic University in Surrey.

In response to the objectives outlined in B.C.’s Skills for Jobs Blueprint and the McDonald Report, the B.C. government has worked in partnership with the ITA to begin building a demand-driven trades-training system with funding aligned to specific in-demand trades.

The provincial government invests more than $94 million annually in industry training through the ITA. The ITA leads and co-ordinates British Columbia’s skilled trades system by working with employers, employees, industry, labour, training providers and government to issue credentials, manage apprenticeships, set program standards and increase opportunities in the trades.

Gary Herman, CEO, Industry Training Authority, said: “B.C.’s economy is growing and is forecast to be one of Canada’s strongest in the coming years. With more skilled tradespeople retiring from the workforce than entering it, investments like these will help equip British Columbians with the right skills to respond effectively to the upcoming job opportunities in the province.”

Patrick Byrne, Director of Training, District Council 38, said: “The ITA funding comes at a good time for District Council 38 and our members. This fall we are going to open an expansion of our Surrey Finishing Trades Institute, which will accommodate more young people from all over B.C. looking to certify and get into a finishing trades career.”

CANADIANS feel more connected and positive toward Asia than they did two years ago. They are also more optimistic about future relations with the region, according to the 2016 National Opinion Poll (NOP) Canadian Views on Asia released on Monday by the Asia Pacific Foundation of Canada (APF Canada).

Over one-third (34%) of Canadians consider Canada part of the Asia Pacific region, up from 22 per cent in 2014. The poll shows this feeling of belonging to the Asia Pacific translates into increased support for Canadian policies that advance engagement with Asia. Close to half (48%) of Canadians think that strengthening economic and political relations with Asia should be Canada’s top foreign policy priority, up from 37 per cent in 2014.

For many, Ontario is the “centre of the universe”, and Quebec is a close second THE 13 million Canadians who live outside central Canada may chuckle – or kvetch – about Ontario being the centre of the universe, but a new poll from the Angus Reid Institute suggests Canada’s most populous province appears to live up to this billing, at least in terms of personal connections to the province and its people.

Asked whether they have ever visited, lived in, or had family or friends in Ontario, some eight-in-ten who don’t live there report at least one of these ties to that province.

Then there’s Quebec: Seven-in-ten Canadians have some personal connection to la belle province – though this is predominantly due to visitation, rather than having lived there or having friends and family in the province.

On the opposite end of the spectrum, fully three-in-four Canadians report have no personal connection to Newfoundland and Labrador.

Key Findings: *The vast majority of Canadian adults (86%) have visited at least one other province, and two per cent have been to every province and Canada’s north *Eight-in-ten Canadians who live outside of Ontario (79%) have either lived there in the past, visited, or have friends or family living there. CANADA Post and the Canadian Union of Postal Workers (CUPW) successfully reached new tentative agreements on Tuesday.

“These tentative agreements, reached voluntarily by the parties, are an important reminder for us all that a fair and balanced collective bargaining process works and can achieve real results for Canadian workers and employers,” said MaryAnn Mihychuk, Minister of Employment, Workforce Development and Labour.

“Each side came to this negotiation with a long history of difficult strikes and lockouts. The leaders of Canada Post and CUPW met face-to-face for the first time when I invited them to a meeting with Minister [Scott] Brison [President of the Treasury Board] on August 19. Both parties took this opportunity to put Canadians first and helped avoid a strike or lockout.”

She added: “On Friday, I appointed William Kaplan as a special mediator and he, alongside Guy Baron and our mediation team, has been working at the table to help both parties hammer out a deal.

Together they winnowed down the outstanding issues, taking them one at a time, and solving each in turn. The tentative agreements the parties have reached demonstrate that persistent, positive efforts by our government had an impact, and Canadians will directly benefit.”

Mihychuk added: “These tentative agreements must now be ratified by employees. I will continue to monitor the situation closely.”

ICBC urges caution during last long weekend of the summer Five killed, 520 injured in 2,000 crashes in B.C. over Labour Day long weekend FOR many British Columbians, the Labour Day long weekend marks the last chance for a summer road trip. But it can also be a busy time on B.C. roads.

Over the Labour Day long weekend, five people are killed and 520 people are injured in 2,000 crashes across the province.

That's why it's important for drivers to plan ahead and make smart decisions such as checking the condition of their vehicle, allowing plenty of time to reach their destination and programming their GPS-device before heading out on the road.

Here are ICBC's tips for a safe long weekend road trip: * Pre-trip check: Check your engine oil, coolant levels and lights, and inspect your vehicle tires, including the spare, to make sure they're in good condition and properly inflated. Make sure any camping or outdoor equipment is securely tied down to your vehicle before you take off. * Plan your route: Check drivebc.ca to view weather and road conditions for major routes throughout B.C. * Eliminate distractions: Turn off your cellphone before you head out or put it in the trunk so you won't be tempted to answer if it rings. Help keep your family and friends safe by not texting, calling or answering if you know someone is behind the wheel. * Keep your distance: Allow at least two seconds of following distance between vehicles in good road conditions, and at least three seconds on high-speed roads.

Increase your distance when you're following a large vehicle such as an RV (it can block your vision) or a motorcycle (it can stop quicker than a car). * Watch for RVs: You'll likely spot many

recreational vehicles on the highways this weekend. If you're driving in mountainous areas, you may find that many RVs are driving below the speed limit because they may be underpowered and overloaded. Be patient with these drivers as they are likely going uphill as fast as they can. If you're driving your RV, be courteous and pull over to let others by if you're holding up traffic.

This is much safer than a driver making an unsafe pass out of frustration.

Keep in mind that kids head back to school on Tuesday. So drivers need to pay extra attention around crosswalks and school and playground zones. Police will be closely monitoring speeds in school zones, ensuring that drivers stick to the 30 km/h limit. You should also allow extra time for increased traffic as people return to work or school from summer holidays.

B.C. job vacancy rate holds steady in Q2 CANADA’S job vacancy rate held constant at 2.4 per cent in the second quarter of 2016, according to the latest Help Wanted report from the Canadian Federation of Independent Business. The hold comes after three straight quarterly declines and represents roughly 303,100 vacant full time and temporary positions across Canada.

“We’re continuing to see a moderate softness in Canada’s overall labour market,” said Ted Mallett, CFIB Chief Economist. “Weakness is still concentrated in the prairies where Alberta’s vacancy rate of 1.5 per cent is a record low for the 12 years we’ve been collecting the data.”

British Columbia continues to have the highest vacancy rate in the country at 3.2 per cent, unchanged from Q1, representing 56,500 jobs. “Many BC businesses are looking to hire, and are finding it challenging to fill those positions with qualified labour,” notes Aaron Aerts, CFIB BC economist.

Among industries across the country, agriculture and professional services saw an increase in vacancy rates, while notable declines were observed in resources, construction, manufacturing, transport, wholesale trade, hospitality and personal services.

The survey shows a continuing clear relationship between job vacancies and wages. Businesses with at least one vacancy reported planned average organization-wide wage increases of 1.8 per cent in Q2, 2016, while those fully staffed reported planned increases of only 1.1 per cent.

Traffic fatalities present a challenge ized, fatalities will be at the highest level since 2008, when 37,423 fatalities were reported.

However, preliminary data reported by the Federal Highway Administration shows that vehicle miles traveled (VMT) in 2015 increased by about 107.2 billion miles, or about a 3.5% increase.

Nevertheless, the increase in the fatalities numbers is still significant enough to affect the measure of fatality rates per 100 million VMT, i.e.: The fatality rate for 2015 increased to 1.12 fatalities/100 million VMT, up from 1.08 fatalities/100 million VMT in 2014. …So, in summary: * The fourth quarter of 2015 represents the fifth consecutive quarter with year-to-year increases in fatalities as well as the fatality rate. * The magnitude of the increases has also been rising up to the 11% increase in the third quar-

LAST month, July 2016, the US National Highway Traffic Safety Administration (NHTSA) released its ‘early estimate’ of traffic fatalities in 2015. Road Rules extracted the following salient points from this Brief Statistical Summary: * An estimated 35,200 people died in motor vehicle traffic crashes, an increase of about 7.7% as compared to the 32,675 fatalities reported in 2014. * If these projections are real-

Federal Liberal support broadening with time Liberals: 20-point advantage over NDP, 22-point advantage over Conservatives how men feel about their choices.

Among rural men, the two parties are only four points apart. Among rural women, the Liberals have a 17-point lead.

BY BRUCE ANDERSON & DAVID COLETTO Abacus Data Inc. AT the beginning of 2015, all three major parties had accessible voter pools of a similar size. Today, the Liberals have a 20-point advantage over the NDP and a 22-point advantage over the Conservatives.

To some degree, one might argue that this has something to do with the fact that the Conservatives and the NDP don’t have permanent leaders, except this gap really had emerged by the end of the last election campaign.

Today, 67% say they would consider voting Liberal, compared to just 47% for the NDP and 45% for the Conservatives. The gap in accessible voter pool is arguably the Liberals strongest asset and the critical factor that new leaders of the NDP and Conservatives will need to change if their goal is to form a government.

Current Voting Intention A year ago, all three major parties were polling within three points of each other. Today, the gap from first to third is 30 points.

If there were an election tomorrow, the Liberals would win 46% support, six points better than their result last fall. The Conservatives are steady at 28% while the NDP is at 16%. Both the NDP and Conservative are four points below their election result last year.

Regional breakdowns show the Liberals with a 23-point lead (over the NDP) in Quebec, a 23-point lead in BC, and a 17-point lead in

Another critical pattern is the difference between urban and rural voters, especially west of Ontario.

West of Ontario, the Conservatives have a narrow lead among rural voters, while the Liberals have become highly competitive in urban and suburban areas. East of Manitoba, the Conservatives are far behind the Liberals in urban and suburban areas and are 14 points back in rural areas.

Approval levels are higher among those whose household income is below $200,000, but even among those above that threshold, approval is 49%, disapproval 33%.

Perhaps the most interesting stories under the surface of broad approval is the fact that the Trudeau government is winning the approval of the broad majority of those on the left (above 70%), the majority (53%) of those on the centre, and even the plurality of those on the centre right (48%34%). It is only the relatively small portion of the population who selfdescribes themselves as “right” (7%) where the majority disapproves.

Finally, while the economic mood is improving, only about half of the population feels the economy is in good shape today, the other half would say poor or very poor.

Among the 42% who say the economy is “poor,” more people approve (44%) than disapprove of the performance of the government.

The Upshot Bruce Anderson: “For many months now, some have wondered if the popularity of the new government would survive the inevitable tough policy tests it would face. As the new government closes in on a year in office, with the inevitable challenges that have occurred, some critical choices have been made, and public support remains pretty robust.

“Perhaps more interesting is that the extensive regional and partisan polarization that has marked Canadian politics for several years may be dissipating. Voters on the centre right seem pleased with the choices the government is making as do those on the left. Many voters in the West, who didn’t vote for this government, seem to be accepting the choices Mr. Trudeau is making.

“For the other two major parties, this establishes that they cannot take for granted that their approach to the next election can be about rallying a base against the incumbents: they will need to increase the appeal of their parties among those who would not currently consider them.

“About one in five NDP voters has

drifted towards the Liberals, and the number of Conservative voters who are angry at the Liberals is far less than would be needed to win an election.”

David Coletto: “The broad public support for the Liberal government we saw soon after the election has persisted and strengthened. Approval is up five points since March and the Liberals would win a larger share of the vote today than they did in last year’s election.

“Part of this extended run of goodwill might be explained by the fact that Mr. Trudeau lacks any alternatives for Canadians to compare as potential replacements.

More likely, the popularity of Mr. Trudeau and his government is a result of its approach to governing and the emotional connection it has made with millions of Canadians, including many who didn’t vote Liberal. Despite some challenges and mistakes, the Liberals have governed like Canadians expected they would.

They promised a progressive, positive, and ambitious government.

Most progressive Canadians, and even some of those on the right, are happy with what they have seen so far.”

The survey was conducted online with 2,010 Canadians aged 18 and over from August 22 to 25. A random sample of panelists was invited to complete the survey from a large representative panel of over 500,000 Canadians. The margin of error for a comparable probabilitybased random sample of 2,010 is +/- 2.2%, 19 times out of 20.
