Will Jagmeet Singh make history again?

KARMA? Poetic justice?

Whatever you may call it, it seems that Liberal Leader Justin Trudeau may end up paying a heavy price for his mean behaviour towards NDP Leader Jagmeet Singh, if current polls continue to reflect the political reality on Election Day (Monday, October 21).

We will have to wait and see how it all plays out.

Two years ago, on October 1, 2017, Singh, who was then the Ontario MPP for Bramalea-Gore-Malton and the Ontario NDP deputy leader, made history once again by winning the federal NDP leadership – and he won on the first ballot.

Back in April 2015, Ontario NDP Leader Andrea Horwath had appointed Singh as deputy leader of the party, thus making him the first turbaned Sikh to hold such a position in Canadian politics.

Now he had become not just the first turbaned Sikh but the first Sikh – and the first visible minority member – to head a federal party in Canada.

Back then, The VOICE wrote: “This now poses a threat to Prime Minister Justin Trudeau’s Liberal Party as the powerful Sikh vote is bound to get split between his party and the NDP. We will have to wait and see how all this pans out.”

And just days after that victory, The VOICE wrote: “Two-thirds of

those who backed the Liberals in 2015 say they’d be prepared to give the NDP a look in the next federal election, according to the latest public opinion survey from the Angus Reid Institute.

“That surely has Prime Minister Justin Trudeau and his Liberals worried.”

In January of this year, The VOICE pointed out: “Trudeau played it dirty with Jagmeet Singh by delaying the Burnaby South byelection as long as he could because he is afraid of facing him in the House of Commons.

Parliament will give the NDP a boost that will be a threat to them in the election later this year.”

Also, while Green Party Leader Elizabeth May very graciously decided not to put up a candidate against Singh in the Burnaby South byelection as a “leader’s courtesy,” both Trudeau and Conservative Party Leader Andrew Scheer exhibited a lack of grace as well as insecurity by putting up candidates from their respective parties.

Ironically, Trudeau ended up looking even more pathetic with the Liberal candidate, Karen Wang, being forced to resign after racist

comments she made on the Chinese social media app, WeChat, against Singh.

Singh won the byelection, much to the disappointment of both the Liberals and the Conservatives.

Karma? Poetic justice? Whatever you may call it.

Then Trudeau was shaken up badly when the brownface / blackface controversy erupted, making him look like a hypocrite (though, as The VOICE wrote at the time, we know he is not a racist – he was just immature). He had to personally reach out to and apologize to Singh for his past conduct.

In the past few weeks, the NDP received a boost from Singh’s strong performance in the leaders’ debates in both English and French and Ipsos Poll noted: “The NDP would receive 20% of the decided national popular vote, up a significant 5 points since last week, intensifying the prospect of vote-splitting among progressives.”

In B.C., the polls have indicated a three-way race among the Liberals, NDP and Conservatives, with the Green party also polling in the double-digits.

So let’s see if Singh can make history again if the Liberals do not get a majority and have to bank on the NDP’s support to form the next government.

So, who will form the next government? There are four possibilities, as The VOICE pointed out last week: 1. The Liberals manage to garner a slim majority.

2. The Liberals end up with a minority government – and depend on NDP and/or Green Party support.

3. The Conservatives get to form the next government with a slim majority.

4. The Conservatives end up forming a minority government with the support of the Green Party – or the Bloc Quebecois that has received a boost in Quebec.

Conservatives hold lead in BC as NDP pushes ahead of Liberals WITH just days left in the 2019 federal election campaign, Canada’s western-most province is looking like a flurry of blue, red, and orange as the three major parties fight for every vote before the final ballots are cast. Insights West’s third and final poll of the 2019 federal election campaign shows the Conservatives holding a lead with a final-week surge for the NDP and lukewarm support for the Liberals. The poll was conducted online with 1,670 adult residents of BC between October 13 and 16. (The margin of error is +/- 2.4 percentage points).

The Conservatives under Andrew Scheer have held a steady lead in British Columbia in all three of Insights West’s polls, though not an unsurmountable one. The latest poll shows 27% of voters in the province saying they would vote Conservative in the election. That support has dipped slightly from earlier Insights West polls conducted in September when support for the Conservatives in BC clocked in at 29% in both rounds of polling.

The good news for Prime Minister Justin Trudeau and the Liberal party is that they too are holding steady with their support in BC. The bad news is that is tepid at best – the Liberals only get 20% support in BC, up marginally from 19% in mid-September.

But the most interesting election development in BC is the surge of the NDP over the campaign’s final weeks. The New Democrats have made a breakthrough to push ahead of the Liberals for second place in BC with 23% of voter support, up from 14% in mid-September. Much of that appears to be at the expense of the Green party (down to 11% support from 14% in mid-September) and by undecided voters making up their minds in the final days.

The NDP’s new-found polling strength appears to be coming from three groups where they have tra-

ditionally found support: women, younger voters, and voters in the coastal areas of Metro Vancouver and Vancouver Island. NDP support among younger voters in BC has hit a remarkable 33%, up 11 points from the mid-September poll. Support among BC women has also moved up from 16% in mid-September to 26% in the new poll. The NDP message has also resonated stronger in all regions of the province, with Metro Vancouver showing a near 10-point increase to 23% support.

Another factor that could challenge both the NDP and Liberals on election day is voter certainty from their supporters. Compared to the 78% of Conservative voters who say they are 100% certain they will check the ballot as intended on Monday October 21, the NDP gets that strong of support from only 65% of their intended voters, and similarly 63% of Liberal intenders are showing the same certainty on their choice.

Record advanced polling turnout across the country is reflected here in BC, with 25% of voters polled reporting that they have already cast their ballot. Here the Conservatives lead the charge by a significant margin— with 34% of ballots cast in the advanced polls, followed by the NDP at 21%, and Liberals at 20% and Greens at 16%—while a further 7% refused to

answer who they voted for.

“Our latest poll results are welcome news for the NDP and Jagmeet Singh, but before anyone breaks out the champagne, the key in this election as it has been in several in recent memory across Canada is voter turnout,” says Steve Mossop, President of Insights West. “More often than their older cohorts, young voters have a tendency to stay home come election day. As the advance polls have already suggested, Conservative voter turnout is something that party can bank on much more so than any other party.”

Voting motivations and rationales The poll also shows that strategic voting is an entrenched practice among the electorate in British Columbia.

For the first time ever, the Insights West poll took a look at the potential multiple reasons why voters are supporting a particular party or choice, and the results show that only a minority of all voters (19%) say that their choice is dictated by their support for their particular candidate in their local riding, and only 24% are voting so because they truly support the leader in the party they are choosing.

A larger number of voters (26%) say their primary reason for voting the way they are is because they are

choosing the “best of the worst” option. A further 22% say that their primary reason for their vote is they don’t want another party to win. And 9% say their primary reason is they’ve always voted for that particular party.

Voter intentions and motivators get much more interesting when looking at results by individual party preference. Jagmeet Singh’s leadership has the strongest support among NDP-leaning voters in BC – 39% point to his leadership of the party as a primary reason for voting NDP whereas Andrew Scheer gets that endorsement from only 21% of Conservative-leaning voters in BC, and Justin Trudeau gets this answer from a dismal 16% of Liberal-leaning voters in BC. Results are equally polarized when it comes to voting so another party doesn’t win—25% of Conservative voters say it’s their primary reason as do 32% of Liberal votes—while it doesn’t come into play nearly as much with NDP voters (10%). The NDP (25%) and Liberals (21%) do the best job in garnishing votes from those who are truly supporting their local candidate relative to Conservative voters (13%). And finally, just over a quarter (26%) of all voters are making their choice as the “best of the worst”, with little variance for Conservative and Liberal leaning voters.

“Strategic voting remains a significant element in the election decision and a major factor in why BC voters will vote the way they do,” says Mossop. “It seems many BCers aren’t so much voting for who best represents them, but rather who can block a candidate or party they don’t want in power. It seems like a very large proportion of BCers are holding their noses at the ballot box and are not being particularly inspired by the choices in this election.”

Canadians go to the polls on Monday, October 21 for the 43rd federal election.

4.7 million electors voted at advance polls – 29% increase over 2015

ACCORDING to the preliminary figures released on Tuesday by Chief Electoral Officer of Canada Stéphane Perrault, some 4,700,000 electors voted at the advance polls in this general election. This is a 29% increase from the 3,657,415 electors who voted in advance in the 2015 general election.

Advance polls were open from Friday, October 11, to Monday, October 14, and, for the first time, for 12 hours each day from 9 a.m. to 9 p.m.

It should be noted that these are estimates. Not all polls may have reported yet.

“More and more, Canadians are taking advantage of early voting opportunities to cast their ballots,” said Perrault. “Having extended voting hours at advance polls gave Canadians more flexibility to use

this option. I want to thank returning officers for their careful planning and the thousands of election workers who made that possible.”

Perrault added that Elections Canada is paying special attention to electors in Manitoba who have been affected by challenging circumstances in recent days and may have been unable to take advantage of advance polls. “We will add resources at the local level and be prepared to adjust our services for Monday, October 21, as required. Our top priority is to ensure that electors in Manitoba are able to cast their ballot.”

A breakdown of the estimated number of electors who voted at the advance polls, by province or territory and electoral district, for all 338 electoral districts is being calculated, and will soon be available at elections.ca.

Electors can register just before they vote

ELECTORS who are not registered can still vote in the October 21 federal election.

They can register at their polling station on election day, Elections Canada announced on Thursday.

To find their polling station, all electors need to do is enter their postal code online or call 1-800-463-6868.

Unregistered electors can also enter their information online, print a pre-filled registration certificate and bring it with them for faster service at the polls.

To register and vote, electors must prove their identity and address. Information on the ways electors can do so, including a list of accepted ID, is available online.

“Voters have many options to prove their identity and address at the polls,” said Chief Electoral Officer Stéphane Perrault. “Many voters probably have everything they need in their purse or wallet, but I encourage all voters to check our website or give us a call for the full list of accepted pieces of ID to make sure they are prepared.”

IN a random sampling of public opinion taken by The Forum Poll among 1,028 Canadian voters, among those decided and leaning, just under a third (29%) say they would support the Conservatives if the election were held today, while a third (30%) say they support the Liberals.

One-fifth (20%) say they support the NDP, an increase of 7 points since October 8 (October 8: 13%).

1 in 10 (8%) say they would support the Greens, but that’s down 4 points since October 8 (October 8: 12%) About 1 in 10 (7%) say they would support the Bloc Quebecois, while a few would support the People’s Party of Canada (4%) or another party (2%).

If these results were projected into seats, we expect a minority parliament, with the Liberals winning 133 seats and the Conservatives winning 121.

The NDP would win 46 (up 17 from October 8: 29), the BQ would win 37, and the Green would win 1, (down from 4 – October 8).

“Jagmeet Singh’s popularity is surging and the NDP is finally benefitting from it,” said Dr. Lorne Bozinoff, President of Forum Research. “With four days to go before Canadians cast their ballots the NDP are peaking at the right time. If these numbers hold through voting day, Singh’s coalition gambit may prove prescient; more electoral reality than campaign spin.”

Accused in murder of Bhavkiran Dhesi of Surrey granted bail under strict conditions

HARJOT Singh Deo, former boyfriend of murder victim Bhavkiran Dhesi, 19, who faces one count of second-degree murder and one count of interfering with human remains in connection with her death, was granted bail last week on Friday under strict conditions. He was released on condition of house arrest.

Deo, 21, was arrested on May 10 at Vancouver International Airport by Integrated Homicide Investigation Team (IHIT) investigators.

Dhesi’s body was found inside a burnt vehicle at around 12:20 a.m. on August 2, 2017, in the

18700-block of 24th Avenue in Surrey. Deo was returning from a Canadian location.

Deo was granted bail with a $750,000 surety and $50,000 deposit.

On June 21, 24-year-old Gurvinder Deo, brother of Harjot Deo, and 22-year-old Talwinder Khun Khun, a relative of the Deos, were arrested by IHIT investigators and charged by the B.C. Prosecution Service for accessory after the fact to murder, and indecently interfere with or offer an indignity to human remains.

also charged earlier in the case: Inderdeep Deo, 23, was charged with being an accessory after the fact to murder and Manjit Kaur Deo, 53, mother of Harjot Singh, was also charged with being an accessory after the fact to murder.

The next court appearance for all of the accused is scheduled for November 13.

Last June, IHIT said it was continuing to investigate with the assistance of policing partners in the Lower Mainland while using resources from integrated and specialized units within the BC RCMP. It stressed that investigators are committed to finding everyone who is responsible.

“We know that there are still people out there with important information,” said Cpl. David Lee of IHIT. “We urge those people to come forward.”

HUNDREDS of Canadians were taught about the free food service of the Sikhs, as part of an international Sikh awareness campaign.

Volunteers of charities Sewa Meals for Humanity and Langar Seva, both based in Ontario around Toronto, went out of their way to help educate the public on their regular charity work and where it stems from, all whilst sharing a warm meal too. The groups spoke to the public about langar, the free vegetarian food served in gurdwara kitchens every day, all day.

Organised by the Sikh Press Association, Langar Week is an awareness campaign taking place across the world with the aim of encouraging people to use the free food service which is part of the set-up of every single Sikh temple – gurdwara – in the world.

Anyone is welcome to come to a gurdwara for langar, regardless of faith,

gender, age or status. To ensure langar reaches those that really need it, Sikhs have started serving the food on the streets, now providing over 25,000 meals a week all over the UK. Jasveer Singh of the Sikh Press Association said of the campaign, “The practice of langar is something that has been ongoing every single day for over 500 years, having been started by the first Guru of the

Sikhs, Guru Nanak Dev Ji. It now sees over six million meals served every single day in gurdwaras from Brazil to France. Through raising awareness about langar, we want to help this practice grow and want all to know they are welcome to use this service.”

Volunteers served things like samosas, chickpea curry and drinks whilst they engaged with the public about the Sikh service which is available to all.

First Indo-Fijian Canadian honoured with a lifetime membership with a seniors care home facility in Surrey

HE lost his father at a very young age, and when he was 20 years old, his mother passed away.

After migrating to Canada in 1997, 46-year-old Kavin Chand, a Surrey-based businessman, continued his good family tradition helping others by engaging and serving with local community work.

Chand, a former resident of Nasinu Fiji, followed in the footsteps of his father and a brother, who passed away in Fiji a few months ago. Both were deeply involved in community service in Fiji. Chand saw the urgent need for the senior’s home for the Fijian community.

He donated $5,000 to PICS’ senior’s home.

PICS, founded by Charan Gill in 1987, is a non-profit society and has been serving the local community since then, providing a broad spectrum of programs and services that assist new immigrants, seniors, women and youth.

THE National Council of Canadian Muslims said on Tuesday that they were recently made aware of Islamophobic social media posts from four Green Party of Canada candidates in Quebec.

These candidates have since deleted their posts and apologized.

The NCCM said the Green Party of Canada has clearly expressed that they are committed to standing against Islamophobia and discrimination in any form. That’s why the Green Party has agreed to take two additional steps: 1. The candidates who shared these posts will make a public statement of apology. They will also commit to standing against racism in all forms and learning more about the Muslim community by working with the NCCM. 2. The Green Party has further committed to NCCM to reviewing its own internal policies and procedures to find ways that it can better stand against Islamophobia and racism of any sort.

Will Sarjit Saran win back Surrey Centre for NDP?

THE surge in NDP Leader Jagmeet Singh’s popularity is unnerving the Liberals in Surrey.

The Angus Reid Institute reported on Tuesday that the NDP is now the preferred party of nearly one-fifth (19 per cent) of the electorate and has picked up five points overall since the beginning of October. Also, NDP Leader Jagmeet Singh has seen his favourability rise 25 points since the campaign began.

Ipsos Poll says that in B.C., a three-way race ensues among the Liberals, NDP and Conservatives, with the Green party also polling in the double-digits.

Nationally, it says, “Jagmeet Singh’s NDP [is] riding a surge following strong debate performances in both languages. The NDP would receive 20% of the decided national popular vote, up a significant 5 points since last week, intensifying the prospect of vote-splitting among progressives.”

So that places the NDP is a very good position in Surrey.

In Surrey Central, NDP candidate Sarjit Saran is optimistic about winning back the riding for his party.

Conservatives to introduce tax credits for kids’ arts, language, math, learning, and more A new Conservative government will reintroduce the Children’s Arts and Learning Tax Credit to allow parents to claim up to $1,000 per child, per year, so kids can get extra help studying a language or learning science, math, or coding, the Conservatives announced on Wednesday.

The rejuvenated NDP is now stalled at 17.6 points and the Greens having fallen back to 7.9 points.

The People’s Party is also fading and now sits at 3.6 per cent.

In Quebec, the Bloc Québécois have had a renaissance, but that too appears to have stalled and they have fallen out of a tie and are now 10 points behind the Liberals in Quebec at 24 points. A number of forces make the outcome of the election less than clear. First, the regional patterns: the Conservatives enjoy huge leads in Alberta and Saskatchewan; however, this overconcentration of support is inefficient in terms of seat outcomes.

In particular, their deficit in Ontario (31 per

cent versus 37 per cent for the Liberals) has major seat implications. The Ontario landscape may be complicated by a rising NDP, which now stands at 20 points in the province.

In Quebec, the Conservatives are not really in the fray at 14 points. British Columbia is a confused mess of four parties with the Greens fading somewhat in the final weeks of the campaign. All in all, however, the regional patterns favour the Liberals in terms of seat counts.

This picture would be much gloomier for the Conservative Party if it weren’t for their strong performance in the unusually large advance voter turnout where they have a 10-point advantage over the Liberals. Now, an important caveat is needed here: given the small sample sizes, we’re not entirely convinced that the 10-point lead is accurate; the Conservatives certainly have a lead, but the exact magnitude isn’t clear. The size of the lead shrank in later part of the polling period (which should not happen given that

The final movements in the campaign will most likely be the shifts across the boundaries of the Liberal and NDP constituencies, where the promiscuous progressive voters show ambivalence about which party to support. Indeed, we are registering very high levels of indecision, focused primarily among the centre-left portion of the spectrum. The final decisions of these voters will ultimately be linked to perception of the likely outcome of the election. It is odd for the Conservatives to be talking about a looming victory, as this may well increase both turnout and shifting back to the Liberals.

Nevertheless, the Conservatives have a large ‘out of the block’ lead with the advanced vote and turnout will therefore be critically important. The larger the turnout, the more the advance voting advantage is diminished. If the turnout resembles 2011, the Conservatives may well win. If it resembles 2015, they won’t.

Right now, the outcome of these factors makes the outcome of the election unclear.

If we were forced to make a conjecture, we would guess at a Liberal minority outcome at this stage but that is uncertain. There are many ridings where the Conservatives have a slim plurality but will now win because of Liberal-NDP contests. We may well be waiting until the final vote tallies in British Columbia to see who will win on Monday.

One man dead following assault in Surrey, suspect arrested SURREY RCMP were called to the 18300-block of Fraser Highway by BC Ambulance on Saturday (October 12) at 4:40 a.m. for a suspicious death. A 47-year-old man was in medical distress following an alleged assault. Despite lifesaving measures being applied, the man died at the scene.

One man has been arrested in relation to the incident and remains in custody. Surrey RCMP Serious Crime Unit will be working with the Integrated Homicide Investigation Team (IHIT) to continue the investigation.

Police believe the two men were known to each other and that there is no ongoing concern for public safety at this time. There is no indication that this incident is related to gang involvement.

ASSISTANT Commissioner Dwayne McDonald, Officer-in-Charge of Surrey RCMP Detachment has been selected to become the RCMP’s Criminal Operations Officer in charge of Federal, Investigative Services and Organized Crime (FISOC) for the Province of British Columbia.

He will be responsible for overseeing federal, investigative services and organized crime for B.C. This includes issues such as financial crime, cyber crime, money laundering, national security, major crime and gangs.

It is anticipated that McDonald will be staying on as the Officer-in-Charge of Surrey Detachment until a new commander is named.

McDonald in a statement noted: “I am mindful that some may view my departure as a harbinger of policing transition in Surrey. I want to assure both the citizens of Surrey and the Surrey RCMP team that this is unequivocally not the case. As it stands right now, the City of Surrey’s contract for RCMP policing services has not been terminated.

The Province of B.C. has put in place a robust and objective process to study the City of Surrey’s proposal for a municipal police force, and I am confident that their decision on this matter will be fully informed.”

New Canadian resident loses $6,000 to scam

A newcomer to Canada, who had managed to save $6,000 after working in Delta at a fast food restaurant for six months, has fallen victim to a scam. The scammer pretended to be a police officer investigating the woman for money laundering.

“Unfortunately, the woman was convinced she was talking to a police officer, and was instructed to purchase $6,000 worth of bitcoins, which she did through a machine in Surrey,” said Cris Leykauf, spokesperson for Delta Police, on Thursday.

“We’re asking for assistance in spreading the word to media outlets and organizations who

work with newcomers to Canada, to help educate people,” said Leykauf. “Canadian police officers will never call you and ask for or demand payment.

If this happens to you, it is a scam. Hang up immediately.”

In this instance the number appeared to come from Department of Services Canada.

However, there are a number of apps that will spoof phone numbers, and Delta Police

Department’s non-emergency number has been used in this way in the past by scammers.

Bitcoin deposits are not traceable, and can be accessed by a fraudster located anywhere in the world. Scammers also often request payment through gift cards as well. Of note, governments in Canada do not ask for payment via bitcoin or gift cards.

Conservatives say experts agree they have realistic fiscal plan for infrastructure projects

CONSERVATIVES on Monday claimed that Liberal Leader Justin Trudeau is lying and misrepresenting

their plan to support infrastructure projects across Canada. Let’s look at the facts.

They said that public policy expert Jack Mitnz confirmed that the Conservative plan only “delays” infrastructure

spending by three years. He also confirmed that these delays only impact “uncommitted infrastructure spending”.

In contrast, the Liberals cut up to 40% of infrastructure spending from 2016-2017, according to the Conservatives.

They said that the PBO confirms that the Conservative plan will extend “spending for the Investing in Canada Plan (ICP) over an elevenyear period, rather than the eight-year period.” The PBO

Andrew Scheer also says that the Conservative plan would “spread the same nominal amount of money over a longer period

of time”.

The PBO also confirmed that the Conservatives’ plan continues “funding obligations already committed to by the Government”.

Prime Minister Andrew Scheer. Justin Trudeau is simply not as advertised.

Under a Conservative government, funding for health care will increase by at least 3% every single year, and they will maintain additional Shared Health Priorities funding for mental health and home care for provinces.

They will make major investments in new medical equipment and introduce a National Autism Strategy. Scheer is also committed to working with provinces to ensure that Canadians with rare diseases have access to the treatments that they need.

The Conservatives note that the media have already reported that Trudeau’s health care promises won’t fill the gaps in Canada’s health care system. Jagmeet Singh rallies British Columbians to get out the ‘vote for hope’

NDP Leader Jagmeet Singh and hundreds of voters rallied in Surrey on Sunday in the push for “an NDP government that’s in it for people.”

“It’s Canadians who should win this election,” said Singh.

“Young people can have hope for the future if we make Canada a leader in the global fight against the climate crisis. Our beautiful coast can be protect-

ed from the threat of oil spills.

Folks can have an affordable place to live, pharmacare, dental care, lower cell phone bills and less student debt. And we can be a nation that takes reconciliation seriously. But the Liberals want to scare you into settling for less. They’re going to tell you to vote out of fear.

Driver arrested in fatal hit-and-run in Abbotsford ABBOTSFORD Police on Thursday arrested the driver of the vehicle suspected to be involved in a fatal hit-and-run.

Shortly after 6 a.m. on October 17, Abbotsford Police patrol officers attended Highway 11 near Clayburn Road for a report of collision. First responders located a badly injured male in his 50’s. Lifesaving efforts were unsuccessful, and the male was confirmed to be dead.

Police are appealing to the public to come forward if they witnessed the inci-

dent or were in the area and have dashcam footage that may assist in the investigation.

Abbotsford Police Department collision analysts, patrol officers and Major Crime detectives are investigating the incident.

Police said they would like to remind the public to be aware of road conditions and drive accordingly. They also remind pedestrians to wear bright or reflective clothing and use caution when walking on busy highways and roads.

Pedestrian safety is a serious concern in B.C. – they’re the most vulnerable road user to be injured when a crash occurs. Drivers should take extra time to look for pedestrians before turning especially near transit stops, avoid distractions and be ready to yield, advises ICBC. Pedestrians can help stay safe by making eye contact, watching for drivers turning left or right at intersections, and using designated crosswalks.

ICBC, TransLink and community policing volunteers will be handing out reflectors and safety tips in high pedestrian traffic areas across the province to help pedestrians stay visible.

This year’s campaign features online advertising that reminds drivers: you see pedestrians when you really look for them.

Chief Constable Neil Dubord, Chair of the B.C. Association of Chiefs of Police Traffic Safety Committee, said: “This is the time of year when police see an increasing number of crashes involving pedestrians. We all have a part to play to make our streets safer. Drivers should know that distracted driving and failing to stop for people walking at intersections are some of the top

factors in crashes with pedestrians. Pedestrians also need to be careful and aware. We encourage them to take out their headphones and take a break from the phone when crossing the road.

Reflective gear, particularly on anything moving such as arms and legs, helps pedestrians be far more visible to drivers.”

Derek Stewart, TransLink Director of Safety and Emergency Management, advised: “Everyone needs to be on the lookout for pedestrians, especially at this time of year when daylight hours are decreasing and weather conditions are changing. Pedestrians should never assume that they can be seen, even when using a crosswalk. Step out onto the street only when there’s certainty that it’s safe to do so. It’s vital that we all work together to avoid accidents or injuries involving pedestrians.”

Lindsay Matthews, ICBC’s Vice-President of Public Affairs and Driver Licensing, said: “Even when drivers proceed with caution, it’s hard to see pedestrians at this time of year when visibility is poor. Crashes with pedestrians are highest between 3 p.m. and 6 p.m. every day, when most of us are commuting home from school and work.

Please focus on the road and leave your phone alone. It’s time we all do our part to create a safer driving culture in B.C.”

Probable case of vaping-related illness found in B.C. DR. Bonnie Henry, Provincial Health Officer, on Wednesday confirmed the first probable case of a vaping-related illness in B.C. There are several other investigations underway that may also meet the case definition of probable or confirmed vaping-related illness in the near future, according to the Health Ministry.

“These are the first cases of vapingrelated illness in B.C., but we fully expect there will be more as this is quickly emerging as a significant public health issue,” Henry said. “Vaping is turning back the clock on decades of effective anti-smoking efforts and creating a new generation of young people addicted to nicotine.”

On September 19, Henry issued a notice under the Reporting Information Affecting Public Health Regulation that requires physicians to report incidences of patients exhibiting symptoms that meet the national case definition.

This includes patients: * who report vaping using e-cigarette devices, related products or other means of inhaling a variety of products in the 90 days before symptom onset, * who have pulmonary infiltrates on X-ray imaging, * whose illnesses are not attributed to other causes.

All reports about vaping-related illness from people, health care providers, health authorities and Health Canada will be forwarded to the BC Centre for Disease Control (BCCDC) on behalf of the Provincial Health Officer and will be investigated by public health officials. Only instances that are probable or confirmed will be reported to the public and media. Age, sex and location (including community, town or health authority jurisdiction) will remain confidential in every instance as these cases are being reported at a provincial level.

Canada a winner in global race for talent: report ‘Canada saw an 8.6 percent uptick in international business school applications in 2019—a positive signal for the country’s future and mobility trends ahead’ WASHINGTON: The Graduate Management Admission Council (GMAC) on Tuesday unveiled Early Warning Signals: Winners and Losers in the Global Race for Talent. This comprehensive report examines the role immigration plays in fueling the productivity and growth of global economies, the need to support international mobility of talent across borders, and the critical role business schools play as gatekeepers to skilled immigration and talent development. The report analyzes data in the United States, Canada, the United Kingdom, India and China, and includes the latest business school application data also released by GMAC on Tuesday via the Application Trends Survey Report 2019.

“Business schools are uniquely positioned to explain how mobility of talent connects to economic growth and vitality through our faculty research and expertise. However, as the developers of talent, we also have almost real-time data showing new trends in where talent is choosing to locate,” said Bill Boulding, Chair of the GMAC Board and Dean of

Duke University’s Fuqua School of Business.

“We feel it is critical we share this information now with policy makers around the world as talent will be the most important factor in determining who wins and loses economically in the future. The issues we are raising are important not just in providing the opportunity to cross borders for education but also to foster robust and vibrant national economic activity. “ Calling attention to the particular challenges the U.S. faces, 63 CEOs and deans from a broad cross-section of business schools across the country, both public and private, have signed an open letter calling for a substantial change in the U.S. approach to highskilled immigration. The letter expresses urgent concern that the U.S. does not have the high-skilled talent it needs or the capacity to train enough people with these skills to remain competitive in a global economy.

To prevent this trend from continuing, the signatories are proposing pro-growth policy reforms including:

Removing “per-country” visa caps, modernizing the visa processing system, and reforming the H-1B visa program to make it possible for needed talent to have a reasonable chance of gaining entry to the United States.

Creating a “heartland visa” to encourage immigration into the regions of the United States that could most use the vitality of these talented individuals.

“Quality business schools are emerging around the world and the competition for talent is fierce, the sign of a vibrant marketplace,” said Sangeet Chowfla, President and CEO of GMAC. “Business schools don’t hold all the cards, however. Policy makers also have a responsibility to seed an environment conducive to student mobility. By doing so, they unlock innovation while helping to maintain diversity in the classroom, a critical aspect of graduate management education.”

the Global Race for Talent provides a look into the current flow of talent into specific countries, citing data from GMAC’s 2019 Application Trends Report, an annual snapshot of admissions trends for graduate business programs. Regions in which students desire to study are likely to be the winners in economic development because they are attracting talent—which has implications for homegrown talent as well by creating hubs of innovation and economic growth.

View of the United States In 2019, the United States experienced a 13.7 percent decline in international business school applications—a steeper decline than any other country in the world, and a drop that came amidst largely rising or stable applications everywhere else in the world.

Conversely, both Canadian and European programs saw application increases, which were driven primarily by rising international demand. For the US, these numbers are a worrisome indicator for the future mobility of talent—especially for business leaders who now cite the hiring and retention of talent as their number one business concern.

This follows on the heels of a 16.4 percent increase in the prior year. Canada also gained 286,000 permanent residents in 2017 and aims to have a total of 1 million new residents by 2021—with a focus on high-skilled labor.

View of the UK Three in five UK firms reported experiencing a more difficult time finding talent over the previous year, and 50 percent expected the UK’s skills shortage to worsen further in the future. However, 61 percent of UK business programs reported an increase in international applications in 2019 over the prior year, and the share of Graduate Management Admission Test (GMAT) score reports sent to UK programs has increased slightly since 2016, according to a report released by GMAC in March of 2019.

View of India A view of business school application data shows that the movement of talent from India to other parts of the world continues, with increasing interest in domestic schools. The percentage of Indians sending their scores from the GMAT exam to United States business schools fell from 57 percent in testing year 2014 to 45 percent in testing year 2018, according to the most recent GMAC data. During that same period, the percentage of Indian GMAT test takers sending their test scores to Indian schools rose from 15 percent to 19 percent.

While 86 percent of applicants to these programs currently come from within the region, the rising profile of China’s business schools could begin to attract a more global pool of candidates. China is now home to six of the Financial Times’ Global Top 50 MBA programs, including the fifth-ranked overall school, China-Europe International Business School (CEIBS). In 2009, just two of the top 100 were in China.

Sarai said that after 10 years of neglect under the Conservatives, Surrey Centre has finally seen an influx of federal funding which has contributed to the growth of the city. The Liberal government invested $3.2 billion for the SkyTrain expansion, $90 million for the new SFU Engineering Building and $7.5 million for the Surrey Anti-Gang Family Empowerment Program.

All these initiatives have created jobs right here in the community. Sarai hopes to see residents live, work, play and learn close to home.

Scheer names Kevin Falcon and Yves Desjardins-Siciliano as co-chairs of committee to cut corporate welfare

CONSERVATIVE Leader Andrew Scheer last Saturday (October 12) announced that as Prime Minister he will appoint Kevin Falcon, former deputy premier and finance minister

of BC, and Yves Desjardins-Siciliano, former president and CEO of VIA Rail Canada, to lead the Commission on the Reduction of Government Subsidy Programs to Corporations.

This is the first announcement of Scheer’s 100 Day Action Plan – the steps a new Conservative government would take to help Canadians get ahead.

“You shouldn’t have to be a billionaire to get your government’s attention,” Scheer said.

“You deserve a government, and a Prime Minister, whose first priority will be to help you get ahead.”

The Commission on the Reduction of Government Subsidy Programs to Corporations will review all business subsidy programs, including grants and contributions to corporations.

A new Conservative government will also strengthen Canada’s regional development agencies, focusing on helping small and medium businesses to grow.

“There is a truism I’ve learned watching governments of all stripes throw taxpayer dollars at undeserving corporations. Governments have a terrible record of picking between winners and losers. I’m proud to have been part of a government that eliminated all corporate subsidies, grants and equity investments to individual for-profit businesses. I applaud the Conservative party and Andrew Scheer for their commitment to scale back this corporate welfare and redirect it where it belongs, in the pockets of Canadian families,” Falcon said.

“As in all areas of government, spending taxpayers’ money must be efficient and produce the greatest benefits to Canada’s economy.

Study raises questions about barriers to voting for black male Canadian Muslims

THE National Council of Canadian Muslims (NCCM) and the Black Muslim Initiative (BMI) are calling on Elections Canada to investigate possible barriers to voting for Black male Canadian Muslims based on the findings of Dr. Sarah Shah’s recent study published by the Institute of Islamic Studies at the University of Toronto.

“The research shows that only two elections ago, 33% of black male Canadian Muslims sampled who did not vote reported having problems in voting because of ID issues” said Siham Rayale, of the

Black Muslim Initiative.

“Dr. Shah’s research calls into question the assumption that we are immune from issues south of the border in regard to racialized voters. Despite the small sample size, the insights in this report are significant and highlight the urgent need for more data.”

Dr. Shah’s report found that 33% of black male Canadian Muslims who did not vote reported having trouble voting because they were not on the voters list or had problems with ID. Well below 10% of all other demographic subsets analyzed in the

study reported having the same issue. Black male Canadian Muslims had trouble casting their vote despite comparatively high levels of interest in voting among the group.

“These findings should raise some concern in a country like Canada where we pride ourselves on our democratic freedoms,” said Nadia Hasan, NCCM Deputy Director.

“We are calling on Elections Canada to conduct an audit of the 2011 elections to determine the extent of the problem and what can be done to ensure that this coming election is free, fair and

accessible to all Canadians as we get ready to head to the polls.”

Three arrested in Downtown Eastside murder plot Alleged conspiracy involved members of the Redd Alert and Independent Soldiers VANCOUVER Police have arrested three alleged gang members and disrupted a murder conspiracy, as part of the VPD’s ongoing efforts to stem the tide of gang violence in the Downtown Eastside.

The VPD’s Organized Crime Section launched Project Thunder last month, after learning of a plot to target a known Downtown Eastside drug trafficker by rival gang members. The alleged conspiracy involved members of the Redd Alert and Independent Soldiers – organized crime groups that are active in drugs, weapons, and violence in the Downtown Eastside.

Brian Kiraly-Miller, 26, of Vancouver, and Stefan Janic, 25, of New Westminster, were arrested Saturday night in Burnaby by the VPD’s Emergency Response Team. A third suspect, 26-year-old Cameron Oppenheim, was arrested Tuesday at his home in Vancouver.

“This is a major break in the VPD’s ongoing efforts to reduce gang violence and protect vulnerable people who live in the Downtown Eastside,” said Sgt. Steve Addison on Wednesday. “We will continue to target those who prey on the vulnerable and incite violence in the community.”

Miller and Janic were charged Sunday with conspiracy to commit murder. Oppenheim appeared in court Wednesday and was charged with conspiracy to commit murder. He is also under investigation for his alleged role in a home invasion on October 3 in Vancouver’s West End. Vancouver Police, this summer, repeatedly raised concerns about escalating violence around Oppenheimer Park and in the Downtown Eastside. Extra officers were deployed throughout the neighbourhood, and a number of investigations were launched to target organized crime groups.

“These three arrests have made the Downtown Eastside a safer place, and should serve as a warning to others intent on committing violence in our city,” Addison said.

“We are still concerned about the proliferation of gun violence and brazen public shootings that have occurred in the Downtown Eastside. We will continue to focus our efforts on disrupting criminals that perpetuate violence in the neighbourhood.”

In order to renew and increase its efforts to find and arrest him, the CFSEU-BC is continuing to partner with the Bolo Program that is relaunching an amplification campaign in collaboration with the United States Marshals Service (USMS) that the CFSEU-BC hopes will lead to the arrest of Conor D’Monte.

Crime Stoppers will award the money to anyone who anonymously provides them with information that leads police to the arrest of D’Monte.

In 2008 and 2009, the Lower Mainland of British Columbia was in the midst of the worst gang violence in its history. The two main rival groups, the Red Scorpions and the United Nations, were openly shooting each other’s members and innocent victims were killed in the crossfire. Police agencies across the region began joint investigations into the members and the groups, which culminated, over time, in the arrests and convictions of dozens of gang members and their associates.

In February 2009, LeClair, a Red Scorpions gang member, was murdered in a brazen daylight shooting at a strip mall in Langley. While his murder was one of many, it prompted one of the longest and most involved joint investigations in CFSEU-BC’s history, one that continues to this day.

The violence associated to the United Nations gang, including the murder of LeClair, resulted in the CFSEU-BC and Integrated Homicide Investigation Team (IHIT) joining forces. As a result of the combined efforts, between 2008 and 2018, there have been 18 arrests and 12 convictions of UN gang members and associates for serious offences, including murder and conspiracy to commit murder.

One of those people that has been charged with the murder of LeClair and despite the best efforts of police, has continued to escape arrest, is D’Monte, a high-ranking UN gang member.

Increase in overnight residential break and enters in Surrey

SURREY RCMP on Thursday advised the public of a recent rise in the number of residential break and enters in Surrey.

The Surrey RCMP Property Crime Target Team (PCTT) noted an increase in the number of break and enters to residences from 13 incidents in July to 26 and 24 incidents in August and September, respectively. Many of these incidents occurred while residents were at home, often overnight between 7 p.m. and 7 a.m.

The majority of the break and enters occurred after suspects accessed a garage door opener stored in a vehicle parked on the driveway of residence. Once inside the garage, suspects were able to gain access to the home through unlocked doors or using spare keys stored within the garage. Some incidents involved suspects gaining access to residences through windows that had been left open.

Fraudsters use Vancouver Police non-emergency number in CRA scam

VANCOUVER Police are warning the public about a new element to an existing telephone scam where fraudsters use spoofing to display the VPD non-emergency number and pretend to be police officers.

Police have received numerous reports of fraudsters calling Vancouver residents, and representing themselves as VPD or CRA. They demand Bitcoin or gift cards to pay false debts.

“The non-emergency police line is for residents to use to report incidents to the police. The police will never call you from the non-emergency number and will never solicit payment,” said Sgt. Aaron Roed on Thursday. “We ask that if you receive a call like this, you hang up immediately and spread the word to friends and family.”

In this latest scam, the fraudsters state they are calling from the CRA and ask the victim to look up and provide the number for the police department. The scammers hang up and the victims receive another call, from a person purporting to be a police officer. The number on the call display is the VPD non-emergency line.

The fraudster provides a fake badge number and indicates that the victim’s social insurance number has been used to create credit card accounts with substantial balances owing. The victim is told they are responsible for the debt and told to clear it up by providing Bitcoin or gift cards.

Police encourage residents to report scams to the Canadian Anti-Fraud Centre online or toll free at 1-888-495-8501. The VPD is asking anyone who may have been the victim of fraud to contact VPD at 604-717-3321 or Crime Stoppers at 1-800-222-8477.

Vancouver Police investigate homicide in Strathcona

VANCOUVER Police are investigating the city’s eighth homicide of 2019, after a woman was discovered dead in her Strathcona apartment on Wednesday.

Maggie Nelson, 60, was found in her apartment on October 16 by a maintenance worker in the building, located near Keefer Street and Gore Avenue.

The death appeared suspicious, and on Friday investigators ruled it a homicide.

No arrests have been made, however VPD investigators do not believe there is a risk to the general public.

MLA’S Shirley Bond and Stephanie Cadieux, BC Liberal Finance Co-critics, are sounding the alarm after ratings agency Standard and Poor’s (S&P) threatened to downgrade BC’s AAA credit rating amid concerns about rising debt to revenue rates.

“The NDP have spent recklessly for two years, and hardworking British Columbians are on the hook for the bill,” added Cadieux. “Unless John Horgan can come up with a plan to grow the economy and reduce debt then British Columbians better hold on to their wallets.”

S&P’s August report, finally released by the NDP on Tuesday, states that “if fiscal slippage or other policy decisions cause this ratio to rise notably above current expected levels, it could begin to erode B.C.’s resiliency to the next economic downturn. We could lower the rating by one notch as a result.”

Those bad old days are behind us. Our new partnership with the Association of Legal Aid Lawyers will ensure we provide high-quality legal services to low-income British Columbians going forward.”

The new agreement establishes a formal and ongoing negotiating relationship between ALL, LSS and the government – a relationship that previously did not exist, despite government having similar relationships with almost every other sector of the justice system, including judges, Crown counsel, sheriffs and administrative staff.

Government, ALL and LSS also agreed to establish an ongoing policy consultation process to discuss legal aid policy and access-to-justice issues during the term of the agreement.

“It is embarrassing how poorly previous governments have treated the lawyers who help refugees, as well as those who are poor, marginalized and often face serious mental health and addiction challenges,” said Eby. “I am so proud that our government is addressing this injustice.”

The ALL negotiating team issued this statement: “We are pleased to see an agreement that will provide greater stability. The establishment of an ongoing negotiating relationship will pave the way for smoother negotiations in the future.”

Conservatives urged NAFTA capitulation: Liberals

THE Liberals said on Wednesday that Conservative Leader Andrew Scheer misled Canadians again on NAFTA, saying in Essex “it is quite clear that Justin Trudeau did cave to Donald Trump and he has the audacity to say that others were calling for him to cave.”

“Andrew Scheer doesn’t like it when we point it out, but it’s a fact Conservatives urged Canada to fold to America’s demands — no matter the cost to our economy or middle class workers,” said Chrystia Freeland, Liberal candidate in the Toronto riding of University—Rosedale. “In the NAFTA negotiations, our Liberal government fought tooth and nail to protect Canadian jobs. We said we would get a good deal, and that’s exactly what we achieved.”

Here’s how the Conservatives would have backed down to the United States: * Stephen Harper – In the fall of 2017, Harper released a memo that publicly said Canada has no leverage and needs to accept American demands. “Canada will be left with no option but to gradually capitulate,” Harper said. Indo-Canadian Voice Saturday, Oct. 19, 2019 Some of the winners of the 2019 Surrey Libraries’ Young Adult Writing Contest who were acknowledged at an Awards Gala on Wednesday, October 16 at City Hall Council Chambers. The Young Adult Writing Contest is an annual writing competition for youth aged 12-18. Since launching the contest in 1987, Surrey Libraries has received over 6,500 entries from aspiring young writers across Surrey. The contest is free to enter and young writers submit entries to one of the four contest categories: short stories, poems, comics, and a new random category for other types of writing such as essays and screenplays.

It’s time to stand with Jagmeet Singh

BY RAVI KAHLON MLA for Delta North TWO years ago, Jagmeet Singh made history when he became leader of the NDP. I don’t think people fully appreciated the significance of having the first racialized federal leader until the country saw him on stage at the leader’s debate.

Since then, Jagmeet has won over the hearts of many Canadians – and attracted international attention.

However, nowhere has he made a bigger impact than on racialized Canadians, who are seeing someone breaking that glass ceiling.

Canada was a different place when I was a kid.

As a child, everyone I knew was struggling to make ends meet. Never in my life did I imagine that I could one day represent Canada at the Olympics and or get elected in the legislature. It wasn’t in the realm of reality in our lives.

We have made progress as a society but we have a ways to go. From elders getting knocked down to the ground for wearing a turban, to Masjids, Gurdwaras, and Mandirs being defaced, there seems to be a rise in fear and uneasiness amongst people of colour.

While this election itself has resulted in many challenging conversations – about racism, identity and belonging – something positive has happened, too.

When my son and I sit down to watch television, he sees Uncle Jagmeet on the news. He sees someone who looks like him. He sees possibilities that I never imagined.

Things are far from easy for Jagmeet. We’ve witnessed some painful encounters on the campaign trail. However, I cannot help but feel invigorated and inspired seeing how gracefully Jagmeet is able to counter the hatred and racism he faces.

Yes, it’s garnered him a lot of praise. But more importantly, it’s allowed the world to see a leader who doesn’t make these instances about himself. Instead, Jagmeet puts the focus back on everyday Canadians who have had these same experiences.

That is precisely why there is so much momentum behind Jagmeet’s campaign. Those of us who know him are not surprised to hear the words “authentic” and “down to earth” and “in it for the right reasons”. This is not an act for votes. It is who he is and has always been.

A fighter for those who do not have a voice. A fighter for everyday people. A fighter for a more fair and just society.

I know he has inspired a new generation of young people. He has certainly inspired me.

It’s why I’m proud to stand shoulder to shoulder with my friend and I urge others to as well – and together we can have a leader, and government, that’s in it for you.
