Kevin Falcon supports ‘smooth and successful transition’ of Surrey’s local police force

Prominent Punjabi journalist Gurpreet (Lucky) Sahota told The VOICE that he pointed out to Falcon that his predecessor Andrew Wilkinson took a stand against a municipal police force during the last provincial election with the result that the BC Liberals did not get a single new seat but rather ended up losing one riding in Surrey.

Falcon then told the Punjabi journalists that he respects the voters’ mandate and he would work

hard for a smooth and successful transition from the RCMP to Surrey Police Service.

This comes as a slap in the face of those Surrey Councillors who been hell-bent on sowing chaos and confusion about the ongoing transition. As it is, sources in the government have told The VOICE that there is no way that the SPS can now be disbanded.

Yet councillors Brenda Locke and Jack Hundial have been trying every trick in the book to try and convince voters that they will be able to reverse the whole transition process if Locke is elected mayor.

Locke and the RCMP have managed to remain in the news because of a few white nationalist journalists in the mainstream media who have made it a hobby and a habit of attacking Surrey Mayor Doug McCallum who won the last election on the promise to replace the RCMP in Surrey with a municipal police force. WSO Welcomes arrival of Afghan Sikh and Hindu refugees even as it fears for those left behind

THE World Sikh Organization of Canada on Thursday said it welcomes the latest arrival of Afghan Sikh and Hindu refugee families to Canada, but continues to fear for those left behind in Afghanistan and India.

Approximately 98 refugees are expected to arrive this month in Kelowna, Vancouver and Calgary.

The arriving families had fled Afghanistan to India in 2015 and were sponsored through private applications that were spearheaded by the Manmeet Singh Bhullar Foundation with support from the World Sikh Organization of Canada, community groups and individuals carrying on the tireless work of Manmeet Singh Bhullar. The WSO has assisted with arranging sponsors as well as in the settlement of the refugees in Canada.

(Bhullar was a former Alberta minister. He died in a motor vehicle collision while driving from Calgary to Edmonton. He had stopped to help a driver involved in a collision when he was struck by a semi truck.)

Bhullar who championed this cause prior to his tragic passing in November 2015, arranged for the evacuation of Sikhs and Hindus from Afghanistan’s Helmand province in early 2015 after they became the

He single-handedly oversaw the safe exit of each Sikh and Hindu family from Helmand to India and helped find local organizations to assist with their basic needs. * Sikh and Hindu Afghan refugees in India have no legal status, receive no government assistance and often live in poverty. * Since 2015, the WSO has repeatedly called for the creation of an expedited pathway for approximately 1,000 Sikh and Hindu Afghan refugees to come to Canada. Surrey Police Service focuses on hiring employees who reflect diversity of city

THE Surrey Police Service (SPS) says it continues to focus on hiring employees who reflect the diversity of Surrey. To date, it has hired 209 sworn officers and civilian employees, with over 40% coming from culturally diverse backgrounds.

SPS also continues to recruit a strong representation of women in the organization with its focus on family, parental leave, and wellness.

Women currently make up 26% of SPS employees (some pictured here during SPS’s recent celebration of International Women’s Day).

Hiring for SPS’s Community Policing Bureau at the Constable and Sergeant ranks also continues.

With all of its spring and early summer onboarding classes now full, SPS is currently hiring experienced officers for its August and September onboarding classes.

For those who want to help build SPS and take advantage of the internal promotional and specialized opportunities in the years ahead, now is the time to apply.

Last week, SPS Chief Constable Norm Lipinski presented 24 experienced officers with their graduation certificates, as they completed their onboarding training. These officers have been assigned to support the development of SPS in a variety of roles while they await operational deployment in Surrey.

MORTGAGE Major Milestone: First Collective Agreement Reached Earlier this month, the Surrey Police Board and the Surrey Police Union (SPU), which represents the sworn police officers of Surrey Police Service (SPS), reached their first collective agreement. This significant milestone provides SPS police officers, from the rank of Constable to Staff Sergeant, with an employment package that focuses on employee wellness and competitive compensation.

The collective agreement will be in effect until December 31, 2024. Highlights of the agreement are available online, and the full collective agreement will be posted on the Surrey Police Board website by mid-April.

and its Community Policing Bureau staff conducting regular community consultation meetings, community engagement is a significant focus of SPS. Recent highlights included a visit to Sikh Academy School, a virtual meeting between the Chief’s office and the Métis Nation British Columbia, and a visit to the Gurdwara Dukh Nivaran Sahib by Lipinski.

A cornerstone of SPS community engagement is giving back to the community. At the end of February, sworn and civilian employees participated in the Coldest Night of the Year walk to raise funds for Cloverdale Community Kitchen. The SPS team raised over $2,300 which will help support people and families experiencing homelessness, hurt and hunger in the community.

On March 16, a number of SPS officers – including Lipinski – took the plunge for BC Special Olympics

as part of the annual Polar Plunge fundraising event. This event helps to support programming and activities for an inclusive community. (See photo).

This fall, five SPS officers will be riding in the Cops for Cancer Tour de Valley to raise funds for childhood cancer research. Training has already begun and you can support the SPS team here: Cops for Cancer Tour De Valley.

Policing Transition

Surrey’s transition to a municipal police service is underway. The SPS says it remains committed to a seamless transition where the safety and wellbeing of the public and policing personnel remain the highest priority. SPS, the Surrey Police Board and the Province of BC all provide regular updates on the progress of the policing transition on their respective websites.

Surrey partners with Gurdwara to plant 250 trees on World Sikh Environment Day

India further relaxes visa and travel restrictions THE Indian Government has further relaxed visa and travel restrictions to India keeping in view the improvement in the COVID-19 situation in the country, according to a press release by the Indian Consulate General in Vancouver.

– All valid regular (paper) tourist visas issued before March 2020, except 10-year tourist visas, stand restored with immediate effect.

Canadian nationals will be eligible for fresh regular tourist visas, except 10-year duration tourist visas.

– Electronic travel authorization or e-Visa issued to Canadian nationals before March 2020 will continue to remain under suspen-

sion. Canadian nationals are not eligible for issuance of fresh e-Visa.

India-Canada Foreign Office Consultations in New Delhi INDIA-CANADA Foreign Office Consultations (FOCs) were held on Monday in New Delhi with the Indian delegation being led by Saurabh Kumar, Secretary (East), Ministry of External Affairs, and the Canadian delegation by Marta Morgan, Deputy Minister of Foreign Affairs, Global Affairs Canada. The last FOCs were held in March 2021 in a virtual mode.

The discussions were cordial and friendly. Both sides reviewed the progress of bilateral cooperation in domains such as political, security, trade and investment, education, science and technology, consular

and mobility. They agreed that the two countries should continue work to renew the momentum in relations and convene meetings of bilateral dialogues and working groups.

The FOCs also provided a timely opportunity to exchange assessment on regional, multilateral and global issues of mutual interest.

National Council of Canadian Muslims slams Conservative leadership candidate Pierre Poilievre for niqab ban comment THE National Council of Canadian Muslims on Monday noted that Conservative leadership candidate Pierre Poilievre suggested: “There was no niqab ban. It added: “The Federal Court of Appeal found that Harper’s niqab ban at citizenship ceremonies was unlawful. It is sad to see any elected official attempt to recontextualize an odious chapter in Canadian history that many members of his own party have apologized about.”

Police release sketch of suspect who indulged in indecent acts near Newton school SURREY RCMP on Tuesday released a sketch of a suspect who indulged in multiple indecent acts near a Newton school and are requesting the public’s assistance in identifying the man.

On March 2, Surrey RCMP received a report of a man exposing and touching himself in the bushes near Princess Margaret Secondary School.

Although this was the first report to police, the suspect was observed in the same area, doing the same thing on three separate occasions in 2022 and once in 2021. All incidents occurred in the morning between 8:20 to 8:30 a.m.

The suspect is described as South Asian male, 30-40 years old, medium complexion, dark hair, 5’10, average build, with facial stubble and a moustache.

Two vehicles set ablaze in a Fraser Heights driveway in Surrey SURREY RCMP are investigating the torching of two vehicles parked in a Fraser Heights driveway and seeking witnesses.

On March 11 at 2:40 a.m., Surrey RCMP received a request from Surrey Fire Service to assist with a vehicle fire in the driveway of a residence located in the 17700-block of 101 Avenue. Police determined that two vehicles were damaged by fire, which was extinguished by firefighters.

The Surrey RCMP Arson Coordinator and the Surrey Fire Inspector were both engaged early on in the investigation. Based on an inspection it was determined that the vehicles were intentionally lit on fire. Although this incident appears to be targeted, a motive has not yet been determined and the vehicle owners are not known to police.

Investigators canvassed the immediate area for witnesses and video. Video located showed two suspects arriving on foot and departing northbound through a footpath toward 101A Avenue. It appeared that one of the suspects inadvertently lit themselves on fire, so they may have sustained some injuries.

“We understand that members of the community have questions and concerns about an arson occurring in their neighborhood,” said Surrey RCMP Media Relations Officer, Cpl. Vanessa Munn on Thursday. “Our investigators are actively working to collect evidence that would enable them to answer those questions. We are asking that any members of the community, who have any information, witnessed anything suspicious, or may have video surveillance from the area to contact police.”

Abbotsford Police’s Project Bounty Hunter executed 36 warrants in 11 days OVER 11 days throughout February, Abbotsford Police’s Patrol Shift 1 launched project “Bounty Hunter” aimed at locating and apprehending offenders wanted for outstanding crimes.

Project Bounty Hunter was led by two patrol officers, Constables Ducharme and Chellew, who tracked down and arrested 30 individuals wanted for various offences ranging from breaches, property and driving to violent crimes.

In total, 36 warrants were executed in 11 days, which resulted in four new charges being laid.

UBC’s Dr. Faisal Khosa receives prestigious McLaughlin-Gallie Visiting Professorship UNIVERSITY of British Columbia associate professor in radiology Dr. Faisal Khosa has received the prestigious McLaughlin-Gallie Visiting Professorship.

This is awarded by the Royal College of Physicians and Surgeons of Canada and is given every year to one or two experts in Canada.

Khosa received the 2021 award for delivering lectures at the Canadian Association of Radiologists annual meeting on April 8 and at McGill University on April 13. The theme is “Equity, diversity and inclusion.”

The Royal College of Physicians and Surgeons of Canada established the McLaughlin-Gallie Visiting Professorship in 1960. The professorship commemorates the outstanding contributions to surgical science of Dr. William Edward Gallie of Toronto, who died in September 1959. Gallie was a professor of surgery and dean of the Faculty of Medicine at the University of Toronto. He was a close friend of Colonel R. Samuel McLaughlin, founder of the McLaughlin Foundation.

McLaughlin-Gallie Visiting Professors may be selected from any country in the world and may represent any branch of medicine.

The candidate should be an outstanding contributor and innovator in their field.

KHOSA has been honoured with a slew of awards over the years. Just last year, he received a Global Humanitarian Award from the American College of Radiology Foundation (ACRF) for his positive global impact on

For more than two decades, he has collected funds to support the provision of X-ray, mammography and ultrasound equipment to healthcare institutions in low-to middleincome countries, including Pakistan, India, Bangladesh and Sri Lanka. In 2020, Khosa received the May Cohen Equity and Gender Award by the Association of Faculties of Medicine of Canada, as well as the Dudley Pennell Research Award by Journal of Cardiovascular Magnetic Resonance.

And in 2019, he was honoured with the Canadian Association of Radiologists Award.

17-year-old youth injured in shooting at a Guildford residence in Surrey SURREY RCMP are investigating after shots were fired at a residence in the Guildford area and requesting anyone with information to contact police.

On Wednesday at 3:17 a.m., police responded to a report of shots fired at a residence in the 11200-block of Lansdowne Drive. A 17-year-old youth who is known to police suffered non-life-threatening injuries. They were transported to hospital and have since been released.

Unit has taken conduct of the investigation.

The investigation is in the early stages, but all indications are that it was targeted. The shooting does not appear to be linked to the Lower Mainland Gang Conflict, police said.

“Anytime there is a shooting it is very concerning,” said Surrey RCMP Media Relations Officer, Constable Gurvinder Ghag. “There were multiple people inside the residence who were placed at risk as a result of this targeted shooting. Thankfully, no one was seriously injured.”

Women allegedly sexually assaulted during treatments at Burnaby skincare clinic A Burnaby RCMP investigation has resulted in two charges against an employee at a Burnaby skincare business, and police are urging any others with information to come forward.

An investigation was launched in 2019 after a victim reported to police that she was sexually assaulted during treatment at a business

operating as Fab Skin Care at 5481 Kingsway in Burnaby.

In 2021, a second victim who underwent treatment by the same practitioner at the clinic also came forward to police, allowing Burnaby RCMP’s Child Abuse and Sexual Offence Unit (CASO) to gather additional evidence.

On March 14, 2022, 47-year-old Farshad Khojsteh Kashani was charged with two counts of sexual assault with a weapon.

Under his court-ordered conditions, Kashani is prohibited from performing any form of laser treatments.

“We are grateful to the two women who came forward to police, but our investigators

haven’t ruled out that there could be other people with information who we have not yet heard from,” said Cpl. Michelle Hurtubise.

“We are appealing for anyone else with information to contact our investigators.”

Fraser Health Public Health was made aware that this business was not providing these services through a registered health professional and was not using appropriate infection control measures while providing these services. Fraser Health Public Health has ordered the opera-

As a precaution, Fraser Health Public Health is advising people who received this service at Fab Skin Care to visit their family physician or primary care provider as soon as possible to be screened for chlamydia, gonorrhea, and syphilis. In addition, Public Health recommends these individuals continue to receive routine screening for human papillomavirus (HPV).

Members of the public should be aware that, under the BC Health Professions Act, only cer-

tain registered health professionals may perform services involving intravaginal devices or intravaginal examinations. If a personal service establishment is using intravaginal devices, ask if their services are performed by a registered health professional.

Sexually transmitted infections may also be asymptomatic for long periods of time. As such, a positive test result on screening does not necessarily indicate association with the service performed at this business.

While awaiting test results, individuals should

take steps to prevent potential exposure of others, including wearing a condom when having sex.

prove the working lives of our members,” said Stephanie Smith, BCGEU President and Chair of the union’s bargaining committee. “But we came to the table carrying a clear message from our members to their employer—cost of living protection is the price of admission for a deal this round. When we exchanged monetary packages last week there was a gaping chasm between what our members need and what the PSA was offering so we’re stalled.”

As inflation rises and the cost-of-living skyrockets in communities across the province, public service workers are falling further and further behind. And there’s no end in sight— this week’s inflation numbers from Statistics Canada are expected to be higher, the BCGEU claimed.

“BC is a beautiful province but it is expensive to live here and it’s getting more expensive every day,” said Smith. “The bottom line is any wage offer that doesn’t include cost of living protection (COLA) is a wage cut and no worker should be expected to take a wage cut—especially not the public service workers who kept our families safe and our province

operating over everything the last two years has thrown at us.”

The BCGEU bargaining committee sees the stall as a temporary setback and remains optimistic about reaching a deal at the bargaining table before the current agreement expires.

“Our union has a long-standing and very constructive working relationship with the PSA,” said Smith. “We’ve been bargaining agreements and solving problems together for almost 50 years. I am confident that if the PSA can revise their wage offer, we can get a deal BCGEU members will ratify.”

Before pausing negotiations, the parties made significant progress on a range of issues BCGEU members also identified as important including improved processes to resolve member issues and complaints, stronger language around bullying and sexual harassment, improvements to occupational and heath and safety language. The union’s bargaining committee is ready to return to the negotiating table on short notice as soon as the PSA has a revised wage proposal to bring to the table, said the BCGEU.

As a reminder, travellers arriving to Canada from any country, who qualify as fully vaccinated, may need to take a COVID-19 molecular test on arrival if selected for mandatory random testing. Travellers selected for mandatory random testing are not required to quarantine while awaiting their test result.

For partially or unvaccinated travelers who are currently allowed to travel to Canada, pre-entry testing requirements are not changing. Unless otherwise exempt, all travellers five years of age or older who do not qualify as fully vaccinated must continue to provide proof of an accepted type of pre-

entry COVID-19 test result: * a valid, negative antigen test, administered or observed by an accredited lab or testing provider, taken outside of Canada no more than one day before their initially scheduled flight departure time or their arrival at the land border or marine port of entry; or * a valid negative molecular test taken no more than 72 hours before their initially scheduled flight departure time or their arrival at the land border or marine port of entry; or * a previous positive molecular test taken at least 10 calendar days and no more than 180 calendar days before their initially scheduled flight departure time or their arrival at the land border or marine port of entry. It is important to note that positive antigen test results will not be accepted.

All travellers continue to be required to submit their mandatory information in Ar-

riveCAN (free mobile app or website) before their arrival in Canada. Travellers who arrive without completing their ArriveCAN submission may have to test on arrival and quarantine for 14 days, regardless of their vaccination status. Travellers taking a cruise or a plane must submit their information in ArriveCAN within 72 hours before boarding.

Minimum wage in B.C. will be $15.65 an hour from June 1

The increases have benefited close to 400,000 British Columbians over those years, the majority of whom are women, immigrants and youth ON June 1, B.C.’s lowest-paid workers will get a pay boost, with the general minimum wage increasing from $15.20 to $15.65 an hour.

The Province is following through on a 2020 commitment to increase the minimum wage to $15 an hour through measured, predictable increases, and then tie future increases to the rate of inflation. B.C.’s minimum wage is now the highest of all Canadian provinces.

“B.C. had one of the lowest minimum wages in the country prior to 2017, but was one of the most expensive places to live,” said Harry Bains, Minister of Labour. “We do not want our lowest-paid workers to fall behind. The minimum wage increases tied to inflation are part of our plan to build an economy that works for everyone.”

The government says it is committed to making life more affordable and the StrongerBC plan charts the way forward. Over the past five years, B.C.’s general minimum wage has increased from $11.35 to $15.65 per hour. The increases have benefited close to 400,000 British Columbians over those years, the majority of whom are women, immigrants and youth.

As well, effective January 1, 2023, an increase of 2.8% will apply to minimum piece rates for hand harvesting of 15 specified crops in the agricultural sector, including: peaches, apricots, Brussels sprouts, daffodils, mushrooms, apples, beans, blueberries, cherries, grapes, pears, peas, prune plums, raspberries, and strawberries.

Sussanne Skidmore, while welcoming the tying of this year’s provincial minimum wage increase to the rate of inflation, said too many workers are still excluded from minimum wage protection.

“It’s long past time to eliminate the hand-harvesting piece-work rate for farmworkers, a key recommendation of the Fair Wages Commission,” Skidmore said. “And employers are still ducking minimum wage rules and other employment standards by misclassifying thousands of gig and precarious workers as contractors.”

She added that the minimum wage is still well below a living wage, the amount a family needs to cover basic expenses. “Every worker should be able to earn a wage that makes their community affordable and liveable, no matter where they live in BC,” she said.

Canada-wide warrant issued for Pawan Malik in fatal Brampton collision ONTARIO’S Peel Regional Police on Thursday announced that investigators from the Major Collision Bureau have issued a Canada-wide warrant for a fail to remain collision that occurred in the City of Mississauga and claimed the life of a Brampton woman.

On Sunday, February 20, 24-year-old Kavita Chodhary was beginning to cross Cattrick Street from Derry Road East when she was struck by a dark coloured vehicle. The vehicle and occupant fled the scene and did not stop to render any assistance to the victim.

Investigators have located and seized the vehicle involved, a black 2009 Honda Accord.

The man alleged to have committed this

offence has been identified as 19-year-old Pawan Malik of the City of Brampton. A warrant for his arrest has been issued for failure to stop after accident resulting in death.

Investigators have confirmed that Malik fled the country soon after the incident. When he is located, the Crown intends to seek his extradition so that he may be prosecuted for the alleged offences, police said.

Milad Rahimi homicide: IHIT releases video footage, photographs and descriptions of two suspects ON Tuesday, the Integrated Homicide Investigation Team (IHIT) released video footage, photographs and descriptions of two people who were seen exiting the getaway vehicle – dark blue Mazda 3 with the stolen licence plates – after Milad Rahimi, 34, was shot to death at a North Vancouver grocery store parking lot.

On Friday, March 11 at approximately 2:45 p.m., North Vancouver RCMP received multiple reports of shots fired in the parking lot of the Real Canadian Superstore located at 333 Seymour Boulevard.

North Vancouver RCMP frontline officers and BC Emergency Health Services (EHS) attended and located a man suffering from gunshot wounds. The victim was taken to hospital and despite all efforts to revive him, Rahimi succumbed to his injuries.

Milad Rahimi IHIT Detective Corporal Sukhi Dhesi told the media that with the assistance of members of the public, their investigators located the suspect vehicle. On Saturday, March 12 at 7 p.m., North Vancouver Fire Department and North Vancouver RCMP responded to the 300-block of Tempe Crescent for reports of a car fire. During the investigation, it was determined to be the suspect vehicle.

“We are urging the public to look carefully at the images and video in order to assist IHIT investigators to identify these individuals. If anyone recognizes or saw these people in the area of 300-block Tempe Crescent or in the

IHIT investigators are asking for any witnesses, dashcam or CCTV footage in this area from Friday March 11 between 2:30 and 3:30 p.m., and Saturday, March 12 between 6:30 and 7:30 p.m.

The investigators are attempting to identify the two people seen exiting the Mazda 3.

The driver had on a white medical mask and black hoodie and was carrying a grey backpack with a single strap. He wore grey pants with either a patched or torn pattern.

The passenger had on a three-quarter-length black jacket with hood. The jacket had a distinct white symbol on the left shoulder. He wore grey pants and black shoes.

“IHIT investigators want to speak with anyone who can identify these individuals or saw them in the vicinity of the 300-block of Tempe Crescent in an effort to further our investigation. We are interested in identifying these individuals and speaking with them,” said Dhesi.

“We are in the early stages of the investigation and our investigators are working tirelessly to complete priority tasks.

“We are pleading to anyone with information about his murder to contact IHIT Information Line at 1-877-551-IHIT (4448) or by email at ihitinfo@rcmp-grc.gc.ca.”

Surrey industries experience increasing jobs recovery THE February 2022 Surrey Labour Market Intelligence Report, released by the Surrey Board of Trade, shows that in February 2022, Surrey’s economic recovery from the COVID-19 pandemic continues to be driven by a two-pronged strength: knowledgebased industries and resource industries.

Employment in Surrey in February 2022 was an estimated 1.7% or 4,900 jobs above employment before the pandemic in February 2020, and almost 30,000 higher than the lowest job levels in April 2020.

“Improvement continues in Surrey – in December 2021, seven out of 15 industry categories had job levels still below February 2020,” said Anita Huberman, President and CEO, Surrey Board of Trade. “But two months later, in February 2022, we see a significant improvement where only three of 15 industries are still below pre-pandemic job levels.”

The largest employment sectors in Surrey in February 2022 were: 1. Wholesale and retail trade (55,296) 2. Health care and social assistance (40,296) 3. Transportation and warehousing (28,360)

Jairus-Paul Covacha Sacramento, 22, of Mission arrested in Lynn Valley sexual assault NORTH Vancouver RCMP announced on Saturday that 22-year-old Jairus-Paul Covacha Sacramento, of Mission, has been arrested in the alleged sexual assault in Lynn Valley that occurred on February 13.

On March 12, the BC Prosecution Service approved one charge of sexual assault against Sacramento.

Following a February 14 public alert, and a March 10 request for public assistance in an effort to further the investigation, an arrest was made on March 11. Following a tip from the public, Abbotsford Police arrested a male at a worksite in the South Poplar neighbourhood, in the area of McCallum Road and Highway 1 in Abbotsford.

“We are confirming the arrest of a suspect in this investigation,” said Sgt. Peter DeVries. “We asked for your help, and you came through, and we want to say thank you.

He said that investigators received numerous tips from the public, one of which resulted in

the arrest. “This is a great example of the power of the public and the police working together,” he added.

As this matter is now before the courts, police will not be providing any additional information.

New regulations by Province to fight rising thefts of catalytic converters – ICBC claims for catalytic converter thefts in B.C. have climbed from 89 in 2017 to 158 (2018), 602 (2019), 1,065 (2020) and 1,953 (2021) – ICBC claim costs for catalytic converters during the same time increased from $356,950 (2017) to $4,059,081 (2021)

Immigrating to Canada in 1970 at the young age of 20, Harvey started his career in Stewart, B.C., at the Granduc Copper Mine. After graduating with his Red Seal Ticket in Heavy Duty Mechanics, he moved to Kitimat, B.C., and shortly after started work at Alcan Aluminum Smelter.

Harvey moved to Surrey in 1993 with his wife Neeru and their three children Vik, Neha, Rahul. He started his career with the Canadian Pacific Railway in November 1994 at their Port Coquitlam yard.

Harvey flourished with CP Rail becoming a leader and mentor to numerous apprentices.

Harvey re-wrote and redesigned various processes and procedures that were shortly after mandated by CP Rail. Many of Harvey’s innovative ideas and designs became the new policy for CP Operations. Harvey was nominated and won the CP Rail CEO award for excellence in 2018. He became a legend at CP Rail and finished his career, working for over 27 years.

Harvey had a passion for football, his favourite team was the BC Lions. He loved gardening and made it his project, growing and harvesting many vegetables and fruits that he would love sharing with family and friends. In his younger years, he was an avid athlete, participating in Tae Kwon Do, badminton, volleyball, running, power-lifting, squash, tennis and field hockey. Harvey became captain of the field hockey team, participating in the annual BC Summer Games. In the end, the most important passion of Harvey’s was spending time with his wife Neeru, three children, two daughters-in-law and six grandchildren.

A funeral service is being held on Wednesday, March 23 at 10 a.m. at Five Rivers Funeral Home in Delta. An Antim Ardass will follow at 12 p.m. at Gurdwara Brookside located at 8365 140 Street in Surrey.

Catalytic converters can be sold to metal dealers without providing information about the seller, allowing them to remain anonymous.

These updates to the MDRR, which were proposed by stakeholders such as the BC Association of Police Boards, will support police in locating illicit sellers and stolen items, and disrupting the distribution of stolen items.

“The theft of catalytic converters is a serious problem and we are happy to have consulted with the Province to help curb this illegal activity,” said Charla Huber, President, BC Association of Police Boards. “We are pleased that the Metal Dealers and Recyclers Regulation has been amended to include catalytic converters where they are detached from an exhaust system. We believe this provides police with an important tool to close the channel on those who steal and resell these items.”

A catalytic converter is an exhaust emission control device that reduces pollutants in exhaust. Catalytic converters contain precious metals and have been a target for thefts due to the increase in the prices of those metals. This amendment, which came into effect today, is an important step in addressing these thefts.

BC Liberal Leader Falcon lies to try to stop the new Surrey Hospital: NDP THE NDP on Tuesday slammed BC Liberal Leader Kevin Falcon, who recently promised to stop construction of the new Surrey Hospital, accusing him of making stuff up about how far along the project is.

According to the NDP: * Falcon claim #1: “They haven’t even started the request for qualifications.”

Fact: The request for qualifications started in November 2021. * Claim #2: “They’ve only put $2 million of planning money into the budget” for the new Surrey Hospital in 2022.

Fact: Budget 2022 shows that $2 million is what the BC NDP government already spent on preliminary work on the new hospital last year. Additional money will be spent this year to prepare for groundbreaking in 2023. (Budget page 76) * Claim #3: “It’s not a hospital. It’s an urgent care centre.”

Fact: The new hospital has a budget of $1.66 billion, making it the second biggest health project in the province right now. By comparison, urgent care centres (like the two recently built in Surrey) cost about $3 million.

The new hospital includes a range of services not provided by urgent care centres, including 168 in-patient beds, an emergency department, a medical imaging department, five operating rooms, and state-of-the-art Cancer Centre. The number of beds is comparable to Langley and Peace Arch hospitals. (Health Service Plan, p.

26) The NDP pointed out that Falcon and the BC Liberals already delayed the new Surrey hospital once before when they sold the land intended for it. Now he’s planning to stop construction on the project, it added.

The hospital will break ground in 2023 and open for patients in 2027, the NDP said.

Can you identify these bank robbery suspects?

SURREY RCMP are seeking the public’s assistance with identifying two men who robbed a bank in Fleetwood.

On March 9 at 4:38 p.m., Surrey RCMP received a report of a robbery at a financial institution in the 15900-block of Fraser Highway. It was reported that two men threatened bank staff with a suspected firearm and demanded money.

Surrey RCMP frontline officers arrived on scene within minutes; however, both suspects had fled the area. Fortunately, no one was physically injured in the bank. The two suspects were able to get away with a substantial amount of cash, police said.

The suspect with the alleged firearm was de-

scribed as a white male, wearing a black hoody with a light coloured hood, and a construction type reflector vest. He had his face covered with a black ski mask.

The second suspect was described as a white male, 20 to 30 years old, wearing a red jacket with a hood, black track pants with three white stripes and was

wearing a white mask. (See photos).

New York, March 17 (IANS) The story of Shree Saini, the 26-yearold Indian American who was named the first runner-up in the Miss World 2021 pageant in Puerto Rico on Wednesday, is one of resilience over adversities that would daunt even the sturdiest individuals.

Ludhiana-born Saini, who grew up in Moses Lake, Washington, has been living with a pacemaker since the age of 12. With a heartbeat rate of 20 per minute, doctors ruled her out for her first love — ballet. But, literally dancing against all odds, Saini became a trained ballerina and has been accepted as a trainee by the prestigious Joffrey Ballet, based out of Chicago.

In October 2019, Saini collapsed right before the final night of the Miss World America competition, where she eventually got to wear the crown, which she accepted from Miss World 1997 Diana

Hayden.

Taking to Instagram that evening, Saini’s mother, Ekta Saini, said that doctors had kept her daughter on “cardiac arrest watch” because just 1 per cent of individuals around the world get a pacemaker implant. Undeterred by the episode, Saini went on to be crowned Miss World America

2020.

Saini, incidentally, is a former Miss India USA (2017-18) and Miss India Worldwide (2018-19).

Before she left for Miss World earlier this month, Saini shared a “global message of hope and resilience” in which spoke about how she survived a “major rollover car accident that left my face with

bleeding wounds” while she was still in university.

Recalling that horrific episode, Saini wrote: “I no longer had my face. I couldn’t even recognise myself. I couldn’t even cry because my tears would burn as they would pass down my wounds. It was the most excruciating pain I had ever endured.”

The Instagram post, which went viral after Saini became the first runner-up at Miss World 2021, concluded with her urging her social media followers “to keep being solution-oriented … to never lose sight of hope … to have a possibility mindset … and to apply solutions to everyday difficulties”.

The post is accompanied by pictures of Saini’s blood-stained lacerated face to drive home the point that even a car crash as disfiguring as that one did not stop her from aiming to become Miss World.

India’s Supreme Court defends press freedom as it stays Indian government’s ban on TV news channel New Delhi (IANS): The Supreme Court on Tuesday stayed the Centre’s ban, on national security grounds, on Malayalam TV news channel Media One A bench headed by Justice D.Y. Chandrachud said: “At the present stage, we are of the view that a case for the grant of interim relief has been made out on behalf of the petitioners having due regard to the contents of the files which have been perused by the Court.”

The bench, also comprising Justices Surya Kant and Vikram Nath, added: “We accordingly order and direct that pending further orders, the order of the Union government dated January 31, 2022 revoking the security clearance which was granted to the petitioner, Madhyamam Broadcasting Limited, shall remain stayed.”

The bench allowed the petitioners to continue operating the news and current affairs TV channel called Media One on the same basis on which the channel was being operated immediately prior to

Supreme Court of India. the revocation of the clearance on January 31.

Senior advocate Dushyant A. Dave, representing the TV channel, assailed the approach of the Kerala High Court in declining to disclose the contents of the

files to the petitioners. He pressed the application for interim relief and submitted that there is no objection to the top court perusing the files. During the course of the hearing, the bench examined the files.

Additional Solicitors General K.M. Nataraj and S.V. Raju represented the Centre before the top court. The bench asked the Centre to file a counter-affidavit on or before March 30.

The bench said: “The issue as to whether the contents of the files should be disclosed to the petitioners in order to enable them to effectively pursue their challenge in these proceedings is expressly kept open to be resolved before the petitions are taken up for final disposal. The files shall be produced in the Court on the next date of listing.”

“We clarify that perusal of the files by the Court at this stage is not an expression on the tenability of the contentions of the petitioners that they would be entitled to inspect the files. The issue is kept open

to be resolved at the stage of the final disposal.”

The top court has scheduled the matter for further hearing on April 7.

On March 10, the Supreme Court on Thursday issued notice on a plea by the Malayalam news channel Media One challenging the Kerala High Court order, which upheld Centre’s decision to not renew its telecast licence on national security grounds.

Media One had moved the top court after a division bench of the high court comprising Chief Justice S. Manikumar and Justice Shaji P. Chali noted when certain issues with respect to the security of the state are concerned, the government is at liberty to decline to renew the permission granted, without disclosing the complete reasons for the non-renewal.

The high court on March 2 dismissed the appeals filed by the channel’s management and journalists challenging a February 9 single-bench order, which refused to lift the ban.

Muslim women denounce Karnataka High Court verdict on hijab ban New Delhi (IANS): A group of Muslim women on Wednesday expressed their strong resentment against the Karnataka High Court’s judgement in which the court upheld the restriction on wearing Hijab in classrooms and educational institutions in the state.

“The Karnataka High Court said that wearing the Hijab is not an essential religious practice in Islam and is not, therefore, protected under by the right to freedom of religion guaranteed by Article 25 of the Constitution. This was not even the question,” said social activist Khalida Parveen while addressing a press conference in the national capital.

Earlier, a Karnataka High Court’s special bench dismissed all petitions seeking direction for permission to wear hijab in classrooms.

The High Court also stated that

“wearing of hijab is not an essential part of Islam. Prescription of uniform is constitutional and students can’t object to it.”

Other women speakers said that they are “deeply distressed by this judgment” and believe that not only is it setting a bad precedent in constitutional law, but also that it enables outright discrimination

against Muslim women in public institutions in Karnataka.

“It creates an unsafe atmosphere overall for hijab wearing women, rendering them vulnerable in a time of increased mob violence and repression,” they said.

taining a homogenous culture, the line that the judgment has taken is a clear case of discrimination against Muslim women and violates their right to education.

Sharing data, they said the education of more than 230 girls in Udupi alone has directly been impacted by the interim order and they will now suffer the loss of their academic year.

The Muslim women in a statement separately listed out a set of demands that they want to be fulfilled urgently. First, they demanded that the state government must amend the Education Act to ensure that uniforms mandated by the relevant authorities are inclusive and respectful of cultural and religious diversity. College Development Committees (CDCs) of different colleges must also ensure that dress code prescribed

The women demanded relief for students whose academic year might get impacted by the Court’s ruling; students who missed their exams must be allowed to give them now, and in the immediate instance girls should be allowed to write their exams wearing a hijab.

“The High Court order nowhere prohibits the wearing of hijab while writing exams; it only allows the prescription of uniform

Presidential election will not be easy for BJP, says Mamata Kolkata (IANS): Though the BJP won four states in the recent Assembly polls, winning the Presidential election will not be an easy task for it because they don’t have even half of the legislators of the country, West Bengal Chief Minister Mamata Banerjee said on Wednesday.

In her reply on the discussion on the budget in the Assembly, she said: “The BJP may have won elections in four states but not even half of the country’s legislators, who elect the President of India, belong to the party. It will not be easy for the BJP to win this election. The game is not over yet. Those who don’t have even half the number of legislators in India

should not make tall claims.”

“Regional forces, such as the Samajwadi Party, may have been defeated but they are stronger now,” added Banerjee, noting that her ally in Uttar Pradesh controls 111 of the state’s 403 seats, 64 more than its tally in the last polls.

“Opposition parties have more MLAs across the nation. The country is fighting the party at the Centre,” she added.

The Presidential election is conducted through an electoral college with Parliament and legislative assembly members casting their votes in order of preference for the candidates in the fray.

Punjab now has more responsibility to provide water for SYL canal: Haryana Chief Minister

Chandigarh (IANS): Haryana Chief Minister Manohar Lal Khattar on Thursday raised the issue of SutlejYamuna Link (SYL) canal after the formation of new government in Punjab, saying the neighbouring state is now doubly responsible as “we have to take water from Punjab and give it to Delhi”.

In such a situation, Punjab’s responsibility to provide water for the SYL canal is more as now both the states are ruled by the Aam Aadmi Party (AAP).

The SYL canal, the major portions of which were completed in the 1990s at a cost of over Rs 750 crore, is entangled in a political and legal quagmire with Punjab and Haryana unwilling to give up their respective stands on the controversial canal issue and sharing of river water.

Punjab Chief Minister announces launch of phone number to expose corrupt Chandigarh (IANS): A day after taking the oath of office, Punjab Chief Minister Bhagwant Mann on Thursday announced to launch a mobile phone number on March 23, the martyrdom day of Shaheed-e-Azam Bhagat Singh, exclusively for the public to upload videos of officials demanding bribe for day-to-day work or indulging in malpractices.

Exhorting the top brass of civil and police administration to discharge duties as a public servant in the letter and spirit, thus respecting the massive mandate got by the AAP in the recently concluded assembly polls, the Chief Minister said the people who have given “us an opportunity to serve the state are the real rulers in the democracy having the power to make the leaders to rule or show them the door”.

International kabaddi player shot dead in Punjab Chandigarh: International kabbadi player Sandeep Singh Sandhu aka Sandeep Nangal Ambian, 38, was shot dead by four assailants during a match at Malian village in Jalandhar district on Monday.

AJAC Crowns the 2022 Honda Accord Best Large Car MARKHAM, ON.: Honda Canada has won yet another Canadian Car of the Year Award in the “Best Large Car” category with the 2022 Honda Accord.

Province launches review of pandemic response THE Province announced on Wednesday it is launching an independent review and public consultation on government’s operational response to the COVID-19 pandemic to better inform preparations and responses to future emergencies and ensure British Columbians are protected.

The goal is to learn about how government agencies worked together to address the effects of COVID-19 that affected everyone, changed rapidly and continues to cause a high level of uncertainty.

The review will include what aspects of preparedness, engagement, communications and implementation worked well, what changes were made to improve operational effectiveness as the pandemic evolved, and what improvements can be made to better prepare for pandemics and emergencies.

Mike Farnworth, Minister of Public Safety and Solicitor General, has appointed an independent project team to conduct a review of the B.C. public sector’s response to COVID-19 since March 2020. The project team includes three long-time, former senior leaders of the BC Public Service: Bob de Faye; Dan Perrin; and Chris Trumpy. Together, they will bring extensive expertise in large-scale public-sector governance and operations.

The project team will engage extensively with government agencies, First Nations, Indigenous organizations, stakeholders, partners and independent regulators that have been involved in responding to the pandemic on behalf of British Columbians.

Until April 20, people in British Columbia can provide written feedback about how they, or their business or organization, has been affected by government’s operational measures and communication throughout the pandemic.

NDP pandemic review deliberately ignores critical issues: BC Liberals THE BC Liberals on Thursday called on Premier John Horgan and the NDP to do the right thing and launch an independent and comprehensive review of all aspects of the province’s COVID-19 response.

“The NDP’s default position is secrecy and avoiding honest conversations with British Columbians,” said BC Liberal Health Critic Shirley Bond. “British Columbians deserve the opportunity to provide specific feedback and ask tough questions about what went right and what went wrong over the last two years during the pandemic. We’re not going to learn anything by avoiding the truth and preventing a thorough review of the critical decisions made throughout the pandemic. It’s essential that we learn lessons in order to respond more effectively in the future. British Columbians deserve nothing less.”

Yesterday, the NDP announced a review of their pandemic response, with the fine print indicating that it would exclude any examination of public health decisions and economic recovery actions. The BC Liberals have repeatedly called for a full review of the provincial government’s pandemic response. But that’s not what the NDP has decided to do, instead they’ve chosen a narrow review that ignores major issues.

The BC Liberals are calling for a review that includes: * A comprehensive look into public health decisions and the government response to providing support to British Columbians. * Analysis of the election’s impact on pandemic management during the critical period where government was put into caretaker mode. * Decisions around Long-Term Care (LTC) facilities where there has been a complete lack of public transparency around the change in policy towards declaring outbreaks. When the B.C. Seniors Advocate tried to review the policy of ‘enhanced

Shirley Bond monitoring’ in LTC facility outbreaks the government refused to cooperate, saying they were “unable to participate due to urgent, pandemic-related responsibilities.” * Supports for small businesses, especially after multiple failures and delays in getting resources into the hands of those who needed grants and supports.

The impacts on pandemic management and public trust following a consistent lack of COVID-19 data transparency and poor communication.

“The NDP have announced a review that simply isn’t credible and falls far short of the request and the need for a full and independent review,” added Bond. “The NDP’s decision to severely limit the scope of the review is troubling but consistent with the government’s ongoing lack of transparency. After all, this NDP government has been labelled the most secretive government in Canada by the Canadian Association of Journalists. John Horgan should do the right thing, admit he got it wrong and start over. A review that is limited in scope and provides no recommendations is not a review at all.”

VANCOUVER, BC: The British Columbia Real Estate Association (BCREA) reports that a total of 8,902 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in February 2022, a decrease of 18.8 per cent from February 2021. The average MLS® residential price in BC was $1.109 million, a 24.9 per cent increase from $887,866 recorded in February 2021. Total sales dollar volume was $9.9 billion, a 1.5 per cent increase from the same time last year.

“While sales are not keeping pace with the unprecedented level of activity we saw this time last year, demand continues to be quite strong,” said BCREA Chief Economist Brendon Ogmundson.

Building up bones for a lifetime

WHAT’S one of the worst errors that young people make early in life? It’s the failure to practice preventive medicine.

So, let’s have a talk with young people about how to protect their bones for a lifetime.

We know that kids of all ages break bones playing sports. It’s annoying when this happens, leaving them sidelined from sports and play with friends for a few weeks.

But breaking a bone becomes more than an inconvenience for adults, as full recovery becomes less likely. The older one is, the more breaking a bone may have lifechanging consequences, including being forever consigned to a wheelchair. But why do bones become brittle with age, and can it be avoided?

Many people think bones are hard and unchanging like cement. It’s a misconception. To the contrary, bones are constantly undergoing microscopic changes.

One group of cells is slowly destroying bone while another group is building up bone. During the early years more bone is produced. But later on, more bone is destroyed.

Look on bones like a bank. A habit of saving money in the bank will mean more to spend later. It’s a comfort to know the investment is guaranteed to pay off. When the inevitable withdrawals begin, there will be no dependency on others for mobility.

Weak bones are the cause of a lot of medical problems. Studies show that over 10 million North Americans have weak bones and an increased risk of bone fracture. But what’s more worrying is that another 40 million have a condition called

“osteopenia”, increased weakness of bones from loss of calcium, and a much greater risk of a broken bone. If this happens, the result may be deadly.

Broken bones send more people to hospital than heart attacks, breast cancer, and strokes among women 55 and older.

Dr. E. Michael Lewiecki, Director of the New Mexico Clinical Research and Osteoporosis Center in Albuquerque, says, “We’ve reached a global crisis.”

How do you keep out of a wheelchair?

Diet will always be vital. But there’s a problem, starting the breakfast young people eat. Many breakfast cereals are loaded with sugar and calories. But they’re dietary disasters increasing the risk of obesity and Type 2 diabetes. The producers of these products should be ashamed, and consumers should make smarter choices. Children should insist their parents buy whole wheat cereals.
