Former B.C. solicitor general Kash Heed blasts Christy Clark’s ‘arrogant’ and ‘dictatorial’ leadership

BY RATTAN MALL KASH Heed, former B.C. solicitor general, told The VOICE on Thursday that Premier Christy Clark abrupt turnabout on social programs this week was predictable based on her leadership style.

He said: “Her desire to hold power, to be a dictator, just foreshadows everything she is going to be. She is going to be whatever she can to try and maintain power or at least get back at people that are opposed to her governing the province of B.C.” Kash told me: “She has continued to do what she thinks is popular, rather than the right thing to do.”

That was evident by her announcement that she would invest one billion dollars in child care and also deal with some of the other social programs.

He pointed out: “For years her government has been criticized for the lack of funding in these critical areas and at no time, even during this past election, did she ever indicate that she was willing to budge on her stubbornness in these particular areas and provide adequate funds.”

He added: “So when she comes out and makes the announcement such as this latest one [on child care on Wednesday], you have to suspect right away after all these years of denying there is a problem, all of a sudden she is going to dedicate money

education system “when we know for 13 years the Liberals fought this issue and at the end of the day, they were forced to put money into it because of a Supreme Court decision.”

He said bluntly: “Now she just cannot accept defeat. Her arrogance in leadership ... will hurt the party in the long run, in my opinion. She continues to cost taxpayers dearly with no accountability for her irrational leadership.”

Heed also blasted Clark for her lack of graciousness as he pointed out: “She is trying to say she is going with the democratic system. There is certainly some discretion in that democratic system. She could have graciously bowed out when in fact the Green Party and the NDP formed their coalition to govern the province.”

He added: “But she cannot be anything gracious. She fights it to the last minute because it’s not her money. It’s our money she is spending. So calling the House back, going through this theatre over in Victoria is just costing and costing and costing the taxpayers.”

She replaces Justice E.A. ArnoldBailey, who retired effective May 31, 2017.

The World Sikh Organization of Canada noted that Shergill is the first turbaned Sikh to be appointed to the judiciary in Canada. She had served as general legal counsel for the WSO since 1991 on a pro bono basis.

Heed added: “You almost want to get that in the minds of the voters right now because they most likely will be going to an election – I am not sure if it’s going to be in the next few months or if it’s going to be in the next couple of years.”

32 years after Air India bombing, RCMP say they are still seeking any help from the public that will advance their investigation

BY RATTAN MALL THE RCMP are still seeking any assistance from members of the public, especially the members of the Sikh community, who may have information that will advance the Air India investigation, RCMP Staff-Sgt. Annie Linteau, Senior Media Relations Officer, “E” Division Communication, told The VOICE on Thursday.

The bombing of Air India Flight 182 on June 23, 1985, off the coast of Ireland killed 329 people, and the Narita airport explosion in the luggage meant for another Air India plane in Japan on the same day killed two baggage handlers.

Linteau said that the investigation is ongoing and currently under the E-Division Integrated National Security Enforcement Team.

“RCMP members continue to meet and engage with the victims’ family members. The RCMP will be attending Air India Memorials this week including those in Vancouver, Toronto and Ottawa,” she added.

Last year, Staff-Sgt. Rob Vermeulen, Senior Media Relations Officer, BC RCMP Communication Services, told me: “The Air India investigation is the longest and certainly one of the most complex domestic terrorism investigations that the RCMP has undertaken. The RCMP continues to investigate with the objective of pursuing charges of any individuals involved in the bombings.”

He added: “This investigation is a national priority for the RCMP.” INDERJIT Singh Reyat was sentenced to 10

years in jail in 1991 for the manslaughter of two baggage handlers at Narita Airport and in 2003 he pled guilty to manslaughter in the bombing of Air India Flight 182. In January 2011, he was sentenced to nine years in jail for telling lies under oath in 2003 in the Air India trial. His testimony was part of a deal in which he pled guilty to the manslaughter charge.

In his 2003 testimony at the Air India trial, Reyat said that Talwinder Singh Parmar (who is considered the mastermind of the Air India bombing plot and who was apparently murdered

by Indian police in Punjab before he could be charged by the RCMP) asked him to make an explosive device in 1984 and that he agreed because he was very upset at the way the Indian government had treated Sikhs. He said he bought material for the device and claimed that Parmar did not tell him what it would be used for.

In 2005, Ripudaman Singh Malik of Vancouver and Ajaib Singh Bagri of Kamloops were acquitted in the Air India bombings.

But in July 2012, B.C. Supreme Court Justice Ian Bruce Josephson, who also presided over the Air India bombing trial, ruled that “the acquittal of the applicant was just that; it was not a declaration of innocence” when Malik asked for reimbursement of more than $9.2 million for his legal fees in the Air India bombing trial. The judge added: “The media and public are free to read the judgment and come to their own conclusions.”

A source who was heavily involved in the court case told me a few years ago that the RCMP could still come up with new evidence that could result in charges as some co-conspirator could always have a change of heart and agree to cooperate with police.

In fact, back in 2011, Robert Matas of The Globe and Mail newspaper told me that then-RCMP deputy commissioner Gary Bass, who was about to retire, mentioned an interesting angle to him that the RCMP were working on: “People who were afraid to speak over the period of years are in a different situation where the Air India wreckage: right front door.

Photo by Chandra Bodalia people they are afraid of die off, and it’s a bit of the police going around collecting deathbed repentance or deathbed statements to some extent … waiting for one person to die off and then another person will talk about it.”

There were also differences between Canadian and Indian police, who apparently had their own agenda.

For example, Bass also told Matas that although Canadian police at first accepted the conclusion of an inquiry in India that Parmar had been killed in a shootout, they later found out that he had been captured and tortured. It was only in 1997 that the RCMP discovered that Parmar allegedly made a confession, but Bass told Matas that the confession, which was made after torture, was unreliable.

Bass also revealed that India did not attach much importance to Parmar’s statements and told Matas: “India had put Air India behind them, that essentially was what we were told.”

Bass also said that Parmar identified Lakhbir Singh Brar, who had been a refugee in Canada and was later deported, as a central figure in

the plot and that he was involved in the test blasts with Inderjit Singh Reyat. But Canadian investigators concluded that Brar was not involved in the bombings.

Matas reported at the time that while Indian police said that Lal Singh, the person in whose name one of the plane tickets had been booked in Vancouver, admitted his complicity in the bombing, Bass was less certain about Lal Singh, saying that although he had been interviewed many times over the years, Canadian police did not reach any definite conclusion.

Interestingly, Bass did not change his views about who the guilty are, telling Matas that the not-guilty verdict was “a very subjective analysis of credibility of witnesses.”

Bass told Matas that there are a bunch of things in the investigation that are “not known, but are knowable” – police do not know who checked in the luggage or to whom Reyat handed the bomb parts.

Bass said there were other things that were also being investigated, but did not mention them.

British Columbians are ready for a new kind of leadership

BY JOHN HORGAN Leader B.C. New Democrats CHRISTY Clark and the B.C. Liberals had 16 years to work for all British Columbians, and they chose to work for their rich friends and corporate donors instead.

Now, that Christy Clark is about to lose power, she wants everyone to believe she has changed. Her throne speech is just her latest desperate attempt to hold on to her job. But how can anyone trust her to fix the problems her choices created?

For years, ordinary people paid the price for Christy Clark’s choice to put the wealthy and the well-connected ahead of ordinary people.

While the richest 2 per cent of British Columbians got a billion dollars in tax breaks, ordinary families were left on the hook for higher prices

for B.C. Hydro, MSP and child care.

While Christy Clark’s friends in real estate got rich, ordinary people struggled to find affordable housing. For 16 years ordinary people suffered because of the choices made by Christy Clark and the B.C. Liberals. And they have had enough.

Almost 60 per cent of British Columbians voted for a new government this election. British Columbians voted for a new government that will make life more affordable by getting rid of unfair tolls, and increasing access to childcare.

They voted for a new government that will deliver the services people count on, like better schools, shorter health care wait times and higher quality seniors’ care.

And they voted for a new government that will create good-paying jobs across the province, in high tech, in forestry, and by building the schools, hospitals, roads and other infrastructure that families need.

I’m excited to deliver the government that British Columbians voted for. It’s going to take time to fix the results of 16 years of B.C. Liberal neglect. I can’t wait to get started.

Unfortunately, Christy Clark is desperately trying to cling to power. After spending years attacking New Democrat plans to make life easier for families, she is suddenly pretending her values of changed. Her throne speech is filled with ideas she rejected, belittled and attacked.

Christy Clark had years to improve child care, to ban big money and to bring in a poverty reduction plan. Yet, time and time again, she chose instead to serve her rich friends and corporate donors instead of the people of B.C. That’s why her government was rejected last election. A throne speech can’t make up for years of neglect.

Christy Clark didn’t care about struggling families two months ago, and she won’t care about struggling families two months from now if

she gets what she wants. For her, it’s all about clinging to power, not about working for people.

People at the top have had their premier. Now it’s time for a premier that works for you. I’m ready to deliver.

Liberals have actively opposed many policies announced in throne speech for 16 years: Andrew Weaver ANDREW Weaver, Leader of the B.C. Green Party, responded to Thursday’s speech from the throne, noted: “The astonishing about-face taken by the B.C. Liberal government in this throne speech demonstrates the difference that the B.C. Greens made in the election and that we continue to make every day with the minority government.”

Weaver said: “We committed to ad-

dressing the most pressing issues facing British Columbians. For the first time, we now have all-party agreement on major issues like banning big money, investing significantly in child care and raising social assistance rates. All three parties now support holding a referendum on proportional representation that will give British Columbians a legislature that reflects our province’s diversity.

“The B.C. Liberals have been in power for 16 years and until now have actively opposed many of these policies. I am heartened to see them adopt so many B.C. Green policies that will address these issues in today’s throne speech. I am also pleased to hear of their willingness to work across party lines. After all, what could be more stable than all three parties working together to advance major policies that will benefit British Columbians.

“The confidence vote is a matter of trust.

We cannot have confidence in a government that for sixteen years has argued against these policies, and in the last few days has suddenly recognized that they are in the best interests of British Columbians. We will look to the Liberals to demonstrate a genuine willingness to follow through on these commitments regardless of where they sit in the legislature.

“Leaders from all three parties have recognized that the results of this election present a once-in-a-lifetime opportunity to work together. I look forward to collaborating with my colleagues on both sides of the house to deliver on the change British Columbians voted for.”

Port Coquitlam pharmacist Parm Johal recognized for his community service PARM Johal, the pharmacy owner and manager at Wilson Pharmacy in Port Coquitlam, is the recipient of the 2017 Pfizer Consumer Healthcare Bowl of Hygeia Award, presented by the BC Pharmacy Association (BCPhA).

This award, sponsored by Pfizer Consumer Healthcare, is presented to a pharmacist who has established an outstanding record of community service.

While Johal spent the majority of his childhood in Richmond, the draw of small town life for the budding pharmacy professional pulled him and his family to Squamish in the 1980s where he opened his first independent pharmacy and immersed himself into community life. After putting his whole heart into the Squamish community, a new and exciting business opportunity brought him and his family, including three growing boys, to Port Coquitlam in 2001, where he took over as owner of independent shop Wilson Pharmacy.

Responding to the unique needs of the Tri-Cities community, Johal soon became one of the area’s biggest supporters of mental health and senior care services, partnering with such organizations as new View Society, Coast Mental health and R.J. Kent (a residential community for seniors).

Abbotsford Police arrest Akshay Sachdeva and seize fentanyl and other drugs ABBOTSFORD Police announced on Wednesday that they have arrested Akshay Sachdeva, 18, who is associated to the Lower Mainland conflict, and charged him with four counts of possession for the purposes of trafficking in controlled substances (including fentanyl) as a result of their investigation after they executed a search warrant at his home on June 7.

He was on a recognizance of bail for a May 26 assault charge at the time of this arrest.

Citizenship Bill receives royal assent BILL C-6, an Act to amend the Citizenship Act and make consequential amendments to another Act, received royal assent on Monday.

The government said that changes to the Citizenship Act reflect its commitments to streamline the citizenship process, enhance program integrity, and repeal certain provisions of the Act that treated dual citizens differently than other Canadians.

Some changes to the Citizenship Act take effect immediately upon royal assent, while others take effect at later dates to ensure the necessary regulatory changes and departmental preparations are in place for a smooth transition for applicants.

Now, applicants are no longer required to intend to continue to live in Canada once granted citizenship, providing more flexibility to Canadians who may need to live outside of Canada for work or personal reasons. Immediate changes also include repealing the ability to revoke citizenship from dual citizens convicted of crimes against the national interest. Dual citizens living in Canada who are convicted of these crimes will face the Canadian justice system, like other Canadian citizens who break the law.

Some of the changes that are expected to take effect later this fall will give more flexibility to both younger and older eligible immigrants to obtain citizenship. These changes include reducing the time permanent residents must be physically present in Canada to three out of five years, instead of four out of six years, before applying for citizenship; amending the age range for people to meet the language and knowledge requirements for citizenship from 14-64 years to 18-54 years; and counting some of the time applicants spend in Canada as temporary residents or protected persons toward their physical presence requirements for citizenship.

Other changes that are expected to take effect next year include strengthening the citizenship revocation process by having the Federal Court as the decision-maker on most cases, thereby enhancing the procedural fairness of the process.

Surrey RCMP hosts Iftar dinner for local Muslim community “The Surrey RCMP values the Muslim community and we are committed to continuing to build our relationship with diverse groups within our city,” says Superintendent Maxine Schwartz, who welcomed the guests to the Iftar dinner.

“This is the first time ever in Surrey that all the mosques and their representatives were able to get together under one roof and we thank the Surrey RCMP for providing this platform,” says Hayat.

The event was well received with attendance from 25 Islamic centres and agencies.

The Surrey RCMP Diversity Unit helps develop partnerships and identify issues and trends that are important to the city’s diverse communities. They work closely with community groups and agencies to break down barriers and build trust and understanding about the role of police in Canada.

IN an admirable gesture, the Surrey RCMP on Monday evening celebrated Ramadan with the Muslim community by hosting its first Iftar dinner at the main detachment.

During the month of Ramadan, many Muslims are fasting from sunrise to sunset. The evening ritual of breaking fast is traditionally done with dates and fruits, followed by prayer and a larger meal prior to the last prayer of the day.

With the guidance of Sikandar Hayat of the British Columbia Muslim Association (BCMA), the Surrey RCMP’s Diversity Unit arranged an

appropriate space within the detachment for the breaking of the fast and evening prayers.

Following these rituals, approximately 80 Muslims and 20 police officers shared a meal together.

An Iftar dinner is traditionally a time when the community comes together and the Surrey RCMP say they were happy to be an extension of that community. The evening also provided an important opportunity for the Surrey RCMP to learn more about the Muslim faith and strengthen relationships with the community.

Liberal MLA Steve Thomson elected the new Speaker STEVE Thomson, MLA for Kelowna-Mission, was on Thursday elected the Speaker of the B.C. Legislative Assembly.

Thompson resigned as Minister of Forests, Lands, and Natural Resource Operations to become the Speaker.

Anyway, back to the question: the reason I question whether immigrant and refugee service agencies should exist in their current state is because quite frankly, the number of immigrant, refugee and ethnic communities are so large that their needs should be addressed by ‘mainstream services.’ Sure, it may have made sense 30 years ago to have such services, as the newcomer population was significantly smaller. Back then, creating such specialized services made sense to address the ‘new’ and perhaps unique needs of these new Canadians. But add up the ‘minority’ communities and clearly, they vastly outnumber the ‘majority’ / ‘mainstream’ community. Thus, does it not make sense that their needs should be included as part of the overall needs of a ‘majority’ (that they, too, should be deemed part of the majority)?

I have noticed over the years that the more diverse our communities become, the less culturally responsive our ‘mainstream’ social and health services have become. I believe the reason is because of the existence of these immigrant and refugee agencies. Our mainstream service providers can simply refer these ‘ethnic’ clients to these other agencies.

I wonder sometimes if ‘ethnicity’ has become a convenient way to refer a client elsewhere – so a very busy mainstream service provider (i.e. a mental health or addiction clinic) can simply have one less client to deal with, one less client on their already bloated caseloads.

Once referred, these ‘ethnic’ clients are ultimately able to access fewer resources, as immigrant and refugee services receive considerably less funding than their mainstream counterparts. I have seen many ethnic clients’ lives, especially those involved with the criminal justice system, put on hold waiting for limited services (and as result, experiencing considerable stress), while those who accessed mainstream services didn’t have nearly as long to wait. Perhaps if mainstream services became more responsive, this type of marginalization wouldn’t occur.

The existence of immigrant and refugee agencies has also created an ‘us’ and ‘them’ type of system. On one side, we have ‘mainstream’ services for Caucasian clients, and, on the other, everyone else. But do South Asian, Chinese, Syrian, Ethiopian, etc. clients have any more in common with each other than they do with Caucasian clients?

I would argue that while we all have our unique cultural and linguistic needs within and among every cultural group, we have more in common with each other than differences that set us apart. Our Canadian-ness brings us together – so should our services.

71% of British Columbians say NO to a snap election; 62% want Christy Clark to step down as Liberal Leader EVEN as Premier Christy Clark keeps on desperately and shamelessly clinging on to power, 62 per cent of British Columbians, including 32 per cent of her own base want her to step down as leader of the BC Liberals, an Angus Reid poll released on Tuesday has found.

The poll also found that 71 per cent of British Columbians do not want a snap election. That puts Clark and her Liberals in a disadvantageous position should the Premier who seems hell-bent on playing dirty politics decides to take a gamble.

Almost two-thirds of British Columbians (63%) say that BC Liberals should concede defeat, rather than use procedures to prevent a Green-supported NDP minority government from leading.

The poll found that while past BC Liberal voters find a common voice on several pressing issues including the fate of the Site C Dam and the twinning of the TransMountain Pipeline, they are less united on what to do about the possible changes to the approval process for LNG projects.

It also found that while majorities of the BC Liberal base strongly support continuing with the Site C Dam and the TransMountain Pipeline expansion (72% and 73% respectively) – there is less alignment between NDP and Green voters and indeed, in their own camps, on the future of these projects.

And while those who voted NDP or for the Greens of BC last month are adamant an NDP minority government is what they want, Green supporters are less warm towards NDP leader John Horgan than NDP supporters are of Green leader Andrew Weaver.

Man arrested for stealing from donation boxes at Mississauga mosques ONTARIO’S Peel Regional Police officers from the 12 Division Criminal Investigation Bureau have arrested and charged Ashraf Awad, 58, of Mississauga for numerous thefts from donation boxes at various mosques throughout the city.

Police said that between June 4 and June 17, the accused attended six separate religious faith centres located throughout Mississauga. He entered the religious buildings and either stole the locked donation box containing money or broke into the donation box and removed the money from inside. The accused would normally attend the centres while open to the public, but on two separate incidents, he broke into the religious faith centres to commit these thefts after hours.

The total amount of money stolen is approximately $12,000.

Awad has been charged with five counts of theft under $5,000, one count of theft over $5,000, two counts of break and enter and theft and a charge of break and enter instruments.

Canada-wide search for Asif Choudhry, 33, of Sechelt, B.C., following impersonation of police officer and sexual assault years old, 5’8” to 5’10” tall, with a slim to medium build, short black hair and a days-growth of facial hair. In the most recent incident, the man was wearing a dark-coloured, long-sleeve shirt and a black vest that said “POLICE” in large letters underneath a dark-blue jacket. It is believed the man was also wearing a belt that was holding a flashlight, baton and a gun in a holster.

INVESTIGATORS with Ontario’s York Regional Police Special Victims Unit – Human Trafficking Team have identified the suspect in a sexual assault that took place in the City of Vaughan and are seeking public assistance to locate him.

On Thursday, June 8, at approximately 8 p.m., the suspect met with an 18-year-old female escort after arranging a date at a hotel, in the area of Interchange Way and Highway 7. The suspect told the female that he was a police officer and showed a document claiming that he was executing a warrant. He then sexually assaulted the victim and left with a quantity of currency. The suspect is believed to have committed similar offences in other provinces.

A Canada-wide warrant is currently being sought for the arrest of Asif Choudhry.

Police say that on Monday, June 5, a female victim was contacted by a man she met online and agreed to meet him later that evening at a business located in the 2800 block of Sunridge Way N.E. At approximately 7:45 p.m., the man arrived to the business and immediately identified himself as a police officer and stated that he had search warrant for drugs. The woman asked for the man’s badge number, at which point the offender grabbed and pushed her and began yelling at her to stop resisting arrest. The victim requested the offender to get more officers to execute the search warrant, at which time the offender fled the business.

The victim followed the offender and observed him entering an older model, black Volkswagen Jetta.

The offender is believed to be the same man responsible for similar offences that occurred earlier this year, and is not a legitimate police officer.

Police said that the charges resulted after a lengthy and complex investigation by E Division RCMP Federal and Serious Organized Crime (FSOC, formerly known as Border Integrity Program).

The investigation began in 2010 after the RCMP became aware of some illegal cross-border movement between Canada and the United States. In partnership with U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, the U.S. Border Patrol, and Canada Border Services Agency, an investigation was launched focusing on the involvement of a South Asian male, alleged to have been utilizing his status as a spiritual leader within the South Asian community, to assist other members of that community in gaining entry to Canada.

THE court ruling said that the 10 individuals referred to in both counts were undercover RCMP officers.

According to the ruling, Badwal was investigated by the RCMP between May 2011 and October 2012. The RCMP, through its Border Integrity Unit, received information that he was involved in smuggling people across the border between Canada and the U.S. The RCMP had Badwal under surveillance at different times in 2011 and 2012, but he was not observed to be involved in any illegal activity.

In May 2012 an RCMP Sgt., acting in an undercover capacity, contacted Badwal by telephone. He spoke in Punjabi and said he was looking for help to bring people into Canada from the U.S. Badwal said he could help. The two men spoke on the phone and then met in person at Badwal’s home, which also served as a temple, at 264th Street and 3rd Avenue in Aldergrove.

On three occasions in 2012 undercover members of the RCMP travelled into the U.S. to be “smuggled” back into Canada.

The Sgt. paid Badwal varying sums of money to have them covertly transported to an area on the American side of the border where they crossed on foot to the Canadian side. From there the undercover officers were picked up along Zero Avenue by drivers arranged by Badwal and dropped off at locations several miles north of the border.

Given that the individuals Badwal is alleged to have smuggled into the country were undercover officers with pre-clearance to enter Canada rather than undocumented migrants, the Crown’s position was that he was guilty of an attempt to commit the offences.

The judge noted that after Badwal was charged in the fall of 2012, a group of persons charged with human smuggling challenged the constitutionality of s. 117 of the IRPA. That litigation delayed the start of this trial.

The Supreme Court of Canada found the reach of s. 117 was unconstitutionally broad and read the provision down to exclude the possibility of prosecuting people who were assisting family members or providing humanitarian or mutual aid to undocumented migrants seeking to enter Canada. The version of s. 117 that existed at the time Badwal was charged has been amended.

The Crown submirtted that it had proven Badwal’s knowledge that the people for whom he was facilitating surreptitious passage had no documentation through wilful blindness.

The judge noted: “I find that Mr. Badwal’s actions speak to an individual who was keenly aware that what he was doing was illegal. He used “pay as you go” phones because he was concerned about police “tapping” his phone. He advised Sgt. D to tell his friends to bring as little as possible with them in order to avoid attracting the attention of border authorities. He referred to an occasion in the July 13 conversation with Sgt. D when he was sitting with a “guy who was ‘illegal’” and that someone must have reported the border crossing. On another occasion he said he never said anything disrespectful to the authorities because “I’m doing wrong things”.”

She also noted: “Mr. Badwal was savvy about where cameras and sensors were placed along Zero Avenue. He knew when there were extra officers placed to patrol the border. While Sgt. D made references to some of the people he wanted brought across the border as refugees, Mr. Badwal was not operating a humanitarian outreach program for undocumented migrants. He told Sgt. D he had been transporting peo-

She said: “The difficulty with the Crown’s case lies with whether the only reasonable inference from the evidence is that Mr. Badwal was wilfully blind that the individuals crossing the border lacked the requisite documents to enter Canada, versus wilfully blind they wanted to cross the border without detection for other unspecified reasons. Proof of the former is an essential element of the offence as the section read at the time these events occurred.

“Notwithstanding Mr. Badwal’s covert operation to move people back and forth across the border and awareness that what he was doing was wrong, I am not satisfied beyond a reasonable doubt that the Crown has proven the essential element of Count 1 concerning documentation through wil-

ful blindness. Accordingly, I find him not guilty of Count 1.”

The judge noted that s. 117 was amended after Badwal was charged. It now reads: “No person shall organize, induce, aid or abet the coming into Canada of one or more persons knowing that, or being reckless as to whether, their coming into Canada is or would be in contravention of this Act.” HOWEVER, on the second count, failing to bring persons for examination upon entering Canada, the judge found Badwal guilty.

She noted: “Mr. Badwal made arrangements with Sgt. D to deliver his people wherever Sgt. D asked. Mr. Badwal had the undercover officers delivered to a McDonald’s several miles north of the border on the first two occasions and to an area near the same McDonald’s on the last occasion.

MOSAIC officially launches Vancouver’s first Youth Wraparound Program MOSAIC’S Wraparound Program officially gets off the ground with a community launch and open house on June 27. The crime prevention initiative uses an evidencebased model that has been highly successful in other parts of Canada at motivating youth to make positive life choices. This is the first time the Wraparound Program has been offered in Vancouver, and atrisk, visible minority youth ages 1318 years, residing in South and East Vancouver, are eligible.

Visible minority youth, including newcomers, may struggle with challenges such as loss of identity, discrimination, social isolation, bullying, unhealthy family relationships and communication barriers that can lead to risky behaviours such as dropping out of school, abusing drugs and alcohol, engaging in illegal activities or being recruited into gangs.

In the program, youth participants will establish a “Wraparound team”, which may include family members, friends, professionals and / or community workers.

The team collaborates to develop action plans and transition plans to identify and achieve goals, and learn how to deal with future challenges. MOSAIC will work closely on the ground with its program partners in the Vancouver School District and the Vancouver Police Department.

Invitations to the official launch have been extended to youth agencies and community resource support centres who would also refer at-risk youth for the program.

WITH summer arriving and many people going on vacations, police are reminding residents to keep an eye out in their neighbourhoods for any suspicious people or incidents and are encouraging them to get to know their neighbours as police and citizens can work together to reduce property crime.

A perfect example of neighbours watching out for neighbours has resulted in the arrest of a man following an East Vancouver break-in on Tuesday morning.

Just after 5 a.m., a resident woke up to a loud banging noise coming from outside his home in the area of Kingsway and Earles Street. Believing his neighbours were out of town, he called police, who arrested the suspect a short time later.

Thirty-one-year-old Vancouver resident Reydel Temones has been charged with break-and-enter, possession of break-in instruments, and possession of weapon for a dangerous purpose.

“It can be reassuring to know others are watching your home when you can’t be there,” says Constable Jason Doucette.

“A little communication and cooperation can go a long way. We want people to report suspicious behaviour to police immediately. When in doubt, call 9-1-1.”

Nearly 1 in 2 Canadians expected to get cancer: new report NEARLY 1 in 2 Canadians is expected to be diagnosed with cancer in their lifetime, according to a new report – Canadian Cancer Statistics 2017 – released

this week by the Canadian Cancer Society (CCS) in partnership with the Public Health Agency of Canada and Statistics Canada.

For males, the lifetime risk is 49% and for females it is 45%. This puts an enormous burden on individuals, the healthcare system and services and research supported by cancer charities. CCS is calling on the public to invest in cancer research and prevention efforts to reduce the impact of cancer on Canadians.

“This sobering statistic highlights the fact that cancer is a disease that will touch almost all of us in some way,” said Dr Leah Smith, CCS epidemiologist and one of the report’s authors. “Almost half of us will be diagnosed with at least one form of cancer at some point during our lifetime. In addition, 1 in 4 Canadians will die of cancer. That might be your spouse, your parent, your child or you. The good news is we can do something about it. About half of all cancers can be prevented and research continues to improve the outlook for people with cancer.”

CCS emphasizes that the rise in cancer cases is primarily being driven by an ag-

ing and growing population. According to the new report, an estimated 206,200 Canadians will be diagnosed with cancer this year, and almost 90% of these cases will be among Canadians 50 years of age and older. As more people live into old age, the number of cancer cases will continue to rise.

Great progress has been made in the fight against cancer, but there is much more work to be done.

Because of investments in cancer control including prevention, early detection and treatment, the overall cancer survival rate has increased from about 25% in the 1940s to 60% today.

Some cancers, like thyroid and testicular, have a five-year net survival of over 90%.

For other cancers, such as pancreatic, there is an urgent need for more research investment. Pancreatic cancer has the lowest survival rate of all the major cancers at only 8%.

Very little progress has been made against this cancer, especially compared to other major cancers. As a result, it is expected to soon be the third leading cause of cancer death in Canada.

Thanks to the charitable contributions, CCS invested $40 million in cancer research in 2016.

The Government of Canada invests in cancer control in many ways, including funding the Canadian Partnership Against Cancer and the Canadian Institutes of Health Research.

“Every single Canadian is affected by cancer in some way, and we need to ensure we support patients and families with better research, education, treatment and support,” said Jane Philpott, federal Minister of Health. “We are committed to working with our partners, including the Canadian Cancer Society, to continue to help people with cancer to live longer and have a better quality of life.”

“This report underscores how important it is to focus on healthy behaviours and healthy public policies to reduce the number of people hearing the words ‘you have cancer’ each year,” said Smith. “Actions like quitting smoking, eating well, being physically active and practising sun safety, along with appropriate cancer screening tests, can go a long way to reducing your risk of getting cancer.”

Research is also a critical piece of the puzzle. Investments in cancer research will lead to better prevention, enhanced screening, earlier diagnosis, more targeted and effective treatments, improved quality of life and, ultimately, fewer cancer cases and deaths.

Police advise public to continue being vigilant about CRA / Immigration scams INVESTIGATORS from Ontario’s Peel Regional Police Fraud Bureau are advising the public that citizens are still receiving sporadic calls with regards to the Canada Revenue Agency / Immigration scams. Police are urging citizens to continue to be vigilant of suspicious phone calls.

Police continue to receive reports from residents who have received phone calls from persons posing as government officials from various federal agencies such as Citizenship and Immigration Canada (CIC), Service Canada and Canada Revenue Agency (CRA). The callers will indicate that a tax audit has been conducted and outstanding taxes are owed or, in the case of Immigration, that there are outstanding fees due to incorrect information provided on their application. In both cases the caller makes threats to the victim that a warrant for their arrest is outstanding and will be executed if payment is not made immediately.

The caller will go on to provide very specific payment instructions, which may involve making Western Union or Money Gram transfers, sending bank transfers, buying prepaid credit cards, iTunes or STEAM cards in order to make a payment. In some incidents, taxis have been sent to the victim’s residence to facilitate taking them to Western Union or a financial institution. Victims have also been directed to wire funds overseas.

How to protect yourself: * Canadian government officials WILL NOT contact you directly and demand money in exchange for securing your Canadian Status. * The Canadian government DOES NOT accept payments via Western Union, Money Gram, Prepaid Credit Cards, iTunes or STEAM cards and would never ask you to wire such payments to a foreign country. * DO NOT take immediate action. VERIFY that what you are being told is the truth. * Beware of Caller ID spoofing as fraudsters can manipulate call displays or provide real government agency contact numbers in order to appear legitimate. * If you wish to verify information do not contact back on any number provided by the caller. Independent Investigation Office investigating Port Coquitlam death THE Independent Investigation Office of BC are investigating the death of a male who reportedly shot himself in Port Coquitlam.

Just after 7 p.m. on Sunday (June 18), Coquitlam RCMP were called to a residence in the 2100-block of Audrey Drive in Port Coquitlam for a report of a distraught male with a gun. The complainant said the male had allegedly fired shots into the air outside his residence.

Coquitlam RCMP arrived at the scene and contained the area to await the arrival of the Integrated Lower Mainland Emergency Response Team. Soon after the arrival of RCMP, an armed male was located outside a residence and it’s alleged that shots were fired. The male was later located dead by ERT members behind a vehicle with what is believed at this time to be a self-inflicted injury.

No RCMP officers or other individuals were injured.

The scene and any evidence was secured for the IIO BC. Any potential witnesses of this incident are asked to call the IIO BC at 1-855-446-8477.

Detector dog Caper is giving her nose a rest!

L A S T month, an important member of the Canada Border Services Agency (CBSA) in the Pacific Region retired after 10 years of service.

After sniffing out about 200 kg of cocaine, 55 kg of methamphetamine and countless marijuana seizures, detector dog Caper will be giving her nose a well-deserved rest.

Border services officer (BSO) Mark Ingalls and Caper primarily worked at land border crossings in the Pacific Highway District.

One highlight for the duo was when Ingalls and Caper provided assistance to a local police department by conducting a vehicle search. Caper alerted to the centre console of an SUV and further inspection revealed a hidden compartment containing multiple pre-packaged narcotics. Thanks to Caper’s skill and Ingalls’ expertise, these narcotics never made it into our communities.

Caper is settling into her post-career life with Ingalls and his family.

Pastor Anil Kant in Vancouver and Surrey PASTOR Anil Kant comes from a Hindu-Punjabi family. His parents, being very devout and religious, taught him Hindu scriptures from a young age. Music was an integral part of his life. In spite of the regular spiritual guidance from his parents; Pastor Anil Kant still knew that something was amiss and from a young age had a quest for a close relationship with God. Changed Life Some close friends invited him to train their church choir in Indian music. During these training sessions the love of Jesus was shared with him. This book actually made me cry – it has beautiful depiction of Canada and a hopeful message,” says Bhogal.

Technology and imagination FOR one year, 334 and approximately one half days at the time of writing, Markus Pukonen, a Tofino, B.C. resident has been engaged in circumnavigating the globe unassisted by engines or motors. His journey began in Toronto, his original home city and via rowing, sailing, kayaking, standuppaddleboarding, and swimming, walking, running, and walking backwards, biking, velo-mobiling, skateboarding, skiing, and, amazingly, pogo-sticking, he has now reached Hong Kong.

You can follow this great adventure online at routesofchange.org, the website of the registered non-profit society he founded, ‘Routes of Change’ to “use adventure and entertainment to support the unsung leaders of our planet as they work to create a healthy future for all beings…a new sustainable way of life on earth.” These days water-crossing/trekking adventures to raise awareness for worthy causes seem like they are legion and, furthermore, without “here be dragons” regions on Google maps, it’s easy enough to skim over their telling.

But being face-to-face with the adventurer himself sharpens the focus. ‘Herculean’ hardly begins to describe his mission, leaving you parsing the definitions of ‘engines’ and ‘motors’, searching for possibilities he may have overlooked to ease his selfimposed challenge. At the same time your appreciation for the miraculous and beneficent endowment to mankind wrought by engines and motors is rekindled.

We may look to the giants of 18th and 19th centuries invention, the likes of John Barber, Thomas Mead, Robert Street, John Stevens, François Isaac de Rivaz, Samuel Brown, Jean Joseph Etienne Lenoir, Nikolaus Otto, George Brayton, Gottlieb Daimler, Wilhelm Maybach, Karl Benz and Rudolf Diesel, and in the 20th century, Robert Goddard.

From the paddleboard to the drawing board we see other adventurers engaged in envisioning a better (or at least, more efficient) and cleaner future. The 2017 Spring/Summer issue of Mercedes-Benz magazine profiles Gordon Wagener, Daimler AG’s Chief Design Officer since 2008. The subject of a

new book published by Condé Nast International, …Gordon Wagener on Design, Wagener oversees an advanced design studio engaged in creating the “design drafts of the future—a future in which mobility blends seamlessly with life, in which skyscrapers and gardens coexist, in which bridges have become high-speed glass tunnels and in which drones glide past us overhead like birds.”

Consulting with “neuroscientists, visionary architects and digital nomads” Wagener’s team aims to “explore the realms between knowledge and dreams, to push the boundaries between the possible and the impossible, and to… (give) California surfers as much of a say as German engineers.”

End to second-class citizenship THE BC Civil Liberties Association (BCCLA) and the Canadian Association of Refugee Lawyers (CARL) on Wednesday commended the federal government and the Senate for the passage of amendments to the Citizenship Act. They said in a statement that the enactment of Bill C-6 undoes changes that were discriminatory and anti-immigrant. Changes to the Citizenship Act passed by the previous government through Bill C-24 had created two classes of Canadian citizens, leaving dual citizens with a less durable Canadian citizenship and fewer rights than other Canadians. CARL and the BCCLA launched a constitutional challenge to the creation of two-tiered citizenship in August 2015.

More recently a class action challenge led to a Federal Court decision striking down the law’s revocation process because it failed to respect due process when the government wished to strip Canadians of their citizenship.

Josh Paterson, Executive Director of BCCLA said: “We are thrilled that after more than three years of fighting, multiple lawsuits, and over a year of wrangling in Parliament, secondclass citizenship has been put to an end. The government has followed through on its promise to restore citizenship equality for all Canadians.”

CARL Executive Member Lorne Waldman added: “The bill was passed with a critical amendment, restoring the right to a fair hearing for people at risk of losing their citizenship under allegations of misrepresentation.” He pointed to the strong leadership and hard work of numerous senators in ensuring the Bill was amended, notably Senators Ratna Omidvar and Elaine McCoy and their staff.
