HAPPY CANADA DAY IT was a matter of life and death and Avtar Hothi didn’t hesitate to take off his turban and use it to pull a woman from the North Thompson River to safety last Saturday, CFJC TV of Kamloops reported.

Kamloops farmer Hothi is being hailed a as hero for his quick thinking.

Hothi and his son Paul were on their farm in Heffley Creek when they heard the frantic calls. Their neighbours told them that they heard cries for help and the Hothis ran towards the river where they spotted a woman in trouble in the river. She said she couldn’t swim.

He said the woman was freezing and in a state of shock. They wrapped her up in a blanket that a neighbour brought and took her to her grandma’s house.

He said he was reluctant to attend the function because of the 1993 incident, but he decided to go. He added: “I was pleased to know later that Ms. Donna Kreiger had called a meeting of her Legion and put her job on the line and said she was especially inviting me and she expected no trouble of any sort.”

Reg Selvage, who was one of those who left the Newton Legion after the 1993 incident, and his wife managed to persuade Jauhal to attend the ceremony, even giving Jauhal a ride to and from the ceremony.

The decent Legion members honoured Jauhal and gave him a heartwarming standing ovation.

Jauhal, in his address at the ceremony, recounted how his father fought in the First World War while he fought in the Second World War against the fascist forces. He noted: “Let us not forget that it is only because of the supreme sacrifices of our brave men and women in the World Wars that all of us now living are enjoying the comforts of life and freedom in peace. I fought alongside men and women who lost their lives.

Luckily, I survived. When I remember those departed friends, I find it difficult to control my emotions and cannot help but shed many tears every Remembrance Day.” Indeed, this brave gentleman, who defied the vicious racism of so many white Canadians and won, was so moved at the respect that he got from decent white Canadians at this Remembrance Day that he had to wipe his tears during the ceremony.

FOR more than 20 years I have been writing about this incredible personality and I want to share some interesting stuff with my readers.

In 2006 when Jauhal was invited to a reception at a downtown Vancouver

hotel in honour of then-Governor General Michaelle Jean and she skipped his table, he just walked up to her table in his uniform with 13 shiny medals and introduced himself. He showed her his picture with the Queen during her 1994 visit to Victoria, just after that racist Legion incident. She asked him a number of questions and when he told her his age, she said: “You don’t look 85!” Well, Jauhal is one guy who has shown guts both on and off the battlefield. He really shook up the racists of the Legion – although he was only 74 back then!

JAUHAL wrote about his first experience with racism in Canada in 1980.

Here is his account: IMMIGRATING to Canada in April, 1980, the very first thing I was told was that hardly any Sikh wore his turban in Canada, simply because Caucasians made fun of him, using disrespectful and derogatory language and calling him names. I also learnt that though Canada’s Human Rights Act 1971 forbade discrimination based on race, colour, ancestry, place of origin, political belief and religion, Sikhs generally continued to be discriminated against.

Racially motivated incidents, including scribbling insulting and derogatory

phrases on the walls of their houses and cars, throwing rocks at them, and burning their houses and other properties, was a daily affair. Not only that, even death threats were made against them more often than not.

Having worn a turban all my life, including while fighting in World War II alongside Canadians, I was shocked and taken aback to learn that incidents of racism continued to occur in a wellknown multicultural, multiracial and multi-religious country such as Canada, where antiracism day is celebrated during the last week of March every year.

I had half a mind to go back to India.

But after serious and thorough consideration, especially because all my children had already migrated to Canada, I decided to stay here come what may and face any untoward situations tactfully and boldly in the future.

As luck would have it, a few days later, during my evening walk on a sidewalk east of the intersection formed by King George Highway and 100th Avenue in Surrey, I noticed an old blue car coming from the opposite direction. Seeing me wearing a turban, the car occupants yelled at me from a distance and said: “Hey Paki, Go back to your country!” They repeated it a number of times.

As the light at the intersection ahead of their car turned red, it slowed down and came to a halt. I also stopped nearly 10 metres away from the car. I noticed that two teenage boys and a girl were in the front seat of the car.

One of the boys and the girl came out of the car. I asked them why they had been yelling at me. The boy replied: “We want you to go back to your country.” He spoke in a normal voice this time. I responded that Canada was also my country. That was why I was here.

They retorted that they were Canadianborn, whereas I had come from some other country. I replied, that being the case, their forefathers, too, like me

must have come from other countries.

The argument continued for a while.

The girl, maybe realizing that they had not been able to convince me or my arguments were not to their liking, got a fully grown German Shepherd dog out of the car. Both the girl and the boy ordered their dog repeatedly to attack me. Despite their best efforts, the dog did not move even an inch towards me. If that was not a miracle, what else could it be? Since I had done no harm to the teenagers or their car, the dog did not obey his masters.

It appeared that the Almighty God had bestowed more wisdom to their dog than to the two teenagers. I told them firmly and unhesitatingly that I had seen enough of blood during World War II and other wars. I was, therefore, not scared of their dog or them.

As the boy and girl along with their dog were getting into car, I approached them and asked them to take a personal message from me for their forefathers. I said you tell them that you came across a retired Indian Army Colonel and narrate to them exactly what transpired between you and me. I further said you tell them that the colonel has challenged them that if they accompanied by all members of their families leave Canada for good tomorrow, I will take my children away from Canada, the following day. That day has yet not arrived, nor it ever will.

To be on the safe side, I reported the matter to the Surrey R.C.M.P. telephonically.

Sukhpal Johal pleads guilty to conspiring to commit murder in 2009 death of Abbotsford SUKHPAL Singh Johal of Surrey pleaded guilty to conspiracy to commit murder in the April 27, 2009 death of an Abbotsford woman in B.C. Supreme Court in New Westminster this week.

His sentencing hearing will take place on July 18.

Johal was initially charged with conspiracy to commit murder and accessory after the fact. In May 2013, police had announced that he was also facing a first-degree charge in the case.

Details discussed at the hearing

are subject to a publication ban.

As reported previously in the media, on April 27, 2009, Kulwinder Gill was walking with her husband along a rural road in Abbotsford when she was struck by a vehicle that fled the scene. The BC Ambulance Service was called, however, due to the injuries she sustained she was pronounced deceased at the scene.

The evidence retrieved in the initial stages of this investigation suggested that foul play was a factor and at that point the

Integrated Homicide Investigation Team was called in as the lead investigative unit in partnership with the Abbotsford Police Department.

In April 2013, police announced that following a very involved four-year investigation, IHIT, in partnership with Abbotsford Police Department and RCMP on a national level, had secured charges against four men.

Punjab Congress Chief Amarinder Singh criticizes some Canadian ministers and MPs for supporting Khalistan PUNJAB Congress President Captain Amarinder Singh on Tuesday reiterated that some Canadian MPs and ministers had openly supported Khalistan at some point of time or are still supporting it, reports The Tribune newspaper from Chandigarh.

In a statement after the Aam Aadmi Party (AAP) held a press conference to demand an apology from him for his remarks made in a TV interview, Amarinder Singh said: ``Some of them had even signed petitions denouncing India and indulged in anti-India protests and propaganda in Canada.”

The AAP leaders asked him to either produce evidence or tender an apology for alleging in

the interview that four Punjabi Canadian ministers had scuttled his Canada tour at the direction of Sikh hardliners.

Amarinder Singh said: “I remarked that only some MPs and ministers of Indian origin,

but not all of them, had Khalistani leanings. When they do not have any objection to what I said, what makes you (AAP leaders) act as their spokespersons?”

He added: “I am surprised over the pain and hurt caused to you by my saying that some ministers in the Canadian government are Khalistan supporters, which they actually are as they have been openly supporting Khalistan.”

Sohi pleaded guilty to a charge of accessory to murder after the fact last year and a charge of first-degree murder was stayed.

He received a sentence of time served plus a day in jail.

COURT NEWS IN BRIEF AMANDEEP HANS AND PAVANDEEP HANS: B.C. Supreme Court Justice Barry Davies wrote in his judgement against Volvo Trucks: “On a dark, cold, snowy winter night [January 31, 2009] a long haul trucker was driving his fully loaded tractor-trailer on the TransCanada Highway in Manitoba.

Without warning all electrical power was lost. All lights were

extinguished.

Darkness enveloped the truck. The driver lost all control of the steering and the trailer. Sparks began to fly amid the sound of screaming tires as the landing gear of the trailer scraped along the highway. The trailer jack-knifed and came towards the driver’s side of the truck’s cab. The driver and his wife [Amandeep Hans and Pavandeep Hans],

who had been resting in a bunk to the rear of the cab, both feared they would die.”

The collision occurred on a sharp corner. It was raining and B., who was proceeding down a steep grade, drove across a double solid yellow line. B. was driving at the posted speed limit, but above the posted advisory limit. B. contended

the trial judge erred in finding that the Crown had proven the mens rea [the intention or knowledge of wrongdoing that constitutes part of a crime, as opposed to the action or conduct of the accused] of dangerous driving. Abbotsford shooting on George Ferguson Way not connected to Townline Hill conflict; three suspects arrested ABBOTSFORD Police spokesperson Sgt. Judy Bird told The VOICE that the shooting near a residence in the 24100-block of George Ferguson Way at 1:03 a.m. on Wednesday (June 29) is not connected to the Townline Hill conflict (involving two groups of South Asians).

She said: “It’s not a random shooting. It is targeted, but it is not in relation to the Townline Hill conflict.”

Police officers who responded to a report of a verbal altercation and shots fired found a vehicle in the driveway with bullet holes.

Police said: “Fortunately, there is no evidence of injury to any victims at this time.

Witnesses observed a truck fleeing the area shortly after the gunshots were heard.”

APD Patrol Division officers, Emergency Response Team and Major Crime Detectives were all involved in searching for the persons and vehicles involved. APD officers located and arrested two suspects. Langley RCMP located the suspect vehicle and a third suspect. APD will be recommending firearms-related charges.

World Sikh Organization pays tribute to Lt.-Col. Pritam Singh Jauhal THE World Sikh Organization of Canada paid tribute to Lt.-Col. Pritam Singh Jauhal who passed away on Sunday at the age of 95.

It noted that Lt.-Col. Jauhal led the struggle to wear turbans in Royal Canadian Legion halls in the early 1990s.

In 1993, Lt.-Col. Jauhal, a World War II veteran, and other Sikhs were barred from entering the Royal Canadian Legion in Surrey because of their turbans after the annual Remembrance Day parade. The WSO had supported Lt.-Col. Jauhal in his attempts to have the Legion permit the wearing of the turban. The national organization eventually changed its policy after a national debate.

WSO Senior Policy Advisor Gian Singh Sandhu said on Tuesday: “The WSO had the privilege of working with Lt.-Col. Jauhal in his struggle to have the turban accommodated at Royal Canadian Legion halls. We will remember him for his courage and determination. His unwavering commitment to justice and human rights is an inspiration. Our sincerest condolences are with his family."

WSO President Mukhbir Singh said: "Lt.-Col. Jauhal is a Canadian Sikh icon and he is an example for the next generation of Canadian Sikhs that equity and human rights are worth struggling for. Shots fired into Surrey residence

SURREY RCMP are investigating an incident of shots fired into a residence early Tuesday morning and are appealing for anyone with informa-

in the 10100-block of 127th Street. Police located bullet holes in the front door and front window. The family dog was also found dead inside the residence and it’s believed the animal may have died from a gunshot wound. The sole person in the residence was unharmed.

Surrey RCMP’s General Investigation Unit is leading this investigation with assistance from the Lower Mainland Forensic Identification Services. Police are still at the scene gathering evidence and will be canvassing the neighbourhood for witnesses.

At this point the incident appears to be targeted but not associated to the violence between low-level drug dealers that spiked in March of this year.

“At this point we have not located any witnesses to this incident, but it’s possible someone in the neighborhood saw a person or vehicle that looked suspicious,” said Cpl. Scotty Schumann. “We are asking anyone who may have seen anything at all to contact police with that information.”

THE Vancouver Police Department is looking to find the owner of a large sum of cash found among some donated items.

On June 26, staff at the Value Village store located at 6415 Victoria Drive found a large amount of cash in among some clothing that was anonymously donated. The cash was turned over to the VPD along with the unique bag in which it was found.

Getting married? Consider premarital counselling SUMMER is here, which not only means warmer days ahead, but probably a lot of family events to look forward to. In particular, summer tends to be a preferred season for weddings. And while Indian weddings and all the preparation and events that go along with them can be exhausting (especially for the bride and groom), the ‘real work’ of making a relationship last comes after the wedding. However, too often couples are fixated on the actual wedding day and the events leading up to it, and don’t pay nearly enough attention to all the hard work that comes afterwards.

Many people mistake counselling as something only people with “problems” need to have – but counselling is actually much more effective if people seek it out before they start having problems. Sometimes, by the time counselling is sought, the problem has become too big to be fixed.

One type of counselling that few people consider taking, but it could help reduce many big problems in the future, is premarital counselling.

The Catholic Church has been providing premarital counselling to Catholic couples who want to marry for many years, and this counselling can help these couples better deal with problems in their relationship whenever they arise. And while the circumstances of many Indian couples are different than those of Catholic couples, the idea of premarital counselling in Indian communities is an idea that is definitely worth explor-

ing.

While marriage is an important life transition, too many people enter into it without fully understanding the commitment and life adjustments it requires.

Prior to marriage, most of us only had to think about ourselves, and we were often free to make decisions without considering the needs of others.

After all, before marriage it was all about “me” or “I,” but after marriage it’s about “us” or “we.” Prior to the marriage (and even shortly after the marriage, for the first few weeks and months), we are in a bit of a “dream state,” when both the man and woman are so happy to be together that they don’t pay attention to the differences between them.

But over time, especially if those differences are significant (which is very normal, given we all have different viewpoints and opinions about the things that matter in our lives), the arguments may begin. The true strength of a marriage is measured by how these types of conflicts are handled. Those who have been through premarital counselling

are much better prepared to handle these conflicts than those who haven’t.

Most if not all couples have conflicts early in their marriages over issues such as budgeting, problems with members of each other’s families and even over what to do on the weekend – and while many couples are able to overcome these difficulties, many others don’t. These problems will then grow and grow, and soon every conversation ultimately ends in an argument.

Premarital counselling can help couples about to marry understand what they can expect in their marriage, and learn skills to deal with these issues should they arise.

The nature of this counselling would depend on the couple and their circumstances. If the prospective bride and groom come from traditional families, where the couple did not socialize prior to marriage, then such counselling can be done individually. And if the couple has been able to socialize prior to marriage, then the couple can attend together. And given Indian couples are also heavily connected to other family members, sessions for extended family would also be useful.

Getting people to buy into the idea of premarital counselling isn’t going to be easy; it will take community members and, given most marriages take place there, religious institutions to buy into the idea. Given the fact that such counselling can strengthen families, hopefully we can all get past whatever apprehensions we have and

make it a reality. Premarital counselling in Indian communities – it’s about time.

BY BALWANT SANGHERA THE Punjabi Language Education Association (PLEA) had its Annual General Meeting last week in Surrey. In addition to the PLEA Board members, attendees included a number of well-wishers of Punjabi, teachers, parents and some members of the media. I had the honour of presenting an update on the status of Punjabi language which included the following highlights: The Punjabi language has now become one of the most prominent languages not only in Canada but also in a number of other countries. Its status as the thirdmost spoken language in this country has given Punjabi a fairly high profile.

A number of recent developments at the local, provincial and national levels have been very positive in this regard. The election of more than 20 Punjabi speakers to the Canadian Parliament in October 2015 is a major boost for the Punjabi community and language.

Punjabi Language Education Association (PLEA) has been working very hard for more than 22 years in promoting Punjabi in B.C.’s public schools, post-secondary institutions and at various other levels.

As a result of these efforts, Punjabi classes are underway in a number of schools, colleges and universities. For example, in Surrey, which is considered

to be the centre of the Punjabi community, Punjabi classes are underway in seven secondary and three elementary schools. Similarly, Punjabi classes have been going on in many other communities including Vancouver, Burnaby, New Westminster, Delta and Abbotsford. As a result of efforts by PLEA, IndoCanadian media and community, there is a lot of awareness about the benefits of learning Punjabi. As a matter of fact, Punjabi has now become the language of employment in many communities.

Like in previous years, this year’s International Mother Language Day, celebrated in February at North Delta Recreation Centre, was a great success. The attendees included a diverse group of youth, adults, scholars, elected officials and other prominent members of the community.

PLEA was pleased to honour Gurdial Singh Neel and Swaranjit Kaur Neel for their valuable contribution to Punjabi language and culture.

PLEA is very thankful to the Indo-Canadian Business Association of BC for its commitment to provide funding to S.F.U. in order to enable it to run Punjabi classes at its Surrey campus for the next three years, beginning in September, 2016. It is also very thankful to its members, well-wishers and supporters for their tireless efforts in promoting

Punjabi. Similarly, the IndoCanadian media, both print and electronic, deserves our thanks for its continued support. Their support has made PLEA’s job a lot easier. Certainly, we have come a long way. However, there is still a lot to be accomplished.

Despite a lot of awareness about Punjabi language and its benefits especially here in Canada, PLEA’s major challenge still appears to be creating more pride in our mother tongue. Some members of our community still don’t seem to give Punjabi the credit it deserves. In order to make a difference, all of us need to work collectively in raising Punjabi’s profile not only locally but also provincially, nationally and internationally.

Finally, I would like to thank my fellow board members, volunteers, parents, students, our media, wellwishers of Punjabi and the community for their dedication, commitment and efforts in working for the promotion and betterment of Punjab.

At the AGM a very lively and thoughtful discussion followed the presentation of my report. Surrey School Trustee Garry Thind highlighted some of the activities with respect to Punjabi in the district. He emphasized the need for more parent involvement especially at the elementary school level. Garry stated that the results of the recently concluded survey

(grade 4 students’ interest in taking Punjabi in grade 5 in September) of 10 elementary schools could have been better. He urged all of us - parents, PLEA, media and the district – to continue to work together in this regard. Princess Margaret Secondary School teacher Aman Chhina, KPU instructor Ranbir Johal, Kulwinder Shergill, Tirath Khabra, Kuldip Bassi and a

number of other attendees made very valuable suggestions to promote Punjabi in schools and the community. The current Board of Directors of PLEA Balwant Sanghera, Sadhu Binning, Parvinder Dhariwal, Rajinder Pandher, Ranbir Johal, Paul Binning, Dayah Johal, Harmohanjit Pandher and Prabhjot Kaur - were acclaimed to continue to

serve as directors for the coming year.

After a lively question and answer session, Kirpal Singh Garcha, who had just returned from India, shared his experiences about the state of the Punjabi language in Punjab. Garcha stated that he was very disappointed with the lack of pride and interest in their mother tongue Punjabi.

Supninder Singh Khehra in Quebec City over the Easter weekend earlier this year. Khehra, who was visiting from Toronto, was the victim of an unprovoked attack after being taunted for wearing his turban.

The WSO said Tremblay, 22, pleaded guilty to assault and a series of other offences committed within a period of one year. The charges include obstructing police, possession of methamphetamine, probation violations and possession of stolen goods.

The VOICE reported at the time that the whole incident was recorded by Khehra’s friend and shown on CTV. While Khehra and his friend were trying to flag a taxi in Quebec City, a group of men in a parked car started taunting Khehra for wearing a turban. Khehra, who defended himself as best as he could, told CTV Toronto that though he was injured and suffered emotional trauma, he didn’t fear the attackers. He added that he was still proud to live in Canada.

Mr. Royer Tremblay is clearly a deeply troubled young man with serious personal issues, and we hope this will be an opportunity for him to seek the help he needs to get better. We're also glad that Judge Rousseau recognized that the attack was motivated by racism, despite the Quebec Police having denied it was so. Sikhs in Quebec have faced serious challenges in the past and efforts need to be made so that Sikhs and the turban are better understood.”

Man known to police turns up with gunshot wound at Surrey hospital SURREY RCMP announced on Tuesday that at about 8:40 p.m. on Monday (June 27), they were advised that a male had showed up at a local area hospital suffering from a gunshot wound. The victim’s injury is not considered life-threatening. The victim is a 21year-old Surrey male who is known to police.

Surrey RCMP’s Serious Crime Unit is leading this investigation and police believe the victim was targeted. Officers are investigating whether there are any linkages between this incident and the shots-fired incident that occurred Monday night at the

Horgan says BC NDP will raise minimum wage to $15 in its first term BC NDP Leader John Horgan announced on Sunday in Kamloops that an NDP government would get to a $15 per hour minimum wage in its first term.

“It’s not good enough that people are working full time or more just to keep their heads above water, and it’s not good enough that this generation will actually be worse off than their parents when it comes to affordability and opportunity,” Horgan told 450 committed campaigners.

“Christy Clark was elected on her promise to put BC families first, but in fact people have never been her priority. She is focused on the needs of her wealthy and well-connected supporters at the expense of the rest of us,” Horgan added.

“Christy Clark has chosen to keep BC’s minimum wage one of the lowest in Canada.

“Minimum wage is no longer something earned just by teenagers in their first

jobs. Students, parents, seniors, new Canadians in every part of the economy are paid minimum wage.

“The premier, who takes a $50,000-ayear private top-up to her nearly $200,000 public salary, thinks $10.45 an hour is enough for people to get by on. I disagree.

“I will give British Columbians a raise.

The minimum wage needs to be $15 an hour, and New Democrats are going to get it there.”

A forensic audit and full review of the Vancouver School Board (VSB) is being launched by the Ministry of Education in the wake of the board’s refusal last night to pass a balanced budget.

“Parents and students in Vancouver need certainty that every available dollar is going to services to students and not into

deadline. The board refused to adopt a balanced budget though it has said staff were making cuts to achieve a balanced budget.

“This refusal to pass a balanced budget while claiming staff are working to balance the budget is bizarre and sadly part of a long pattern of political games at the VSB,” said Bernier. “Parents and students deserve better and our audit is going to help end the political games in Vancouver.”

Bernier pointed to the rejection of the province’s offer to allow the board to sell its ownership in Kingsgate shopping mall was also a surprising move, considering the idea was presented to him by the Vancouver board chairman.

“The Vancouver school board made a political show of rejecting its own idea – and claiming that the path to freeing up a $100 million for student services was not sustainable,” Bernier said. “It’s a sign of just how deep the problems run at the Vancouver School Board.”

Bernier noted that there are 6,500 fewer students in Vancouver today than there were in 2001 – a drop of more than 10%. At the same time provincial funding flowing into Vancouver has risen by 20%.

“The Vancouver School Board has a pattern of predicting large deficits year after year after year and they end up adding to their surplus. Our forensic audit aims to break this cycle,” Bernier said. “It’s time for the games to end and to put students first.”

Government will end self-regulation in real estate industry THE B.C. government will end the self-regulation in the real estate industry and overhaul governance, oversight, transparency and accountability of the sector, Premier Christy Clark announced on Wednesday.

She said: “After reading the [B.C. real estate] report, our conclusion is that the privilege of selfregulation in the real estate industry must end.

This report examines shady practices and challenges plaguing the real estate market, particularly in the Lower Mainland, putting consumers at risk and tarnishing the reputations of honest professionals in the sector. We will act to protect British Columbians when they are making one of their most important family investments – purchasing a home.”

The government also accepts the recommendations of the independent advisory group and will: * Establish a dedicated superintendent of real estate, who will take over the council’s regula-

tion- and rule-making authority to carry out the changes required to restore public confidence. * Reconstitute the Real Estate Council with a majority of public-interest, non-industry members. * Implement the recommended penalties, as well as increased fines for unlicensed activity and other offences. * Allow for commissions from licensees engaging in misconduct to be taken back to the council. * Make the managing broker responsible for ensuring the owner of the brokerage does not engage in the business of the brokerage if the owner is not a licensee. * No longer permit licensees to offer dual agency representation.

“Government is assessing the best and fastest way to enhance transparency and consumer protection in the real estate industry,” said Finance

Minister Michael de Jong. “We are working on legislation that will expand the powers of the superintendent of real estate to address these issues, ensure appropriate public representation on the board, and implement higher disciplinary and administrative penalties.”

The new and enhanced role for the superintendent will give additional powers to address the other recommendations made in the report, including the comprehensive Code of Ethics and Professional Conduct, requiring increased standards for licensees, and requiring record keeping and reporting that will help identify industry practices that may be placing consumers at risk.

The government said action to protect consumers in the real estate market is just one part of its strategy to address affordability, which also includes plans to increase supply, focus on smart transit expansion, support first-time homebuyers, and increase rental supply.

“The residential real estate industry involved more than $65 billion in transactions last year. The premier needs to do much more than just tinker around the edges of this problem in our real estate marketplace.

The B.C. Liberals must embrace all of the recommendations of the independent advisory group and take real action to protect consumers and hard-working members of the real estate profession who follow the rules in our province.

“The province has responsibility for law enforcement, real estate, provincial taxes, securities and the administration of justice. For a relatively low cost an integrated team could investigate and prosecute tax fraud, money laundering, and make recommendations on strengthening our tools for detecting and prosecuting bad apples in the B.C. real estate sector.

“Answers to the housing affordability crisis won’t come without hard action, and this task force is just one part of the action we need to take. I want a tax on speculators who run up the price of housing, and I want that money to go into a housing affordability fund. I want to close the loopholes in B.C.’s property transfer tax, and I want action against renovictions to protect renters.

“These are all measures Premier Christy Clark refuses to take, and that’s not good enough for the people of B.C. We need action on affordability and Christy Clark is afraid to lead.”

Vancouver Mayor Gregor Robertson urges education minister to work with school board to resolve funding crisis OBITUARY BACHNI MAHMI

On June 28, 2016, the Mahmi family lost their matriarch. Born on June 19, 1927, to the late Lakha Ram and Santi Aheer in Powadra village, Jallandhar, in Punjab (India), Bachni was the eldest of five brothers and one sister. Bachni married the late Bhagtoo and moved to Ucha Mathadha, where she raised four of her six children: the late Jai Chand, the late Paul, the late Piare and Resham. In 1968, Bachni immigrated to Victoria, B.C., to join her husband and added to her family with the births of the late Raj and Lakhshmi. A woman who personified strength, perseverance and power, she fearlessly raised her family of four sons and two daughters after the death of her husband in 1974. Bachni leaves behind a great legacy. The family is proud of the woman she was and the life she lived. Even through the many heartbreaks, she lived life with a sense of determination and vigor. She is survived by her son Resham and daughter Lakhshmi, her grandchildren and great-grandchildren, all who take comfort in knowing she passed away peacefully in her sleep surrounded by the ones she loved.

Bachni Mahmi’s memorial service will be held on Saturday, July 2 at First Memorial Royal Oak, 4725 Falaise Drive, in Victoria, B.C., at 10 a.m. followed by prayer service at the Sikh Temple, 1210 Topaz Avenue, Victoria.

VANCOUVER Mayor Gregor Robertson on Thursday urged Education Minister Mike Bernier to work with Vancouver School Board to resolve the funding crisis.

In a statement Robertson said: “The Vancouver School Board was elected by residents of Vancouver to act in the best interest of children and youth in Vancouver’s public schools. Over the past seven years I have seen them serve with dedication and passion, while taking a pragmatic approach that has used shrinking resources to help build a supportive school system for our kids.

“That’s why when this Vancouver School Board says that another $21.4 million in funding cuts is too deep to support the learning needs of Vancouver’s children and youth – the most complex of all the districts in the Province - the only response for me is how we can help to support them.

“In 2015, for the first time, Vancouver provided more in school taxes ($463 million) than it received in provincial funding ($448 million) - a loss of $15 million. On Tuesday, City Council unanimously passed a motion supporting the Vancouver School Board’s request for our fair share of provincial funding and encouraging the Minister of Education to meet with the Vancouver School Board in order to find a solution.

“We took this action not just in the best interests of children and youth in Vancouver public schools, but in the best interests of our entire city’s future. Everything from our economy to our ability to create safe and inclusive communities rests on the investment we put into supporting public education. Indeed the strength of our public education system is a key draw of people to Vancouver.

Vancouver Police warn public following discovery of W-18 in the city VANCOUVER Police are warning the public that the deadly drug W-18 has been discovered in the city.

On April 8, two men were arrested by police following a break-and-enter in Vancouver’s West End. Upon searching the men, one of them was found in possession of a quantity of drugs, including what was thought to be a counterfeit OxyContin pill. The drugs were submitted to Health Canada for analysis.

On Friday, June 24, police received the test results, and have now learned that one of the pills contained the deadly drug known as W-18, a synthetic pain killer 100 times more toxic than heroin.

“We continue to see an alarming increase in overdose deaths throughout the province,” said Vancouver Police spokesperson Sgt. Randy Fincham. “Many of those deaths have been the result of people knowingly, or unknowingly, taking synthetic painkillers such as fentanyl. With the recent appearance of W-18 in the Lower Mainland, the lives of more habitual or recreation drug users are at even greater risk.”

Local Mounties expand outreach to Surrey’s diverse communities DID YOU KNOW?: The Surrey RCMP’s Diversity Unit plans to add two more police officers and another municipal support staff coordinator to keep up with increasing demand for their services.

AS we all celebrated Canadian Multiculturalism Day on Monday, the Surrey RCMP continued to work to connect with the many diverse communities it serves throughout the year with its Diversity Unit. The City of Surrey continues to grow and attract a wide range of individuals and families.

The Surrey RCMP expanded its Diversity Unit earlier this year with the addition of a Diversity and Community Engagement Sergeant, the first position of its kind in the RCMP. Sgt. Paul Hayes was selected for this new position and has been tasked with developing strategic partnerships and identifying issues and topics that are important to the city’s diverse community groups. Together with Diversity Coordinator Yousef Nasimi, Sgt. Hayes is reaching out to local communities and diversity-focussed organizations to build relationships, mutual respect, and a shared under-

standing.

“The expansion of our Diversity Unit is very timely in light of the increasing number of newcomers, including refugees, that are moving into Surrey,” says Superintendent Shawn Gill, Community Services Officer. “Over the past four months, we have been working closely with community agencies to engage with local newcomers to develop trust and an awareness about the role of police in Canada.”

A number of community engagement sessions have been held for newcomers and refugees to dispel any misinformation or misunderstandings about police that may have been acquired from their homelands or peer groups.

“We wanted to show our newest residents that police are approachable and that we are there to help,” says Sgt. Hayes. “Trust cannot be developed overnight and it will take a continued and committed effort on the part of the police to achieve trust, better communication, and positive involvement from these communities.”

The Diversity Unit is also responsible for coordinating the Surrey RCMP’s participation at many cultural events this summer to build relationships and provide communities with crime prevention and youth intervention information. The Unit participates in a number of roundtables, meetings and campaigns specific to diverse community groups and is also responsible for internal training around diversity and cultural sensitivity.

Moving forward, the Diversity Unit has plans to expand further by adding two more police officers and another municipal support staff coordinator to keep up with the increasing demand for their services.

Half-brother arrested in homicide of Rachel Pernosky of Mission

THE half-brother of Rachel Pernosky, 18, of Mission has been charged in her March 2013 homicide.

Rachel Pernosky Matthew Joseph Pernosky, 31, has been charged second-degree murder. He has also been charged with indignity to a body by having sexual contact with and disposing of the body.

On March 16, 2013, a missing person’s investigation was opened by Mission RCMP after Rachel could not be located by family and friends. Her disappearance was out of character and caused great concern for her family.

On March 19, 2013, three days after she was last seen alive, Rachel’s body was located in a rural location in Chilliwack. It was clear that Rachel had met with foul play and the Integrated Homicide Investigation Team assumed conduct of the investigation.

Abbotsford Police storm ‘Fortress Marijuana’

ON June 26 (Sunday) at 5:10 p.m., Abbotsford Police Department’s Patrol Section attended a residence in the 2200-block of Merlot Boulevard in West Abbotsford to execute a search warrant for a suspected marijuana grow operation.

The residence was heavily fortified and multiple breach points were attempted before officers were able to gain entry.

many questions regarding the motive, the investigative details and the details surrounding the specific charges, the

integrity of this investigation must be protected and the court process will be honoured.

Autonomous vehicles development is well underway

SELF-DRIVING cars, also called autonomous vehicles (AVs) will smooth the flow of traffic which, in turn, will reduce collective power train energy consumption and whatever emissions, if any, from engine tailpipes. But their greatest promise is their potential to almost eliminate crashes. Indeed, most envisioning of a ‘zero crash future’ by traffic safety experts is based on driving guided by artificial intelligence rather than the unassisted human brain. Neil Arason describes the advantages in his recently published work No Accident (2014, Wilfrid Laurier University Press) as follows: “…with shared artificial intelligence…Anything that happens to one car can be immediately shared for the benefit of every self-driving car in the intelligence grid: suddenly the car transporting you has the advantage of billions of kilometers of driving experience, even though it has just driven

you off the sales lot…”

As Road Rules readers know, AV development is well underway. Millions of algorithms have enabled prototype AVs to precisely locate themselves, detect obstacles, and plan their pathways over hundreds of thousands of miles. But now the even harder slogging is beginning with programmers challenged to define algorithms for situations of unavoidable harm— hopefully rare, but not discountable—that will inevitably require ethical decision-making. Such a situation could involve, for example, the need to choose between a pathway that will result in injury to others outside the AV and a pathway that will result in injury to the AV passengers. A recent study

by Jean-Francois Bonnefon of the Toulouse School of Economics, Azim Shariff of the University of Oregon, and Iyad Rahwan of the Massachusetts Institute of Technology asked study participants what programming choice they would prefer in just such a situation. The study also included varying some of the details such as the number of people outside the AV that could be saved, whether the decision to swerve should be wholly autonomous, and making these decisions from the perspective of being an AV occupant or an anonymous per-

son.

Their findings were unsurprising, but inconclusive as a guide forward. Participants agreed that AVs should be programmed to minimize the death toll— an obvious starting point, called the ‘utilitarian’ approach. But participants were not as confident, however, “that [AVs] would be programmed that way in reality—and for a good reason: they actually wished others to cruise in utilitarian [AVs], more than they wanted to buy utilitarian [AVs] themselves.”

These results raise the issue of whether or not clear guidelines for when an AV must prioritize the life of a passenger or others could be set by regulation. Researchers speculated that this solution could, however, discourage people from buying AVs, which “would delay the adoption of the new technology that would eliminate the majority of accidents.”

This problem is a thorny one.

The authors of this study pointed out that their work represents “the first few steps into what is likely to be a fiendishly complex moral maze.” But, they added, these are problems that cannot be ignored: “As we are about to endow millions of vehicles with autonomy, taking algorithmic morality seriously has never been more urgent.”

Volunteers Needed: BC Seniors Survey Jas Cheema, Regional Engagement Lead, Fraser Health, is looking for volunteers to assist with a province wide survey of 27,000 residents living in 303 publicly-subsidized care facilities in B.C. launched by Seniors Advocate Isobel Mackenzie. Every resident and their most frequent visitor are being asked a number of questions about their quality of life in the care facility. The survey will explore a range of questions on privacy, food, safety and security, comfort, respect and responsiveness of staff, personal relationships, medications and activities in the facility.

Residents will be interviewed

in-person and their most frequent visitor, who is usually a family member, will be sent a mail-out survey.
