Surrey Police Transitioning Report ready to be sent to Director of Police Services by Wally Oppal THE voluminous Surrey Policing Transition Report was ready to be sent to the Director of Police Services by Wally Oppal, chair of the joint transition committee for the formation of a Surrey police force, on Friday. On December 23, Surrey Mayor Doug McCallum had announced that members of the Provincial Municipal Policing Transition Study Committee had achieved consensus on the report that had been forwarded to Oppal. And Oppal told The VOICE the following day that he would go through the whole report “to see whether or not it meets the standards that are required to move on to the next step.” Now Oppal is sending the report to the Director of Police Services. He told The VOICE earlier this week: “The purpose of the report is to tell the director what is needed for Surrey to do in order to establish its own police force. That means getting help from the provincial government to establishing a police board, what that board needs to do and who makes up that board and the hiring of a police chief, advertising for a police chief and then doing recruitment for officers and then the collective agreement.” Oppal, who was attorney general and a BC Court of Appeal judge, added: “We point out to the director and the minister

Wally Oppal [Public Safety Minister Mike Farnworth] this is what will be needed under the Police Act.” The City has said it looks forward to working with the Province, the federal government and the leadership of the RCMP to ensure a smooth and orderly transition to the Surrey Police Department. Oppal had told The VOICE last month: “A lot of those questions need to be answered by the Province, but our job is to point out to them these are issues that need to be resolved before the next step is taken.”

Aneil Sanghera pleads guilty in slaying of Pardeep “Terry” Dulay ANEIL Sanghera, then 28, of Richmond was arrested in June 2017 and charged with manslaughter in the death of his cousin, Pardeep “Terry” Dulay, 41, of Richmond. As reported in The VOICE, detectives from the Vancouver Police’s Major Crime Section made the arrest following an investigation into Dulay’s death at a wedding celebration. Around 11:30 p.m. on April 15, police and the BC Ambulance Service were called to Fraserview Hall in South Vancouver after Dulay was found dead by party guests. It originally appeared that

Dulay had died of natural causes, but information collected at the scene showed the victim had been involved in a physical altercation just before his death. This week, Sanghera pleaded guilty to manslaughter before BC Supreme Court Justice Margot Fleming who ensured that the plea was informed, voluntary and unequivocal. There was a lot of tension between the members of the families of the guilty and the victim at the court with sheriffs keeping the two sides apart. Sanghera will next appear in court on January 22 when a date for sentencing will be decided.

Building permits issued in Surrey breaks $2-billion mark

THE City of Surrey set a new record in building permit values issued in 2019. The total construction value exceeded $2.29 billion last year, which is 33% higher than the previous record total of $1.52 billion from 2018. In 2019, $1.57 billion of the construction value came from residential permits which translated to 6,632 new dwellings that will be built in Surrey. “The economic confidence in

Surrey will be a prime destination for new residents and businesses for years to come.” While the Planning and Development Department issued a total of 16,498 building, plumbing and electrical permits in 2019, staff managed to reduce the wait time for single family dwelling to 10 weeks by the end of the year. In comparison, the wait time for a single family dwelling permit peaked at 25 weeks in 2017.
