OPPOSERS of Surrey Mayor Doug McCallum on Thursday received a slap in the face as a new Research Co. poll showed that his approval rating is 50 per cent.

This, in spite, of all the hysteria – laced with racism – whipped up by the pro-RCMP lobby headed by Surrey councillors Linda Annis, Brenda Locke and Jack Hundial and Surrey Board of Trade CEO Anita Huberman – as well as a biased mainstream media that constantly

blows out of proportion all kinds of allegations against McCallum by his rivals.

The poll also found that the current administration in Surrey has a higher ranking than the previous one on issues such as promoting tourism (from 39% to 64%), dealing with transportation (from 24% to 57%) and enhancing quality of life (from 36% to 68%).

The poll shows that Surrey has done a good job on all fronts.

The poll found that more than two thirds of residents of Vancouver, Surrey and Burnaby are pleased with the way their municipal governments have handled three specific issues.

In the online survey of representative samples in the three cities, 79% of residents say their municipal administration has done a “very good” or “good” job in providing sanitation services.

Major step forward for Surrey Langley SkyTrain

THE Surrey Langley SkyTrain project took a significant step forward on Thursday with the endorsement of the new rapid transit’s line business case by the Mayors’ Council. The City of Surrey has been growing at a tremendous pace, yet there has been no expansion of rapid transit since 1994. This new SkyTrain extension will bring SkyTrain’s fast, frequent, reliable, and convenient service to two of the fastest growing cities in the region.

“I am proud of what has been achieved in a little more than one year’s time,” said Surrey Mayor Doug McCallum. “The switch in technology from light rail to SkyTrain is no easy feat, but this

is undoubtedly the right thing to do not only for Surrey, but for the region as a whole. Since its introduction for Expo 86, SkyTrain has been a swift, reliable and accessible platform to move people in the Lower Mainland.

I want to thank my colleagues on the Mayors’ Council for their support and for their recognition that rapid transit expansion South of the Fraser is long overdue. I also want to commend both City and TransLink staff for delivering the business case for this project in record time. More than three-in-five residents of Vancouver, Surrey and Burnaby are also content with what their municipal governments are doing to protect the environment (66%), promote tourism (65%), foster artistic and cultural activities (also 65%) and manage development and growth (63%).

At least half of residents are satisfied with the way Vancouver, Surrey and Burnaby are dealing with transportation (57%), dealing with crime (54%), making City Hall work in a transparent and unbiased fashion (52%), handling the city’s finances (52%) and engaging with regular people (50%).

“There are some subtle differences between the three cities when it comes to public safety,” says Mario Canseco, President of Research Co. “While 60% of Burnaby residents endorse the performance of their administration, the proportion falls to 54% in Vancouver and 52% in Surrey.”

The lowest ranked issue across all three cities is dealing with homelessness and poverty (44%). Satisfaction with this file rises to 52% in Surrey, but is lower in Vancouver (42%) and Burnaby (39%).

TAXI companies have filed two legal challenges: an injunction application wants an immediate stop to Uber and Lyft conducting business and the other challenge is a petition to quash their licences until their challenges are heard.

The Public Transport Board members been so moronic in ignoring the ridiculous disadvantage that they have placed the taxi industry in.

And didn’t the NDP government under Premier John Horgan have the guts to intervene when the PTB made such a blatantly prejudiced decision?

As reported last week in The VOICE, BC Taxi Association President Mohan Kang told this newspaper that the association had accepted that “ride shares would be implemented in some reasonable form,” adding, “however, to implement ride shares in a manner that creates such a distinct disadvantage to taxis is not reasonable.”

Kang pointed out: “The taxi industry has not taken the position that there should never be a ride share regime in BC.” The PTB was incompetent enough to have placed no limit on the number of vehi-

cles operating for Uber or Lyft.

Even a fool could tell them that this would devastate the taxi industry!

Other hard facts that the biased PTB ignored: * “The lack of any defined operating area for ride shares is an unfair advantage to ride share, while taxis remain very limited to operating from small geographic areas.” * “The ability of ride share to significantly undercut taxis with their pricing will be predatory to taxis and ride shares can surge their prices to any amount when busy, which taxis cannot do.”

* “Ride shares are not required to make any vehicles available for accessible transportation, which taxi licenses are required to do.” * “Ride shares enjoy a much better insurance rate with ICBC, over taxi rates which are much higher for the same work.”

At least McCallum is fighting back for the taxi industry. He told the media on Monday that as many as 18 warnings had been issued to Uber drivers and he declared that from now on there would no longer be any warning tickets – there will be a fine of $500.

Sukh Sagar Centennial Exhibition opens at New Westminster Museum AN exhibition celebrating 100 years of the Sikh Community in New Westminster was opened by New Westminster Mayor Jonathan Cote on January 24. The exhibition – “An Ocean of Peace” – was named after Sukh Sagar Gurdwara Sahib in New Westminster, which is the focal point of the exhibition.

The exhibition is part of last year’s centennial celebration of the Khalsa Diwan Society New Westminster, the society behind Gurdwara Sahib Sukh Sagar.

The exhibition is open to the public daily from 10 a.m. to 5 p.m. at the New Westminster Museum and Archives, located at the Anvil Centre, 777 Columbia Street, New Westminster.

The history of the Sikh community in New Westminster is as rich and diverse as this exhibition. The Sikh community has been congregating in New Westminster since as early as 1911. In 1913, the Guru Granth Sahib was installed in the home of community leader and devout Sikh Bhai Bishan Singh Ji who, along with Sant Baba Sunder Singh Ji, led the congregation in New Westminster.

In March 1919, Bhai Bishan Singh Ji bought the home next to his own at 344 Boyne Street and donated it to the Khalsa Diwan Society, meaning March 2019 marks the society’s 100th anniversary in New Westminster. The Gurdwara Sahib continued to grow and the current building was completed in 1975.

In 2012 the building went through extensive renovation and expansions.

Khalsa Diwan Society New Westminster Gurdwara Sahib Sukh Sagar continues to play an active role in the Lower Mainland’s Sikh community, and in the community of New Westminster.

Project schedule is right on pace and the City has been working closely with TransLink to meet the aggressive timelines set in the Workplan a year ago.

New insurance product option for taxi drivers CLAIRE Trevena, Minister of Transportation and Infrastructure, on Thursday said that the government for the past several months has been working with ICBC and the taxi industry to create a new insurance product option for taxi drivers.

The insurance product will be based on the per-kilometre distance travelled with passengers aboard and is equivalent to what is available for ride-hailing vehicles.

She said: “In the near future, taxi drivers who want this new product will be able to switch their insurance, with coverage beginning in the spring. Drivers who wish to keep their current form of coverage will not be affected.”

Vancouver Police did not contribute to collision that killed Yellow Cab driver Sanehpal Randhawa THE Independent Investigations Office of B.C. on Thursday announced that it has discontinued its investigation of the Vancouver Police-involved incident in which Yellow Cab driver Sanehpal Singh Randhawa was killed after concluding that that the actions of police did not contribute to the collision.

Vancouver Police Department reported that on December 29, 2019, just before 3:30 a.m., a Car2Go Smart car made off from a road check being conducted on East Hastings Street near Clark Drive. A short time later the same vehicle was seen by an officer driving at high speed, eastbound along East Hastings Street. The officer completed a Uturn to follow the Smart car, but lost sight of the car and did not re-locate it. Unknown to police at the time was the fact the Smart car had turned off of Hastings Street onto Renfrew Street, the IIO BC said in a press statement.

Approximately 10 minutes later, officers received a report of a collision between a Yellow Cab and the same Smart car at the intersection of 1st Avenue and Renfrew Street. The driver of the taxi did not survive his injuries and the IIO commenced an investigation.

Horgan’s ride-hailing mismanagement leaves accessible taxi users paying the price: BC Liberals FOLLOWING Monday’s announcement that the Vancouver Taxi Association will be cutting all subsidies for accessible taxis, Surrey-South MLA Stephanie Cadieux is speaking out about how the NDP’s mismanagement of the ride-hailing file will now lead to accessible taxi users being unfairly punished.

“Many people with mobility challenges rely on accessible taxis to safely transport them around the city. It’s completely unfair that the NDP government’s mismanage-

ment of ride-hailing will now leave people with disabilities stranded,” said Cadieux on Tuesday. “It took the NDP almost three years to bring in ride-hailing but thanks to [Premier] John Horgan’s bungling of the file from the very beginning, Metro Vancouverites are still paying the price.”

The Vancouver Taxi Association announced on Monday that in addition to raising a legal challenge against Metro Vancouver ride-hailing companies, it would also no longer be subsidizing accessible

vehicles, meaning that accessible taxis will no longer be required to pick up a fare that has requested an accessible taxi.

“It’s a disappointing move from the Vancouver Taxi Association to penalize people with disabilities. However, the blame lies at the feet of the NDP government as it continues to fall short of supplying meaningful transportation options for British Columbians,” said Cadieux. “We need action now, not more empty words.”

Canadian Hindu Foundation holds discussion on Hindu refugees THE Canadian Hindu Foundation recently organized a meeting and brought together intellectuals from different walks of life to discuss and find ways for the well-being of Hindu Canadians and Hindus living abroad.

Canadian Hindu Foundation is a well-known group whose mission is to unite Hindus and help needy people from all sections of the society with guiding principles and values driven by

the core Hindu spirit of “Vasudhaiva Kutumbakam”, (meaning the entire world is one family). The organizers said the event was focused on bringing to light the atrocities faced

by Hindu minorities in various countries abroad.

The event kicked off with chanting the mantra for peace and vitality for everyone followed by a brief presentation.

2013 due to religious prosecution.

6. Lack of understanding and official data has led to ignorance of these violations and apathy against Hindu minorities while there are many oral accounts of survivors that

78-year-old Nader Abdulaziz of Surrey charged with sexual interference SURREY RCMP Special Victim’s Unit on Tuesday announced a sexual interference investigation which involved a private instructor who allegedly abused two former students.

Investigators believe there may be more victims in the community and are encouraging anyone with more information to come forward.

This investigation began on July 9, 2019, when Surrey RCMP received a report of sexual interference which involved two victims who were youths when the incidents allegedly took place, between 2010 and 2012.

The incidents are alleged to have occurred at a private residence in the Newton area, where the youth attended studies with a private instructor.

Following the report made to police, BC Prosecution Services have approved two charges of sexual interference against 78-year-old Nader Abdulaziz.

“We understand that reporting sexual interference can be difficult for victims,” said Staff-Sgt. Lindsay O’Ruairc, Surrey RCMP Vulnerable Persons Section. “Our officers are compassionate and ready to listen, and we have victim services staff who can help support you throughout the process.”

Many Afghan Sikh families have already taken refuge in Canada, which is a welcome step, and similarly, barriers should be removed for Hindu minorities seeking refuge in Canada, it was suggested.

Since the shooting, community organizations across the country have called for a Day of Remembrance and Action on Islamophobia, with a growing number of cities taking up the call. For the first time this year, Vancouver will declare January 29 as the Day of Remembrance and Action on Islamophobia—becoming the first municipality in B.C. to officially mark the day (as reported in the VOICE last week.)

“I applaud the City of Vancouver for taking up the call to officially mark this solemn day, and I stand with the Muslim community and every British Columbian taking action to fight hate, racism and Islamophobia. Jagpal Hothi and Jordan Bottomley charged in murder of Andrew Baldwin in Surrey THE Integrated Homicide Investigation Team (IHIT) announced on Monday that Jagpal Hothi and Jordan Bottomley have been charged with firstdegree murder in connection with the homicide of Andrew Baldwin, 30, in Surrey.

On January 24, Hothi and Bottomley were arrested by IHIT and later charged by the B.C. Prosecution Service with firstdegree murder for Baldwin’s death. Both accused men were scheduled to appear before a judge in B.C. Provincial Court on Monday.

On November 11, 2019, at approximately 4:52 p.m., Surrey RCMP received a call for assistance from a home in the 10700-block of 124th Street.

When officers arrived on scene, they found Andrew Baldwin unresponsive with critical injuries. He was taken to hospital where he was pronounced dead.

Homicide victim Andrew Baldwin vices was brought in to conduct a search for the suspect, who was wearing a dark hooded sweatshirt and dark pants with reflective material around the bottom of the pant leg. He was last seen northbound on 124th Street. Baldwin’s death was deemed a homicide and IHIT was then called in to take conduct of the investigation.

IHIT worked closely with the Surrey RCMP, the Integrated Forensic Identification Services and the B.C. Coroners Service to gather further evidence.

“There was a great deal of co-

ordinated effort by our investigators and many partners this past weekend that has resulted in charge approval,” said IHOT Sgt. Frank Jang. “IHIT is greatly appreciative of the support and assistance received from the many units that were involved in reaching this positive outcome.”

IHIT said that no further information would be released as the matter is now before the court.

Baldwin’s brother, 27-year-old Keith Baldwin, was fatally shot in downtown Chilliwack on October 22, 2019. He was on life support for some time, but did not survive.

At the time, IHIT Constable Harrison Mohr said: “The victim in this case was known to police.

This appears to have been a targeted shooting, although our investigators are still looking into whether the victim had any direct connections to gangs or the drug trade.”

AS of today, B.C. continues to have only one confirmed case of the novel coronavirus (2019-nCoV).

Announcing this on Friday, Adrian Dix, Minister of Health, and Dr. Bonnie Henry, British Columbia’s Provincial Health Officer (PHO), said in a joint statement: “On Tuesday, January 27, 2020, we confirmed that our BC Centre for Disease Control public health lab had identified a positive test for 2019-nCoV. Following this, samples were sent to the National Medical Laboratory in Winnipeg for additional testing. On Wednesday, January 28, Dr. Henry confirmed that those tests returned positive for 2019-nCoV.” Dix and Henry said: “In our statements, we committed to regularly provide the public with the number of cases tested each Friday. Going forward, the public are invited to visit the BC Centre for Disease Control’s website for an updated testing number each Friday.

“As of today, we have tested 114 samples for 2019-nCoV, with one positive. Please note that there are more samples tested than patients, as some patients have had more than one sample tested.

“We want to reassure people that the risk of this virus spreading within British Columbia remains low at this time. All necessary precautions are being taken to prevent the spread of infection. We have multiple systems in place to prepare for, detect and respond to prevent the spread of serious infectious diseases in the province.

“It is not necessary for the general public to take special precautions beyond the usual measures recommended to prevent other common respiratory viruses during winter. Regular handwashing, coughing or sneezing into your elbow sleeve, disposing of tissues appropriately and avoiding contact with sick people are important ways to prevent the spread of respiratory illnesses, generally.

Really clean establishment. The paan is good. Tried the falooda here it is the closest to lahori falooda i have found here. It is a bit too thick and sweet though. It would be better if they add some crushed ice to the falooda to balance that. Their kulfi on the other hand is amazing. Good place for snacks and desserts.

Fleetwood trucker Baljit Gill wins $2 million in BC49 draw BALJIT Singh Gill has spent months budgeting how to make his daughter’s upcoming wedding special. He now has two-million extra ways to do that after matching all six numbers in the BC49 draw on January 25, BCLC announced on Friday.

The Fleetwood truck driver, who immigrated to Canada from India in 1985, has been playing the lottery for years but couldn’t stop shaking when he discovered he won $2 million.

“I scanned my ticket at the Evergreen Mall

[near 152nd Street and Fraser Highway],” says Gill. “I saw the 2, and all the zeros, and I called the clerk over to check and make sure.”

Gill and his wife still haven’t told their daughter they’re about to make her dream wedding come true.

“She will be very surprised,” says Gill, who will pay off some debt and tuck away half of the remaining winnings for the future.

NORTH Vancouver RCMP are looking for a suspect who vandalized the detachment building on Thursday morning and are pleading with the responsible party to turn themselves in.

“This morning at approximately 9 o’clock, a suspect was positioned somewhere above one of our entrance doors,” said Sgt. Peter DeVries.

“The suspect appears to have dropped something hard, possibly a nut, in an attempt to crack it open. The glass above the entrance was shattered, and the suspect immediately fled the scene. We are asking that suspect to come forward. Do the right thing and take responsibility for what you’ve done.”

Mayors’ Council endorses inter-municipal business licence for ride-hailing Metro Vancouver mayors are encouraging municipalities to adopt the bylaw THE Mayors’ Council on Regional Transportation on Friday released the details of the agreement reached at its January 30 incamera meeting on an interim inter-municipal business licence (IMBL) bylaw for ridehailing companies wishing to operate in the Metro Vancouver, Fraser Valley and Squamish-Lillooet regional districts. A working group led by staff from municipalities with support from TransLink and the provincial government has developed this interim bylaw. The Mayors’ Council is urging municipal governments to begin adopting the proposed bylaw as soon as possible.

The proposed bylaw provides a single set of requirements for all participating municipalities, making rules clear for companies and drivers.Under the IMBL, ride-hailing companieswould be able to obtain one licence to operate, as opposed to separate business licences for each municipality in Passenger Transportation Board Region 1, which could become administratively onerous and expensive.

The IMBL has several requirements and processes for ride-hailing companies wishing to operate locally. * Ride-hailing companies would pay a $155 annual per-company fee and an additional $150 charge per-vehicle. * The per-vehicle fee will be waived for wheelchair accessible vehicles * The per-vehicle fee for zero emission vehicles is $30. * The City of Vancouver will administer the interim IMBL, collecting fees and trip data which will be distributed to participating municipalities each month.

Fees and regulations associated with the IMBL would be in addition to requirements under the provincial government’s ride-hailing legislation. The bylaw will be shared as municipalities begin bringing the bylaw to their municipal councils for adoption.

“The development of the inter-municipal business licence has demonstrated how our region can work collaboratively together,” said Mayors’ Council Chair and New Westminster Mayor Jonathan Coté. “The framework that has been developed gives cities a say in managing our roadways while keeping the application process simple and reasonable. This industry has the potential to improve transportation options in our region, if we take steps to properly manage it.”

The creation of the IMBL involved cooperation across regional districts. Mayor of the District of Squamish Karen Elliott says the inclusion of municipalities throughout the ride-hailing region takes travel patterns into account. “Trips don’t always start and end within the same community. The IMBL will create streamlined processes and rules to support reliable service across the Lower Mainland and the Sea to Sky region. It’s a

17-year-old girl sexually assaulted in Vancouver’s West Side VANCOUVER Police are warning the public about a stranger sex assault of a teenager on Tuesday evening in Vancouver’s West Side.

A 17-year-old girl was walking home, following a sporting event at Churchill Secondary School, at around 6 p.m. on West 54th Avenue between Montgomery Street and Osler Street, when she was grabbed from behind by an unknown man. She was able to fight him off and run away.

The man is described as very tall and wearing all black clothing.

Police are asking anyone with dash cam footage, or those who have vehicles equipped with factory video surveillance (specifically from a Tesla), who were in the area of West 54th Avenue and Oak Street around 6 p.m. on Tuesday, to contact Vancouver Police at 604-717-0602.

on these issues can be made. The Mayors’ Council welcomes recent commitments by Transportation Minister Claire Trevena to

develop fairer solutions to insurance and accessibility provisions as a first step towards building a more level playing field.

Union Gospel Mission Needs Spare Clothing A BC-based provider of online laundry services has launched a campaign for people in need of warm clothes. The company is collaborating with the Union Gospel Mission (UGM) with the goal of collecting and distributing 5,000 lbs of winter clothing for homeless residents of Vancouver. The initiative promises free laundry service to anyone who donates warm clothes on a pound-for-pound basis. WeDoLaundry picks up laundry, cleans it and returns clean laundry all via a website. Fairness Office for ICBC to increase accountability, transparency THE Province announced on Wednesday that it is making changes to help ensure that ICBC is more transparent and accountable to its customers.

The purpose is to give British Columbians greater confidence that the corporation is treating them fairly when challenges arise, while better supporting people injured in crashes.

The government will be taking steps to appoint a new Fairness Office – focused on customer fairness – that is more independent from ICBC. The office will be required to report out publicly, in plain language, on the type and number of issues it hears, along with recommendations to ICBC. ICBC will also be required to report publicly on actions it takes to respond to these recommendations.

“British Columbians should have the peace of mind that they will be treated fairly after they’ve been injured in a crash,” said David Eby, Attorney General.

“With this change, British Columbians can have confidence that the Fairness Office has greater independence from ICBC and has the impartial authority to review the fairness of their situation with the ability to make recommendations to ICBC.” The Fairness Office will be appointed by cabinet and be independent from ICBC’s claims arm. This office will review and make recommendations to ICBC to resolve individual customer complaints, as well as policy and process, related to customer fairness. The new office will be in place by spring 2021.

The Fairness Office does not overlap with the role of the ombudsperson, who continues to have independent authority to resolve ICBC issues.

The Civil Resolution Tribunal (CRT) will continue to resolve disputes for ICBC claims of $50,000 and under, separate from the courts and independent of ICBC. When there is a disagreement between the customer and ICBC on certain decisions made by ICBC (e.g., matters involving minor injury determinations, accident benefit entitlement and fault determinations or claimed amounts $50,000 and under) the matter will be decided by the CRT, rather than the Fairness Office.

“Each of our three million customers should have confidence in knowing that they’ll be treated fairly when they deal with us, and we welcome the Fairness Office to assist in that regard,” said Nicolas Jimenez, President and CEO, ICBC. “British Columbians must also have the opportunity to tell us directly about how ICBC can be improved, and I believe today’s changes will give our customers confidence in knowing that when they speak up, ICBC will be listening and accountable to them.”

Additional reforms to improve how ICBC is accountable to its customers will include: * a requirement to produce a customer-friendly summary of its annual report directly to its customers and in plain language, so that people can see how their premium dollars are spent; * enhancing ICBC’s existing customer panel to provide more British Columbians a greater opportunity to offer input on a wider range of topics, including future changes at the corporation; and * improving online services for booking road tests.

Do British Columbians know how to merge?

Highway Merging

Cedric Hughes IN September 2018, we wrote an article about merging and the difficulties that people face with road rage and congestion relating to various merging techniques. As a possible solution, Vancouver had been considering the implementation of a greater amount of zipper merge techniques. Now, roughly one and a half years later, has anything changed?

Merging In 2020 Overall, busy highways and bridges are still experiencing the same congestion or possibly worse than a year and a half ago. Where the optimist may have thought a couple of years ago that surely the zipper merge would become the way to go by now, that has yet to happen in any widespread sense. In fact, even areas that have established the zipper merge long ago are still not being perfectly followed. For example, Lions Gate Bridge has been utilizing the zipper merge for years and have signage explaining the merging technique to drivers who may not have experience with this, but it is still common to see people aggressively refusing to let the car who has the right of way into their lane.

The zipper merge is discussed fully in our previous article, and can be seen in various places throughout Vancouver. This merging style can ease congestion and help to prevent road rage from occurring, but it is not intended to be utilized everywhere. Where it makes more sense for cars to line up and wait their turn in a singlefile fashion, that form of merging is perfectly acceptable. However, drivers need to make sure that they are paying complete attention during these instances. If a driver misses their ‘chance’ to merge, drivers behind may become frustrated and road rage may ensue.

ICBC ment to build trust and better support people who have been injured in a motor vehicle accident is pre-litigation payments. For those who are injured and qualify, ICBC will be offering prelitigation payments up front without the need to waive the ability to sue if they so choose. Previously, if a person decided to take ICBC’s settlement, they had to agree to not seek additional settlement money through the courts.

The intent of this program is to help injured customers receive full and fair compensation as quickly as possible. It will also help those injured keep more of their settlement, instead of paying it to lawyer and legal fees, which can total as much as 33% of the total settlement and can require a lengthy court process.

The ability for ICBC to offer pre-litigation payments will take effect as of January 29, 2020, and will be formalized through legislation in spring 2020. The new Fairness Office will be formalized in legislation in fall 2020. The government will monitor all of the aforementioned changes to ensure ICBC continues to be accountable to its customers and all British Columbians.

When you are merging onto the highway and there is not bumper to bumper traffic, the best approach is to attempt to match the speed of those travelling on the highway so that you can seamlessly merge with the oncoming vehicles.

The Capilano on-ramp in North Vancouver is notorious for people failing to implement this concept. The ramp is very long and curved in a way that gives drivers ample opportunity to see when their merge will be safe. However, cars often pull all of the way to the end of the ramp and then decide to floor it when a gap appears rather than hanging back on the ramp and giving themselves the opportunity to gain the proper amount of speed before merging.

In one article written to instruct Americans on how to adjust to Canadian driving, the comments below had multiple complaints about Canadian merging. Canadians and Americans alike were commenting on how Canadians “do not know how to merge” and how we create situations that are more dangerous than they need to be.

So what should be done? Should British Columbia implement better signage explaining which merging technique is to be used so that there is less confusion? Would mandatory zipper merges

help? As the population density increases in the lower mainland, we will likely be forced to find solutions to these merging problems sooner rather than later.
