Arrest made in homicides BC Diabetes’ Medical Director: Pharmacare should cover of Jagvir Malhi and new devices to measure Randeep Kang blood sugar

The Integrated Homicide Investigation Team (IHIT) announced on Friday that it has arrested 21-year-old Tyrel Hieu Nguyen Quesnelle for his alleged involvement in the two murders.

On October 27, 2017, at approximately 8:53 p.m.,

27-year-old Randeep Kang was shot and killed in the area of the 11300-block of Alpen Place, Surrey. IHIT took conduct of the investigation in partnership with Surrey RCMP. On November 12, 2018, at approximately 3:30 p.m., 19-year-old Jagvir Malhi was shot and killed in the area of Ross Street and Simpson Road in Abbotsford. IHIT took conduct of that investigation in partnership with the Abbotsford Police Department.

After months of investigation, IHIT linked both incidents and determined they were connected to the same individual.

On December 20, 2019, with the assistance of the Edmonton Police Service, the Combined Forces Special Enforcement Unit (CFSEU) and the Alberta RCMP, IHIT arrested Quesnelle for the murders of Malhi and Kang. The BC Prosecution

DR. Tom Elliott, Director of Clinical Trials at BC Diabetes, told The VOICE this week that a new device to measure blood sugar called Continuous Glucose Meters (CGM) has revolutionized his medical practice and has changed the lives of hundreds of his patients.

“The big problem is that it is not covered

by Pharmacare and we are on a huge advocacy drive to change that,” he said, adding: “We are launching an initiative through the BC Teachers Federation to get this for children to be safe at school.”

He explained: “These devices predict when you go low, so instead of having a kid passing out or having a seizure from a low sugar, they give a warning and eventually stop it happening.”

Dr. Elliott elaborated: “There are two branded devices on the market – there’s a Freestyle Libre which is a cheaper version that has fewer bells and whistles – it’s about $6.50 a day. Then there is one called the Dexcom G6 which is about $10 a day. They measure sugar in your body juice – you don’t have to poke your finger. So, number one, no finger poking. Number two, it provides continuous data; so it gives a really good

indicator of what’s happening, particularly if the sugar is going low or high. It teaches people about diet. It’s just a wonderful tool.”

Interestingly, BC’s Health Minister, Adrian Dix, who has Type 1 diabetes, is Dr. Elliott’s patient.

Satvir Singh Sanghera, 49, of Richmond faces multiple sex-related charges IN August 2018, the Richmond RCMP Serious Crimes Unit began an investigation into an individual suspected of committing crimes against vulnerable women, and women in the sex trade. This alleged suspect is a Richmond resident.

On December 17, 2019, the BC Prosecution Service approved 14 charges against 49-year-old Satvir Singh Sanghera of Richmond.

These charges include: sexual assault, administering a noxious substance, assault, theft, fraud, ob-

taining sexual services for consideration, transmitting intimate images of a person without consent and possession of child pornography.

The current charges are related to incidents which are largely historical in nature.

“This investigation has led to several victims coming forward and it is alleged Mr. Sanghera targets vulnerable women and sex workers,” says lead investigator Constable Kenneth Lau. Sanghera has been placed on several conditions which include:

– Not to attend public parks, swimming pools or community centres where there may be people under the age of 18, – Not to engage in work or volunteer activities where there may be people under the age of 18, – He is to have no contact or be alone with persons who are reasonably believed to be under the age of 18, – He is to have no contact or communication with any sex trade agency or be alone with anyone who reasonably appears to be en-

gaged in sex work, – He is not to be alone with any woman who he knows to be, or appears to be impaired by alcohol, drugs or other intoxicating substances.

Sanghera’s next court appearance is scheduled for January 15, 2020.

Dr. Elliott, who has authored more than 60 scientific papers and is actively engaged in 15 ongoing research projects, has been a faculty member at UBC since 1992. He has also been on the active medical staff at Vancouver General Hospital since then, besides conducting a busy private office practice in Endocrinology and Diabetology.

According to Dr. Elliott, these devices

represent a dramatic advancement in diabetes technology – they allow for measurement every 1-5 minutes interstitial glucose, the values of which are either automatically sent to a smartphone or “pulled” from the device with a receiver. They allow for the setting of high and low alarms – as such they notify the user of potentially dangerous glucose readings.

He says that in 2019, these devices are considered a medical necessity for all individuals undergoing intensive insulin therapy – with an insulin pump or with multiple daily injections of insulin, i.e. all individuals with Type 1 diabetes and many individuals with Type 2 diabetes.

Goon tactics by supporters of RCMP fail to unnerve Surrey Mayor Doug McCallum THE shameful goon tactics once again adopted by those claiming to be supporters of the RCMP, failed to unnerve Surrey Mayor Doug McCallum and his four Councillors – Doug Elford, Laurie Guerra, Allison Patton and Mandeep Nagra – who passed the 2020 five-year financial plan on Monday night. Guerra forcefully noted that the Council had unanimously supported a municipal police force in November 2018.

pro-RCMP supporters has been encouraged directly or indirectly

by Surrey Councillor Linda Annis and the three defectors from McCallum’s Safe Surrey Coalition, especially Councillors Brenda Locke and Jack Hundial, a former RCMP officer, who have been opposing a Surrey police force using scare tactics as exposed by this newspaper since the beginning of this year.

As we reported earlier this month, some of the RCMP supporters have publicly sworn and yelled at Guer-

ra and Patton. Guerra also told the media at the time that she had been receiving threatening emails after she, McCallum, Patton, Elford and Nagra had voted to pass the budget on December 2.

On Monday, December 16, the same RCMP supporters once again desperately resorted to goon tactics, but McCallum outwitted them all by ruling that the opposition Councillors would not be able to speak due to safety conditions.

Also, supporters of McCallum and

a Surrey police force turned up in large numbers to counteract the rowdy behaviour of the RCMP supporters.

Some of the RCMP supporters even tried to make it into a racist issue.

Some sections of the mainstream media have also openly supported those opposing McCallum, including one TV station in particular, with many wondering what connection their reporter or reporters may have with the RCMP.

Commissioners investigating LifeLabs privacy breach affecting millions THE Of�ice of the Information and Privacy Commissioner of Ontario (IPC) and the Of�ice of the Information and Privacy Commissioner for British Columbia (OIPC) are undertaking a coordinated investigation into a cyberattack on the computer systems of Canadian laboratory testing company LifeLabs.

LifeLabs is Canada’s largest provider of general diagnostic and specialty laboratory testing services. The company has four core divisions: LifeLabs, LifeLabs Genetics, Rocky Mountain Analytical, and Excelleris.

On November 1, LifeLabs reported a potential cyberattack on their computer systems to the IPC and the OIPC. Shortly thereafter, they con�irmed they were the subject of an attack affecting the personal information of millions of customers, primarily in Ontario and British Columbia.

name, address, email, customer logins and passwords, health card numbers and lab tests. LifeLabs advised our of�ices

that cyber criminals penetrated the company’s systems, extracting data and demanding a ransom. Lifelabs retained outside cybersecurity consultants to investigate and assist with restoring the security of the data,” the commissioners said.

The co-ordinated IPC/OIPC investigation will, among other things, examine the scope of the breach, the circumstances leading to it and what, if any, measures Lifelabs could have taken to prevent and contain the breach.

Call for federal hate crime investigation after Sikh brutally attacked in California

RICHMOND, California: Following the brutal attack of a 57-year-old Sikh American this week, United Sikh organization – a global United Nationsaf�iliated humanitarian non-pro�it – on Tuesday called for hate crime charges to be �iled against the assailant, who remains on the loose.

Baljeet Singh Sidhu, who dons a dastaar (turban) and unshorn hair as guided by his faith, has retained United Sikhs to call upon the Department of Justice and FBI for a federal investigation because he believes his attacker targeted him for his appearance and religion.

“Sikhs are 100 times more likely to be assaulted than the average American citizen because of our distinct appearance,” said Jasmit Singh, United Sikhs Legal Director. “In the wake of this attack, we urge the Sikh community and all our fellow Americans to continue practicing their faith freely. by an unknown young man in the early hours of the morning on December 15.

As described in a video interview, Sidhu was parking his taxi cab after work when he was stopped by the man, who asked for a ride.

Sidhu explained that it was the end of his shift and as he proceeded to exit his cab, the man attacked and pushed him on the ground.

“He held the door, and said ‘I got you,’ and hit me with a BBQ pan,” Sidhu said.

“He choked me, and we fell down on the ground.”

A mall security guard happened to be nearby and heard Sidhu call for help.

He intervened and stopped the attack, calling for police. When Richmond police arrived, they found Sidhu on the ground.

Sidhu doesn’t remember much about the attacker due to being in shock, but Richmond police do have neighborhood surveillance video that may have caught the suspect.

We have taken several measures to protect our customer information including: - Immediately engaging with world-class cyber security experts to isolate and secure the affected systems and determine the scope of the breach; - Further strengthening our systems to deter future incidents; - Retrieving the data by making a payment. We did this in collaboration with experts familiar with cyber-attacks and negotiations with cyber criminals; - Engaging with law enforcement, who are currently investigating the matter; and - Offering cyber security protection services to our customers, such as identity theft and fraud protection insurance.

I want to emphasize that at this time, our cyber security firms have advised that the risk to our customers in connection with this cyber-attack is low and that they have not seen any public disclosure of customer data as part of their investigations, including monitoring of the dark web and other online locations.

We have fixed the system issues related to the criminal activity and worked around the clock to put in place additional safeguards to protect your information. In the interest of transparency and as required by privacy regulations, we are making this announcement to

notify all customers. There is information relating to approximately 15 million customers on the computer systems that were potentially accessed in this breach. The vast majority of these customers are in B.C. and Ontario, with relatively few customers in other locations. In the case of lab test results, our investigations to date of these systems indicate that there are 85,000 impacted customers from 2016 or earlier located in Ontario; we will be working to notify these customers directly.

Our investigation to date indicates any instance of health card information was from 2016 or earlier.

While you are entitled to file a complaint with the privacy commissioners, we have already notified them of this breach and they are investigating the matter. We have also notified our government partners.

While we’ve been taking steps over the last several years to strengthen our cyber defenses, this has served as a reminder that we need to stay ahead of cybercrime which has become a pervasive issue around the world in all sectors.

An Ocean of Peace: 100 Years of Sikhs in New Westminster ON Wednesday January 15, the New Westminster Museum and Archives will open its latest exhibition, An Ocean of Peace: 100 Years of Sikhs in New Westminster.

This new exhibition was developed in partnership with Khalsa Diwan Society New Westminster. The opening reception, at 6 p.m. on the third floor of the Anvil Centre, features tours and refreshments. The exhibition runs to May 31, 2020.

In March 2019, Queensborough’s Gurdwara Sahib Sukh Sagar celebrated its 100th anniversary. This exhibition explores and celebrates the Sikh community of New Westminster and their relationship to their place of worship – the spiritual, political, and social centre of the community.

“This exhibition is the result of an important partnership between the City, the Gurd-

wara, and the community,” says guest curator Paneet Singh. “It’s important that these stories are being shared by the community and that the community is in control of the narrative that is about a place with which they have such a deep and intimate relationship. For these stories to be centralized in a setting like the New Westminster Museum, outside of the walls of the Gurdwara, alongside the popular narratives of the city’s history, provides a meaningful opportunity for sharing and communitybuilding.”

Guest curated by Naveen Girn and Paneet Singh, and graphic designed by popular illustrator Anu Chouhan (@anumation), this exhibition is the result of over a year-long process of community consultations, conversations, one-on-one

While breach notification became mandatory at the federal scale last year, it is still not a requirement provincially. As well, it is not required that companies notify individuals when their data has been breached. Public bodies are not required to report breaches at all.

“Private companies must face repercussions for negligent data handling practices,”

interviews, and oral history collection. The result is an immersive experience capturing the sights and sounds of Gurdwara life, and an exploration of themes of belonging, spirituality, identity, community-building, celebration, and activism.

Programming that will enhance this feature exhibition is being confirmed and will be updated on the museum website at nwmuseumarchives.ca and through the museum’s Facebook page.

This toy drive in memory of Victor continues to bring hope to thousands of boys and girls. Neeta Ghirra, Victor’s sister-in-law, said: “This toy drive is something special for our family that grows year after year and has become a big year-end get-together for everyone that wants to make a difference.” Riverside Banquet Hall was full of holiday cheer for this free annual family holiday event, with festive décor, a photo booth with Santa, a kids’ bouncy castle, William Cook Elementary School’s Christmas choir and tasty treats for everyone to enjoy.

Victor was involved in many charitable initiatives, but one charity that Victor was really touched by was the BC Children’s Hospital.

A heartwarming story that depicts Victor’s character was when he would buy thousands of dollars of toys every Christmas and go to Children’s Hospital to donate them to needy children. When they would ask, “Who are you and where are these toys from?” Victor would simply reply, “It doesn’t matter who I am or where I am from, these toys are for the kids and that’s all you need to know.”

It was later found that Victor had made trips to the hospital for over a dozen years. Victor was just being Victor; he didn’t tell anyone what he was up to.

Victor had such a profound impact on the people he worked with that many are still deeply involved with the toy drive. Moya Matick, Office Manager with the Co-operators, said: “The Co-operators District and Agency staff are so proud to once again to continue to support the good causes that need our help at this time of year. We raised $1,250 and brought over 200 toys to make the holidays brighter for those who need it.”

Jerry Gamble, Business Development Manager, TuGo Travel Insurance, who also worked with Victor at VanCity Insurance and looks forward to the toy drive every year, said: “This year we had two employee groups come together, volunteer at the toy drive and we had $1,425 raised to spend on toys. Next year, we hope we can encourage more employees to join us and make an even bigger impact.”

The annual toy drive dedicated to Victor was able to help 14 good causes this year: Children’s Hospital, Lower Mainland Christmas Bureau, Key Solutions, Richmond Christmas Fund, Options BC, Canuck Place, Nightshift Ministries – Care Centre, North Shore Family Services – Christmas Bureau, Second Stage Women’s Centre, Ray-Cam Community Centre, Peardonville House, Surrey Christmas Bureau and two local schools with families in need. More than 40,650-plus toys have been collected over the past 13 years in memory of Victor.

Harvey Kooner of BBS, founder of the toy drive, said: “It is really heartwarming to see how this toy drive grows year after year. Dedicated volunteers on our planning committee spark a whole community to come out and give back.

This is all about giving hope during the holiday season and showing that there are people out there that care. This toy drive is supported by hundreds of Secret Santas that just want to do good, it is thanks to their generosity that we help so many charities.”

To Whom it May Concern, As you may recall, on the night of November 30, 2019, you entered a garage in the 33300 block of Wren Crescent in Abbotsford. Once inside, you noticed a shiny red mobility scooter, and decided to cowardly steal it from the garage.

Granted, the garage was left open by mistake by the home

owner, but the open door was not an invitation to you to take the Shoprider Trailblazer scooter.

We have attached a photo of the scooter in case you forgot what it looks like. You may

have noticed the “Honk if you love Neil Diamond” and the Canucks “Fin” stickers on the scooter’s rear bumper.

What you didn’t know was that the owner, a 65-year-old Abbotsford resident, suffers from MS. The MS has severely limited her mobility, and she relies on this scooter for transportation. She kindly requests that her scooter be returned.

Trump becomes third president in US history to be impeached IN a historic move, the House of Representatives passed two articles of impeachment against President Donald Trump on Wednesday. It’s only the third time in history that a US president has been impeached.

The House voted primarily along party lines to impeach Trump on abuse of power and obstruction of Con-

gress, CNN reported.

The vote on the first article of impeachment — abuse of power: - Democrats: 230 yeas - Republicans: 197 nays One member, Democratic Rep. Tulsi Gabbard, a 2020 Democratic presidential candidate, voted present.

The vote on the second article of impeachment — obstruction of Congress:

- Democrats: 230 yeas - Republicans: 197 nays Gabbard was again the only Democrat to vote present.

The White House hit back with a statement that said: “Today marks the culmination in the House of one of the most shameful political episodes in the history of our Nation. Without receiving a single Republican vote, and without providing

any proof of wrongdoing, Democrats pushed illegitimate articles of impeachment against the President through the House of Representatives. Democrats have chosen to proceed on this partisan basis in spite of the fact that the President did absolutely nothing wrong.

Indeed, weeks of hearings have proved that he did nothing wrong.”

It called the impeachment a “sham” that denied the President “fundamental fairness and due process under the law.”

The statement added: “All of these antics make clear that Democrats have lost sight of what this country needs, which is a Congress that works for the people.

Their boundless animus for President Trump fuels their desire to nullify the 2016 election results, and improperly influence the 2020 election.”

CNN reported that House Speaker Nancy Pelosi said it was “a great day for the Constitution” but “a sad day for America.”

“I could not be prouder or more inspired by the moral courage of the House

Meanwhile, Trump was at a “Merry Christmas” rally in Michigan lashed out at the Democrats and claimed that they had “branded themselves with an eternal mark of shame.”

legal unconstitutional and partisan impeachment, the do-nothing Democrats are declaring their deep hatred and disdain for the American voter.”

Trump likened the impeachment proceedings to a “political suicide march” and asked: “Have you seen my polls?”

CNN reported on Thursday that Senate Minority Leader Chuck Schumer made limited remarks to reporters as he walked back to the Senate from Pelosi’s office.

“We are in the same page, and what Speaker Pelosi said at her press conference, exactly characterizes my view,” Schumer told reporters.

CNN said Pelosi and House Democrats are signaling that they will send the articles of impeachment to the Senate after Schumer and Senate Majority Leader Mitch McConnell cut a deal first on the rules of the trial.

McConnell said that the Senate is at an “impasse” about setting the rules of the impeachment trial, leaving the status of the trial in limbo as lawmakers leave Washington until the new year.

Shots fired into North Delta residence, parked vehicles AT approximately 8:35 p.m. on Friday, December 13, Delta Police responded to report of shots being fired in the 11800-block of 73A Avenue.

“There were no reported injuries, but we can confirm that several shots were fired into the residence and the vehicles parked in the driveway,” said Cris Leykauf, spokesperson for Delta Police.

ON December 18, at approximately 9:57 p.m., Surrey RCMP responded to a report of an injured male in the 7600-block of 128th Street.

Officers located a male suffering from potential life-threatening injuries. He was transported to a local area hospital.

Officers conducted a canvass in the area, hoping to speak to any witnesses who may have observed any sort of altercation in the area.

New Task Force report addresses truck parking issue in Surrey THE lack of truck parking in Surrey has been a chronic issue in Surrey. In December of last year, Surrey Mayor Doug McCallum and Council established the Truck Parking Task Force to develop deliverable options to increase the supply of truck parking in Surrey.

More than 2000 residents, truck owners and operators and industry stakeholders participated in the public engagement sessions, which has resulted in six initiatives that will generate up to 1700 new authorized truck parking spaces in Surrey.

BC Trucking Association announces application window for CleanBC HDVE Program Incentives THE BC Trucking Association (BCTA) will be accepting applications from BC motor carriers from February 3 to 21, 2020, for incentives to purchase eligible fuel-efficient technology under the CleanBC Heavyduty Vehicle Efficiency (HDVE) Program.

The program, funded by the Province of British Columbia, offers rebates for up to 30 to 50 percent of eligible costs, to a maximum of $10,000 per vehicle or $100,000 per fleet.

The CleanBC HDVE Program Incentives are available to eligible BC carriers for investment in approved fuel-efficiency equipment that promises documented savings in fuel usage and decreased

greenhouse gas (GHG) emissions. Eligible equipment includes wide-based single tires (445mm or wider), selected aerodynamic devices and engine or fuel system modifications.

While BCTA is administering the program, a BCTA membership is not required to participate. The primary goal of Program Incentive distribution is the reduction of GHG emissions from heavyduty on-road commercial vehicles. Incentive applications are open to all BC-based carriers, including owner-operators. To ensure access to funding province wide, BCTA will distribute Program Incentives among eligible ap-

plicants in a way that supports diversification across provincial regions as well as across motor carrier types and fleet size.

The following eligibility requirements apply: * Companies must have one or more heavy-duty commercial vehicles in their fleet (a vehicle with a gross vehicle weight greater than 11,794 kg) that is licensed and insured to operate in BC, conducts business in BC and has a terminal located in BC. * At least one company representative must successfully complete the free, one-day CleanBC Heavy-duty Vehicle Efficiency Program Course prior to applying for incentives.

Three days later, IHIT identified the homicide victim as Randeep Kang, 27, of Vancouver.

IHIT Cpl. Frank Jang said at the time: “Mr. Kang was known to police and associated to gang activity. Investigators believe Mr. Kang’s murder was targeted and linked to other gang violence in the Lower Mainland.”

Jang said: “This was a brazen shooting in a residential neighbourhood and a blatant disregard for the safety of the public. There are people who have information about what happened. I urge these individuals to come forward and speak with IHIT so that we can hold those responsible to account.”

On November 3, 2017, The VOICE reported: Randeep Kang, 27, of Vancouver, who was shot dead in Surrey last week on October 27, and his brother, who was injured in the shooting, were obviously targeted.

Their house at Kaslo Street and East 22nd Avenue was shot at just two months ago just before midnight on August 21. Vancouver Police said: “Investigators believe the incident was not random and that the house was targeted.

There were no injuries. No arrests have been made and the investigation continues.”

Sources said the Kang family no longer live there.

And three years ago, in August 2014, multiple shots were

fired at the same house. Although they were not named back then, I had reported then that the house was that of one of the alleged chief players in the gang rivalry that was rocking the South Slope area of East Vancouver.

Police sources told me at the time that basically it was a conflict between two groups of South Asian youths, from four different families. There were two main players and each of them had a special friend.

In fact, because of the ongoing threats of violence at the time, Vancouver Police in August 2015 moved special security cameras to near the Kangs’ house. Just before that those cameras had been installed in the 1400-block of East 54 to keep a check on their rivals.

Background: Jagvir Malhi Jagvir Malhi, 19, who was killed on November 12, 2018, in Abbotsford was an innocent victim and was not involved in gangs, the Integrated Homicide Investigation Team announced on December 6, 2019.

IHIT investigators now believe that Malhi was an unintended victim of what was a shooting targeting another individual.

“Jagvir Malhi was a young university student with no history of criminality; however, there were some individuals in his life that were involved in the Lower Mainland gang conflict,” said IHIT Sgt. Frank Jang.

(Back in November 2018, the South Asian media reported that Jagvir Malhi used to be a star basketball player in school. At the time, IHIT said:

“This shooting occurred near a public school, a blatant disregard for the safety of the community. We are fortunate that school was not in session at this time. We believe this incident was not random, and is linked to the ongoing gang conflict in the Lower Mainland.”)

IHIT took conduct of the investigation and claimed earlier this month that it has since gathered significant evidence and has made great strides in the case with the assistance of the Abbotsford Police Department and its other policing partners.

In the early stages of the investigation, IHIT learned of a burning dark blue Acura TL found in the area of 128A Street and 109th Avenue in Surrey around 4:20 p.m. on the same afternoon as the shooting. It appeared the suspects attempted to burn the vehicle but the fire was quickly extinguished by the Surrey Fire Department before it sustained any significant damage. Based on the information gathered, investigators have definitively linked the two incidents.

An extensive neighbourhood canvass captured considerable video surveillance footage including one showing a white Mazda 3 driving in tandem with the blue Acura TL. Investigators believe the occupants of the blue Acura TL set the vehicle on fire before leaving the area in the white Mazda 3. IHIT would like to speak with anyone that has information about either vehicle.

In a tweet, IHIT said: “We have made great strides in the case and have identified suspects.”

Surrey RCMP issue road safety reminder after 3 serious accidents involving pedestrians SURREY RCMP are reminding the public to be vigilant on the roads following three recent serious collisions, two of which involved pedestrian fatalities.

In just under 48 hours, Surrey RCMP responded to three serious motor vehicle collisions involving pedestrians. Two people died, and a third person is currently in the hospital in critical condition, with life-threatening injuries.

Surrey RCMP say that at this time of year road conditions can be challenging for all road users. Low light conditions combined with fog and rainfall creates poor visibility for drivers, pedestrians, and cyclists.

They are urging all drivers to slow down and drive appropriately for current conditions, and are reminding pedestrians to increase their visibility by wearing bright colours or reflective materials.

More tips for improving pedestrian road safety include: * Make eye contact with drivers before crossing the street. Do not assume a driver has seen you. * Always use a crosswalk. * Walk on the inside edge of the sidewalk so you are further away from traffic. * If there is no sidewalk, walk facing traffic so you can see oncoming vehicles. * Make sure you can hear and see oncoming cars. Remove your headphones and your hood when crossing the street. * Always look for signs that a vehicle is about to move (rear lights, exhaust smoke, sound of motor, wheels turning).

Drivers can improve road safety by including these practices: * Vehicles should have their lights on to increase visibility, regardless of the time of day. * When approaching an intersection always scan right and left for pedestrians before continuing through. * When operating a vehicle, be cautious of

pedestrians who may be distracted or unaware of their surroundings (texting, on the phone, headphones in, umbrelCpl. Elenore Sturko la or hood blocking their vision). * Obey the speed limit and drive for the conditions.

Pedestrian killed in collision in Cloverdale ON Monday, December 16 at approximately 2:15 p.m., police responded to a fatal collision at 192nd Street and 80th Avenue where a pedestrian, an adult female, had been struck by a vehicle.

Pedestrian struck by vehicle in Cloverdale A pedestrian was struck by a vehicle in the Cloverdale area early Monday morning.

On December 16 at 7:30 a.m., Surrey RCMP responded to a collision at 188th Street and 56B Avenue where a pedestrian had been struck by a vehicle. The female pedestrian has been taken to hospital in serious condition. The driver of the vehicle remained on scene and cooperated with police.

Fatal pedestrian accident in Surrey SHORTLY after 5:20 p.m. on Saturday, Surrey RCMP were advised that a pedestrian, who was crossing the street mid-intersection, had been struck by a car. The driver of the car remained on scene to assist with the investigation and was later transported to hospital with minor injuries.

The pedestrian was transported to hospital by ambulance where he later succumbed to his injuries.

Initial investigation shows that speed and alcohol do not appear to be factors in the accident.

THE B.C. Green Party on Friday released the rules for its upcoming leadership contest.

Sat Harwood, Chair of the party’s Provincial Council, said that the rules were developed with equity, diversity and accessibility as central values: “We believe those who seek to form government should lead by example,” Harwood said. “We have designed our 2020 leadership contest on the same foundation of leading with our value.

“That is why these leadership contest rules extend the vote beyond formal party membership to any British Columbian of 16 years or older who wants to support a leadership candidate (and does not actively support another political party).

“It is our hope that the 2020 B.C. Green leadership contest can be an opportunity to participate in an important democratic process for those who would otherwise be uninterested, disadvantaged or excluded.”

Highlights of the leadership contest as set out in the rules include: * Expanded voter base to include those aged 16 and up who wish to support a candidate but do not wish to become a party member. Full membership in the party is already free for youth aged 25 and younger. * The spending limit for each candidate is $300,000, excluding fees paid to the party. * Three debates will take place after April 30. A debate will be held in each of the following regions: (1) Vancouver Island, (2) Lower Mainland, (3) rest of B.C. * Voting will take place from June 15-26 primarily online, with a secure telephone option for those without access to the internet. The party will use ranked ballots for a contest of three or more candidates, or firstpast-the-post for a contest of two. * Fees paid to the party will total $16,000, plus a compliance deposit and 25% of additional contributions.

The party also announced today that its Provincial Council has appointed MLA Adam Olsen (Saanich North and the Islands) as interim leader for the duration of the leadership contest, January 6 to June 27, 2020.

“I’m honoured to accept the role of interimleader once again. The work that our caucus has carried out over the past two years is incredibly important to me,” Olsen said.

“I want to acknowledge and thank my colleague and friend Andrew Weaver for his leadership. This is an incredibly exciting time for the party; the 2020 leadership contest is an opportunity to champion our values, open up our organization, welcome new voices, and build the next era of politics in BC.” An interim leader has all of the duties and responsibilities of a permanent leader in terms of party activities. As per the party’s by-laws, the interim leader may not run for the party’s permanent leadership position.

Another broken promise to forestry workers by Horgan: BC Liberals AFTER promising to end the Western Forest Products strike and get British Columbians back to work before the holidays, Premier John Horgan has once again failed the thousands of workers who remain on strike after mediation talks broke down last weekend, leaving no relief in sight for

those caught in the monthslong dispute, say the BC Liberals.

“People are losing their vehicles, falling behind on bills, and are barely able to support their families and John Horgan simply ignores them,” said BC Liberal Leader Andrew Wilkinson on Wednesday. “Hundreds

of workers from the North Island who came to Victoria to ask for help were promised an end to this strike by Horgan.

Now we’ve learned they won’t be seeing any help from the NDP at all and the strike will continue to drag on, which is not surprising given that John Horgan has no problem break-

ing his promises to British Columbians.”

“The NDP government’s response to this strike has been absolutely unacceptable and it’s time for the Premier to actually do something rather than continue to make empty promises,” added BC Liberal Labour Critic John Martin. “There are

options out there that the NDP can use to get these people back to work. The United Steelworkers are one of John Horgan’s biggest donors, surely he can call them up and ask for help on behalf of the people of this province who are suffering.

It’s absolutely shameful that he’s choosing to ignore thou-

sands of British Columbians for what appears to be purely political reasoning.”

There have so far been 10 permanent or indefinite mill closures and over 10,000 job losses in B.C.’s forestry sector this year.

What happens when a car company lies about pollution?

IN World War Two, from September 1939 to August 1945, Allied planes dropped 3.4 million tons of high explosive bombs on Axis powers – Germany, Japan and to a relatively minor extent, Italy. The bombing campaigns to put it mildly created a lot of smoke, fire and dust which we would now call pollution.

Emerging literally out of the ashes of World War Two, the production line for the German Volkswagen, the “Peoples Car”, located in the city of Wolfsburg in the British Occupation Zone was encouraged back to life at the end of 1945 by a forward-thinking British officer, Major Ivan Hirst.

After heroic efforts to keep going during the late 1940s, by the 1950s the Volkswagen beetle had achieved great popularity and the Volkswagen Company became highly successful eventually taking over the Audi and Porsche brands.

In recent years Volkswagen AG, as it is now known, has become a behemoth and is one of the major players worldwide in automobile production.

In an illustration of GK Chesterton’s profound comment that success is a poison to be taken late in life and then only in very small doses, it seems that Volkswagen’s confidence in its own power and superior engineering led to a very costly mistake.

By 2014 evidence of fraudulent pollution data emerged. This unfortunate deception appears to have come onto the radar screen of several American state agencies, a university or two and an automotive NGO watchdog in relation to apparent discrepancies between Volkswagen’s advertised diesel engine pollution results during government testing, and real-world results.

By 2015 the pollution results from certain VW diesel engines were being reported as 40 times the amount of pollutants compared to what the company statements suggested. The software in the subject vehicles was designed to give false results at the time of government testing but allowed the exhaust system to pollute at an unacceptable rate in day to day use, to achieve superior fuel economy – all very good for marketing.

In 2015 Volkswagen paid US$33 billion to the American government agencies involved in the prosecution for the violation of environmental regulations, concerning something in the order of 500,000 vehicles.

The Canadian response, dealing with approximately 128,000 vehicles has been slower. The Canadian Department of Environment and Climate Change brought 60 charges against Volkswagen under the Canadian Environmental Protection Act. On Friday 13, 2019, Volkswagen AG was getting ready to plead guilty to the Canadian charges when an organization called EchoJustice asked

the Court for standing in the proceedings on the basis that EchoJustice intended to seek to submit victim impact statements. Quoted in the National Post newspaper, counsel for that organization is reported to have said “the victims are many; everyone breaths. Everyone is/was exposed to dangerous levels of toxic pollution when they were near these VW cars”. The Court will rule on this submission shortly.

The purpose of the intervention by EchoJustice is not precisely clear and how victimhood will be established is equally vague. Certainly people with lung conditions would be well advised to stay clear of the exhaust system of any motor vehicle whether manufactured by Volkswagen under their self-imposed exemption from the rules or by more compliant manufacturers.

The bombing in World War II produced an inconceivably greater amount of pollution than any number of inadequately regulated the diesel engines could possibly emit. But anyway, cheating in regard to environmental regulations is dirty business.

Whatever happens with EchoJustice and possible delays while victims are found and brought forward, Volkswagen will pay the Canadian
