Burnaby proclaims April 14 as Dr. B.R. Ambedkar Day of Equality APRIL 6, 2020, is a historical day for City of Burnaby. It is the day when the Council of the City of Burnaby proclaimed April 14 as the Dr. B.R. Ambedkar Day of Equality.

Who was Dr. Ambedkar and what is his relevance to the City of Burnaby, some may ask?

We implore you to consider flights not just from Delhi and Mumbai but from cities within Punjab, such as Amritsar and Chandigarh. The case for additional MD residencies for Canadian IMGs in B.C.

THE supply of doctors in British Columbia is tightly controlled by entrenched entities – namely, by the University of British Columbia and the College of Physicians and Surgeons of British Columbia (CPSBC) – resulting in doctor shortages across the province, especially in rural BC. The lack of sufficient medical training seats available for students to attain MD degrees in our universities – coupled with the lack of sufficient available spaces for doctors who have completed their MD degrees seeking medical residencies in BC – is artificially and unnecessarily creating a doctor shortage in BC.

System is unfair for Canadian IMGs

In Canada, and especially in BC,

Canadian citizens or permanent residents who studied abroad (CSAs) and graduated with medical degrees internationally are known as Canadian IMGs, or Canadians who are International Medical Graduates. For these Canadian IMGs, the system of successfully obtaining scarce medical residency positions in Canada is rigged against them by the entrenched entities. The current system is unfair and not based on merit or competency. It is government’s job to create a system that is fair and rewards competency.

Currently, Canadian-trained doctors, plus new foreign visa holders from other countries, are obtaining training seats and medical residencies in our universities, while Canadian IMGs get passed over and are left waiting years, or else they end up leaving the country to go to the United States or other countries.

The vast majority never come back to Canada. This is a terrible

BC needs trained doctors and health care professionals to assist in fighting the COVID-19 pandemic.

The government is allowing retired doctors and health care workers to re-register with the province. These doctors, who are over 65 years old, retired mostly due to health reasons.

Meanwhile, there are a few dozen young, eager Canadian IMGs of BC origin who came back to BC, still live in BC, and most importantly, want to practice medicine in BC, but are being denied medical residencies in BC and in other provinces due to systemic, historic, and institutional intransigence by entrenched entities reluctant to change. In other words, as governments readily re-hire retired doctors (who, by the way, are “most at-risk� to COVID-19) they are over-looking a valued domestic resource within their own

communities – a resource eager to help fight the COVID-19 pandemic locally, provincially and nationally.

Proposed by-law changes exclude Canadian IMGs

On April 1, with the blessing of the Ministry of Health, the CPSBC announced changes to their bylaws in order to allow foreigntrained doctors to register and become “associate physicians� to help fight COVID-19. Unfortunately, the registration criteria specifically excluded Canadian IMGs who haven’t done their medical residencies from even applying. Canadian IMGs meet two of the criteria: 1) Possess a Medical Degree, and 2) Passed Part 1 of the LMCC Qualifying Exam.

“Lack of funds” or resources is no longer valid CONTINUED ON 1 by the College of Physicians and Surgeons is the unnecessary requirement: “At least two years of postgraduate training in a medical or surgical specialty.” This particular criterion favours foreign IMGs from Ireland, England and other countries from Europe and abroad, but excludes Canadian IMGs. The foreign IMGs, once they clear the vetting process and are registered, will be eligible

to work in BC hospitals as “associate physicians under the direction and supervision of attending physicians in acute care settings.”

The role of the associate physician includes “working as part of a hospitalist team or in an operating room as a surgical assistant.”

My question is: How is that any different from the decades-old practice of medical residents, both domestically-trained and international medical graduates, “working under the direction and supervision of at-

tending physicians in acute care settings” or “working as part of a hospitalist team or in an operating room as surgical assistants?”

This practice already exists!

If these foreign IMGs that are going to be hired temporarily will be doing exactly the same duties “under supervision” that medical residents would also do under supervision, then why specifically exclude Canadian IMGs from participating in this program in favour of foreign IMGs? The University of BC, the College of Physicians and the Ministry of Health need to also include Canadian IMGs within their proposed by-law changes and make it a competence-based, fair-playing field.

“Lack of Funds” not an issue any more In the past, the traditional response from UBC, the CPSBC, and also the Ministry of Health of a “lack of funds” or resources is no longer valid (even though it was suspect to begin with) as all levels of government federally and provincially are going into huge deficits to fight the COVID-19 pandemic; BC alone will have a $5-billion deficit.

The amount of funds needed to open more medical residencies is a fraction of a drop in the bucket.

The time for change is NOW! Another traditional response is that it is “too

complicated” to make the changes, and that this is “not the right time” to do it.” At her daily news conference last week Dr. Bonnie Henry, the BC Provincial Health Officer, was asked by CFJC Today why foreign-trained Canadian doctors were being left out by the CPSBC and the Ministry of Health. Dr. Henry responded: “The time of crises is not necessarily the time where we want to modify the requirement that people need to have to ensure that they can practice in a safe way in this province.”

I totally disagree with Dr. Henry. The time to make the change is precisely now! If not now, during a time of crisis, then when is the right time?

While most jurisdictions across the world are playing catch-up to the COVID-19 pandemic, some like Ireland, the United Kingdom, India, New York state, Quebec, Ontario and others are proactively opening up more doctors’ positions and medical residencies in order to get ahead of the curve.

The UK has dropped its domestic criteria, created a fair-playing field and made it competence-based by inviting doctors and medical graduates from across the world to participate in fighting the pandemic.

British Columbia should also be proactive and do the same here in this province. British Columbia needs more doctors now to fight the pandemic, not when it is over!

On April 7, at 12:43 a.m., 21-year-old Pritpal Singh was shot and killed outside a residence in the 8800-block of 138A Street.

IHIT continues to work with the Surrey RCMP, the Integrated Forensic Identification Services and the B.C. Coroners Service to gather evidence.

Investigators are working to determine a motive. This incident is not believed to be related to the ongoing Lower Mainland Gang Conflict.

2 South Asian truckers charged after suspected cocaine seized at Ontario’s Ambassador Bridge RCMP have charged 31-year-old Sukdeep Singh of Brampton, Ontario, and 26-year-old Inderjeet Singh of Lindsay, Ontario, with importation of a controlled substance and possession for the purpose of trafficking after Canada Border Services Agency (CBSA) officers at the Ambassador Bridge in Windsor seized approximately 38 kilograms of suspected cocaine from a commercial load on March 17.

The CBSA estimates the value of the suspected cocaine at over $4.8 million.

A commercial truck, with two Ontario residents, a driver and co-driver, entered Canada through the Ambassador Bridge, and was referred for a secondary examination. During the examination, border services officers discovered suspected cocaine within a mixed commercial load of citrus fruit.

The CBSA arrested the two individuals and seized the suspected narcotics. The RCMP attended and took

Minor son of COVID-19 patient from Canada tests positive in Lucknow Lucknow (IANS): A two-and-a-half-year-old son of a female doctor from Toronto, Canada, who was the first COVID-19 positive patient in Lucknow, has now tested positive for the deadly virus.

It is the first case in the state capital where a child has tested positive.

The child has been admitted to the King George’s Medical University (KGMU) here.

The woman doctor, who arrived in Lucknow on March 8, had tested positive but recovered and was discharged from the KGMU. Though her husband tested negative, her inlaws also tested positive and are now under treatment at the Civil Hospital. The family has now been come to be known as the ‘corona family’ among many city residents.

Immigrant womenâ&#x20AC;&#x2122;s sewing collective making masks for those in need A group of immigrant women are working together to sew cloth facemasks to help in the COVID-19 pandemic.

Clara, Wendy, Rosey, Masoomeh, Bekhita, Digna and Shiva are members of a sewing business collective called Sewmates Craft, which is part of the Intercultural Womenâ&#x20AC;&#x2122;s Maker Society.

The entrepreneurial seamstresses first came together in October 2018 through the Make It! Sewing Business Program, delivered jointly as a pilot program by Vancouver Community College (VCC) and DIVERSEcity Community Resources Societyâ&#x20AC;&#x2122;s Immigrant Entrepreneur Program with funding

by Immigration, Refugees and Citizenship Canada (IRCC).

After courses in communication, business and sewing skills, the women joined together to start producing an original collection of handmade bags and accessories under the business name Sewmates Craft.

Their Cloth Facemask Initiative came together within days after the women had their first virtual team meeting on March 25. â&#x20AC;&#x153;With our cultural backgrounds, we understand that wearing masks is a common protection in most Asian countries,â&#x20AC;? says Clara. â&#x20AC;&#x153;We were so worried about the emerging situation and some of our members kept mentioning this idea of sewing masks.â&#x20AC;?

Wendy adds: â&#x20AC;&#x153;So we held a motion during our Zoom meeting to use our skills to donate our time and do something good for the community. We all voted â&#x20AC;&#x2DC;Yesâ&#x20AC;&#x2122; that we should do this!â&#x20AC;?

Research was done, their sewing machines came out, patterns were created and the women started sewing masks â&#x20AC;&#x201D; each from their individual homes.

While these masks are not replacements for surgical or N95 masks, which are in extremely high-demand for health care workers, such cloth masks are gaining popularity globally. According to BC Centre for Disease Control (April 4), the virus

is transmitted via droplets when an infected person coughs or sneezes. A mask can act as a barrier to help keep a personâ&#x20AC;&#x2122;s droplets in.

On April 6, Canadaâ&#x20AC;&#x2122;s Chief Public Health Officer Dr. Theresa Tam stated that wearing a non-medical mask can help stop the spread of COVID-19, in tandem with social distancing.

While the science isnâ&#x20AC;&#x2122;t certain, Tam says a non-medical mask can reduce the chance of a personâ&#x20AC;&#x2122;s respiratory droplets coming into contact with others or landing on surfaces.

The Intercultural Womenâ&#x20AC;&#x2122;s Maker Societyâ&#x20AC;&#x2122;s sewing collective has already made their first 100 cloth face-

masks, which are being donated to Mission Possible, a community economic development agency in Vancouverâ&#x20AC;&#x2122;s Downtown Eastside, and other organizations in the DTES. These 100 masks were delivered on Tuesday, April 7 for distribution among the homeless in the community.

With Florenceâ&#x20AC;&#x2122;s help, their plan now is to call for donations so they can sew and deliver masks to vulnerable communities and those in need who wouldnâ&#x20AC;&#x2122;t have access to the medical grade masks. â&#x20AC;&#x153;We are hoping to leverage the initiative to do some fundraising for another 1,000 to 2,000 cloth facemasks,â&#x20AC;? says Florence. â&#x20AC;&#x153;We are now inviting people to sponsor donations of masks to designated care home facilities and/or homeless shelters.â&#x20AC;?

A $500 donation will allow them to make 100 cloth facemasks; $300 donation for 60 and $200 for 40.

Surrey-based DIVERSEcity Community Resources Society is donating $1,000 to the initiative, which means 200 masks that will be donated to DIVERSEcity clients and vulnerable populations in Surrey.

40 new cases of COVID-19 in B.C. – total now 1,410; 5 more deaths – total 55 HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced 40 new cases of COVID-19, for a total of 1,410 cases in British Columbia.

Every health region in British Columbia has patients with COVID-19: 629 are in the Vancouver Coastal Health region, 539 are in the Fraser Health region, 84 are in the Island Health region, 132 are in the Interior Health region and 26 are in the Northern Health region.

There were five new COVID-19 related deaths, two in the Vancouver Coastal Health region and three in Fraser Health region, for a total of 55 deaths in British Columbia.

There have been no new long-term care outbreaks in the last day. Vancouver Coastal Health and Fraser Health teams continue to provide support to the 20 remaining affected long-term care and assisted-living facilities, which have a combined 242 cas-

es of COVID-19.

To date, 879 people who had tested positive for COVID-19 have recovered and no longer require isolation.

Of the total COVID-19 cases, 128 individuals are hospitalized and 65 of those are in intensive care. The remaining people with COVID-19 are recovering at home in selfisolation.

Dix and Henry said: “This holiday weekend is an important time for many British Columbians of diverse faiths. As we reflect on the past few weeks and the challenges we have all faced together, we are reminded of the importance of connecting and protecting our loved ones, our Elders, our health-care workers and our communities.

“This is not the time to travel, unless absolutely necessary. Stay at home and be creative with how you connect and celebrate with family and friends. Find the virtue in virtual and telephone connections. Find to-

getherness without gathering.

“A reminder that while all BC Parks are closed, one can still enjoy some fresh air by going for walks or bike rides with your family in your neighbourhood and remembering to keep a safe distance.

“British Columbians coming home from travel are required to self-isolate for 14 days upon arrival and complete a self-isolation plan. It is crucial for all of us to stay strong in our commitment to flatten the curve. Consider the support that we can give one another, to our loved ones and in our communities, so we can all succeed in this goal.

“B.C. continues to be prepared for the event of a surge in COVID-19 cases. The 271-bed Vancouver Convention Health Centre and 80 new beds at Royal Columbian Hospital are set up as alternate care sites and ready to be operationalized as needed. This is a critical step to ensure that

B.C. is prepared for the worst as we work for the best outcome.

Non-medical cloth masks are your choice during COVID-19

BY DR. BONNIE HENRY Provincial Health Officer FROM the onset of the COVID-19 pandemic, we have regularly seen people choose to wear a variety of masks, from medical masks to cloth face coverings, in grocery stores and parks, on buses and sidewalks.

As we all look to protect our loved ones and ourselves, many have asked if this is the right thing to do.

What we know about the virus that causes COVID-19 is that it spreads from droplets when people who are infected with the virus cough, sneeze or expel droplets when they are in close contact (within one to two metres) with others. This is why physical distancing is so important and why self-isolation is necessary when we are ill or have recently travelled. This is also why washing our hands, covering our mouths when we cough, and not touching our face or eyes are the best actions we, as individuals, can take during the pandemic.

Equally important is the need to reserve

medical masks and N95 respirators for our health-care-workers. It is their job to care for us when we are ill and having the correct protective equipment to do that is crucial for them and for all of us.

So how do non-medical cloth masks fit in? The Canadian public health special advisory committee has closely reviewed evidence from around the world to answer this question. We now know that some people can spread the virus when they have very mild symptoms or may be un-

aware they are infected.

As Dr. Theresa Tam, Canada’s chief public health officer, has explained, a non-medical cloth mask or face covering can help you keep your own droplets out of the air and off surfaces. Choosing to wear such a face covering is like coughing or sneezing into a tissue or your sleeve.

A non-medical cloth mask or face covering, while helpful in containing your own droplets, will not protect you from COVID-19, nor is wearing one required of you if you can keep your safe distance from others.

Moreover, using a cloth mask does not give you permission to disregard physical distancing and self-isolation orders. Indeed, these, along with respiratory etiquette and hand hygiene, remain the key proven measures to stop transmission.

Wearing a cloth mask or face covering is a matter of personal choice. It is another tool you can choose, particularly when maintaining that important safe distance can be a challenge.

Our most important advice remains the

same: if you are sick, you should stay home.

Wearing a cloth mask may contain your virus droplets, but it does not make it okay to go out. Maintain a safe distance from others when you are out, clean your hands regularly and avoid touching your face.

I applaud the creativity and ingenuity of many who have taken the time to make these cloth masks and it is encouraging to see the social connections that have been made by sharing patterns and creative ideas online.

If you choose to wear a non-medical cloth mask or face covering, I remind you of the importance of continuing to not touch your face when wearing it. This is often challenging especially for small children, and of course, be cautious when removing the cloth mask. Wash it regularly and do not share it with others.

We want everyone to stand united and stay strong. Every British Columbian has a part to play in flattening the curve. Let’s all be safe, be calm, be kind and do the right thing.

Janitors face the triple threats of layoffs, low wages, and health impacts of COVID-19.

They ensure essential workplaces are kept clean, including healthcare facilities, public transportation systems, airports, vital shopping locations, courthouses, morgues, parcel delivery facilities, police stations, office buildings, and more.

Janitors will also be deep cleaning shutdown workplaces to ready them for the return of the public when the time comes. These include the schools, colleges, and universities our children attend.

The janitors’ union has been in contact with employers since the beginning of the crisis, ensuring all required safety measures were being met. Most recently an open letter was delivered addressing the government’s new position on maskwearing.

“People say that we are important, but do they really treat us that way?” Gedeon wonders.

In just a few days, a public petition supporting the janitors’ demands has received over one thousand signatures.

Vancouver’s Khalsa Diwan Society supports frontline workers with donations VANCOUVER’S Khalsa Diwan Society (KDS) recently donated 1,000 gloves and 100 safety glasses to support the important work our frontline workers are doing to fight COVID-19.

They thanked all the frontline workers for their hard work and sacrifice in keeping Canadians safe.

Federal NDP: Help Afghan Sikhs and Hindus resettle in Canada LAST week, New Democrats sent a letter to the immigration and foreign affairs ministers to expedite the processing of resettlement applications in Canada for Sikhs and Hindus from Afghanistan.

“It is clear that Sikhs and Hindus in Afghanistan are not safe and continue to face extreme persecution and widespread discrimination. There is an urgent need to protect these communities who

have faced severe persecution for far too long,” said NDP Leader Jagmeet Singh. “The government must expedite the processing of these applications so that these families no longer have to live in fear for their lives.”

Last week, a suicide attack on a Sikh Gurdwara in Kabul, Afghanistan, killed 25 worshipers and injured many others. These young Jagmeet Singh

children, women, and elderly worshipers were horrifically attacked while in prayer. This heinous act was further exacerbated by a subsequent missile attack on the crematorium as family members gathered to hold funerals for their deceased loved ones. ISIS claimed responsibility for the attack within hours and has given the communities 24 hours to leave or face extinction, noted the NDP.

“The situation in Afghanistan has continued to worsen over the years and the situation is dire. This latest attack is clear evidence of that,” added Singh. “New Democrats are calling for immediate special refugee resettlement measures including both government sponsorships and private sponsorships for this extremely vulnerable community. We must act now.”

BCSC’s allegations against Zahir “Zip” Dhanani, another man and their company Arian Resources Corp.

THE British Columbia Securities Commission (BCSC) is alleging that two B.C. men and their Vancouver-based mineral exploration company failed to disclose information, concealed financial losses and made false or misleading statements.

Zahir “Zip” Dhanani and Robert Naso managed Arian Resources Corp., a reporting

issuer in B.C. that traded on the TSX Venture Exchange.

In 2014, Arian entered into an agreement with a Canadian company to buy all the shares of an Albanian company that held the rights to an Albanian copper mine. The mining project was Arian’s only material asset.

The BCSC alleges that between April 2014 and April

2017, Arian failed to comply with its continuous disclosure obligations under the Securities Act by failing to disclose and concealing the true nature of: an $800,000 loss to a promoter who never provided any services actions by the Canadian company to take back shares of the Albanian company

a stop work order and licence revocation relating to the mine a material $285,000 payment to Dhanani’s mother.

The BCSC also alleges that Arian understated the salary and stock compensation of executive officers by hundreds of thousands of dollars.

Dhanani and Naso were officers and directors of Arian,

and the BCSC alleges that they authorized, permitted or acquiesced in Arian’s contraventions and therefore they contravened the same provisions as Arian did.

In 2017, the BCSC issued a cease trade order because Arian failed to file records required under the Act. The cease trade order remains in effect. In 2018, the B.C. Reg-

istrar of Companies dissolved Arian for failing to file annual reports.

These allegations have not been proven. The commission will schedule a hearing date in June 2020.

The BCSC would like to thank the Albanian Financial Supervisory Authority for their assistance in this matter.

Surrey: Easter weekend COVID-19 measures IN an effort to flatten the curve, the City of Surrey is implementing the following measures in advance of the upcoming Easter Weekend.

Effective immediately 1001 Steps (12500-block of 15A Avenue) and Christopherson Steps (2409 Christopherson Road) are closed to all public use. The closures are in effect until further notice.

Starting this Friday, April 10 through Monday,

April 13, vehicle access to Crescent Beach will be closed when the beach parking lot is full. When the parking lot is full, all non-residential vehicle traffic will be diverted from the area at Crescent Road and 128th Street.

“As we head into the Easter weekend, it is more important than ever that we stay the course and that we all continue to take steps

to protect one another and our community,” said Surrey Mayor Doug McCallum. “We have implemented these measures for the Easter weekend, so that we can continue to do our part to flatten the curve on COVID-19. I know the vast majority of Surrey residents are doing their part. I want to thank you for your continued diligence and for taking personal respon-

sibility in avoiding crowded areas and carrying out these safety measures in this time of pandemic.”

The COVID-19 Compliance and Enforcement Team will be proactively patrolling busy areas throughout the Easter weekend to ensure that safe physical distancing measures are being observed.

Surrey RCMP recover approximately $14,000 in stolen phones APPROXIMATELY $14,000 worth of stolen cell phones have been recovered as a result of an investigation by the Surrey RCMP Property Crime Target Team.

The investigation began on March 24 after a local business owner reported that 25 cell phones were stolen from his vehicle. On April 1, police received information that the stolen cell phones were being sold on Facebook Marketplace.

Further investigation culminated in the execution of a pair of search warrants: one at a local hotel, and the other for a vehicle. As a result, officers subsequently recovered 14 of the stolen cell phones.

Two suspects were detained at the hotel and have been released pending further investigation. No charges have been laid at this time.

“Although we successfully recovered 14 of the phones, it’s unfortunate that at this point the business owner is at a loss for the remaining 11 phones,” said Staff-Sgt. Glenn Atkins. “There are individuals who seek to take advantage of unattended valuables.

We’re reminding everyone to deter these types of thefts by not keeping any valuables in your vehicles.”

New measures support returning British Columbians, boost response to COVID-19 THE Province announced on Wednesday it is introducing new measures to make sure British Columbians returning home from international destinations have the support they need to self-isolate and keep their communities safe from COVID-19.

The measures, which include a new legal requirement to provide a selfisolation plan, support the provincial health officerâ&#x20AC;&#x2122;s travel orders and reinforce the federal emergency order under the Quarantine Act requiring people entering Canada to self-isolate for 14 days. â&#x20AC;&#x153;As we welcome British Columbians back home, we must stay vigilant and do everything we can to stop the spread of COVID-19,â&#x20AC;? said Premier John Horgan. â&#x20AC;&#x153;As we follow the advice and guidance of our provincial health officer, itâ&#x20AC;&#x2122;s also important to take care of one another. By supporting people through a self-isolation plan after international travel, we will keep people safe and help flatten the curve.â&#x20AC;?

Effective immediately, international travellers (including from the United States) coming to the province are required to provide a self-

isolation plan before or upon arrival to B.C., regardless of their point of entry to Canada.

This document, which can be submitted online or completed in person on arrival, must show that returning travellers have supports in place to safely self-isolate for 14 days.

Beginning Friday, April 10, provincial officials will be on hand at the Vancouver International Airport and

enlist volunteers to deliver groceries or fill prescriptions once at home), travellers may be taken or directed to an accommodation site provided in collaboration with the provincial and federal governments to begin selfisolation, while outstanding details of their plan are put in place. Travellers with approved plans will proceed to their home residence (or another identified accommodation) to self-isolate. * If an airline traveller arrives and an adequate selfisolation plan is proposed but needs additional support to execute safely (e.g.,

site for 14 days. * If a traveller arrives at a major land border crossing and needs additional supports to execute a selfisolation plan, they will be sent directly home to start self-isolating and will be followed up with by officials for additional support. * If a traveller does not have a self-isolation plan or is unable to safely carry one out as determined by officials, they may be transported or sent to an accommodation provided by government where they can safely complete their 14-day self-isolation.

Emergency Management BC, through a network of community supports and volunteer organizations, will

help travellers with necessary food deliveries, prescription drugs and other supplies so people can safely self-isolate for 14 days.

The Province, through Service BC, will follow up with travellers in self-isolation with telephone calls and text messages to make sure people have the support they need to complete their mandatory self-isolation. If required, the Province will work with travellers to modify self-isolation plans to ensure public safety.

The federal government will continue to use its authority under the Quarantine Act to ensure compliance with the emergency order requiring individuals entering Canada to self-isolate for 14 days, enforceable by the RCMP. Maximum penalties for breaking the federal emergency order include fines of up to $750,000 and/ or imprisonment for six months, or up to $1 million and/or imprisonment up to three years for a person who causes a risk of imminent death or serious bodily harm.

Applications open for temporary rental supplement RENTERS who are experiencing a loss of income during the COVID-19 pandemic can now apply for the Province’s new temporary rental supplement.

“This crisis is putting pressure on people across B.C. We’re helping British Columbians get through this by halting evictions so renters will not lose their home. We’re helping them pay rent with the new temporary rental supplement – providing direct relief on the biggest month-to-month expense for most households,” said Selina Robinson, Minister of Municipal Affairs and Housing. “Together with the other provincial and federal programs, the rental supplement will give people the financial support they need right now.”

The program will provide $300 per month for eligible households with no dependents and $500 per month for eligible households with dependents. Eligible roommates will each be able to apply for the supplement.

The rental supplement is available on a per-household basis to those who meet all of the following criteria:

* receiving or eligible for Employment Insurance, the Canada Emergency Response Benefit or experiencing a 25% reduction in monthly employment income as a result of COVID-19; * 2019 household income of less than $74,150 for households with no dependents and $113,040 for households with dependents; * paying more than 30% of current/reduced gross monthly income towards rent; and * not receiving any other rent subsidy from any level of government, including subsidized housing or rent supplements, such as Shelter Aid for Elderly Renters (SAFER) or the Rental Assistance Program (RAP).

The supplement will be available for April, May and June 2020. Renters who are eligible for the program and have already paid their April rent are still able to receive the rental supplement for this month.

The supplement will be paid directly to landlords on behalf of renters to reduce tenants’ rent owing and ensure landlords

Changes to Canada Summer Jobs program to help businesses, young Canadians PRIME Minister Justin Trudeau on Wednesday announced temporary changes to the Canada Summer Jobs program that will help employers hire summer staff and provide young Canadians access to the jobs they need during this unprecedented time.

This program will help create up to 70,000 jobs for youth between 15 and 30 years of age.

Trudeau said: “Small businesses and community organizations are the backbone of our economy, and a critical lifeline for communities across this country. They are facing economic hardship and unprecedented service demands during the COVID-19 pandemic, and that is why we are taking action now to get them the financial help they need to keep their doors open and support their communities.”

Trudeau noted that Canada’s small businesses increasingly depend on the employment of young Canadians. The changes to the Canada Summer Jobs program will help small businesses hire and keep the workers they need so they can continue to deliver

The temporary changes to the program for this year include: * an increase to the wage subsidy, so that private and public sector employers can also receive up to 100 per cent of the provincial or territorial minimum hourly wage for each employee * an extension to the end date for employ-

ment to February 28, 2021 * allowing employers to adapt their projects and job activities to support essential services * allowing employers to hire staff on a parttime basis These changes will help youth stay connected to the labour market, save money for their future, and find quality jobs in safe, inclusive, and healthy work environments.

Wednesday’s announcement builds on the government’s action taken for young Canadians during this crisis. This includes a sixmonth, interest-free moratorium on Canada Student Loans, and a 75 per cent wage subsidy for businesses that will help more employers keep part-time employees and workers over the coming months.

Despite these important steps, there is still more to do for students and young Canadians. The federal government will continue to look for ways to support all Canadians, including students and young people, as Canada weathers this pandemic together.

vides opportunities for youth to develop and improve their skills within the not-for-profit, small business, and public sectors, and supports the delivery of key community services. Trudeau announces production of more medical supplies and equipment

PRIME Minister Justin Trudeau on Tuesday announced further progress under Canada’s Plan to Mobilize Industry to fight COVID‑19 that he said will help provide vital, made‑in‑Canada protective gear and medical equipment to respond to the outbreak.

The federal government is building a secure, domestic supply of needed items to protect frontline health workers as they fight this global pandemic. Nearly 5,000 Canadian companies have offered their expertise and capacity as we work together on projects that include: * Purchasing made-in-Canada ventilators from Thornhill Medical, CAE, Ventilators for Canadians, and StarFish Medical and other manufacturing partners, including Linamar, through an accelerated process. The government is working with these companies to produce up to 30,000 ventilators. These purchases will help secure increased domestic capacity in producing these life-saving machines.

* Working with one of Canada’s Nobel Prizewinning researchers, Dr. Art McDonald, who is leading a team of scientists at national laboratories TRIUMF, Canadian Nuclear Laboratories, and SNOLAB to develop an easyto-produce ventilator using off-the-shelf, easily accessible parts. Canadians can now apply for the Canada Emergency Response Benefit CANADIANS can now apply for the Canada Emergency Response Benefit (CERB) at Canada.ca/coronavirus.

The federal government said on Monday that it is working day and night to ensure Canadians have access to the CERB in the simplest and fastest way possible. Canadians who have lost their income due to COVID-19 can expect their payment in three to five business days from when they apply if they are using direct deposit. That means most Canadians who are eligible will receive $2,000 before the end of next week.

Canadians looking to get more information about the CERB or, who are unable to apply online, can call the toll-free telephone line at 1-833-966-2099.

To help manage the volume of applications through the Canada Revenue Agency (CRA) and Service Canada, applicants will be asked to apply over four days depending on their month of

birth. In addition, Shared Services Canada has also increased the bandwidth capacity of the network infrastructure supporting the CRA, including the My Account secure online portal.

Canadians who have already applied for EI do not need to reapply. To date, over 1.2 million of the EI applications received since March 15 have been processed through the new CERB. The government said it remains fully committed to supporting all Canadians during this global pandemic. The government will continue to carefully consider any additional steps it can take to do just that.

CERB recipients will see the money in their registered direct deposit bank account within 3 to 5 business days or through the mail within 10 business days. Canadians can count on the CRA to deliver these critical benefit payments during this unprecedented and challenging time.”

Joyce Murray, Minister of Digital Government, said: “Canadians are unable to work due to COVID-19 pandemic are counting on

the Canada Emergency Response Benefit to help them pay their bills and provide for their families.

Shared Services Canada is working to provide the necessary IT support to the Canada Revenue Agency and Employment and Social Development Canada so that they can deliver this benefit quickly, easily and securely.”

Quick Facts * The CERB is available from March 15, 2020, to October 3, 2020. Eligible workers can apply no later than December 2, 2020. * Direct deposit payments will be delivered into accounts within 3 business days of applicants being eligible to receive it, and cheques within 10 days. To ensure timely delivery of their payments and avoid any potential payment disruptions, Canadians should sign up for direct deposit. * The CERB will support Ca-

nadians who have stopped working because of COVID-19 by providing $500 a week for up to 16 weeks.

Some examples of support to workers provided by the CERB include: - workers, including those who are self-employed, who must stop working due to COVID-19 and do not have access to paid leave or other income support; - workers who have lost their employment, as well as workers who are sick, quarantined or taking care of someone who is sick with COVID-19; - working parents who must stay home without pay to care for children who are sick or need additional care because of school and daycare closures; and - workers who are still employed, but are not being paid because there is currently not sufficient work and their employer has asked them not to come to work.

New Quarantine Conflict Resolution Service (QCRS) offers help with COVID-19 conflict WITH BC residents sheltering in place, new challenges are affecting tenants, roommates, and neighbours who are suddenly in much closer proximity during all hours of the day. Parents are trying to entertain and teach children while their neighbour is trying to manage multi-person business calls on the other side of a shared wall. Noises that have never been an issue before are suddenly constant sources of irritation. Add the increased anxiety of social isolation and it’s not at all surprising that minor conflicts are becoming much bigger problems.

BC Nursesâ&#x20AC;&#x2122; Union makes donation to Food Banks BC TO help offset increasing pressure faced by food banks across the province during the COVID-19 pandemic, the BC Nursesâ&#x20AC;&#x2122; Union (BCNU) is making a $10,000 donation to Food Banks BC, an organization dedicated to helping food insecure families and individuals across the province.

BCNU President Christine Sorensen said on Thursday that nurses are grateful for the support theyâ&#x20AC;&#x2122;ve received during the pandemic, and this donation is a thank you to communities across the province. â&#x20AC;&#x153;As British Columbians grapple with COVID-19, we are grateful for this opportunity to give back to the communities that have been so incredibly supportive of health-care workers during the pandemic,â&#x20AC;? The closure responds to both the federal and provincial directives that people should stay close to home to reduce COVID-19 transmission risk. This temporary measure means people should not be going to provincial parks until further notice. â&#x20AC;&#x153;Because physical distancing works, it is critical that we take every action needed to restrict the spread of COVID-19. This applies to British Columbians and out-of-province visitors who were planning to visit or stay at our provincial parks.

The decision to close the park system is informed by continued feedback from RCMP, local government, First Nations, local search-and-rescue organizations and the general public. While many people are observing the physical distancing requirements set by the provincial health officer (PHO), some continue to ignore the order, making enforcement in a wilderness setting challenging.

The timing of this decision is important given the upcoming long weekend and the beginning of the busy season for outdoor recreation and camping. BC Parks is also extending the ban on all camping in provincial parks until May 31 in alignment with neighbouring jurisdictions and the temporary closure of Canadaâ&#x20AC;&#x2122;s national parks. Refunds for bookings up to May 31 will be sent automatically.

As previously announced, the Recreation Sites and Trails BC (RSTBC) branch of the Ministry of Forests, Lands, Natural Resource Operations and Rural Development has also closed its campgrounds and amenities in response to the COVID-19 situation.

BC Parks has taken a scaled and phased in approach to limiting park access following PHO requirements and the latest COVID-19 transmission data. BC Parks recognizes the value of nature in contributing to public health and wellness and will expand access to the park system as soon as the PHO indicates it can be done without increasing the risk of COVID-19 transmission.

City of Vancouver supporting compliance with Provincial Health Orders THE City of Vancouver said on Monday that its enforcement teams are actively providing education and support within the community to promote compliance with the orders issued by the Province of British Columbia.

To help ensure that provincial health orders are followed consistently across British Columbia, the Province has called upon local governments for enforcement assistance through monitoring and education.

City staff are actively monitoring for compliance with these Provincial public health orders and guidelines: * Requiring holders of liquor primary licences to close (e.g. bars, pubs, and night clubs, etc.), and requiring places where food and drink are prepared to restrict operations to takeout or delivery only * Requiring personal service establishments to close (e.g. barbershops, nail salons, tattoo parlours, health spas, etc.) * Prohibiting events that would result in the gathering of more than 50 people in close contact with one another * Limiting farmers markets to food sales, and

prohibiting the sale of all other merchandise * Advising the Province of complaints about reselling of essential food or medical supplies * Educating residents about the need for physical distancing and the courteous use of shared outdoor spaces The City has deployed staff from a number of departments to help ensure compliance with these orders.

Local Enforcement On March 19, the City of Vancouver declared a local State of Emergency to take additional measures including restricting the use or occupancy of any premises within the City.

Under these measures, on March 20, the City of Vancouver issued an order to shut down all dinein options at restaurants and limited food service establishments. Non-compliance with this order may result in the City pursuing legal action, leading to a fine of up to $50,000.

To date, City property use enforcement staff have conducted over 14,300 visits to restaurants, farmers markets, personal service, grocery stores and

liquor retail, and suspended only one business licence for non-compliance with the City’s Order.

The City continues to be encouraged by how responsive these establishments have been to date, and thanks all businesses that are taking direction from the City and Province seriously.

City enforcement and Park Board staff are providing education to individuals on measures they can take to reduce the spread of COVID-19. Enforcing physical distancing in public with penalties is the jurisdiction of the Province.

In an effort to encourage everyone to “Stay Home, Stay Put,” the Vancouver Park Board has closed facilities, playgrounds, and parking lots at high-traffic outdoor destinations to support physical distancing. Beaches and parks remain open and Park Board staff are working to educate the community on proper physical distancing practices while outdoors.

CN Police stress rail safety with arrival of warm weather AS we all return to recreational outdoor activities, the CN Police is reminding everyone that the only safe and legal place to cross train tracks is at a properly designated railway crossing.

Don’t forget that all railway yards, tracks, tunnels and bridges are private property and off limits to the public.

Constable Peter Talvio of the CN Police Service has seen it all when it comes to trespassing including: walking, jogging, biking, hiking, climbing, cliff jumping, camping, off road vehicles (ATV, dirt bike), horseback riding, fishing, hunting and berry picking.

Especially concerning are people that make the wrong decision to short cut through rail property to access their

favourite recreational areas, walking along tracks, crossing yards, even climbing on, over or through parked trains. This is very dangerous as trains can move at any time and can result in serious injury or death.

Trespassing on or along rail lines is not only dangerous, it is also illegal under the Railway Safety Act of Can-

ada and the Provincial Trespass Act. Saying that you were taking a short cut or engaging in a recreational activity is no excuse.

A ticket will cost you $115, and can lead to a criminal charge and a fine up to $50,000.

Canadians near-unanimous in expectations of economic woe

AS the impacts of the COVID-19 pandemic worsen on both health and economic fronts across Canada, people in this country are under few illusions. Along with the health of many neighbours and friends, most expect that their financial situations will also deteriorate further before they improve.

These are among the sentiments of Canadians reflected in the latest public opinion survey by the non-profit Angus Reid Institute.

The data show one-in-four residents (27%) now reporting that they are barely keeping their heads above water financially, while just 12 per cent of Canadians say they are in great shape to endure a long economic downturn. Nearly ninein-10 Canadians (87%) say on the economic front, the worst is yet to come.

There is less consensus among those most directly affected over how much the nearly $100 billion in emergency response funding announced by the federal government will actually help. Asked how they feel their employment insurance and the soon available Canadian Emergency Response Benefit will help their situation, just under half of those who say they are in bad shape already

Both combined to cause a 17.9% drop in mortgage applications last week compared with the previous week, according to the Mortgage Bankers Associationâ&#x20AC;&#x2122;s seasonally adjusted index.

Refinance activity had bounced back the week before, after a sharp drop in rates, but those rates didnâ&#x20AC;&#x2122;t hold.

The average contract interest rate for 30-year fixed-rate mortgages with conforming loan balances of up to $510,400 rose to 3.49% from 3.47%. Points decreased to 0.28 from 0.33, including the origination fee, for loans with a 20% down payment.

Applications to refinance a home loan fell 19% from the previous week but were 144% higher than a year ago. Rates were 91 basis points higher year to year. â&#x20AC;&#x153;Given the ongoing rate volatility, along with the persistent lack of liquidity in certain sectors of the [mortgage-backed securities] market, we expect to see continued weekly swings in refinance activity,â&#x20AC;? said Joel Kan, the associationâ&#x20AC;&#x2122;s associate vice president of economic and industry forecasting. â&#x20AC;&#x153;With much less liquidity and tighter credit in the jumbo market, average loan sizes declined, and mortgage rates for jumbo loans in-

The average contract interest rate for 30year fixed-rate mortgages with jumbo loan balances greater than $510,400 increased to 3.87% from 3.84%, with points decreasing to 0.26 from 0.31, including origination fee, for loans with 20% down. Mortgage applications to purchase a home continued their sharp decline, falling another 12% for the week and 33% year over year. The numbers were far worse in states hardest hit by COVID-19.

Purchase applications fell 47.5% annually in California, 55.4% in New York and 59.9% in Washington state. Sentiment among buyers is weakening dramatically, as job losses mount and the stock market remains extremely volatile. Almost half of buyers surveyed by realtor.com at the end of March said they were less optimistic about home buying, and 37% of buyers looking to buy in the next six months reported having to postpone their purchase as a result of the pandemic.

As for sellers, 44% planned to postpone their sale and 60% felt less optimistic about home selling as a result of the coronavirus, according to the survey.

As the mortgage market struggles to handle the onslaught of requests for loan forbearance, it is now getting more difficult to obtain a new home loan. Lenders are tightening their underwriting significantly, and some refinance applications that were being pro-

New Delhi / Washington (IANS): US president Donald Trump on Thursday profusely praised and thanked Indian Prime Minister Narendra Modi for his decision to supply hydroxychloroquine (HCQ), the anti-malaria drug used for COVID-19 disease, to some of the most affected nations.

In a tweet, Trump said, “Extraordinary times require even closer cooperation between friends.

Thank you India and the Indian people for the decision on HCQ. Will not be forgotten! Thank you Prime Minister Narendra Modi for your strong leadership in helping not just India, but humanity, in this fight!”

At a White House press briefing on Monday, Trump, in response to a question whether he was worried about “retaliation to the

US ban on export of medical goods” from India, had said, “I would be surprised if he (Modi) would, you know, because India does very well with the US... I spoke to him Sunday morning, called him, and I said,

we’d appreciate you allowing our supply (of HCQ) to come out. If he doesn’t allow it to come out, that would be ok. But of course, there may be retaliation. Why wouldn’t there be?”

In view of the humanitarian aspects of the pandemic, India on Tuesday decided to licence paracetamol and HCQ in appropriate quantities to neighbouring countries who are dependent on Indian capabilities.

India will also be supplying these essential drugs to some nations which have been particularly badly affected by the pandemic, a ministry of external affairs statement said.

The Directorate General of Foreign Trade has notified lifting restrictions on 14 drugs.

Paracetamol and HCQ, have been kept in a licensed category and their demand status is to be continuously monitored. HCQ is being used to treat COVID-19 patients and as a prophylactic by the frontline health care workers deployed in the fight against the coronavirus pandemic.

Toronto (IANS): In the rush to treat the hundreds of thousands of people infected with COVID-19, many, including US President Donald Trump, have supported the use of the antimalarial drug hydroxychloroquine. However, a new study shows weak evidence on its effectiveness against the disease.

The drug has been identified by the US Food and Drug Administration (FDA) as a potential treatment for the coronavirus and was touted repeatedly by Trump as a “game-changer.”

However, the current study, published in the Canadian Medical Association Journal, states that chloroquine, hydroxychloroquine and azithromycin are being used to

treat and prevent COVID-19 despite weak evidence for effectiveness, and physicians and patients should be aware of the drugs’ potentially serious adverse events.

“Physicians and patients should be aware of several rare but potentially life-threatening adverse effects of chloroquine and hydroxychloroquine,” said study researcher Dr David Juurlink, Division of Clinical Pharmacology and Toxicology, Sunnybrook Health Sciences Centre in Canada.

The review provides an overview of potential harms associated with these drugs as well as their management based on the best available evidence.

According to the study, potential adverse effects include cardiac

arrhythmias — improper beating of the heart, whether irregular, too fast or too slow; hypoglycemia — a condition in which your blood sugar (glucose) level is lower than normal; overdose (chloroquine and hydroxychloroquine are highly toxic in case of an overdose and can cause seizures, coma and cardiac arrest); neuropsychiatric effects, such as agitation, confusion, hallucinations and paranoia; interactions with other drugs; metabolic variability (some people metabolize chloroquine and hydroxychloroquine poorly and a small percentage metabolize them rapidly, which affects the response to treatment); and drug shortages (patients with autoimmune disorders such as

rheumatoid arthritis, lupus and other chronic diseases, who take hydroxychloroquine to treat these conditions could have problems accessing this drug).

The review summarizes the poor quality of evidence suggesting that these treatments might be beneficial in patients with COVID-19 and cautions that it is possible that these treatments could worsen the disease.

“Despite optimism (in some, even enthusiasm) for the potential of chloroquine or hydroxychloroquine in the treatment of COVID-19, little consideration has been given to the possibility that the drugs might negatively influence the course of disease,” said Juurlink.

Pakistan cancels Vaisakhi celebrations at Gurdwara Panja Sahib

Islamabad (Pakistan) (IANS): Amid the COVID-19 pandemic, the Pakistan government has cancelled Vaisakhi celebrations scheduled to begin on April 14 at the Gurdwara Panja Sahib in Punjab province, in which 3,000 Sikhs from India and 2,000 from elsewhere were to participate.

Evacuee Trust Property Board (ETPB) Deputy Secretary Shrines, Imran Gondal said on Monday that a meeting of the ETPB and the Pakistan Sikh Gurdwara Parbadhank Committee (PSGPC) unanimously decided that there would be no Baisakhi celebrations at the shrine in Hassan Abdal city this year and the scheduled visits of Sikh pilgrims has been cancelled, reports Dawn news.

The Ministry of Religious Affairs has already been informed of the decision, he said, with onward communication for the Foreign Office and the Indian government regarding the development and that the Pakistan High Commission in New Delhi

Face mask compulsory in Delhi, even in cars New Delhi (IANS): The Delhi government on Wednesday announced that face masks will be compulsory for anyone stepping out of their house, even while traveling in personal or official vehicles.

The decision was taken after a meeting of Chief Minister Arvind Kejriwal with the Health Department.

“Wearing of facial masks can reduce the spread of coronavirus substantially. Therefore, it has been decided that facial masks will be compulsory for anyone stepping out of their house. Cloth masks shall be eligible too,” the Chief Minister tweeted.

In an order, issued on Wednesday, the District Disaster Management Authority, said the

violation of the order will be punishable.

“All persons moving for whatsoever purpose under whatsoever reason or authority in public... must wear a three-ply mask or cloth mask compulsorily.”

It also said that even when moving in personal or official vehicles, the masks are important.

“No person will attend any meeting/gathering without these masks.”

It also says that any person working at a site or office or workplace must wear the mask.

The mask, the order said, must be a standard mask available with the chemist or even homemade washable masks and can be “reused after proper washing and disinfecting.”

Fighting COVID-19: ICMR to seek nod for convalescent plasma therapy New Delhi (IANS): The Indian Council of Medical Research (ICMR) on Thursday said that it is finalising the protocol for convalescent plasma therapy for the treatment of severely ill COVID-19 patients.

Speaking at a press conference, Manoj Murhekar, Director, National Institute of Epidemiology, ICMR, said, “We are in the process of finalising the protocol for convalescent plasma therapy. Then we will have to take approval from the Drugs Controller General of India (DCGI) before conducting any clinical trial.”

Murhekar also said that the therapy will not be used for all patients, but only for severe cases such as those on ventilator support. He said that many countries have found it successful in limited clinical trials.

“It is only for severe patients who are on ventilators and not for patients with less severity,” Muherkar said.

In the convalescent plasma therapy, the antibodies of a person who has recovered from the virus are taken and transfused

into a person sick with the virus to help boost a person’s immune system.

Joint Health Secretary Lav Agarwal, who was also present at the press conference, told the media that two labs under the Council of Scientific and Industrial Research (CSIR) in Hyderabad and Delhi have started working on genomic sequencing to understand the evolution of the COVID-19 virus.

“Two CSIR labs -- Centre for Cellular and Molecular Biology in Hyderabad and Institute of Genomics and Integrative Biology in New Delhi -- have started working on genome sequencing to understand the evolution of the Covid-19 virus,” he said.

The ICMR has tested 1,30,000 samples so far. Of these, 5,734 have tested positive.

The rate of positive cases ranged between 3 per cent and 5 per cent in the last 1-1.5 months. “It has not increased substantially. On Wednesday we tested 13,143 samples,” said Muherkar.

Punjab Chief Minister assures support to industrialists amid pandemic Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Wednesday announced that a task force would soon be set up to find ways for the state to gradually get out of the unprecedented lockdown that is in place to fight the coronavirus pandemic.

Addressing a video conference with the state’s leading industrialists, the Chief Minister assured the industry of all support by the government to address critical issues and challenges in these difficult times.

While seeking the industry’s suggestions on the way forward, Amarinder Singh invited them to be part of the government’s decisionmaking process in the extraordinary situation that is prevailing in the country and the state.

Among the various issues raised by industry leaders was the demand for declaring tractors and ancillary industries as essential and allowing them to reopen to meet the urgent needs of farmers in the Rabi harvesting and marketing season.

The demand for declaring cycles as essential commodity was also raised.

Another suggestion that came up was to allow the packaging industry to resume operations, given its importance in ensuring streamlined

operations of essential commodities.

Other suggestions from the industry included revival of air cargo services to Chandigarh and incentives to health and medical start-ups in the state.

A suggestion for relief to the tourism industry that had been badly hit by the lockdown was also discussed, a government spokesperson told IANS. A major issue discussed at the meeting was related to the problems faced by the pharmaceutical companies, which are playing a pivotal role in tackling the COVID-19 crisis.

Among these problems was closure of interstate transport in Jammu and Kashmir, as well as certain restrictions on movement of goods and labour from Haryana.

Cash flow problems were also highlighted by the industry, which wanted clarity on the payments to be made to the workers during this critical period.

The Chief Minister asked the state’s Industry Department to take urgent notice of these issues and resolve them at the earliest, keeping in mind the guidelines in place for certain industries to operate amid the nationwide lockdown.

Punjab to ramp up corona tests 10 times Chandigarh (IANS): The Punjab government on Wednesday announced ramping up its COVID-19 testing capability by 10 times with the procurement of 5 RTPCR and 4 RNA extraction machines at a cost of Rs 2.31 crore [Rs 23.1 million], and is also preparing to launch rapid testing from April 10 to check the spread of the contagion.

While 1 million Rapid Testing Kits, already ordered from ICMR, are awaited, the state government has also floated inquiry in the open market for another 10,000 kits, according to Additional Chief Secretary Vini Mahajan, adding that antibody testing through Rapid Testing Kits has also now been allowed by ICMR in hotspots to check community spread of the coronavirus.

With the new equipment, the testing capacity of the Viral Research Diagnostic Labs (VRDL) in Government Medical Colleges in Patiala and Amritsar has gone up to 400 each from the existing 40, said Mahajan, adding that together these two labs have so

far tested 1,958 samples.

In addition, the Guru Gobind Singh Medical College and Hospital in Faridkot has been put on fast-track for testing approval. It will have initial capacity of 40 tests per day.

Apart from state’s own labs, the PGI in Chandigarh has also been carrying out about 40 tests daily of samples from Punjab.

About 650 tests have been carried out by the PGI till date.

The state government has also sought urgent approvals from the government of India for allowing similar testing facilities at DMC and CMC Hospitals in Ludhiana.

Both the Ludhiana hospitals have already acquired the necessary equipment and applied for the NABL certification after which ICMR approval would be sought, said Mahajan.

Samples are being collected by the Health Department teams from various districts of Punjab, which now has 106 confirmed COVID-19 cases.

If anyone wants to operate, they should approach the state government and all efforts would be made to address their requests within the framework of the guidelines, he added.

Even as he thanked the industry for their unstinted support to the state in this hour of crisis, the Chief Minister said the battle ahead was a prolonged one, with far-reaching global implications for the economy and the industry.

Everyone is suffering because of the closures, which India clamped early to check the spread of the pandemic, the Chief Minister said, add-

ing that perhaps the early steps taken have helped.

At the moment, things are under control in Punjab, the Chief Minister added.

Punjab reduces power tariff for consumers To further mitigate the hardships faced by the people amid the lockdown, Punjab Chief Minister Amarinder Singh on Tuesday announced a reduction in the fixed charges for electricity consumers, along with deferment of the deadline for payment of bills.

He also instructed the power department to provide uninterrupted 24x7 supply to all healthcare institutions.

The PSPCL will have to bear an additional burden of Rs 350 crore [Rs 3.500 million] due to the various reliefs announced for the consumers, an official spokesperson said, adding that the Chief Minister also lauded the employees for their untiring efforts in maintaining a continuous supply of power in this time of crisis.

No disconnection would be carried out for non-

payment of bills for now, the Chief Minister said.

The reliefs have been announced in view of the unprecedented situation in which consumers are unable to pay their dues to the Punjab State Power Corporation Ltd (PSPCL), according to the spokesperson.

As per the Chief Minister’s directives, due date of electricity bills of all the domestic and commercial consumers, having current monthly and bimonthly bills up to Rs 10,000 payable on or after March 20 has been extended up to April 20, without levy of late payment surcharge.

Further, one per cent rebate will be given to the consumers, exclusive of any previous arrears, who will pay electricity bills online through digital modes by the original due date.

PGI-Chandigarh to contribute Rs 21.5 million to PM-CARES Fund

Chandigarh (IANS): Keeping in view the COVID-19 pandemic, the PGI Hospital here has decided to contribute one day’s salary of all the categories of employees towards the Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund (PM-CARES Fund).

The amount works out to Rs 2.15 crore [Rs 21.5 million], a statement by the hospital said on Monday.

The Nehru Hospital Extension (NHE) block of the Postgraduate Institute of Medical Education and Research (PGIMER) has become fully functional for the treatment of coronavirus patients.

Twelve positive patients have been admitted to the NHE block. One of the positive patients, who is on ventilator and has been admitted to the ICU

of the NHE block, suffered renal shutdown and successfully underwent hemodialysis on Sunday and is stable.

Quarantine facility for the PGI healthcare workers has also been arranged, said the statement.

Those quarantined will be accommodated in private wards and guest houses of the institute and facilities provided by the Chandigarh administration.

The PGI said that it is receiving support from Punjab Governor and Chandigarh Administrator V.P. Singh Badnore to tackle the pandemic.

It said the PGI team is working 24x7 from the frontline in managing COVID-19 suspected and positive patients, apart from treating the patients visiting the PGI emergency.

Is home confinement a good time to try fasting?

TODAY, nearly all of us are in enforced home confinement due to an invisible foe, the coronavirus. So, how do we amuse ourselves?

Some pick up books theyâ&#x20AC;&#x2122;ve always wanted to read. Others get household chores done. But how about some of us losing weight? If typical busy schedules have interfered with your efforts in the past, could the current context support a concentrated effort on fasting to shed pounds? And what are the best ways to fast?

Fasting diets have generated considerable buzz among diet gurus in the media, not only as an approach to weight loss but also as a way to improve overall health. But do facts back it up?

Researchers say that animals and humans share some comment elements in the evolutionary process. One of these is that neither animals nor humans have always had the good fortune of enjoying three meals a day.

Over long eras when our ancestors needed to scrounge for food, humans developed physiology capable of enduring periods without food.

So the question arises, is it possible that the occasional fast might be good for us?

That seems to be true for animals. Studies show that fasting produces health benefits in laboratory animals. For instance, restrictive diet experiments involving rats and mice have delayed the progression of chronic conditions such as diabetes, cardiovascular diseases, cancer and neurological disorders.

Research suggests humans derive benefits too.

For example, many studies look at the health impact of fasting by large numbers of people during Ramadan. Results show a reduction in inflammation biomarkers, and this in turn can help prevent a wide range of illness, including neurodegenerative conditions. Other benefits include reduced coronary artery disease and a lower risk of diabetes. Several studies have demonstrated that fasting can decrease blood sugar levels, improve blood sugar control, and reduce insulin resistance, facilitating efforts by those with diabetes to keep levels steady and prevent spikes and crashes.

If you decide to fast during home confinement, how should you do it? Some diets involve a complete fast, allowing only water for a period of time. But many people prefer intermittent fasting. This involves eating at only certain times of the day and fasting the rest of the day.

Still other fasts involve drastically reducing food intake for two or three days of the week.

Remember, fasting is about calorie restriction, and this is only advantageous if there is no overeating when breaking the fast.

Dr. Sai Krupa Das of the Human Nutrition Research Center on Aging says, â&#x20AC;&#x153;In terms of weight loss and improvement on body composition, intermittent fasting can work, but there is not sufficient evidence to say it is superior to overall calorie restriction. In fact, the two methods appear to be pretty comparable.â&#x20AC;?

A report in the journal Aging Research Reviews looked at various forms of calorie restriction.

Researchers concluded that all forms of calorie restriction in overweight human subjects have shown improvement in multiple health indicators.

But Dr. Dariush Mozaffarian, Dean of Tufts Friedman School of Nutrition Science and Policy, has sound advice. He says, â&#x20AC;&#x153;Avoiding refined starches, grains, avoiding added sugars and other hyper-processed foods, and eating plenty of minimally processed foods such as nuts, seeds, beans, fruits, vegetables, fish, yogurt, healthy fats, and plant oils activates many natural weight controlling pathways.â&#x20AC;?

The bottom line is to eat and diet in a way that works for you. Many complicated factors, including inherited genetics and socioeconomic context, make it difficult for some of us to maintain a healthy weight. But for too many

of us, the problem is not genetic or societal.

It is a lack of individual will and poor lifestyle choices that result in overconsumption of too many calories. This, combined with not enough exercise and confinement at home, is a recipe for trouble.

Punjab ministers set example on cremation of COVID-19 victims Chandigarh (IANS): When the near and dear ones refused to come near the dead fearing coronavirus infection, two Cabinet ministers in Punjab on Thursday set an example by attending the cremation of a victim.

Health Minister Balbir Sidhu and Technical Education Minister Charanjit Channi attended the cremation of the 55-year-old victim at his

native Chatamali village in Morinda tehsil of Ropar district.

This cremation was one of the exceptions in the state as it was performed amid family members and volunteers.

Earlier, there were four instances in a total eight deaths when the family members preferred to stay away from the last rites of

the coronavirus victim.

In all the cases, it was government functionaries who came forward and performed the religious rituals.

After attending the cremation, the Health Minister told the media that the authorities have been taking due precautions as per the government of India protocol while handing over the bodies of coronavirus victims to

the family members.

In this unprecedented crisis, employees of the Revenue Department raised the bar to serve the people apart from performing their official duties.

Minister of Revenue and Disaster Management Gurpreet Kangar said that when the families are refusing to take the bodies, it is officials like Patwaris, Kanungos,

Naib Tehsildars, Tehsildars and Registrars who are volunteering to perform the last rites.

In the latest instance on April 7, the family of a former superintending engineer of the Amritsar Municipal Corporation refused to cremate his body. The administration had to step in.

Two days earlier, the last rites of a woman were per-

formed by officials in Ludhiana city as the family refused to cremate the body fearing transmission of the virus.

In another incident in Amritsar district last week, people did not provide a place in their village for cremating Padma Shri Nirmal Singh Khalsa, former Hazoori Raagi of the Golden Temple.

CRIME OF THE WEEK Help Surrey RCMP identify a distraction theft suspect Unsolved Crime: Theft Date: March 17, 2020 and March 18, 2020 Location: Sechelt, BC Details: Sunshine Coast RCMP File # 2020-1737 Surrey RCMP is investigating a distraction theft and asking for the public's help to identify the suspect.

On March 4, 2020, a man reported that he was approached by the suspect in a parking lot in the area of 88 Avenue and 152 Street in Surrey. The suspect offered to trade some jewelry for the necklace that the man was wearing. When the man declined to trade, the suspect removed the man's necklace by giving him a hug. As bystanders who were in the area approached, the suspect dropped the necklace and left the area in a silver Honda Civic.

Investigators are releasing a photo of the suspect and asking anyone with information that could help identify him to call Surrey RCMP. He is described as a South Asian male, about 6' tall, with a medium build.

MITSUBISHI MOTORS CANADA REPORTS FISCAL YEAR-END RESULTS Mississauga, ON– Mitsubishi Motor Sales of Canada reports 23,836 vehicles delivered in fiscal year 2019 representing a three per cent decrease in SUV sales over last year’s record year.

Mitsubishi Motors delivered 6,976 of RVR, its top-selling nameplate, which benefitted from a recent design change. Outlander brand sold a total of 10,050 units, Outlander PHEV accounted for 4,149 of those units. Eclipse Cross rounds out the SUV line-up with 4,948 sales representing a 10 per cent increase over last year.

The month of March saw 1,786 deliveries, a decline over last year’s record March attributed to the impact of coronavirus. Mitsubishi Motors delivered 673 Outlander, 547 RVR, 221 Eclipse Cross and 190 Outlander PHEV. A total of 155

Mirage and Mirage G4 hatchback and compact sedans were delivered to round out the month.

The GCS is typically evaluated immediately after the car accident (for example, by first responders) and again during subsequent assessments, and as such will be recorded in ambulance crew report, emergency room records, and other hospital or physician notes. Because the GCS score is taken at different intervals it allows for improvement or worsening in a person’s condition to be quickly communicated among health professionals. It is also used to help medical practitioners categorize the severity of a brain injury after a traumatic event such as a car accident.

Elements of the GCS and how it is used

In this week’s article, we will discuss what the Glasgow Coma Scale is and what it tells us about a brain injury.

The GCS measures three categories of functions – eye opening, verbal response, and motor response – based on the brain injured person’s response to stimulus and assigns a value in each category. The individual values within each category are considered, as is the total or final GCS score, which is the sum of the values in each of the three categories. The highest total GCS score

is 15, which means that the injured person is able to open their eyes spontaneously, is alert and oriented (for example, the injured person answers appropriately to questions such as name, age, where are you and why, date, etc.), and is able to fully obey motor response commands (in other words, is able to make simple movements when asked). The lowest GCS score is 3, which means the brain injured person is deeply unconscious and does not open their eyes, make sounds, or make any movements.

What does the GCS tell us about the severity of a brain injury?

As discussed, a lower GCS score indicates a more serious brain injury, which typically suggests a poorer prognosis and greater likelihood of permanent disability. Generally speaking, total Glasgow Coma Scores relate to the following classifications of brain injuries: * Severe brain injury: GCS of 8 or less. * Moderate brain injury: GCS between 9 and 12. * Mild brain injury: GCS in the range of 13 to 15.

Mild traumatic brain injuries can cause physical and cognitive impairments which may resolve over time, particularly where the brain injured person has the benefit of proper rehabilitation and necessary treatment. Moderate or severe brain injuries are more likely to cause permanent impairments and in the most serious cases, may result in life-long disability or even death.
