What British Columbians can expect over the next four years from Premier John Horgan’s NDP Government

BY RATTAN MALL SO, what should British Columbians expect from NDP Premier John Horgan, following the NDP’s historic win, over the next four years as he enjoys a solid majority in the Legislature?

Former NDP president, Moe Sihota, told The VOICE on Wednesday: “First of all, they can expect a competent government and they can expect a fair-minded government. And they can expect a government that is going to have to deal with uncharted waters.”

He pointed out: “A healthy population and a healthy economy go hand in hand. We are not going to get economy recovery until people feel comfortable going out and feel safe and secure. So, the first thing that you are going to see Horgan work on is the pandemic and increasing the sense of wellbeing from the health point of view… people feeling safe and their health being looked after.”

Sihota added: “When we start to bend the curve, then the shift will come more to the economic side. So, in the November to March window, economically, you can anticipate

a 20 per cent discount to the large innovation companies like the Google’s and the Microsoft’s. And again, why not locate it here in British Columbia – it’s attractive, it’s cheaper and we have a great health care outcome.”

He added: “So you are going to see the government shift to try to attract investments on the innovation side of it. And by innovation, it doesn’t mean just the Amazon’s of the world; it means companies [like those] that specialize in health technology, in environmental technologies, because those are real growth areas. So, you are going to see in the long run government attention being paid to the innovation economy in the Lower Mainland.”

Sihota pointed out: “We know they weren’t made up of Liberals. They just took the label and made it one of convenience. I think they will try to do the same thing with the Conservatives.”

He added: “I think they will have to find someone new, fresh. It definitely will serve us well if they went to the past and went to Watts or Falcon.”

Sihota said: “They’ve got to sort themselves out and so it’s best that they are in Opposition sorting themselves out while we deal with the more pressing issues of health and the economy.”

That is my calling. That’s why I get up every morning, and I’m grateful for the returns tonight and the final count that’s yet to come, giving the opportunity to me and my colleagues to continue our work on your behalf.

COVID-19 has turned our lives upside down. None of us expected to be here. None of us

expected that we would have to endure the challenges we’ve had over the past number of months, but we are far from out of the woods. COVID-19 will be with us for the foreseeable future. And we need to focus on making sure that we’re keeping ourselves safe, our family safe, and our community safe.

The challenges we have are daunting, but I believe that if we focus on the things that matter to British Columbians, the things that matter to people, we will get through this.

Let’s focus on building back our education system by investing

in schools and the people that work in them by making sure our seniors care facilities have the staff that they need to care for our seniors in their latter years. Let’s keep building childcare all across British Columbia, so that families can fully participate in the economy to make their lives stronger, and to make their community stronger as well.

For me, this comes down to a few simple things.

I was raised by a single mom who told me to do my best every day, my level best. I say that a lot. She said it a lot to me. “All

you have to do, John, is your level best.”

I commit to all British Columbians, for the next four years, I will do my level best to make sure your lives are better, more affordable, and the challenge that you face can be overcome, if we do it together.

Thank you so very very much to many, many people who voted for NDP candidates this evening and as I said, to all of those who participated, a debt of gratitude from all of us for stepping up in this extraordinary time.

Horgan is likely to split up big ministries and appoint a number of parliamentary secretaries

province. As of 8 p.m. on October 24, an estimated 525,000 vote-bymail voting packages had been received. This does not include any vote-by-mail packages that have been dropped off at district electoral offices or voting places.

According to the initial count, the NDP garnered 547,916 votes (45.08 percent of the total 1,215,511 votes cast across the province), the BC Liberal Party won 429,610 votes (35.34 per cent), while the BC Green Party got 185,887 votes (15.29 per cent). The NDP is leading in 55 ridings, the BC Liberals in 29 and the BC Greens in 3.

All incumbent South Asian MLAs won except for BC Liberal MLA Jas Johal who lost to another South Asian candidate - Aman Singh.

And all the other incumbent South

Jas Johal:

The only incumbent South Asian MLA to lose.

Asian MLAs also faced South Asian candidates – all from the BC Liberal Party – who they defeated.

The new MLAs are re-elected Raj Chouhan (Burnaby-Edmonds), re-elected Ravi Kahlon (Delta North), newly elected Aman Singh (Richmond-Queensborough), re-

elected Jagrup Brar (Surrey-Fleetwood), re-elected Rachna Singh (Surrey-Green Timbers), re-elected Harry Bains (Surrey-Newton), re-elected Jinny Sims (SurreyNewton), and newly elected Niki Sharma (Vancouver-Hastings).

South Asian candidates who lost from the NDP and the BC Liberal Party and who have not been mentioned above included Inder Johal (NDP) in Abbotsford South; Preet Rai (NDP) in Abbotsford West; Tariq Malik (BC Liberal Party) in Burnaby-Lougheed; Rishi Sharma (BC Liberal Party) in Saanich South; Dave Hans (BC Liberal Party) in Surrey-Guildford; Shaukat Khan (BC Liberal Party) in SurreyWhalley; and David Grewal (BC Liberal Party) in Vancouver-Fraserview.

IN the last Cabinet, there were

two South Asian ministers – Harry Bains (Labour) and Jinny Sims (Citizens’ Services).

Ravi Kahlon was Parliamentary Secretary for Forests, Lands, Natural Resource Operations and Rural Development.

However, Sims had to step down because of a vicious campaign against her by the BC Liberal Party that included unfounded allegations that were proved false by an RCMP investigation. BC Liberal Leader Andrew Wilkinson played a part in that scurrilous attack and was reprimanded by Premier John Horgan when Sims was vindicated.

Bains has an excellent reputation and will be in the new Cabinet for sure.

Sims should be given a ministry, too.

Will Ravi Kahlon be in Cabinet? He

certainly has proven that he deserves to.

Aman Singh, a human and civil rights lawyer who was raised in Hong Kong, would prove to be an asset in Cabinet. He would also stand out as the first turbaned Sikh MLA in BC. Deputy Speaker Raj Chouhan will most probably be the Speaker.

However, Horgan has his work cut out for him because of the large number of MLAs, including newbies, this time. He has to keep several factors in mind – gender parity, regional representation, ethnic diversity, to mention the main ones.

The VOICE thinks that one way out could be the appointment of a large number of Parliamentary Secretaries. As it is some ministries are huge – and they could easily be split up for more efficiency.

The Prime Minister’s Office said in a statement that Trudeau and Horgan also discussed the work undertaken by federal, provincial, and territorial governments to

Immigration Levels Plan: 401,000 permanent residents in 2021, 411,000 in 2022, 421,000 in 2023

MARCO Mendicino, federal Minister of Immigration, Refugees and Citizenship, tabling the 2021 2023 Immigration Levels Plan on Friday, said that to compensate for the shortfall because of the pandemic and ensure Canada has the workers it needs to fill crucial labour market gaps and remain competitive on the world stage, the 2021 to 2023 levels plan aims to continue welcoming immigrants at a rate of about 1% of the population of Canada.

This includes 401,000 permanent residents in 2021, 411,000 in 2022 and 421,000 in 2023. The previous plan set targets of 351,000 in 2021 and 361,000 in 2022.

The government said the pandemic has highlighted the contribution of immigrants to the wellbeing of our communities and across all sectors of the economy.

The health-care system relies on immigrants to keep Canadians safe and healthy. Other industries, such as information technology companies and our farmers and producers, also rely on the talent of newcomers to maintain supply chains, expand their businesses and, in turn, create more jobs for Canadians.

Although Immigration, Refugees and Citizenship Canada (IRCC) continued to accept and process applications throughout the pandemic, the global travel restrictions and capacity constraints led to a shortfall in admissions over the last several months.

The government said that the health, safety and security of Canadians remain our top priorities.

Canada has strengthened health screening at the border as well as

monitoring and enforcement, and will continue to closely follow the advice of public health officials as it welcome newcomers.

This multi-year levels plan recognizes the importance of family reunification and Canada’s global commitment to protecting those most at risk through refugee resettlement.

Highlights of the plan include: * an increase in admissions over the three years of the plan to make up the shortfall in 2020 * a focus on economic growth, with about 60% of admissions to come from the Economic Class * a continued focus on innovative and community-driven approaches to address diverse labour and demographic needs across the country * a renewed commitment to capacity-building and digital transformation in Canada’s immigration system, to support operations and mitigate the impacts of COVID-19 on the processing of applications

63 per cent of Canadians agree systemic racism a serious problem for RCMP

THE latest data from the non-profit Angus Reid Institute find nearly two-in-five Canadians say there is a “serious problem” with the way police interact with Black, Indigenous and other non-white people across the country, while more than one-quarter

(27%) say it is a serious problem in their own community.

Further, nearly two-thirds (63%) agree that systemic racism is a serious problem for the RCMP, and three-quarters (73%) say police in Canada interact inappropriately with

While these perspectives vary by racial background, generational and political differences are even more stark. When it comes to policy, calls to simply reduce police department budgets are not widely supported, though structural change is desired by many.

One-quarter say that police funding should be reduced where they live. This proportion rises to 38 per cent in Greater Toronto, and 36 per cent in Winnipeg.

Further, a firm majority (63%) of Canadians across the country would rather see investment in social welfare strategies rather than increasing police presence in high crime areas.

Canada, and Canadians have also grown more supportive of racial minorities.

These facts emerge from a report that examines the responses to questions in two surveys that took place at the end of the summer of 2020: A Better Canada: Values and Priorities after COVID-19, conducted by the Environics Institute in partnership with Vancity, and Focus Canada, conducted by the Environics Institute in partnership with the Faculty of Social Sciences’ IMPACT project at the University of Ottawa and Century Initiative.

According to the executive summary of the report:

The killing of George Floyd, an African-American, by white police officers in Minneapolis earlier this year sparked anti-racism protests across the United States and around the world, along with a wider public discussion of antiBlack racism and systemic racism. In Canada, this movement energized ongoing efforts to condemn and counter racism within society and recurring instances of police brutality against racial minorities. These events have had a clear impact on the Canadian public’s awareness of the reality of racism in this country.

Over the past year, there has been a dramatic decline in the proportion of Canadians who say that discrimination against either Black people or Chinese people is no longer a problem in Canada. In each case, only half as many take this view in 2020 compared to 2019. Notably, the views of both those who identify as white and those who are racialized have shifted in the same direction. While the growing awareness of the reality of racism faced by Black Canadians can be linked to the focus on antiblack racism and instances of policy brutality against racialized persons in Canada, the parallel shift in view of discrimination against Chinese Canadians likely stems from publicized incidents of abusive behaviour against people of Chinese background in the wake of the COVID-19 pandemic that first emerged in China.

Over the past decade, Canadians have also grown more supportive of racial minorities. A growing proportion agree that it is more difficult for non-white people to be successful in Canadian society, while fewer feel that ethnic and racial groups need to take more responsibility for solving their own economic and social problems. Again, there is a notable similarity on these questions between the views of racialized Canadians and those who identify as white.

The past decade has also seen a significant decline in confidence in the police. A majority of Canadians continue to express confidence in their local police force and the RCMP, but the level of confidence has fallen since 2010 to the lowest level ever recorded since Focus Canada first asked the question in 1988. In this case, there is a difference between the views of white and racialized Canadians, with those who identify as white being significantly more likely to express confidence in the police.

Finally, while becoming more aware of the pervasiveness of racism, a majority of Canadians are optimistic that we will make real progress in addressing racism and discrimination in Canada over the next decade. Canadians tend to think that progress is more likely to be made through the actions of individual citizens than through government action.

The RCMP in BC also leaked out personal information about all those who wanted to replace the RCMP in Surrey to try and embarrass them – a tactic they used against former solicitor general Kash Heed when he tried to replace the RCMP in BC. They were exposed at the time by this journalist.

Some biased white racist journalists in mainstream media have also been going out of their way to attack McCallum and the formation of the Surrey Police Service.

These journalists are a disgrace … FAKE MEDIA. When The VOICE exposed the misuse of the RCMP logo by the Keep the Surrey in RCMP group, they all failed to report it. What does that show about their caliber and their integrity?

The RCMP officers’ union also launched its own attack on democracy, using slimy, scare tactics that used the pandemic as an excuse.

THE VOICE consistently highlighted these facts: 1. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very first Council meeting.

2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of three

3. Among the tactics that the pro-RCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot. Yet despite this fact, the RCMP bosses have been apparently inciting their supporters to carry on with that demand.

The NDP slammed Wilkinson’s opportunism as he desperately tried to win support in Surrey in September. It noted: “BC’s Police Act lays out very clearly that a municipality with more than 5,000 people is responsible for decisions about how to provide law enforcement in their community. (Police Act section 3, sub 2)” And the NDP pointed out: “BC Liberal MLAs have repeatedly shown they understand the fact that this decision is up to the municipality: “MLA Rich Coleman said: “We all know that the city of Surrey unanimously decided, as a council, that they wanted to change their police force about a year and a half ago. We now know that the government has done the right thing here” (Feb 13, 2020 Hansard) “MLAs Stephanie Cadieux and Tracy Redies said: “We don’t want to comment on the merits of a municipal force over the RCMP or vice versa. We do want to say thank you to the men and women in uniform that keep us safe and contribute so much to our community. We respect that this is by statute, a municipal decision to move forward.” (July 6, 2020 Facebook)” THE VOICE also exposed the “Three Blind Mice” of Surrey Council last September.

We wrote: “Here we’ve had three screaming, screeching, squawking Surrey Councillors – Linda Annis (the most hysterical of the three), Jack Hundial and Brenda Locke – go after Surrey Mayor Doug McCallum day and night with every distortion and half-truth imaginable under the direction of the RCMP and its front “Keep the RCMP in Surrey’ as they waged a relentless war against a Surrey Police Service after having voted for it in the very first Council meeting after the municipal election.

“Yet, these self-righteous, judgmental politicians were so blind all this time to the ILLEGAL / UNETHICAL use of the sacred RCMP logo by the “Keep the RCMP in Surrey’ group – right under their noses!

“And mind you, Hundial is a FORMER RCMP OFFICER! “Now you can imagine what his caliber must have been in the force – and what his caliber as a politician – albeit a petty one – is!

“As for Locke – a well-known political loser at all three levels of politics: municipal, provincial and federal – the less said, the better.

“Annis, of course, is the only candidate from Surrey First (the party of former mayors Dianne Watts and Linda Hepner) who won because she turned against her own party on the issue of the development proposal for Rosemary’s Heights just days before the election and harmed all her other party candidates.

“So what can you expect from her!

“And mind you she has been the Executive Director of Metro Vancouver Crime Stoppers.

“The South Asian media – fed up with the blatant racism of the ‘Keep the RCMP in Surrey’ against South Asians – finally exposed the group and the RCMP for allowing the MISUSE of the RCMP logo on their twitter account and forced them to drop the logo last week.

“There has been NO COMMENT on this shocking scandal from the three blind mice of Surrey Council.

“What a bunch of hypocrites!

“As this newspaper wrote last week in a stinging rebuke (even as the white mainstream media has kept mum about this scandal): ““How can residents of Surrey expect Surrey RCMP Assistant Commissioner Brian Edwards and his officers to protect them when they didn’t even notice that their sacred logo was being used illegally by the “Keep The RCMP In Surrey” group so blatantly all this time to lobby for the force? ““Was it deliberate bias – or was it a lack of intelligence? In either case, this has been a total disgrace that has sullied the name of the RCMP and its supporters. How can residents expect them to uphold the law in an unbiased manner?””

After The VOICE took up this issue, the RCMP’s top brass apparently ordered the group to remove the logo from their twitter account.

Safe Surrey Coalition congratulates BC NDP on historic victory

SURREY Mayor Doug McCallum and the governing Safe Surrey Coalition caucus on Monday extended congratulations to Premier John Horgan whose BC NDP won a majority government in the October 24 election.

Propelled by two critical campaign promises to Surrey residents, the party was able to win seven out of nine Surrey seats.

On October 4, the BC NDP recognized the “unwarranted interference in the affairs of the city of Surrey” regarding the BC Liberals’ proposal for a referendum on policing.

Former Minister of Public Safety Mike Farnworth stated that the only role of the provincial government was to “ensure public safety is maintained,” not to get involved in policing decisions made at the local level.

On October 8, John Horgan announced that he would commit to building the entire 16 kilometrelong, eight-station SurreyLangley Skytrain project from a new $9 billion infrastructure plan. He also pledged to designate the project as a provincial capital project, which would fast track comple-

These are the positions that fuelled the BC NDP’s dominant results in Surrey, and residents are now expecting the new government to live up to its word, noted McCallum.

“The BC NDP strongly backed the key commitments that allowed the Safe Surrey Coalition to elect a majority on City Council, empowering the will of the people once again,” said McCallum.

“Our caucus is ready to work with our provincial counterparts to ensure that continued collaboration propels these projects forward smoothly and ef-

ficiently.”

Critical details still must be nailed down, including the exact amount of the provincial contribution to the SkyTrain expansion.

Nonetheless, both the Safe Surrey Coalition and the BC NDP share an unparalleled commitment to listening to their constituents, noted McCallum.

“The success we achieved in the 2018 municipal election mirrors the BC NDP’s strong showing in Surrey because both victories are rooted in respecting the voices of residents. It is time to get to work together for the betterment of our city.”

Fireworks result in school lockdowns in Richmond

ON Wednesday, October 28, at approximately 10:30 a.m., Richmond RCMP responded to reports of gunshots heard in the area of Williams Road and No.4 Road. As part of standard safety protocols, schools in proximity of the area were temporarily placed in a hold and secure status. The large and rapid response resulted police locating several witnesses who confirmed the

sounds were actually a result of fireworks being set off in the area.

“The initial report we responded to was very concerning, and this type of reckless behaviour affected many students who were in class at the time,” said Constable Kenneth Lau. Richmond RCMP are reminding the public that the city of Richmond has a bylaw which strictly prohibits the possession or use of any fireworks without a prior city permit.

Langley voters send strong message that it’s time to build SkyTrain to Langley City: SkyTrain for Surrey

THE SkyTrain for Surrey said on Saturday that “Langley City and south Langley Township voters have sent a strong message that it’s time to build the full 16-kilometre Surrey-Langley SkyTrain— with the election of B.C. NDP candidate Andrew Mercier in Langley City (taking a seat long-held

by B.C. Liberal house

MLA Mary Polak) and furthermore the election, province-wide, of a B.C. NDP majority government.”

It added: “The vote result in the Langley district shows that residents want SkyTrain built. In 2018, Andrew Mercier noted that discussions to bring SkyTrain to Langley have been ongoing

since the 1990s. With the growth situation in Surrey and Langley, this extension is now long overdue.”

The SkyTrain for Surrey thanked the B.C. NDP for their strong commitment to building all 16 kilometres of the proposed Surrey-Langley SkyTrain in a single phase, reflected in their score in the organi-

zation’s Surrey-Langley SkyTrain voters guide.

It said: “The B.C. Liberals received significantly lower ratings in our voters’ guide, which assessed parties’ willingness to build the Surrey-Langley SkyTrain and found that the B.C. Liberals did not make strong commitments to build the full extension.”

Cadillac Fairview collected 5 million shoppers’ images, customers unaware: Investigation for any other purpose. This includes the more than five million biometric representations of individual shoppers’ faces, which it had retained for no discernable reason.

The three privacy commissioners have recommended that if Cadillac Fairview were to use

such technology in the future, it should take steps to obtain express, meaningful consent before capturing and analyzing the biometric facial images of shoppers.

The commissioners remain concerned that Cadillac Fairview refused their request that it com-

mit to ensuring express, meaningful consent is obtained from shoppers should it choose to redeploy the technology in the future.

CADILLAC Fairview, one of North America’s largest commercial real estate companies, imbedded cameras inside its digital information kiosks at 12 shopping malls across Canada (including the CF Richmond Centre and Vancouver’s CF Pacific Centre) and used facial recognition technology without its customers’ knowledge or consent, an investigation by federal, Alberta and B.C. privacy commissioners has found.

The goal, the company said, was to analyze the age and gender of shoppers and not to identify individuals. Cadillac Fairview also asserted that shoppers were made aware of the activity via decals it had placed on shopping mall entry doors that referred to its privacy policy, a measure the commissioners determined was insufficient.

Cadillac Fairview also asserted that it was not collecting personal information, since the images taken by camera were briefly analyzed, then deleted. However, the commissioners found that Cadillac Fairview did collect personal information, contravening privacy laws by failing to obtain meaningful consent as the company collected the five million images with small, inconspicuous cameras. Cadillac Fairview also used video analytics to collect and analyze sensitive biometric information of customers.

The investigation also found that: * facial recognition software was used to generate additional personal information about individual shoppers, including estimated age and gender; * while the images were deleted, the sensitive biometric information generated from the images was being stored in a centralized database by a third party; and * Cadillac Fairview stated that it was unaware that the database of biometric information existed, which compounded the risk of potential use by unauthorized parties or, in the case of a data breach, malicious actors.

“Shoppers had no reason to expect their image was being collected by an inconspicuous camera, or that it would be used, with facial recognition technology, for analysis,” said Daniel Therrien, Privacy Commissioner of Canada. “The lack of meaningful consent was particularly concerning given the sensitivity of biometric data, which is a unique and permanent characteristic of our body and a key to our identity.”

Michael McEvoy, British Columbia’s Information and Privacy Commissioner, said: “Questions about when an organization is collecting personal information can be complex, but the conclusion we came to about cameras in mall directories was straightforward. Pictures of individuals were taken and analyzed in a manner that required notice and consent.”

Jill Clayton, Information and Privacy Commissioner of Alberta, said: “This investigation exposes how opaque certain personal information business practices have become. “Not only must organizations be clear and up front when customers’ personal information is being collected, they must also have proper controls in place to know what their service providers are doing behind the scenes with that information.”

The regulators launched the investigation following media reports that raised questions about Toronto-based Cadillac Fairview’s practices.

In response to the investigation, the company removed the cameras from its digital directory kiosks. It has no current plans to reinstall the technology. Cadillac Fairview has also deleted all information associated with the video analytics technology that is not required for legal purposes and confirmed it will not retain or use such data

Fraser Health urges public to act now to bend the curve again FRASER Health on Tuesday issued an appeal to the public to “protect ourselves, our loved ones and our communities” as COVID-19 cases rapidly increase in the region.

“While we are still doing better than many parts of Canada and other countries, we cannot let our guard down,” said Dr. Victoria Lee, President and CEO, Fraser Health.

“Many of you have made lots of sacrifices already, but now is the time that we must be vigilant by minimizing social interactions outside of our households.”

The majority of the new cases are linked to known cases and clusters. Communityrelated clusters and outbreaks are connected to weddings, social gatherings and worksites. Transmission from these events spread to health care facilities, workplaces and schools.

“Even small gatherings are risky right now,” said Dr. Elizabeth Brodkin, Chief Medical Health Officer and Vice President, Population Health, Fraser Health “To keep our communities safe, we are urging the public to refrain from holding parties, celebrations or any gatherings – especially with Halloween and the Diwali festival coming up. Now is not the time for large celebrations and gatherings.

Fraser Health said it is seeing worksite exposures in diverse settings, mostly during breaks, lunch and social interactions. The health authority appreciates how workplaces have prepared for COVID-19 with new protocols and would like to take this opportunity to remind all businesses to review their plans and ensure they are following WorkSafeBC guidelines. Plans need to be as robust as possible and support employees to stay home if sick with even mild symptoms.

Currently, Fraser Health is maintaining all its health service levels, plus surgical services has expanded to catch up. It has also expanded its virtual care services to make care easier and safer for patients in our communities.

It noted: “We know our COVID-19 safety measures are working when we use them.

We are not seeing significant transmission in schools or long-term care facilities, which are controlled environments with many precautions in place.”

“Please stay strong and committed for your own health and for your loved ones,” said Lee. “Stay committed for our communities and local businesses. We have bent the curve before and together we can do it again.”

Migrant care workers expose exploitation ‘Behind Closed Doors’ during COVID-19 in new report

MIGRANT care worker organizations released a report on Wednesday documenting the experiences of hundreds of racialized migrant domestic workers during COVID-19. The report, “Behind Closed Doors: Exposing Migrant Care Worker Exploitation During COVID-19”, features shocking stories of abuse including working every day without a break, thousands of dollars in stolen wages, workers being trapped in employers’ homes for months, and being laid off and evicted. The report documents how these crises threaten workers’ ability to unite with their families and access permanent residency, and calls for full and permanent immigration status for all migrants as the only solution.

“I came to Canada for my future and my family’s future, but my employer took advantage of me and underpaid me because of my tied work permit” said Karen Sa-

vitra, a migrant care worker from the Philippines who has been in Canada since 2016 and is a member of the Caregivers’ Action Centre. She worked 12 hours a day, five days a week during COVID-19, but was only paid $1,440 per month until she was fired because her employer moved out of town to escape the pandemic. “We should be given permanent residency upon arrival, along with our families, so that there is no complication for anything.

They allowed us to come to Canada, we worked here, now we want fairness.”

The report is based on over

200 surveys that were filled out by migrant care workers from across the country.

Nearly one in two respondents that kept working during COVID-19 reported longer hours of work. Over 40% of respondents also reported not being paid for any extra hours of work, averaging approximately $226 in unpaid wages per week, or $6,552 in unpaid wages per worker over the last six months.

“I am worried about being without status. It’s very hard. It’s very scary,” said Harpeet Kaur, a migrant care worker from India and member of the Caregivers’

Action Centre, speaking at the report’s launch. Her work permit is expiring in November, and according to the terms of her work permit, she is not allowed to work for any other employer. “Without full immigration status, migrants like me don’t have the power to protect ourselves even in COVID-19. It’s not fair.”

One in three survey respondents reported not being allowed by their employers to leave the house, take public transit, buy groceries, send remittances to families abroad or visit doctors during COVID-19. Workers were barred from meeting with friends or partners.

In one case, a worker reported her bank account being frozen but not being able to visit the bank to resolve the issue because her employer would not let her leave the house. As a result, the worker was unable to send remittances to her family for three months.

More than one in three sur-

vey respondents lost their jobs during COVID-19, and were forced to move out and try to find new work.

One in three respondents that lost work reported ongoing problems in accessing the Canada Emergency Response Benefit (CERB) or Employment Insurance (EI). Nearly half of all respondents reported concerns about employers processing their Labour Market Impact Assessments (LMIAs). Without an LMIA, there is no work permit and workers cannot complete the 24 months of work necessary to apply for permanent residency.

“I’m so worried because I need a job to support my family,” said Vancouverbased Judy Cabato, a migrant care worker from the Philippines. Judy, a member of the Vancouver Committee for Domestic Worker and Caregiver Rights, was laid off in April. She has completed the requirements to apply for permanent resi-

dency but application processing is delayed due to COVID-19. Her work permit, and therefore her health card and Social Insurance Number, also expired. As a result, she cannot access emergency income support or healthcare. “I’m here in Canada to work. I want to work. My family needs me to work. I am appealing to the government – grant us, all migrants, without exception, full and permanent immigration status for all, and now!”

Despite pandemic, Surrey’s Love Where You Live clean-up campaign sees record participation THE 2020 Love Where You Live clean-up campaign kicked off in May, calling on residents, business owners and communities to step up to help Surrey stay clean and welcoming. While the campaign typically rallies large group clean-ups and school events, this year’s initiatives focused on individual efforts to support the Public Health Orders in

City staff cleaned up over 208 kilometers of Surrey roads each week and waste from 7,459 illegal dumping sites were removed. Additionally, more than 10,000 trees and bulbs were planted through the Bulbs for Beauty and Re-

leaf Tree planting programs.

The City also ramped up beautification projects to create more welcoming spaces. Across the City, 1,700 street banners were installed and over two thousand feet of decorative streetlights were added to Town Centres.

“It’s becoming increasingly clear that Justin Trudeau wants an election and is willing to go to any lengths to get one, even if that means forcing Canadians to go to the polls in the middle of a pandemic. His arrogance and entitlement will needlessly put the health and safety of Canadians at risk.

The Conservatives’ characterization of our response to their motion is unnecessarily partisan. A number of suppliers and agencies have expressed concern about the very broad scope of the review being proposed, not only because it will divert significant resources in the public service to satisfying the ‘drift net’ order for information and documents, but also due to the risk that sensitive commercial and proprietary information from companies that have supplied materials to help us fight the pandemic could be compromised.

While the Conservative leader and his health critic want people to believe their study motion is all about ‘transparency’, all the evidence and the Tories’ own track record indicate that the real intention is to tie up parliamentary resources and prevent the government from doing its work.

DR. Bonnie Henry, Provincial Health Officer, and Adrian Dix, Minister of Health, on Friday announced 272 new cases, including five epi-linked cases, of COVID-19 in British Columbia.

The total number of cases now stands at 14,381.

Sadly, there was one new COVID-19-related death. That

272 new COVID-19 cases in B.C.; one new death brings the number of deaths in the province to 263.

There are 2,390 active cases of COVID-19 in the province, 6,003 people who are under active public health monitoring as a result of identified exposure to known cases and 11,670 people who tested positive have recovered.

Currently, 78 individuals are hospitalized with COVID-19, 25 of whom are in intensive care.

The remaining people with COVID-19 are recovering at home in self-isolation.

Since the start of the pandemic, there have been 4,664 cases of COVID-19 in the Vancouver Coastal Health region, 8,219 in

the Fraser Health region, 256 in the Island Health region, 741 in the Interior Health region, 412 in the Northern Health region and 89 cases of people who reside outside of Canada.

There have been three new health-care facility outbreaks: at Hawthorne Seniors Care Community, CareLife Fleet-

wood and Queen’s Park Hospital unit 3C NMSK 2. The outbreaks at Fort Langley Seniors Community, The Village and Sunset Manor and Good Samaritan Victoria Heights have been declared over. In total, 24 long-term care or assistedliving facilities and two acutecare facilities have active out-

breaks.

There has been one new community outbreak at Suncor Firebag Oil Sands. There continue to be exposure events around the province. Public alerts and notifications are posted on the BC Centre for Disease Control’s (BCCDC) website and on all health authorities’ websites.

Surrey allocated $16 million in federal funding for affordable housing

THE City of Surrey has been allocated $16.3 million in funding for new permanent affordable housing. The injection of money is a result of the federal government’s Rapid Housing Initiative and will create a minimum of 33 units of new permanent affordable housing in Surrey.

“In order to affect real change in affordable housing, senior levels of gov-

ernment have to step up and partner with municipalities on this front,” said Surrey Mayor Doug McCallum. “That is exactly what the federal government has done with the Rapid Housing Initiative. The projects that will be created by this funding will not only help alleviate some of the pressing needs surrounding affordable housing now, but it will be of great value

in positioning us for the future. As one of the fastest growing cities in the country, I am very pleased that Surrey has been identified to receive federal funding from this very worthwhile housing initiative.”

The Rapid Housing Initiative is delivered through the Canada Mortgage and Housing Corporation and the funds can go to cover the construc-

tion of modular housing, the purchase of land and the conversion of existing buildings to affordable housing.

“I would like to thank the federal government for stepping up to fund such an important initiative,” said Councillor Laurie Guerra, Board Chair of the Surrey Homelessness and Housing Society. “This program is indicative

of the partnerships we need at every level of government to help solve the affordable housing issue that we face in the Lower Mainland.”

City staff will begin work on an investment plan to outline the proposed capital projects. Upon approval of the plan, construction will be completed within 12 months of the finalization of the funding agreement.

Vancouver Mayor Stewart secures $51.5 million from federal government for rapid affordable housing

VANCOUVER Mayor Kennedy Stewart on Tuesday welcomed $51.5 million in much needed affordable housing investments from Ottawa with news the federal government has partnered with the City through CMHC’s Rapid Housing Initiative.

“In the fight against the dual health emergencies of COVID-19 and the overdose crisis, Vancouver is on the

front lines. I want to thank Prime Minister Justin Trudeau and Federal Housing Minister Ahmed Hussen for helping us secure homes for our most vulnerable neighbours,” said Stewart.

The $1 billion Rapid Housing Initiative (RHI) was designed during discussions between the federal government and the Federation

of Canadian Municipalities’ Big City Mayor’s Caucus in response to the COVID-19 crisis. Delivered through the Canadian Mortgage and Housing Corporation, the RHI is designed to fund housing for vulnerable populations and comes on the heels of Vancouver City Council approving Stewart’s $30 million emergency COVID-19 housing ac-

tion plan to support unsheltered residents in all areas of the city.

“This $51.5 million committment, combined with our own local investments, will allow us to rapidly stabilize the lives of hundreds of our neighbours and the communities they call home.” said Stewart.

“The next step will be to convince the Province of British Columbia to

The police’s usual Halloween safety reminders include concerns surrounding the use of fireworks, pedestrian safety, impaired driving, and fake weaponry. This year, Surrey RCMP is also asking the public to continue to comply with Public Health Orders, which have been put in place to help stop the spread of COVID-19.

On Halloween, Surrey RCMP regularly receives an overwhelming amount of noise complaints resulting from the use of fireworks. Fireworks are not permitted in the City of Surrey without a City of Surrey Fire Department permit and a Federal Fireworks Operator Certificate. Those caught selling or setting off illegal fireworks can face fines.

Misuse of fireworks can also cause personal injury or lead to criminal charges.

If you have safety concerns regarding the misuse of fireworks in your neighborhood,

Vancouver Police seeks sexual assault victims of phony Uber driver Hirdeypal Batth, 24, of Langley ward involving a man posing as an Uber driver.

On October 22, 24-year-old Langley resident, Hirdeypal Batth, was charged with sexual assault and forcible confinement in relation to a file this past August.

Batth allegedly forcibly confined the victim and sexually assaulted her near Oak Street and King Edward Avenue on August 26. It is believed Batth had posed as the victim’s Uber driver with his white 2020 Land Rover.

“We believe that Batth may have targeted other victims” said Constable Tania Visintin on Thursday. “Investigators are expanding their

Gurkirat Toor, 21, charged with pointing a firearm in Abbotsford GURKIRAT Toor, 21, was arrested and charged

by Abbotsford Police for pointing a firearm at another driver last week on Friday.

On October 23 at approximately 1:30 a.m., Toor was driving a rented Nissan Murano near the area of Townline Road and South-

ern Drive when he pointed a firearm at another vehicle.

Toor has now been remanded until Wednesday October 28.

gation commenced.

In August 2020, DNA analysis positively identified the suspect as Ravinder Sidhu, a 33-year-old man of no fixed address. As a result of this match, a Canada-wide

arrest warrant was issued and attempts to locate Sidhu commenced.

Delta sees 15 per cent increase in cybercrime incidents DELTA has seen a 15 per cent increase in cybercrime incidents in 2020 from January to the end of September, compared to the same time frame last year. Unfortunately, this builds on an existing trend, where the number of files in 2019 more than doubled from the previous year in 2018, Delta Police said on Friday.

Police are highlighting this offence, as October is Cybersecurity Awareness Month.

“The majority of cybercrimes that are reported to us are frauds,” said Cris Leykauf, spokesperson for Delta Police.

“This includes phishing emails (where people are searching for personal or financial information), Craigslist ads, and funds being diverted to a third party.”

There’s also been significant growth in harassing communication, typically from an ex-partner, or someone known to the complainant. The other area that Delta Police have seen an increase is that of uttering threats.

“These are threats that are primarily being made on social media platforms, such as Instagram, Snapchat or Facebook,” said Leykauf. “The offence of ‘uttering threats’ is taken seriously by police, as it impacts people’s sense of safety, and is considered a person’s or a more serious offence.” Delta Police saw a large increase in complaints of uttering threats in 2019.

Delta is not alone in seeing increases in cybercrime. Across Canada phishing attempts doubled between 2018 and 2019.

With more business and shopping being conducted online, police are expecting to see ongoing increases in cybercrime.

The social isolation brought on by the pandemic also has police highlighting another type of cybercrime, namely dating frauds and extortion in relation to intimate photos and videos. Romance fraud was Canada’s top scam in 2019, in terms of reported money lost, averaging $28,000 per victim. Police advise anyone who has met someone online, to always be suspicious of requests for money, even if someone insists it is an emergency situation.

Number of homicides and most serious assaults in Vancouver higher than last year: Report

VANCOUVER Police on Tuesday released a new report with crime statistics for the first nine months of the year.

The report compares January to September 2020 to the same time period in 2019.

Violent crime levels for 2020 are similar to 2019. In 2019, there was a 10.4 per cent increase in violent crime during the same reporting period when compared to the previous year. An analysis of 2020 violent crime incidents shows that: • the number of homicides is higher than last year – 14 in 2020 versus nine in 2019; • the most serious assaults

Shortly before 1 p.m. on October 1, Surrey RCMP responded to a report of a residential break and enter in

– assault with a weapon, assault causing bodily harm and aggravated assault – have increased by 14.1 per cent over the previous year, while all assaults increased by nearly two per cent; • intimate partner violence is 4.6 per cent higher than 2019 (all-time highest recorded incidence of intimate partner violence); • anti-Asian hate crime incidents have increased by 138 per cent; • sexual offences reported to police have decreased by 5.2 per cent; • robberies have decreased by 6.1 per cent; and

• assaults against police officers have gone up 47 per cent, and over the past five years, assaults against police officers have increased 86 per cent.

Property crime is down by 20.2 per cent in 2020. The decrease is due to a substantial decrease in lowlevel, high-volume property crime. However, there is an increase in the most serious categories of property crime. The analysis of 2020 property crime incidents shows that: • theft from vehicles has decreased by 37 per cent; • theft (e.g., shoplifting) de-

creased by 26.6 per cent; • break-and-enters to businesses increased by 17.8 per cent; • arson incidents increased by 39.2 per cent; and • fraud increased by 5.9 per cent.

The report also takes a look at crime in specific neighbourhoods over the same time frame. Nineteen of 24 neighborhoods across Vancouver have seen an increase in serious assaults.

In the three-block radius around Strathcona Park, calls to police for street disorder have increased by 51 per cent. In Chinatown

and Yaletown, they have increased by nine per cent.

Vancouver Police continue to initiate and complete operational and investigative projects and allocate resourcing based on data and analytics and community feedback. The Vancouver Police Department has increased the number of frontline patrol officers in some of the hardest hit areas and trained more officers for bicycle patrols. Police have initiated major projects resulting in weapons and drug seizures and arrests.

Police believe that the COVID-19 pandemic is continu-

ing to have an impact on crime numbers. Because of COVID, many are limiting interactions, self-isolating or working from home. This means there are fewer people out on the streets, less tourism, businesses and liquor establishments closed, and less cars in parkades, which translates into less targets and victims for offenders.

The VPD presents crime statistics to the Vancouver Police Board every quarter.

The report will be reviewed by the board at its regularly scheduled meeting on Thursday.

Guildford break-in charges highlight value of surveillance video the 14900-block of 99A Avenue. A person had broken into the residence through the garage and stolen personal electronics. As part of their investigation, the Surrey RCMP frontline officer gathered valuable evidence including surveillance footage. The video played a sig-

nificant role in helping officers identify a suspect, said Surrey RCMP. On October 15, 25-year-old Jeffrey Seipp was arrested for the break and enter. At the time of his arrest he also had an outstanding arrest warrant for a previous break and enter that occurred in

the fall of 2019. The new charge of break and enter, related to the October 1 incident, was laid on October 19.

“This investigation highlights how valuable surveillance footage can be in an investigation,” said Cpl. Joanie Sidhu. “Good quality

video can have a significant impact on our ability to advance an investigation.”

Speedy trip leads to seizure of ‘magic mushrooms’ in Surrey

A traffic stop by Surrey RCMP frontline officers last Sunday led to the seizure of a large quantity of suspected psilocybin mushrooms in Guildford.

On October 25, Surrey RCMP frontline officers were conducting speed enforcement in the area of 96th Avenue and 166th Street when they encountered a vehicle traveling at 108 km/hr in a 60 zone.

As the investigation unfolded, officers observed items consistent with illicit drug possession and arrested the driver.

The driver of the vehicle was issued a driving prohibition and their vehicle was impounded for seven days. They were issued violation tickets for excessive speeding, failing to provide a driver’s license and failing to display an N sign.

The driver was released at the scene. Charges have not yet been laid in relation to the drug possession. The investigation is on-going.

Three suspected synthetic drug labs dismantled in Richmond

ON Wednesday, October 28, Richmond RCMP, with the assistance of the RCMP Federal Clandestine Laboratory Enforcement and Response (CLEAR) Team, executed search warrants at three separate locations in Richmond. The warrants were part of an eight-month targeted investigation into suspected synthetic drug production across the city.

Sgt. Gene Hsieh of the Richmond Organized Crime Unit said police presence remains at the scenes and will likely be there for some time. “These types of investigations pose a significant danger to our officers and to our community as a whole. Some of the chemicals involved are highly unstable, and it will take some time for us to render these sites safe before continuing our investigation,”

he pointed out.

The exact locations of the suspected drug labs are not being released to the public at this time, for both investigational and safety reasons. Police have cordoned off the areas affected, and are working to ensure the safety of residents in the surrounding areas.

Local traffic may be affected, and police ask for the public’s cooperation with the offices’

directions at each of these scenes.

New Westminster Police arrest sexual assault suspect; looking for additional victims

IN October, during the course of an unrelated investigation, the New Westminster Police Department began investigating a sexual assault.

During the course of this investigation, a search warrant was executed and a victim

was identified where it was learned that she was allegedly sexually assaulted by a male suspect.

Due to the complexities of this file, the New Westminster Police Department Major Crime Unit became involved from

the onset of this investigation which lead to the arrest of a 42-year-old New Westminster resident, Shaun Steer. Shortly following his arrest, Crown counsel approved the following charges against Steer: sexual assault, forcible confine-

ment, extortion, and break and enter.

As a result of the evidence gathered thus far, Major Crime Unit investigators believe that there are additional victims that have yet to come forward.

“This is a complex and on-

going investigation. Our Major Crime Unit members are wanting to speak to any witnesses or victims who have information that may further the police investigation,” said Sgt. Sanjay Kumar. “We encourage anyone who has

been a victim of these sexual assaults, or has any other information relating these crimes, to contact our Major Crime Unit.”

Steer remains in custody and is scheduled to appear in court in the near future.

Registered sexual offender charged in South Vancouver sexual assault

CROWN counsel approved charges on Saturday against a Vancouver man after he was arrested last week by Vancouver Police following a sexual assault investigation.

Earnings for apartment owners show the pain of urban flight Decidedly weak quarterly earnings reports from major apartment real estate investment trusts this week paint a bleak picture for some of the largest urban rental markets. The coronavirus pandemic has caused thousands of apartment dwellers to seek safer, larger, single-family suburban homes, causing vacancies in high-rise rental buildings to spike.

Equity Residential, whose portfolio consists mostly of mid- to high-rise buildings on the East and West coasts, saw a particularly bleak third quarter. Its stock is down about 43% year to date. Occupancy and average rent rates fell and will likely drop further in the coming quarters. Nearly a quarter of its holdings are in downtown San Francisco, Manhattan, Brooklyn, New York, Boston and Cambridge, Massachusetts. Those are the markets most impacted, as they have seen large outflows of tenants moving either to smaller cities or the suburbs. As businesses reopened over the summer, there were some improvements, but no guarantees. â&#x20AC;&#x153;We have seen scattered positive signs in the form of modestly improved renewals and higher application volumes,â&#x20AC;? said Equity Residentialâ&#x20AC;&#x2122;s CEO, Mark Parrell, on a conference call with analysts. â&#x20AC;&#x153;I caution, however, that market conditions remain too volatile and the timing of developments on mitigating the virus too unclear to suggest that we have turned a corner.â&#x20AC;?

The company did not release any earnings guidance, but Parrell added, â&#x20AC;&#x153;We do want you to be aware that our financial results will weaken over subsequent quarters, as the full impact from the pandemic works its way through our rent roll.â&#x20AC;?

AvalonBay, which has a similar geographical mix to Equity Residential, also posted disappointing earn-

ings for its third quarter and also did not provide any guidance. Its stock is down about 35% year to date. â&#x20AC;&#x153;The adverse future impact of the pandemic on the Companyâ&#x20AC;&#x2122;s results of operations cannot be reasonably estimated, and could be material,â&#x20AC;? according to AvalonBayâ&#x20AC;&#x2122;s earnings release.

While it is impossible to get firm numbers on the much-discussed urban flight phenomenon, analysts say it is clearly in the earnings numbers. â&#x20AC;&#x153;The proof is that rents are down double digits, plus the AvalonBays and Equity Residentials of the world are offering 2-months free on top of that in the major Coastal Urban Markets,â&#x20AC;? said Alexander Goldfarb, a REIT analyst at Piper Sandler. â&#x20AC;&#x153;When DC, long a laggard, and Baltimore are the best relative apartment markets for companies like Equity Residential and AvalonBay, you know things have changed.â&#x20AC;?

While there has definitely been some bargain hunting among tenants in large cities, Equity Residential noted clearly on the call that it is not losing tenants to competitors. Its residents are relocating.

And that may benefit REITs in the Sunbelt, where Northeasterners are moving. Camden Property Trust, based in Houston, is seeing far better results and less impact from the pandemic. Its holdings are in Texas, Florida, Georgia and North Carolina.

Its stock is down just 16% year to date.

Essex Property Trust, despite being largely in California and Seattle, has just 10% of its portfolio in urban cores. â&#x20AC;&#x153;Its limited (10%) exposure to urban markets is proving its worth, in that occupancy is flat year-overyear, at 96% overall. That said, Los Angeles and San Francisco showed occupancy losses, which drove revenues down double digits in the quarter,â&#x20AC;? added Goldfarb. Essexâ&#x20AC;&#x2122;s stock has fallen 34% year to date.

What’s the Best Approach to Natural Supplements?

READERS of this column know, the GiffordJones natural health philosophy is built on the premise that the medical establishment should not be your first stop for staying healthy. Doctors are best as a last resort.

Tragic bad luck aside, your first defense should be Mother Nature in combination with good lifestyle choices. But what does this mean as you age?

Natural supplements are low-cost and widely available, but they are not marketed with the same multimillion-dollar budgets as most pharmaceutical drugs. So a good starting point is to adopt common sense.

Unless your doctor has a strong rationale for putting you on drugs, and a plan to get you off them, you should ask more questions and do more homework. Have you, for example, enquired about the root causes of the ailments that age inevitably brings? Where can you turn for options?

Experts in your local natural health food store can help. There are some natural supplements that are easy to understand and the choices are simple. A good example would be vitamin D. Deficiency is common, especially during the winter months for those who live in the north. We know vitamin D fortifies our immune system and the range of advisable dosages is clear. There is little difference, one brand to another.

Other vitamins and minerals are more complex. It’s worth your while to get good advice.

Vitamin C is one of them. Vitamin C at very small doses will protect you from scurvy. is required to manufacture healthy collagen, the glue that holds coronary cells together, just like mortar is needed for bricks. Lysine, like steel rods in cement, makes collagen stronger.

Experts will know the research. Linus Pauling, two-time Nobel laureate, claimed it takes a mere 10 milligrams of vitamin C to prevent scurvy, but several thousand to prevent heart attack. Williams Stehbens, Professor of Anatomy at Wellington University in New Zealand, proved Pauling was right. The statement came in his only television interview to Times Now after the 2+2 US-India Ministerial Dialogue held in New Delhi.

Pompeo’s statement is likely to ruffle the feathers in Beijing whose troops have been locked in a standoff with the Indian Army along the Line of Actual Control (LAC) in Eastern Ladakh.

In response to a question whether the US has decided to offer India more than just diplomatic assistance in the event of a conflict with China or Pakistan, Pompeo said, “We did sign a series of important agreements but the agreements themselves were less important than the central understanding that came alongside them.

When it comes to the Chinese Communist Party (CCP), he said the entire world is the frontline.

“The ambition, national rejuvenation, and the goal of CCP general secretary Xi Jinping is not local, it is not regional, that desire is global. You see it in the Belt and Road initiative that extends throughout Africa and through the Middle East. This is a global challenge and the freedom loving world must take it on together,” he told the news channel.

The US, he said, understands the challenge.

Pompeo added that India and China are locked in a bit of a standoff. “Many troops on both sides, too close and we attempt, we think the Indian Government hopes for there to be a disengagement,” he said.

ON Wednesday, India and the US signed the Basic Exchange and Cooperation Agreement (Beca) for Geo-Spatial Cooperation, taking their relations a notch higher in defence and military relations. The two countries had been holding discussions over the pact for around a decade with India fearing that Beca would allow the US to access classified Indian information.

US Secretary of State Michael R. Pompeo and Esper were on a strategic diplomatic and defence visit to New Delhi. The two-day 2+2 ministerial dialogue took place against the backdrop of heightened military and diplomatic activity in the South Asian and the Indo-Pacific regions due to China’s military and naval overreach in these regions.

Beca is significant as it was signed at a time when India faces Chinese aggression on its Ladakh border.

With Beca, India will have access to geo-spatial data from US military satellites which can be applied to its missile and defence technologies.

The information that the two countries will exchange will include both classified and unclassified data -- maps, topographical images and military coordinates. The information exchange also covers nautical and aeronautical charts, commercial and other unclassified imagery, geophysical, geomagnetic and gravity data.

These will help India strike military targets with its missiles and bombs with greater precision. Beca will also help India upgrade and improve its maps. The agreement will not only support Indian military activity on its border with Pakistan and China but also provide India with accurate information on Chinese Navy movement in the Indian Ocean.

With India, US, Japan and Australia coming together for the Quad, the signing of Beca will strengthen the Quad as well. The four countries are also coming together for the Malabar naval exercises in the Indian Ocean region.

Hong Kong again bars Air India flights over COVID-19 cases New Delhi (IANS): Hong Kong has barred Air India flights from Mumbai till November 10 after five passengers on the Indian carrier’s flight on October 25 tested positive for the novel coronavirus infection.

This is the fourth ban on Air India flights

by Hong Kong after passengers have tested positive post arrival at the city.

Delhi-Hong Kong flights have been banned three times since August.

Responding to a query from IANS, Air India said that the passengers concerned were accepted on the flight as they had submitted COVID-19 negative test reports from laboratories recognised by ICMR before boarding.

It noted that as per Hong Kong regulations if an airline has five or more Covid positive passengers on a flight, the airline is barred from bringing any passengers from the same origin to Hong Kong for 14 days.

“Hence our flight from Mumbai to Hong Kong is banned for the period 28th October to 10th Nov ‘20. Incidentally we do not have any flight scheduled to Hongkong

too in the coming days,” it said.

Passengers travelling to Hong Kong need to have a COVID-19 negative test report conducted 72 hours prior to the scheduled time of departure as per requirement by the Hong Kong authorities.

The passengers are also required to ensure online submission of their health and quarantine declaration as well before landing at Hong Kong. These notifications are communicated on Air India’s official website as well.

“Air India as a responsible airline is strictly conforming to these rules and protocol.

Only passengers with COVID negative reports are being allowed to board from any destination in India,” it said.

“Another mandatory COVID-19 test is carried out for passengers after landing in Hong Kong and reports of the same may be at variance from the reports of tests conducted 72 hours before taking the flight. Hence, Air India cannot be held responsible for any lacunae on the issue of passenger test reports,” the airline’s statement added.

India asks Saudi Arabia to take corrective steps on bank note

New Delhi (IANS): India has asked Saudi Arabia to take corrective steps on the misrepresentation of its territorial boundaries on a new bank note.

The world map on the new 20 Riyal banknote, released to mark Saudi Arabia’s presidency of the G20 grouping, does not feature Jammu and Kashmir and Ladakh as part of India.

MEA Spokesperson Anurag Srivastava said India has asked Saudi Arabia to take “urgent corrective steps” in the matter, and emphasized that the entire Union Territories of Jammu and Kashmir and Ladakh are integral parts of the country.

“We have seen the banknote referred by you

which gives an incorrect depiction of India’s external territorial boundaries. The note was issued by Saudi Arabian Monetary Authority on October 24 to mark the occasion of Saudi presidency of the G20,” the MEA spokesperson said.

“We have conveyed our serious concern to Saudi Arabia, both through their Ambassador in New Delhi as well as in Riyadh, for this gross misrepresentation of India’s external territorial boundaries on an official and legal banknote of Saudi Arabia and asked Saudi Arabia to take urgent corrective steps in this regard,” Srivastava said.

Bihar elections: Phase I peaceful, over 50% turnout till 6 p.m.

Patna: The first of the three-phase Bihar Assembly elections on Wednesday in 71 constituencies across 16 districts ended peacefully amid reports of clashes between supporters of two parties in Shahpur, Kaimur and Gaya and EVMs not working properly in some places.

Though the election took place amid the Covid-19 pandemic, the polling percentage was more than 50% till 6 p.m. The second phase of polling for 94 seats will be held on November 3, while the third one will happen on November 7 for 78 seats. Counting of votes will be done on November 10.

On Wednesday, Prime Minister Narendra Modi, speaking at three different public meetings for the second phase of the Bihar assembly elections, invoked the Ram temple construction in Ayodhya and attacked Rashtriya Janata Dal (RJD) leader and chief ministerial face of the ‘mahagathbandan’, Tejashwi Yadav, by referring to him as “jungle raj ka yuvraj [crown prince of of the rule of lawlessness]”.

At a public meeting in Darbhanga, Modi said, “This is the land of maa Janki [mother Sita] and after decades of struggle, Ram temple construction has started in Ayodhya now… those political people who were earlier asking for dates [of temple construction] too are now applauding the construction,” he said. “BJP ki pehchan hai.. jo kehte hai, karte hain [BJP is known to fulfil what it says]”.

At public meetings in Muzaffarpur and Patna, Modi said, “Beware of this ‘jungle raj ka yuvraj’

as they [RJD] have the copyright of kidnappings.

Can anything be expected from the ‘yuvraj’ of ‘jungle raj’?… Their track record is there to be evaluated and people of Bihar know about it better than me.”

Meanwhile, on the same day, Congress leader Rahul Gandhi slammed Prime Minister Narendra Modi and Bihar Chief Minister Nitish Kumar at public meetings in West Champaran and Darbhanga districts.

“Congress knows how to run the country, how to stand with farmers, but we do not know one thing and that is how to lie….we cannot compete with the Prime Minister in lying,” said Gandhi at is public meeting in Valmikinagar in West Champaran district.

“During Dussehra, people generally burn effigies of Ravan but this time they burnt effigies of PM Modi, Ambani and Adani in entire Punjab. What is the reason behind it?” Gandhi asked, and added, “It’s a big and sad thing happening with the Prime Minister of India.”

The Congress leader further said, “Prime Minister now does not say in his speeches that he will give jobs to 2 crore youths of the country as he knows he is lying and people also know it…I guarantee, if he will announce 2 crore jobs, the crowd will chase him away.”

Gandhi also took on Bihar CM Nitish Kumar on the development issue. “He has not done enough for the development of the State…Tejashwi Yadav has a vision and roadmap for the development of Bihar,” he said.

Mumbai Police’s FIR against Sushant’s sisters vitiated and bad in law: CBI (Ld) Mumbai (IANS): The Central Bureau of Investigation (CBI) on Wednesday slammed the Mumbai Police for registering an FIR against late Bollywood actor Sushant Singh Rajput’s sisters on the complaint of Rhea Chakraborty, saying it is “vitiated” and “bad in law”.

The CBI made the submissions in the Bombay High Court while opposing the second FIR filed by Mumbai Police on the complaints of Rhea related to the death of Sushant.

The CBI informed the court that the present FIR has been registered by Mumbai Police in complete disregard to the provisions of Section 154 of the CrPC (Code of Criminal Procedure).

It said both respondent Rhea and Mumbai Police were consciously aware that an FIR has been registered by the Patna Police to look into the circumstances surrounding the death of Sushant, which has been transferred to the CBI for investigation.

The agency said that the probe by the CBI was approved by the Supreme Court on August 19.

“Therefore, registration of another FIR on the same facts and cause of action was neither warranted, not allowed under the law. Thus the FIR is

Sushant Singh Rajput vitiated and bad in law,” the CBI said.

The probe agency also said that the allegations against the late actor’s sisters in the FIR registered on the basis of Rhea’s complaint are “presumptive and speculative”.

“Pertinently, the allegations levelled in the instant FIR are most presumptive and speculative in nature,” it said.

The CBI also argued that the Mumbai Police have not registered an FIR as an outcome of the inquest proceedings being conducted by them.

Therefore, the Supreme Court judgement of August 19 does not allow registration of any such FIR. The CBI’s reply came in the court after Rhea on Tuesday urged the Bom-

bay High Court not to dismiss her case against Sushant’s two sisters -- Meetu Singh and Priyanka Singh -whom she has accused of helping the actor illegally access anxiety drugs using fake prescriptions from one Tarun Kumar in Delhi.

The CBI in its reply also stated that if Mumbai Police or Rhea had any information on the death of Sushant, they should have been directly shared with the CBI for action. The FIR registered at the Bandra police station was not required, it said.

The CBI also said that it received an application from Rhea dated September 14 through Mumbai jail authorities to “drop or delete” Section 306 of the Indian Penal Code in the FIR filed by the Mumbai Police on her complaint.

The CBI stated that the procedure of dropping a penal section of law during investigation is a process unknown to law and the same cannot be done by the investigating agencies.

“An FIR which has been registered can either be quashed by Constitutional courts or culminate into a report under Section 173 of the CrPC. Therefore the request of Rhea to drop Section 306 from the FIR cannot be

acceded to,” it said.

The CBI also said that it is conducting an investigation wherein Section 306 has been invoked in the FIR. “Thus the role of each and every person, whosoever had instigated or abetted the commission of suicide by Sushant, is being investigated,” it said.

The CBI also stressed that the agency is conducting investigation meticulously and professionally without being hindered by any external factor and would thoroughly go into each and every aspect relating to the death of Sushant in a fair and impartial manner.

The Mumbai Police registered a case against Sushant’s sisters on the complaint of Rhea alleging that they were helping the actor access anxiety drugs illegally using fake prescriptions.

Rhea’s complaint was based on WhatsApp chats between the actor and his sister on June 8 -- just six days before he was found dead at his Mont Blanc Apartment on June 14.

The alleged chats between Sushant and his sister indicated that she had advised her brother to take three medicines banned under the Narcotic Drugs and Psychotropic Sub-

stances Act. In her complaint, she pointed out that the alleged chats of Sushant and his sister were opposite to the family’s claim that they were unaware of the late actor’s mental health issues.

The CBI had registered a case on August 6 after notification from the Centre on the request of Bihar government.

The Bihar Police registered a case on the basis of the complaint filed by Sushant’s father K.K. Singh on July 25 against Rhea, her brother Showik, father Indrajit, mother Sandhya, Sushant’s house manager Samuel Miranda and former manaqger Shruti Modi, among others.

A CBI team went to Mumbai on August 20, a day after the Supreme Court gave the nod for the federal agency to probe the matter.

The CBI team has recorded the statements of Rhea, Showik and several others in the case.

Besides CBI, Rhea is also being investigated by the Enforcement Directorate (ED) and the Narcotics Control Bureau (NCB). Rhea and her brother were arrested by the NCB. While Rhea was granted bail after 28 days, Showik is still in judicial custody.

Boundary issue with India is ‘bilateral’, China tells Mike Pompeo New Delhi: Accusing the United States Secretary of State Mike Pompeo of “repeating old lies” and “violating the norms of international relations” for his comments in New Delhi, China said that “the boundary question is a bilateral matter between China and India” and “there is no space for a third

The Chinese Embassy statement accused the U.S. of looking to “stir up confrontation among different groups and blocs” and to stoke geopolitical competition. “China has been advocating that the develop-

ment of bilateral relations between countries should be conducive to regional peace, stability and development, and not infringe upon the legitimate rights and interests of a third party,” the statement said. “The boundary question is a bilateral matter between China and India. The two sides have been

discussing disengagement and de-escalation in the border areas through diplomatic and military channels. China and India have the wisdom and ability to handle their differences properly. There’s no space for a third party to intervene.”

Kashmir daily’s office raided, homes of activists and journalist searched Srinagar: The National Investigation Agency (NIA) on Wednesday carried out multiple raids in Kashmir, including at the main office of widely circulated daily Greater Kashmir and the house of human rights activist Khurram Parvez.

Punjab stares at power crisis with coal supplies running out Chandigarh (IANS): Punjab is heading towards major power outage with its thermal plants facing a deficiency of coal in wake of non-plying of goods trains in the state for almost a month now, state officials said on Wednesday.

Most of the plants have been left with storage of two-four days and because of this, they are operating at a minimal capacity.

The current requirement of electricity per day in the state is 6,000 megawatts (MW) and it is largely met

through purchase from the national grid.

“We are left with a coal supply of two-four days and the situation is going to worsen if the coal supply is not restored,” A. Venu Prasad, CMD, Punjab State Power Corp Ltd, told the media.

With the state-owned thermal plants in Ropar and Lehra Mohabbat have been shut, the government is procuring electricity largely from other state thermal units located in Rajpura, Talwandi Sabo and Goindwal.

“We are procuring 5,000

MW of power from other sources against the demand for more than 6,000 MW,” said a senior functionary.

In a statement two days ago, Chief Minister Amarinder Singh had sought personal intervention of Railways Minister Piyush Goyal for restoration of freight movement, which remained suspended even after the farmers’ decision to partially lift their blockade.

The Chief Minister spoke to the Minister in the light of the decision of the Railways to extend the ban on move-

ment of goods trains for another four days till October 29.

The decision to discontinue freight movement in Punjab, subsequent to partial success of negotiations with the farmers, had negated the efforts of the state so far, said the Chief Minister, warning that the move may, in fact, further provoke the agitated farmers protesting against the Centre’s farm laws.

Citing the grave impact of the non-restoration of freight traffic by the Rail-

ways, Amarinder Singh had written to Goyal, expressing serious concern that if the freight movement is not started immediately, “not only Punjab will face serious disruption in economic activities and shortage of essential supplies, but Union Territories of Jammu and Kashmir and Leh and Ladakh will also face serious economic crisis”.

He cited various requests received by the state government from different quarters, including Central ministries and departments,

for immediate resumption of freight movement through Punjab.

However, after restoration of movement of freight trains on October 23, the Railways had unilaterally stopped movement of all freight trains in Punjab, Amarinder Singh pointed out in his letter to Goyal.

Besides shortage of the essential commodities, the state also needs to urgently lift food stocks from warehouses to make way for more grain, Chief Secretary Vini Mahajan said.

New Delhi (IANS): Even as Punjab Chief Minister Amarinder Singh’s son Raninder Singh, who is also the President of the National Rifle Association of India, has been asked to appear before the Enforcement Directorate (ED) on November 6 in connection with a probe into the latter’s involvement in alleged forex contraventions and for holding untaxed foreign assets, his troubles do not end here as he is also being probed by the Income Tax (I-T) authorities.

On October 23, Raninder Singh was summoned to appear at the ED office in Jalandhar on Tuesday. However, he skipped the ED summon after writing through his lawyer seeking shifting of the questioning date.

Speaking to IANS, Raninder Singh’s counsel Jaiveer Shergill said, “My client has sought an adjournment as he is required to be present before a Parliamentary standing committee for a hearing with regard to the

Raninder Singh 2021 Olympic Games.”

Shergill said that Raninder Singh has also sought details from the ED about the case in relation to which he has been summoned, as the summon is “vague”.

According to ED officials, Raninder Singh has now been asked to appear before the financial probe agency on November 6.

Earlier this year, the ED had filed an application in a Ludhiana court for the inspection of new documents filed by the I-T department in the cases against the Punjab Chief Minister and his son.

The matter is pending with the

district and sessions court in Ludhiana.

Commenting on the I-T department’s allegations against Raninder Singh, Shergill said, “The I-T case against my client is sub judice before a court in Ludhiana. In fact, the court has disallowed the ED application to inspect the files, but despite that we have got fresh ‘vague’ summons without disclosing any details of the matter in which they require my client’s presence.”

According to the I-T department’s submissions in the court, it has been alleged that Raninder Singh has lied about holding bank accounts, foreign assets and about trusts owned by him in the British Virgin Islands.

The I-T department’s documents submitted in a Punjab court alleged that he is the beneficiary of foreign assets maintained and controlled through foreign business entities.

It also alleged that he is the

beneficiary of foreign bank accounts maintained with the HSBC Private Bank (SUISSE) S.A. Geneva, Switzerland.

The I-T department claimed that Raninder Singh misguided the agency by claiming that he did not have documents related to his family’s income and trusts abroad.

The I-T department documents revealed that Raninder Singh was a ‘settler’ of Jacaranda Trust, formed in July 2005 in British Virgin Islands between him and the HSBC Trust Company Limited, acting as a trustee of the trust.

According to I-T department, the beneficiaries of the trust are the settler, the settler’s parents and the settler’s children and such other persons who may be included by the trustees.

It also said that as per the documents, the trust deed was signed by Raninder Singh being the settler of the Jacaranda Trust.

“The documents obtained

from the competent foreign authorities also revealed that the trust is the beneficial owner of/associated with the British Virgin Islands based entities -- Chillingham Holdings Limited, Allworth Venture Holdings Limited, Limerlock International Limited and Mulawala Holdings Limited,” the documents claimed.

The I-T department also alleged that information from foreign authorities revealed that the business entities were holding substantial financial assets like bank accounts in HSBC Private Bank (SUISSE) S.A. Geneva and properties in the UK, Dubai, etc.

It said that during further probe, it was revealed that Raninder Singh had a meeting along with his father-in-law Kuldip Singh Dhingra and the representative of HSBC regarding making investment in properties in London through the Jacaranda Trust and its related entities.

leged that Mulawala Holdings Limited in its corporate decision proposal dated November 6, 2007 had specifically mentioned about the fact that the original request to transfer the property unit P29 Marina Mansions in Dubai held by it to Ferx Asset Holdings Limited was received from Amarinder Singh, a discretionary beneficiary of the Jacaranda Trust, via RM in Dubai.

The agency also submitted in the court that during the recording of Raninder Singh’s statement on April 6, 2015 and April 17, 2015, he had deposed that he has/had no connection with the alleged foreign entities and foreign bank accounts.

The I-T department also alleged that the notification of Swiss Federal Tax Administration in Swiss Federal Gazatte asking Raninder Singh to exercise his right to be heard from publication or disclosure of information itself establishes the fact that he has links in Swiss Bank.

Preview: 2020 Chevrolet Corvette Stingray. – Mid - engined and fast

By Veeno Dewan The new 2020 Chevrolet Corvette Stingray is the first ever mid –engine production Corvette and launches the new C8 into a completely new joining the ranks of the Super car brigade. The C8 s designers put the 6.2-liter V8 in a mid- engine configuration under a transparent engine coverjust like a Ferrari. It is not a pretty car, but it is aggressive and swoopy looking with its plethora of ducts, bulges, vents, and wings that will keep some people happy.

The pointed front fascia is Jet fighter like gives the C8 a menacing predatory look, the middle section is a cab forward design while the square brutish truncated rear end round off the design.

The C8 is powered by a 6.2-liter V8 engine with cylinder deactivation paired with a new eight-speed dual-clutch transmission.

Punjab Chief Minister asks all MLAs to come for meeting with President Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday appealed to all the state MLAs to accompany him to meet the President on November 4 to request him to accord speedy assent to the amend-

ed farm laws passed by the state to counter the Central farm laws.

A spokesperson for the Chief Minister’s Office said Amarinder Singh has appealed to all the MLAs to stand up and be counted and rise above

party lines in safeguarding the interests of the state.

The spokesperson said the three farm laws recently enacted by the Centre have sounded death knell for Punjab’s farming community, which is the backbone of

state’s economic structure, as well as mandi system and the minimum support price (MSP).

The Chief Minister had already sought time from the President pursuant to the decision taken in the As-

sembly session.

The Chief Minister also expressed concern at the Union government’s stoppage of freight trains to Punjab and withholding the Rural Development Fee (RDF) in respect of Punjab,

which is so crucial in sustaining and upgrading the agriculture marketing and rural infrastructure in the state, thus giving the impression of financial and economic blockade, added the spokesperson.

Centre must not victimise Punjab farmers: Sukhbir Badal Chandigarh (IANS): Shiromani Akali Dal (SAD) President Sukhbir Badal on Wednesday said the Union government should not victimise farmers for agitating against the Central agricultural laws by refusing to pay the rural development fund

(RDF) component of Rs 1,100 crore on government paddy purchase.

In a statement here, the SAD chief, while condemning the Union Ministry of Consumer Affairs, Food and Public Distribution for not making any provision for RDF in the cash

credit limit extended for the current paddy procurement season, said this would adversely affect the food grain procurement system in Punjab.

He said the money received by the state from the RDF, which was around Rs 1,850

crore per annum [1 crore = 10 million], was used to maintain 1,800 mandis and 70,000 km of rural link roads.

Asking the Centre to make provision of the RDF-fee component in the FCI provisional cost sheet, Badal said Punjab was already

reeling under an economic blockade due to stoppage of inbound goods trains to the state.

“Now it must not be subject to an attack on infrastructure built to facilitate farmers and rural areas. The Central government must

take into account that the farmers who are agitating against its policies presently are the same who fed the nation for 50 years.

“The Centre should not use coercive measures against them and should win them over with love,” he added.

Putting Rural Development Fund on hold unfortunate: Amarinder Singh Chandigarh (IANS): Terming the holding back of Punjab’s Rural Development Fund (RDF) as unfortunate, Chief Minister Amarinder Singh on Thursday urged the Centre to review the decision as the move would badly impact the works in the state.

Questioning the timing of the Centre’s move, he said there was no precedent to not release the RDF that was due to the state during scrutiny of the utilisation of previous funds.

The Chief Minister said he has asked his Fi-

nance Minister Manpreet Singh Badal to go to Delhi to meet Union Consumer Affairs Piyush Goyal to resolve the issue, which had hit the state hard amid the fiscal crisis it is facing.

The state government, said Amarinder Singh, will submit all utilisation details as sought by the Centre, as it had done in the past too.

While this was not the first time the Centre had gone for a scrutiny of the utilisation funds, this was, however, a first as far as non-release of RDF was concerned, he said, expressing serious concern over the devel-

opment.

The Chief Minister said doubts were being raised in various quarters about the timing of the Union Cabinet’s decision not to release to Punjab its due RDF funds to the tune of more than Rs 1,000 crore [1 crore = 10 million] at the present juncture, amid the controversy and crisis over the farm laws.

The timing is suspect and points to dubious motivation behind the move, he said, urging the Centre to immediately reconsider and give the state’s dues against RDF while the

scrutiny continues, as has been the case in the past.

The funds, as the Centre is well aware, are used for developing critical agriculture marketing infrastructure like construction of roads in the rural areas of the state, marketing yards, said Amarinder Singh, adding failure to release the funds would obstruct the development of villages and could further aggravate the angst of the farmers, who are in a prolonged agitation against the Central farm sector legislations.

Punjab Chief Minister lays foundation stones of urban development projects Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Saturday laid the foundation stones of various urban development projects entailing an expenditure of Rs 700 crore [1 crore = 10 million] in all 167 towns and cities with urban local bodies in the state.

It kick-started Phase-II of the Rs 11,000 crore Urban Environment Improvement Programme (UEIP) with an announcement of a one-time settlement scheme for pending VAT assessments to promote economic activity in urban areas.

The Chief Minister, while virtually launching the projects, said that the Department of Excise and Taxation will soon notify the

scheme, which his government had decided to initiate in view of the concerns of businesses that issues related to their Value Added Tax assessments and grievances were not been redressed speedily.

Noting that cities are also centres of economic activity, with focus on trade and industry, he further said he had asked the Industries and Taxation Departments to work out a more user-friendly system to ensure that businesses, industry and traders do not have to go from one office to another.

Amarinder Singh also underlined the need to ensure cleanliness of towns, urging all cities to segregate domestic solid waste.

He appreciated Nawanshahr for its consis-

tent good performance in the Cleanliness Surveys of the government of India.

The Chief Minister said he was confident that the UEIP schemes, under which projects of Rs 3,000 crore had been completed in the first phase, would help the state make significant improvement in the infrastructure of the cities and thus the lives of its residents.

Connected digitally to over 45,000 people at 940 locations, the Chief Minister pointed out that the state had succeeded in securing finances for these projects, amid Covid-19, despite the acute financial crunch.

Among the key projects, he cited canalbased water supply in four big cities of Am-

ritsar, Jalandhar, Ludhiana and Patiala, with work in Jalandhar launched on Saturday and the foundation stone for Patiala to be laid on Sunday.

The government was also close to allotting work for cleaning of Buddah Nullah in Ludhiana, with the operations expected to commence in a month’s time, he added.

Noting that around 40 per cent of Punjab’s population lives in cities, which are generally regarded as engines of growth, Amarinder Singh said the projects were in line with the various steps taken by his government for the welfare of people residing in the cities.

Pedestrians are more likely to be struck by a driver making a left-hand turn at an intersection when compared to right-hand turns, as a left-turning driver is focused on oncoming traffic. * Backing up without checking for pedestrians.
