Dear Women with Heart guests, While we are not able to gather together in person this year to honor Volunteers in Medicine’s 2022 Women with Heart, I am grateful that technology enables us to come together virtually.

We are proud to recognize the dedication and commitment of these accomplished women for championing health care access for Northeast Florida’s working, uninsured families and individuals. Access to high quality and affordable health care has never been more important, especially as our fight against COVID-19 rages on.

Joy was born and raised outside Trenton, N.J., where her parents nurtured her inquisitive nature by having her watch and relay to them the morning weather report from the Today Show as they prepared for work each day.

Joy’s television career began shortly after graduating from Villanova University with a B.A. Degree in Mass Communications and a minor in Education.

After beginning her career in New Jersey, Joy’s strong journalistic reputation and contagious energy led her to Jacksonville, Florida as a Weekend News Anchor and “Police Beat” Reporter for then CBS-affiliate WJXT from 1995 to 2000.

Joy was awarded the Associated Press’ Individual Achievement Award for her work. Before long, bigger markets began calling and Joy accepted a noon and 5 p.m. anchor position with CBS-owned WFOR in Miami. Known in the news biz as the nation’s breaking news capital, Miami TV coverage sharpened Joy’s journalistic skills.

After getting married in the spring of 2006, Joy returned to Jacksonville in September of 2007 to be with her new husband. And this time as a part of the First Coast News team.”

Joy left WTLV early in 2013 shortly after giving birth to their second child to spend time with her young children.

At the end of the summer, she was ready to get back into the professional world and was happy to turn to her first family in Jacksonville at WJXT. Joy, her husband and children enjoy going to the beach and Jags games, and they all love to travel.

VOLUNTEERS IN MEDICINE ABOUT OUR FOUNDERS In 2002, in response to the overwhelming need for healthcare among the working uninsured in North Florida, Dottie Dorion and Dr. Jim Burt met with Volunteers in Medicine national founder, Dr. Jack McConnell, who founded the first VIM in Hilton Head, N.C. The model for free family medical care was hugely successful in reducing emergency room visits and acute care urgencies for this vulnerable population. Bringing retired and active medical professionals together in a volunteer capacity to provide treatment to working people with no health insurance was the answer. Dorion and Burt spent a year planning, fundraising, and overseeing the complete remodeling of what was an old music store into a modern, well-equipped medical clinic at 41 East Duval Street in downtown Jacksonville.

Volunteers in Medicine opened its doors on September 12, 2003.

Dottie Dorion is a registered nurse and one of the founders of Community Hospice, where she served as director of the organization for three years. In addition to her ongoing support and advocacy of Volunteers in Medicine, Mrs. Dorion’s philanthropy extends to funding endowed athletic and nursing scholarships at the University of North Florida and her alma mater, Columbia University.

Urologist Dr. Jim Burt retired from the McIver Clinic in 2001 but has long been active in community affairs and advocacy for the medically underserved. Appointed by Florida Governors, he has served on Judicial Nominating Committees for the Fourth Judicial Circuit and the Florida Board of Medicine. He has been honored by the American Cancer Society, the Duval County Medical Society and the American Medical Association for Volunteerism.

On behalf of the Board of Directors, we are pleased to welcome you to the sixth annual Women with Heart Luncheon presented by Florida Blue.

Each year we celebrate and honor a remarkable group of women who have made

exceptional contributions to the health and wellness of our community. Our 2022 honorees are truly exceptional by all accounts. They will be advocating for our

mission throughout the year to generate much-needed awareness and funding that enable us to provide our area’s low income working, uninsured with quality

health care. They recognize that providing access to health care creates a ripple effect that benefits everyone. Non-urgent emergency room visits decrease and

businesses benefit from reduced absenteeism. We also know that it is important to provide access to screenings such as Cologuard and mammograms, as well as advanced technology, such as Freestyle Libre. Best of all, our patients and their families enjoy a better quality of life due to good health and continued

employment. We are so very grateful to all past and present Women with Heart for their help and generous support of this mission.

Dr. Terrie Andrews Terrie Andrews, PhD, is a licensed psychologist with a strong background in business operations and development. She has over 20 years of combined clinical and leadership experience.

Dr. Andrews began her career with Baptist Health in 2013 as an outpatient psychologist, where she specialized in providing psychological testing and psychotherapy services to children and adults. In April 2015, Dr. Andrews accepted the position of Director of Outpatient Services for Behavioral Health; in June 2017, she accepted the position of System Administrator.

Dr. Andrews was promoted to Vice President for Behavioral Health in July 2021, giving her direct responsibility over all systemwide behavioral health functions. These include the Pediatric Inpatient Psychiatric Unit, Pediatric Day Stay and Partial Hospital Programs located within Wolfson Children’s Hospital, as well as the Wolfson Children’s Center for Behavioral Health Clinics. They also include the Adult Inpatient Psychiatric Unit located within Baptist Medical Center Jacksonville, the Adult Partial Hospitalization and Intensive Outpatient Programs, and the Adult and Pediatric Bridge Programs. Dr. Andrews maintains oversight over Baptist Health’s 20 outpatient behavioral health locations and continually expanding team of more than 100 inpatient and outpatient providers.

Over the years, Dr. Andrews has supported the University of Florida as a psychologist for their Adolescent Weight Management Clinic. She received her Doctor of Philosophy in Counseling and School Psychology from Florida State University.

Debbie Buckland Debbie Buckland retired in 2021 as market president for Truist Bank in Jacksonville, following a forty-year career in financial services. Throughout this time, she held many leadership positions in the community. She is a past chair of the Jacksonville Chamber of Commerce, Downtown Vision, Inc., the Jacksonville Women’s Business Center and the American Cancer Society. Debbie currently serves on the boards of WJCT, First Coast YMCA and the JAX Chamber Foundation. She is also the vice chair of Jacksonville Transportation Authority. She is active in the Wolfson Children’s Hospital Women’s Board, Jacksonville Women’s Network, and Women’s Giving Alliance.

In the past, Debbie has been named a Woman of Distinction by Girl Scouts of Gateway Council and a Woman of Influence by the Jacksonville Business Journal. In 2011, she was named by the Mayor’s Commission on the Status of Women as one of Jacksonville’s Women Making a Difference. In 2019, Debbie was inducted into the First Coast Business Hall of Fame. In the same year, she was honored by Downtown Vision, Inc. with their Downtown Achievement Award.

Debbie is a 1979 graduate of Emory & Henry College in Emory, Virginia with a Bachelor of Business Economics and Philosophy. She is also a 2009 graduate of Leadership Jacksonville. Debbie and her husband Jamie are empty nesters living in Atlantic Beach with Bos’n, their Portuguese Water Dog.

Paula Chamberlain, MSN, MA Paula Chamberlain is a Military Service Line Director at Ascension St. Vincent’s, overseeing active-duty personnel and caring for patients in an advanced practice setting. She also coordinates the care of active military, veterans, and their families in the Jacksonville area. She works closely with Ascension St. Vincent’s leaders and talent acquisition staff in marketing and recruiting.

Prior to her work at Ascension St. Vincent’s, Paula was a naval nurse executive at Naval Hospital Jacksonville where she retired as a captain with over 30 years of service.

During her time in the military, she worked as an executive officer at Naval Hospital Guantanamo Bay in Cuba. She also served as a senior nurse executive/director during her time in Virginia and as a director of public health while stationed in Florida. She continues to maintain ties to the military by consulting the Navy Public Health Office on current public health issues.

Paula is an active member in the community. She is an Advisory Council Member to The Steven A. Cohen Military Family Clinic at Centerstone, which provides counseling to active military, veterans, and family members. She is also a member of the Military Issues Committee, Jacksonville Military Veterans Coalition, and The Fire Watch.

Paula holds a Master of Community Health Nursing/Public Health from the University of Texas Health Science Center.

She has also attained degrees in Strategic Planning/Policy from the Naval War College and Human Resources from University of Maryland. Paula is a registered nurse; she has earned her Nurse Executive Advanced Certification and has a host of military honors.

Paula has been married to David for over 25 years. Together they have a daughter Liana and a Maine Coone named Magic. In her spare time, she enjoys knitting, reading, cooking, and gardening.

Jessica Cummings, MBA, ATC Jessica Cummings serves as the Executive Director of Community Health at Brooks Rehabilitation where she works with low or no-cost community programs to provide continuous rehabilitative services for individuals with differing abilities. Her responsibilities also include leading the Brooks Health Foundation and conducting the Community Health Needs Assessment.

As a certified athletic trainer, Jessica understands the importance of rehabilitative services. She is pleased to be able to work with the community programs and services that Brooks provides in the communities surrounding Jacksonville, Daytona, Orlando, Gainesville, Ocala, and Tampa.

Prior to joining Brooks, Jessica was the Senior Director of Development for UF Health Jacksonville and the University of Florida College of Medicine Jacksonville. It was during this time that she fully realized her love for working with vulnerable populations and non-profit organizations. In 2020, Jessica was named as one of the Jacksonville Business Journal 40 Under 40. She currently serves as the UNF Alumni Association Board of Directors President; she is also a board member for WeCare Jacksonville, the JAX Chamber Health Council, and NextStep Orlando. She sits on the Community Leadership Committee for the American Diabetes Association. She is an executive cabinet member for the Go Red for Women Campaign, which benefits the American Heart Association. She serves as a committee member for the Run for Heroes 5k and the Night for Heroes Gala, both benefitting UF Health TraumaOne. Jessica holds a Master of Business Administration in International Business and a Bachelor of Science in Sports Medicine and Athletic Training from the University of North Florida. She is also a graduate of Leadership Jacksonville and of Leadership Florida Connect. Jessica is passionate about water safety and coaches middle school swimmers at The Bolles School. She worked with professional sports for ten years, including golf tournaments, creating tracking technology for marathons, and masterminding the scoring system for the CrossFit games. She loves spending time with her husband, sons Colby and Kade, who are 19 and almost 1 respectively, and their English Bulldog Rondo.

Dr. Sejal Kuthiala Dr. Sejal Kuthiala has worked at Cancer Specialists of North Florida as a hematologist/oncologist since 2006. She constantly pushes her boundaries to be the best she can be to help her patients.

Dr. Kuthiala enjoys giving back to the community. She is on the Board of Trustees of Memorial Hospital and the Board of Cancer Specialists of Northeast Florida. She participates with Women in Medicine and is a team member of the Patient Assistance Foundation.

Dr. Kuthiala completed her undergraduate degree in biology at The University of North Carolina, Chapel Hill before earning her Doctor of Medicine from St. George’s University in Grenada, West Indies. After medical school, she relocated to Augusta, Georgia where she completed her residency and fellowship programs at Medical College of Georgia in Augusta. She is board-certified in medical oncology.

When not in the office, Dr. Kuthiala loves to travel, read, and cook. She especially enjoys spending time with her three children and family. Her mantra is to never forget the power of kindness for health and happiness.

Susan Monahan, OD, FAAO Dr. Monahan is a western Pennsylvania native who spent several years in New England before making her way to North Florida. Dr. Monahan was an Assistant Professor of Optometry at the New England College of Optometry for several years. She was a clinical instructor and lecturer in geriatrics and low vision. She made it a point to take students out into the community to provide specialized mobile eye care for the homebound and the homeless of Boston. She worked concurrently as an associate primary care optometrist at a suburban private practice during that time.

In 2008, Susan, her husband Jay, and their two daughters, Sophie and Phoebe, relocated to Ponte Vedra Beach. Dr. Monahan has provided part-time optometric services at Ponte Vedra Eye Associates since 2011. She has also provided volunteer eyecare to the uninsured and underserved of Northeast Florida through Volunteers in Medicine and Vision is Priceless, two Jacksonville nonprofits dedicated to the care of these populations.

Dr. Monahan is a leader in the local community. Her service currently includes participation on the Board of Directors for the Community Hospice and Palliative Care Foundation, as well as the Board of Directors for Vision is Priceless.

Dr. Monahan received her Bachelor of Science degree from Trinity College in Hartford, Connecticut, followed by an optometric doctorate degree from the New England College of Optometry in Boston, Massachusetts. She completed an ocular disease residency in Kittery, Maine. In her free time, she most enjoys spending time with her family, traveling, practicing Pilates, and horseback riding.

Patricia Gillum Sams Patricia “Pat” Gillum Sams’ career has taken her on an interesting journey from management in the insurance industry to leading diversity initiatives at an electric, sewer and water company to community organizer. Today she works for JEA, managing diversity initiatives, and acts as a diversity change agent for the company organization where she manages projects and programs that promote employee engagement, foster a culture of inclusion and brands JEA in the community as an employer of choice.

Prior to joining JEA, Pat spent 23 years with State Farm Insurance in auto and health claims as well as human resources. After leaving State Farm in 2006 to be a stay-at-home mom to her two sons, Pat returned to the workforce a few years later as a program manager supporting diversity grants at Florida State College at Jacksonville North Campus. In 2011, she joined JEA as manager of a newly created department, Emerging Workforce Strategies.

Pat has served on numerous boards and held leadership roles in organizations such as Delta Sigma Theta Sorority, Inc., Jack & Jill of America, Inc. the Jacksonville Chapter of The Links, Inc. and The Continental Societies, Inc. She was a founding member of United Way Women in Local Leadership (WILL). Pat was recognized by WJXT and the Graham Media Group at their inaugural Jacksonville Image Awards with the 2020 Trailblazer Award.

Pat earned her Bachelor of Science in Communications with an emphasis on Broadcast from Florida State University. She is a graduate of the 2021 Leadership Jacksonville Class.

Dr. Kelli Tice Kelli Tice, MD, is a family physician with a background in public health who serves as Florida Blue’s Senior Medical Director for Medical Affairs. In this role, Dr. Tice oversees the company’s health equity strategy and has responsibilities in the areas of corporate social responsibility and public health surveillance. In addition, Dr. Tice is the clinical lead for Florida Blue’s COVID-19 response.

Early in her medical training, Dr. Tice became interested in addressing health disparities, empowering patients through education, and delivering culturally competent care. Dr. Tice taught cultural competency to physicians and incorporated evidence-based techniques to promote health equity into primary care practice in both private and public clinical settings.

She worked with her patients and with the community to increase their ownership of their individual health and care, rarely missing an opportunity to publicly address topics known to drive health disparities. Before joining Florida Blue in 2018, she spent 17 years as a public health physician, serving in numerous leadership roles including that of county health officer, Deputy Secretary for Health, and state medical director for the Florida Department of Health.

Dr. Tice is a member of the American Academy of Family Physicians, the Florida Academy of Family Physicians, the National Medical Association, and she is the current Vice President of the Northeast Florida Medical Society.

She currently serves as the chair of the Deans Council, Brooks College of Health at the University of North Florida.

A graduate of Florida A&M University and the University of Florida College of Medicine, Dr. Tice completed her Family Practice residency and served as a National Health Service Corps Scholar in Jacksonville. She is a mother of four and a proud member of Delta Sigma Theta Sorority, Incorporated.
