Tarana Markets will be on again this Easter Sunday, with the added bonus of the Tarana Flyer vintage train, arriving full of eager passengers from Lithgow. The markets are fast becoming one of the most anticipated events in the region with a mixture of stalls highlighting the great produce and talents of

local foodies. This month there will also be a bush cooking demonstration throughout the day for the entertainment of market goers. A great way to round out the day would be lunch at either the Tarana Pub or The Universal Café. Be sure to get there early to get the best produce.

the Editor A small milestone for our Oberon paper this week - 4 issues. A month’s worth of bringing your region a new view on what’s happening. So how do you think we are doing so far? To make this paper great and continue to grow we need your help. The community is where the good stories are - the stories behind great wins in sport, the tales of local townspeople who are doing good things against the odds, the celebration of local schools that are showcasing the wonderful achievements of their students. That is what this paper is about. The good stories inside of all of us. We are putting on a information night; details are in the box to the left. We want to let the community, interested groups, councillors, schools and businesses know what we are about, why we chose Oberon and what our vision for the future is. I hope you will be able to join Kellie and I there on the night.

When I was driving home last week from Oberon, I took a new route and saw a sign to Tarana. After dropping papers at the aged care facility, I decided, why not? I ended up on a dirt road, where I drove at 60kms an hour just so I could take in the jaw dropping scenery. A storm head rolled through as I was driving, and I hoped it would make it to my friends near Jenolan, who were telling me how badly they needed some rain. When I got back to Tarana I stopped for a quick bite at the Universal Cafe. If you haven’t been there yet, please just trust me and head out there for breakfast or lunch. Such amazing food prepared with such passion is rare to find. My lunch of a grilled Veggie Stack and an apple and watermelon juice was outstanding.

Popular buns at cross purposes The Magpie Whisperer They used to be an Easter-only treat, toasted and buttered, or eaten cold. But nowadays, no sooner has Santa left the building and Easter’s favourite buns are on supermarket shelves. The first quarter of the year is now fruit bun season, and we seem to eat a lot of them. But just what is the true significance of Hot Cross Buns? The Anglican church likes to place the distinctive buns in a solely Christian context. Eaten on Good Friday, the symbolism is obvious: there’s the bread; as per communion, the spices; representing those Jesus was wrapped in, and the cross, depicting the crucifixion. Yet the precise role of Hot Cross Buns in Christianity is unclear. Google the term ‘Hot Cross Buns’ and you’ll get a plethora of different theories: that they’re a Saxon creation, that they go back to Greek and Roman times, and even that they’re pagan rather than Christian in origin. One suggestion is that as Christianity spread, 12th century monks began incising crosses on buns to indicate they were blessed. In the Elizabethan era (1558-1603) the buns known as ‘Good Friday Buns’ were

treated with suspicion by the Puritans, and laws were passed restricting their consumption. The Oxford Dictionary’s first reference to Hot Cross Buns is from 1733, and is a ditty sung by street-sellers, ending with the words “..one a penny, two a penny, Hot Cross Buns.” The problem with most traditional foods is that nobody tended to write about them in early times. It’s known that the buns were sold in London during the 18th century, but there are no recipes or records before that. In Victorian London, Hot Cross Buns were often eaten for breakfast. Back then, the cross was still cut into the bun, unlike today, where the cross is formed with piped pastry. Essentially, the baked Hot Cross Bun is a surviving fossil of several different customs. They may even be more connected to the Jewish Passover festival than Roman, Saxon, or pagan customs. Like the Anglicans, the Catholic church associates the buns with Lent and sanctions their consumption on Good Friday. But I think it simply comes down to belief or personal choice. I understand the traditions and history of Hot Cross Buns, but not being a church-goer, I’m perfectly happy to eat them anytime. And I do. Lots.

A crafty new store opens in Oberon By Kellie Evans This week I had the pleasure of spending time with Kerry from CraftDee Wool and Fibre Supplies store, Albion St in Oberon. To say there is something there for anyone is an understatement! Kerry and her husband Rob have been in Oberon for over 6 years and have been in business, running Blue Gum Kitchens, for a while now. Kerry’s background is originally in aged care, but her passion for all things wool, knitting, crocheting and spinning is clearly evident. It’s something she has been doing since she was a very young girl. At 3 years old, her mother taught her how to knit and at 12 years old, Kerry began crocheting! Entering the welcoming shop is a feast for the eyes. Expect to find an amazing array of wool with something to suit any budget. There are imported Cleckheaton California wools from American, as well as Australian brands like Patons and Panda. You can also check out Kerry’s own brand - wool that she has spun and dyed herself! All of your wool and fibre supplies can be found in CraftDee’s, including ribbons, buttons, cotton, knitting needles, crotchet hooks and cable needles.

Felters packs, dyed roving and natural wool are also available. There are some amazing hand made items like poncho’s, beret’s and winter hats (bonnets) for purchase as well as Kerry’s own brand of gorgeous soft dolls called Obetot’s! “Now that the store now open, I’m really looking forward to meeting new crafters and helping my customers with their next project as well as finishing some of my own!” Kerry said. Coming up next for Kerry is organising some group classes and lessons for anyone wanting to learn how to knit or crotchet - or spin for that matter! Those who just want to knit and chat, will certainly be welcome as well.

More of the same metro-centric infrastructure planning

Centroc Board members raised concerns at their recent meeting with the recently announced Infrastructure Australia Plan’s priorities for transport. “When we see it’s all about managing congestion in the cities we know the infrastructure build will be all about creating more congestion in the cities,” said Mayor Kathy Sajowitz. “Sydney is at gridlock and the new infrastructure contemplated by Infrastructure Australia is not going

to solve the problem. The answer is decentralisation,” said Mayor Sajowitz. “We hear of plans to squeeze another two or three million people into Western Sydney. The West Connex project is not going to be able to service this number of people. Moving the CBD to Parramatta won’t help either,” said Mayor Sajowitz. “Meanwhile this region is trying to get its freight to port through the existing gridlock, then through

another 2-3 million more people accessing the transport system,” said Mayor Sajowitz. “Regional Australia needs policy settings made from the Federal level, aligned with the State then down to the Local level that gets our freight to port competitively with say Canada. We need to see Inland Rail, a safe swift link that can take High Productivity Vehicles over the Blue Mountains and better and cheaper rail freight,” said Mayor Kathy Sajowitz.

Cobb backs owner drivers

Federal Member for Calare, the Hon John Cobb said the proposed changes under the Contractor Driver Minimum Payments Road Safety Remuneration Order 2016 are targeting owner-operators unfairly, who will be priced out of the market if it goes ahead. Mr Cobb said, “the introduction of minimum rates which only apply to owner drivers will put 200,000 Australian truck drivers’ livelihoods at risk under the mask of safety and I query how the payments order will improve road safety”. Labor introduced the Road Safety Remuneration System in 2012 to increase safety in the industry however their own regulatory analysis shows there is no clear link between remuneration and safety. “It seems unusual the industry has only been given three days’ notice to go to a full hearing on the matter which will

be held in capital cities, if they knew anything about the industry at all there are many owner-operated drivers in regional Australia including scattered around Calare” Mr Cobb said, “Opposition Leader, Bill Shorten was the responsible minister at the time the deal was done and was looking out for his friends in the Transport Workers Union with no consideration about the impact it will have on small, mum and dad owner drivers”. “This is a serious issue for our part of the world as the trucking industry is an important part of what we do here in Calare and I am backing our local owner-operators”. On December 18 last year the Road Safety Remuneration Tribunal issued the Contractor Driver Minimum Payments Road Safety Remuneration Order 2016 which will take effect from 4th April 2016.

An open letter to Premier Baird and Prime Minister Turnbull By Sam Harris As a NSW rural constituent, a fifth generation landowner within the Oberon Shire Council, I advise you both of the outrage and incandescent fury of the Shire ratepaying voters at the insistence that our Shire amalgamate with Bathurst Region. This matter is of extreme import to rural ratepayers of perfectly functioning Shires, like Oberon, all across NSW, and every political force available must be applied to prevent this forced amalgamation. Premier, as a former Treasurer, you have clearly formed the view that “Local” Government is a “Wranesque” hollow log which can be “nationalized” and transformed into an arm of State Government bureaucratic administration. This slight of hand is designed to transfer costs currently and appropriately, under the Constitution, carried by the State to these new “regionalized” Council constructions. These constructs will be controlled, managed and manipulated by the State Government so as to deliver State policy without paying for it, by sneakily providing an apparently above board means of obtaining funding from a duped Commonwealth under the guise of “Local” government projects/infrastructure that would otherwise be paid for by the State Government! Clearly, Premier Baird, we the residents of the “Local” Government Shire of Oberon have not been fooled by your trickery. Words have meaning and the word Local is not a synonym for Regional. The relevant Act is also NOT the “Regional” Government Act! The Oberon Shire has existed for 109 years it is selfsufficient and meets EVERY criterion set out by the State Government IPART enquiry/KPMG crystal ball, bar the nebulous (designed to fail), “Fit for the Future” criterion. The proposed forced merger between the Oberon Shire and Bathurst Region will result in the latter being handed 50% more land, and 109 years of blood and treasure accumulated by the Oberon Shire ratepayers. These accumulated and paid for treasures/assets currently enable the Shire to provide at no fee for use by ratepayers, the pool, library, parks, local reserves and sporting facilities et al, as well as financial support for other worthy “Local” community necessities within our Shire. Under the forced amalgamation proposal, all this will be removed from “Local” Oberon control and added to the wealth of Bathurst “Region”, which will then enforce user-pays for “Local” Oberon ratepayers as it does for its current “Regional” ratepayers! How is this KNOWN fact? Because that is exactly what happened under the Carr Government amalgamation of Evans Shire into Bathurst City 13 years ago! In addition, there are no longer ANY Aldermen/women from the old Evans Shire represented on Bathurst Regional Council, all are now city living Bathurstians. Mayor Rush of Bathurst has told Oberon residents that under the forced amalgamation “which will happen” Oberon will have NO elected representatives! What forced Council amalgamations (especially that of the Oberon Shire) represent is akin to two adjacent quarter-acre blocks in Sydney (as that is where you are all focused) being forced to amalgamate on the basis of the criterion “Fit for the Future”. In one block I live with my parents, in a mortgage free home, and you Premier tell me our holding is not “Fit for the Future” because you have employed KPMG to soothsay that by 2031 my parents will be dead, and consequently, I will must be FORCED to amalgamate with the adjoining apartment complex and will be required to pay their body corporate fees and rent to live on what is mine! Give commonsense and Oberon Shire ratepayers a break! Premier Baird, please realise we do NOT live in a North Koreanesque command driven state. The NSW Government went to TWO elections stating there would be NO forced Council amalgamations. Oberon Shire ratepayers and residents have NOT been given any democratic say in this forced amalgamation with Bathurst Region and we DEMAND that a plebiscite of the Shire be held before any such forced amalgamation occurs.

Premier Baird and Prime Minister Turnbull you ought take careful note that during the 1pm Thursday workday public hearing into your forced amalgamation, 400 ratepayers attended. 80+ speakers denounced the amalgamation and none spoke in favour. About a dozen attended the Bathurst 7pm hearing over half were from Oberon - none of whom was in favour. Mayor Rush didn’t even bother to mention Oberon and its ratepayers in his 11 minute “how Bathurst aims to be the best Council in the whole universe” address! Premier Baird and Prime Minister Turnbull you MUST note that Oberon Shire is Rural, it is NOT and never has been Regional, nor Metropolitan, and we are certainly not a bunch of rootless Cosmopolitan yokels and CANNOT be made so by some relativist Macquarie Street decision! We are implacably opposed to being remade into some “Regional” administrative arm of State Government service delivery with a begging bowl held out for rorted Canberra dollars. Merge Bathurst and Orange if you wish (apropos the 1970s Bathurst Orange Growth Centre non event) but leave Oberon Shire alone. We have absolutely NOTHING in common with Bathurst. Premier and Prime Minister you need to compare, consider, contrast and conclude upon this: • the rural landmass of Oberon Shire is roughly the same size as greater Sydney and suburbs. • 40% of our area is locked up in State afforestation, which it is noted, pays no rates to Oberon Shire. Nevertheless, the Oberon Shire is forced to maintain the roads burdened with heavy vehicular traffic resulting from the harvesting of that afforestation. (Perhaps Premier Baird you should privatize these State Forests like you did the power lines!) • Bathurst Region on the other hand has the RMS pay for and maintain the 6 state highways converging on it! • all IPART/KPMG measures demonstrated Oberon Shire is sustainable now and into the future but for the set up to fail “Fit for the Future” criterion! • “Fit for the Future” concocted a decline in Shire population of 450 by 2031, that will be a self-fulfilling prophesy within 12 months of a forced amalgamation due to Shire jobs and families being consolidated in Bathurst, 50Kms and 45 drive from Oberon! • which Council merger in Sydney will result in the need for a 100km round trip to access Council services? Premier Baird, should you enforce this unwanted plunder of our Shire it is NOT something that will be forgotten or forgiven by the voting ratepayers. It is also noted that the Council areas of Lithgow (traditionally ALP voting) and Oberon have sufficient numbers to oust the Coalition from the State seat of Bathurst at the next State election. Prime Minister Turnbull, you should be aware that the Premier’s plan will have a major negative impact on Coalition votes during the upcoming Federal election. If this forced amalgamation lunacy proceeds, those of us who have been, heretofore for generations, your dyed in the wool supporters will vote informal rather than cast another vote for the Coalition! Premier, and Prime Minister, on the basis of the nonsensical “Fit for the Future” criterion, all State electorates should be force merged within the boundaries of their Commonwealth electorate, and then we could get rid of both Local and State government! Oops the Commonwealth has deficits coming out of its ears, and therefore cannot be deemed “Fit for the Future” so perhaps the only course of action is to force merge the Commonwealth with the New Zealand Dominion, after all it has budgetary surplus, then we the ratepayers, residents and voters of the Oberon Shire really could be deemed “Fit for the Future”! As noted above, the State Government twice specifically sought election on the basis that there would be “no forced Council amalgamations”, how strangely reminiscent of the “no carbon tax under a government I lead”. Perhaps Premier and Prime Minister, you should consider a face saving option and hold a plebiscite of ratepayers within Councils designated for forced amalgamation, and if for example, Oberon Shire ratepayers, or ratepayers of other

current Councils, vote against amalgamation then, Premier and Prime Minister, you could save yourselves from dying in a ditch over forced amalgamations on the basis of the “Fit for the Future” criterion. A criterion that “crystal balls” into a future well beyond the use by date of both the Baird and Turnbull Governments! Should the pleas of Oberon Shire ratepayers (and others) not be heeded then I can assure you Premier and Prime Minister, that campaigns WILL be organized across NSW to unseat Coalition MPs in coming elections, both State and Commonwealth and there WILL be coordinated civil disobedience. MPs Grant and Toole have made themselves very vulnerable to strong “Local” independents by refusing to listen to the warnings of ratepayers within their State seats, in clear contradistinction to their Nationals colleague Gee MP. Rage will not abate over this issue. It should never be forgotten by politicians that the most immediate and obvious tier of government is “Local”, as it provides DAs, kerbing, guttering, road maintenance, together with garbage collection, sporting facilities, parks and libraries et al. All of which are of daily consequence to RURAL ratepaying voters, and is in clear contrast to the comparatively invisible hand of the other two tiers of government in Australia, which outside Sydney, demonstrate no immediate proof of their existence. As an example of how well Oberon and its ratepaying electors will be served if force amalgamated with Bathurst, our State MP Toole from Bathurst, has visited Oberon twice for a few hours in SIX MONTHS. Premier, now that does augur well for Oberon Shire ratepayers and residents under your Orwellian determination to steal our assets and redistribute them to Big Brother Regional Bathurst! Some in NSW obviously are more equal than others. Premier, as your own report states - Bathurst has “been identified by the NSW Government in the Regional Plan as a major urban and service centre of strategic significance to the State”. The ratepaying electors of Oberon Shire are therefore just insignificant pawns who must be forced to drive 50Kms (45 minutes) to and from Bathurst for their “Local” (oh I am sorry) “Regional” services. What a disgrace! Premier, your taxpayer funded forced amalgamation advertising campaign is an insult to sentience. How dare it be suggested that because something (“Local” Government) is more than 100 years old it has no - relevance, place, credibility, functionality in its current form, or - right to exist! Based on that argument State Government, which is significantly older, MUST also be abolished. And how dare your Government forbid duly elected Shire Aldermen/women from using their positions and resources to espouse, to those they were democratically elected to represent, the “NO forced amalgamation” case, while you and your Government travel the State espousing “forced amalgamations” at taxpayer funded expense. This in NOT democracy but Stalinism and should be challenged in Court. Premier Baird, and Prime Minister Turnbull you will both be made to pay dearly through the ballot box if you force amalgamate Oberon with Bathurst. Oberon Shire ratepayers and residents will never become Oberthurst nor Bathberon. What’s New in the Rose World When planning a Rose Garden there are a many things to consider. By Barbara Moran, Good Earth The last few years at around this time I usually like to share with readers the new varieties available and share the various types of roses available to assist our gardeners with their selection. If you like a rose with a strong fragrance then when purchasing you rose look for the Perfume bottles on the tag. 1 fragrance bottle means a slight perfume, 2 means Strong and 3 means intense. New varieties that came on the market last year were Man of Steel a soft pastel lavender with Intense Fragrance, Gallipoli Centenary in commemoration of the 1915 landing and The Golden Child which won the Australian Rose of the Year Award in 2013 and the Marion de Boehme Memorial Trophy and Rose Hiss Trophy for Best Floribunda. The Golden Child was a favourite with brighter, longer lasting yellow colour and glossier foliage, mahogany new growth and vastly improved disease resistance. These roses performed very well with the Gallipoli definitely a favourite with many gardeners. This year the Swanes 2016 new releases are Fearless (HT) which is an intense orange with a light sweet fragrance and Twilight Zone (Gr) which possesses deep, velvety magenta blooms, a seductive fragrance and strong performance.

Tree or Standard roses mostly have those varieties grafted into the top of a tree-like stem Hybrid Tea: (HT) Classic, long-stemmed, generally perfumed, cut flower roses. Most produce one or more perfect blooms per stem and all varieties make good cut flowers which last well. Grandiflora:(Gr) Strong, lusty, continuous blooming roses which produce clusters of hybrid tea-like flowers. Make an excellent hedge which will deter intruding animals and people. Floribunda:(F) As hedges, borders, to line paths or foundation plantings and in large pots floribunda roses flower abundantly, and are quick to repeat. Iceberg roses fit into this variety.

Polyantha:(P) These bear massed clusters of smaller blooms of an old fashioned nature. Shrub:(Sr) These are the thoroughly modern rose that provides absolute hardiness on a smaller and more functional bush that is often also a ground cover. Usually these varieties have a low petal count but they make up for that with huge flower numbers. Climbing:(Clg) Climbing roses are more often more vigorous forms of their parent. Climbing rose forms appear on many of the most favourite varieties. Climbing roses throw more elongated stems that can be tied and trained to a support creating a lovely effect. Climbing roses can take longer to establish than their parents and will generally be approaching their best after their 3rd year in the ground.

Applications invited for community heritage projects Federal Member for Calare, the Hon John Cobb, today invited local organisations that need support to preserve and conserve important Australian heritage to apply for a Community Heritage Grant. Managed by the National Library, and funded by the Australian Government, the Community Heritage Grants program provides grants of up to $15,000 each to help local organisations preserve and maintain nationally significant cultural heritage collections of documents and objects at the local level. “I encourage not-for-profit organisations with heritage responsibilities in Calare to apply for a grant, local heritage is an important part of our National story,” Mr Cobb said. “Local libraries, archives, museums, historical societies, Indigenous groups and migrant community groups with a significant historical collection may be eligible for funding” These grants provide both funding for conservation projects and access to expertise from highly experienced professionals in our national collecting institutions. The 2016 Community Heritage Grants Program is managed by the National Library in conjunction with the National Archives of Australia, the National Film and Sound Archive and the National Museum of Australia.

An exciting way to get to the Markets this Easter Sunday Join Lithgow State Mine Railway for a day at the Tarana Farmers Market. The recently restored railmotor shall depart Lithgow Station at 11:30am on the 27th of March for the scenic journey to Tarana. St Joseph’s Athletics Carnival By St Joseph’s Catholic School Oberon Last Friday was the St Joseph's Catholic School Athletics Carnival. It was a great atmosphere down at the REC ground as all our students tried their very best and were rewarded with some great results. This year St Joseph's partnered with Oberon Little Athletics and we would like to thank them for their support on the day and for the use of their equipment. It made for a very professionally run day which allowed all students to get something out of it. Our afternoon was action packed when we received the weather warning and had to evacuate the fields. 37 sports are played over six sessions for students from Year 7 to Year 12. Mrs Pringle covered all bases and this contributed to the smooth running on the day. Thanks also to the teachers who refereed, cooked the BBQ and worked tirelessly in the kitchen preparing lunch for students and staff. The overall result on the day was Oberon High School – 318 points, Molong Central – 208 points. The next battle, against Canowindra High School, will take place on Thursday 26th May 2016. All the best to both staff and students in their quest to go back-to-back-to-back.

After last month’s biff, bash and crash program normality is restored and we showcase our new 2016 RSA Four Cylinder Champion, club secretary Sue Healey. By Les Taylor Yes the “Action Attraction of the Central West”, the Cullen Bullen Raceway fires up again this Saturday afternoon from 4pm hosted by the Portland District Motor Sports Club this meeting will conclude with a twenty lap by twenty lap sedan car shoot out with two drivers assigned to one car. The action packed, not to be missed, almost non stop speedway program at the Cullen Bullen Raceway features five tin top sedan classes and four fabulous open wheeler classes including the close racing Speedway Karts and the Quarter Midgets contesting RPM Engineering Series. Get set for almost six hours of speedway excitement at "the Action Attraction of the Central West" with over fifty events for the tin top stock cars and the very fast open wheelers. Don't forget the stock car stars contesting the sixth

round of their Portland club championship over four heats - the unbelievably close racing RSA Street Stockers split into two groups, Series Production, Four Cylinders, Second Drivers and the Juniors all racing for their yearly pointscore. Driving stars from Sydney, the Blue Mountains, Mudgee, Bathurst, Orange, Canberra, Blayney, Oberon and Nowra will battle it out wheel to wheel on the oval track and you won't miss one second of the action - come out and cheer your favorite driver to the chequered flag.
