EXPRESSIONS OF INTEREST

45 PETRA AVENUE, CLARENCE, BEING LOT 2 IN DEPOSITED PLAN 719201 (the ‘Property’) Council has identified 45 Petra Avenue, Clarence as surplus property and is calling for expressions of interest to gauge the level and nature of interest in the Property. Following the expression of interest period, Council will determine whether to: - sell the Property; or - offer a long term lease of the Property at a nominal rent for a suitable and viable purpose. About the property The Property is classified ‘operational’ and is 6,828m2 in size. While it is zoned R5 Large Lot Residential under Lithgow Local Environmental Plan 2014, the minimum lot size for a dwelling house, dual occupancy or secondary dwelling on land in R5 zone is 2ha. Therefore, the Property does not have a residential dwelling entitlement and its use is limited. The Property comprises a dilapidated demountable building with a covered veranda and a concrete water tank and septic system. It is not known whether the water tank and septic system are in working order. Also, the land is overgrown with vegetation. The Property is not presently in a safe and usable condition and would need to be put in a safe and usable condition before it can be utilised. Due to pressing priorities and budget limitations, Council is not in a position to expend funds (or resources) on the Property. Therefore, expressions of interest must be made on the basis that the interested party will bear the responsibility of doing all things necessary, at its cost, to put the Property in a safe and usable condition. Submission of expression of interest Please submit your expression of interest by 4pm Friday, 31 January 2020, by email, post or hand delivery to: The General Manager, Lithgow City Council,180 Mort Street, LITHGOW NSW 2790. Email: council@lithgow.nsw.gov.au Please include answers to the following questions with your EOI: - Would you prefer to buy or lease the Property from Council? - What would you use the Property for – please be specific?

Deputy Premier and Minister for Regional NSW John Barilaro and Bathurst MP Paul Toole said results from these community consultation events and an online survey will help inform how the $400 million Regional Digital Connectivity program should be invested. “We know the connectivity issues impacting our regional communities are highly diverse and understanding those experiences is key to delivering a solution that will have a lasting impact in our regions,” Mr Barilaro said. “We will be visiting communities across the state. Every community in regional, rural and remote NSW deserves to have the connectivity they need to contact emergency services, access online services, connect with family and friends, and run a business.” Mr Toole said the consultation events are a great opportunity for residents and businesses in the wider Cullen Bullen district to have their say and help shape the future of digital connectivity for regional NSW. He said two sessions will be held at the Cullen Bullen Progress Hall, the first on October 31 from 5pm to 7pm and a second on November 1 from 10am to 11.30am.

“With technology now part of our everyday lives, the NSW Government’s unprecedented investment in connectivity for regional NSW will deliver incredible opportunities for our community in the coming years,” Mr Toole said. “It will boost investment and business opportunities, improve community access to services, and ensure our younger residents have the educational opportunities enjoyed by their city cousins.” The survey closes on 31 December 2019 and is open to all residents and visitors in regional NSW here: tinyurl. com/ConnectRegional. Hard copies of the survey are also available at the local Service NSW centre and council. ANDREWGEE MP FEDERAL MEMBER FOR CALARE

Your Country Your Voice JOIN ME FOR A GHOULISH NIGHT IN LITHGOW This weekend provides a bumper calendar for the Lithgow community and I will be attending two events on both Saturday and Sunday.

One great initiative at this year’s event is the inaugural Lithgow Halloween Film Awards.

Saturday will see the Lithgow Halloween Festival hits the streets, a festival that has continued to grow in popularity since its inception.

The competition has received over 480 entries from countries all around the world and was profiled on the website ‘Film Freeway’ alongside Cannes, Sundance and other established film festivals.

The Halloween Festival will again take to the streets on Saturday night, with a street parade starting at 6pm and the official opening at 6.20pm. This is an event I look forward to each year. It is a great spectacle, full of colour, fun and goulish costumes and I can’t wait to help judge the best dressed shortly after the official opening.

The entries are in and the lucky 13 films were chosen this week for screening and judging.

To view the films, there will be three screening sessions held at the Lithgow Valley Community Cinema at 7pm, 8pm and 9pm on Saturday night. The cinema holds a maximum of 65 so it will be a case of ‘first in best dressed’. Visit halloween.lithgow.com for all the information about the event.

STRONG SUPPORT FOR THOSE SUFFERING FROM DROUGHT This week , the Australian Parliament passed more laws to help our drought hit farmers. The Farm Household Allowance, which are fortnightly cash payments that put food on the table and diesel in the ute for farmers, has just been extended and made easier to get. The national drought strategy and it has many important components: Supporting farmers in the here and now with immediate assistance, such as the $3000 cash payments to families under the Drought Communities Support Initiative Supporting rural communities and businesses doing it tough in the drought with stimulus through funds such as the Drought Communities Program Preparing for future droughts through measures such as the Future Drought Fund, which provides $100 million every year to invest in drought resilience projects in both good times and bad, and developing a long-term strategy I’ve told the Parliament that many farmers and communities are struggling with deteriorating drought conditions going into summer. It’s been devastating. I’ve also made it clear to all Government MPs and the Parliament that support needs to be continually ramped up as conditions worsen. Visit the media section of my website to download a copy of our drought summary document to see the complete list of drought support measures and numbers to call for help.

LITHGOW ICON HIGHLIGHTED AT LOCAL GOVERNMENT CONFERENCE

One of Lithgow’s oldest museums may be about to go up in smoke because of new government regulations for storing firearms.

Lithgow Councillor Stephen Lesslie spoke at the Lithgow Small Arms Factory Museum discussing his concerns with curator Donna White, museum archivist Kerry Guerin and Councillor Cass Coleman. “Our city’s historic and unique firearms collection is under threat of destruction,” said Cr Lesslie. “Pouring lead down the barrels of these unique and valuable rifles would be vandalism – pure and simple.” Under NSW Government law, all armaments are to be made permanently inoperable under the Firearms Regulation Act 2017. “This will be a devastating blow on the viability and reputation of the Lithgow Small Arms Factory Museum,” said Cr Lesslie.” We strongly opposed to the new regulation and Council is seeking our historic firearms continue to be temporarily deactivated.” Lithgow Council has been seeking an exemption for museums under clause 59 A of the Firearms Regulation Act 2017, because of the historical and cultural significance value of the city’s historic collection. Cr Lesslie said, “The Museum houses many prototypes made to enable the production of rifles, including the .303 rifles made famous during World War I, and for the

defence of Australia during the second World War.” The Museum has the very first rifle off the assembly line (Serial No. 0000001) of all the rifles manufactured at the Lithgow Small Arms Factory. “This factory is part of Lithgow’s history,” Museum Archivist Kerry Guerin said. “Many thousands of Lithgow citizens have worked at the Small Arms Factory and over a thousand apprentices learnt their trades at the factory.” As the nation’s largest museum of industrial and firearms-based artefacts, the Museum contains the finest collection of armaments in the world, along with historic lathes, drills, mills, presses and other equipment from the early 1900’s and later. “Without the collection of armaments housed here, it would not be economically feasible to keep the museum open and all this history will be lost,” Mr Guerin said. Cr Cass Coleman took up the fight on behalf of the Small Arms Factory Museum, and museums all around NSW at the Local Government Conference, moving an amendment - “Due to the historical, cultural significance value of these collections, we [the NSW Local Government Conference] call on the NSW State Government to allow for an exemption’s mechanism for museums from clause 59 A of the Firearms Regulation Act 2017.” This was carried by the Conference. “People have donated antique and valuable weapons to the Museum in the expectation that they will be preserved,” said Cr Coleman. “Worse, collectors knowing that their valuable collections could possibly be destroyed will hesitate to give artefacts to museums in the future at risk of destruction in private hands.

RESPONSIBILITIES OF DOG OWNERS

Owning a dog is both a great pleasure and great responsibility. Lithgow Council is keen to educate pet owners on their responsibilities.

When taking their dogs out in public, dog owners need to ensure their pets are properly restrained and all dog litter is picked up and properly disposed of. A Dog caught wandering incurs a penalty infringement notice of a minimum $220.00, and if a dog attacks by way of rushing, bites, harasses or chases any person or animal they will incur a penalty infringement notice of a minimum of $1,320.00. Lithgow Mayor Ray Thompson said today “Responsible dog owners also need to ensure their dogs are restrained in public places including parks and public footpaths. Dogs should be secured within their own backyard. They are also responsible for cleaning up after their dog.”

Owners should also check any signage before taking their dogs on to playing fields as they may be prohibited. If they are permitted they still must be restrained and owners must clean up after them. “It is highly irresponsible to leave dog litter on a playing field for someone to tread in or even fall in. If offending owners are caught, they will be issued a penalty infringement notice of $275.00” added Mayor Thompson. Dogs are required to be restrained in all public places with the exception of prescribed off-leash areas at: - Endeavour Park, Lithgow - Montague Street , Lithgow - Lake Wallace, Wallerawang - Williwa Street, Portland Mayor Thompson concluded “Dog owners should also consider whether they take their dogs to large public gatherings such as Halloween. They can get into fights and defecate in areas of high foot traffic. This can affect the enjoyment of other people at the event.”

Minister for Jobs, Investment, Tourism and Western Sydney Stuart Ayres congratulated the finalists for their collaborative efforts that ensure NSW retains its post as Australia’s number one State for tourism and major events. “NSW continues to break records for visitation and visitor related expenditure, and this is largely thanks to the innovation, professionalism and determination our local industry operators bring to the table,” Minister Ayres said. “The NSW Government has set an ambitious target of delivering $55 billion in overnight visitor expenditure for the State’s economy by 2030, and the calibre of industry leaders recognised by these awards give me great confidence that we will surpass that target.” The winners of the 2019 NSW Tourism Awards will be announced at a Gala Dinner on November 14 at the Four Seasons Hotel, Sydney. Gold Medal winners in categories 1 to 25 go on to represent NSW at the Qantas Australian Tourism Awards, to be held in Canberra in March 2020.

President of the Australian Local Government Women’s Association (ALGWA NSW) confirmed that ALGWA’s vision for local government is that 50 per cent of elected representatives and leaders in councils are women.

“Here on the Coast they are making great strides with 40 per cent of the elected Councillors are women. That is higher than the current national average of 35 per cent said Cr. Coleman.

Mayor Lisa Matthews, who was elected to the Board last year, said one of her first order of business was to get the Board to come to the Coast. “Encouraging and promoting women into leadership roles is a key passion of mine which is why I stood for the Board in the first place,” Mayor Matthews said. “That commitment and activism can translate into a leadership role in Councils where you can be a part of making decisions that have a positive and lasting impact on your local community. “I am hoping that having this important meeting here on the Coast will inspire more women to consider running in the next Local Government elections in September 2020. “It is also great for our local economy too as I am taking the opportunity to show these Leaders just what the Coast has to offer for visitors.” “I look forward to catching up with Mayor Matthews at our next meeting which is to be hosted by Hawkesbury City Council to discuss further opportunities to encourage more women participating in Local Government.” Said Cr. Coleman.

WALLNUTS PAINT THE TOWN THIS WEEKEND IN PORTLAND Old Portland Co-Op Store becomes base for visiting sign writers.

Over 30 sign writers are expected in Portland this weekend for the annual WallNuts weekend. Now in its 18th year, sign writers have made their way from Melbourne, Brisbane, Toowoomba, Sydney and regional centres in NSW for this years get together. The WallNuts have taken a lease on the old Portland Co-Op store in Vale Street and have set up Australia’s first Sign Writing Museum. Over fifty examples of old hand painted advertising signs are on display as well as a video showing the traditional art of sign writing.

Begun by the late Ron Bidwell in 2001, a dedicated group have created Portland’s Signs of Yesteryear with old advertising signs painted on shop walls and in laneways around the town. This year is no exception with two extremely faded large advertising signs on the Co-Ops external western wall being brought back to life by the WallNuts. Visitors to the old Co-Op can visit the Sign Writers Museum and also see the other WallNuts in action as they paint small signs. You can also request they paint a sign for you. The WallNuts can be visited at the old Portland Co-Op building in Vale Street, Portland from 9am to 3pm this Friday, Saturday and Sunday. Join us at 1.30pm for Wine and Cheese. At 2.oopm David Stratton will introduce this fascinating documentary. I first saw The Seventh Seal in Paris when I was 18. I have carried Bergman in my heart all my life since then. Margarethe Von Trotta’s beautifully crafted and moving memoir, recalls the inspiration she found in the film works of Ingmar Bergman, his films triggered her decision to become a director and guided many of her creative decisions over her long career. In the course of making this documentary, she found evidence that one of her own films had actually Inspired Bergman in turn.

EXERCISE LINKED TO MENTAL HEALTH We now know there’s a strong link between exercise and improved mood. This happens as ‘feel good’ chemicals (called endorphins) are released from the brain.

Exercise is as big of a boost for our minds as it is for our bodies with recent research showing that a single hour a week can have a positive effect against depression. First and foremost, when you are creating an exercise plan, you should consider consulting a GP if you haven’t been active in a while. They will help you to construct a plan based on your personal ability.

Second, it needs to be focused on things that you enjoy. If you are naturally born to run, there is no use focusing your entire exercise regime in the pool. And when you are deciding what brings you the most enjoyment, trying new things and adding a bit of variety into your week can make exercise a very positive experience. Exercise can: •Reduce symptoms of depression and anxiety •Boost your energy •Build self-confidence and feelings of accomplishment •Help you be more sociable (working out in groups is often better than doing it alone) •Help you get better sleep •Help reduce stress •Distract you from your worries and negative thought patterns •Boost creativity and productivity •Boost memory.

CHICKEN SCHNITZEL BURGER WITH AVOCADO SMASH

Chicken schnitzel could almost be regarded as Australia’s national food. Ray Williams and the boys at Williams and Sons Butchery have central west grown chicken breast that has been pounded flat, egged and crumbed to make everyone’s favourite chicken schnitzel. This recipe is a healthier alternative to the deep-fried chicken schnitzel pub burgers version. Prep Time: 15 minutes Cook Time: 25 minutes Total Time: 40 minutes Serves: 4

Ingredients • 4 Chicken Schnitzels • 1 cup Extra Virgin Olive Oil • ½ cup low fat Greek Natural Yoghurt • 2 tbsp medium Peri Peri Sauce • 4 seeded whole-meal Bread Rolls • 4 Iceberg Lettuce leaves • 2 Lebanese Cucumbers, sliced thinly • 1 large ripe avocado • 1 tbsp Lemon Juice • 75g Feta • Salt & Ground Black Pepper to taste

TIPS FOR THE WEEK: • Even if you don’t feel like exercising, start small -even one hour of exercise spread across your week can help you feel better. • Share the journey and exercise with a friend. Locking in plans keeps you accountable and it might mean you get to see someone you have been meaning to make time for. • Mix it up and make it enjoyable. If you vary the type of exercise and place where you do it, you’ll starve off boredom. Try using music as well. • Try being active every day for at least 30 minutes, even if it’s doing some housework, walking to the shops or gardening. If you or someone you know needs help, contact: Beyond Blue 1300 224 636 or www.beyondblue.org.au; Suicide Call Back Service 1300 659 467; MensLine 1300 789 978; Lifeline on 13 11 14 or visit www. lifeline.org.au. Contributed by Wentworth Healthcare provider of Nepean Blue Mountains Primary Health Network and sourced from Black Dog Institute. For more information on positive mental health go to blackdoginstitute.org.au.

•Help you relax after a hard day at work •Encourage you to get outside and away from distractions and screens.

Grown in the Central West!

Directions

1. Place the olive oil in a medium size frying pan then heat on a medium-high heat. Cook the schnitzels 1 minute each side until lightly browned but cooked through. Cook in batches so that the pan is not crowded. Drain on paper towel for a few minutes. 2. To make the Avocado Smash, halve the avocado then roughly chop. Place into a bowl and add lemon juice, season with salt and pepper to taste, then roughly mash. Crumble in the feta and gently fold in to combine. 3. In a small bowl combine the yoghurt and peri peri sauce until smooth. 4. Halve the bread rolls. Spread each bottom half with avocado mash then top with lettuce and cucumber. Add a chicken schnitzel then drizzle with peri peri yoghurt. Replace the top half of the roll and enjoy.

PANORAMA PUNISH

The 2019 Mount Panorama Punish is quickly becoming an iconic race on the running calendar and race directors Stephen Jackson and Jennifer Arnold are thrilled that they have entrants making the trip for the third year in a row.

“It’s fabulous to have people sending us excited messages, telling us about their training, from around the world. The Punish has become a real ‘must-do’ event and they are already asking about dates for next year so they can book their travel and accommodation with a group of friends.

Winners, Merl Stevens and Team from Majellan Bathurst

About two thirds of participants are from outside Bathurst, with most of those travelling staying in paid accommodation within the city. “We have people travelling from all across NSW, ACT, Queensland, Tasmania and Victoria. It’s brilliant to think that the Mount Panorama Punish is such a big draw card for the Bathurst region. “Last year, we had a private flight come in from Sydney with ‘ Rachel’s Runners ’. This year, they’ve filled four private flights that will arrive into Bathurst on Sunday morning. That speaks volumes about how iconic it is to run the Punish! Race Organisers attribute the popularity of the weekend to two factors - the word of mouth from the last two years’ successful events, and also to having another significant drawcard to attract runners and their supporters to Bathurst for the entire weekend. The RunNation Film Festival will show in Bathurst the evening before the Punish. Two hours of captivating, fast-moving and emotive short films, RunNation it is now in its fifth year and screens around the world. These films have been carefully curated with mesmerising cinematography and thought-provoking storylines, featuring heart-pounding races from all points of view, from the elite athlete to the back-of-the-pack runner. Trail, triathlon, track, and road, with a common thread of heart-warming personal stories. “These films are beautifully told, human interest stories with running as a theme. They’re inspirational, sometimes funny but above all, they tell the stories of people’s lives. The Festival has toured five continents, so it’s a real coup to be able to bring it to Bathurst.” “Even for people who aren’t runners, the films showcase how determination, passion and focus can drive us all to achieve our goals. around Australia and the world. Tickets are only $15 for the Saturday afternoon screening. People are encouraged to visit the Mount Panorama Punish Facebook page to register for the Punish or to buy tickets for RunNation . “The Mount Panorama circuit is an iconic venue and it is something that runners want to challenge themselves on. This event, which will offer rolling traffic closures will allow runners to take on the Mount in a safe environment, without vehicles, and push themselves to see how quickly they can finish their hot lap. “The event will be held at 8am on Sunday 27 October and runners will have one hour to complete the full circuit. We have strict time limits in place with competitors having to reach the King and Queen of the Mountain point at McPhillamy Park within 30 minutes, and cross the finish line within 60 minutes. These time limits are essential to ensure the safety of competitors who are participating.” “We are again grateful for the support of Council in holding this event, and their assistance with traffic and event management.
