It was a lovely evening in the grounds of Eskbank House on Thursday when Council put on an end-of-year celebration. Santa came for the little kids (and some big kids too), the Lions Club were on hand for a sausage sizzle and many staff and their families enjoyed the night picnicking in the grounds. The event also hosted an official award ceremony for the presentation by the trustees of the AR Bluett Memorial Award recently awarded to Council.

No giving up Christmas gift giving

One of the hardest things in life to do is to continue toward a goal in the face of adversity. When all the signs are that your idea won’t work, but you believe it will and keep working towards it, it often leads to ridicule, and disbelief. It is with this in mind I would like to publicly pay respect to Macgregor Ross. After the demise of the Celebrate Lithgow, Macgregor decided not to give up on a festival celebrating the region at this time of year. He was able to book the amazing (if you weren’t there on the weekend, that single word is not doing it justice) NSW Fire and Rescue Marching Band, and with them as a headline act, he continued to work against all the odds to pull an event together. The crowd may not have been what he would have hoped, but thanks to some support from Council, some free marketing from us and Lithgow 2790 Facebook page, there were some people there, around 300 in total throughout the day. Those that did come out on a glorious Sunday to the show ground were treated to a fine display of local talent in the lead up to one of the most amazing band’s I have ever seen. I am not normally a big band guy, I love my rock concerts and heavy music, but the way this band engaged the audience and arranged their one hour show just blew me away. So Macgregor, I dedicate to you my favourite words: Here’s to the crazy ones. The misfits. The rebels. The troublemakers. The round pegs in the square holes. The ones who see things differently.

They’re not fond of rules. And they have no respect for the status quo. You can quote them, disagree with them, glorify or vilify them. About the only thing you can’t do is ignore them. Because they change things. They push the human race forward. While some see them as the crazy ones, we see genius. Because the people who are crazy enough to think they can change the world, are the ones who do.

At about this time every year, up pops the contentious suggestion that we forgo the giving of Christmas presents to anyone except children (ie.up to age twelve). The proposed ban is only for the festive season, and gifts at other times of the year, like birthdays, are fine. Those supporting the idea reason that for a lot of people this is the least wonderful time of the year, full of all sorts of pressure and financial worries, and reminders of how they’re not doing as well as they’d like. The last thing they need is the added stress and extra shopping this annual ritual entails. So, why not give everyone a break? As the pro-ban advocates see it; we should still buy gifts for children, if only because they’d complain so loudly if they entered the living room to find there was nothing under the tree but pine needles. And it’s nice to see the expressions on children’s faces when they open their presents. But adults? Why do we buy each other gifts? So everyone has to fake more excitement and gratitude than they actually feel when opening them? Thanks for the soap, the socks, the bottle of wine. Here, there’s something for you, too. It’s as though we’ve all entered into a pact that makes everybody’s lives that little bit harder. With the money you would have spent on gifts for other people, you can buy yourself something you want. The whole problem is the obligation - that we are expected to want and receive gifts at this time of the year, and then expected to express gratitude. And gratitude is a good thing. But it’s much easier to accept in instances that aren’t so laden with obligation - the feeling that we’re all taking part in an outdated tradition we’d actually rather not be. By banning festive gift-giving, proponents believe it would relieve people of the obligation to buy gifts - a sort of collective gift of relaxation. However, local retailers should not be too concerned, because most people in the greater Lithgow region are far too generous of spirit to view a ban on giving Christmas presents as anything other than what it is - curmudgeonly bah, humbug.

Lithgow shares in $3.5m RFS funding for bushfire protection A new Rural Fire Service (RFS) fire truck, Fire Control Centre and facilities upgrades will be delivered as part of the Bathurst Electorate’s share of $3.5 Million in bushfire protection for our community. The local investment is part of a wider $314.6 million allocated to the Rural Firefighting Fund in the NSW Government’s 2015/16 budget. Member for Bathurst Paul Toole said the investment is critical to local RFS firefighters and will play a key role in keeping residents safe. “The devastating effects of bushfires are never far from our minds, particularly in the lead-up to summer. It’s great to see that sixteen local RFS brigades will benefit from this funding and support their efforts in keeping our community safe,” Mr Toole said. “In the Lithgow City Council area renovation works will be undertaken at the Fire Control Centre and the facilities at Capertee. The Clarence Brigade will be receiving a new Fire Truck. “Following much lobbying and a long wait, a contribution will also be made to the New Fire Control Centre Project, which is will provide significant support for the Chifley Area Command.” These new vehicles and facilities will be armed with the latest technologies to assist the many volunteers that work to keep lives and property safe. The RFS also provide some excellent resources online to ensure your home and family are prepared during this bushfire season. Visit www.rfs.nsw.gov.au to find tips including: t Clean your gutters of leaves and twigs t Install metal gutter guards t Repair damaged or missing tiles on the roof t Install fine metal mesh screens on windows & doors t Fit seals around doors & windows to eliminate gaps t Enclose the areas under the house t Repair or cover gaps in external walls t Attach a fire sprinkler system to gutters t Keep lawns short and gardens well maintained

Pallative care now available at home

People with a terminal illness who wish to die at home are set to benefit from expanded home support packages funded by the NSW Government. The packages will now be available to more people in the Nepean Blue Mountains area. These packages are part of the NSW Government’s statewide, $55 million commitment to community-based palliative care over six years. Palliative Care Home Support Packages (PEACH) include personal care during the day, a visit from an evening registered nurse and video support with a night nurse as the patient reaches the end of his or her life. The PEACH program is coordinated in collaboration with not-for-profit health provider Silver Chain.

Since December 2013, 510 people accessing PEACH packages in these three Local Health Districts have been supported to die at home. Similar packages are available in other Local Health Districts across the state. Member for Bathurst Paul Toole said,” the PEACH packages are flexible and tailored to meet the individual needs and have come as a result of some 80 percent of Australians indicating they would like to spend their last days with loved ones in their own home rather than in an acute hospital setting.” “It is wonderful to know that terminally ill people now have a choice and I am pleased the NSW Government is providing this support.” Mr Toole said.

The construction of the Wallerawang Rail Overbridge substructure has been completed and varied traffic conditions will be implemented over the coming months. Residents are advised that the planned partial closure of Tweedie Street and Pipers Flat Road will continue until Tuesday the 8th December 2015. During this time, detours will be available through Cary Street / Oxely Street for Tweedie Street and Daintree Lane / Brays Lane for Pipers Flat Road. This closure is for the purpose of providing new western approaches for the reconstructed Rail Overbridge. Subject to weather, it is anticipated that traffic will be diverted to the new bridge on the 8th of December 2015. Residents are also advised that the original bridge is scheduled to be demolished on the 23rd - 24th January 2015. Following the demolition, further traffic diversions will be implemented for 3 – 4 weeks at the beginning of February to finalise the construction of the eastern approaches of Main Street, Wallerawang and Barton Avenue, Wallerawang. The current detours will be re-implemented at this time to ensure that all bridge approaches are constructed appropriately and as swiftly as possible. Residents are urged to note the change in traffic conditions and exhibit caution and patience while travelling through the area.

Big Band comes to town!

The sun was shining, and the music filled the air on Sunday for the revived Festival of the Valley at the Tony Luchetti Showgrounds. Festival organiser Macgregor Ross was very happy with the event, despite the lower crowd numbers. “This is the first event, and we got more than we got at the first Ironfest, so we are happy with the turnout,” said Macgregor. The day included performances from many local talents including Glenda Phipps, Prudence Schwarz Academy of Dance, Lithgow LineDancers, Kelly Hamilton, Stoney Broke Band, Sindy Gavin, Cooerwull School Band and the Highland Pipe Band. The standout act of the day was definitely the performance by the world renowned NSW Fire & Rescue Marching band. This highly polished musical outfit gave an awe inspiring performance that lasted just over an hour. The highlights were the wiggles medley that saw kids up and dancing, and the macarena that saw Mayor Maree Statham, President of Ironfest Dij Dijor and Vicki Hartley up and dancing, with Vicki and Dij in full costume. The day was a credit to the organisers who put the event on with minimum funding and a very small team. Lets hope next year grows and the event becomes a permanent fixture on the event calendar for the region. All photos by Macgregor Ross

AUSTRALIA DAY IN PORTLAND 2016 Organisers of the Australia Day celebrations are putting a call out for all interested persons or organisations to become involved in the Annual Australia Day Celebrations to be held on Tuesday 26 January 2016. They would welcome suggestions to add or improve the celebrations. The celebrations in Portland have now been running for fifteen years and there is always room for improvement to the programme or activities. Criticism or non-action does not help to change anything and we welcome participations from the community. The activities will centre on Wolgan Street between 10am and 3pm. Australia Day is always an important event on the calendar in Portland and it is hoped that the community of Portland and District will once again come to the fore and support their celebrations. Full details of the programme will be publicized, once they are finalized. It is not too late to become involved or assist on the day and further details can be obtained by contacting John Kearns on 0409345752 or Ron Bidwill on 63555288.

YOUR HOME

Changing market dynamics By Charles Tarbey, Chairman and Owner of Century 21 Australasia I believe the Australian property market is still healthy overall and is in a strong position as a whole. As I wrote in my editorial last fortnight in this paper, it’s important to note that there is not just one property market in Australia – there are many. The Lithgow property market will continue to develop in a different way to other cities and areas. Below are some of the factors I believe have impacted on real estate market (particularly in Sydney and Melbourne) and which may continue to have an effect in these areas into the future.

1

Increasing stock levels It seems that some real estate agents may not have caught onto the fact that regular seasons in the property market have not existed for quite some time. These agents may have been advising vendors to hold stock back until spring. This could be one of the drivers of the influx of stock that many locations have experienced lately and may be contributing to what appears to be a softening market: as the supply level increases rapidly it begins to meet demand and provide more options for buyers.

2

Falling auction clearance rates The increase in stock has led to higher numbers of properties available for auction. The natural outcome of this is for auction clearance rates to fall. Although there are still large numbers of properties selling at auction, clearance rates are lower because there are higher numbers of properties going to auction.

3

Interest rate hikes In order to meet new capital requirements from the Australian Prudential Regulation Authority (APRA), banks have lifted interest rates to cover costs. While this has had a more significant effect on investors, some lenders have also increased rates for owner-occupiers. More lenders may follow suit and widespread increases in borrowing costs might be seen throughout the market. A small increase in interest rates can affect those with large loans by a substantial amount. Considering this, I believe borrowers may become more careful with the amount of debt they take on.

4

Bigger deposits Tighter lending regulations have led to banks increasing their loan to value ratios (LVRs) for many borrowers and are now requiring larger deposits. Because deposits will have to be a higher proportion of

“The Lithgow property market will continue to develop in a different way to other cities and areas.”

the value of the property, investors may have to take more time to save. This could in turn slow growth in the market and may already be having this effect. There is evidence that some borrowers are using credit cards and personal loans to fund their deposits. These seem like risky options to me and I would advise people to think long and hard before using high-interest loans to fund deposits.

5

Price expectations The pace of capital growth in many areas has led to increased price expectations from sellers. I believe that this may open the door to more private treaty sales occurring rather than auctions, and also reduce the ‘rush to buy’ environment that many buyers have become accustomed to of late. This may mean that the marketplace becomes more of a negotiator’s market with sellers being more willing to entertain the idea of a buyer’s offer. I believe this will add to a more stable marketplace. Charles Tarbey is the Chairman and Owner of CENTURY 21 Australasia. TV GUIDE - SAT 05 - FRI 11 By Kellie Evans

Pick Of The Week Hitch - Sunday 6th December at 8:30pm on 7Mate

This Sunday has so many great movies to watch! It was so hard to choose just one to review. Hitch is not just the best life coach, but also a master of helping guys who may seem a little ordinary win the heart of the girl of their dreams! Being a Will Smith fan, this has to rate as one the best films he’s in. Funny, smart and moving - it really is a “must see”. The real surprise in this movie, however, is Kevin James as Albert. Albert’s crush is a client at his accounting firm, super model Allegra Cole (played by real life super model Amber Valletta). Watching their first meeting and seeing how their very unlikely romance turns to love is just wonderful. Definitely excellent Sunday evening viewing!

“There is only one happiness in life, to love and be loved” George Sand

Natalie Bailey Photography Family photos are priceless and unfortunately many of us “mean to” get around to having them done but the truth is most of us don’t. Christmas is a time for family, when families members near and far gather all over the world to take time out to celebrate, relax, be happy and just be together. How lovely would it be to give the special people in your life some beautiful images of your family this Christmas? I always find it hard to buy for the Nan & Pops of the family but I know they absolutely love receiving updated family photos. Lots of mums are always saying to me that they would love to arrange to have their own family photographed professionally, but life gets busy, another year goes by, the children are older and it still hasn’t happened. Here’s an opportunity to update your family photos with a great deal. I’d love to create beautiful images of your family for you, capturing the natural love, laughter and fun between your family, images that you will love and be excited to have forever. On a personal note, I arranged for my own family to be photographed professionally this year and I can’t tell you how happy the photos make me feel. I’m embarrassed to say it had been 10 years since we had last had them taken professionally. I now have 4 beautiful canvases on my wall that I look at every day and it just makes me smile. I love to photograph families outdoors, the Lithgow area has such a beautiful natural environment and I have a few favourite spots I love to go to. I also like to photograph families in their favourite spots and suggestions are always welcome. If you don’t have time to fit in a family portrait session before Christmas then consider purchasing this offer as a Gift Voucher. This voucher can be used until 31st March 2016 and I will be offering family portrait session times in the first 2 weeks of the January 2016 also. This is the first time I have run a “Holiday Special” and this is a strictly limited offer. This is an awesome opportunity to have your family photos taken at an amazing price.

Bookings are limited so if you are interested then please call Natalie on 0429 146234 or email info@nataliebaileyphotography.com.au

Santa is not far away

The amazing annual lights display at Finaly Avenue will be on again this year - visit LithgowLights.com for more information. Photo: David Rawsthorne Photography

I am always amazed every year at the way some folks transform their front yards and homes into a Christmas wonderland. By Barbara Moran, Good Earth These people inspire the Christmas Spirit in all of us and their displays every year bring joy to many families especially children who admire the Christmas lights as they drive around our district. I have not had a chance to pop my tree up yet and this year I will have two Christmas trees. Our traditional artificial tree and a potted Picea Christmas tree which I will plant in the Garden with my children and grandchildren after Christmas. I have just created that Heath and Conifer bed which I talked about in a previous issue and since I have the space this conifer garden may just keep

growing each Christmas as will the children. The Fuchsias are spectacular at the moment and it is always important to trim back the spent flowers to encourage more growth and they will repeat flower through the summer season. Also beginning to flower now are the Tuberous Begonias or the botanical name Begonia Tuberhybrida. The blooms on these plants can be quite large and the display they put out over summer and through to Autumn is sensational. If you wish to plant your Tuberous Begonias in the ground then they require a sandy, loamy soil with the addition of some peat moss to keep them moist over the dry season. If you are planting them is a pot then it is recommended to use a mix of Sand, Potting mix and Peat Moss in equal measures. They prefer filtered shade and if planting from tubers then place them around 40cm apart at a depth of around 3 cm. The planting time for tubers is when the pink growth buds appear. This generally occurs when the temperature warms up to 18 degrees Celsius but this year their growth has been a little slower than usual according to my expert growers. Tubers need to be protected from frost and

SPRING IS HERE!

in Autumn when the foliage dies down, dig them up and allow the tubers to dry out for 4 to 5 days and this process generally makes the skins hard. Store your tubers in dry peat moss or sand in a cool dry place out of the frost until Spring and repeat the process again. Tuberous begonias are ideal as potted plants and you can follow the process for storage or if you prefer you can leave in the pots stored out of the Winter frosts but stop watering when the foliage dies down to force them to become dormant. If the weather is dry during the flowering periods you must keep the water up to them and feed regularly with a slow release fertilizer such as Osmocote. Remember to trim off any dead flowers to encourage more blooms and do not let them become waterlogged in a soggy soil. Barbara Moran is a long time team member of GoodEarth Nursery at Lidsdale. She has an extensive knowledge and experience of both exotic and native gardens.

The RSA Street Stock Central West Cup took an explosive centre stage at the third round of racing for the new 2015-16 speedway season at the Cullen Bullen Raceway hosted by the Portland District Motor Sports Club. Story & photo by Les Taylor Portland’s Shane Duggan led for twenty five laps of the destined thirty lap scrap chased all the way by Andrew Blackley after his pole sitting brother Martin spun off in the early stages causing a restart. Another restart was caused when an overtaking maneuver up the inside by Andrew Blackley went wrong and Duggan’s Commodore spun out mid race distance. A few laps later Commodores of Andrew Espener and Steve Walsh locked together and headed for the pit entry causing yet another race restart but then Walsh was in strife moments after when his car ploughed into the Armco fence of the front straight. Up the front Duggan was slow to get away giving Blackley the opportunity to sneak to the lead. Two laps later the race was declared after second placed Duggan spun in front of the Kevin Blackley Falcon and David Giffin’s Commodore causing large amounts of damage. Andrew Blackley was declared the winner from Shane Duggan, Kevin Blackley with Giffin fourth. As a lead up, the Street Stock Class, due to the overflow seventeen car entry list was split into two groups. Andrew Blackley, Kevin Blackley and David Giffin were winners in group one while Martin Blackley took two victories while mum Jodie won the other. Drivers to gain heat placings included Shane Duggan with three seconds, Mitchell Duggan with two thirds, Darren Quinn one third while Paul Keavey, Andrew Espener and Shane McPhee all posted a second place each. Owing to problems with the SSA and Motor Racing Board rules, the Four Cylinder class was split in two. Race secretary Sue Healey dominated all three heats in her old Honda but was totally upstaged in the ten lap feature by Bathurst birthday boy Mitchell Brown in

his Laser. Young Orange driver Travis Spicer took second place in the Tony Scott Plant Hire Four Cylinder Sedans pointscore after some amazing clashes with his father John also driving a Ford Laser. The SSA Four Cylinder class, sponsored by the Royal Hotel Cullen Bullen, had a hot shot eight car field in shakedown mode for the NSW Titles to be contested at Cullen Bullen in January. Orange driver Kevin Coleman drew first blood by taking out heat one in his Corolla then Aaron Knox of Grafton took out heat two at the wheel of his Nissan Pulsar leaving Corolla driving Shannon Gallagher to claim the third heat. Coleman had pole position for the fifteen lap feature but handed the car to son Slade Anlezark who started rear of grid. Knox won the event chased all the way by the Hyundai Excel of Damian Booker and Robert Nelson in a Laser after the Corollas of Tyler Humphries and Slade Anlezark clashed whilst dicing mid field. The Williams Liquid Waste Service Series Production class gave Dubbo’s Wes Barnes two heat victories whilst the other was taken out by crowd favorite Kevin Spencer of Mudgee. In heat thee Spencer actually crossed the start line backwards in his Torana after a collision with Jeremy McGrath’s Commodore causing a full restart. Blayney driver Scott Bradley won the thrilling ten lap feature from Barnes and Edward Newton of Orange as Spencer, Kevin Sawdy and Jeremy McGrath battled for the minor placings. The Stones Pest & Weed Control Junior Class gave Cullen Bullen’s Dylan Quinn victory in all three heats and the feature driving his Honda chased all the way by Blayney’s Sarah Bradley driving her Corolla. Third place in heat one went to Tarah Swadling in a Mitsubishi Mirage while Natasha Spicer drove her Laser to two thirds but it was Bek Giffin who posted a great third place in the feature followed by Amber Culverson. Orange Driver Raymond Giffin, Bek’s dad, borrowed Kevin Blackley’s Falcon to dominate the entertaining JR Conveyors Second Drivers class taking out two heats then swapping to Bek’s Laser to win the feature. Ray Hawkins, also of Orange, won the third heat and was second in the feature driving Edward Newton’s Falcon followed by Bruce Bradley at the wheel of his son’s Falcon with young Ashley Naden improving each race in Tarah Swading’s Mitsubishi. Paul Rietdyk drove like a man possessed to win two heats and the ten lap feature of the second round of the RPM Engineering Quarter Midgets Series from Portland’s Rob Stephenson and Brett Hall who put up some tremendous dices and won the opening heat. Jamie Dicker claimed a couple of heat minor placings chased all the way by Courtney Smith.

The 2015-16 speedway season resumes at the Cullen Bullen Raceway on Saturday January 30th commencing at 4pm featuring the SSA NSW Four Cylinder Sedan Title.
