Hanover Park Welcomes Trustee Bob Prigge At the Village Board meeting of May 4, 2017, the Village of Hanover Park will welcome newly elected Trustee Bob Prigge with a swearing in ceremony. Trustee Prigge has lived in Hanover Park for over 20 years with his wife of 21 years and 4 children.

Trustee Prigge earned an Associate’s Degree in Electronics from Devry, and has served as a Hanover Park Little League Board member for seven years, two as President. He was also a Hanover Park Park District Foundation Trustee for two years, and has been involved with the Boy Scouts for seven years, serving as Den Leader, Cub Master and now, Troop Committee Chair.

We would also like to congratulate the following Board members on their re-elections: Village President Rodney Craig, Village Clerk Eira Corral Sepúlveda and Village Trustees Rick Roberts and Sharmin Shahjahan.

Farewell to Trustee Bill Cannon The Village of Hanover Park would like to bid farewell and thank Trustee Bill Cannon, who was elected to represent Hanover Park as a Village Trustee back in 2009, for his years of service.

In his time as Trustee, Trustee Cannon has worked hard to represent the needs of the residents of Hanover Park. In addition to being Trustee, Bill previously served as Board Liaison on the Village’s Development Commission and Environmental Committee, and was a former Chair of the Finance Committee.

Minute with the Mayor . . . . . .

Springtime means baseball! I am again taking the Play Ball Pledge with the US Conference of Mayors, who has partnered with Major League Baseball (MLB) and Minor League Baseball to recognize June through August as Play Ball Summer. The sport of baseball produces countless family and community bonding experiences, teaches teamwork, sportsmanship and is a great outdoor activity. Hanover Park has a great baseball tradition with the Hanover Park Little League and outstanding baseball fields and sports facilities to play on. I will be hosting a Play Ball event this summer featuring our wonderful Police & Fire Departments as coaches and mentors to the Hanover Park Little League baseball team at the Hanover Park Sports Complex at the corner of Sycamore and Barrington. More to follow on that in the next issue.

Spring also means nice weather is finally here and it brings the opportunity to make our fine Village look fresh and clean. This is a great time to begin working on planting those gardens and doing some Spring clean up. Be sure to call J.U.L.I.E. at 8-1-1 before you dig. Mother’s Day is in May, and I wish all of Hanover Park’s moms out there a Happy Mother’s Day! These are exciting times for Hanover Park. At our first Board meeting in May, the Village swore in new Trustee Bob Prigge, as well as re-elected Trustees Rick Roberts, and Sharmin Shahjahan. Village Clerk Eira Corral Sepúlveda was also sworn in for her re-election as Village Clerk, and I am honored to, once again, serve another 4-year term as Village President. I am proud of Hanover Park’s Village Board that is here to serve the needs of our residents.

The Village of Hanover Park and our Veterans Committee is excited to unveil our War Dog Memorial Statue, which we have been working on fundraising efforts for. We are please to have met our goal, and encourage you to join us at our Memorial Day event on Monday, May 29th at 10:00 a.m. for the official unveiling.

With the weather turning nice, I encourage you to get out and enjoy all that Hanover Park has to offer. Our Touch-A-Truck event will be taking place on Saturday, June 3rd at the Metra Lot at Barrington and Lake. This is a free, fun, family-event that will offer the opportunity to see Village vehicles up close and personal. Can’t make it to this event? Get outdoors and ride your bike or go for a walk. Enjoy the new pedestrian bridge and trail at the Hawk Hollow Forest Preserve, or ride a bike path in Hanover Park.

Speaking of walking, the Relay for Life of Northern DuPage event is scheduled to take place Friday, June 9th at Lake Park High School. This is a wonderful and touching event, honoring , celebrating and remembering those touched by cancer. Take time to get involved by forming a team or attending the event to show your support.

Finally, it continues to be my pleasure to represent the people of Hanover Park, our hometown. We cannot do it without you! Take the time to volunteer and give back to our wonderful town, at the Schools, Churches, or assisting on the playing field. Together, we are finding ways to believe in our youth and together we are making a difference in Hanover Park.

Curb Appeal Program

Police Department

Each year, the Hanover Park Code Enforcement Unit inspects all residential properties as part of its Curb Appeal Program. When violations are found, the resident is notified with a door hanger tag and a follow-up letter via U.S. mail. Often, residents are already planning on making the needed repairs in the coming months. If a resident needs more time than allotted in the initial notification, we recommend they contact the Code Enforcement Officer (CEO) listed on the notice for an extension. The key is maintaining communication with the CEO and making a good faith effort to achieve compliance with the regulations.

The goal of the Curb Appeal Program is to work with the residents of the Village to gain compliance. The CEOs and Appearance Officer will work with residents to get the property maintenance issues resolved so that the property looks good and the owner is not summoned to an Administrative Hearing for violations.

The following are some common items requiring correction:  Tall grass and weed (over 8” in height) will result in a ticket being issued to the homeowner if the Village is required to initiate grass cutting after a 7-day violation notice.  Garbage and recycling containers illegally stored in front of the home or at the side of the home in public view. Store the containers behind the home with tight-fitting lids or keep them inside your garage;  House address numbers not displayed on the front of the house (numerals not less than 4 inches high);  Driveways in serious disrepair;  Missing or torn window screens;  Rotting wood or peeling paint on the exterior;  Gutters and downspouts not in good repair;  Inoperable vehicles (including vehicles not displaying current license plates) may not be stored except in a garage or, no more than one vehicle under a commercially manufactured cover in good condition;  No bare areas or ruts in grass caused by pedestrians or vehicles;  Holiday decorations must be removed within 90 days of the holiday.

Police Department to Use New Property Auction Service The Police Department announces that it has entered into an agreement with Auctions by Jennifer, Inc. of Carol Stream to handle property disposal auctions for unclaimed, seized, and surplus items. Items will be sold on a regular basis at live auctions held at the Auctions by Jennifer facility, located at 883 East Geneva Rd. beginning in the Spring of 2017. Items can be viewed in advance of live auctions by visiting the website at www.auctionsbyjennifer.com. Look for auction announcements on the Police Department Facebook (facebook.com/hanoverparkpolicedepartment) and Twitter (@hanoverparkpd) accounts.

Protect Your Bike Riding a bicycle is a fantastic way to get around, get healthy, and keep the earth green. Bike theft, however, is one of the most common yet most preventable crimes. Following are some tips to help keep you from losing your bike:

ALWAYS LOCK YOUR BICYCLE. This sounds very simple, but an unlocked bike is an invitation, giving someone an easy opportunity to make you a victim. Police Officers routinely take reports from people who left their bicycle for “only a minute.” If there’s no stationary object to chain it to, at least lock the front tire through the frame so that someone can’t just quickly ride it away.

LOCK TIPS: While cable locks are generally more convenient and easy to use, they can be cut. “U-locks” are found to be more effective. In either case, ALWAYS make sure you use a solid and sturdy object to secure your bike. Don’t forget to take your cell phone and any other valuables you might have attached to your bicycle.

WRITE DOWN YOUR BICYCLE’S SERIAL NUMBER. The serial number is always on the paperwork if you purchased a new bicycle, or it can be found on the bike itself, usually on the bottom rack of the frame. Keep this along with a photograph of your bike to assist in making a report and also to assist in the recovery - just in case you do fall victim to bike theft.

Bicycle riding is an excellent activity. By paying attention to your surroundings, riding safely and always locking your bike up properly, you can enjoy hours pedaling around safely and securely.

Fire Department Spring Fire Safety As spring approaches, thoughts turn to cleaning up, making repairs around the home and enjoying the outdoors.

Keeping a few safety thoughts in mind will help you make your spring experience much more enjoyable.

Inside the Home:  Check and clean your smoke and carbon monoxide detectors  Check to make sure your fire extinguishers are still in date  Check for overloaded or damaged extension cords  Prepare for storm related outages (make sure your flashlights and portable radios have batteries and that other supplies, such as bottled water, are stocked and available)  Practice exit drills with your family so everyone knows what to do in case of an emergency  Properly store household chemicals and never mix cleaning agents Outside and Around the Yard: •Make sure your address numbers are up and visible from the street •Clean up yard debris. Cut back dead limbs and grasses •Maintain a clear 'fire zone' around structures. Clean up leaves and debris and consider using stone or non-combustible mulches •Check outdoor electrical outlets and other electrical appliances •Get your grill cleaned and serviced. The Hanover Park Fire Department will be hosting their annual Health & Safety Resource Fair. This event is open to the public and for all ages. The purpose of the event is to inform residents of resources around the area.

Many vendors will be conducting free screenings. This event is a great opportunity for all people to learn more about their personal health. The Hanover Park Police Department will be having a car seat installation and inspection station as well. This event is also a great opportunity for children to see the fire trucks and interact with local Firefighters and Paramedics. The list of vendors are as follows:

Public Works Got Downspouts? Build a Rain Garden!

Community Apiary Open House

A rain garden is simply a shallow depression to hold rain water that is planted with native plants to help absorb rain water, clean it, and reduce the amount of water entering the storm sewer system. The depth is usually 2”- 6”, and should slope away from your house so overflow will not drain towards your foundation.

The Hanover Park Community Apiary is holding a familyfriendly Open House on Sunday, June 25th from 1:00 p.m. to 4:00 p.m.

Why are rain gardens important? The rain garden fills with a few inches of water Beekeepers will be on hand to answer questions about this after a storm and the water slowly filters fun and increasingly vital hobby. The Community Apiary is into the ground rather than running off located at 2500 W. Army Trail Road. into the storm sewer. This helps to reduce flooding and helps protect streams and rivers from pollutants, as well as providing valuable habitat for birds, butterflies, and many beneficial insects.

What is a Water Main Break?

A water main is an underground pipe that delivers water to the customer’s service pipe. In residential areas the “main” usually runs under the street or parkway. Some neighborhoods have them in the back yard. If a hole or crack develops in a pipe, the water will typically find its way to the surface. Because the water main is under pressure, water will continue to flow until the break is repaired. A water main break is not something you can predict and it is usually identified by water running in the curb line from an unknown source, or if a large amount of water begins to accumulate in a backyard or in the street.

To repair a main break, the water needs to be turned off as soon as possible. An uncontrolled break can damage private property or flood a home in just minutes.

Nearby residents may get little or no notice that water is being shut off.

The process to repair a water main break is fairly standard. The leak is isolated by shutting nearby valves. This will allow large parts of the neighborhood to be unaffected while just a small portion of the water is shut down. The Village will then contact other utilities (J.U.L.I.E. one call system – Call 811) to make sure we can dig without damaging natural gas mains or cable television lines. We find the exact location of the pipe using an electronic detector and then dig to expose the failed section. Depending on the type Main break on County Farm Road of failure, we may apply a repair clamp or replace a portion of pipe. The entire repair usually takes between two and four hours. Of course, there can be times when we run into unforeseen circumstances and the repair can take longer. Some water main brakes have lasted as long as 24 hours to complete the repair.

After a main break, customers may notice brown or cloudy water coming from their tap. If so, do not use appliances or drink the water until it runs clear. Let the water run to flush out the pipe. This is not a common occurrence, but can happen if sediment in the pipe is disturbed during the break.

There are generally between 40 and 50 water main breaks annually. If you see water and don’t know where it is coming from, please call the Public Works Department during normal working hours (8:00 a.m. to 4:30 p.m.) at 630-823-5700 or the nonemergency Police number, 630-823-5500, after hours.

Roadway improvement projects for 2017 include the reconstruction of Stairway Drive and Cinema Drive East, north to Cinema Drive West, and ending at Redford Lane. A Full-Depth Reclamation (FDR) process will be utilized.

2017 Roadway Projects

FDR is an innovative method of roadway reconstruction that involves pulverizing the existing pavement, mixing it with cement and water, and ultimately placing it back down as the base for the road. A binder and surface layer of asphalt is then used on top to finish the job. Two major advantages (aside from being less expensive) of using FDR rather than traditional removal and replacement is that there is much less trucking and faster access to resident’s driveways. Less trucking reduces noise and air pollution.

Resurfacing of various Village streets are also in the works for 2017. These streets were selected due to their current condition, which is below the ideal minimum level of service, but not past the point where it is likely that a standard milling and resurfacing project will satisfactorily and cost effectively remediate the pavement back to a good condition. There are many other streets in the Village that meet these criteria, and as funding becomes available we will be addressing those as well.

Annual Touch-A-Truck Event The Village of Hanover Park will hold their Touch-A-Truck event at the Hanover Park Commuter Lot located at Lake Street & Barrington Road on Saturday, June 3, 2017. Admission is free and this event will be open to the public from 9:00 a.m. to 1:00 p.m.

Residents are welcome to enjoy the day with their families. “This is a great event to get behind the wheel and meet the hometown heroes that drive the cars and trucks that make our town run,” said Village Clerk Eira Corral Sepúlveda.

Hanover Park Fire Department Takes Part In SMARTER: Science Medicine And Research & Technology for Emergency Responders Study In September 2016 the Hanover Park Fire Department was notified that the Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) had approved the Assistance to Firefighter’s grant application submitted in partnership with Skidmore College, University of California at Los Angeles (UCLA), University of Illinois (IFSI), U.S. Army Research Institute of Environmental Medicine (USARIEM), Fire Protection Research Foundation (FPRF), National Fallen Firefighters Foundation (NFFF), Hanover Park Fire Department (HPFD), Globe Manufacturing Company, Zephyr Medtronic and others.

The SMARTER (Science Medicine And Research & Technology for Emergency Responders) research and grant for $1.5 million is led and administered by Dr. Denise Smith of Skidmore College and will be used to fund research testing of WASP™ (Wearable Advanced Sensor Platform) technologies for firefighters. The research goal is to develop and advance technology, electrocardiogram (ECG) monitoring for detecting changes of arrhythmias and ischemic changes, improve algorithm to assess body temperature and a sensor to assess air contaminants; this is a two year project.

In November 2016 the Hanover Park Fire Department hosted a kick-off meeting for the research team from Skidmore College and the other research partners. Numerous logistical issues were addressed and worked through with the initial roll out of the WASP™ system scheduled January 2017. A series of pilot testing occurred prior to the actual implementation on January 16.

The WASP™ system was issued to all Hanover Park firefighters and they are required to wear the device at all times when on-duty. The WASP™ system will provide real time physiologic monitoring and tracking of firefighter vitals, core body temperature and 3-lead EKG while performing their duties at the station, participating in training, and during downtime and sleep. Firefighters are scheduled to wear these devices for a 12-month period.

Hanover Park is participating in this national study and is very excited and honored to represent the nation’s fire service in this important endeavor.

Black History Month Celebration The Village of Hanover Park and the Hanover Park Sister Cities Committee hosted a Black History Month Celebration event on February 28 at the Poplar Creek Library in Streamwood.

Our guest speaker was noted civil rights leader Dr. Benjamin F. Chavis, Jr., who spoke on the topic of “Hip-Hop Music as a Vehicle for Inspiring Social Responsibility.”

Mayor Rodney Craig and other elected members of the Village Board participated. Senator Fred Crespo and representatives from the DuPage NAACP were also in attendance. The celebration drew a crowd of approximately 70 attendees.

Trustee Herb Porter led the audience in singing the famous anthem “Lift Every Voice”.

On display during the event was a collection of Ghanaian textiles and artwork. In honor of Black History month, the Sister Cities Committee presented books to the Sonya Crawshaw Branch Library and the Hanover Park Branch Library. Drawings for donated door prizes included the “Hamilton” CD and books. Members of the Alpha Kappa Alpha Sorority graciously volunteered to assist at the sign-in table, and members of the Delta Sigma Theta Sorority hosted a voter registration table.

Mayors’ Day of Recognition for National Service To spotlight the impact of national service and thank those who serve, mayors and county officials participated in the fifth-annual Mayor and County Recognition Day for National Service on April 4, 2017. As part of the Mayor and County Recognition Day for National Service, Mayor Rod Craig, Village Manager Juliana Maller, and Hanover Park’s Department Heads volunteered at the Northern Illinois Food Bank.

The group packed 4,960 pounds of onions for hungry neighbors in northern Illinois.

The Northern Illinois Food Bank provides food for more than 71,000 people each week through a network of 800 partner feeding programs.

Lake Park High School - East Campus, Medinah The Opening Ceremony will kick off the event by celebrating everyone who's been affected by cancer. Whether someone's been diagnosed for 10 days or been cancer-free for 10 years, they gather together for the crowd to cheer them on. The Survivors Lap will then take place. Survivors define courage and inspire those facing a cancer diagnosis. Their strength is honored with each step they take around the first lap. If you know anyone who's overcome cancer, invite them to join. Following that will be the Caregivers Lap. Caring for others is such a selfless act, which is why we honor caregivers with a lap. They often walk with the person they've supported. A Luminaria Ceremony will then take place. Each Luminaria bag represents a loved one lost to cancer, brings support to those affected by it, and honors survivors. This powerful moment gives people the opportunity to grieve but also offers hope and comfort. Finally, the Closing Ceremony will celebrate all that has been accomplished together and remember those lost. Together, we commit to take action and help end the pain and suffering of cancer.

United States Environmental Protection Agency (US EPA) Meeting The United States Environmental Protection Agency (US EPA) has scheduled a public meeting for May 11th from 5 - 7 pm in the Police Department Community Room to discuss the status of the Mallard Lake Landfill methane remediation project. The US EPA has determined that all methane that escaped from the landfill has been either removed or is at such a minimal level that it no longer possess a problem. The remediation and oversight project will be closed by the US EPA. The US EPA will be discussing the project at the meeting and Hanover Park Fire Chief Craig Haigh is scheduled to speak on behalf of the Village regarding our role in the first responder process and continued project monitoring.
