2023 Brush / Bulk Collection Schedule
Waste must be out to the curb by 6 a.m. on your garbage day for pick-up, but no sooner than 6 p.m. the day before.
Christmas tree pick up is during brush week.

Bulk waste is defined by the Village as "miscellaneous waste material of such size as is not normally collected with garbage, including but not limited to furniture, plumbing fixtures, manufactured-processed wood or wood by-products, and small amounts of concrete waste not exceeding a five-gallon bucket in volume." Bulk does not include appliances, electronics, gas powered equipment, or cardboard.
Brush is defined by the Village as "trimmings/woody material from shrubs, trees, and stalks from garden plants (e.g., rosebush and bamboo)". Brush does not include tree roots, root balls, yard waste, leaves, or grass.
Spring / Fall Clean-Up
Spring / Fall Clean-Up is the collection of leaves and yard waste which is defined by the Village as "all materials originating in the yard and garden which are capable of natural decomposition (e.g. leaves, plants, flowers, etc.)". Grass is not permitted. There is no brush or bulk collected in April or November during spring and fall clean-up.

DROP BOXES
The Village has 2 secure drop boxes installed outside Allouez Village Hall (1 North East end of the parking lot and 1 near the entrance doors of the building). We encourage individuals to use the boxes for water bill payments, dog licenses, court payments and permits. Drop boxes are checked at least once a day.

COMMITTEES, BOARDS AND COMMISSIONS

Public involvement is an important and valued part of local government. You can make a difference by becoming a volunteer member of a Village committee, board or commission. Get involved and play an active roll.
COMMITTEES
• Parks, Recreation & Forestry Committee: Responsible for making recommendations on the park budget and other Park and Recreation issues. (Meets 4th Tuesday of the month at 5:30 p.m.)
• Economic Development Committee: Act as an advisory committee to the Village Board and staff for the continual improvement of the business climate in Allouez, consistent with the existing residential character of the community. Primary focus is placed on business retention, business expansion, business recruitment, & business networking opportunities. (Meets 1st Friday of the month at 8:00 a.m.)
• Historic Preservation Committee: Work closely with the Historic Allouez Society and the newly formed Brown County Trust for Historical Preservation to jointly work on promoting awareness, education, and protection of our history. (Meets quarterly at 6:00 p.m. on 4th Wednesday- January, April, July & October)
• Public Works Committee: Provide oversight of the public works annual budget and funding for capital projects, input to operations services and long-range planning, and such other matters as requested by the Village Board. (Meets monthly at 5:30 p.m. on Wednesday following 1st Village Board Meeting)
BOARDS
• Board of Appeals: Responsible for granting or denying special exceptions to the zoning code. (Meets 2nd Monday of each month at 5:15 p.m. if petitions are filed)
• Board of Review: Responsible for making decisions on property assessment. (Meets once a year)
• Board of Ethics: Responsible for reviewing any ethics complaints filed and reviewing the Village’s Ethics Code. (Meets once a year & as needed basis)
COMMISSIONS
Plan Commission: Responsible for review of plats, changes in zoning ordinances and recommendations on zoning requests. (Meets 4th Monday each month at 6:00 p.m.)

ALLOUEZ MUNICIPAL COURT
The Allouez Municipal Court convenes at 1:00 p.m. on the third and fourth Wednesday of each month to adjudicate traffic and ordinance violations alleged within the Village. The Court processes approximately 1,500 violations annually and nearly 1,000 follow up actions concerning driver license status, vehicle registration, and forfeiture collection. Through the imposition of monetary civil forfeitures, the Court generates revenues annually, serving as a deterrent, ensuring the safety and welfare of Allouez Citizens. Infractions that are processed range from traffic and zoning violations, to offenses against public peace, safety and welfare.
Judge Bob presides over all court matters. He is assisted by Sherry, Municipal Court Clerk. To contact the court call 920-448-2800 ext. 105. Court office hours are Tuesday, Wednesday, & Thursday 8:00 am-3:30 pm.
HANDICAP PARKING
Handicap parking violators will be ticketed $200.00 for parking in a handicap spot without the proper identification displayed.

Violators will be ticketed $20.00 and have five days to pay the fine. If the fine is not paid within five days, the fine increases to $30.00. After 11 days the fine will increase to $40.00. After 30 days, the fine is $55.00 and a suspension of your plates and registration will be issued & sent to the D.O.T.
POLICE SERVICES
The Village of Allouez does not maintain a police department, but rather contracts with the Brown County Sheriff’s Office for the enforcement and investigation of all violations of law. Accordingly, Sheriff Todd Delain is the designated police chief of the Village. All violations and/or incidents requiring police involvement should be reported to the Sheriff’s Office, located in Brown County.
The Village also contracts with the Sheriff’s Office for a directed enforcement police officer. Deputy Jason Vogel serves in this role. His position was created to focus on community policing.

Prevention & community risk reduction is a huge part of the fire service. There are many ways that we can up reduce the risk in our community from fires and injury. The first and likely most noticeable, is our fire inspection program. Often you may see fire trucks or ambulances at places of business. This isn’t because they are bored and want to go shopping. The crews are performing fire inspections of the business to maintain a high level of fire safety. We are trained to look for fire hazards within the building that currently or potentially pose a threat to those occupying the building. We don’t do this to be annoying, we do this because we want to prevent any significant event from taking place. Another way we go about prevention is to have one dedicated Lieutenant in charge of community prevention. This officer works closely with schools, especially in October which has evolved into Fire Prevention Month rather than just one week out of the month, and other community services such as the ADRC (Aging and Disability Resource Center) and Center for Childhood Safety. The Green Bay Metro Fire Department had 11,668 calls for service in 2013. In 2021, we had 15,974 calls for service; more than 4,300 calls for service. This is in large part due to the increase in emergency medical calls. On that note, when you see your firefighters out walking through businesses, they are there simply to help prevent a dangerous situation from happening. Most construction projects require a building permit. Our Building Inspector is required to inspect projects to ensure compliance with the State of Wisconsin Uniform Dwelling Code (UDC).

Spring help for bees and other pollinators
Allouez will not be participating in “NO Mow May”; instead we will be allowing residents to delay their first mow. This delay is only if you have flowering plants in your lawn. Residents are asked to please mow before it reaches 7 inches in length or right before the flowers go to seed. Most years, by May 20, the early lawn flowers are done blooming and other plants in the landscape have grown enough to provide the habitat bees need. CROSSING GUARDS:
Every school day hundreds of children are assisted by our guards to safely cross at 9 busy intersections. The guards do a terrific job in all types of weather and in heavy traffic areas.
Ways you can help the crossing guards:
• Obey the speed limits at all times, but especially in school zones.
• Stay alert and please do not use your cell phone while driving.
• Do not drop your children off in dangerous situations or let them dart out between cars.
• Cross the street at corners using crosswalks, not mid-block.

Pet Care
Pet Waste: It is unlawful to permit a pet to defecate upon any property other than its owner or custodian unless it is immediately picked up and disposed of. Pet waste, including cat litter, can be placed in your garbage cart for collection if double bagged.
Pets Leashed: Any animal allowed to leave the boundaries of the property of the owner or custodian shall be under the immediate control of a person by means of leash which is not more than six feet in length and which is of sufficient strength to control the actions of the animal.
Bicycle License
Bike licenses are available at Village Hall for no fee. A description of the bicycle (make, model, color and serial number) must be supplied when you register for a license. Obtaining a bike license can greatly increase your chance of finding a lost or stolen bike.
Bicycling in Allouez
The Village has many great places to bicycle in our community, including the Fox River & East River trails. Bicyclists are allowed to bicycle on all village streets and are required to ride with traffic. The only sidewalk in Allouez bicyclists are allowed to ride on is Webster Avenue. When riding on the sidewalk, always ride the same direction as the adjacent traffic and safely enter intersections. Vehicle drivers should always watch for bicyclists and pedestrians entering the intersection from the sidewalk.
Remember to always wear a helmet when bicycling. BE SAFE! BE SEEN! Wear reflective clothing, have a white front light and red back light on your bike when riding after dark.

Wildlife Trapping
• Trapping is only legal on your own property (unless you have a DNR trapping license and follow DNR regulations.)
• If you decide to trap you must check your trap daily and remove the animal
• Do not release animals on public property or on private property without the permission of the property owner
• Do not trap in spring or summer or you may create baby animal orphans that will starve to death without their mother!
• Do not leave traps set at night unless you are prepared to deal with a skunk in your trap!
• Do not set mouse or rat traps outside, as they may endanger larger animals.
• It is against the law and dangerous to keep wild animals, even if you plan on releasing them.

Village of Allouez in partnership with the Wisconsin Humane Society and Cats Anonymous offers TNR(trap/neuter/ return) as an option when dealing with stray/feral cats and/or barn cats.
Cat owners should follow all the rules that dog owners follow.
Animals picked up by Animal Control are brought to the Wisconsin Humane Society: 1830 Radisson Street, Green Bay, WI 54302 – phone number: 920-469-3110. The owner is responsible for paying all fees incurred for the care of the animal.

VILLAGE PARTICIPATES IN COMMUNITY
RATING SYSTEM
The Village continues to maintain a CRS Class 6 rating, providing residents who are required to have flood insurance with a 20% discount on their flood insurance. The Insurance Service Office monitors the CRS program and requires communities to complete specific tasks each year to retain their rating. Staff must provide community outreach, education, technical advice and assistance, and maintain and provide floodplain documents to residents upon request.

DRAINAGE SYSTEM MAINTENANCE
As simple as it sounds, keeping storm sewer inlets & drainage ditches free of debris can dramatically improve the run-off capacity of low lying areas, as well as greatly reduce the occurrence blockage that significantly contributes to flooding. It is a violation of Village ordinance to dump or throw waste into storm sewer inlets & drainage ditches. Do your part by placing leaves and branches on your lawn next to the curb, during designated pick-up times - NOT IN THE STREET. Village staff regularly check storm sewers and drainage ditches to ensure they are clear & able to handle the runoff. Violators can be issued a citation.
FLOODPLAIN PERMIT
REQUIREMENTS
All development within the 100 year floodplain (not only construction of buildings, but filling, excavation, fences etc.) is required to obtain a building permit. Applications must be made prior to doing any work in a floodplain area. Please contact the Building Inspector at the Village Hall to receive the information you will need to properly develop in the floodplain. You may report any illegal development activities to the Building Inspector.

WASHING AWAY FLOOD INSURANCE MYTHS
There are many myths that persist about flood insurance. The main article for the 2019 Floodplain Newsletter is focused on identifying some of the most common misconceptions when it comes to flood insurance and provide some straightforward explanations of what is really true.
MYTH: My homeowner’s insurance covers flooding. This may be the most prevalent misinformation of all. In fact, almost no homeowner’s insurance policies cover flood damage. That is why the federal government created the National Flood Insurance Program (NFIP). Flood insurance is sold as a separate policy, so even if a person’s regular agent doesn’t handle flood insurance, it can be obtained from another agent who serves that area. To find an agent, contact the NFIP call center at 800-427-4661 or visit their website at https://www. FloodSmart.gov/.
MYTH: I don’t need flood insurance, because I’m not in a high-risk zone. The reality is that it can flood almost anywhere, and it doesn’t take much water to cause expensive damage. In fact, about 1/3 of all flood disaster assistance and 1/3 of all flood insurance claims payments go to people who have been flooded even though they were outside of the mapped high-risk zone (Special Flood Hazard Area). With a changing climate, scientists say that extreme weather events – like the storms experienced in 2020 – will be more likely in the future. Living in a location that has been thought to be at low risk does not mean that it will not flood.
MYTH: I can’t get flood insurance, because I’m not in a high-risk zone.
Virtually anyone who lives in or owns property in an NFIPparticipating community can buy flood insurance for a residential building, business, condo, or apartment, and the contents can be insured as well (or instead). Flood insurance through the NFIP has never been restricted to people located in the high-risk zone (Special Flood Hazard Area). In fact, for people outside the high-risk zone, flood insurance is an even better deal because the premiums are lower. An overview of the availability, coverage, and costs of flood insurance – in clear language and with sources of more information – can be found on
the Flood Smart website https://www.floodsmart.gov/ costs/why-am-i-paying-this-amount.
MYTH: Even if my house did flood, it wouldn’t be by much.
There may not be very much water, but that doesn’t mean there won’t be much damage. Only one inch of water in an average home can cause more than $25,000 in damage. FEMA has developed an interactive tool to help people see how the depth of flooding translates to damage costs. Check out this tool at http://www.floodsmart.gov/ costOfFlooding/index.html.
MYTH: I don’t need flood insurance because FEMA gives disaster assistance. The truth is that FEMA can only provide disaster assistance when the president issues a disaster declaration – this happens for less than half of all floods. Even if there is a disaster declaration, FEMA can only provide small grants, not enough to cover all losses and certainly not enough to rebuild. For example, in Hurricane Harvey the average individual grant FEMA distributed was only $7,000. Most other federal disaster assistance comes in the form of loans, which must be repaid. By contrast, in Hurricane Harvey, the average NFIP claim payment was over $100,000 – that’s a payment from the insurance policy and of course never has to be repaid. And, a flood insurance policy pays for any covered damage, even if it results from a small (not disastrous) flood.

Know these definitions for when the next flood hits: Surface water flooding: Flooding due to increased flow volumes in river and stream beds reaching over their banks, increased flow volumes released from breached dams and impoundments, high volumes of overland flow (runoff), or increased recharge causing lake water levels to rise over their normal shorelines.
Ground water flooding: Flooding due to increased recharge causing the water table to rapidly rise, either forcing water to flood above the ground surface, or to force water by hydraulic pressure through cracks and crevices and into basements.

Safe water supply: Drinking water is considered to be “safe” when it is determined to be free of coliform bacteria by a certified laboratory following approved standard methods.
Flood Watch: Flooding is possible in the flood watch area. Tune in to NOAA Weather Radio, commercial radio, or television for information.
Flash Flood Watch: Flash flooding is possible in the flood watch area. Be prepared to move to higher ground; listen to NOAA Weather Radio, commercial radio, or television for information.
Flood Warning: Flooding is already occurring or will occur soon in the warning area. If advised to evacuate, do so immediately.
Flash Flood Warning: Flash flooding is already occurring in the flood warning area. Seek higher ground on foot immediately.
Floodplain: Most floodplain regulations apply to the 1% annual chance (also known as the 100-year) floodplain. The floodplain is made of of two parts – the floodway and the flood fringe.
Floodway: The inner portion of the floodplain. The floodway is the channel of a river or stream, and those portions of the floodplain adjoining the channel required to carry the regional flood discharge. The floodway is the most dangerous part of the floodplain since it is associated with moving water.
Flood fringe: The area of the floodplain outside of the floodway. This area is covered by flood water during the regional flood. The flood fringe is generally associated with standing water rather than flowing water. It is also the part of the floodplain in which some development is allowed subject to the floodplain development standards.
FLOOD SAFETY
The following guidelines can help prepare you for flood conditions.
If flooding in your area is likely:
• Contact Brown County Health Department (1-877-619-9221) to familiarize yourself with community emergency plans.
FLOOD TOOL KIT
• Speak to your insurance company about flood coverage.
• List emergency numbers and contacts near phones.
• If you live in a flood zone, raise electrical components, furnace, and water heater above flood zone level.
• Install backflow valves for drains, toilets, and other sewer connections.
• Install sump pumps with back-up power
In the case of a flood watch or warning:
• Gather emergency supplies (see previous page).
• Stay informed – listen to local weather reports.
• If time allows, bring outdoor possessions indoors and secure them and fill bathtubs, sinks, and plastic bottles with clean water.
• Do not walk through water. If water levels begin to rise, immediately seek higher ground.
• Prepare for evacuation:
n Make transportation plans and fill gas tank.
n Check with friends, family, neighbors that may be isolated/unaware of the situation.
n Collect important documents (e.g. ID cards, insurance cards, and medical records).
In the case of an ordered evacuation:
• Turn off the gas, electricity, and water.
• Disconnect appliances.
• Gather emergency supplies.
• Listen to evacuation orders and follow evacuation route.
• Avoid flood zones and remain informed by listening to weather reports.

• Garbage/recycling carts must be at the curb by 6:00 a.m. on your collection day, but no sooner than 6:00 p.m. the day before.
• Residents must use the gray cart for garbage, and may use either the blue or green carts for recycling.
• Garbage must be bagged and must fit in the garbage container so as to allow the lid to close.
• Place single stream recyclables loosely in the recycling container with lid closed. Do not put plastic bags in the recycling bin.
• Keep carts at least four (4) feet apart and four (4) feet from any fixed structure (mailbox, trees, cars, utility poles, etc.).
• Remove carts from the curb by midnight on your collection day.
• When not at the curb, carts may not be stored in front of any building, house, or garage visible from the street.
Damaged Garbage/ Recycling Carts
It is the responsibility of the property owner to replace damaged carts by purchasing a new one from the Village.
Carts were purchased by the Village for each residential property in 2004. They have exceeded their life expectancy and after years of regular use, frigid temperatures and harsh sunlight, the carts are beginning to break down. Going forward, as carts begin to break, it is the responsibility of the property owner to purchase a new one from the Village.
The cost of a new cart is $70.00 each. They can be purchased online or in person at Village Hall. Once paid for, they will be delivered to you.

BULK WASTE PICK-UP
Large items up to two (2) cubic yards, or in general, one (1) front-end loader full (see image below), will be picked up at no charge on your garbage day during the scheduled bulk pickup weeks. Collection schedule found at beginning of guide. Items not accepted for bulk pick-up should be properly disposed of at the Brown County Port & Resource Recovery Department.
Steps to ensure pick up during Bulk Week:
• Only place acceptable items out for collection.
• Place bulk waste behind the curb. Do not place anything in the street.
• Keep bulk piles as compact as possible within two (2) cubic yards. Stack items to allow for efficient pick-up.
• Place bulk waste four (4) feet away from any fixed structure (mailbox, trees, cars, utility poles, etc.).

Christmas Tree Exchange Program: Residents can drop their Christmas tree off at Lebrun Yard Waste Site the 1st and 2nd Saturday in January from 11 am – 1 pm in exchange for a coupon. In spring, the coupon can be exchanged for a tree seedling which can be picked up at Village Hall.

Twice a year, in spring and fall, the Village designates a few weeks to leaf and yard waste collection. There is no brush or bulk collected in April and November due to spring and fall clean-up.
Yard Waste is defined by the Village as:
All materials originating in the yard and garden which are capable of natural decomposition (e.g. leaves, plants, flowers, etc.)
Yard Waste does not include brush, stumps, woody stalks, green grass, tree roots, or root balls.

SNOW PLOWING
Streets
The Village plans snow and ice removal activities for each weather event to provide safe travel conditions to residents. Below are the general practices followed by the Village in response to winter weather events.
General Practices:
Snow accumulation of three (3) inches or more: Streets plowed.
Snow accumulation less than three (3) inches: Salt applied at intersections and on streets with steep grades.*
* The Village will apply salt to full streets if an ice storm or icing conditions occur.
Sidewalk
Village Assistance:
(1) The Village of Allouez will assist property owners as follows with the clearing of snow from public sidewalk:
(a) After each snowfall event, the Village will clear sidewalks adjacent to roundabouts and problem area sidewalks. See the Village Sidewalk Clearing Map.
(b) Six inches of snowfall or more: The Village will clear all other contiguous sidewalks as shown on the Village Sidewalk Clearing Map. Less than six inches of snowfall: It is the property owner’s responsibility to clear snow and ice from the sidewalk.
Residents are reminded that snow and ice must be removed from their sidewalks within 48 hours after a winter storm. If ice remains on the sidewalk, it must be salted or sanded. If not cleared after 48 hours, the following actions are taken:
Non-Compliance Penalty:
1st Occurrence: No Charge. Non-compliance is documented.
2nd Occurrence: $50 per lot (up to 100 ft.) plus $10 per every additional 100 ft.
3rd Occurrence: Two times the 1st non-compliance charge.
4th Occurrence: Three times the 1st non-compliance charge, plus citation for violation of sidewalk clearing ordinance 350.28.

STORM WATER MANAGEMENT
The Village of Allouez Storm Water Utility was established in 2004 to plan, operate, and maintain storm water treatment in the Village. Storm water management is required by Wisconsin Administrative Code NR 216, which requires that certain milestones are complied with to reduce the environmental impact of storm water discharges to the Fox and East Rivers. Further information on the storm water program, including the new storm water codes, are available on the Village of Allouez website under “Storm Water Management”.
Allouez residents can help meet the storm water management goals of the Village by doing the following:
• Minimize leaves getting into the storm sewer system by keeping them out of the street. Mulch leaves by using a mulching lawn mower, and compost leaves and reuse on your lawn.
• Use a rain barrel to collect roof downspout rain water, and use this water for your lawn and garden.
• Install a rain garden to collect roof downspout rain water and reduce the peak storm flow to the storm sewer system.
• Wash your car on the lawn rather than in your driveway. This will reduce the flow of detergent into the storm sewer.
• Clean up pet waste on your property and properly dispose of it.
Guidelines for residents to assist in storm water management and further information are provided on the Village website.
The Village of Allouez has implemented an Illicit Discharge Monitoring & Control program as required by the Village Storm Water Discharge Permit issued by the Department of Natural Resources. This program is intended to monitor the storm water discharge outfalls within the Village and search for discharges that should not be going to the storm sewer system. Residents are encouraged to report to the Village any suspicious discharges.

BAN IN WISCONSIN
Excess phosphorus in Wisconsin’s waterways has led to increased phytoplankton growth, more commonly known as algae blooms. These blooms are the easily recognizable green, thick and foulsmelling slicks on top of the waterways. These algae blooms grow quickly, then die and decay, leeching large amounts of oxygen out of the water, killing many fish in the process. Extremely high levels of phosphorus can produce colonial cyanobacteria, known as blue-green algae. Blue-green algae can release extremely deadly liver and nerve toxins that, even in small doses, can injure or kill humans and animals.
Therefore, in April 2009, Governor Jim Doyle signed the Wisconsin Zero-Phosphorus Fertilizer Law (Wisconsin Statute 94.643). This law, which took effect as of April 1 2012, restricts the use, sale and display of lawn and turf fertilizer which contains phosphorus or available phosphate. Use of this type of fertilizer is prohibited on lawns and turf in Wisconsin, except under certain exemptions.
The Phosphorus Fertilizer Ban affects homeowners, renters, and others who do lawn care, along with lawn care professionals, municipalities and local governments, and retailers who sell fertilizer in the state.
Use of fertilizer containing phosphorus or available phosphate for non-turf use is permissible. Such fertilizer may be used for agricultural production or home garden use.

STORMWATER RUNOFF
Water from rainfall or melting snow that does not soak into the ground is called runoff. Stormwater runoff will flow into waterways and storm sewers, which will eventually discharge into surface waters like the East and Fox Rivers. Ideally, this is an adequate solution, but pollutants will be picked up as the runoff flows into the waterways or storm drains. These pollutants include fertilizers, pesticides, solvents, road salt, motor oils, detergents, pet wastes, and other toxic and hazardous wastes.
This runoff is the primary cause of pollution and impaired water quality in the waterways in the United States. It can lead to plant and animal kills in water ways, polluted drinking water and aquifers, along with many other public health issues. Other means have been implemented to help clean up runoff, such as banning phosphorus in fertilizers, installing wet detention ponds, among other solutions.
Simple solutions that many municipalities have promoted have been the installation of rain barrels on household and small business gutter systems as well as rain gardens in yards.
RAIN BARRELS
A simple rain barrel is typically a 55-gallon plastic barrel with an adapter in the lid for the downspout from the gutter system, a spigot installed in the lower portion of the unit, as well as an overflow valve which can flow into another barrel or rain garden. It sits under a building’s downspout, and collects water from rainstorms or snow melt. This water is stored in the barrels instead of going straight into waterways or storm drains in the village. The water then can be substituted for municipal water for watering gardens and lawns.
More complex systems have filters for leaves and debris, preventative measures for mosquitoes, and multiple barrels for larger storage capacity.
RAIN GARDENS
Rain gardens are another solution for runoff in the village. Rain gardens are specialized gardens that capture water, allowing it to slowly filter into the ground instead of running into storm drains or waterways.
A rain garden is typically a sunken garden, four to six inches deep, with a flat bottom. It can contain wild or cultivated vegetation planted specifically to aid the slow filtering of storm water into the ground. It is typically placed near a downspout for ideal water collection from storms and snow melt.

The Central Brown County Water Authority (CBCWA) is the wholesale water provider to the Village of Allouez. The CBCWA also provides water to the following member communities: De Pere, Bellevue, Howard, Lawrence, Ledgeview, and Denmark. Learn more about our drinking water at cbcwaterauthority.com.
Q. Where does my water come from?
A. Lake Michigan is the source of our drinking water. It is treated and pumped by Manitowoc Public Utilities (MPU) in Manitowoc, Wisconsin through a 65 mile long pipeline to each member community.
Q. What does CBCWA purchased water from Manitowoc, sourced from Lake Michigan, mean to residents?
A. Because of the abundance of water available from Lake Michigan, CBCWA member water utility users will not have to worry about shortages or potential water bans or curtailment of use that can put groundwater based utility systems at risk. In addition, water quality meets all state and federal water quality standards.
Q. What are the grains of hardness for setting my water softener?
A. Lake Michigan water has 7.5 grains of hardness. Prior to switching to Lake Michigan water, area ground water wells supplied residents with water that had a range of 13-16 grains of hardness.
Q. What is the fluoride level of the drinking water?
A. The Center for Disease Control (CDC) has established the “optimal level” for fluoride content in drinking water to be in the range of 0.7 mg/L to 1.2 mg/L. The fluoride level in the Authority’s drinking water is maintained at the minimum recommended level of 0.7 mg/L.
LEAD WATER SERVICES
The Village of Allouez has approximately 100 remaining lead water services that are located within the street right of way (village property). These services are short segments of lead water services located within the street, and many of these are from 2-8 feet in length. The village continues to remove remaining lead services each year, and will continue to do so until completed. A large number of lead services have already been removed. In addition, the Allouez Water Utility treats the water to minimize the corrosion of lead services.
The complete report on lead services in the village is available on the village website under the Water Utility. Residents can view the known lead services, the locations where lead services have already been removed, and the monitoring data on lead in the drinking water. Residents with known lead services can request their tap water be tested for lead by contacting the Allouez Water Utility.
WATER CONSERVING METHODS
Customers are encouraged to conserve water through use of water-conserving plumbing fixtures such as low water use toilets & shower heads. Information on water conserving appliances are available at www.epa.gov/watersense, or contact your local plumbing supplier. Look for the WaterSense label on plumbing products as these are products confirmed to be low water use products.
Lawn watering is probably the greatest opportunity for water conservation. Lawn watering systems should include a moisture sensor to over-ride the watering system operation when rainfall occurs and adequate water is already available.

HOME COMPLIANCE
The Village of Allouez requires compliance with local plumbing codes. Sections 338-11 and 350-39 of the Allouez Municipal Code require a sump pump to drain into the municipal storm sewer system, if available. To protect against back water contamination, sections 338-9 and 350-36 require the installation of a back water valve for a below grade toilet. Most other drains may be individually protected by check valves.
Permits are required for the installation or replacement of a water service, sanitary sewer lateral, or stormwater lateral. They are available online or in person at Village Hall.
HOW TO READ YOUR WATER METER:
Familiarizing yourself with your water meter can prove useful when trying to identify a leak within your home. Residential homes within the Village are equipped with a Sensus iPerl water meter. Your water meter can be found inside your home, it is likely located in the basement on the wall closest to the street. Once you’ve located your water meter, on the left side there is a tab, pulling up on the tab will allow you to access your reading.
Sensus iPerl meters are capable of reading down the 1/100th of a gallon, making it easy to determine if a leak is occurring in your home. Positive flow is indicated on the meter through a (+) symbol located left of “Gal”. The most common leaks in homes are toilets. If you suspect you have a leaking toilet or other fixture in your home, turn off the water to that fixture (if possible) and reread your meter. If the (+) symbol has disappeared, then positive consumption has ceased and the leaking fixture has been located. Once the leak is fixed, you can resume water to the fixture and the (+) symbol will disappear, indicating no water usage.
Common household leaks include: Toilets, Whole-House Humidifier Systems, Water Softeners, and Outside Hose Bibs.

CROSS CONNECTION INSPECTIONS:
Beginning in 2023, the Village of Allouez contracted with HydroCorp to administer the Village’s residential cross connection inspection program. HydroCorp has served as the Village’s commercial cross connection inspector for the past several years and will continue to inspect commercial properties along with residential properties for the Village. Providing and maintaining a safe public water supply is a priority of both the Village of Allouez and the Wisconsin Department of Natural Resources (WDNR). According to Wisconsin Administrative Code NR 810.15, SPS 382.41, and the Village of Allouez Municipal Code 350-43, the Village is required to perform a water system cross connection inspection once every 20 years for residential properties and every 6 years for commercial properties to ensure compliance with WDNR requirements.

The typical residential Village of Allouez water and sewer bill includes 5 charges: Water, Allouez Sewer, NEW Water (GBMSD) Sewer, Stormwater, and Public Fire Protection.
The Village of Allouez’s Water, Public Fire Protection, and Private Fire Protection rates are regulated by the Public Service Commission of Wisconsin. Visit our website to view the Village’s current utility rates.
Water:
Water charges are applied in two ways: a volume charge and a fixed charge dependent on meter size. The rate structure used to bill residential water customers is referred to as a conservation rate. This structure provides the lowest rate to customers who use the least amount of water. Our conservation rate features three rate tiers that increase in cost after each of the following consumption thresholds are met: first 2,000 gallons used, next 8,000 gallons used, and over 10,000 gallons used per month. Please keep in mind, that while our rates are set per thousand gallons, you are billed per hundred gallons of water used.

Sanitary Sewage:
The Allouez Sanitary Sewage rates cover the cost of operation, maintenance, and replacement of the sanitary sewer infrastructure within the Village. This charge is applied in two ways: a volume charge and a fixed charge dependent on meter size.
NEW Water (GBMSD) Sanitary Sewage:
The NEW Water Sanitary Sewage rates are set to recover the cost of wastewater treatment charges billed to the Village by NEW Water. This charge is applied in two ways: a volume charge and a fixed charge dependent on meter size.
Stormwater: Stormwater rates recover the cost of operation, maintenance, and replacement of the Village’s existing and future stormwater management systems. These systems include: storm sewers, swales, wet detention ponds, roadways, waterways, and street sweeping. An Equivalent Runoff Unit (ERU) represents the average hard surface area for a residential parcel in the Village (3,663 SF).
Public Fire Protection:
The Public Fire Protection rates recover the cost of water needed to fight fires within the Village. This charge also covers the costs associated with maintaining hydrants, water mains, and water storage facilities. This is a fixed charge based on meter size.

For registration and rental purposes, a resident is anyone who lives in within the boundaries of the Village of Allouez and pays property taxes to the Village of Allouez. Non-Resident
For registration and rental purposes, a non-resident is anyone who does not reside within the boundaries of the Village of Allouez and does not pay property taxes to the Village of Allouez. In the case of non-resident participation, non-resident users contribute an additional fee or surcharge to offset their non-tax status for programs and rentals.
Activity Changes/Schedules
Due to circumstances beyond our control, some activities may require time or location changes. All participants will be notified when possible, if a change or cancellation does occur.

Persons should please be registered by the date indicated. If your class does not meet the minimum enrollment by the date indicated, it may be cancelled and/or combined with other classes. All registered participants will be notified by phone or email of the changes. Class rosters are prepared and given to instructors/site supervisors. Registration after the end date will be accepted only if openings exist and transactions must be completed IN-PERSON (unless otherwise indicated) as you will receive a receipt to take to your first session (proof of registration).
Refund Policy
Refund of fees for programs/facilities shall be made under the following conditions:
Refunds for cash, check or card payments will be made by check. Please allow two to four weeks for the refund to arrive.
Park & Recreation Department cancels the program: Persons registered for a program which is canceled by the department (i.e. lack of enrollment) shall receive a full refund of fees or credit for a future program, whichever the registrant prefers.
Participants
Cancellation program(s): Cancellations can be made up to 4 working days prior to the start of a program unless otherwise indicated. Cancellations must be made in the form of an email to recreation@ villageofallouezwi.gov. If a participant withdraws from a program, a minimum processing fee of $5.00 will be deducted from the refund. NO refund or credits will be issue once a class has started.
Participant Cancellation rental(s): In the event of a cancellation, a $40 cancellation fee will be charged for any cancelled reservations occurring 15 working days prior to the reservation date. Any cancellation occurring less than 10 working days prior to the reservation date will forfeit the full rental amount, but will be refunded the security deposit. If you need to cancel you must email recreation@villageofallouezwi.gov or call 920-448-2804.
Waiting List
If your desired class is filled, you will be notified and placed on a waiting list. The Parks & Recreation department will make every effort to accommodate those on the waiting list. If any opening becomes available, we will go in the order of those who are on the waitlist.
Lost/Stolen Items
The Recreation Department is not responsible for personal equipment, clothes, etc. that are lost or stolen during participation in any sponsored activity. However, please contact our office concerning lost items as many times they are turned in by others.
Photo Policy
Photos and video footage are periodically taken of people participating in village activity, events or visiting facilities. If you do not wish to have your photo taken, please notify the photographer and/or class instructor. Photos may be used in publication, social media and/or web site. Oops!

WHY CHOOSE SUMMER CAMP?
Our Summer Camp program is a LICENSED DAY CAMP through the State of Wisconsin. All of our camp counselors are at least 18 years of age, undergo a criminal background check, are certified in First Aid and CPR and receive extensive pre-camp training.
Your 6 to 13 year old can comfortably spend the whole day away from home, while getting active, making crafts, attending weekly field trips, and creating new friendships in an outdoor environment.
Summer Camp operates ten action packed weeks throughout the summer for children 6 to 13 years of age. Physical activity, self-esteem, social interaction and skill building are all part of the youth Summer Camp experience.

BABYSITTING COURSE
This course is designed for pre-teens ready to stay home alone or for those interested in babysitting— this is a great class for participants ages 10-15. Class includes four hours of CPR instruction (American Heart Association) and four hours of home alone/babysitter safety. Babysitting portion of class is taught by other Paramedics or Nursing professors from FVTC Public Safety Division.

Strawberry Festival Trip: Join us for the annual Strawberry Festival located in downtown Historic Cedarburg! At this annual event, you can enjoy everything strawberry, from strawberry shortcake to strawberry wine. Festival goers can stroll along the historic main street and find that perfect treasure at the arts and crafts fairs called “Art on the Avenue.” Don’t miss the live music stages all over town. Cities and towns across Wisconsin are hosting the first ever Community Fitness Challenge! The “Be Active Wisconsin” Community Challenge invites all community members to participate in a virtual challenge to promote active lifestyles, connect people to the outdoors by encouraging use of our parks/ trail systems, and engage Wisconsin communities in a friendly competition!
Competition runs March 1-March 31, registered participants in Allouez will participate as one team to win, all active minutes count (not just running or walking).While there is a personal goal of 200 minutes a week to help motivate and to give you a goal to strive for, there are no requirements and no awards given for personal goals so that you can customize it based on your needs.
Participants will log their minutes weekly via a google docs link. The link to the form will be emailed to all registered participants on March 1. Updates on Allouez’s progress will be released weekly through our social media channels (Facebook and Twitter).

Eddie the Yeti has gone missing! The Allouez Parks & Recreation Department has tracked Eddie’s footprints to some of the parks in Allouez. Can you help the Allouez Parks and Recreation department find Eddie? Each week during the month of January the Allouez Recreation department will post clues to where Eddie might be hiding. Families are asked to take a photo with Eddie and send it to recreation@villageofallouezwi.gov to be entered in for a weekly prize. The Allouez Parks and Recreation Department will give updates every Monday to where his tracks have been spotted along with clues to the park he might be hiding out in.

LIFELONG LEARNING INSTITUTE
The Lifelong Learning Institute at UW-Green Bay is a friendly member-led program offering non-credit educational enrichment programs to adults of all ages and all educational backgrounds. There are no educational prerequisites, no grades, no tests, no papers—just learning for the fun of it.
Classes are offered on a wide variety of topics and in a variety of lengths and formats, including lectures on history, government, finance, science & nature and more, discussions, hands-on arts, crafts, cooking, and technology classes, and exercise classes. All presenters are volunteers. Classes are held at UWGreen Bay and throughout the community.

• The Fox River Trail will once again be plowed during the winter for use by runners and walkers from the City of Green Bay through Allouez and the City of De Pere by the Brown County Parks Department.

CROSS COUNTRY SKI TRAIL
• Village of Allouez will groom a 2 mile cross country ski loop from Kiwanis Park through Wiese Park as weather permits.

RESCH FAMILY EAST RIVER TRAIL
This 2.3 mile recreational trail starts at Green Isle Park and follows the East River south to Wiese Park in Allouez. It is available for nature lovers, walkers, joggers, bicyclists, skaters, and fishing enthusiasts.
ALLOUEZ TRAIL CONNECTION
This ½ mile east-west paved trail connects the Fox River Trail with Webster Avenue. It runs between Heritage Hill State Park and Highway 172 with a pedestrian crossing at Riverside Drive. Users can cross Webster Avenue at Greene Avenue in front of Heritage Hill.
PETS IN ALLOUEZ PARKS
Dogs and cats are not allowed within a village park or other village managed properties unless the pet is on the proper leash. All pets not on the owner’s property must be under the control of the owner or custodian and on a leash not more than six feet in length. There are a few areas in our parks where pets are still not allowed including inside park buildings, on sport fields, within playgrounds, and around picnic areas. It is also the responsibility of the pet owner or custodian to immediately clean up all waste or defecation and properly dispose of it. The person walking the pet shall have in their possession equipment or bags to properly clean up all waste generated by the animal. Failure of a person to abide by these ordinances could result in a fine, loss of driver’s license, and /or jail time.
FOX RIVER STATE RECREATION TRAIL
The Fox River State Recreation Trail runs the entire length of the village along the Fox River. A state trail pass is required for all people age 16 or older, who enjoy the Fox River Trail for biking, horseback riding, and in-line skating, however for walking, jogging or hiking a pass is not needed. Annual trail passes can be purchased at the Allouez Village Hall or through Brown County Parks.
The trail will now be open in Allouez during the winter for users to enjoy walking, jogging, or bicycling. For more information on the Fox River State Trail please contact the Brown County Parks Department at (920) 448-6242 or visit the county parks website at www.browncountyparks.org.
No Smoking in Allouez Parks
Smoking and use of electronic smoking devices is prohibited in all Village parks and trails per Article IV of Chapter 195 of the Village Code. Violators may be subject to municipal citations and fines.
In general we are reminding pet owners to control and clean up after their animal because it is not only the right thing to do, but it is also the law. For more information about animals within the Village of Allouez please read Chapter 151 of the Allouez Code on the Village website at www.villageofallouezwi.gov/government/codes-policies.

MEMORIAL BENCHES AND TREES
Many times people want to remember loved ones that have passed on. Giving a Memorial Park Bench or Memorial Tree are great ways for them and family members for generations to come to visit and reflect on this important person in their life.
Others may wish to donate to honor that special someone in their life. This may include a child’s birth, marriage, anniversary, Mother’s Day, Father’s Day or any other special occasion.
Organizations and businesses may wish to give back to the community. Installing a bench or tree in a Village park through the Memorial Park Bench Program or A Living Memory Tree Program will ensure that the entire community will benefit for generations to come from their kind generosity.
The Village of Allouez has many park locations to select to have a memorial installed, including sports complexes, neighborhood parks, trails, and natural park areas. These benches and trees will enhance our parks, and offer a resting area for leisure, reflection, and relaxation. Donors also have has the option of purchasing a plaque, at an additional expense, to be placed with the bench or tree.

STREET TREE INFORMATION
The Village of Allouez Parks, Recreation, and Forestry Department maintains all street trees that grow within the street right-of-way throughout the community. Per Chapter 404 of the Village of Allouez Code of Ordinances …
The Village Board shall have full jurisdiction, authority, responsibility and control of all trees and shrubs which now or which may hereafter exist upon any public place in this Village. The Village Board is also given full jurisdiction, authority and control to issue the permits hereinafter provided for and to exercise any and all of the power herein granted. The Village Board shall have the authority to delegate all or part of its authority to its subordinates as the Board may determine from time to time.
The Department maintains all of the street trees utilizing a Tree Pruning Plan. This plan emphasizes Best Management Practices for arboricultural care and relies on three different pruning operations; training pruning, routine pruning, and request pruning. The first two operations rely on a scheduled cycle, while the latter operation is typically scheduled monthly throughout the year. The Village is divided into 9 different forest management units for management, maintenance, and to increased efficiency by reducing crew travel time to a minimum.

Tree pruning for clearances over roadways, sidewalks, obstacles, and for vision follow these minimum standards for the safety and wellbeing of motorists and pedestrians.
Due to an increase in tree removals because of tree mortality from emerald ash borer, routine section pruning has been put on hold and request pruning will be limited. PUBLIC TREES
The Village Forestry Department continues ash tree removals of infested trees along the streets and other public properties within the community. The Department will contact property owners prior to removal of a street tree, will schedule the removal and restoration of the tree stump, and provide a replacement tree if space allows. Please contact the Department if you have a street tree that is showing signs of infestation.
PRIVATE PROPERTY TREES
Trees that become infested will begin dying from the top of the tree down and can become a hazard to homeowners, their neighbors, and the general public. Proactive care or removal can be much more cost effective than waiting until a tree is completely dead. Please be aware that infested trees will not only affect you as a homeowner, but also your neighbors or general public if the tree reaches over property lines or could fall onto another’s property. It is the responsibility of the property owner to maintain and mitigate any nuisance, sick, or hazardous tree per village code 404-5. If left unchecked, the property owner could be liable for damages or subject to municipal citations.
The Village does not currently have assistance programs for tree removals on private property. A listing of qualified contractors can be viewed on the Village of Allouez Forestry webpage at www.villageofallouezwi.gov/depts/forestry/ documents/ or obtained at Village Hall. The Village of Allouez does not endorse any single contractor nor is this a complete listing of all contractors that may do this type of work. Please research and make sure the contractor is insured and capable of performing the required work. Any debris, branches, or wood that is generated from the removal by a contractor must be disposed of by that contractor. The Village will not collect wood products from contractor removed trees.

Allouez has seen widespread tree infestation and mortality due to emerald ash borers (EAB) on public and private properties in the last few years.
