On Witches & Hybrids
The government was formed during the war between humans and elves. During the war, a group of humans sold out one of their leaders to the elves. In retaliation, when the government was formed, an eye logo was used so people knew they were being watched, and nobody could betray them again.
For a witch's armor, the government uses a special metal that allows them to interfere with a witch's powers. This armor allows the government to stop a witch from using their magic should they become a threat. The public does not know this, and often the government will send out witches as a way to create fear among the public.
Elves are immortal beings, almost godlike in power and presence. They once lived in harmony with humans, but feelings of superiority grew among the elves and a war began between the elves and humans. Although elves were far more powerful, the humans far outnumbered them. The war lasted 10 years before a deal was made with the promise that the elves would leave the humans’ city alone. In present day, elves are nearly unheard of. Most dwell outside the city walls, and those that enter the city stay in hiding, rarely revealing themselves.

3 different tattoos are used to identify the strength level of a hybrid, in part to determine how dangerous they could be, and in part to determine how to use them. A minus sign indicates a regular human strength, an equal sign indicates regular elven strength, and a plus sign indicates superior strength to both humans and elves.
Identification
When using their powers, witch eyes turn green, equal hybrid eyes glow yellow, and plus hybrids glow green and yellow. All hybrids have purple spots in their eyes, an indication that they are not human, but ultimately, dormant hybrids and witches have relatively normal human eyes.
The Fighting Track for witches is training for battlefields, law enforcement, and some select fighters are used for research.
The Healing Track for witches trains for hospitals, battlefield medicine, and emergency rooms.
Witches
Witches are humans who are born with the ability to wield magic. There is no discovered rhyme or reason for this ability, and so it is hard to track if a baby will be a witch or not. The government collects all witches (that they find) from infancy and trains them to use as weapons. At around 12 to 13, witches are sorted into two tracks, fighting and healing, where they are trained to be either warriors or healers. Witches are highly feared by the public, and may never know who their family is or even what the city is like outside of their training facilities. When they use magic, their eyes glow green.
Hybrids
Hybrids are half-elf and halfhuman. Seen as symbols of betrayal to the human race, hybrids face even worse discrimination than witches. Hybrids are also collected from infancy by the government, where they are raised and experimented on in high security facilities. In these facilities, hybrids are given a tattoo on their hand: a minus symbol, which means that the hybrid is no stronger than an average human, an equal sign, which is rare, meaning that the hybrid has the equal power of their elven parent, or a plus sign, almost unheard of, meaning that their elf side has powers and their human side has developed a witch’s powers.
Will is 17. He is a witch, and one of the most powerful witches of his age. He grew up in a facility and has wanted to escape ever since his old roommate was killed by the facility staff. He finally does, and teams up with Levi, Liam, and Paige to take down the government.
Levi is 17. He’s a minus hybrid, and has been raised by Liam since he was very little. He didn’t grow up in a facility, but he was captured and brought to one for a year, where he met Paige and their little sister, and then Liam broke him out, saving Paige as well. Paige’s sister didn’t make it out.

Paige is 21. She is an equal hybrid, and had been captured with their little sister and brought to a facility. Their sister befriended Levi, who ended up helping them escape, but her sister was killed in the attempt. Since then, Paige’s dislike of the government has boiled into hatred, and she will do absolutely anything to bring it down.
Liam is 21. He is a witch who has had to learn to use magic on his own, having managed to dodge being brought to a facility. He had found a 2 year old Levi abandoned on the road when he was just 6 and has taken care of him ever since. After having taught Levi how to survive, he finally feels comfortable taking the time to medically transition.
