1 SCOPE OF WORK

Stage 1 – Network Planning

Identify a cycling network in the Phase 1 cycle sharing coverage area, including North-South and East-West connections.

Identify corridors for the following types of facilities: • Separated cycle tracks: physically separated cycle tracks • Shared streets: streets with traffic calming and other amenities to ensure safety and convenience for cyclists • Greenways • Network features to establish cycle priority on secondary streets: i.e. locations of partial closures to restrict through movement by motor vehicles, new links, etc. Since the Buckingham canal and other greenway corridors may not be available for redevelopment in the short term, the plan should identify alternate connectivity near these corridors.

Stage 2 - Design

Prepare conceptual designs for all types of streets identified in the network plan. This includes• Typical street sections and part plans for various ROW widths • Typical intersection designs Set of design guidelines to be observed during detailed design phase of cycle network streets. These will indicate• Placement of cycle tracks in relation to the other users of the street • Frequency and type of traffic calming elements to be used • Placement of lighting fixtures and other utilities Deliverables: Handbook with design guidelines including template drawings for street ROW for all types of streets identified in the network plan (CAD/ PDF) Note: The scope for stage 2 is only indicative and will be finalized after completion of stage 1.

The network area for the proposed cycle network for Chennai is designed to work hand-in-hand with the proposed phase 1 area of the cycle sharing scheme to be implemented in Chennai.

As a result the primary purpose of the proposed network is to ensure that the cycle sharing stations are accessible via the routes on the network.

3 METHODOLOGY

Each street in the network area for phase 1 of Chennai’s Cycle Network was reviewed through fieldwork to determine1) whether it should be included in the cycle network as a route; 2) to recommend the best fit infrastructure/ intervention for that street in order for it to function efficiently as part of the cycle network Every street was evaluated in the context of the network as a whole in the context of the cycle sharing scheme and also within its local context. Each street segment in the network area was evaluated based on these characteristics observed during fieldwork: • • • • • • • • •

Right of Way dimensions Frequency of curb cuts Number of lanes in the vehicular carriageway Lane widths Speed limits Land use Road classification- Bus Route Road, Arterial, Local, Residential etc.

Vehicular volume (indicative only from fieldwork) Potential impact to other modes of installing a particular facility type

Physically Separated Center-Median cycle Paths

Exclusive cycle facility physically separated from motor vehicle lanes and sidewalks by fixed objects such as parked cars, curbing, bollards, a low wall, road islands or delineators (small road signs placed on the road that reflect in the dark).

They are generally one-way and at least 2 metres in width. A 0.5 metre buffer is given where possible.

Separate from the street, these paths are located between the road and the section of the sidewalk reserved for pedestrians, and indicated by marks or flooring of a different colour. A 0.5 metre buffer is given where possible.

Exclusive two-way cycle facility physically separated from motor vehicle lanes and sidewalks by fixed objects such as parked cars, curbing, bollards, a low wall, road islands or delineators (small road signs placed on the road that reflect in the dark).

They are generally 3 metres or more in width.

Exclusive cycle facility located along the centre-line marking of the street. They are physically seperated from motor vehicle lanes by curbing, a low wall or delineators.

They can work as one way or two way paths. A 0.5 metre buffer is given where possible.

PATHS Green Cycle lanes DELINEATED

BY ROAD MARKINGS

Enhanced green cycle lanes and other green road treatments are provided on the carriageway surface to guide cyclists, increase visibility, and alert motorists of cycle facilities. Those riding in a cycle lane should always be aware of driveaways, mixing zones, car doors and vehicles such as buses or paratransit that may temporarily occupy the lane. A 0.5 m buffer is given where possible.

Dashed green cycle lanes indicate areas where cars and cycles merge. Both those driving and riding a bike should go slow, watch out and share the road. Used in constrained corridors with speed limit is no more than 40 kmph.

AT SIGNALIZED JUNCTIONS

Cycle Markings through Intersections

Bike boxes

Dashed lines and/or green paint alert motorists and cyclists to potential conflicts and indicate that turning vehicles should give precedence to cyclists going straight. Those riding bikes should follow them carefully across turning lanes or through mixing zones.

Bike boxes provide a dedicated space between the crosswalk and stop line to wait during the red light at signalized intersections. Bike boxes allow cyclists to wait ahead of traffic to be more visible and aid in making turning movements.

Cycle Signal phasing

Cycle-specific signal heads use a cycle symbol lens at signalized intersections to indicate when cycles may travel through the intersection. Similar to a pedestrian walk signal, cycle signals can help minimize conflicts between cyclists and other modes of transportation.

Signal Timing and Progression

Along streets within the network, changes to signal timing should take into account clearance times for cyclists to safely cross an intersection. Signal progression should also consider cyclist speeds (typically 10-12 kmph).

ALONG STREET Cycle Friendly SEGMENTS Traffic Calming

Traffic calming measures should be designed to accommodate cyclists. Examples of traffic calming treatments include road humps, speed cushions, mini roundabouts, road markings etc.

AT Cyclist ROUNDABOUTS Priority at a Roundabout Leg Crossing

At roundabout locations, cyclists get priority and the path is either raised from the carriageway or is marked conspicuously on the carriageway.

GUIDELINES FOR CYCLE FRIENDLY TRAFFIC CALMING AT INTERSECTIONS Road humps • Bicycle riders prefer a sinusoidal hump profile to a flat top.

• It is important that there is a smooth transition from carriageway surface to ramp face on road humps.

• Recommended maximum ramp gradient for the “on/off’ slopes is 1:15 • Recommended maximum gradient on the sides of the speed cushion is 1:8 or hump not constructed within 1.0m of the kerb.

• Recommended height for road humps is 75mm • Surface and marking must not be slippery when dry or wet.

• The recommended maximum spacing between road humps is 100m to keep the “between humps” vehicle speed below 25mph.

Pre-formed speed cushions • Speed cushions could be considered in place of full-width road humps. These are usually placed in rows of two or more units across the road and are generally more comfortable for cyclists to negotiate than fullwidth road humps since they can usually avoid riding over the cushions.

• Speed cushions have considerable advantages over road humps for buses.

• Recommended maximum ramp gradient for the “on/off’ slopes is 1:8.

• Recommended maximum gradient on the sides of the speed cushion is 1:5. The gap between kerb and cushion should be between 750mm and 1.2m wide. 1.2 m is preferred so that cyclists do not have to appreciably deviate from their path.

• Recommended height for speed cushions is 75mm when constructed in-situ or 65mm on narrower cushions.

• Recommended length is 2 -3m but this can be increased to 3.7m when the road is a mini-bus route.

• Width of the speed cushion is generally between 1.8- 1.9m. On bus routes the width of the speed cushion will be reduced to 1.6- 1.7m.

• Recommended maximum spacing between speed cushions is 60m to keep the “between humps” vehicle speed below 25mph.

Mini Roundabouts Appropriate for certain locations but normally used in conjunction with other traffic calming measures.

In order to guide selection of recommendations, the following general guidelines were utilized: • Preference was given to exclusive cycle facilities where feasible.

• Buffered or separated were preferred where space was available.

• Exclusive facilities were seen as particularly important on high-value segments and were more likely to justify travel lane removal, parking removal, or reconstruction.

• Cycle boulevards were only considered on quiet streets with no existing centerline and where traffic calming would have a significant impact on cycle accommodation.

• Shared lane markings were considered on roadways where exclusive facilities and alternate routes were not feasible but where the roadway serves as a unique network connection.

• Shared lane markings were not recommended for roadways with a speed limit of 40 Kmph or higher.
