Hello!

My name is Victor Douglas Ngo and I am an urban planner. My work focuses on advancing sustainable development in cities and communities through evidence-based and data-driven policy, engagement, and design solutions.

This portfolio covers select work I completed from 2011 to 2016 during my education at the University of British Columbia for my BA in Geography and MA in Community and Regional Planning. It includes projects completed through academic coursework, community service, professional internships, research assistantships, and case competitions.

The portfolio showcases my diversity and breadth as a planner in terms of 1) substantive professional areas in urban design, land use and landscape planning, real estate development, transportation, economic development, social planning and public engagement, and climate change action; and 2) scale of work, with projects presented sequentially from the building-scale to the city- and regional-scale.

PUBLIC SPACE, PUBLIC LIFE STUDY Improving public space and active transportation facility design by systematically assessing human behaviour.

Report 2014 Academic South False Creek Seawall Vancouver, Canada

Overview: Using techniques pioneered by the Danish urban designer, Jan Gehl, I conducted a subjective and objective appraisal of a 100 m long segment on the Vancouver Seawall, a popular 28 km recreational facility for pedestrians, cyclists, and other active transport users. Through a series of site visits, I conducted behaviour mapping, use analysis, and informal interviews with users and adjacent businesses to identify opportunities for improvement.

Learning: Through this project, I developed my spatial and design awareness; ability to conduct public space evaluation and transportation analysis; and ability to communicate large amounts of information in a concise, clear, accessible, and attractive manner.

Client: False Creek South Neighbourhood Association - *RePlan

Impact: My work helped to inform the City of Vancouver’s planning and engineering process for the seawall upgrade project. My project received the top mark in the class, and the instructor considered it the best student project of its kind in the past five years he had taught the class.

ADAPTIVE REUSE OF HERITAGE INDUSTRIAL SITE An entertainment & office real estate proposal with industrial chic to catalyze development in Seattle’s Georgetown neighbourhood.

Overview: Students from U.S. and Canadian universities are invited every year

by NAIOP to participate in a competition to prepare a viable development proposal for a real-world site. Located on a 1.7 acre site in an up-and-coming neighbourhood, we proposed the Malt & Kiln, a 97,600 sq. ft. development that would provide an entertainment and work hub with office, flex, and commercial uses. It would adapt an existing building subject to heritage preservation requirements, and create a new building on a subdivided parcel on the same site to overcome Seattle’s industrial zoning accessory use limit.

I was responsible for planning and entitlements analysis, building design and graphic production, and supporting market analysis.

Learning: Through this project, I developed a thorough understanding of all aspects of the development process, including market analysis, site planning and design, entitlements, and financing. I developed an appreciation for the challenges that heritage preservation and parking requirements can introduce.

Impact: Our proposal was adjucated by a panel of real estate experts and judges where we won first place in the competition. We presented our winning proposal to real estate professionals in Seattle and Vancouver.

Overview: We prepared a study of the City of Vancouver’s Laneway Housing Program to: 1) identify opportunities in existing single-family districts to accomodate laneway infill housing; and 2) illustrate how skinny streets and green laneways can be used to support the liveability of denser, transit-rich neighbourhoods. For our proof of concept, we used a case study of two transit-adjecent blocks in the Grandview-Woodland neighbourhood. Our study involved preparing a policy and zoning analysis, development capacity analysis, conceptual design options, and an implementation plan that included potential financing mechanisms. I was responsible for leading the team, overseeing all aspects of the work from project initiation to delivery.

Learning: Through this project, I developed my leadership and project management skills; ability to analyze and evaluate zoning bylaws and urban design guidelines; ability to translate theory and high-level policy planning into conceptual designs; and my handsketching and rendering skills.

Overview: For our Urban Design Studio class, we prepared an urban design and landscape master plan for Vancouver’s False Creek South neighbourhood. We sought to retain the area’s existing buildings to minimize construction waste and embodied energy loss. Instead, we proposed strategic infill development to increase residential density using passive building design. Our key design feature was to create a wetland in Charleson Park. This would improve the area’s ecological and hydrological conditions, improving biodiversity and resiliency to future climate change impact such as sea level rise.

Learning: Through this project, I developed my design thinking, graphic representation, and design presentation and communication skills while working with a team in a time-sensitive and stressful studio environment. I learned how to present design proposals to an audience of expert and nonexperts, and how to evaluate and incorporate critiques in my design.

Impact: Our work helped to inform the FCS Neighbourhood Association’s contributions to the City of Vancouver’s community planning process for the neighbourhood.

PEDESTRIAN & BICYCLE GREENWAY EVALUATION Pioneering longitudinal research on the causal transportation, health, and environmental benefits of a greenway.

Report 2015 – 2017 Professional & Academic Comox-Helmcken Greenway Vancouver, Canada

Overview: We conducted a before-and-after study of a pedestrian and bicycle pathway (the Comox-Helmcken Greenway) to determine causal transportation, health, and environmental impacts. It is among the first studies of its kind in Canada. Travel diary surveys were conducted in 2012 and 2015 with a cohort of participants divided into treatment and control groups. My master’s research found that residents living near the greenway drove less and biked more after the greenway’s construction, reducing their daily transportrelated greenhouse gas emissions by 22%.

Learning: Through this project, I developed my transportation data collection and modelling skills, including preparing, administering, and analyzing trip diary data; using advanced statistical analysis techniques to model pedestrian, bicycle, and auto trips; and my professional report writing skills.

Impact: Our research has been submitted to two leading journals, Transportation Research Part D: Transport and Environment and the American Journal of Preventive Medicine, and presented at international conferences to planning, engineering, and public health audiences. My master’s research on this project was recognized for outstanding accomplishment in the transportation and sustainability fields, winning best paper award by the Canadian Institute of Transportation Engineers.

Overview: Vancouver’s Chinatown has a rich history of a vibrant nightlife.

We explored how promoting options for nightlife for young people can help support neighbourhood revitalization. We interviewed a diverse set of stakeholders and experts from Vancouver and Hong Kong, including business owners, local residents, youth, and urban planners. Despite their differences in backgrounds and ideas, we were successful in identifying and crafting a shared and unified vision of nightlife for Chinatown’s future. This allowed us to tell a compelling story about the challenges and opportunities for the neighbourhood. I was the film’s principal director, cinematographer, and camera operator.

Learning: Through this project, I developed my photography, filmmaking, archival and historical research, and interviewing skills.

Impact: Our film was screened at an art exhibition hosted at Centre A, a leading public art gallery in Vancouver committed to the research, production, presentation and interpretation of contemporary Asian art.

Overview: There is a need to better integrate the tools and data formats used by architects, engineers, and planners to improve decision-making in urban design, building design, and building operations. Our research sought to develop methods to improve interoperability of building- and city-scale planning tools and data formats for better interdisciplinary collaboration.

I served as the GIS lead on the project, where I developed a patchwork â&#x20AC;&#x153;CitySandboxâ&#x20AC;? neighbourhood model using a variety of building models from different data formats (BIM, SketchUp, 3D Studio, CityGML, GIS) at different levels of detail (LOD) to serve as a proof of concept. This sandbox would be further used as a research tool to simulate community-scale energy and emission outcomes of different urban form configurations using a scenario approach for future research projects.

Learning: Through this project, I developed my abilities in urban design & geospatial modelling, 3D visualization techniques, energy modelling, and gained exposure to working with architects, engineers, and computer scientists in an applied research lab environment.

Impact: The findings of our work have been used by our industry partner to further software development of their interoperability and visualization tools.

Overview: Surrey Bend Regional Park is one of the few remaining large, nondyked areas of the lower Fraser River Basin in British Columbia, composed of 348 hectares of natural area characterized by wetlands, riparian forests, and a unique peat bog. We prepared a biophysical inventory, opportunities and constraints analysis, and a habitat model to develop a salmon habitat restoration plan. We targeted habitat restoration suitable for rearing sockeye and coho species. I was responsible for research, analysis, mapping and graphic representation, and report writing.

Learning: Through this project, I developed my abilities in landscape and site planning using real-world data. I gained exposure to working collaboratively with a multidisciplianry team of landscape architects and engineers.

Rationale Decline in Pacific Salmon stocks and productivity in part due to environmental change and urban development along the Fraser River, impacting ecologically sensitive salmon habitat.

Vision Surrey Bend Regional Park will provide a home and refuge to a large population of juvenile salmonids until they are ready to migrate to the Pacific Ocean. The park is a meeting place of land and water, of people and fish.

Goal Provide salmon habitat and improve the provisioning, supporting, and cultural ecosystem services related to fish provided in Surrey Bend Regional Park.

Landscape Units Wet Meadow (M3) - Intervention Landscape Unit The Wet Meadow unit is the largest natural wet meadow in the Fraser River, and is a rare landscape due to it also being the largest grass dominated marsh. It consists almost entirely of tall, dense reed canarygrass (Phalaris arundinacea). Marsh horsetail (Equisetum palustre) is widespread beneath the canarygrass canopy. It floods infrequently and has wet soils. It ranks high in terms of the number of ecosystem services (albeit it has limited biodiversity), and is one of the few landscape units that is well suited for aquatic habitat, particularly for fish.

Cottonwood Forest (F1) - Adjacent Landscape Unit The Hardhack Willow unit is dominated by hardhack cover (Spiraea douglasii), but has more variety in vegetation than the Hardhack Thicket (S1) unit. Sitka spruce (Picea sitchensis), and pacific willow (Salix lucida) are common, with lesser amounts of hooker’s willow (Salix hookeriana), pacific crabapple (Malus fusca), black cottonwood (Populus trichocarpa), trembling aspen (Populus tremuloides), black twinberry (Lonicera involucrata), salmonberry (Rubus spectabilis), and reed canarygrass (Phalaris arundinacea). It contains moist to wet, nutrient-medium soil.

Cottonwood Forest (F1) - Adjacent Landscape Unit The Cottonwood Forest unit is one of the largest floodplain swamps in the Fraser River. Arranged on a series of alluvial ridges, this unit is dominated by black cottonwood (Populus trichocarpa) with red alder (Alnus rubra) in better drained, higher areas. Natural dykes provide a barrier to flooding. It has moist, nutrient-rich soil.

TRANSIT-ORIENTED DEVELOPMENT EVALUATION Using GIS and structured decision-making to evaluate transit-oriented development potential.

Overview: I developed a GIS-based method to evaluate the potential for transit-oriented development around SkyTrain stations in the City of Vancouver using census- and built-environment-based measures. Density is a contentious topic in Vancouver, with many communities apprehensive of high-density redevelopments in existing single-family neighbourhoods. The goal of my project was to provide a transparent and evidence-based method to demonstrate the need for densification to contribute to the Vancouver planning public discourse.

Learning: Through this project, I developed my skills in GIS analysis and report writing.

Impact: My research has been published in Trail Six: An Undergraduate Journal of Geography and Spacing Magazine. My work was covered in the media, and I was interviewed by a real estate magazine to discuss the workâ&#x20AC;&#x2122;s implications for urban development in Vancouver.

POLICY ANALYSIS OF UBER & RIDEHAILING SERVICES Strategic policy recommendations for regulating emerging shared mobility services and technologies.

Overview: I prepared the first comprehensive report in North America examining the impacts of ridehailing services such as Uber, and provided strategic policy recommendations and considerations for the City of Vancouver on how to develop a regulatory framework for ridehailing. My report served as the City of Vancouverâ&#x20AC;&#x2122;s first dedicated work specifically on ridehailing services, and provides a foundation to inform future work conducted by City staff and decisions by City Council.

Learning: Through this project, I developed my skills in research, policy analysis, financial analysis, and report writing.

Impact: My work helped to directly inform the City of Vancouverâ&#x20AC;&#x2122;s policy response to ridehailing services. My report and its findings have since been cited and used by other local/regional governments and transportation agencies across North America that are planning for ridehailing. I have been interviewed by newspapers to provide my expert opinion on ridehailing.

GETTING A RIDE WITH UBER: WHAT DOES IT MEAN FOR YOUR CITY? New technological innovations in the passenger transportation industry in the form of “ridesourcing services” (also known as “ridesharing”) are disrupting and transforming the taxi industry. Companies such as Uber, Lyft, and Sidecar offer a smartphone app where riders can connect with available drivers in their area using their phone’s GPS and get a for-hire ride to their destination.

Using available research and data, this study reviews all the documented impacts of Uber, and how governments in North America are developing new approaches to regulate the emerging and controversial ridesourcing/ridesharing industry.

WHO USES UBER?

WHAT CAN GOVERNMENTS DO?

• Uber is most popular among young adults aged 18 to 34 years old.

• GENERAL: Governments have created a new regulatory category called the “transportation network company,” distinct from taxicab and limousine services.

• The majority of people in a survey of major Canadian cities believe Uber should be regulated like taxis.

• SAFETY: Additional municipal background checks and licensing (Columbus, OH), closed-circuit cameras (Waterloo, ON).

WHAT ARE THE IMPACTS OF UBER? • TAXI INDUSTRY: 10-40% reduction in taxi market share, with commensurate loss in medallion/license value.

• DRIVER TRAINING: Mandatory training programs and driver exams (Seattle, WA).

• WHEELCHAIR ACCESSIBLE SERVICE: 24/7 required service, performance standards for response time, prohibition of surge pricing, employment of persons with disabilities in the industry (Portland, OR).

• SERVICE: Underserved areas and populations have seen improved transportation options.

In Chicago and New York, the number of taxi complaints have decreased due to improved service in response to increased competition from Uber.

• ENVIRONMENT: Inconclusive evidence on whether there is a positive or negative net impact, as measured by vehicle kilometres travelled (VKT), congestion, and greenhouse gas emissions.

YOUTH PUBLIC OPINION REPORT CARD 3,500 young people in metro Vancouver sharing their opinions and suggestions for positive social change.

Overview: Youth Vital Signs is a youth-driven research and public opinion initiative â&#x20AC;&#x201D; a report card â&#x20AC;&#x201D; that measures the quality of life for young people in metro Vancouver. We surveyed over 3,500 youth aged 15 to 24 to grade thirteen different subject areas and offer suggestions for positive change. I sat on the Leadership Council that directed the project, where we were involved with directly reaching out to young people in our networks. I also served as a media lead on transportation issues.

Learning: Through this project, I became comfortable with working with diverse young people of different backgrounds and life experiences, including age, gender, ethnicity, and socio-economic status, and developed my abilities in project leadership, survey outreach & analysis, and media & stakeholder outreach and relations.

Impact: Our work elevated the importance of incorporating the perspective and input of young people in metro Vancouver planning and policy processes.

We presented our findings to elected officials and policymakers, social organizations, and reached out to the public via radio & newspaper interviews.

TRANSPORTATION PUBLIC TRANSIT SHOULD BE ACCESSIBLE TO THOSE WHO NEED IT MOST.

Overall, public transportation is good and our region is well serviced.

However, in suburban areas, bus service can be inconsistent and, at times, non-existent. We would like better integrated services between municipalities, additional bus routes to Sky Train stations and universities, and more affordable transit passes for youth, especially for those of us without a U-Pass. We’d also like to improve the transit experience. Young people constitute the majority of transit users, yet many of us continually have negative experiences with transit police and staff.

• Since 1999, there has been a noticeable drop in the proportion of young adults with driver’s licenses. This may be due to the graduated licensing program, the successful U-Pass program, and shifts in values and attitudes. 2011

“Having just graduated from university, it is very shocking to go from paying $30/month for a three-zone pass to $91 for a one-zone pass. Monthly passes are really expensive.”

YOUTH SPACES

The need for more youth-only spaces, such as “all-ages” venues is a priority. In 2013, “all-ages” shows were banned at bars and cabarets. This policy decreases the number of venues available for “all-ages” performances and concerts.

THE ARTS

High admission costs and limited funding to support the arts sector contribute to the barriers limiting young people’s access to and participation in the arts.

YOUTH VOICE

The top priority for this subject area is increased opportunities for meaningful, not just token, participation in decision-making processes.

SUSTAINABILITY

Youth in metro Vancouver value the natural landscape of this region, but feel more support, education, and environmental awareness needs to begin earlier, starting in elementary schools, to help young people make eco-friendly choices.

TRANSPORTATION

42% of 18-24-year-olds in metro Vancouver use transit as their main mode of transportation. For this reason, youth respondents indicated that reducing the cost of public transit is a priority.

SAFETY

Improving public safety and the relationship between youth and the police and RCMP continue to be top priorities for survey respondents.

POVERTY

Of all the 13 subject areas, poverty received the highest number of failing (F) grades.

According to the 2011 Census, 11% of BC children and youth aged 18 and under were living below the poverty line.

This subject area received the second highest number of failing (F) grades. Lack of

YOUTH HOUSING affordable housing in the region continues to be a concern for young people. From 2007 AND HOMELESSNESS to 2012, the average cost to rent a one-bedroom apartment in the region increased by 16% to $982 a month.

HEALTH AND WELL-BEING

Inaccessible youth clinics in suburban areas, including very few with youth-friendly operating hours, continue to be among the top priorities for youth survey respondents

MENTAL HEALTH

Stigma associated with mental health continues to be a barrier for young people seeking services, in addition to long wait lists and lack of youth-specific services.

EDUCATION AND LEARNING

Of the youth who responded to this subject area, 36% prioritized the need for improved curriculum to help them become better prepared for post-secondary studies.

EMPLOYMENT AND TRAINING

Youth are often accepting unpaid training or internships; therefore, it is not surprising that the number one priority for youth respondents is to increase the number of paid jobs and work experience opportunities.

CULTURE, IDENTITY AND BELONGING

Youth respondents are striving for more inclusive and welcoming communities, but feel it can be difficult in the absence of education and awareness about their own cultures and history, as well as that of Canada’s First Nations people.

These results come from over 3,500 metro Vancouver youth who participated in the 2013 Youth Vital Signs survey.

YOUTH ENGAGEMENT IN CLIMATE CHANGE ACTION Using digital and social media to inspire behaviour change for energy conservation and social mobilization for climate action.

Overview: Our action research project investigated the potential of using digital and social media to engage young people on building energy conservation and climate change action. We designed and launched a province-wide competition called Do It In the Dark, involving 6,500 students at six B.C. universities from November 7 to 25, 2011, to see which residence could reduce the most energy against their baseline. We used an online dashboard to track energy use, and developed a custom Facebook application that promoted and rewarded participation in energy saving activities.

Learning: Through this project, I developed my skills in campaign development and content creation, social media marketing, qualitative research methods (focus group and interviews), statistical data analysis, and academic writing.

Impact: Our campaign was highly successful. The largest residence at the University of B.C. saw a 16% reduction in energy use from the competition, and a sustained 8% reduction for the remainder of the academic year. Our research has been published in the Journal of Environmental Psychology and is a case study example in Tools of Change, a leading database on environmental behaviour change strategies. We have presented our work locally and internationally at conferences, universities, and public lectures.

A set of 11 actions that students pledged to perform each day.

Actions included turning off the lights, putting on a sweater, taking a colder shorter, and using the stairs instead of the elevator.

Students earned points for creating diary-style video blogs (vlogs) based on prompts in order to reflect on their experience, generate awareness, and share tips for reducing energy.

Do It Together

Do It With Your Politician

A set of in-person events organized by residences that encouraged students to come together and participate in awareness, dialogue, and energy saving activities.

A civic engagement challenge that informed students about local issues relating to climate change and required them to contact their local politician by email, mail or telephone.
