Alli-Balogun Takes Charge At Basic Education Ministry

A

new chapter was opened in the history book of the Lagos State Ministry of Education following the swearing-in of Mr. Jamiu Tolani Alli-Balogun as the Commissioner for Basic and Secondary Education by His Excellency Mr. Babajide Sanwo-Olu on Wednesday 13th of September, 2023. Coming into office as the 26th Commissioner for education (now under a new designation – Basic Education) in the history of Lagos State since its creation in 1967, Alli-Balogun the new helmsman inherits a rich history of credible performance and enduring legacies by his predecessors on which to build on in his drive to add depth and breadth to the Basic Education sector in Lagos State. On the premise of the charge of his Excellency Governor Sanwo-Olu on the

new commissioners which explicitly states that the task ahead is to “build on the successes recorded in the past four years” Alli-Balogun has made it clear that the call to serve diligently is not lost on him. Clearly, he cannot be said to be on a strange turf; having served as some point in time before now as an Education Officer at the Director cadre, the new assignment, for Alli-Balogun, is a call to duty at a higher level for a man who has the requisite exposure and experience in the education sector to deliver. “This is a new era,” says Alli-Balogun at the reception held in honour of the new commissioner by the management and staff of the Ministry of Basic Education, assuring all of his commitment to build on the foundation of purposeful and result-oriented leadership bequeathed by past administrators which will significantly help in ensuring that the

impact of T.H.E.M.E.S plus agenda of Governor Bajide Sanwo-Olu’s administration is felt across all strata of Basic and Secondary Education in Lagos State. With his open-door mantra coupled with his wealth of experience as an administrator and consummate politician, All-Balogun has come on board with a policy directive that promises to herald a new era of smooth service delivery across agencies, departments and units which ultimately will help add value and largely foster a more productive administrative mechanism in the Ministry of Basic Education. Beyond the smooth running of his ministry, Alli-Balogun also promised to reward and honour dutiful and meritorious members of staff

First Lady, Lagos State, Counsels Delegates At Lagos Secondary Schools Model United Nations.

A

s the world continues to witness deepening climate change and its attendant crisis - widening of inequality, escalation of threats to peace and security - all of which have been on the increase; leading to rising challenges of human rights and gender inequality. The collective drive to proffer solutions to some of these global challenges, has berthed a platform in Lagos State at which students from public secondary schools assembled as designated delegates with all the appearance of the United Nations Model. With an apt nomenclature - Lagos Secondary Schools Model United Nations (LASSMUN) – the conference provides a meeting point for students amongst whom principal officers are picked in the mould of the operation of the United Nations where each delegate represents a country. In her opening address at this year's event under the theme: Education As a Human Right and Key Driver to Sustainable Development, the First Lady of Lagos

State, Dr. Mrs. Ibijoke Sanwo –Olu, disclosed that education remains a veritable tool of socio-economic development and the only legacy the world can bequeath to the next generation. “It is inspiring and reassuring that the Model United Nations is not only emphasizing the importance of education but also encompassing the commendable component of empowering students to be solution providers to global challenges,” Mrs.

Ibijoke Sanwo-Olu said. The First Lady therefore advised that the initiative should not only be sustained but also expanded to become bigger, bolder and better. In her address, the Consul General of Cameroon in Nigeria, Madam Bessem Manga stated that education without proper policy orientation would not make goal 4 of Sustainable Development Goal to be possible. Director of UN Information Centre (UNIC) Nigeria, Mr. Joseph Kayanja in his goodwill message commended the state government and asserts that each edition of LASSMUN has raised future diplomats' confidence of debating global issues and situating solutions within the context of Nigeria as a nation. He therefore charged the delegates to be objective and considerate in their deliberation. Earlier in her welcome address, Tutor General /Permanent Secretary (TGPS) Education District II, Mrs. Anike Adekanye said education often brings about knowledge which helps to establish pathway that drives creativity and critical thinking in overcoming life challenges.

t is a new dawn in the education ecosystem of Lagos State. Following the creation of the Ministry of Basic Education and the elevation of former Office of Special Adviser on Education (OSAE) to a full ministry status – Ministry of Tertiary Education, a new helmsman has since taken charge at the Basic Education Ministry to lead the sector. He is Honourable Jamiu Tolani Alli-Balogun. A seasoned administrator with many years of cognate leadership experience behind him, AlliBalogun was at some point a Commissioner with the Local Government Service Commission. Coming on board with a strong commitment to the development of local communities, there can be no doubt that the new Commissioner will hit the ground running since the communities are the primary beneficiaries of the services of the ministry he leads. His swearing in ceremony along with the new Executive Council is captured here. So much has been done by the Babajide Olushola Sanwo-Olu administration to support the growth and development of education in Lagos State with technology. This is a focal point in the THEMES Agenda 2:0. It is part of the government’s effort at making learners in Lagos State become catalysts for transformation and development. We have a report on this for our readers. STEM Education is fast gaining wide acceptance in Lagos State schools. There is a wave of expansion in its delivery. The government has ramped up the level of support available to STEM teachers. There is the issue of gender imbalance in STEM education which places the female gender at a disadvantage. This edition appraised the issue, takes a balanced assessment of the situation and is thus reported here. Communities are the focus of the services provided by the education sector. For effective service delivery, the system must be engaging enough to permit input and participation of key stakeholders. One of such is the community, its members, the Parent’s Forum and opinion leaders in society. The School Based Management Committee (SBMC). This organ has been largely involved in a collaborative sense, for taking on the onerous task of uplifting the educational system in the state as a collectively responsibility and not the exclusive preserve of government alone to achieve vision of qualitative and turn-around in educational standard in the state. This got a good mention in this edition. As always, all our usual sub headings covering the entire ministry, the various departments and agencies are very well covered. Tertiary Education Commissioner, Tolani Sule Reiterates Commitment To Maintaining Education Standards

T

he newly sworn-in Lagos State Commissioner for Tertiary Education, Mr Tolani Sule, has reiterated his commitment to maintaining the current tempo of education standard in all state-owned institutions. He added that since Governor Babajide Sanwo-Olu has invested heavily in infrastructure and quality tertiary education, “the time to hit the ground running is now.” Sule, who made the promise recently during his assumption of duty at the new ministry, noted that the establishment of two additional state universities by the state government was a response to the need to provide youths with the opportunity for tertiary education, a statement he said recently.

The state government in July 2023 restructured some ministries, departments and agencies in the state. The restructured MDAs included the Ministry of Education, which was split into the Ministry of Basic Education; and the Ministry of Tertiary Education. The commissioner urged the staff to join hands with him in “implementing

the policies that would help to raise the bar of tertiary education in the state,” stressing that it was not a coincidence that the Lagos State University and the two newly established state universities, the Lagos State University of Education and the Lagos State University of Science and Technology, became first choice institutions for most candidates. In his remarks, the Permanent Secretary in the ministry, Mr. Kasali Adeniran, said the new ministry was endowed with human capital and material resources needed for good performance. He assured the commissioner that the staff would give him all the necessary support that would fast-track development in state-owned institutions.


Access To Learning Devices Is Being Given Priority Attention –Abolaji

We Are Raising Generation Of Female STEM Warriors –Girls ProSTEM

brought about an appreciable improvement in the interest of the female gender in STEM education is GIRLS PRO-STEM; an NGO working consistently at encouraging girls in public schools to take to STEM education. Mrs. Stephanie, a physics teacher emphasized that the GIRLS PROSTEM has a vision to create an inclusive environment which nurtures and uplift the aspiration of girls in STEM adding that gender should not be a barrier in picking up career in STEM fields. GIRLS PRO-STEM recently had a workshop where girls from public secondary schools met with women who are trail blazers in their respective STEM fields which according to the organizer would in turn raise the generation of female STEM warriors through their stories, experiences and insights.


Game Based Education Increases Capacity Of Learners Beyond Classroom -Abolaji

agos State Ministry of Basic Education is set to partner with the International Chess Federation (FIDE) to enhance teaching and learning in public schools using the game of Chess in Education model. According to the Permanent Secretary, Mr. Abayomi Abolaji, who disclosed this during an interactive session with officials of the International Chess Federation led by the Chairman, Chess in Education Commission, Mr. Jerry Nash, accompanied by the President of

He further stated that since children enjoy learning through play, chess is a powerful educational tool for their development and exposure to 21stcentury skills, either as a stand-alone subject or integrated into the school curriculum.” A member of the Chess in Education Commission Ms. Ansel Laubscher and member of the South African chess team for many years shared her experience on how exposure to chess game provided proceeds for her to study law. he recent appointment of Dr. Hakeem Babatunde Shittu by Governor Babajide Sanwo-Olu as Chairman, Lagos State Universal Basic Education Board (LASUBEB), is reflective of his result-oriented contribution to education in Lagos State. Dr. Shittu is in many regards an administrator who has consistently shown in words and deeds his commitment to ensuring that no child is left behind in the quest for education. The trajectory of his job stint in public service has taken the new Chairman of LASUBEB through the Ministry of Science and Technology, until his recent appointment; he had served as a Permanent Board Member of LASUBEB in charge of research development and

Play-Based Learning Would Develop ECCDE Rapidly –LASUBEB

here is no doubt that the academic prospect of a child is embedded in the quality of the early childhood education he or she is exposed. This was revealed recently by Director, Basic Education Services, Mr. Adeyemi Adebayo who explained that while children play, they also learn which explains why it has become imperative to inculcate play-based learning approach in education. This was stated by Mr. Adeyemi at A-One Day Advocacy/ Awareness Programme on the incorporation of play-based learning into the classroom; a training which was organized by Lagos State Universal Basic Education Board in collaboration with UNICEF as part of a collective effort towards improving and promoting Early Childhood Care Development and Education (ECCDE) through the use of play. Government Would Continue To Prioritize Teachers’ Welfare Above Others –Shittu ood health is very vital to the productivity of the work force. In line with this maxim, the Lagos State Universal Basic Education Board (LASUBEB) in collaboration with AMA Foundation recently organized a medical outreach programme for teachers and heads of schools across the state.

The medical outreach which was conducted in all Local Government Education Authority (LGEAs) across the state was designed to create awareness amongst teachers about their state of health, particularly on health matters that concerns their eye-sight which is essential to effective teaching. Health services delivered by medical experts included but not limited to free eye screening, eye consultation, cataract surgeries, mental health issues, free drugs and other medical consultations.

In his address, the Executive Chairman LASUBEB, Dr Hakeem Shittu stated that education and technology in the THEMES Agenda of Governor Babajide Sanwo-Olu aims at positioning teachers in the state to compete with their colleagues in any part of the world. He went further stating that technology equally comes with its peculiar hazards “many of our teachers in the

course of their duties sit behind computer to do research and some other tasks which has its own consequences and sometimes affects the eyes.” This free medical outreach, according to him, has come to stay as a clear testament of government's concern about the state of her workforce welfare.


Tertiary Education Ministry Partners Action Health, Mercy Corps To Empower Girls In Vocational Skills

M

ercy Corps, an NGO of objective is to develop the i n h e re n t re s i l i e n c e i n adolescent girls by improving their well-being; granting them access to formal education, was in Epe recently in continuation of its drive to e x p a n d t h e f ro n t i e r s o f e c o n o m i c empowerment among girls through its programme called “Girls Improving Resilience Through Livelihood and Health” The programme, to date, trained about 250 girls in various vocational skills of their choice and also empowered them; a feat achieved with the support of Ministry of Tertiary Education through Mass Education and Adult Literacy Agency. The Executive Director, Action Health Inc. Madam Adenike Eshiet explained that the programme aims at preparing young people not just in vocational skill training, but also in building their capacity which will largely help beneficiaries to cope with different challenges through basic literacy, life skills and knowledge.

Earlier the Director of Mass Education and Adult Literacy, Mrs. Oluwakemi Kalesanwo said the agency partners with lots of nongovernmental organizations to train people free-of-charge for duration ranging from three, six and nine months in diverse areas such as sewing, baking, bead-making, make-up stylist, shoe making among others, depending on the training-choice of the individual.

he celebration of World Albinism Awareness Day, 2023 organized by the Lagos State Government provided yet another opportunity to raise the bar of awareness about albinism. The event organized for Albino pupils and students in the state's primary and secondary schools had as its theme: INCLUSION IS STRENGTH. One of the resource persons, at the event, Mrs. Josephine Omolola, CEO, Lagos Albinism Foundation debunks the myth often woven around albinos should not be given salt. “Once you take care of an albino - the skin and eyes - they are as normal as any other human being. Abayomi Abolaji said that inclusion is not only a lofty idea but also a fundamental value that should be woven into the fabric of the society. “When we create an inclusive environment, we acknowledge and celebrate the uniqueness and perspective of every individual regardless of their background, abilities and their appearances.”

uman papillomavirus (HPV) is the most common sexually transmitted disease (STD) caused by warts in the genitals and surrounding skin. The disease can be spread through sexual contact and can progress to cervical cancer when at a high-risk level. To combat this disease, the Lagos State government commenced free human papillomavirus vaccination for young girls to protect them against cervical cancer. The sensitization programme kicked off at Immaculate Heart Junior and Senior High Schools where young girls were taught all they need to know about cervical cancer, how it can be transmitted and prevented. We Will Continue To Close The Gap Between Male And Female In World Of Tech -Osinaike

obotics competitions have become a popular and productive vehicle for the delivery of informal learning that can potentially increase student interest in Mathematics and Science. This would in turn motivate students to pursue Science, Technology, Engineering and Mathematics (STEM) careers. However, gender gap in this area is a source of concern because the female

gender is highly under-represented in the field; a development that translates to the widening of the gap between male and female in the world of technology. To address this gender imbalance, a Femme Robotics Competition was organized for schools in Education District IV. The all-girl competition is dedicated to empowering young female students to become engineers, computer scientists and STEM leaders.

The competition was organized by TechFam, a non-profit organization established to change the skills landscape in Africa through various initiatives with the objective to help African women acquire digital skills for today’s workplaces and tomorrow’s needs. Declaring the competition open, Mr Olusegun Osinaike appreciated TechFam for her bold initiative in bringing girls into the world of Artificial Intelligence noting that government would continue to provide an enabling environment for publicprivate-partnership to grow. Mrs. Cynthia Udeh, founder TechFam disclosed that the NGO focuses on giving the African female children an opportunity to thrive in the world of robotics and stated further that the NGO hopes to influence the participants now and set the tone for the future. At the end of the competition, students proudly displayed their self-made robots with students from New Era Girls Secondary School, Surulere emerging first while students of Lagos City Senior College, Yaba came second.


Continous Commissioning Of Schools Will Leave No Child Behind -Yusuf

he Lagos State Government has provided an additional secondary school for the people of Ojuwoye community in Mushin area of the state. The commissioning of the new school was done to ease the stress of students traveling to Oshodi, Jibowu and other places for their secondary school education. The Tutor General/Permanent Secretary (TGPS) Education District VI, Dr. (Mrs.) Shereefah Yusuf during the event at Ojuwoye Nursery and Primary School, Mushin, recently stated that the Governor of Lagos State, Mr. Babajide Sanwo-Olu has assured the community that the school will be ready to admit students for the 2023/2024 academic session.
