THE GOVERNMENT’S PROPOSED CHANGES TO VOCATIONAL EDUCATION HAVE OPENED THE DOOR FOR A RETURN TO INDUSTRY-LED TRAINING IN THE AUTOMOTIVE SECTOR, FOLLOWING CONFIRMATION THAT MITO – THE NATIONAL PROVIDER OF AUTOMOTIVE APPRENTICESHIPS – IS LIKELY TO BE RE-ESTABLISHED AS AN INDUSTRY-OWNED ORGANISATION
The Motor Trade Association (MTA) confirmed it has received assurances from the Minister for Vocational Education and Skills, Penny Simmonds, that MITO will emerge from the disestablishment of Te Pūkenga as an independent, industry-led entity.
“While the Minister’s announcement was short on detail, we are cautiously optimistic that she has listened to industry and landed on the best outcome for learners, employers and industry,” said MTA Chief Executive Lee Marshall in a statement responding to the announcement.

Under the proposed changes, MITO will initially be placed within a dedicated Motor Industry Skills Board (ISB) with minimal Government influence, before transitioning to become a privately owned training provider. “This is what industry advocated strongly for, and if confirmed in the detail we congratulate Penny Simmonds for listening to industry and coming to the best decision,” Marshall added.
MTA has led a coalition of 30 automotive sector organisations pushing for a return to industry ownership of vocational training, following ongoing dissatisfaction with the Te Pūkenga model. That model, introduced under the previous Government’s Reform of Vocational Education (RoVE), centralised control of all polytechnics and industry training organisations into a single national entity.
The group unanimously rejected Government control of work-based training and argued that only the sector itself could maintain the relevance and responsiveness of automotive apprenticeships. According to MTA, employers are best positioned to ensure learners are trained in line with current industry practices
He also voiced concern over the risks of continuing to centralise training through academic institutions. “The proposed alternative would have been a giant leap backwards, that placed learners in the hands of polytechnics that would inevitably prioritise classroom-based tuition instead of learning in a hands-on, real-world environment that we know works best,” he said. “If Government had taken that route, it would have been transparently obvious it was simply to make money and prop up failing institutions, with no concern for learners.”
MITO was historically an industry training organisation (ITO), responsible for delivering apprenticeships and qualifications in automotive, transport, logistics and extractive industries. Following RoVE, it was folded into Te Pūkenga and its functions shifted under the national body.
The Minister’s recent announcement, while lacking full implementation details, signals a significant departure from that model and indicates a return to sector-led governance.
“The devil will be in the detail and the first task is to learn a lot more about what’s intended,” said Marshall. “But we’re pleased Minister Simmonds has assured us an independent MITO lead and owned by industry is ahead. We will take the Minister at her word, and look forward to working with her on the delivery.”
THE GOVERNMENT HAS ANNOUNCED A SHIFT IN THE WAY IT SUPPORTS THE DEVELOPMENT OF PUBLIC ELECTRIC VEHICLE (EV) CHARGING INFRASTRUCTURE, MOVING FROM A DIRECT GRANT MODEL TO CONCESSIONARY LOANS IN AN EFFORT TO ACCELERATE CHARGER DEPLOYMENT ACROSS THE COUNTRY
Transport Minister Hon Chris Bishop and Climate Change and Energy Minister Hon. Simon Watts has confirmed that up to $68.5 million in existing funding will be redirected toward a new co-investment model with the private sector.
According to Hon. Simon Watts, “Since 2016, government investment in EV chargers has consisted of direct grants … The Government is moving to a more sophisticated, commercial procurement model. We have set aside up to $68.5 million in currently held grant funding to provide concessionary loans to private operators to co-invest in public EV charging infrastructure. Loans will be quicker to implement and will help achieve the Government’s objectives with less complexity, cost and risk.”
The Government continues to target 10,000 public chargers nationwide by 2030. Current infrastructure includes 1,349 operational charge points, meaning monthly installation rates must increase significantly — from around 20 new chargers per month to
approximately 125 — to reach the 2030 goal. Industry group Drive Electric, which advocates for the uptake of EVs in New Zealand, welcomed the announcement as a step forward, but noted that funding alone would not address the full range of challenges faced by the charging sector.
Drive Electric board chair Kirsten Corson says, “We hope that will be successful, but there is more that needs to be done. We can’t rely on that.”
Corson highlighted structural challenges within the electricity distribution system as a key barrier to progress. “In the UK, there are six line companies; in Australia, there are typically one or two per state. Aotearoa New Zealand, by comparison, has 29. Each company has … different processes, different pricing and CPOs don’t have visibility on the network capacity,” she said.
The lack of standardisation and transparency in the electricity sector can create difficulties for Charge Point Operators (CPOs) trying to plan and deploy
infrastructure efficiently. According to Drive Electric, these regulatory and coordination issues are slowing the pace of development.
To help address these issues, Drive Electric formed a dedicated CPO Subgroup in 2023. The group brings together key players in the charging sector to identify and address industry-wide barriers. Its focus includes improving coordination with distribution businesses, addressing regulatory constraints, and working with central government to streamline infrastructure approvals.
The industry continues to call for greater clarity around local electricity network capacity, streamlined consenting processes, and better alignment between national infrastructure goals and regional implementation.
International comparisons suggest that a more centralised and coordinated approach could improve outcomes. For example, Australia’s state-based model allows for more consistent regulation, while the UK’s relatively small number of distribution businesses simplifies engagement for infrastructure developers.
While the Government’s new funding mechanism may enable faster deployment of chargers, sector participants stress that broader policy reforms are necessary to meet EV adoption targets and to keep pace with growing demand from both private and commercial EV fleets.
Further detail on the concessionary loan programme, including eligibility criteria and implementation timelines, is expected later in 2025. In the meantime, stakeholders are watching closely to see how the new model translates into on-the-ground infrastructure development.

RETAIL CARD SPENDING ON MOTOR VEHICLES ROSE 2.1% IN MARCH TO $195 MILLION AS THE SECTOR OUTPACED ALL OTHER RETAIL CATEGORIES, ACCORDING TO STATS NZ
Retail card spending on motor vehicles in New Zealand increased by $4 million (2.1%) in March 2025 compared to February, reaching a seasonally adjusted total of $195 million, according to Stats NZ. This marks the highest monthly figure since April 2024 and matches the spending level of March 2024 .
The motor vehicle category, which excludes fuel, recorded the largest month-on-month percentage increase among the six retail industries tracked by Stats NZ. Consumables were the only other category to see an increase, rising by $9.5 million (0.4%). In contrast, spending on fuel decreased by $12 million (2.3%) .
Despite the gains in motor vehicle and consumable spending, total seasonally adjusted retail card spending fell by $52 million (0.8%) in March compared to February. Across all
industries, New Zealanders made 169 million card transactions in March, with an average value of $54 per transaction, totaling $9.2 billion in spending.
In the first quarter of 2025, motor vehicle spending stood out as the strongest performer among retail categories, increasing by $9 million (1.6%) from the December 2024 quarter to reach $569 million.
Industry analysis by IBISWorld indicates that the motor vehicle retailing industry in New Zealand has experienced revenue growth, estimated at 3.1% to $16.5 billion through March 2025. This growth is attributed to factors such as recovering tourism and increased

In terms of vehicle sales, data from the Motor Industry Association (MIA) shows that Toyota led new passenger car sales in March 2025 with 1,711 units, accounting for 20.3% of the market. Kia and Mitsubishi followed with 851 and 822 units sold, respectively.
Westpac senior economist Satish Ranchhod commented on the broader retail spending trends, stating, “March’s fall in retail spending was widespread across discretionary spending categories.” He noted that cost-of-living pressures continue to impact consumer spending .
Overall, while total retail spending declined in March, the motor vehicle sector demonstrated resilience with increased consumer spending, suggesting a positive outlook for the automotive industry in New Zealand.

The launch of the Frontier Pro PHEV aligns with Nissan’s broader strategy to expand its presence in the Chinese market. The company has announced an additional investment of $1.4 billion (10 billion yuan) in China by the end of 2026. This investment aims to support the introduction of 10 new energy vehicles (NEVs) by summer 2027, an increase from the previously planned eight models.
Stephen Ma, head of Nissan’s China operations, acknowledged the company’s previous delays in responding to market
trends. Saying, “We have been sort of slow in approaching the market with China moving so fast,” while emphasising the company’s renewed focus, “We were always being criticised for being late to the plug-in hybrid trend, but now we have the first one. And we wanted to do something special with it.”
Nissan plans to export vehicles produced in China to various international markets, excluding the United States due to existing tariffs. Specific export destinations have not been disclosed. The Frontier Pro PHEV is expected to be available in the Chinese market before the end of 2025, with further details on international availability to be announced.

CHRISTCHURCH BUSINESS AUTOEASE CAR CARE HAS IMPROVED ITS EV AND HYBRID OFFERING, WITH ADVANTAGES THAT CAN BENEFIT OTHER WORKSHOPS, BY BECOMING AN INFINITEV AUTHORISED FITTER
AutoEase Car Care is a relatively new Christchurch-based workshop, having been in operation for three and a half years, with a broad service offering that includes diagnostics, repairs, and servicing. The workshop has experienced staff with over 20 years combined industry experience, and a commitment to customer satisfaction that’s reflected in clear communication and warrantybacked services. THE INTRODUCTION OF THE ‘RIGHT TO REPAIR’ LEGISLATION HAS SPARKED A CONSIDERABLE DEBATE AMONG INDUSTRY STAKEHOLDERS AND POLICYMAKERS WITH THE MTA VOICING ITS CONCERNS OVER THE PROPOSED CONSUMER GUARANTEES (RIGHT TO REPAIR) AMENDMENT BILL, SUGGESTING THAT ITS CURRENT FORM COULD SUBSTANTIALLY DISRUPT THE AUTOMOTIVE SECTOR
Lee Marshall, MTA Chief Executive, acknowledged the intent behind the bill, stating, “The Green Party should be commended for the Bill, which recognises a valid and growing issue.” However, he also highlighted the bill’s limitations, noting that its approach, seemingly tailored for small household electronics with the aim of reducing landfill, might not be entirely compatible with the automotive industry’s complexities. Marshall’s statements manifest a consensus within the industry about the bill’s misalignment with the automotive sector’s unique challenges and the existing robust systems for vehicle repair and component recycling.
The automotive industry’s concerns centre around the potential implications for Original Equipment Manufacturers (OEM) and the used import market. According to the MTA, enforcing the bill as it stands might undermine the OEM’s viability in the relatively small New Zealand market and could complicate operations for imported vehicle businesses by obligating them to provide information and parts that may be beyond their capacity. This scenario could lead to diminished competition, increased operational costs, and, ultimately, higher prices for consumers.
The crux of the ‘Right to Repair’ issue in the automotive sector is the accessibility of repair information, tools, and specifications,
which becomes increasingly critical as vehicles become more reliant on complex technology. As opposed to the broader stroke approach of the proposed bill, legislation tailored for the automotive industry would necessitate a more nuanced understanding of these specific needs.
For over two decades, this conversation has been gaining momentum, with recent efforts focusing significantly on advocating for consumer choice in vehicle repairs and maintaining fair competition. The MTA has actively facilitated dialogues aimed at reaching an industry-wide consensus by connecting stakeholders from various sectors, including repair advocates, vehicle dealers, and manufacturers.
The topic, however, remains divisive within the industry. Advocates from the general and collision repair sector argue for consumer freedom in choosing repair providers and limitations on manufacturers’ abilities to exclude non-OEM-affiliated repairers by withholding crucial information. Conversely, the new vehicle industry underscores the importance of protecting intellectual property and ensuring that repairs are conducted safely and accurately by trained technicians.
Acknowledging the legitimacy of perspectives from both ends of the spectrum, Marshall commented, “Both are right. Both have
valid points. And the answer will be somewhere in the middle. Given they are all our members, we can’t take sides, so we’ve been trying to broker a common ground which I’m optimistic is close. All parties have shown tremendous willing, and I’m hopeful we can continue in that vein.” The MTA’s role as a mediator seeks to find a balanced resolution that accommodates the interests of all parties involved.
Marshall expressed optimism about reaching common ground, emphasising the collective willingness and efforts to move forward constructively. However, in the interim, the MTA hopes that the proposed bill will be declined, leaving room for a more tailored, industryspecific solution in the future.

MERCEDES-BENZ, IN COLLABORATION WITH US-BASED FACTORIAL ENERGY, HAS BEGUN REAL-WORLD TESTING OF A PROTOTYPE EQS SEDAN FITTED WITH A NEXT-GENERATION LITHIUM-METAL BATTERY
While not a true solid-state unit, the battery features a ‘quasi-solid electrolyte’ —a middle ground that aims to deliver the safety and energy benefits of solid-state technology while retaining the manufacturability of conventional lithium-ion systems. The cells, developed by Factorial Energy, use FEST (Factorial Electrolyte System Technology), which combines a solid-like electrolyte with lithium-metal anodes. Lithium metal, in theory, has the highest energy capacity of any anode material, offering greater energy density and extended driving range compared to today’s graphite-based lithium-ion batteries.
One of the long-standing challenges of lithium-metal anodes is the formation of dendrites — spiky structures that can grow through liquid electrolytes and short-circuit the battery. Solid-state batteries address this by using solid electrolytes that physically block dendrite
growth. However, lithium-metal cells also tend to expand and contract during charging and discharging, which can cause damage inside tightly packed battery assemblies. To combat this, Mercedes-AMG High Performance Powertrains (HPP) developed an innovative ‘floating’ cell carrier. This structure allows the battery cells to swell and contract without stressing or damaging the pack, ensuring consistent performance and safety over time.
This is reportedly the first time a lithiummetal battery of this type has been successfully tested in a production-scale vehicle. The prototype EQS aims to achieve a range of nearly 1000km — about 25% more than the current model using a standard lithium-ion battery pack of equivalent size and weight. The battery also benefits from passive cooling, eliminating the need for traditional active thermal management systems and reducing overall vehicle weight.
THE GOVERNMENT HAS PROPOSED SIGNIFICANT REFORMS TO THE DRIVER LICENSING SYSTEM, AIMING TO MAKE IT MORE ACCESSIBLE, EFFICIENT, AND AFFORDABLE, PARTICULARLY FOR YOUNG AND NOVICE DRIVERS
The Ministry of Transport opened public consultation on April 14, 2025, with submissions closing on June 9, 2025.
Key proposed changes include: Elimination of the Full Licence Practical Test: Currently, drivers with a restricted licence must pass two practical tests to obtain a full licence. The proposed changes would remove the second practical test, allowing drivers to qualify after 18 months on a restricted licence, or 12 months if they complete an advanced driving course. This adjustment would reduce the cost of obtaining a full licence from $362.50 to $263.70.
Demerit Points System Adjustment: The proposal suggests that learner and restricted drivers could have their licences suspended after accumulating 50 demerit points, down from the current threshold of 100.
Extension of Zero-Alcohol Limit: A zeroalcohol limit would be extended to all learner and restricted drivers, regardless of age, in
addition to the existing limit for drivers under 20 years old.
Introduction of Hazard Perception Test : A hazard perception test may be introduced at the end of the learner stage to assess a driver’s ability to identify and respond to potential hazards on the road.
Adjustment to Eyesight Testing: The Government proposes reducing the frequency of mandatory eyesight tests. Under the new system, drivers would undergo an eyesight test when they first apply for a licence, when they renew it, and when they turn 45 years old.
The AA has welcomed the proposed changes to the demerit points system and the extension of the zero-alcohol limit. However, they have called for additional measures to improve road safety. A spokesperson stated, “New Zealand still has one of the worst rates of fatal crashes in the OECD.” The AA advocates for a minimum of 60 hours of supervised driving practice before obtaining a licence, suggesting that supervision could be carried

The firm is also developing a fully solid-state version, dubbed ‘Solstice’, which uses a sulphide-based electrolyte and targets energy densities up to 450Wh/kg — potentially nearly doubling the range of current EV batteries. Mercedes-Benz began collaborating with Factorial in 2021, later investing in the startup alongside automotive giants Stellantis and Hyundai. While Mercedes leads the integration of FEST in its premium vehicles, Factorial’s partnerships suggest the technology could also appear in more accessible mainstream models in the future.

This breakthrough shows that solid-state battery tech has moved beyond the lab and into real-world use.”

The proposed reforms to New Zealand’s driver licensing system represent a significant shift towards a more streamlined and accessible process for obtaining a full driver’s licence. While the changes aim to reduce costs and barriers for young and novice drivers, stakeholders have highlighted the need for additional safety measures. Meanwhile, public consultation is currently open, allowing individuals and organisations to provide feedback on the proposed changes.

While many events bring life to small towns, Repco Beach Hop doesn’t just happen in Whangamata — it completely transforms it. For five days each year, this usually laid-back coastal town on New Zealand’s Coromandel Peninsula becomes the
beating heart of Kiwi car culture. The streets are lined with chrome, the air is filled with the rumble of V8s, and the town’s population explodes from a quiet 3,800 to nearly 100,000. The 25th anniversary of Beach Hop was the biggest yet, setting new records for both
crowd sizes and entrants. In late February, over 1,800 entrant packs were sent out, and when you factor in the Saturday day-pass shows — including the Bikes Show, Caravans, Lo-rider Slamfest, Cool Classic Car Show, Repco Pre-49 Show, and JCD Customs Classic Pick-Up Show — the total vehicle count soared to a fitting 2,025.
Each morning, the lineup of cars waiting to roll out was more impressive than ever, with additional lanes needed for the journey to Waihi. Thursday’s Power Cruise to Pauanui saw a record-breaking 668 vehicles officially departing Whangamata, but with more cars joining along the way, over 800 classic and custom machines filled the Pauanui showgrounds — making it the largest Thursday gathering in the event’s history. What makes Repco Beach Hop truly special is the sheer variety of vehicles that emerge from Kiwi sheds for the occasion. Every day brought a new surprise — whether it was a rare Dodge Demon casually parked on the main street or an obscure classic that had been tucked
away for years, only to finally make its debut at the festival. Beach Hop is proof that New Zealand’s passion for classic cars runs deep, with treasures hidden in garages up and down the country just waiting for an excuse to be unleashed.

CHERY INTERNATIONAL HAS UNVEILED THE AIMOGA MORNINE ROBOT, LAUNCHING A GLOBAL ROLLOUT AIMED AT HELPING DEALERS DIVERSIFY INCOME BEYOND CAR SALES, SAYING THE ROBOT BUSINESS COULD SOON ECLIPSE AUTOMOTIVE, WITH UNITS TO BE RENTED OUT FOR USE IN DEALERSHIPS, MALLS, AND MORE
Chery International has initiated a global rollout of its AiMOGA Mornine humanoid robot, positioning it as a potential new revenue stream for automotive dealerships. The first batch of over 220 units was delivered on April 26, 2025, during a ceremony at Chery’s headquarters in Wuhu, China. Mr Zhang Guibing, President of Chery International and newly appointed CEO of the AiMOGA Robot Company, stated, “I believe AI is where the real future is for Chery, and our dealers will be able to sell our robots as well as our cars to their customers.”
ROBOT CAPABILITIES AND DEPLOYMENT
The AiMOGA Mornine robot is designed to perform various customer service tasks within dealership environments. These include greeting visitors, serving beverages, assisting with test drive bookings, and providing information on vehicle features. The robot can walk at speeds up to one metre per second and is equipped with a five-way sensor matrix for obstacle avoidance.
Technologically, Mornine features a dualcore intelligent system that utilises CheryGPT and DeepSeek AI models to understand natural language and respond contextually. It supports communication in 10 languages with a recognition accuracy of up to 95%. Through cloud-based configuration tools, the robot can be programmed with domain-specific knowledge within an hour, enhancing its
deployment efficiency.
Chery has begun integrating the AiMOGA Mornine robot into dealerships worldwide. In Malaysia the robot has been deployed at a Chery 4S dealership in Kuala Lumpur, where it functions as an intelligent sales consultant. The robot’s tasks include interacting with customers, explaining vehicle features, and assisting with showroom navigation.
Dealers have the option to rent the robots from Chery International, allowing them to assess the technology’s suitability without significant upfront investment. If a dealership determines that the robot does not meet its operational needs, it can return the unit to Chery.
Chery’s development of the AiMOGA Mornine robot reflects a strategic shift towards integrating artificial intelligence into its business model. The company envisions a future where robotics and AI play a significant role in automotive retail and customer service, with the rollout of the AiMOGA Mornine robot representing an innovative approach to enhancing customer service within automotive dealerships that other manufacturers will undoubtedly follow with interest.
