REPORT ACTIVITY The presentation of the organisation The Patronage of Private Veterinarians has celebrated the first year

The veterinary activity in Romania is regulated by specific laws and it is officially coordinated by The Central Veterinary Authority, the ANSVSA.

In our first 7 months, we achieved to represent more than 25% of the prac(onners in the rural area from 21 coun(es, and we intend to develop the organiza(on in the rest of the country, in the other 20 coun(es.

It isn’t possible to practice veterinary medical activities in The College of Veterinarians Romania if you are not a member of Romania is the national of the college and this organisation of all veterinarians, organisation does not grant the regardless of the area in wich they right to free practice.

THE MEMBERS OF THE PATRONAGE ARE FROM 21 ROMANIAN COUNTIES The association has 400 veterinarians ones we have signed representation who pay the fee from Iasi, Botosani, protocols.The association is organized Suceava, Bacau, Vaslui, Galati, Vrancea, nationally, from 29.08.2008 and we are Braila, Constanta, Valcea, Brasov, Codeveloping. There are 8.500 veterinarivasna, Harghita, Bihor and Salaj, where ans in Romania. 2.500 are practionners we have branch offices. We also reprefrom rural medium, 5.000 of them are sent the interests of more then 250 civil servants in the public authorithies, veterinarians, constituted in local assoin education and in the research field ciations, from Neamt, Bacau, Vaslui, and 1.000 are practionners for small Cluj, Maramures, Arad and with these animals.

THE PATRONAGE IS AN INDEPENDENT AND PRIVATE ORGANISATION The General Association of Veterinarians of Romania is the national organisation that represents in the best way possible, the thechical and scientific activity specific to the veterinary medicine. Our organisation is constituted, represents and defends the legal rights of the organisations that work excusively in the veterinary medical field and it is created under the laws in force in Romania. To found such a company the veterinarians must meet the criteria imposed by The College of Veterinarians, but also the tax legislation and business requirements.

the 17 companies that are the founders of the organisation agreed to the fact that the veterinary domain needs and organisation to represent and defend correctly the specific duties of a medical veterinary office in the relations with the state authorithies.

So it is the duty of the Veterinarians National Patronage to represent and to suspport the activities developed by the veterinarians employers regarding the fiscal and administrative authorities of the state.

In this conditions PMVPR is a private, legal, indepedendent, non political and non profit organisation constituted in the basis of the Law No. 356 of the Patronages, adopted by the Romanian Parliament in the year 2001. In november 2008,

Because of the particularities of the veterinary activities from the rural areas, the difficulties encountered by the breeders with economic interest, this two reality facts from Romania, imposed the orientation of our organisation to these partners o identify common means of mutual support. Beside this issues, through the statute of the organisation the organisation wants to support the appearance of as many private forms to practice the profession, wants to develop professional trainings and to involve in a active way the private veterinarians in social and educational programs, in the animal welfare and public health.

WE ARE CELEBRATING ONE YEAR SINCE THE FOUNDATION Now that we celebrate one year since the foundation, we can be proud of some successes of the steps initiated by the Patronage at local and national level. We name hereunder only the most relevant actions:

OUR ACTIVITIES 3. For a better transparency and a active and permanent information of our members, we have created the website: www.patronatulmedicilorveterinari.ro

This website is a tool of great use, created as a mean of real time communication between members.

We stand for the excellency

1. The initiation of an constructive dialogue with the National Veterinary Authority, the official institution of the state, in order to identify toghether the specific issues of the veterinary activities in Romania and their solutions.

We are now about to sign a partnership protocol with the veterinarian authority, wich will help us in supporting the interests of veterinarians employers. 2. The veterinary activity in the rural areas is carried out in Romania by private veterinarians wich concessioned by contract the veterinary activities, fact that makes them financially dependent on the state’s financial policies, through the veterinary authority. This situation creates some problems, starting with delay of the payments for the activities performed and finishing with the abusive attitudes of some state’s employees. In this cases the Patronage has represented the interest of his members to recuperate the debits through negotiations and law suits, has offered legal advice and other mediation activities. Now, the Patronage has over 50 law suits at local and regional level and many others cases under consideration.

2009 MARCH

4. In march 2009 we organized the First Congress of The Private Veterinarians in Romania in order to consult and decide with the members of the organisation, the priorities of the Patronage.

At this congress came representatives of more then 100 local veterinary employers from Romania.

We are currently working on completing A Good Veterinary Practice Guide, the first of its kind in Romania, as a result of the necessity to promote and sustain the excellency in the veterinary practice. We perpetually promote by a specific program among private veterinarians in Romania, the role and our current activities, so we can say now, when we are celebrating a year since the foundation, that the organisation has more than 500 members.

They are either legal organisations that submitted directly to the patronage or other kind of organisations that associated with us by signing partnership protocols.

Future plans include continuing the initiatives that we allready presented and starting new bold ones that have the support and the endorsement of the members of the organisation.

THE VETERINARIAN The magazine and the Veterinarian website, edited by the Patronage appeard this spring and they promote the veterinary specific activities, by getting involved in defining the standards of excellence for veterinary practioners, the awrenes and protion or European practices in animal welfare, food safety and veterinary continuos training. !

Unfortunately, the financial crisis and the limiting of resources has led to temporary cessation of publishing on paper format the magazine, that is nevertheless regularly updated on the internet.

Representatives BOGDAN NOVENSCHI President of the PMPVR, he has more then 7 years of veterinary practice. He has one veterinary office in Ciortesti, Iasi.

ILIE MUSCALU The Vicepresident of the PMVPR is coordinating the Nord West part of the organisation.

Muscalu has one veterinary office in Araci, Covasna.

IULIA CRETU The Director of the Veterinarian Magazine is managing the editorial policy of the scientific online journal.

THE MOST IMPORTANT FUTURE PLANS ARE: LEGISLATIVE PROJECTS

Initiating some legislative projects or the change of the laws in force in Romania in order to better support the private veterinary activity. We are working to remove the VAT ( value added tax) on veterinary services by making an amendment at the Fiscal Code.

Identification of new ways to organise the principles of free competition promoted at European level of the veterinary activity in the rural area, activity that it is currently structured in a monopolistic manner.

Identification of the best means and supporting the autorithies in implementing the regulations concerning the circulation of the veterinary medicine use through the breeders. Â Identification of

opportunities at European level for experience exchanges in veterinary practices between the members of our organisation and similar organisations in Europe.

These shares will be accomplished by projects that can be funded by the European funding programs existing in Romania.

We thank the UEVP for the chance to be accepted as observers in the organisation, fact that we consider an opportunity to know eachother and work in future joint projects.
