Daytona Beach took a WAAC at training Soldiers Patrick McCallister FOR VETERAN VOICE

Ah, Daytona Beach. NASCAR races, Bike Week, Spring Break, and the military drills on the beach at dawn. In October of 1942 women started arriving in Daytona Beach for basic training. They were enlistees in the upstart Women’s Auxiliary Army Corps. About 20,000 women completed their basic in Daytona Beach until Fort Ogelthorpe, Ga. opened its Women’s Army Corps training facility in early 1944. The “Auxiliary” was dropped from the name by then. Some 272,000 women served in the WAC during World War II. Daytona Beach was the second training base. Well, it wasn’t exactly a base. At first the women were put up in the Osceola Hotel and others, and did a lot of their training at the Wingate Building and city facilities. They did a lot of their daily exercise and marching on Daytona’s famous beach and boardwalk as folks watched. Daytona Beach was, at first, grateful to have the women training there. World War II quickly ravished tourism and the city suffered in the months following America’s hard entry into World War II. The Museum of Florida History estimates the WAAC training facility generated about $5 million a month in economic activity for Daytona. But, sexism overtook gratitude in no time.

Women’s Auxiliary Army Corps Massachusetts’ Rep. Edith Nourse Rogers filed a bill in May of 1941 to create the women’s auxiliary in the Army. The War Department wasn’t a fan. It’s not like women hadn’t served in the military. There was, for example, the Army Nurse Corps. Women joined the Marine Corps Reserve back in the Great War, World War I. Still, the War Department didn’t like Nourse’s bill.

Then came the Japanese attack on military facilities in Hawaii and America’s plunge into World War II. America was all in for a large, two-front war. Congress approved the bill a year after Rogers introduced it. President Franklin D. Roosevelt signed it into law on May 14, 1942. The Roosevelt administration set a recruitment goal of 25,000 women. That seriously underestimated women’s resolve and ability to do their part in the war effort. Secretary of War Henry L. Stimson soon raised the recruitment goal to 150,000. An early recruitment brochure explained: “As a member of the WAAC you will be enrolled for noncombatant duties. Your term of service in the WAAC is for the duration of the war plus a period of not more than six months thereafter. You may be assigned to duty with a WAAC unit of fifty or more members to wherever the Army is serving at home or abroad.” The brochure goes on to tell

It added that women would have upward mobility. “All officers are now commissioned from the ranks, and every woman has equal opportunity to compete for appointment to an Officer Candidate School.” Married and single women were welcomed. They had to be 21 to 44, have no one financially dependent on them, and have no children younger

than 14. Oh, and they needed two character references from “responsible business or professional people.” No, men didn’t need character references to join the Army. WAAC jobs listed in the brochure included accounting, cooking, chauffeuring, and dispatching. Some of the more exciting sounding jobs listed were “aircraft warning service,” “statisticians,” and “draftsmen.” A few hinted at working in intelligence: “camera technicians”; “classification specialists”; and “photo laboratory technicians.” Early on the Army’s chief of air staff, Maj. Gen. George E. Stratemeyer, was recommending adopting the proposal air pioneer Jacqueline Cochran made — pinning wings on women. Kind of. The Women’s Auxiliary Ferrying Squadron started up on Sept. 10, 1942. It was merged into the much larger Women Airforce Service Pilots in August of 1943. Both were considered civilian pro-

The National Navy UDT-SEAL Museum will unveil its 9/11 20th Remembrance exhibition on Saturday, Sept. 11, at 10 a.m. “We are doing this opening in an effort to honor the innocent lives lost on that day,” said Elaine Ryan, marketing director. The museum has permanent exhibits discussing the coordinated Sept. 11, 2001, terrorist attacks that immediately killed almost 3,000 people at three sites. The 9/11 20th Remembrance exhibit will be temporary — it’ll be on display until Sunday, Sept. 19. It’s impossible to say exactly how many premature deaths directly related to the terrorist attacks have happened. There are, for example, cancers and other health conditions strongly linked to the World Trade Center fires and collapse.

Sept. 11, 2001 Sept. 11, 2001, was a largely cloudless and temperate day over most of the eastern United States that Tuesday morning. As then President George W. Bush jogged in the early morning in Sarasota before going to meet schoolchildren, he had no idea 19 terrorists were readying to board four flights with intentions of killing thousands. American Airlines Flight 11 was going from Boston to Los Angeles. It was a Boeing 767 with 81 passengers and 11 crew members. Take-off time was 7:59 a.m. Terrorists hijacked it at about 8:14 a.m. United Airlines Flight 175 was also going from Boston to Los Angeles. It, too, was a Boeing 767. It had 56 passengers and nine crew members. Take-off time was 8:14 a.m. Terrorist hijacked it at about 8:45 a.m. American Airlines Flight 77 was going from Washington, D.C. to Los Angeles. It was a Boeing 757 with 58 passengers and six crew members. Take-off time was 8:20 a.m. Terrorists hijacked it at about 8:50 a.m. United Airlines Flight 93 was going from Newark, NJ, to San Francisco. It, too, was a Boeing 757. It had 37 passengers and seven crew members. Among the crew was Fort Pierce native, and former cop, flight attendant CeeCee Ross Lyles. She’d changed careers and gone to work for United earlier in 2001. The take-off time was 8:42 a.m. Flight 11 crashed into the World Trade Center at 8:46 a.m. Flight 175 crashed into the World Trade Center at 9:03 a.m. At 9:25 a.m. the Federal Aviation Administration issued a nationwide ground stop — no more planes would take off that day. At about 9:34 a.m. terrorists hijacked Flight 93. About three minutes later, ter-

It’s unclear what target the terrorists who attacked the passengers and crew of Flight 93 intended, but most researchers believe it would have been a target in or near Washington D.C. At 9:42 a.m. the FAA ordered all planes to land at the closest available airport. Evacuations started at the White House and U.S. Capitol about the same time.

CeeCee Ross Lyles At 9:48 a.m. Lyles called her husband from the Airfone in row 32 on Flight 93. The National Park Service reports she left a message saying— “We’re turned around and I’ve heard that there’s planes that’s been, been flown into the World Trade Center. I hope to be able to see your face again.” Lyles called her husband from her mobile phone at 9:58 a.m. This time the two talked and prayed together briefly. She told him the crew and passengers opted to fight the terrorists. At 9:59 a.m. Lyles would become the first known trained law enforcement officer to battle al Queda terrorists involved in the Sept. 11, 2001, attacks. Lyles and others on the plane

Following the multipronged terrorist attacks on Sept. 11, 2001, the U.S. quickly unraveled al Qaeda’s role and focused blame on Osama bin Laden. He was in Afghanistan. The government, the Islamic Emirate of Afghanistan — known by the shorthand Taliban — condemned the terrorist attacks, but cited Pashtun traditions of melmestia, hospitality, in refusing to hand over bin Laden and others there known or suspected to be in al Qaeda to the United States. Almost a month after the terrorist attack and weeks into fruitless, strained negotiations with the Taliban, President Bush appeared from the White House’s Treaty Room for a televised address. “On my orders the United States Military has begun strikes against al Qaeda terrorists training camps and military installations of the Taliban regime in Afghanistan,” Bush said. “These carefully targeted actions are designed to disrupt the use of Afghanistan as a terrorist base of operations and to attack the military capabilities of the Taliban regime.” Bush went on to emphasize that the U.S. regarded the Taliban as an enemy due to its support for al Qaeda, but the people of Afghanistan, and Muslims worldwide, to be friends. He promised humanitarian aid and development assistance to the Afghans alongside military strikes against al Qaeda and Taliban fighters. He also emphasized that terrorists disregarded borders and fighting them would be a global endeavor. “The name of today’s military operation is ‘Enduring Freedom,’” Bush said. Americans who didn’t know about the Navy SEALs soon did. “Really, 9/11 is what put SEALs in a spotlight whether they wanted it or not,” said Ryan.

Merchant Marine fulfills vital role in keeping freight traveling Mary Kemper STAFF WRITER

Our Navy keeps our oceans and our interests safe, and it’s a military service like others. Not as well known is the United States Merchant Marine, which, like the Navy, has been a feature of our national lives since the Revolutionary War. The Merchant Marine is a unique hybrid of civilian and military, overseen by the Department of Transportation. There is an academy for officers, as well as a marine engineer school, and graduates bear ranks similar to Navy officers. The Merchant Marine has always been one of the quieter services, but it really came into its own during World War II. During the darkest days of transatlantic shipping, millions of tons of freight — and thousands of lives — were lost to German U-boat submarines. Men knew they were taking enormous risks, but they did their duty anyway, and it’s believed that without them, the British population would have descended into starvation.

According to Wikipedia.org (sourced): “Merchant mariners move cargo and passengers between nations and within the United States, and operate and maintain deep-sea merchant ships, tugboats, towboats, ferries, dredges, excursion vessels, charter boats and other waterborne craft on the oceans, the Great Lakes, rivers, canals, harbors, and other waterways.” Serving in the Merchant Marine was pretty grim business as late as into the 20th century. Various laws have fundamentally changed the course of American merchant shipping. One of the most key of

these was the Seaman’s Act of 1915, which significantly improved working conditions for American Merchant Marine seamen. Among other things, the Act abolished the practice of imprisonment for seamen who deserted their ship; reduced the penalties for disobedience; regulated working hours both at sea and in port; and established minimum food quality standards; regulated the payment of wages; required specific levels of safety, particularly the provision of lifeboats. These laws put an end to common practices such as flogging and shanghaiing, and increased shipboard safety and living standards. The United States Merchant Marine is also governed by more than 25 international conventions to promote safety and prevent pollution. Each vessel maintaining a crew of Merchant Mariners operates privately and inde-

Nail-biting bouts Allied pugilists match skills at German boxing championship Sidney Sullivan

U.S. Army Garrison Bavaria’s Family and MWR program hosted a night of action-packed bouts in Vilseck, Germany, during its USAG Bavaria Boxing Invitational Championship on Aug. 14. With 36 competing service members representing installations across Germany, several rounds came down to the wire at the Rose Barracks Memorial Fitness Center. For more than 20 years, the garrison regularly hosted both invitational boxing events and higher level boxing championships; furthermore, the USAG Bavaria Boxing Team won the Installation Management Command-Europe Boxing Championships in 2019. So after

the pandemic caused a pause of events in 2020, competitors and spectators alike were thrilled to return to the ring. “It was an awesome evening of competition for our Soldiers, and a fun filled evening of entertainment for our community members,” said event director Serge Kearse of USAG Bavaria FMWR. “There was a great turnout from our competitors and spectators — way above our expectation! and one represented Ramstein Air Base.

Action hot and heavy Over the course of the evening, 18 bouts took place between active-duty service members. All boxed with great endurance and skill, but above all there was one standout competitor who won the Best Boxer Belt — Sgt. Sherman Buckley Jr. of the 493rd Petroleum Support Company, 18th Combat Sustainment Support Battalion, 16th Sustainment Brigade, 21st Theater Sustainment Command. “Just being in the ring felt like a dream, and all the supporter and people cheering made the experience so much sweeter,” said Buckley after winning the title. “I was honestly shocked and joyful at the same time. I’ve had so many guys I know win this title, and for me to win it was a blessing.” According to the new title holder, the experiences and lessons he learned while being a Solider helped him prepare for the championship. “Keep God first, stay focus and put in the work,” he said.

“Despite the time of day or the season — even when you’re tired and don’t feel like training — train anyway. Train hard, fight easy and accomplish your goals and dreams. They’re closer than you think. [You] just got to work for it.” Buckley is part of the Grafenwoehr Boxing Team. His boxing experience includes two years training for exercise and two years training formally. He continued training ever since the first COVID-19 lockdown occurred in 2020. “I would like to shout-out the Grafenwoehr Boxing Team, Coach Ivory Marshall, Coach Wright and Coach Ali,” said Buckley. “They are truly the best team in Germany. I wouldn’t have asked for a better team to be with.”

Honor Flight spreads its wings

Space Coast Honor Flight is marking Sept. 11 by resuming its Washington, D.C., tours for qualifying Veterans. “Then on 17 October and 7 November we’re going to do two more flights,” said Jim Hart, president of the hub. “Hub” is the designation for Honor Flight Network affiliates. Space Coast last flew Veterans in October of 2019. That was its 60th flight. The other hubs that serve the Veterans Voice coverage area are Southeast Florida Honor Flight and Honor Flight of Central Florida. Two hubs that have included Veterans from the Veterans Voice coverage area are First Coast Honor Flight and Villages Honor Flight. Southeast Florida Honor Flight is scheduled to resume taking Veterans to Washington, D.C., and surrounding area on Nov. 6. Honor Flight of Central Florida has opted to wait until 2022 before flying Veterans again. At its website Villages Honor Flight shows Oct. 20 for its next flight. First Coast Honor Flight shows Oct. 2. “The first Honor Flight in 16 months went on the (Aug. 17),” said Hart. “That was 112 Veterans from Chicago.” The SARS-CoV-2/COVID-19 pandemic curtailed Honor Flight hubs in March of 2020.

Florida hubs promote specialty plates Even as flights were grounded in 2020 the Florida Legislature approved a bill allowing the creation of Honor Flight specialty automobile tags. “We’re working with the state to get all the process finished on all the plates,” Hart said. The number of specialty automobile tags allowed under Florida law is 150. Because of that, Florida didn’t just start production of the Honor Flight plates and send them to tax collectors’ offices to sell. Promoters have to prove the public is supportive of Honor Flight tags. “Once we get 3,000 vouchers sold, then the state will work

on them,” Hart explained. The state has 10 Honor Flight hubs. They’ll share in the revenue raised by the tag sales. They’re also sharing in the work involved in coming up with a design. After the Department of Highway Safety and Motor Vehicles approves a design, notices will go out to tax collector’s offices that they can sell vouchers for the plates. If the Honor Flight plate fails to get the needed sales within 24 months, people will be able to use their vouchers towards getting available specialty plates, or request refunds. Hart said Space Coast Honor Flight will promote the specialty tags at its website, spacecoasthonorflight.org.

About Space Coast Honor Flight Nationally the Honor Flight Network started up in 2004 to take World War II Veterans to see the memorial belatedly built to honor them on the National Mall. Over the last 17 years the population of World War II Veterans drastically declined. Some local affiliates closed up when they ran out of enough local World War II Veterans to fill planes and buses. Others opened to taking younger Veterans. Space Coast is one of the latter. “The flight on Sept. 11 has

four World War II, three Korean War and the remainder are Vietnam Veterans,” said Hart. Honor Flight hubs handle tours differently. Some, such as Southeast Florida, do a couple flights a year with a lot of Veterans and volunteers. Others take smaller tours more frequently. Space Coast is among the latter. It flies monthly from March to October. “Between 2020 and 2021 we lost 11 flights,” Hart explained. That’s 275 Veterans who missed out on tours. Florida has 10 hubs, the most of any state besides New York which also has 10. It’s difficult to estimate how many Florida Veterans didn’t get to take Honor Flight tours in 2020, but it easily reaches into the thousands. Additionally, Space Coast, like other hubs, missed out on fundraisers. “We had a fundraiser called ‘Stars and Stripes’ set for Saturday, 15 March, 2020,” Hart said. Gov. Ron DeSantis declared a state of emergency throughout all Florida counties on March 13 last year. That fundraiser, like so many, had to cancel at the last minute. But — “The Stars and Stripes fundraiser that was canceled, we’re going to do it on 18 September at the American Muscle Car Museum,” said Hart.

World War II Veterans There’s no registry for World War II Veterans, and there are variations in how they’re counted. In general demographers from the Department of Veteran Affairs, the Census Bureau and others figure there are about 300,000. Estimates range, but about 250 to 300 die daily. Florida and California have the largest populations of World War II Veterans. The Florida Department of Veteran Affairs reports 31,000 live in the Sunshine State. Others’ estimates are about the same. The youngest Veterans who served before or on the day of the Japanese surrender — Sept. 2, 1945 — are 94. About 16 million served in uniform during World War II. Hart urged folks to volunteer at Space Coast Honor Flight. He said the biggest perk is getting to meet the Veterans. “Please reach out to us,” he said. “It’s the community that keeps us going.” He added, “You just don’t realize the amount of history these (Veterans) have, what they’ve experienced and seen.”

Congressional and military leaders disregarded her on that in the ‘40s. Congress and President Jimmy Carter belatedly gave the women in the WASP veterans status in 1977.

WAAC heads to Daytona Beach Storied educator and civil-rights activist Mary McLeod Bethune was central to getting the upstart WAAC moved into Daytona Beach. She’d started the Daytona Normal and Industrial School in the 1920s. It merged with Jacksonville’s Cookman Institute, and became Bethune-Cookman College, which remains one of Florida’s great schools. In 1936 Roosevelt made Bethune the director of the National Youth Administration’s Division of Negro Affairs. When the U.S. entered World War II Roosevelt needed public support. He needed public support from all quarters including among blacks whose patriotic service got them a lot of unjust treatment in and after World War I. Bethune agreed to help get black support for the war effort by accepting a position as special assistant to the Secretary of War for the WAAC. Bethune reportedly had one condition — Daytona Beach getting a WAAC basic training facility. Bethune was looking out for her beloved city. It wasn’t WAAC director Oveta Culp Hobby’s favorite idea. Author Mattie E. Treadwell wrote in the 1954 book “The Women’s Army Corps”— “It had been known since summer that a second WAAC training center would be required to meet the expansion program directed by the General Staff. The only site offered the WAAC was that of Daytona Beach, Florida, where it was proposed to train women in leased city buildings, rather than to dispossess the occupants of any established military post. It was also believed that the climate would prevent suffering from the current lack of winter clothing for women.

Investigation at Daytona Beach Director Hobby went into Daytona Beach obviously concerned about achieving and maintaining military discipline in a resort city where much of the women’s training would be public. Later in the book, Treadwell discusses how Daytona Beach became the site of the largest investigation in the WAC’s history. It didn’t help that even after agreeing to building what amounted to a small training camp the Army refused to add recreational facilities for the WAAC enlistees. “As a result, large numbers of recreation seeking Waacs descended on the city nightly, provoking much civilian resentment and some of the most serious allegations encountered by investigators,” Treadwell wrote. At first complaints were generally about the women taking up space at restaurants. They grew from there. “Rumors nevertheless grew more vicious. It was said that WAAC trainees drank too much; that they picked up men in streets

and bars; that they were registered with men in every hotel and auto court, or had sexual relations under trees and bushes in public parks; that there was a nearby military hospital filled to overflowing with maternity and venereal disease cases,” Treadwell wrote. “Finally, it was seriously stated that Waacs were touring in groups seizing and raping sailors and Coast Guardsmen.” What investigators found at Daytona was a lot of women Soldiers in extraordinary circumstances exercising military discipline almost inarguably better than their male counterparts at traditional bases. “Although the center had almost 10,000 trainees, the military police report for a typical Saturday night revealed a total of only 11 delinquencies: 2 kissing and embracing in public; 1 no hat on; 2 injured in auto accident; 1 without identification card; 1 walking with officer on street; 2 found intoxicated; 1 AWOL returned; 1 ‘retrieved from Halifax River in an intoxicated condition.’” The book adds, “The inspectors and the local authorities unanimously blamed the location and the lack of recreational facilities.” Most of the women, investigators concluded, had taken to staying in their rooms during off time, likely due to local resentment towards them, and there was a growing moral problem in the ranks because of it. “The Fourth Service Command inspector general recommended more recreation facilities so that trainees would not need to roam the city at night,” Treadwell wrote. “The military intelligence operative agreed: ‘It is the opinion of this officer that recreational facilities are inadequate.’” The Army did move all of the housing and training out of the downtown area, but the women never got their additional recreational facilities. It wasn’t long before the Daytona training was closed down. It seems like local opposition to the women trainees was likely one reason for the Army setting the WAC training in the much more remote Fort Ogelthorpe. The Army disbanded the WAC in 1978. The Soldiers were reassigned to traditional Army units.
