Second Seminole War and Florida Armed Occupation Act shaped the state’s future Patrick McCallister FOR VETERAN VOICE

In 1842, Dr. Frederick Weedon got himself 160 acres in what’s now St. Lucie County. The land was free, thanks to the Florida Armed Occupation Act, “An Act to provide for the armed occupation and settlement of the unsettled parts of the Peninsula of East Florida.” Weedon was apparently happy with the deal. “The place now occupied by me is where Ft. Pierce was and the land, which I want, fronts on Indian River or St. Lucie Sound, and extends from Ft. Pierce one quarter of a mile north and one quarter of a mile south of Ft. Pierce,” the St. Lucie Historical Society reports Weedon wrote. The Fort Pierce Weedon was talking about isn’t the city we know today. It was the abandoned Army fort that was built in 1838 — during the Second Seminole War — for which the city is named. Old Fort Pierce Park at 975 S. Indian River Drive is where the fort stood. Pretty much every place in Florida with “Fort” in its name was a military installation during the Second Seminole War. The largely forgotten war cast not only Florida’s future, but the nation’s, too. The Florida Division of Historical Resources has a free, 57-page online book that’s a good primer about the war — “Florida Seminole War Heritage Trail.” “Consider these statistics from the Second Seminole War: It was the longest of all the Indian wars, lasting almost seven years and forcibly removing over 3,000 Seminole from Florida,” the book reads. “It cost roughly $30 million, at a time when the annual federal budget was only about $25 million. During one campaign, half the entire U.S. Army was engaged in the war, aided by thousands of volunteers from as far away as Missouri.” The book continues — “The army’s top four generals all served in Florida, and all left with their reputations diminished. It was the only Indian war where the U.S.

Florida having many “Fort” cities, such as Fort Lauderdale, is rooted in the dozens of forts built during the Second Seminole War, which ended in August of 1842. Other cities kept the former forts’ names without the “Fort,” such as Maitland. At the end of the war Congress and the president established the Florida Armed Occupation Act to attract settlers “able to bear arms” against the Seminoles. The first to be awarded land under the act was Dr. Frederick Weedon in Fort Pierce.

Florida Armed Occupation Act Weedon, a one-time military officer, was the first person awarded land under the Florida Armed Occupation Act of 1842. He’s better remembered for reportedly removing — and at times displaying — Osceola’s head after the Seminole warrior’s death. There are historical disputes over details about that grisly affair, but Weedon shoulders some guilt in every account. The Florida Armed Occupation Act — passed by Congress and signed by the president in August of 1842 — signaled the end of the Second Semi-

nole War. Col. William Jenkins Worth, who was in command of the Army in Florida at the time, declared an end of hostilities on Aug. 14, 1842. Under the act, qualifying claimants who made the hurried filing deadline could receive 160 acres of unsettled land south of Palatka that was at least two miles from any active military facilities. Grantees had to clear and cultivate five acres, along with building a house, during their first year on the land. Oh, and they had to be “able to bear arms” against any aggression by the about 300 Seminole men Worth figured were left in the then U.S. territory. The act was aimed to get people to head to places such as Mosquito County, which is now 11 counties stretching from Volusia south to Palm Beach and westward to Lake and Polk. The Second Seminole War largely depopulated Mosquito County of civilians. Another apparent aim of the act’s author, Missouri’s Sen. Thomas Hart Benton, was to get enough population for Florida to qualify for statehood. Seems that worked. The act allowed for up to 200,000 acres to be granted. It was all gobbled up and then some. About 1,300 men, and at least one woman, applied for the land. That moved about 6,000 people to Florida, which became the 27th state on March 3, 1845. The act was arguably a template and segue for the Donation Land Claim Act of 1850 and Homestead Act of 1862.

Seminole wars start The Second Seminole War was a major national issue as it burned from 1835 to 1842. The history leading up the unpopular war was complex. First the Spanish held what we now count as Florida and then some westward to the Mississippi River. Then the British got it by treaty in 1763 following the Seven Years’ War. Then there was the Revolutionary War, which the Spanish used to angle back

Seminole wars hit close to home

Lake Woodruff is just about at the center of Volusia County’s western border. It’s part of the St. Johns River system, and is a popular spot for birders looking for its famous bald eagles. After all, that’s where the Lake Woodruff National Wildlife Refuge is. I’ve been out hiking at Lake Woodruff a number of times over the decades and have long wondered about the name. I was curious if the Woodruffs of Coca-Cola fame figured into it. The family, as I understand it, were philanthropic and outdoorsy. I’ve never looked for the answer, but finally got it. Today I found out the lake and wildlife refuge are named for a military family that lived in Mosquito County back when the entire modern-day Veteran Voice coverage area was part of it. A family that lost a son in the Second Seminole War — Henry Woodruff.

Provable history “It’s all verifiable,” historian Dan Friend told me. “The West Volusia Historical Society worked this up years ago. He’s the earliest known West Volusia hero from this area.” Friend — a veteran who taught history before retirement — has his hand in a few military history preservation and presentation projects. For one, he curates the military room at the DeLand Memorial Hospital Museum at 230 North Stone St. in Volusia’s county seat. For another he runs the West Volusia’s Military Heroes Facebook page. The public page features stories about and images of Volusia County residents who died in military service. He’s also involved in a World War II preservation project Veteran Voice will tell you about next week. Woodruff’s story is on that Facebook page. It’s also part of a West Volusia’s Military Heroes display currently at the Volusia County Historic Courthouse at 125 W. New York Ave. in DeLand.

Woodruff’s world

A stake in history

Maj. Joseph Woodruff bought about 2,000 acres in and moved his family to what’s now the western part of Volusia County in the 1820s, shortly after Florida became a U.S. territory. Henry was his nephew according to County of Volusia history narratives. It’s unclear when he moved to the modern Volusia County area — whether it was with Maj. Woodruff or later. Maj. Woodruff reportedly had poor relations with local Seminole from the start after he took a tyrannical attitude towards them. He died of yellow fever in the 1820s, and some of the family left. Orlando Rees, the likely namesake for Orlando, bought some of Woodruff’s land. Henry Woodruff stuck around.

On the day Henry turned 18, or moved to Florida, he was automatically part of the state militia. The Florida territorial legislative council passed its first law organizing the Florida militia in 1822. All free, able-bodied, white male ages 18 to 45 were part of the militia. They were required to have some basic military supplies in case they were called up to service and show up for drills. According to the State Library and Archives of Florida, few of the state militia units ever met for required drills or filed required reports. There were some volunteer units — they were allowed with a nod from the governor — that did better with having equipment, making drills and filing reports. The first of these volunteer militias that got the governor’s approval was the Florida

Rangers established in St. Augustine in 1826. Others sprang up and got serious about equipment and drills as tensions between settlers and local Seminole intensified through the late 1820s. In 1830 Congress passed the infamous and cruel Indian Removal Act, so war became inevitable.

Second Seminole War starts In 1832, the federal government put forward a treaty that promised the Seminoles lands west of the Mississippi River if they’d leave Florida voluntarily. Many did, and others were forcibly removed. The largest population of Seminoles is in Oklahoma to this day. Several chiefs claimed they’d

Remember the Maine! U.S. victorious as brief Spanish-American War comes to end Mary Kemper STAFF WRITER

It only lasted 10 weeks — but by the time an armistice was signed on this Aug. 12, 1898, the Spanish-American War profoundly changed the futures of both the U.S. and Spain. The war had its origins in the rebellion against Spanish rule that began in Cuba in 1895. The repressive measures that Spain took to suppress the guerrilla war, such as herding Cuba’s rural population into disease-ridden garrison towns, were graphically portrayed in U.S. newspapers and enflamed public opinion. (“Yellow journalism” reached its peak during the years 1895-1898, which sought to sell more newspapers by exaggerating events such as those leading up to the war. “Remember the Maine! To hell with Spain!” shouted the headlines before the war.)

The sinking of the Maine In January 1898, violence in Havana led U.S. authorities to order the battleship USS Maine to the city’s port to protect American citizens. On Feb. 15, a massive explosion of unknown origin sank the Maine in the Havana harbor, killing 260 of the 400 American crewmembers aboard. An official U.S. Naval Court of Inquiry ruled in March, without much evidence, that the ship was blown up by a mine but did not directly place the blame on Spain. Much of Congress and a majority of the American public expressed little doubt that Spain was responsible, and called for a declaration of war. However, according to Wikipedia (sourced): “[S]ome U.S. Navy officers disagreed with the court, suggesting that the ship’s magazines had been ignited by a spontaneous fire in a coal bunker. The coal used in Maine was bituminous, which is known for releasing firedamp, a mixture of gases composed primarily of flam-

mable methane that is prone to spontaneous explosions. An investigation by Admiral Hyman Rickover in 1974 agreed with the coal fire hypothesis. The cause of her sinking remains a subject of debate.” In April, the U.S. Congress prepared for war, adopting joint congressional resolutions demanding a Spanish withdrawal from Cuba and authorizing President William McKinley to use force. On April 23, President McKinley asked for 125,000 volunteers to fight against Spain. The next day, Spain issued a declaration of war. The United States declared war on April 25.

Destruction of Spanish fleet On May 1, the U.S. Asiatic Squadron under Commodore George Dewey destroyed the Spanish Pacific fleet at Manila Bay in the first battle of the Spanish-American War. Dewey’s decisive victory cleared the way for the U.S. occupation of Manila in August and the eventual transfer of the Philippines from Spanish to American control. On the other side of the world, a Spanish fleet docked in Cuba’s Santiago harbor in May after racing across the Atlantic from Spain. A superior U.S. naval force arrived soon afterward and blockaded the

harbor entrance. In June, the U.S. Army Fifth Corps landed in Cuba with the aim of marching to Santiago and launching a coordinated land and sea assault on the Spanish stronghold. Included among the U.S. ground troops were the Theodore Roosevelt-led “Rough Riders,” a collection of Western cowboys and Eastern blue-bloods officially known as the First U.S. Voluntary Cavalry. On July 1, the Americans won the Battle of San Juan Hill, and the next day they began a siege of Santiago. On July 3, the Spanish fleet was destroyed off Santiago by U.S. warships under Admiral William Sampson, and on July 17 the Spanish surrendered the city — and thus Cuba — to the Americans. In Puerto Rico, Spanish forces likewise crumbled in the face of superior U.S. forces, and on Aug. 12 an armistice was signed between Spain and the United States. On Dec. 10, the Treaty of Paris officially ended the Spanish-American War.

Aftermath The once-proud Spanish empire was virtually dissolved, and the United States gained its first overseas territories, paving the way for what some called its own “empire.” Puerto Rico and Guam were ceded to the United States, the Phil-

ippines were bought for $20 million, and Cuba became a U.S. protectorate.

The loss of its territories was a national trauma for Spain, causing what was known as the “Generation of ‘98” to influence culture more inward toward the mother country. Philippine insurgents who fought against Spanish rule during the war immediately turned their guns against the new occupiers, and 10 times more U.S. troops died suppressing the Philippines than in defeating Spain.

The seasonally adjusted national unemployment rate for Veterans was 3.9 percent in July, down from 4.8 percent the prior month. This is the first time unemployment among Veterans has been less than 4 percent since February of 2020. The March 2020 Veterans’ unemployment rate was less than 4, but the pandemic struck hard in the middle of data collection for that month, so the numbers are unreliable. The last time Veterans seasonally adjusted unemployment was 3.9 percent was August of 2018. The July seasonally adjusted unemployment rate among non-Veterans was 5.4 percent, which was down from 5.9 percent in June. Taken together, the overall national unemployment rate was 5.4 percent. Veterans make up about 7 percent

been forced to sign treaty documents at proverbial and arguably literal gunpoint, an assertion some U.S. military officers corroborated. The Senate ignored the corroborated complaints and ratified the questionable treaty in 1834. President Andrew Jackson told disagreeable Seminoles he was going to enforce it with arms. The Seminoles had history with Andrew Jackson going back to his invasion of Spanish Florida in 1818. The governmental coercion and Seminole’s resistance turned into war in December of 1835. On Dec. 23., 1835, Maj. Francis L. Dade left Fort Brooke, Tampa, for Fort King, Ocala, with two companies, 110 soldiers. A large group of Seminoles shadowed the soldiers for five days. Dade reportedly drop his caution after a couple days, because he believed the Seminoles wouldn’t attack. His army had passed logical places for the Seminoles to have sprung an ambush if they wanted. What Dade didn’t know is the Seminoles passed on the chances to attack for an unexpected reason. They were awaiting Billy Powell. History better remembers him as Osceola, a fighter born of Creek, Scottish and African warrior heritages. Turned out he was busy killing the man responsible to remove the Seminoles,

The Bureau of Labor Statistics released the monthly jobs report on Aug. 6. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Overall not seasonally adjusted Veterans employment Veterans, all cohorts taken together, had a not seasonally adjusted unemployment rate of 4 percent in July, down from 4.8 percent in June. The Veterans labor force participation rate dropped from 47.8 percent to 48.5 percent from June to July. The non-Veterans’ labor force participation rate rose from 64.3 to 64.5 percent in the same timeframe. The non-Veteran not seasonally adjusted unemployment rate was 5.6 percent.

Veterans employment by cohorts

numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 2.9 percent, not seasonally adjusted unemployment rate in July compared to the Veteran men having 4.1 percent. Non-Veteran women had a 5.7 percent not seasonally adjusted unemployment rate in June, whereas their male counterparts had 5.6. The youngest cohort of Veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 4.1 percent, which was down from 5.2 percent the prior month. Most know this group as “Post 9-11” and most in it are, in demographer parlance, millennials, although some Gen-Z Veterans are trickling into the cohort. The men in this cohort were at 4.1 percent unemployment. The women 2.9 percent. The bureau’s Gulf War-era I Veterans, generally Gen-Xers with some millennials, had a July unemployment rate at 4.1 percent. The men were at 4.3 percent. The women 2.9. The BLS classes together Vietnam-era to World War II-era Veterans. Obviously there are likely only a few World War

On Dec. 28, 1835, the Seminoles made their assault near what is now Bushnell as Dade and his men passed through palmetto brush. Details of the day-long battle are scant, but we know the Seminoles got and kept the upper hand. The Seminoles only left three soldiers living. Only one made it to Fort Brooke to give a report. He died days later.

was also named Joseph Woodruff. Some historical records indicate he went to St. Augustine to summon troops from Fort Marion, which was previously and is now known as Castillo de San Marcos. The Seminoles engaged in a burnt-earth campaign to drive out settlers. They destroyed sugar mills in modern De Leon Springs, New Smyrna Beach, and Port Orange, among others just around modern Volusia County. Among the plantations they destroyed in 1836 were two owned by the Woodruffs. Friend laments little is known about the Florida militiaman who died early in the war. “The only thing I can talk about is how (Henry Woodruff) died,” Friend said. Woodruff was likely among the first Florida militiamen to die in the Second Seminole War. Heck, if the Christmas 1835 date is correct for his date of death, he might have been the first. He, sadly, wasn’t the last. The Florida Division of Historical Resources reports— “Losses included nearly 1,500 men in the army, almost 150 in the navy, and uncounted hundreds of volunteers, militiamen, and civilians, with the vast majority of the fatalities due to disease, rather than combat. Hundreds of Seminole died during the conflict, either at the hands of soldiers or from malnutrition and disease.” At one point, about half of the Army was in Florida for the Second Seminole War according to the state’s history division.

About 80 miles away Henry Woodruff was about 80 miles away from where Chief Micanopy attacked Dade’s troops. But war appears to have found him early on. Friend wrote a memorial article about Woodruff. “On Christmas Day, 1835, Henry Woodruff was killed and scalped riding between what was then known as Spring Garden and Volusia by a group of Seminoles,” Friend narrated. “At least one person saw the event and alerted the others in the area. Everybody in the area immediately went into the somewhat fortified trading posts for quite some time…as the first on the scene of Woodruff’s death were a group of men led by Colonel Butler on March 19, 1836…78 days later. They eventually gave poor Woodruff’s bones a decent burial.” Some accounts put Woodruff’s death into 1836. That witness Friend mentioned might have been Henry’s brother who
