The DAV urged creation of rapid-response employment assistance programs for the Department of Veteran Affairs when economic crises emerge.

The Department of Veteran Affairs should have crises employment programs ready to activate the moment there’re major economic downturns. That’s what the Disabled American Veterans told Congress. On Wednesday, May 26, Jeremy Villanueva, assistant national legislative director, testified at a hearing of the House Committee on Veterans’ Affairs Subcommittee on Economic Opportunity. “VA should anticipate these needs and have programs that are ready for Veterans when the next economic crisis occurs, so they do not need to wait for congressional action to create or revive programs to help,” Villanueva told the subcommittee during a virtual hearing. “The average Veteran does not have the time to wait when they’re struggling to put food on the table and a roof over their head. The VA should have permanent programs in place so they’re able to react quickly when there are future economic downturns.”

Rep. Mike Levin The subcommittee chairman, Rep. Mike Levin, opened the meeting by the numbers. “In 2020 the unemployment rate for Veterans rose to a height of 11.7 percent,” he said. “Remember, it was down to (3.5) percent pre-pandemic. As of April 2021, it sits at approximately 5.3 percent. So that’s good. We still have a long way to go, and it continues to fluctuate month to month.” Levin noted a stark number, too. He said an estimated 30,000 women Veterans have left the workforce likely for the foreseeable future. Employment experts generally agree that the longer workers are out of the labor force, the more difficult it is for them to re-enter it.

Rep. Barry Moore The ranking member, Rep. Barry Moore, also opened his comments by the numbers. “In April 2020, the overall Veteran unemployment rate was 11.7 percent, but the non-Veteran unemployment rate was higher at 14.8 percent,” he noted. But, Moore wasn’t being sunshine and lollipops about the reality of the Veterans’ compared to overall employment. He said another number bedevils Veterans and non-Veterans looking for work. “In April 2021 the Brookings Institution released a concerning statistic that one third of the jobs lost during the COVID-19 pandemic will be lost permanently,” he said.

Jeremy Villanueva Villanueva, one of seven panelists for the “Veteran Employment Amid the COVID-19 Pandemic” hearing, said the sudden 2020 job losses was made especially painful by the fact that efforts to help Veterans since the Great Recession had borne fruit. “When 2019 came to a close, the Veteran unemployment rate was the best it has been since the Great Recession, dropping to a low of 2.9 per-

cent,” he said. However, Villanueva said lurking in the good times of 2019 was the fact the remarkable employment gains still left out a number of younger Veterans and Veterans with disabilities. When the SARSCoV-2/COVID-19 pandemic came knocking, those Veterans were hit especially hard. “Mr. chairman, many Veterans who are out of work and looking to find a means to supporting themselves and their families fall into a group that has either lost or used their eligibility for educational and employment programs through the VA,” he explained. “For these Veterans, there are few options available.”

Veterans Rapid Retraining Assistance Program In his opening statements, Levin highlighted the Veterans Rapid Retraining Assistance Program authorized by the American Rescue Plan Act of 2021. The program has up to 12 months of job training for Veterans — along with a monthly housing allowance — who lost employment due to the pandemic. It’s open to qualifying Veterans 22 to 66 years old. The program will be open to applications until Dec.

11, 2022, or until the $386 million funding limit or 17,250 participant limits are reached. Villanueva said that’s all good, but something like the VRRAP should have been on the VA’s proverbial shelf to be activated immediately in March of 2020, when the pandemic job losses started. “DAV strongly supported creation of the Veterans Rapid Retraining Assistance Program,” he told the subcommittee. “However, this program only started accepting applications in May almost 14 months into the pandemic. Initial reports show a high demand with over 3,600 being submitted this month.” Villanueva added, “We fear that the resources available will quickly be exhausted and Veterans will be made to wait while an expansion of the program is passed into law.” In his written testimony, Villanueva said future economic crises are foreseeable and it’s time Congress gave the VA more ability to readmit qualifying Veterans into employment programs they’ve previously used, and to create programs it can activate when crises strike. “The VA should have programs in the wings for these events instead of waiting on reactionary legislation,” reads his written testimony.

In the final moments of Florida’s 60-day law-making session, the legislature gave the proposed Honor Flight specialty license plate a nod. “We just need to get (Gov. Ron DeSantis’) approval, and we can move forward,” said Kathy Sreenan, public affairs coordinator for the Southeast Florida Honor Flight hub. DeSantis, a Navy Veteran, will most likely approve the bill that includes creation of the Honor Flight and a few other specialty license plates. The legislation also limits to 150 the number of specialty license plates that can exist. “As far as we know, Florida’s the only state that’ll have an Honor Flight (specialty) plate,” Sreenan said.

Sales first, tags later Florida won’t just start production of the Honor Flight plates and send them to tax collectors’ offices to sell. “We need 3,000 (voucher sales) before we can go into production,” explained Sreenan. After the governor signs the legislation and the Department of Highway Safety and Motor Vehicles approves a design, notices will go out to tax collector’s offices that they can

sell vouchers for the plates. If the Honor Flight plate fails to get the needed sales within 24 months, people will be able to use the voucher payments towards getting available specialty plates, or request refunds. Sreenan said folks can watch the Honor Flight hub’s website for updates on voucher sales. That’s at www.honorflightsefl. org.

Proceeds distributed to hubs Florida has an unusually high number of Honor Flight hubs. A “hub” is a local affiliate of the national Honor Flight Network. “There are 10 hubs involved in this,” Sreenan said. New York and Florida have the greatest number of Honor Flight hubs according to the Honor Flight Network’s website. Both have 10. The Florida hubs are now working for a final design to submit to the state highway department. Once the department approves the design and county tax collectors sell enough plates for production, a portion of the annual use fees from the sales will be distributed evenly to the state’s hubs. They may use up to 10 percent of those proceeds to promote additional sales. Hubs in the Veteran Voice coverage area are: Honor

Flight Central Florida; Space Coast Honor Flight; and Southeast Florida. Two hubs that sometimes take Volusia County Veterans are Villages Honor Flight and First Coast Honor Flight. Villages Honor Flight is the only hub that departs and returns to an airport in the Veterans Voice coverage area: the Orlando-Sanford International Airport in Sanford.

Southeast Florida Honor Flight The Honor Flight Network started up in 2004 to take World War II Veterans to see the memorial belatedly built to honor them on the National Mall. Over the last 17 years the population of World War II Veterans drastically declined. Some local affiliates closed up when they ran out of local World War II Veterans. Others simply opened to taking younger Veterans. Southeast Florida is one of the latter. The local hub started in 2008 and took its inaugural flight in 2009. It does four flights a year. Southeast Florida will have flown almost 3,200 Veterans to Washington, D.C. Additionally, the Southeast Florida Honor Flight was selected to take 60 World War II Veterans to the National D-Day Memorial in Bedford, Va., in 2014 for ceremonies marking 70 years since Operation Overlord. Those Veterans

also visited Washington, D.C. on the same trip. The hub has flown about 2,300 World War II Veterans. Some of them served in Korea and Vietnam, too. In 2015 the hub started taking Korean War Veterans. So far it’s taken about 700 of them. Again, some of them also served in Vietnam. In 2018 the hub started taking Vietnam Veterans, although it’d taken two in 2016 because of their health. So far Southeast Florida Honor Flight has taken about 150 Vietnam Veterans.

Mission interrupted Those numbers were as of fall of 2019. The SARS-CoV-2/ COVID-19 pandemic stopped flights for a while. “We cancelled all of 2020 and the spring flights this year,” Sreenan said. The hub is hopeful it’ll be able to do two flights this fall. Honor Flight Network and the hub have pending decisions to determine if those flights can happen. If they happen, all Veterans and volunteers on the flights will have to have COVID-19 vaccinations. The waiting list for Veterans to fly on Southeast Florida Honor Flight is 500. “All of the hubs are chomping at the bit to fly,” Sreenan said. “They’re excited to get back to honoring the Veterans.”

If you ask the average American about Pvt. Bowe Bergdahl, a soldier having been held captive by the Taliban for nearly 5 years, you’ll probably get one of two responses: One, he was a misunderstood young man who got caught up in a situation he didn’t fully understand, or two, he knew what he was doing and went ahead anyway. On May 31, 2014, he was released, in exchange for five high-value Taliban prisoners. It still rankles with Veterans to this day. “Traitor,” said an email to this author. “Never should have worn the uniform,” said another. Whether, or how, Bergdahl was released remains controversial. As of today, it is still in litigation.

Put up or shut up All Soldiers know, from the moment they sign on the dotted line, that they will not ever willingly disavow their values to the enemy. Pvt. Bergdahl knew this, when he enlisted in 2006. Notably, when he enlisted in the Army, he had already been rejected by the U.S. Coast Guard as unsuitable for enlistment. By nearly all published accounts, he decided to go “walk about,” to use the Australian slang. He kept his compass. He had a plan. When he was captured, it was easy. He was a so-called “free spirit.” A product of the “new” America. He was just looking for “rapport.” Not exactly what recruiters had in mind. So, what exactly were recruiters looking for?

You can’t blame the recruiting command for these types

slipping through the cracks. They are tasked with un-livable quotas. Instead, why not make sure it is well understood that once you sign on to serve, you actually serve? Hard to do. In our world of today, only one percent serves. We are a nation of nearly 320 million, of which fewer than 1 percent serve. If we are to prevent the Bergdahls among us from presenting problems, let’s be aware.

Strong men and true Armies throughout history, dating back at least to the Romans, need men who are physically strong, and who have personal values that attach to their country. Why else serve? The true core of whom to recruit was these. If they had members who waffled on their values, they would be quickly snuffed out in battle. In our own country’s history, this was true. Those who served, lived or died by their service, regardless of their beliefs. So, what happened with Bergdahl? Some argue that as an American, he was still a patriot. This was disputed by a fellow Soldier. According to Wikipedia.com (sourced): “In 2008, Bergdahl enlisted in the United States Army and graduated from the Infantry School at Fort Benning, Georgia. He was then assigned to the 1st Battalion, 501st Infantry Regiment, 4th Brigade Combat Team, 25th Infantry Division, based at Fort Richardson, Alaska. “According to a fellow soldier, Specialist Jason Fry,

Purple Heart health Seminole trail educates hikers and bikers about Purple Heart history Its parks and recreation department produced a promotional brochure that boasts — “In honor of our wounded Veterans, Cross Seminole Trail is the first in the nation to be designated as a Purple Heart Trail.” I haven’t dug hard into the search, but the Cross Seminole Trail might be the only MUT designated as a Purple Heart Trail in the nation. I didn’t find any others.

I just love coming across cool stuff. A couple days ago I came across cool stuff in Seminole County, and I immediately had a good idea about the back story. A little bit of internet sleuthing buttressed my initial take — it probably was Ed Burford what done it. OK, I should explain. I’m talking about Seminole County’s Purple Heart Trail.

Purple Heart Trail program

Cross Seminole Trail If you’re a cycling or urban hiking enthusiast, you know about MUTs, multiuse trails that cut through rural and urban areas. There’s a 28-mile mixed urban/rural trail stretching from State Road 426 in Bertha north through Oviedo then cutting northwest to Lake Monroe Wayside Park on U.S. Highway 17. It’s legal and common name is the Cross Seminole Trail. So named because it takes one across Seminole County from its southern to northern boundaries. The trail also connects to Orange County’s Cady Way Trail and Volusia’s Spring to Spring trails at its ends. The other day my brother loaned me his Jeep and I headed to the Orange County Orlando Magic Recreation Center in Goldenrood — the trailhead with parking at the Cross Seminole’s southern end. I launched north on my Cannondale, quickly slipped from Orange to Seminole counties, and soon came across an unexpected sign — Purple Heart Trail. The sign had text, so I stopped and read it.

Purple Heart Trail The sign read— “This trail is dedicated to our nation’s combat wounded heroes. As you travel these paths, consider that others have paid a high price for your freedom. “The Purple Heart medal is specifically a combat decoration, awarded to members of the U.S. Armed Forces for wounds suffered from an instrument of war in the hands of an armed enemy. To soldiers who are killed or who die of wounds suffered in action, the medal is awarded posthumously by presentation to the next of kin. “The Purple Heart is this country’s oldest military decoration, created by General George Washington in 1782 as the Badge of Military Merit and made of purple cloth. The decoration was revived in the form of a medal by General Douglas MacArthur in 1932. It is made in the shape of a rich purple heart bordered

with gold, with a bust of Washington in the center and the Washington coat-ofarms at the top.”

The back story I got home and jumped on the internet. I pulled up my favorite search engine and typed “Cross Seminole Purple Heart.” What I found out is the Seminole County Board of County Commissioners designated the Cross Seminole Trail as a Purple Heart Trail in June of 2010. The General Bob Betts Memorial Chapter, 400, of the Military Order of the Purple Heart, Orlando, provided the signage. At the time the Cross Seminole Trail was 14 miles and the chapter invested about $3,000 in the project. I’ve found signs from Bertha to Sanford, so I’m guessing the chapter has purchased, cared for and replaced more signs over the last 11 years as the trail has grown. Seminole County is obviously proud of the Purple Heart Trail designation.

The Military Order of the Purple Heart started the Purple Heart Trail program in the early 1990s. The designations of Purple Heart cities, counties and states is a part of that program, too. Florida is, by the way, a designated Purple Heart State. Most, maybe all other, Purple Heart Trails are roadways. For example, U.S. Highway 192 from the Brevard’s county line east to State Road A1A is a Purple Heart Trail. State Road 710 from the Martin County line east to U.S. Highway 1 is also a Purple Heart Trail. I haven’t seen the related signs, but I’m guessing most motorists whiz by them taking little if any notice. Motorists certainly aren’t going to stop to read 150word explanations about the Purple Heart like hikers and bikers on Seminole’s Purple Heart Trail will. Oh, speaking about Purple Heart counties and cities, Seminole County is a designated Purple Heart County. So are Martin, St. Lucie, Indian River and Volusia counties. I’m perplexed why I don’t see Brevard on the Military Order of the Purple Heart’s online list of Purple Heart Counties. It might be an obsolete or incomplete list.

Ed Burford So, let me tell you about my friend Ed Burford. He came onboard to run Seminole’s Veterans services back around 2009. At the time I was working government and public relations for a Veterans service organization’s Central Florida chapter. One day a deep-voiced bundle of smiles bounded into the office saying, “Howdy, I’m Ed Burford. I’m the new county Veterans service officer and wanted to say ‘hi.’” Instant friend who over the years conscripted me to announce at numerous Sanford Veterans Day parades. Ed retired last year, and I miss talking to him regularly. Ed’s helped Veteran Voice with countless stories.
