Veterans Florida is hosting a virtual expo on June 24. Florida veterans are urged to attend, but if all goes as hoped they’d join service members and veterans from all over the country. “It’s a nationwide event, because we want to retain military talent in the state, but we also want to attract talent to Florida upon their separation from service,” said Joe Marino, executive director. “The number one driver as to why we started this event was to break through the noise — there are so many perceptions about Florida. Unless you were stationed here, you might not know the whole story.” The virtual expo will kick off at 10 a.m. Registration is at www.veteransfloridaexpo.org.

Veterans Florida To understand the annual Veterans Florida expo, it’s important to know that the state legislature and governor’s mansion have a longstanding policy of attracting veterans to return or move to, or remain in, Florida when they separate from the service. Up to about a decade ago Florida had the fourth largest population of veterans in the United States. With about 1.5 million veterans, Florida’s moved to the third largest veterans population behind California and Texas. “I absolutely believe we can become the number one destination for transitioning military members and veterans,” Marino said. “I think Florida can overtake them in the veteran population for sure.” The Florida Legislature created Veterans Florida — a direct services organization within the Florida Department of Veterans Affairs — during its 2014 session. Along with being tasked to attract veterans to stay in or move to Florida, it’s also responsible to create programs to encourage their employment and entrepre-

SkillBridge Marino said the newest tool the legislature has given Veterans Florida is passage of HB 435 during this year’s 60-day session. The bill, which is awaiting the governor’s signature at press time, makes Veterans Florida the state’s assistance organization to the Department of Defense’s SkillBridge program. “One of the biggest economic, workforce development bills to come out (of the legislative session) was the SkillBridge bill,” Marino said. “Florida is the first state to codify into law that the SkillBridge program is so important that Veterans Florida is going to take the initiative and spread awareness of it throughout the state.” Servicemembers who request to participate in the SkillBridge program can, if approved, work for select

employers in apprenticeships and internships for up to 180 days. They receive military pay during that time. Sparton Corporation in Volusia County, is one of the SkillBridge participating employers. Brevard Public Schools is another with its Veterans to Teachers Program. Northrop Grumman in Melbourne, too, participates in the SkillBridge program. The aim is to help members of the military mentally transition to civilian workplaces as they exit the service. Assuming the governor signs the bill, which is most likely, Veterans Florida will serve as a hub between employers and servicemembers and advertise the SkillBridge program to both.

Agriculture and entrepreneurship Marino said longtime resident veterans will have lots to learn about at the virtual expo. “They’re going to get exposed

to a lot of new information,” Marino said. “We have a special program in agriculture. A lot of folks don’t know that’s an opportunity seeking veterans.” The Veterans Florida Agriculture Program is a six-month training fellowship with the University of Florida Institute of Food and Agricultural Sciences extension offices. The participating veterans receive $15 an hour stipends through a federal Department of Agriculture grant. The Veterans Florida Entrepreneurship Program works with state universities to give veterans online and in-person training, mentorship and other helps for starting or expanding businesses. The expo speakers will cover some of those programs, and there’ll be a job fair. “There’re also experts talking about franchising and business acquisitions,” Marino said. “Experts on quality of life and careers.” He added, “There’ll be plenty of information and speakers and employers at the job fair portion for folks to gain information and participate.”

“Florida man” Marino said resident participants at the expo, too, help Veterans Florida put the state’s best foot forward. “Florida really is a lot more than what people know about it and think about it,” he explained. “We’re a counter to ‘Florida man.’ ‘Florida Man’ is a major competitor.” “Florida man,” of course, being a reference to the commonplace josh about “Florida man” headlines — stories about men in the state doing baffling things usually while committing crimes. Of course, whether the societal ribbing is meant in good fun or not, it creates negative stereotypes about Floridians. “This is a once-a-year opportunity to tell Florida’s story tailored to military members and their spouses,” said Marino. “It’s our one chance a year to explain everything there is to know about Florida.”

Reader objects to characterization of Afghanistan withdrawal To the Editor: I am an 84-year-old subscriber and also a military Veteran of service in the U.S. Navy as an enlisted man and in the U.S. Air Force as an officer and pilot. I dedicated nearly all of my healthy, productive life — 26 years — in service to my country in both peacetime and combat. I write you to express my surprise and serious disappointment with your choice of pictures and words in your cover story of our departure, finally, after 20 years of combat in Afghanistan. Of all the people and background you could have used to tell the departure story, Joe Biden is probably the least deserving of recognition. If for no other reason, he is merely following-up (as a departure from his mostly un-doing) what our prior President had set in motion through effective negotiation and concern. As a matter of fact, Biden actually extended the target date for final departure from 1 May to 11 September in order to add some Biden drama to the occasion. I hope you will find and publish the names of GI’s killed in Afghanistan during these four and a half months Biden delayed for “historical” reasons. He should be recognized for the fact that he delayed the already programmed departure of our troops by nearly five months so that it coincided with the 9/11 attack on our country. He couldn’t care less about the added

Letter to the EDITOR exposure and danger to the several thousand troops whose departure he delayed .... yet you portray him as some sort of hero with a picture of his “private” visit to a GI cemetery and the “WE’RE OUT” as if he was the architect of the departure. I request and hope you will “walk back” the undeserved publicity this edition gave this political actor — if for no other reason than respect for me and the thousands of vets like me who were exposed to your publication but know the truth. On this May 20, in 1970, the “Battle of Hamburger Hill” took place. The Americans who fought there cynically dubbed Hill 937 “Hamburger Hill” because the battle and its high casualty rate reminded them of a meat grinder. Located one mile east of the Laotian border, Hill 937 was ordered taken as part of Operation Apache Snow, a mission intended to limit enemy infiltration from Laos that threatened Hue to the northeast and Danang to the southeast. On May 10, following air and artillery strikes, a U.S.-led infantry force launched its first assault on the North Vietnamese stronghold but suffered a high proportion of casualties and fell back. Ten more infantry assaults came during the next 10 days, but Hill 937’s North Vietnamese defenders did not give up their fortified position until May 20. Almost 100 Americans were killed and more than 400 wounded in taking the hill, amounting to a shocking 70 percent casualty rate. The same day that Hamburger Hill was finally captured, Sen. Edward Kennedy of Massachusetts called the operation “senseless and irresponsible,” and attacked the military tactics of

President Richard Nixon’s administration. His speech before the Senate was seen as part of a growing public outcry over the U.S. military policy in Vietnam. U.S. military command had ordered Hill 937 taken primarily as a diversionary tactic, and on May 28 it was abandoned. This led to further outrage in America over what seemed a senseless loss of American lives. North Vietnamese forces eventually returned and re-fortified their original position. According to history.com: “Hamburger Hill” was the scene of an intense and controversial battle during the Vietnam War. Known to military planners as Hill 937 (a reference to its height in meters), the solitary peak is located in the dense jungles of the A Shau Valley of Vietnam, about a mile from the border with Laos. The Vietnamese referred to the hill as Dong Ap Bia (or Ap Bia Mountain, “the mountain of the crouching beast”). Though the hill had no real tactical significance, taking the hill was part of Operation Apache Snow, a U.S. military sweep of the A Shau Valley. The purpose of the operation was to cut off North Vietnamese infiltration from Laos and enemy threats to the cities of Hue and Da Nang. “101st Airborne Division Attacks Under the leadership of General Melvin Zais, commanding general of the 101st

Airborne Division, paratroopers engaged a North Vietnamese regiment on the slopes of Ap Bia Mountain on May 10, 1969. Entrenched in well-prepared fighting positions, the North Vietnamese 29th Regiment repulsed the initial American assault, and after suffering a high number of casualties, U.S. forces fell back.” And according to hullingermarine.blogspot.com: Hill 327 had two clubs, one for junior enlisted and one for Sergeants and above. We would drink $.25 beers and watch a John Wayne war flick outside the club overlooking the Valley. Real firefights would spring up on either side of the screen so you could watch the movie or the real fire fight. Tracer rounds would race across the rice paddies. Puff the Magic Dragon, a large slow airplane with impressive fire power would come on to the scene and pulverize the bad guys. The guns on Puff fired so fast that it was a continuous sound. Sometimes bombing strikes and artillery would add to the mix. “Occasionally some poor NVA would be caught out in the open below our Hill. Helicopter gunships and fixed wing aircraft would swoop in and fire on these luckless individuals.” The story of Hill 937 may never be told. The Soldiers who fought and died there will never be fully known.

The Florida Legislature appropriated $245,000 to the Florida Veterans Foundation in the 2021 state budget. The legislature created the foundation during the 2008 legislative session. It’s a not-for-profit the legislature created to assist the Florida Department of Veterans Affairs.

“When the foundation first started, I think they gave the foundation three years of (specialty license plate) money, then that disappeared,” said Bob Asztalos, chairman of the foundation. “I think it’s a fair statement this is the first appropriation from the legislature for the foundation.” At press time Gov. Ron DeSantis hasn’t signed the budget. The Florida governor has line-item veto power, so can nix specific appropriations the legislature approves while signing off on the overall budget. DeSantis is a Navy veteran.

Florida Veterans Foundation Veterans in Crisis Emergency Fund Rep. Fiona McFarland, who’s serving in the Navy Reserve, filed the nonrecurring funding request from the state’s general budget, HB 2559, the Florida Veterans Foundation Veterans in Crisis Emergency Fund. She’s a freshman member of the Florida House of Representatives. “The money’s divided two ways,” Asztalos said. “First $200,000 is for direct services for those veterans — fix the car, pay the rent, help with medical bills.” He later continued, “There’s $45,000 to hire a veteran social-worker type person who can spend time with the veterans on the phone to get to understand their needs, so we can help them.” That position will be called “caseworker.” Asztalos said the legislation doesn’t specify that the caseworker be a military veteran. However— “Now, as a matter of process, we’re going to hire a veteran,” he explained. “You need a veteran answering the phone. It

will be a veteran.” The funding is specifically to help veterans adversely affected by the SARS-CoV-2/ COVID-19 pandemic and related economic downturn. “The main message here is even though COVID is starting to pull back in society, we still have veterans out there suffering from it,” said Asztalos. “It’s important we continue our efforts supporting these veterans while COVID, and its effects, are still out there.”

Safety net Asztalos said the $245,000 will go to the Florida Department of Veteran Affairs, which will oversee its transference to and use by the foundation. The foundation will work with county veterans service offices and the American Legion Department of Florida’s PROJECT: VetRelief. “A veteran comes to us, what we would do is we would partner with local resources,” Asztalos explained. “Our first step is to ask (veterans), ‘Have you talked to your (county veterans service office)? Have you talked to local resources?’” Asztalos said the caseworker will be equipped to give veterans numbers. “If that doesn’t solve their issue, they can come back to us,” he said. “We’re the safety net. We’re there when the rest of the system can’t help them.”

so with faith in Floridians to donate to it. Because of tight resources, the foundation does a lot of leveraging. For example, doing massive outreaches to educate veterans about getting to the county veteran services officers to find out what benefits they may have coming. The logic being that if a veteran is getting her or his earned benefits, she or he may not face urgent economic crises and need help in the future. Additionally, the tiny foundation staff will sometimes use their credibility to negotiate for veterans in crisis — say talking to landlords on veterans’ behalf about forgiving some past due rent rather than going through costly evictions. That’s not a formal function of the foundation, but is done on occasion. Asztalos hopes the caseworker the appropriation pays for, if

approved by the governor, will be able to do that sort of intervention work, too. The foundation does get some funding from sales of certain veteran- and military-themed specialty license plates — such as the Gadsden flag license plate Floridians may pre-order now. It also gets some cash and in-kind donations. For example, last year the foundation started its Veterans Ride Program with an allocation of 1,000 trips donated by Uber through the federal VA. The state’s 2021 fiscal year starts on July 1. The Veterans in Crisis Emergency Fund, again if approved by the governor, will become available sometime after that. The foundation will have to hire the caseworker first. The foundation is online at www.helpflvets.org.
