KOREAN WAR MAY FINALLY END Patrick McCallister FOR VETERAN VOICE

The president of South Korea, Moon Jae-in, recently announced that there might finally be an end to the Korean War. At least the South Korean president suggested that’s so during a state visit to Australia. On Dec. 13, Canberra time, Moon said through a translator at a press conference — “And Australia has also supported the end-of-war declaration proposal by the Korean government and the relevant parties to this declaration. It would be the United States, China, and Republic of Korea and North Korea. And I believe, in principle, everybody agrees to the declaration.” That got the attention of the international press, although a Veteran Voice scan of South Korean online media indicates it was of less interest to them. The Korean press focused on Moon’s trade negotiations with Australia. Of course, North Korea has long been where diplomatic progress goes to die. At the press conference Moon went on to say North Korea is setting preconditions based on U.S. policies to joining talks. He emphasized, too, that getting an “end-of-war declaration is not the ultimate objective.” Getting nukes off and normalizing life on the Korean Peninsula are.

Korean Armistice Agreement Yes, the Korean Armistice Agreement stopped the shooting war in July of 1953. And, really, it’s a wonder the thin armistice has, mostly, kept the uneasy peace for 68 years. South Korea never signed it. North Korea has repeatedly said it’s no longer bound by the armistice due, it claims, to actions by the U.S. Both nations have repeatedly accused the other of violating the armistice. There was also the Korean DMZ Conflict, sometimes called the Second Koran War, from October of 1966 to December of 1969. And the now thermonuclear-armed

North Korea often antagonizes the whole Earth with provocative moves at diplomatically sensitive moments. Yet, somehow, through all that, the armistice has held and the 1,000-square-kilometer Korean Demilitarized Zone that forms the border between North and South Korea is a glaciated remnant of the Cold War that refuses to thaw. The maintenance of peace is almost certainly owed entirely to the United States Forces Korea — about 28,000 U.S. servicemembers in South Korea.

The Forgotten War Yes, Korea is best remembered as The Forgotten War. At least, it’s The Forgotten War in the United States. In the Republic of Korea, the Korean War is often called 6-25, Yooki-o, much like we call the 2001 terrorist attacks 9/11. On June 25, 1950, about 135,000 soldiers in the North Korean People’s Army lunged southward over the famed 38th parallel in an overwhelming blitz. By June 28, the Democratic People’s Republic of Korea’s military was in Seoul, the capital of South Korea. There had, of course, been a lot of back story that included the Soviet Union and newly minted communist People’s Republic of China leading up

to the June 25 invasion. Many historians hold that the North Korean despot Kim Il-sung defied and angered his communist allies, which started the nation toward its famed isolation. The United Nations Security Council quickly met and issued Resolution 82 condemning the attack. The Soviet Union was absent due to a boycott on the United Nations at the time. Two days later the Security Council passed Resolution 83 recommending that United Nations’ member states aid South Korea. On July 5 that year, the U.S. military engaged the North Koreans. The 24th Infantry Division’s Task Force Smith deployed from Japan and met the enemy near Osan. Things didn’t go well at first. By September the American troops were gaining ground against the North Koreans. By October, it was the North Korean capital, Pyongyang, that was captured. What happened next will be hotly debated by military historians forever. Gen. Douglas MacArthur, the Army’s commander of Far East Command, made a series of decisions that likely extended the war by making China feel threatened. Rightly or wrongly feeling provoked, China entered the war. The military tides on the Korean Peninsula moved back in forth until the ceasefire was

signed in July, 1953. Interestingly, a factor that likely prolonged the war was the desire of the North and South to unify the peninsula — but each wanting it under their governments. China and South Korea normalized relations in the 1990s, and, of course, the Soviet Union collapsed, too. North Korea was out of apparent allies. But it’s run more akin to an insular, doomsday cult than a country, so it’s resisted any lasting change. The Korean War is historic for numerous reasons. It was the first in which the United Nations played a role. Sixteen countries sent troops and 40 military supplies to aid South Korea. The U.S. supplied about 90 percent of the combat troops. Korea was also the first war zone in which jet fighters engaged each other. There were other firsts, too. How many U.S. servicemembers died defending South Korea from 1950 to 1953 is debated because of admitted Pentagon clerical errors. The VA reports 33,739 battle deaths; 2,835 other deaths in theater; and 17,672 deaths in service not in theater. The Florida Korean War Memorial at Cascade Park, Tallahassee, has the names of 588 Floridians who died in the Korean War.

Moon Jae-in The Office of the Prime Minister of Australia’s transcript of Moon’s comments at the press conference show he sees a peace declaration as only a step toward dismantling a long-hated state of affairs for one people divided by two nations. “In this, what I’d like to say is that the end of war declaration has to do with ending the Armistice regime, which is quite unstable, and (has been) for the past 70 years…And another thing is that this is going to be help us start negotiations for denuclearization and the peace [inaudible] in the Korean Peninsula.” There are about 1 million Korean War-era Veterans. The Florida Department of Veteran Affairs reports that 92,000 live in the Sunshine State, the largest number of any state.

The December 1 holiday tree lighting at Indian River Colony Club in Viera helped make the season bright for residents — and local Veterans in need. Most members of the 55+ golf community are military Veterans, and collectively, they embody the community motto of “service to those who served.” At the tree lighting, members had an opportunity to purchase ornaments for the 14-foot tree in front of the At Ease Club, the private community’s dining facility. The activity raised $1,161 for Space Coast Chapter 123 of the DAV (Disabled American Veterans) charity, with a check presented to Past Commander, Bill Benagh, on December 11th. The monies will be used to assist local Veterans. IRCC members are known for their ongoing practice of donating to an assortment of Veterans causes and charities. The ornament sale for the DAV was organized by Thomas Shonkwiler, the Club Manager for Indian River Colony Club. “I am so proud of our membership at Indian River Colony Club,” said Shonkwiler, who manages all kitchen, wait and bar staff for the golf community. “It is activities such as these that make it great to be a part of this community of military Veterans; allowing me to serve those who have served.” The good work won’t end with the DAV donation. After the holidays, the club plans to donate the ornaments to the Brevard Achievement Center, to provide

an activity for special needs participants to repaint for decoration or sale. The Indian River Colony Club community of nearly 800 homes is a dedicated supporter of Veterans causes. In 2019,

Viera’s very first neighborhood, Indian River Colony Club is known as “The Place Patriots Call Home.” A haven for military Veterans, the par-72 private golf course community has a patriotic culture and country club amenities for active adults aged 55 and over. Residents have dedicated their lives to military service and continue their efforts in retirement, with a host of ongoing efforts for the betterment of Brevard County Veterans and the regional military community. Secretary of Veteran Affairs Denis McDonough said the VA is hopping. The leader of the Department of Veteran Affairs appeared at a Dec. 1 Senate Committee on Veterans Affairs hearing — “An End-of-Year Look at the State of the VA.” “The state of VA is we’re now providing more care, more services, and more benefits to more Veterans than ever before,” he said at the hearing. “And we’re doing it by driving toward four fundamental principles: advocacy; access; outcomes and excellence.” His written testimony put numbers to that. “Last year, Veterans received more than 33 million visits in the community — a record high and about a third of all care VA provides,” reads the testimony. “Through our facilities, we provided over 78 million visits, also the highest on record, and with more telehealth and in-home options than ever before.”

Opening statement In his opening statement McDonough said the SARS-

CoV-2/COVID-19 pandemic has been especially challenging for the VA. “And the work (VA employees have) done during the pandemic has not only helped us respond to COVID, but forged us into a stronger, better department for our nation’s Veterans,” he said. “We’ve seen more patients via direct and, I underscore, community care, processed more claims, and held more benefits hearings than in any previous year of VA’s history. We’ve massively ramped up telehealth and tele-appeals, allowing us to meet vets where they want, when they want in unprecedented ways.” McDonough’s written testimony states that on Oct. 30 the VA had 612,504 claims it was processing. Of those 259,636 were pending for 125 or more days — what’s counted as backlog. The VA cleared 3,600 of those backlogged claims in November. McDonough projected to have the claims backlog down to 100,000 or fewer by April of 2024. Additionally, McDonough said, the VA is prioritizing, as it long has, reducing and eliminating two of the most publicized Veterans issues. “Two important outcomes are

addressing Veteran suicide and Veteran homelessness — two phrases that simply should not exist in the English language,” said McDonough. He later added, “On preventing Veteran suicide — we’ve held more telehealth sessions than ever before, massively ramped up our lethal-means safety efforts, and reached out to every single Veteran in our network to let them know that they are not alone. Especially in the aftermath of Afghanistan.” On homelessness, he said — “We’re making progress in Los Angeles where there are more homeless vets than anywhere else in America, therefore building momentum toward housing every one of the more than 40,000 homeless vets in the country.”

Ranking member questions Sen. Jerry Moran, the committee’s ranking Republican, asked McDonough about same-day mental health services. “Recently you were interviewed on a number of news programs and you had indicated that if a Veteran is in need of urgent mental health services the VA will provide

that Veteran with a same-day mental health appointment,” said Moran. He added, “Is that correct, and could you walk me, the committee, through how that process works?” McDonough said there’s a difference between emergency and urgent care needs. He said emergencies are handled right away. “But, if you come to us through the Veteran Crisis Line, you come to us through an emergency department, or you happen to manifest somewhere else — in a CBOC, a community outpatient clinic, or in one of our hospitals — we can get you there,” the secretary said. Moran followed up with additional questions. McDonough explained improving technology is helping the VA get to Veterans in crisis. “What happens is, a Veteran calls into the Veterans Crisis Line, suicidal ideation,” he said. “We can locate where he is and during the time of that communication can then be in touch with the emergency department where he is closest to. To get him them linked up to the emergency department. So, the technology has advanced to such a degree that it allows us to do that.”

World War I. It was beyond brutality. It was brutality with new technology, the whole point of which was to inflict even better brutality. A whole generation of young men, eager to prove themselves, for love of family, state, country — blasted to bits by big guns, on a scale not seen since the Civil War. Cowering in the muddy earthen trenches. Rats stealing your food, lice infesting your clothes, a couple of days off if you were lucky. We weren’t ready for this. We were young men from factories and farms, ranches, mines. We were men who went to synagogue and church, who believed in our families and thinking the whole world was on the same page. Worth fighting for, sure. Families are families. Tomorrow we will go to work and get married, and our children will be beautiful. So when War broke out, we must go and do our part to stop it now, and stop it forever. Until we had to go and actually do it. Then we learned what brutality really was. It changed us. It broke us. It broke the world. But before this happened to us, our ancestral brethren just like us were learning the same thing — the hard way.

Background World War I broke out in August of 1914. It was a European thing, brought about by a series of twisty agreements among the royalties, therefore the countries, of Europe. So and So, the ruler of ThisandThat country, had a pact with his third cousin, the Grand Duke of ThatandThis country. Each swore to protect the interests of each other — especially in a time of industrial development and might, such that “my” country should be better than “yours”, and “I will prove it.” Even the grandson of England’s Queen Victoria, Kaiser Wilhelm of Germany, believed he could beat all the other

rulers of Europe — his cousins — in any kind of conflict. Fifth-cousin Joe Blow, the Archduke of the Austrio-Hungarian Empire, was shot, along with his wife. Bang — it must be a fight to the death. Basically, that was World War I in a nutshell, as most historians agree. We can’t imagine that now. But that is how things were.

You must go to War Meanwhile, there was us, the Americans, the New World, not chained to the old ties of monarch rule. Right? We knew all about war and how terrible it was. We had gone through Civil War just a couple of generations earlier, complete with terrible technology that made butchery so much more efficient. But we were men who were proud of what we had earned, here. If only the whole world could get rid of the despots of Europe, or at least bring them to heel, they could have the good life we had. Right? Of course, right. So when we finally admitted we needed to go help our brethren, we went. In our millions. We were right. The despots were wrong. Unfortunately,

the young men under the despots’ thumb were convinced they were right, too. Slugging each other in the ugliest brawl of history, we wanted to go help our brothers. Before we could, they were learning just how ugly a brawl could get. We saved them from it, but they had already learned a bitter lesson.

Homesickness The Guns of August had blasted in 1914 after the death of Archduke Franz Ferdinand and his wife in Sarajevo. By Christmas, everyone had begun to realize how ugly a war could get. Not the least, the young men of England, Scotland, Ireland, Canada, Germany, all of the homelands. Trenches had formed. You stank, your clothes stank, you were infested with bugs, the skin of your feet peeled off painfully. You got diarrhea, you caught typhoid. You saddled up anyway, rifle clean, uniform straight. You didn’t stick your head up too far above the earthen wall, lest Jerry use it for target practice. This was only months after the Guns of August. By Christmas, your heart was sick with longing for home.

Your Mum was hanging decorations on the walls and on the tree. Everyone was wrapping presents and making cookies. All of the stuff you took for granted. Jerry was thinking of this, too.

Silent Night, Heilige Nacht Believe it or not, in the earliest days of the War, truces were not unheard of. According to Wikipedia (sourced): “The truces were not unique to the Christmas period and reflected a mood of “live and let live”, where infantry close together would stop fighting and fraternize, engaging in conversation or bartering for cigarettes. In some sectors, there were occasional ceasefires to allow soldiers to go between the lines and recover wounded or dead comrades.” So the Christmas Truce was not a complete surprise. Still, though, the fact that enemy combatants fraternized on such a scale as they did — in a time and place of such butchery — was astonishing.

State parks bill passes first committee

Legislation to admit Veterans, servicemembers free gets unanimous nod Patrick McCallister FOR VETERAN VOICE

A bill that’d open the gates of state parks to Florida Veterans is out of the gates. The Florida Senate Committee on Veterans Affairs recently gave unanimous nod to SB 232. “Yesterday I passed out of committee a bill giving Veterans and servicemembers free admission to state parks,” said State Sen. Gayle Harrell in a telephone interview. Harrell, a Republican, represents St. Lucie and Martin counties. Democrat State Sen. Audrey Gibson co-introduced the bill. Both are members of the Florida Senate’s Veterans affairs committee. Gibson represents part of the Jacksonville area. The Florida Legislature’s 2022 session will be Jan. 11 to March 11.

Committee stops The Nov. 30 pre-session hearing was the first of six committee stops for SB 232 and its Florida House companion, HB 115. The House version is awaiting its first hearing, which will be in the Local Administration & Veterans Affairs Sub-

committee. From there the House version will have stops in the Agriculture & Natural Resource Appropriations Subcommittee and the State Affairs Committee. The Senate version has additional stops in the Environment and Natural Resources and Appropriations committees. During the 2021 legislative session the almost identical bill passed the State Senate, but not the House. Rep. Joseph “Joe” Casello, a Democrat representing part of Palm Beach County, introduced the current House version. Co-introducers were representatives Sam Killebrew, Polk, and Daisey Morales, Orange. They’re, respectively, a Republican and a Democrat.

What the bill would do If passed by the legislature and signed by Gov. Ron DeSantis, the bill would make “certain entrance passes for specified military members and Veterans at no charge.” At the hearing, Harrell said the bill would help get Veterans out to Florida state parks. “This is one more little thing, especially given the pandemic, to make sure that our Veterans have access to our state parks,” she said. “And I think there’s a renewal of interest in this type of recreation. More so than ever before, because of the pandemic.” For now the Florida Department of Environmental Protection gives servicemembers, including reservists and National Guard members, and Veterans a 25 percent discount on annual passes to

the state parks and recreational facilities. Veterans with service-connected disabilities, along with surviving spouses and parents of servicemembers who died in service, are eligible for free, lifetime passes. Information about that is at www. FloridaStateParks.org. “We do have, currently, a 25 percent discount, but this ups it to 100 percent and would allow (Veterans) to access our beautiful state parks and enjoy the beauty of nature,” Harrell told the committee. At the hearing Harrell emphasized the bill applies only to Veterans who live in the Sunshine State. “So this is just Florida residents,” she said. “We would encourage all those Veterans to move on down.” Coincidentally, the National Park Service now allows all Veterans and Gold Star families free admission to the about 2,000 federal recreational facilities. That change started in 2020. Canaveral National Seashore, which straddles Brevard and Volusia counties, is among the federal parks free to Veterans. Details are available at www.nps.gov.

Editor’s note: The proposed Sevilla’s Law isn’t a Veterans bill. However, Veteran Voice came across it while covering the Florida Legislature and believed our readers would be interested in the topic. Palm City’s Laury and Steve Sullivan found out the hard way Florida doesn’t much regulate pet cremation. “I just met with (Rep. Brian Mast’s) office,” said Laury Sullivan in a telephone interview. “I want to take Sevilla’s Law national. So many veterans have service dogs they’re dependent on. To have something happen like what happened to us, it could be devastating to their health. That’s one of the reasons we thought of going national and going to Brian Mast.” Mast is a catastrophically injured Operation Enduring Freedom – Afghanistan veteran. His congressional district includes St. Lucie and Martin counties. For now the Sullivans are hoping to get their proposed consumer protection bill — Sevilla’s Law — in the Sunshine State. State Senator Gayle Harrell and State Rep. David Silvers have taken up the cause in the Florida Legislature. They’ve introduced SB 416 and HB 833 to bring greater accountability to businesses that provide pet cremation. At press time HB 833 has received no committee hearings. The Florida Senate’s agriculture committee voted it favorably, and it’s moved to judiciary.

It has one more committee stop in the Senate after that.

Sevilla and Croix Years ago, the Sullivans found two kittens whose mother had died. The kittens were about two weeks old. The couple adopted the littermates who needed extraordinary care at first, naming them Croix and Sevilla. Both cats developed the same cancer later in life and died weeks apart in 2019. Sevilla was the first. “We contracted a private cremation and wanted to see her one last time,” Sullivan said. “We wanted to be present for the cremation.” The Sullivans didn’t get to attend the cremation. It was done before they arrived. The story only worsened from there. The couple got skeptical the cremains they had were Sevilla’s. They sent a portion to the University of Florida for testing. The lab couldn’t positively determine whether the ashes were of a cat. “To this day, we still don’t know what happened,” said Sullivan. The story is at www.sevillaslaw.com. The Sullivans are in litigation with the cremation provider. The Sullivans contacted the state’s Division of Funeral, Cemetery, and Consumer Services. Turned out that the division has no hand in pet cremation. Harrell told Veteran Voice that besides having to meet some air-quality regulations, pet cremation providers are unregulated. It’s caveat emptor.

A sort of unarranged and quite unauthorized but perfectly understood and scrupulously observed truce exists between us and our friends in front. The funny thing is it only seems to exist in this part of the battle line – on our right and left we can all hear them firing away as cheerfully as ever. “The thing started last night – a bitter cold night, with white frost – soon after dusk when the Germans started shouting ‘Merry Christmas, Englishmen’ to us. Of course our fellows shouted back and presently large numbers of both sides had left their trenches, unarmed, and met in the debatable, shot-riddled, no man’s land between the lines. Here the agreement – all on their own – came to be made that we should not fire at each other until after midnight tonight. “The men were all fraternizing in the middle (we naturally did not allow them too close to our line) and swapped cigarettes and lies in the utmost good fellowship. Not a shot was fired all night.” In Churchill’s words, it was not the beginning of the end, but the end of the beginning.

Going forward Why do we remember the Christmas Truce? “War is all hell,” as the Union Civil War Gen. William T. Sherman said. Why it never has stopped, and why we must defend against it, are questions we can’t answer, but still must ask. At the bottom of it all, the Christmas Truce was young men who understood that their enemy were also young men like themselves, longing for the same things at a time when family got together and celebrated a holy holiday. Such a thing will not happen in modern warfare again. We have taken holy holidays into account, the culture around it, only to beat ourselves against a wall. Still, using weapons judiciously, we have tried to make a better world — the same as our World War I young Soldiers, Marines, Sailors, Airmen, Merchant Mariners and Coast Guardsmen. That the world hasn’t learned some lessons is not our fault. You don’t see us giving up. That is the lesson of World War I and the Christmas Truce.
