Top cop talks to Florida Senate’s military and Veterans committee School threat reporting app seen as innovative way to help prevent tragedies Patrick McCallister FOR VETERAN VOICE

pmccallister@veteranvoiceweekly.com

One of Florida’s top cops talked to the Florida Senate Committee on Military and Veterans Affairs, Space and Domestic Security. More talking, he said, is needed for better domestic security. Sheriff Bob Gualtieri, Pinellas County, chairs the Marjory Stoneman Douglas High School Public Safety Commission, which was formed after Nikolas Cruz fatally attacked students and faculty at the Parkland High School on Feb. 14, 2018. Gualtieri spoke to the committee at a pre-session Nov. 2 hearing. People have varying descriptors for the mass killing at MSD High ranging from “school shooting” to “domestic terrorism.” Each descriptor carries different concepts of the shooter’s motives and thus appropriate societal responses. What all agree on is Cruz had an extensive history with area mental-health services. “That guy got more mental-health services than anybody I’ve ever seen,” Gualtieri told the committee. “He was being treated by Henderson Behavioral Health, the community-based provider in Broward County. He was getting school-based services. He was getting private services. He was getting services from

everybody that can provide mental-health services. But, they weren’t talking to each other. There was no care coordination.” Cruz was charged with the killings of 17 — three faculty members and 14 students — at his former school. Additionally, 17 survived his gunfire. He was charged for those attempted murders, too. He’s pled guilty to the charges. There will be a sentencing trial in January.

Fortify Florida Gualtieri highlighted to the committee that one of the things the state established after the MSD High shooting is the Fortify Florida app, FortifyFL. That was created by the

Marjory Stoneman Douglas High School Public Safety Act of 2018. The app, which is available for Apple and Google, allows people to anonymously report possible threats to public, charter and private schools through their phones and computers. Earlier this year Annie White, assistant special agent at the Florida Department of Law Enforcement, reported to the school public safety commission there’ve been about 12,000 tips since the app launched in October of 2018. Many of the received messages are not school-safety related, so don’t require law-enforcement investigation, or are unintelligible. Recently three students in Missouri made threats on social media of violence against

an unspecified “Central High School.” Floridians spotted and reported that threat through FortifyFL, and possibly other apps. The St. Lucie County Sheriff’s Office acted on the tips to better secure Central High School in Fort Pierce, although the department released a statement saying it was acting from an abundance of caution, not on specific information that school was in danger. FortifyFL isn’t the only school-threat reporting app, and some districts have their own. However, FortifyFL does connect users with 294 Florida law-enforcement agencies. It’s online at www.getfortifyfl. com.

FDVA talks to State Senate about Governor’s Challenge Ambitious and doable goal: Suicide prevention training for all him to get specific help.

Patrick McCallister FOR VETERAN VOICE

Some helpful numbers

pmccallister@veteranvoiceweekly.com

The state Veterans’ department’s suicide prevention and research specialist told a Florida Senate committee the Governor’s Challenge Team is rolling out its biggest project yet — training for all. “One of our newest initiatives that I’m really excited to highlight is the statewide Veteran suicide prevention training that the Governor’s Challenge is launching the week before Veterans Day,” Lauren Stentz said to the committee. Stentz was talking to the Florida Senate’s Committee on Military and Veterans Affairs, Space, and Domestic Security at its Nov. 2 pre-session meeting. She was talking about the Watch Stander Training, an online program to help all Floridians learn how to look for signs and offer help to Veterans who may be considering death by suicide. Veteran Voice hasn’t seen the link yet, but when the program is available it should be at www.SaveFLVets.org. Veteran Voice will review the program when available and report on it. Stay tuned.

Enlisting everybody Stentz described the Watch Stander Training to the senators. “We want to bring individuals, every Floridian, into the fold of Veteran suicide prevention by offering a free 30-minute online training that is going to increase an individual’s military cultural competence and knowledge surrounding the unique experience of being a Veteran to educate the viewer on red flags for suicide risk,” she said. “And it’s going to cover where to refer a Veteran if they are struggling or if they’re in crisis.” Continued Stentz — “We’re approaching this in

the same way as CPR. We want everyone to have this knowledge. So, the more individuals in Florida who are able to recognize the red flags for suicide risk and then point the Veteran in the right direction, the stronger our safety net here in Florida will be for our Veterans.” In 2019, the last year for which data is available, 553 Veterans died by suicide in Florida. Stentz said that’s statistically the same as the nationwide average for 2019. Of course, the Governor’s Challenge and others are working to bring down that number. “The individual training has four main components,” Stentz said. “The training introduction — you will recognize the individual who presents that is (Gen. James Hartsell, the current executive director of the Florida Department of Veteran Affairs). Fifteen things Veterans want you to know,

which is a Veteran-generated list of all the misconceptions or little-known facts that Veterans do wish that we as civilians or the general public were aware of. “Next. The VA’s S.A.V.E. training, which is the golden standard, VA-developed suicide-prevention training. And it’s in that module the individuals really start to learn the red flags for suicide risk. And lastly there’s a resource guide and pledge that individuals can sign and print a certificate.” S.A.V.E. stands for: Signs; Ask; Validate; Encourage. The federal Department of Veteran Affairs suicide-preventing training program emphasizes looking for specific signs of suicidal ideation and motivation, asking a person directly if she or he is considering death by suicide, reassuringly listening to her or his responses, and encouraging her or

Florida Veterans along with their family, friends and advocates have a few resources to seek immediate help during crises. One is the Florida Veterans Support Line at 1-844-MyFLVet (693-5838). That is a statewide 211-type number answered by Florida Veterans. In addition to being equipped to help Veterans find mental-health support, it can assist with referrals to help with emergency financial needs. Veterans experiencing any mental-health crisis can also call the Department of Veteran Affairs’ Veterans Crisis Line at (800) 273-8255, extension 1. Veterans can also contact the crisis line by texting 838255, or by visiting www.VeteransCrisisLine.net. Friends and family members can also call the Veterans Crisis Line if they’re concerned about a Veteran. Those in St. Lucie and Martin counties can call New Horizons of the Treasure Coast and Okeechobee’s crisis mobile response team at (772) 468-3909 for telephone or in-person services. Callers can keep anonymity. If a Veteran — or anyone — seems to be immediate danger of harming her- or himself, call 911 and stay with the person. Be prepared to give first responders succinct information about the person’s mental-health history, current stressors, and any behavioral patterns that can seem threatening when they’re not, such as exaggerated hand gestures when stressed.

Hartsell urges funding Veterans' Care Coordination Program Patrick McCallister FOR VETERAN VOICE

James “Hammer” Hartsell — executive director of the Florida Department of Veterans Affairs — urged the State Senate to keep the dollars going to the Veterans’ Care Coordination Program. Hartsell spoke at a pre-session meeting of the State Senate’s Committee on Military and Veteran Affairs, Space, and Domestic Security on Nov. 2. “In FY 2020, so fiscal year 2020, through their Florida Veterans Support Line that they manage and support…the Crisis Center of Tampa Bay aided 26,178 Veterans,” said Hartsell at the meeting.

Florida Veterans’ Care Coordination Program Last legislative session, 2021, the Florida Legislature created the Florida Veterans’ Care Coordination Program. The legislation directs the state’s Veterans Affairs department to contract with a service pro-

vider and oversee the Florida Veterans Support Line, 1-844-MyFLVet. In practice that meant keeping the Crisis Center of Tampa Bay in the business of taking Florida Veterans’ 211-style calls to speak to fellow Florida Veterans. The center launched a pilot 211-style Veterans assistance line in 2014. At first it was, with grant funding, statewide. Then the grants ran out, and the center pared down the program to covering Pasco, Pinellas, Polk and Manatee counties. It sought financial help to go statewide again for years. Last legislative session Sen. Gayle Harrell — who represents St. Lucie and Martin counties — sponsored a bill to create the Florida Veterans’ Care Coordination Program to help the Florida Veterans Support Line stay statewide. The Crisis Center of Tampa Bay had previously gotten funding to go statewide again from the federal Department of Veteran Affairs’ Sunshine Healthcare Network — which is also known as the Veterans Integrated Service Network 8, VISN 8. It also got concurrent

state grants. “Currently the Florida Veterans’ Care Coordination Program’s intent and its needs are being met by the Crisis Center of Tampa Bay through a contract it has with the Department of Children and Families through a Substance Abuse and Mental Health Services Administration, or SAMHSA, as I like to call it, grant — $1 million they get annually,” Hartsell said to the committee. “This grant is also matched by VISN 8, the U.S. VA’s VISN 8, with another $1 million for a total of $2 million a year that goes to DCF to help Crisis Center of Tampa Bay and all of our 211 call centers.” The Florida Veterans Support Line is operated statewide through the state’s various 211 systems. “DCF is requesting this grant to be continued in their FY 2223 (legislative budget request), and we at FDVA are working with VISN 8 to secure their commitment to continue their support of the Crisis Center of Tampa Bay and it’s absolutely amazing work that it does to help our Florida Veterans and

their families who are dealing with life stressors, life crises,” added Hartsell.

Florida Veterans Support Line saves lives Hartsell said there’s reason to believe the Florida Veterans Support Line has literally saved lives. Hartsell said the line’s taken many emergency calls — “1,047 which were Veterans who were expressing suicidal or lethality ideations. If they didn’t have that call center, over 1,000 Veterans would not have been able to talk to someone about what they were going to do to themselves.” The Florida Veterans Support Line is online at www. myflvet.com. It’s separate from the federal VA’s Veterans Crisis Line, (800) 273-8255. That one is online at www. Veteranscrisisline.net. The federal VA’s Veterans Crisis Line presumably heard from other Veterans with suicidal or self-injurious ideation during the time 1,047 called the state number. Some might have called both.

6 Tips On How To Get The Edge Off From Your Anxieties And Fears than thinking about your problems. Your friends will make you laugh and help you to relax.

By Stan Popovich FOR VETERAN VOICE

Do you ever feel that you're overwhelmed with anxiety and your mind is overrun with fearful and negative thoughts? If so, it can be very challenging in getting relief from your current situation. As a result, here are six tips on how to quickly relieve your nerves and clear your head from your current anxieties.

5. Exercise: The best way to get rid of your anxieties is to do some kind of physical activity such as taking a brisk walk or a short run. Exercise is a great way to help relieve your tension and to get your anxieties under control.

1. Take deep breaths: A person should take some deep breaths to help feel better and to get rid of some of the excessive fear and anxiety. There are many kinds of mindfulness activities a person can learn to follow with the help of a mental health counselor. 2. Don’t dwell on your thoughts: A person must not dwell or focus on their thoughts when they become anxious. The more a person tries to reason out their thoughts the longer their anxieties will last. Read some positive statements from your favorite self-help book to help overcome your negative thoughts when you get stressed out. In addition, a person should visualize a red stop sign in their mind when they encounter a fearful thought. When the negative thought comes, a person should think of a red stop sign that serves as a reminder to stop focusing on that thought and to think of something else. A person can then try to think of something positive to replace the negative thought. 3. Get all of the facts of the situation: Gathering the facts of a certain event can prevent us from relying on exaggerated and fearful assumptions. By focusing on the facts, a person can rely on what is reality and what is not.

Stan Popovich

While the consequences of a particular fear may seem real, there are usually other factors that cannot be anticipated and can affect the results of any situation. We may be ninety-nine percent correct in predicting the future, but all it takes is for that one percent to make a world of difference. 4. Do something you enjoy: Doing something that you like to do is another way to get rid of your anxieties. You will also increase your chances of meeting other people. As a result, you will feel better and you will get a fresh perspective on things. In addition, spending time with your friends is a great way to relieve your stresses. Talking to your friends will help you to focus on other things rather

6. Consider your options: You may feel lost and confused, but the answers to your specific problems are out there. The first thing to do is to calm down. Once you start thinking clearly, the next step is to consider what you should do next to get rid of your anxieties. You have the opportunity to change course and find another way of doing things that will help get rid of your current fears and anxieties. The key is to look at the bigger picture. Stan Popovich is a Penn State graduate and the nationally known anxiety author of “A Layman’s Guide to Managing Fear”— an easy-to-read overcoming anxiety book that’s helped thousands of people to confidently manage their persistent fears and anxieties.
