Governor’s team ready to help Veterans at suicide risk — are you a Watch Stander?

The Florida Governor’s Challenge Team wants 10,000 Floridians trained to help spot and respond to Veterans at risk for dying by suicide. In October Veteran Voice told readers about the Watch Stander training the Florida Department of Veteran Affairs and Florida Governor’s Challenge Team were then planning to place online free. It’s now up and ready at www.thefirewatch.org/ watch-standers. The training videos were produced by The Northeast Florida Fire Watch Council with material from the Department of Veteran Affairs and PsychArmor Institute. The training portal has a live chat option to help folks navigate it.

Introduction video The Watch Stander training program is split between two to three videos. Participants select the training videos they’ll watch based on registering as “active duty military or military Veteran,” “Veteran champion (civilian),” or “Veteran safe place (business/organization).” Participants can request certificates and wallet cards upon training completion. James “Hammer” Hartsell, the state’s Veterans department executive director, narrates the introductory video, which is about four minutes long. “Over 6,000 U.S. Veterans take their own lives each year,” Hartsell says in the video. “Including more than 500 right here in Florida. This tragedy covers all age groups, all demographics, and all services.” He goes on, “Every Floridian — Veteran, non-Veteran — is an important member of our state’s team. That is why you are here.”

reaching Veterans long before they’re at risk for forming, or at risk for acting on, suicidal ideation. “The Fire Watch is a Florida non-profit founded on the belief that if we can help Veterans find community resources they need before considering hurting themselves, then we can reduce — even potentially end — Veteran suicide in Florida’s communities,” he explains. “That’s what the Watch Stander suicide prevention training program is all about.” The Northeast Florida Fire Watch Council is a multi-jurisdictional government not for profit created in 2019 by Nassau, Baker, Clay, and St. Johns counties along with the City of Jacksonville, which is consolidated with Duval County.

10,000 Watch Standers Hartsell explains that the Florida Governor’s Challenge Team aims to get the training deep into communities among a wide swath of volunteers. “We are working to train 10,000 community members,” he says. “Community members like you to stand vigilant to the concerns of our Veter-

ans and watch out for suicide risk red flags and direct Veterans to help they need.” He compares it to a common medical training that’s now even a requirement for graduating from Florida’s high schools. “Think of this program like learning CPR,” offers Hartsell. “By having more Floridians like you who are aware of the risk factors of Veterans in crisis who are knowledgeable about how they can help, we will be well on our way to ending the national tragedy of Veterans suicide.” He adds a hopeful note. “Together we will end Veteran suicide,” Hartsell said.

Some helpful numbers Florida Veterans along with their family, friends and advocates have a few resources to seek immediate help during crises. One is the Florida Veterans Support Line at 1-844-MyFLVet (693-5838). That is a statewide 211-type number answered by Florida Veterans. In addition to being equipped to help Veterans find mental-health support, it can assist with referrals to help with emergency financial

needs. Veterans experiencing any mental-health crisis can also call the Department of Veteran Affairs’ Veterans Crisis Line at (800) 273-8255, extension 1. Veterans can also contact the crisis line by texting 838255, or by visiting www.VeteransCrisisLine.net. Friends and family members can also call the Veterans Crisis Line if they’re concerned about a Veteran. Those in St. Lucie and Martin counties can call New Horizon of the Treasure Coast and Okeechobee’s crisis mobile response team at (772) 4683909 for telephone or in-person services. Callers can keep anonymity. If a Veteran — or anyone — seems to be immediate danger of harming her- or himself, call 911 and stay with the person. Be prepared to give first responders succinct information about the person’s mental-health history, current stressors, and any behavioral patterns that can seem threatening when they’re not, such as exaggerated hand gestures when stressed. Less than one year after receiving a $449,966 grant from the U.S. Department of Education, Indian River State College (IRSC) will mark the opening of a new Veterans Center of Excellence (VCE) on its Pruitt Campus, 500 N.W. California Blvd. in Port St. Lucie, with a ribbon-cutting ceremony. The festivities take place on Friday, January 21, 2022, at 10:00 a.m. and features remarks from Major General (U.S. Marine Corps, Ret.) James “Hammer” Hartsell, Executive Director, Florida Veterans Affairs. Tours of the VCE will follow. “In 2021, IRSC was one of only 16 higher education institutions nationwide selected by the U.S. Department of Education to establish a Veterans Center of

Excellence, and we take that responsibility very seriously,” states IRSC President Dr. Timothy Moore. “Our new VCE expands our capacity to deliver a wide range of support to our local veterans,

and it confirms our sincere commitment to our veteran population throughout the Treasure Coast and Okeechobee.” Building D on the Pruitt Campus is dedicated to the IRSC VCE, which provides enhanced wrap-around support for student Veterans through additional academic, financial, physical and social support services. A project director, advising staff and part-time tutors support these efforts. The site will house the Indian River State College Veterans Center of Excellence Wall of Honor, a permanent recognition of Veterans made possible by founding sponsor SouthState Bank. I woke up on Jan. 4 and realized something. It’s 2022. I can’t believe I hadn’t thought before to use the “22” part as an angle to promote awareness about and efforts toward reducing and eliminating death by suicide among despondent servicemembers and Veterans. But, thanks to the Florida Governor’s Challenge Team, we all have a chance to not just talk to others about the problem of death by suicide among servicemembers and Veterans. We can now ask them to get a bit of free, online training and make a pledge to become Watch Standers to help reduce and end suicide among servicemembers and Veterans. In December the Northeast Florida Fire Watch Council released the Watch Stander training program to equip Floridians to spot and help Veterans at risk for death by suicide. The Florida Department of Veterans Affairs and Florida Governor’s Challenge Team contracted the intergovernmental not for profit council to produce and host the training. The aim is to train 10,000 Floridians to be Watch Standers, people who’ve taken the training and pledged to help Veterans dealing with thoughts of suicide. The council, called “The Fire Watch” for shorthand, was created in 2019 by Nassau, Baker, Clay, and St. Johns counties along with the City of Jacksonville, which is consolidated with Duval County.

itary Suicide Prevention Day, which is something I support. The “22” comes from older Department of Veteran Affairs reports saying 22 Veterans die of suicide daily. That’s obsolete information partly due to reductions in rates of death by suicide among Veterans. There were also changes in how the VA records information in the “National Veteran Suicide Prevention Annual Report.” The Department of Defense and VA now separate deaths by suicide among reserve and National Guard Veterans who were never federally activated or called up for extended service. That’s due, the agencies explained, to differences in services available for that group of Veterans. That group accounts for about 1.5 deaths by suicide a day. The VA released the “2021 National Veteran Suicide Prevention Annual Report” on Sept. 8. The good news was that in 2019 death by suicide among Veterans recently hit the lowest level since 2007. There were 6,261 known deaths by suicide among Veterans in 2019. That’s 399 fewer deaths than in 2018. That puts the 2019 daily number of daily Veterans suicide deaths at 17.2. Many expect the 2020 number of deaths by suicide

among Veterans to be higher than 2019 due to the SARSCoV-2/COVID-19 pandemic. The VA will release the 2022 report with the 2020 numbers in September. Whether it’s an obsolete number or not, “22” has entered the public consciousness as a symbol many instantly recognize as broaching death by suicide among Veterans. Hence the proposal to get Sept. 22 annually marked as National Veteran and Military Suicide Prevention Day. And why I’m declaring 20“22” the Year of the Watch Standers, a year I’m going to repeatedly urge folks to take the free online training and pledge to help Veterans experiencing suicidal ideation. Florida Governor’s Challenge Team In December of 2019 Gov. Ron DeSantis accepted an

invitation to join the national Governor’s Challenge to Prevent Suicide Among Service Members, Veterans and their Families. The Governor’s Challenge is a joint initiative of the Substance Abuse and Mental Health Services Administration and VA created by an executive order in March of 2019 — the “National Roadmap to Empower Veterans and End Suicide.” As its name suggests, the Governor’s Challenge is aimed at getting states more involved in reducing the number and rate of deaths by suicide among those who wear or have worn the uniform. The Ritchie Boys Discrimination didn’t stop these Jewish Americans’ contributions to victory in WWII

Have you heard about “The Ritchie Boys” story on CBS’ “60 Minutes” program recently? If you haven’t, you need to. First it was my sister, Sally, who alerted me to this program. Then it was Dianne, a long-time contributor to Veteran Voice. What I discovered was an astonishing discovery into a huge way victory in World War II was achieved. “The Ritchie Boys.” Who were they? According to Wikipedia.org (sourced): “The Ritchie Boys was a US special German-Austrian unit of Military Intelligence Service officers and enlisted men of World War II who were trained at Camp Ritchie in Washington County, Maryland. Many of them were German-speaking immigrants to the United States, often Jews who fled Nazi persecution. “They were used primarily for interrogation of prisoners on the front lines and counter-intelligence in Europe because of their knowledge of the German language and culture.”

But who were they, really? The men who signed up for the specialized Army unit were all immigrants from Germany and Austria. They had managed to get out of Europe at the last minute before Hitler shut things down in preparation for murder. Most of these Soldiers lost their families. They wanted to get Hitler back. And they did.

Insinuation into place The Ritchie Boys were so called due to the place they were trained, Camp Ritchie in Washington County, Maryland. Most were German-speaking Jews, who had managed to escape Nazi Germany. They were burning-hot patriots for the most part, for many reasons. They viewed the U.S. as a place they, and their loved ones, could serve and cherish. The U.S. government saw them as hugely valuable assets in the fight — their knowledge of the language and dialects not the least of their contributions. They were the shadow men. “They were specially trained in methods of intelligence, counterintelligence, interrogation, investigation and psychological warfare.” Meaning, they furnished the U.S. intelligence with invaluable information on who lived where, and what dialect they spoke, and innumerable items of information about them. No one knew better than them. They were men who, despite being persecuted by the Nazis, were also persecuted in a so-called “soft” way by the very place they fled to, the United States.

What did they do? Once they were insinuated into a village or town, they helped U.S. intelligence determine targets like ports, factories and vulnerable targets. They liased with locals to help make sure the Germans were stymied at every turn. Their full and complete contributions will never be known.

Discrimination The history of the U.S. is one of a “melting pot.” Sometimes, the pot doesn’t melt all of the elements. So it was with

anti-Semitism. The Ritchie Boys were Jews, and in the U.S. of the day, they were persona non grata. To this day, we do not understand why. Why did Jews become such pariahs? These were Americans who loved their country, followed our laws, gave us so much to our national aggregate. Sadly, in today’s climate, Jewish Americans, who have fought, died, contributed to our national fabric, are now seen to be somehow as enemies in the press, at least. Would we feel the same about Amish Americans, or Polish, or Italians, or any other of our Americans?

Huge debt We owe a great deal to what we have learned about groups who were discriminated against, but who contributed to our American victory in World War II. The Tuskegee Airmen. The Navajo Code-Talkers. Just to name two. It is not a stretch to say that the men who served The Ritchie Boys did not do the same thing for their country, with the same discrimination. It is about time we recognized it.

Also see “Every 12 minutes…” The Florida Governor’s Challenge Team wanted to get non-Veterans involved in the Watch Stander online training aimed at reducing deaths by suicide among Veterans. The training producer, The Northeast Florida Fire Watch Council, figured some of those non-Veterans need a primer about Veterans. The Watch Stander training program is split between two to three videos. Participants select the training videos they’ll watch based on registering as “active duty military or military Veteran,” “Veteran champion (civilian),” or “Veteran safe place (business/organization).” Participants can request certificates and wallet cards upon training completion. Those who pick the “Veteran champion (civilian)” training get an extra video to watch: “15 Things Veterans Want You to Know.” The about 18-minute video is introduced by Mike Linnington, CEO of the Wounded Warrior Project, and narrated by Heidi Squier Kraft, clinical director of the PsychArmor Institute. Kraft is a Navy Veteran who served in Operation Iraqi Freedom. The training portal is at www.thefirewatch.org/watch-standers.

The military culture The video begins by helping non-Veterans understand that the military is far more than a job. “The military is a culture just like any other,” Kraft explains. “Military people, like those from any culture, have certain beliefs, practice certain rituals and traditions, and hold fast to certain ideals that shape who they are as a group of people.” She explains the Veteran self-identity, like many self-identities, comes with special interests. “In the military, we have our own history and our own language,” she says. “In fact, if you listen to military people talk, it’s truly as if they’re speaking a different language.” Kraft says there’s a fast way to show Veterans respect. “So asking, ‘Did you serve in the military?,’ is a great way to begin a conversation and to engage a Veteran,” she remarks.

“We are not all ‘Soldiers’” “Military people are proud of their specific service branches,” Kraft tells non-Veterans. She adds, “Knowing that these

five branches are different is the first and important step to military cultural awareness.” Kraft says after asking if someone served in the military— “If a person answers, ‘Yes,’ he or she served, the next question should be, ‘Which branch?’ Asking this question demonstrates you know the difference between the five branches.” The video was apparently produced before the Space Force — the sixth branch of the military — activated on Dec. 20, 2019.

“The Reserves are part of the military.” Kraft briefly explains the training required to get and stay in the Reserves, including National Guard components. She also explains Reservists deploy on various missions which can include combat, and for National Guard that includes state emergencies. In short, a Reservist and National Guard member is every bit military and Veteran.

“Not everyone in the military is infantry” “When we think of the classic generic version of the military person, we definitely think of infantry,” explains Kraft. “This is an image probably fed through our culture from the time we’re young. But the truth is the range of what people do in the military is truly remarkable. We are expertly trained in literally hundreds

of jobs.” She says that after learning what military branches Veterans served in, people should ask another important question. “The third important question to ask after learning a person’s served and in which branch would be, ‘What did you do during your service?’ ‘What was your job?,” she explains. “This shows that you know there are many different things a military person could have been trained to do.”

“We have leaders at every level in the chain of command.” Kraft tells non-Veterans that unlike most workplaces at which leadership roles are sparse, the military is all about leadership roles top to bottom from the start to the end of service. “There’s a sense of real leadership that’s engendered, taught and truly embraced all the way down to the lowest level of the chain of command, and all the way up to the highest,” she says. “Leadership is a very important factor in military service. Those who wear the uniform feel responsible to others and accountable to others, and this is a large part of the pride we take in our service.”

“We are always on duty” “In the military, there are no days off,” says Kraft. “Even when a person is on leave, we can be called back at a moment’s notice if the unit is getting ready

to deploy, or in the case of an unexpected mission demand.”

“We did not all kill someone, and those who have do not want to talk about it.” “This one doesn’t need a lot of commentary,” remarks Kraft. “Unfortunately, this is a question that gets asked of our military Veterans far too often.” Kraft explains there’s never a moment when asking a Veteran about killing is appropriate. “Whether he or she has lived through this or hasn’t, it’s not a question that should be asked of military Veterans. Please don’t ask us that ever.”

“We do not all have PTSD” “There’s a general perception that anyone who deployed to combat develops PTSD, and that’s just not true,” Kraft narrates. “A vast majority of Veterans, including combat Veterans, do no go on to develop posttraumatic stress disorder.” Kraft goes on to explain that those with PTSD are not more violent than others.

“Those of us who do have an invisible wound are not dangerous and we are not violent” “Invisible wounds of war including post-traumatic stress disorder, traumatic brain injury, depression, and substance use disorder, are not obvious to someone looking at a Veteran, but they are real injuries causing real suffering and they deserve the same respect and treatment as physical injury,” Kraft says. She explains: “The media has created a bias that insinuates those with PTSD might be violent. This is not true.” In previous reporting, several experts on PTSD have told Veteran Voice that the condition is an unnaturally prolonged state of hyperawareness that is natural when danger is perceived. It doesn’t alter a person’s core personal-

ity.

“It is really hard for us to ask for help” “The military culture is based in service, sacrifice, and helping, or even rescuing others,” narrates Kraft. “It is others-based and, historically, has not valued self-care or help-seeking behaviors.” She continues, “Because of this long-standing cultural bias, reaching out for help for ourselves is difficult for military people. Some Veterans view asking for help as a sign of weakness. It also takes a great level of trust for a Veteran to allow him- or herself to be vulnerable. Please, have patience and don’t give up on us.”

“We would die for each other and we would die for our country.” Kraft keeps this one straightforward for non-Veterans. “It doesn’t matter where we fight, the geographical location, or the technologic or political backdrop,” she says. “It doesn’t matter what the mission is or who’s in charge of the country. Why we fight has been the same from the very beginning. It’s about people to our left and our right, and any military person will tell you that.” She continues, “The people with whom we serve become brothers and sisters to us, and we would die for them and we do, and we would not change that culture of sacrifice for the world.”

“We’ve all made this sacrifice for one reason: to serve something more important than ourselves.” Kraft simply explains, “When it comes down to it, this defines our culture.”

Other points Three other points made about Veterans on the video are: “We take pride in our appearance and in our conduct,” “Our military service changes us. 6,261 known deaths by suicide among Veterans in 2019. The 2019 Veteran suicide rate was 31.6 per 100,000. That contrasts to a rate of 16.8 per 100,000 in the non-Veteran adult population. There are 254 million adults in the U.S. About 18 million are Veterans, 7 percent of the adult population. Nationally there were 45,861 deaths by suicide among adults in 2019. The majority of deaths by suicide among Veterans are among those who had “no (Veterans Health Administration) encounters in 2018 or 2019.” They averaged 10.4 deaths by suicide a day in 2019. Those with VHA encounters averaged 6.8 suicides a day. Florida had 553 deaths by suicide among Veterans in 2019. There were 577 Veterans’ suicide deaths in 2018. In 2017 there were 512. According to the 2021 VA report, after accounting for age differences the rate of death by suicide among Florida Veterans was not significantly different from the national rate. There are about 1.5 million Veterans in Florida, 8.3 percent of the national population. The majority of those deaths were among men — 524. The state has the largest population of women Veterans in the nation, according to the Florida Department of Veteran Affairs. That’s 162,000, or nearly 11 percent of the state’s Veterans population. According to the VA, 29 women Veterans in Florida died by suicide in 2019. Overall, the state had 3,386 deaths by suicide in 2019. The reporting doesn’t clarify if that includes children and teenagers or not. The largest age group for those suicides was 55- to 74-year olds. That was true for both the general and Veterans-specific groupings. In 2019 there were 1,183 deaths by suicide among 55- to 74-year olds in the state. Veterans accounted for 236 of those deaths.

Helpful numbers Florida Veterans along with their family, friends and advocates have a few resources to seek immediate help during crises. One is the Florida Veterans Support Line at 1-844-MyFLVet (693-5838). That is a statewide 211-type number answered by Florida Veterans. In addition to being equipped to help Veterans find mental-health support, it can assist with referrals to help with emergency financial needs. Veterans experiencing any mental-health crisis can also call the Department of Veteran Affairs’ Veterans Crisis Line at (800) 273-8255, extension 1. People are dying by suicide at an astonishing rate. In the primary training video, “S.A.V.E.,” Dr. Megan McCarthy, former deputy director of suicide prevention at the Veterans Health Administration, says — “Every 12 minutes someone dies by suicide in our country, making suicide the 10th leading cause of death.” She adds in the 18-minute video that grim fact falls hard on Veterans and servicemembers. “The estimated number of Veterans who die by suicide each day in America has changed from year to year, but several factors about Veteran suicide have remained constant,” McCarthy says. “For instance, Veterans account for 18 percent of adult suicides in the United States even though Veterans comprise only about 9 percent of the U.S. adult population.” But, the Department of Veteran Affairs has come up with a way to S.A.V.E. Veterans. “S.A.V.E. is a VA suicide prevention training intended to

I will be vigilant to Veteran concerns and support an environment where asking for help is a sign of strength. I will reach out to a Veteran when I sense concern and ask, “How can I help?” I will consult with a professional if I believe a Veteran requires assistance. I will encourage others to become Watch Standers and to do their part to end Veteran suicide. I understand that, by standing watch for myself and others, I am helping to SAVE lives.
