3 Vaughan staff part ways with city hall

Two senior staff members left their posts at city hall this week.

Commissioner of Community Services Marlon Kallideen and Buildings Manager Angelo Cioffi have resigned, according to city representatives.

Another staff member, whose identity has yet to be confirmed, also departed Tuesday, yorkregion.com has learned.

Mr. Kallideen, a longtime city employee, pulled in a salary of about $199,000

in 2012 while Mr. Cioffi was paid about $122,000.

As commissioner of community services, Mr. Kallideen oversaw construction of the new city hall, which ended up running $15.6 million over budget.

The city also wound up settling a lawsuit, back in August, with Maystar General Contractors Inc. and Kuwabara Payne McKenna Blumberg Architects for $17 million related to the city hall cost overruns.

This week’s staff departures are the latest in a string dating back to 2012.

That year four senior staffers were fired

including Madeline Zito, director of corporate communications, Tony Thompson, director of enforcement services, legal and administrative services commissioner and city solicitor Janice Atwood-Petkovski and human resources director Janet Ashfield.

Then, in April 2013, City Manager Clayton Harris abruptly resigned.

His departure was followed, a few months later, by the dismissal of 15 staffCommissioner of Community Services, Marlon Kalers.

Do homework on candidates

Oops, they did it again ISSUE: Kleinburg homeowners launch petition after being given a Woodbridge address.

ops! We did it again.

Oh, well.

That seems to be the attitude at Canada Post these days, at least when it comes to dealing with issues in Vaughan.

First, the Crown corporation refused repeated requests from the city to clean up the junk mail around its super mailboxes, forcing Vaughan to spend thousands of taxpayers’ dollars to deal with the problem.

Then, the Crown corporation announced it is scrapping door-to-door mail delivery and replacing it with about 400 super mailboxes. (You know what that means, more junk mail on the ground.)

Now, Canada Post has slapped three brand new developments in Kleinburg, home to thousands of future residents, with a Woodbridge postal code.

That will make it difficult for homeowners there to get the appropriate home and vehicle insurance rates, which are calculated, in part, using postal codes, as reported in today’s Citizen.

It could also affect the resale value of their homes.

Yet, the decision was made without any consultation or information provided.

The homeowners have taken up the fight and have launched a petition. They are also lobbying Maple/Kleinburg Councillor Marilyn Iafrate and Conservative MP Julian Fantino.

Good for them. But that’s not the way it should work.

Canada Post says it had no choice in allocating the new Kleinburg neighbourhood a Woodbridge address because the Kleinburg post office can’t handle the added growth and wouldn’t be able to service the area outside the original village for many years.

If that’s the case, then Canada Post has had plenty of time to

Municipal government is the level of government that most directly affects your everyday life.

When deciding who to vote for in the October 2014 municipal elections, please do your homework.

This, to me, means attending a couple of council meetings this year to see how the present councillors perform individually and collectively.

Try sending a question on an issue important to you to councillors and other candidates listed on your municipal website.

You can phone, email, regular mail or question them at your door should they come knocking. You will see who responds quickly, who gives a real answer and who

never responds.

Don’t forget to ask questions of candidates for mayor, regional councillors and the often missed, school board trustees. Check your tax bill and you will see that about 25 cents of every tax dollar goes to the boards of education whether or not you have schoolage children.

Make the time to have at least one family member attend one of the all-candidates meetings. Again, ask questions.

In short, make your vote worthwhile, not just a popularity contest or because you like the sound of a name.

Remember they will be making decisions on your behalf for the next four years.

let’s keep the coNversation going on local issues figure out a better way of ensuring future homeowners are aware beforehand.

The majority of residents found out about it through an online forum for new homeowners after residents who moved into their subdivision discovered their mail had a Woodbridge postal code on it.

The Crown corporation should be working with the city, developers and future residents to let them know how it deals with new housing developments in the Kleinburg area, or perhaps it can figure out a way to assign a Kleinburg postal code to the area, but still deliver the mail from its Woodbridge facility.

Given the way Canada Post operates, at least in these parts, it is not surprising the corporation is hurting financially.

We think it’s time for the federal government to carry out another review of Canada Post’s mandate.

Perhaps then the Crown corporation will get the message.

BOTTOM LINE: Canada Post’s heavy-handed approach needs to be put in check by Ottawa.

A recently released city task force report recommends balancing the health and safety concerns of residents with the needs of industry when it comes to regulating the placement of cellphone towers in Vaughan.

“We’re trying to keep the public happy,” Christina Sgro, chairperson for the Telecommunication Facility Siting Protocol Task Force, said.

“We’re trying to understand and hear their concerns, but we need to understand this is a growing city and we need to supply businesses and homes with what they need.”

The task force, formed in 2011 and comprised of residents, councillors and industry representatives, presented its report to the city’s committee of the whole in mid-January.

The report goes to council today for final approval.

If approved, the task force’s recommendations will shape the city’s policies about the location of cellular towers and the consultation process company’s must go through.

Among the report’s key recommendations is that the process should be more rigorous the taller the proposed tower is and the closer it is to neighbouring homes.

For example, if a company wants to erect a tower between 15 metres and 30 metres in height that is located between 200 metres and 300 metres away from a residential area, it simply has to go through a city staff review.

Same goes if an applicant seeks to “co-locate” its equipment on an existing tower.

On the other hand, a tower between 15 metres and 30

metres tall located between 150 metres and 200 metres of a residential area would have to be reviewed by city staff and then be approved by city council.

An even more robust consultation process would be required for towers 15 metres or higher located within 150 metres of residential areas and for towers 30 metres or higher located between 150 metres and 200 metres of homes.

“We’re trying to get carriers to co-locate,” Ms Sgro, a longtime Woodbridge resident, said. “Where they don’t, the process gets a little harder for them.”

Another reason for this approach, as opposed to a standard setback — 300 metres for example — for all towers, was to provide flexibility.

“You can’t really apply the same standard to an area where there’s going to be a lot of stress on whatever facility is there because everybody is using their cellphones in an area where there’s business 24/7,” Ms Sgro said.

The report’s recommendations are, in part, aimed at encouraging applicants to work with the city to find a suitable location rather than going straight to Industry Canada, which has the ultimate say where cellphone towers can go.

Other recommendations include encouraging applicants to go through a preconsultation process with the city and incorporating street art or public furniture in the design, and, wherever possible, using existing infrastructure — such as utility poles and street lights — to mount equipment.

“We’re trying to camou-

flage things as much as possible, not to hide them, but to make them look a little nicer,” Ms Sgro said. “We discussed, for example, in sensitive areas, like a heritage district, you could put it on the top of street lamps.”

The task force is also recommending improving communication with residents when a cellphone tower is being proposed.

“We really need to start giving proper notification to the residents,” Ms Sgro said.

“They are really, really looking for some kind of heads up from the city. It is the duty I think of council and city staff to be able to warn them ahead of time.”

And since “the jury is still out” on health impacts of radiofrequency (RF) electromagnetic energy emitted by cellphones and cellphone towers, the task force recommends that the city encourage Health Canada to review its current standards.

It also suggests the city ask York Region’s medical officer of health to provide the city with regular reviews of current research and updates, at least, annually and ask that Public Health Ontario conduct regular testing of cellphone tower sites and report the findings to city council.

Meanwhile, the West Woodbridge Homeowners Association is weighing in on a current cell tower application in its area. It has also been lobbying Vaughan MP Julian Fantino to take its concerns to Ottawa to give more power to the municipalities in deciding cell tower locations.

There is growing support for a group of Kleinburg homeowners in their fight with Canada Post.

Council passed a resolution Tuesday asking the Crown corporation to recognize the area west of Hwy. 27 and north of Major Mackenzie Drive as Kleinburg and change the mailing address designation to reflect that.

The resolution tabled by Maple/Kleinburg Councillor Marilyn Iafrate came in response to complaints by numerous homebuyers in three massive new developments — Kleinburg Hills, Kleinburg Crown Estates and Impressions in the Village of Kleinburg — being built in the area.

Many of the homeowners in those developments learned through an online forum that Canada Post assigned a Woodbridge postal code — L4H — instead of a

That sparked outrage among homebuyers who are now facing challenges getting appropriate home and vehicle insurance.

They also fear that the resale value of their homes will be affected.

“With regards to the petition, we have received a tremendous amount of support to date. As of today, the petition has received 156 signatures in support of the change,” Wayne Magro, one of the homeowners, wrote in an email Tuesday evening.

“To sum it up, residents are very upset with this issue and want it (the postal code) changed immediately to Kleinburg to reflect the community, as per the boundaries set out by the City of Vaughan.”

Canada Post has said it is looking into the matter, but noted the Kleinburg post office can’t handle more growth and has serviced new residential developments outside the original village out of its Woodbridge facility for decades.

As for concerns about insurance rates, a Canada Post spokesperson said that’s a matter for the insurance industry.

Julian Fantino, Vaughan Conservative MP and Minister of Veterans Affairs, is under fire after refusing, during a heated meeting with a group of veterans, to back down on closing nine of his department’s district offices.

They were trying to convince Ottawa to reverse its decision to close district offices in Sydney, N.S., Thunder Bay, Windsor, Corner Brook,

N.L., Charlottetown, Kelowna, B.C., Brandon, Man. and Saskatoon.

But, according to media reports, the meeting went badly. Now, a number of veterans and NDP party leader Tom Mulcair are calling for Mr. Fantino to be fired or step down. The minister could not be reached for comment yesterday, but his office issued the following apology: “Yesterday, due to (a) cabinet meeting that ran long,

I was very late in meeting a group of veterans that had come to Ottawa to discuss their concerns,” the statement reads. “I sincerely apologize for how this was handled. Today, I am reaching out to those veterans to reiterate that apology personally.”

Restrictions on pet sales panned by some in industry Ribbon campaign

Those looking to sell cats and dogs in Vaughan are facing tough new restrictions, but a proposed ban on owning constrictor snakes has been postponed, for now.

Council members voted Tuesday to amend Vaughan’s animal services bylaw to prohibit pet stores and other retail outlets from selling cats and dogs unless they are sourced from an animal shelter or animal rescue organization.

The move has garnered widespread applause from animal activists, but an advisory council representing the pet industry has panned it.

That change to the animal services bylaw was just one of several contentious amendments under consideration Tuesday following recommendations made by city staff last week.

City staff had also proposed banning feeding wildlife, excluding the attentive use of bird feeders for songbirds, and expanding its list of prohibited pets to include raptors (birds of prey) and constrictor snakes.

Councillors voted to go ahead with the changes, except the proposed restriction on constrictor snakes pending consultation with Reptilia, a local zoo focusing on reptiles, which raised concerns with city officials in a letter this week.

Andre Ngo, Reptilia’s director of research and curriculum, could

not be reached for comment, but noted in his letter that such a ban is unnecessary given the city’s existing bylaw prohibits all snakes that reach an adult length of more than three meters.

He says the term constrictor is very broad and applies to the vast majority of non-venomous snakes and the proposed amendment

would outlaw harmless constrictors such as ball pythons and corn snakes.

Mr. Ngo cautions “this amendment will simply drive underground the sane and legal keeping of a passive animal which has — to our knowledge, after being intimately involved for 18 years — never caused an issue in our city.”

The Canadian Federation of Humane Societies launched a new Choose Adoption ribbon program to increase animal adoptions in Canada.

Choose Adoption is the message the federation is sending with the new ribbon campaign.

The impact of adopting a dog rather than purchasing one cannot be overstated. The benefits are many, the drawbacks few, the ripple effect inestimable.

City celebrates a hero’s birthday Vaughan resident Kaz Chomko turned 102 and received a 2013 Civic Hero award for Ward 4 in a ceremony at Vaughan city hall Tuesday.

Mayor Maurizio Bevilacqua and Councillor Sanda Yeung Racco spoke about Mr. Chomko’s service to the community as a Second World War soldier who only took prisoners and did not kill anyone.

Mayor Bevilacqua also mentioned Mr. Chomko’s service to the community when he served as a deacon in the Catholic Church and visited the sick in hospitals.

Mr. Chomko is the oldest resident at Hesperus Fellowship Village, near Rutherford Road and Thornhill Woods in Vaughan.

He has also lived there the longest at 23 years.

Another Hesperus resident, Anna Carling, has published a biography of Mr. Chomko that focuses on his war years when he served as a tank troop commander of Polish soldiers who fought during Second World war under Canadian command.

New publicly funded physio services come to Vaughan

Guido Masutti is a happy man these days.

The 76-year-old Woodbridge resident has for the past few years been pushing the provincial government to beef up publicly funded physiotherapy services in Vaughan and his efforts seem to have paid off.

Mr. Masutti recently learned that In-Form Physiotherapy & Rehabilitation Centre, 8348 Islington Ave. Unit 3, is offering publicly funded services to those who qualify. “(It’s) some good news for us old workers suffering aches and joint pains due to our work from a long time ago,” he said. “At this time, there is a big wave of men and women aging all in the same period and

December’s ice storm brought community closer It has been more than a month since the ice storm hit Vaughan and most of southern Ontario.

As I did in my personal phone calls during the ice storm recovery period, I want to express my warmest and sincerest gratitude to the citizens of Vaughan for their civic contribution during and after the storm.

I am extremely proud of the way our community came together.

The dedication of everyone involved was inspiring and showed a high level of commitment to getting our city back to working order.

Our emergency operations centre was up and running immediately. I spoke with Premier Kathleen Wynne on that day and she expressed her concern to me for the citizens of Vaughan and offered her assistance.

From the onset of the storm, my top priority and concern was the safety of our residents and ensuring that our city was fully operational.

As the cleanup efforts continue, my priorities remain the same, and I sincerely thank everyone for their patience as this work is completed.

We are very grateful for the support we received from other municipalities and agencies.

I would like to thank Brampton, Peterborough, Simcoe County, Red Cross York Region Branch, St. John Ambulance and our many other community partners.

All of them provided assistance and resources during this challenging time for our community.

There is still a lot of work to be done and it will take time to clear away all the downed trees and branches left behind by the ice storm.

There is extensive tree damage across our city.

More than 32,500 trees were damaged and it is estimated that 13,600 will need to be replaced.

Maurizio Bevilacqua Crews are continuing cleanup efforts to remove debris from roadsides, parks and other public areas.

The cleanup operations will run through February and additional cleanup will be scheduled in the spring, once the snow has melted to collect any remaining debris.

City council has passed a resolution to request funding from the province for disaster relief relating to the ice storm.

The City estimates the ice storm will cost $21 million.

I recently participated in a meeting of mayors and regional chairpersons of the affected areas and requested financial aid from both the federal and provincial government.

Similar to the ice storm of 1998, when the federal government provided substantial aid, these are extraordinary circumstances and given the substantial damage to municipal property and infrastructure, we are seeking relief from both levels of government.

I am extremely proud of the response by city staff, the front-line workers of PowerStream, other first responders and everyone who showed professionalism, dedication and genuine concern for the situation at hand.

The storm had widespread impacts on our community, but it was heartwarming to see neighbours helping neighbours and people coming together to assist those who needed it most.

There are countless measures municipalities can put into place to make our roads safer, from speed limits to red-light cameras.

Regardless of these changes, though, car crashes, along with the resulting death and injury, will likely remain as long as there’s human error, York Regional Police say.

This past weekend after towns and cities were pelted with snow, York Region drivers suffered through more than 100 collisions, GTA motorists saw more than 600 and Ontario drivers witnessed more than 1,600.

Numbers like these may leave you wondering where in the region you are most likely to be involved in a car crash.

A top 10 collision rate and frequency list is kept by the region to better understand the movement of traffic and

whether sites can be made safer for motorists.

The numbers and locations may surprise you.

In 2012, the top offenders in terms of collisions were located in Vaughan, which has five out of the 10 worst crashes.

Hwy. 7 and Weston Road tops the list, with 73 collisions that year; the most by a large margin.

Next comes Yonge Street and Green Lane in East Gwillimbury with 60 collisions, Hwy. 7 and McCowan Road in Markham with 58 crashes and Yonge and 16th Avenue in Richmond Hill with 57.

Four out of the next six intersections on the list are in Vaughan.

The reason for the high number of crashes at these sites does not necessarily mean they’re unsafe, rather, these are often the intersections with the most traffic.

list is made up of intersections that log between 25 and 35 million cars annually.

Despite this volume though, these intersections only contribute a fraction of the annual crash statistics around the region.

In 2012, there were 18,624 collisions in York Region, up about 1,000 from 2008 but down about 1,000 from 2011.

Steve Kemp, the region’s director of traffic management, said when the region sees a higher than normal rate of certain types of crashes, it can take action.

One of those safety measures has included a move to place red-light cameras at 20 intersections dotted around the region.
