Vaughan scraps controversial super mailbox litter pilot project

You’re facing a 2.5 per cent property tax hike from the city this year.

That works out to about $32 for the average homeowner, with a house valued at $551,000.

“I think that is absolutely excellent,” Maple/Kleinburg Councillor Marilyn Iafrate, chairperson of Vaughan’s finance and administration committee, said at last week’s budget meeting after councillors directed staff to cap the increase at 2.5 per cent.

“I got my house insurance bill and I can tell you it’s far more than the portion I’m paying to the City of Vaughan for all the services the city provides me.”

Factoring in the Region of York levy, the provincial education portion and the $60 hospital levy brings the average homeowner’s total tax bill to about $4,663, up $66 from $4,597 last year.

Exactly how the city will be spending your tax dollars in 2014 still has to be worked out by senior city staff, with the final budget slated to be approved by council at a special meeting in early February.

City staff had proposed placing specially designed recycling bins at 150 super mailboxes where litter, primarily from junk mail, is a

source of ongoing complaints.

But many residents, and a majority of councillors, panned the proposed pilot project as an expensive solution to the “bad behaviour” of a small number of people.

Council voted Monday to scrap

the pilot project and instead earmark $26,000 for an education and enforcement campaign.

The next budget meeting is scheduled for Jan. 29 starting at 9:30 a.m. at city hall, 2141 Major Mackenzie Dr.

Vaughan credit union launches new securities business A Vaughan credit union has launched a new securities firm.

We aim to provide the exceptional level of service, fees and product offerings that people have come to expect from the PACE brand,” Joseph Thomson, Pace Securities Corp. president and CEO, said in a news release.

Investment Industry Regulatory Organization of Canada (IIROC) approved the firm as a regulated investment dealer back in October, making it the first securities firm to be owned by an Ontario Credit Union, according to a news release.

Former Ontario Premier Ernie Eves is expected to serve as PACE Securities Corp.’s board chairperson pending IIROC approval.

Council members voted at Tuesday’s committee of the whole meeting to amend Vaughan’s animal services bylaw to prohibit pet stores and other retail outlets, such as flea markets, from selling cats and dogs unless they are sourced from an animal shelter, Humane Society or animal rescue organization.

The decision came after Susan Kelly, Vaughan’s animal services supervisor, told councillors pet stores and other retailers often sell cats and dogs before they are old enough to be spayed, neutered or adequately vaccinated.

She also pointed out that pet sales from many of these establishments are impulse buys, where people either don’t give thought to or aren’t adequately prepared for the responsibilities, challenges and costs that come with being a dog or cat owner.

These factors can lead to an increase in the number of unwanted pets and a greater risk of spreading diseases, such as rabies, she said.

And that, ultimately, places a greater burden on the city’s animal services department, which is tasked with dealing with these issues, she said.

Ms Kelly also said that Toronto, Mississauga and Kingston have similar bylaws.

Laureen D’Alessandro, a local environmentalist and animal rights activist, applauded the city’s move.

“It’s the best thing they can do,” she said in an interview after the meeting. “These animals, usually, aren’t even weaned at the proper stage. … They haven’t built up their immune system. They don’t have half their shots.”

Ms D’Alessandro noted that putting these types of restrictions in place goes a long way toward hindering puppy mills, where animals are bred in appalling conditions, without appropriate medical care.

“When you have this stopped from happening, you’re causing a lot less problems with sicknesses being spread out to other dogs,” she said. “And the other thing is you’re keeping the costs down at the shelter because the shelter has to pay for euthanizations, vaccinations, the surgeries, the feedings, the housing.”

Liz White, a representative of Animal Alliance of Canada, also praised the city’s decision.

“Congratulations for all the good work you’ve done,” she said at Tuesday’s meeting.

But Louis McCann, president and CEO of Pet Industry Joint Advisory Council of Canada, doesn’t see it that way.

“We, as an association, are of the philosophy that any source can have the privilege and the right to offer animals for sale or adoption, provided it’s done properly,” he said. “We believe the orientation taken by the committee (of the whole) eliminates one of these good sources.”

Mr. McCann said reputable pet stores have protocols in place and work with veterinarians to ensure the animals they are selling are healthy.

“There is no evidence to suggest that transmission of disease is higher in this type of establishment than any other one,” he said.

Mr., McCann recommends the city take a different approach.

“I don’t think the city should target pet stores,” he said. “If they’re looking at a responsible pet ownership bylaw, or improving their own municipal bylaw, they should target and look at all the different pet establishments that operate within the city — and that means shelters, rescues, pet stores, municipal animal control facilities. All should be painted with the same brush, in terms of what kind of care they provide to their animals and what kind of information they offer to the general public or the prospec-

In addition to restricting the sale of cats and dogs, the city is proposing some other contentious changes to its animal services bylaw such as prohibiting the feeding of wild-

life, excluding the attentive use of bird feeders for songbirds, and expanding its list of prohibited pets to include raptors (birds of prey) and constrictor snakes.

The proposed bylaw changes are expected to come to council for final approval in February.

he way the federal Conservative government seems to approach some of its advertising spending reminds us what it must feel like to pay for a meal after you lose your appetite.

Canadians, including the people of York Region, need to know about national programs that promote, for instance, public health initiatives or changes to employment insurance.

But spending millions to advertise a program that has yet to launch and has hit bump after bump in the road to negotiating said plan with the provinces and territories is a bit fresh.

The proposed Canada Job Grant, touted by the Tories in last October’s throne speech, is meant to help the most vulnerable people in our communities, workers who don’t qualify for employment insurance, have few skills or are poorly educated.

Problem is, while it is supposed to launch April 1, Ottawa and the provinces and territories are nowhere near an agreement on exactly how it will roll out.

Why the rush in advertising it then, you ask?

That’s a good question and one to which Liberal MP David McGuinty is seeking an answer.

Mr. McGuinty last October introduced a bill based on Ontario’s system that would have the Auditor General appoint an independent advertising commission to oversee government spending on advertising and pre-screen all advertisements.

It is called the Elimination of Partisan Government Advertising Act and, in Mr. McGuinty’s words, would help prevent the spending of millions of dollars to advertise a program (such as the one described above) that doesn’t even exist, which, he said, is like flushing tax dollars down the toilet.

We think this is an idea whose time has come, particularly when

you consider the Conservative government is projected to spend about $1 billion on advertising by the end of next year.

Here’s how the program could, theoretically, work. All advertisements and marketing campaigns, whether it be to raise awareness or deliver important information, would be screened before being released to the public by a panel set up by the auditor general.

One of the key mandates of the panel would be to flag any project that appears to be partisan waste.

That is, if a particular ad campaign appears to bolster support for the government of the day, and nothing more, then it gets the axe.

We would suggest taking it a step further in that even before mega-bucks are doled out to agencies for its creative work in the first place, a comprehensive and strategic communications plan be put forward to the panel for evaluation and approval.

Then and only then should any cash change hands. There’s no sense in closing the barn door after the horse has left.

We’re quite certain you won’t pop the cork on the champagne bottle when you read that this new ad panel put a stop to the airing of a commercial that already cost taxpayers $250,000 to create, for example.

There have been reforms on this file since the dark days of the sponsorship scandal with regards to strengthening oversight, transparency and accountability on how our government advertises and markets what it does, but as a former prime minister once noted in a victory speech: “The Canadian dream is not complete, there is work to do”.

BOTTOM LINE: Liberal MP is on right track to cut wasteful spending, but don’t stop there.

They say if you are not part of the solution, you are part of the problem. Will solutions in the wake of the ice storm come forth now from PowerStream and city hall or will we still want to blame the trees for their growth and digress from the “lack of regular trimming” root cause?

It is always easy to say we should bury all wires underground (like sweeping dirt under the carpet). In reality, it is not easy.

Take it from someone who was in the power industry for two decades. There are technical issues on top of monetary ones.

As for communicating with those without computers and social media access, a distribution of fridge magnets with phone numbers, radio stations and warming centre names and addresses twice a year would go a long way.

any of the warming centres at their peak.

No, building an arena of 20,000 capacity would not have solved the problem as suggested by one aspiring politician on Facebook: “Do you recall some people made fun during arena debates, emergency situation would never arise where an arena could be used as an emergency shelter. This ice storm proves we definitely could have used an arena.”

Just imagine, with an arena, the couple hundred residents coming in can be kept entertained with the Taste of Arctic festival while they wait out the emergency.

They will enjoy popsicles and maple syrup made nearby and the arena owners would be compensated by the city for providing the refreshments and shelter.

In addition, they can report four or five extra events on their yearly operations report to make it more than 39 events for the year.

You have a chance to check out a selection of original artwork by some talented GTA artists at Vaughan city hall while voting on your favourites.

Twenty pieces by 18 artists are on display in the Atrium Gallery as part of the seventh annual Vaughan Juried Art Exhibition: An Art Integration Project, running until Feb. 24.

There is no cost.

Those pieces were selected from among more than 140 submissions by a judging panel consisting of renowned visual artist Ernestine Tahedl, of King City and Rocco Pannese, director and curator at Kipling Gallery and Hazelton Fine Art Galleries.

Nearly half of those that made the cut are from Vaughan.

The city wants to feature Vaughan artists within the context of other senior artists from the Greater Toronto Area, Sharon Gaum-Kuchar, the city’s arts assistant co-ordinator said.

Visitors are seeing Vaughan artists who were competing within a forum that included artists from larger artistic gene pools that are more established and it proves that Vaughan artists are able to hold their own, she added.

The show features paintings, drawings, prints and photography by emerging and established artists, including Maple’s Florin Hategan, Woodbridge’s Lisa Johnson and York Region Media Group photographer Steve Somerville.

“He is an absolutely incredible photographer,” Ms Gaum-Kuchar said. “What is stunning about his work is he’s actually mounted it on acrylic and it works beautifully. It’s a beautiful landscape.”

Mr. Somerville’s photograph, titled Marsh at Sunrise, was taken in September near Ballantrae, a hamlet in the town WhitchurchStouffville.

“It involved being at the site, which I’d never been to, under

darkness around 5 a.m., scouting around for a good tripod position,” he said. “The mist rose gently above the pond, the sun eventually shone through the willow branches, lighting up the plants and mist almost magically.”

Winners of the jurors’ award for this year’s exhibition are Paul Brandejs’s mixed media piece dubbed After the Rain, Mr. Hategan’s linocut titled Subject #2 and Ms Johnson’s oil painting, Winter

Solstice.

Honourable mentions went to Warren Hoyano, Giuseppe Pivetta and Lynne Schumacher.

Voting for the People’s Choice award takes place at city hall during opening hours Monday to Friday from 8:30 a.m. to 8 p.m. until Feb. 24.

The winner will be announced about a week after the show closes.

Squinting through a small opening in a frosted windshield is not only unsafe but illegal, South Simcoe Police warn, adding your shoddy job could net you a $110 fine.

The police force and others across the province, including York Regional Police, remind you to clear all the snow off your vehicle before driving.

The Highway Traffic Act requires you to have a clear view to the front and sides, as well as a clear view to the rear, either with use of side or rearview mirrors.

Police warn that when you fail to remove all snow, ice and frost from your windshield, you put yourself and others at risk.

Snow left on a vehicle will trail off the car making it harder for those behind you to see.

Ice, snow and dirt must also be removed from head-

lights and taillights.

The law requires your vehicle to have sufficient light from your headlights that it can be seen 150 metres away and for you to see 110 metres in front.

Taillights must also be visible to approaching vehicles from 150 metres away.

Police ask you to warm

up your cars to remove frost from windows.

Additionally, you should remove snow from all surfaces of the car, which will ensure your windshield and windows will remain clear through the journey.

Make sure your washer fluid is topped up.

As widespread speculation and the search for Jeffrey Boucher — the Whitby teacher who went missing during a jog Jan. 13 — intensifies, questions persist about York Region’s own missing persons and if they’ll ever be found.

Thoughts also remain with those who were put through the emotional torment of vanished family members, only to find out they were already dead.

Over the past few years, each York Region municipality has dealt with its own stories ranging in circumstances, from the baffling to tragic.

Most recently, Markham suffered through the agonizing details of George Opasinis, a well-known real estate agent who was found dead after going through a painful divorce with his wife and the mother of his two daughters.

He had been missing for months, putting his friends and family through hell, before his remains were eventually discovered in Toronto.

His father told yorkregion.com in November, days before the funeral,

that Mr. Opasinis was committed to hospital with mental issues several times before his death.

Details of Fang Lin’s disappearance still resonate with people after the Markham resident went missing without a trace in 2011 and her Porsche Cayenne was found abandoned two days later in Richmond Hill.

Police found no activity in her bank accounts or credit cards and forensic evidence turned up no blood or any further evidence she met with foul play.

Evidence that she was a loan shark continues to muddy the investigation, which remains open.

Police are so keen on finding out more information about Cheryl Rowe’s disappearance that the force raised her $10,000 reward to $50,000 only months ago.

She originally went missing from her Richmond Hill home three days before Christmas in 2011 after promising her daughter they would meet up at a nearby alleyway.

Her family continues to hold vigil for her on a Facbook page, which is constantly being updated with messages from her son, Mitchell.

“It’s been a big blow to our family and we need closure,” one reads.

“This is my oath: I will never give up.”

In 2012, police changed Ms Rowe’s investigation status from missing person to murder, after uncovering evidence Ms Rowe may have been harmed.

Before her neighbour was arrested for the second-degree murder of Alicia Ross, she was declared missing, resulting in nearly 400 volunteers searching for her body. On Sept. 21, 2005, Ms Ross’ body was found and Daniel Sylvester, her neighbour, was taken into custody.

Mr. Sylvester was later found guilty of her murder and given a life sentence with no possibility of parole for 16 years.

The trial exonerated her then boyfriend Sean Hine, who had, up until the arrest, been under an intense media spotlight.

In Newmarket, Tammy Lamondin, 20, has been missing since 1999, after a night out with friends on Main Street.

She remained in the group’s company until after midnight. She was last seen near Fairy Lake May 29 of that year.

Ms Lamondin’s body has never been found.

Waste collection back on track Green For Life, the waste collection contractor for the area, reports its regular pick up service is fully restored, following a month of weather-related service disruptions.

“There’s a commitment on behalf of GFL to provide an action plan that will bring the service levels back to that which we can rightfully expect,” Newmarket Mayor Tony Van Bynen said.

The mayors and CAOs of Georgina, East Gwillimbury, WhitchurchStouffille, Newmarket, Aurora and King met last week to take a closer look at the GFL contract.

However, there were a few more service blips.

Aurora and WhitchurchStouffville extended their Christmas tree collection periods, while a regular collection route was missed along Riddell Court in Newmarket Friday.

The Riddell waste was picked up Monday afternoon.

Health Difference between a Registered Dietitian & Nutritionist?

The title “Registered Dietitian”, “Professional Dietitian” and “Dietitian” are protected by law, whereas “nutritionist” and “registered nutritionist” are not. were placed curbside early Friday morning. “We haven’t had a regular pick up in three or four weeks. I’ve lived in Newmarket for 17 years and I’ve never had garbage service on this level.”

The route was accidentally skipped, Mr. Van Bynen said.

“From time to time, things can get missed,” Mr. Van Bynen said, noting there are 26,000 households in Newmarket. “It’s how well we respond. It’s good to see these items have been resolved.”

In Georgina, GFL committed to doing an extra tree collection run to search for trees that may have been buried in snow.

Aurora will run a special yard waste pick up next week to deal with tree branch debris caused by last month’s ice storm.

GFL blames the ice storm, heavy snowfall and extremely cold temperatures for the bulk of the problems, including driver injuries and vehicle breakdowns.

Increased collection volume from the holiday season and GFL staff turnover also contributed to the backlog.

You won’t see Newmarket-Aurora MPP Frank Klees’ name on a ballot for public office again.

After five terms and 18 years of public service, Mr. Klees will step away from provincial politics after this term.

Until then, he’ll continue to serve the riding and fulfill Progressive Conservative Party critic responsibilities.

He also pledged to work to ensure the riding does its part to elect a PC government, with Tim Hudak as premier.

“At the end of the day, it’s the work we’ve done for people in the constituency that has really been the most gratifying,” he said. “We’ve always done our best to advocate for constituents.”

While some of his peers were surprised by the decision, several area elected officials said Mr. Klees’ time in office has been incredibly beneficial to local and provincial residents.

Mr. Klees was elected in three different York Region ridings — York Mackenzie (1995), Oak Ridges (1999 and 2003) and Newmarket-Aurora (2007 and 2011).

He held chief government whip and tourism and transportation minister posts in the cabinets of premiers Mike Harris and Ernie Eves.

As a member of the Official Opposition, he has been critic on three portfolios: education, transportation and infrastructure.

“After almost two decades of public service, the time is right for me to move on to the next chapter of my life,” Mr. Klees said. “There are

a number of areas where I’ve been able to have an influence in improving our community and province.

When you have a sense that your job is done, it’s time to move on. As far as elected office is concerned, that is behind me.”

A return to the private sector is likely.

However, Mr. Klees has no spe-

cific plan in place at this time.

Aurora Mayor Geoff Dawe praised Mr. Klees’ efforts.

“After two decades of public life, Frank has earned a break,” he said.

“I have the utmost respect for Frank, his commitment to public life and his dedication to improving the quality of life for the residents of Aurora and Newmarket.”

Ontario EMS expansion mirrors York Region program

York Region EMS chief and general manager Norm Barrette was on hand yesterday when Health and Long-Term Care Minister Deb Matthews announced a $6-million Ontario initiative his department got a head start on.

With the unveiling of new funds and support for community paramedicine programs, no one could fault the man who leads one of the province’s largest EMS units had he smiled and thought to himself, “Been there, doing that”.

However, smug is not his style.

Still, one could argue a pioneer-

ing York Region EMS pilot project is already a year ahead of the government’s plan to improve access to home care and community support services for senior citizens and other patients with chronic conditions.

“In many ways, we’re ahead of the curve,” Mr. Barrette said of expanding paramedicine in the community, a one-year pilot with a focus on specially trained York Region EMS personnel helping residents with complex medical issues such as diabetes, chronic obstructive pulmonary disease and congestive heart failure.

Such patients are fairly frequent EMS users and the pilot allows

paramedics to provide in-home visits to assess blood pressure, perform blood tests and administer medications in consultation with a physician.

The project’s aim is to determine if the new approach results in fewer transports to hospital.

Ontario’s new plan calls for paramedics to apply their training and skills beyond the traditional role of emergency response and can include providing home visits to seniors known to call emergency services frequently and a range of other services, such as ensuring patients are taking their medications as prescribed.

Is our view of world skewed?

I

’ve always been fascinated at how polarized our individual thoughts and feelings are about the world we live in and the people we encounter in it.

Is life really beautiful or does it just suck?

Are people inherently good or do they suck ,too?

Otherwise, all we will see one day when we look out into the world is grey and dingy, even if the sun is shining.

Consider this story: A woman looked out her kitchen window one day and saw her neighbour hanging laundry on the clothesline.

“That laundry isn’t clean, it’s still dirty,” she said to her husband.

“Someone needs to teach her a thing or two when it comes to washing her clothes.”

A couple of days later while eat-

ing breakfast with her husband, the wife again saw her neighbour hanging her clothes, but this time something was different.

“Wow, look,” she said to her husband. “Her clothes are clean.

Someone must have taught her how to wash her clothes.”

Without raising his head from his plate, the husband kindly responded, “Actually, honey, I got up early this morning and washed the window.”

How many of us are walking around today completely unaware of our weathered windows from the storms of our past?

If not addressed over time, these stains not only skew the way we experience our lives, but also how we see one another.

We will begin to reflect back our own spotted past in each other, and pretty soon the world and the people we see in it, will indeed begin to suck.

George Bernard Shaw once said: “Best keep yourself clean and bright; you are the window through which you see the world.”

They thought that they’d bought homes in the highly sought-after community of Kleinburg.

After all, the towering signs and the brochures marketing three massive new subdivisions along Major Mackenzie Drive, west of Hwy. 27 say that’s the case.

But now a group of homebuyers are fuming after discovering that, at least in Canada Post’s eyes, their new homes are in Woodbridge.

Wayne Magro is among them.

He learned, through an online forum for new homeowners, that Canada Post assigned a Woodbridge postal code — L4H — instead of a Kleinburg postal code — L0J — to homes in the Kleinburg Hills, Kleinburg Crown Estates and Impressions in the Village of Kleinburg developments.

“This is not acceptable to myself and a lot of the other purchasers, too,” he said. “It’s Kleinburg and we want to be part of that community.

That’s what we paid for and that’s what it was marketed as by all the developers and builders.”

He pointed out that having a Woodbridge postal code could create a number of issues, including getting the appropriate automobile and home insurance rates, which are determined using postal codes.

In fact, when Mr. Magro inquired about insurance for his vehicle recently, he was told rates for those with a Woodbridge postal code would be between $121 and $144 higher per month than for those with a Kleinburg postal code.

There’s also the frustration of having to constantly explain to family, friends and the local pizza parlour that although it has a Woodbridge postal code, your home is actually in Kleinburg, he noted.

Another major concern for many people, Mr. Magro said, is that this might affect the resale value of their homes.

Vahram Iritsyan shares many of those concerns.

“When I first found out, I was like what the hell is going on?” Mr. Iritsyan, a father of two and a Woodbridge resident, said. “People paid a premium. The prices up there are not Woodbridge prices, they are

Sergio Milani feels the same way.

“The reason we bought there is that it’s a Kleinburg address,” Mr. Milani, also a Woodbridge resident, said. “My biggest concern is the resale value of the home. I won’t be able to sell the home for nearly the amount I paid for it.”

Eugene Knapik, a Canada Post spokesperson, said the crown corporation is aware of these concerns and is “taking a close look at it” to see if anything can be done.

But, he added, mail delivery for much of Kleinburg has long been handled by the Woodbridge post office.

“There’s no space in the Kleinburg post office to support growth and there hasn’t been in many years,” he said. “We’ve serviced much of the growth around the original village out of Woodbridge, going back through the ‘90s. Maple/Kleinburg Councillor Marilyn Iafrate is working with some of the homebuyers to try to resolve the issue.

She was “disgusted” when she found out Canada Post had assigned a Woodbridge postal code to the area.

“It’s the arrogance of coming in and just deciding that this little village is going to change just because we (Canada Post) said so, because we can’t handle your mail anywhere else. … That’s what really bothered me,” she said. “When you’ve got these little communities that are fighting to keep their identity, like Kleinburg, and then you just come in and say, ‘Well, sorry. too bad, we’ve decided that today you’re going to be Woodbridge.’ You just can’t

do that.”

Ms Iafrate has drafted a resolution asking Canada Post to recognize the area as Kleinburg and change the mailing address designation to reflect that.

The resolution was passed by the city’s committee of the whole last week and is slated to come before council for final approval next week.

Ms Iafrate is also miffed that when she contacted Vaughan Conservative MP Julian Fantino’s office about the issue, the response she got back was that the city had to take the lead in dealing with it.

“It’s a federal matter. It’s their responsibility,” she said. “ We wouldn’t be in this mess if Canada Post had looked for the (most recent) map of the Kleinburg/ Nashville community plan rather than basing its decision on a 1990-whatever map.”

“First off, I should say the post office is an arm’s length agency of the government. Kleinburg Nobleton Soccer Club for BEST SOCCER CLUB

At the KNSC, we feel that we have implemented and lived by many of the concepts of Long Term Player Development (LTPD) long before the model was introduced. We have also known for many years that the core success of our player development is contingent on the effectiveness of our coaching development, and so we have made it our top priority to develop and retain some of the finest young coaches in the province with coaches ranging from Pre-B, Provincial B, National B, NSCAA Advanced Diploma, and UEFA A backgrounds. There are now an overwhelming record number of KNSC players playing at elite levels including District, Regional, Provincial, National, and Toronto FC levels.

With excellence comes recognition! For the second term running (each term lasts two years), the Kleinburg Nobleton Soccer Club has been decorated by the Ontario Soccer Association with the distinction of the Gold Award of Excellence. This distinction has been afforded to very few clubs in Ontario and to have received this award twice in succession clearly indicates that KNSC is truly at the peak of the soccer pyramid in Ontario.

KNSC is also once again proud to partner with the Toronto FC. Through this partnership, KNSC and the Toronto FC work together to provide a structured environment of excellence for players. This partnership has proven to be very effective over the past three years with several KNSC players catching on with Toronto FC Academy teams.

KNSC Will Be PROUD to Represent All That The OPDL Offers and Stands For. The Kleinburg Nobleton Soccer Club (KNSC), on their 20th Anniversary, proudly announces its acceptance into the highly esteemed and newly formed Ontario Player Development League (OPDL). At KNSC, the player-centred approach has and will continue to reap rewards never seen before at our club. KNSC members.

Stakeholders, particularly the immediately affected age groups for the 2014 season, have been preparing for this change for the last three years and have been well educated on the extended commitment, dedication, discipline and financial requirements of the Ontario Player Development League.

Because of KNSC’s philosophy of placing the player first, the OPDL will simply be an extension of what our players, parents, coaches and administrators are already experiencing, and will therefore not come to them as a “cultural” shift but rather a “graduation” to a higher level of learning. Our mission as a club is “to promote and encourage youth to participate in the game of soccer and further sportsmanship by developing both soccer players and responsible citizens.”

House League program: Our House League program continues to be the foundation for our Club, offering an extensive program for players from four to eighteen years old. Players are encouraged to play in a friendly, safe and non-competitive environment. Players are continuously assessed by their team head coach and the age specific Club Head Coach who ultimately make the recommendation to the Technical Director for further and final assessment.

For the older age groups that lack numbers the KNSC offers a ‘travelling House League’ format with our neighboring clubs which has proven to be a great success. Our traditional House League yearend tournament is held with great participation and fun. The finals and ceremonies are held under the big tent at the home of our impressive turf field at the Sonoma Heights Park.

Men’s league: The KNSC Recreational Men’s Soccer League celebrated its first kick off in June 2012 to promote and develop soccer in a fair and competitive environment for members of the City

of Vaughan community. With an initial start of 10 teams, the league has already grown to 14 teams within its first year.

With safety and fair play the main priority, the KNSC Recreational Men’s Soccer League provides an exciting soccer experience for adult players of all levels who simply wish to enjoy the game in a fun yet competitive environment. This atmosphere has attracted many former KNSC players to participate in both the playing and coaching disciplines and with further success we anticipate the league to be a great role model for a Women’s Recreational League in the not too distant future.

Concussion initiatives: For the wellbeing of all our players, KNSC hosts an injury prevention awareness program to identify, manage and treat concussions. Concussions have been identified as the most common sports related injury and the one with the potential of having long-term consequences. Unfortunately, as coaches and parents, it is difficult to recognize if our child has suffered a concussion. Most times they go unnoticed and untreated. KNSC Concussion Program provides: • Baseline Testing performed by professionals which includes neurocognitive and fitness tests.

An investigation into price-fixing

by Vaughan concrete companies has come to an end after the probe failed to find sufficient evidence of wrongdoing.

The probe was discontinued because it was unable to prove “beyond a reasonable doubt” that there was an agreement or arrangement to fix, artificially enhance or rig bids, said Gabrielle Tasse, communications representative for

Canada’s Competition Bureau.

The investigation into the companies, which build basement foundations for new homes in the suburbs, began in March 2012 and was completed in early January, according to Ms Tasse.

A number of offices in Woodbridge, Concord and elsewhere in Vaughan were raided as part of the investigation.

The case centred on whether or not the companies were conspiring to raise prices above market value

to the Hwy. 7 and Pine Valley Drive offices Wednesday.

The investigation began after complaints were received about price-fixing in the industry throughout Toronto and the vicinity, Ms Tasse added.

The Citizen was contacted this week by the Residential Lowrise Forming Contractors Association of Metro Toronto and Vicinity, located in Vaughan, notifying the paper the investigation had been completed.

York Regional Police yesterday morning received three calls after unattended cars left warming up in driveways were stolen.

The first two incidents occurred near Islington Avenue and Rutherford Road and the second near

Weston Road and Major Mackenzie Drive, all between 7 a.m. and 8:30 a.m.

With temperatures dropping, police are witnessing more of this type of crime and estimate there have been more than 15 similar incidents so far this season.

The Insurance Bureau of Canada estimates the cost of stolen cars to Canadians each year as $600 million.

Thornhill byelection heats up, heavyweights visit city

Premier Kathleen Wynne, who called byelections in Niagara and Thornhill for Thursday, Feb. 13, made several campaign stops with Thornhill Liberal candidate Sandra Yeung Racco. The pair also sat down to speak to The Citizen for a few minutes at the Centre Street Deli. Here is an edited transcript of that interview: Q: All five of the candidates so far in Thornhill are women and the premiers of Canada’s four largest provinces are women. What does that say about women in politics right now?

Premier Kathleen Wynne: I hope it says we’ve started to change the dynamics in politics. People asked me when I was chairing the Federation of Premiers – there were six premiers who were women at that point – people were saying, is this a trend? Who knows, who can predict that? I think what we’re seeing is more women candidates coming along. We’re seeing that take hold and I think that’s a very good thing.

Q: As far as the subway extension from Finch Station north to Richmond Hill, is there going to be

any move (by the province) to make progress on it in the next one, two or five years?

Premier Wynne: So, let’s just talk about where we’re at with that.

That has been an issue Sandra has pushed, I’ve been at meetings with Sandra where she has raised that issue, Reza Moridi (Richmond Hill MPP) raises that issue consistently, we’re building the Spadina line and those subway stops are being built right now to push that line up into Thornhill.

The Richmond Hill line is part of the Big Move so it’s on the books, it is part of the plan, it was moved up in priority by Metrolinx in the last couple of years so we know it’s something that’s critical. It’s dependent on other things happening as part of the Big Move. The big issue for me is we are the government that’s built transit since 2003. My fear is that somehow that would stop. If our government doesn’t continue that momentum, we won’t get those lines done. We’ve got a party in Opposition that doesn’t have a plan to build transit, the NDP has no plan to build transit, they’ve opposed everything we’ve brought forward and so, having grown up in Richmond Hill, I know how much change there’s

Q: So we get all of this investment going into Niagara now in the wineries and the hospital down there, what could we get in Thornhill that would match that investment in Niagara ($100 million in goodies).

Premier Wynne: You know, the $640 million that I was talking about that has been put into transit since 2003, it’s hard to match that in a single jurisdiction around the province. It’s a huge investment, the money that’s going in every day to build that Spadina line, it’s major, the money that’s going in to create venues in York Region for the Pan Am Games, is extremely important.

Q: Where are we at on ice storm emergency relief funding?

Premier: There is a process, I had a conversation with Hazel McCallion last week before our meeting with all the municipalities. It will take some time to sort out all the costs that municipalities incurred, what are the things that they can look after themselves, but we fully engaged the Minister of Municipal Affairs, we fully engaged the municipalities.

Sandra Yeung Racco: The Premier was the only leader during the ice storm who was out there helping the residents, talking to them, seeing what they need. I didn’t see where the PC leader was, I didn’t see where the NDP leader was at all and this was, I remember I was so impressed that on the 24th of December she’s out there with the people because they were having issues. Where were the rest?

Q: What’s going to be in the budget with respect to transit funding, what can we expect? Are we going to get tax increases, what’s going to

fund the Big Move?

Premier: I’m not going to preempt the budget; we’re in the process of putting that together. We’ve said we’re going to bring something forward. I completely get that people want to pay for the transit that is in their communities. People ask me if they’re in the north if they’re going to have to pay for GTA transit. That is not what we have said we’re going to do, but what’s really critical to me is that we keep building. The details of the plan will be in the budget in the spring.

Q: Are you also going to introduce a new pension plan for Ontario?

Premier: People are not saving enough, that’s just the reality. We don’t seem to be able to get the federal government to take this on as an issue. Somebody’s got to be able to look after the interests of people into the future. We’re taking on that responsibility and we’re going to present an Ontario plan that my hope is maybe other provinces will want to get involved with.

The organizations of seniors, CARP, retired persons, they are advocating very strongly for this, they are very concerned about this issue. It’s not going to help them, they’re already retired, they’ve already made their plans and they’re already living according to what they’ve saved, but they see their kids and their grandkids, I see my kids and my grandkids and I want them to have some security and that’s why we’re going to bring a plan forward.

Sandra Yeung Racco: Premier Wynne is the only leader that’s actually talking about this. Tim Hudak, Andrea Horwath, they run away. It’s a tough issue, but we’re tackling it, because we’re not afraid of tough issues.

Deryn Rizzi is blazing a trail for women in York Region.

The 38-year-old mother of two was named deputy fire chief in Vaughan last month, making her the first female in York region to achieve that rank, according to city officials.

“I think you’re successful in a career when it’s your passion. My career has been my life in terms of trying to educate myself, better myself, to get to the point where I am now,” Mrs. Rizzi, a longtime Newmarket resident, said. “Sometimes, I’ve had to put my family on the back seat for my career or for my schooling. I’m very fortunate that I have a very supportive family and I’m here because my family have supported me the whole way.”

Grateful for help Mrs. Rizzi also credits those she’s served alongside with helping her get to where she is today.

“It’s not just my success, it’s the success of the people who chose to mentor me and coach me and teach me how to be a better firefighter, how to be a better acting captain, how to be a better supervisor, so I could reach this place,” she said. “As much as the schooling, and everything else helps, that is the most important.”

Mrs. Rizzi, who grew up in Markham, earned a bachelor’s degree and a teaching degree from Queen’s University.

She began her career as a teacher in York Region, but after a few years decided it was time for a change.

“I fell into teaching because both my parents were teachers, my older sister was a teacher. Not that it was expected, it was just that’s what I saw, that’s what I knew,” Mrs. Rizzi said. “When I was teaching, although I do love children and I do love teaching, I wanted something a little bit more physically active because at that time I was an ath-

fighter she swam with on a masters swim team, suggested she think about a career in firefighting.

Vaughan’s fire department was hiring at the time, so Mrs. Rizzi, along with about 2,500 others, applied for one of 16 spots. She landed one of them.

From there she rose through the ranks, becoming an acting captain in 2009, a captain in 2013, and now deputy fire chief.

Along the way, Mrs. Rizzi spent a lot of time educating herself and others.

She holds a masters degree in disaster and emergency management and is currently working on a doctorate at York University.

Mrs. Rizzi has also achieved the highest level of incident command qualifications in Canada and the United States, among myriad other certifications.

She’s also worked at the Office of the Fire Marshall and Emergency Management Ontario.

Mrs. Rizzi continued putting her teaching skills to work at Durham College, Georgian College, George Brown College and York University as an instructor for courses in firefighting and emergency management.

And she clearly loves her job.

Mrs. Rizzi’s education and experience make her a “good fit” for the deputy chief’s job.

“We vetted some high-quality applicants and, at the end of the day, the best applicant for our organization was in our house,” he said.

“Deryn is a 12-year veteran of our service and her education speaks for itself. Academically, she’s exceptional and she brings skills from EMO (Emergency Management Ontario). Her organizational skills are just incredible also.”

As deputy chief of support services, Mrs. Rizzi will be in charge of public education, fire prevention, training and communications.

“When I was hired on, the City of Vaughan Fire Rescue Service was known as the best fire department in Ontario,” she said. “So I look forward to maintaining that standard and that level of respect in the province.”

Vaughan hired its first frontline female firefighter in 1991. There have been major strides since then, but firefighting remains a male dominated profession.

In Vaughan, however, everyone is treated equally, Mrs. Rizzi said.

“We don’t look at this as a gender-based job as much as people from the outside looking in might,” she said. “There’s not a subgroup of female firefighters because, at the end of the day, it’s someone in bunker gear with a helmet on and a breathing apparatus. It doesn’t matter who it is. It’s just that person who is willing to put their life on the line for your life.”

A self-described “competitive person,” Mrs. Rizzi aspires to someday reach the top ranks.

“I don’t believe that’s unattainable,” she said. “Eventually, I will be a fire chief.”

And to all those young girls out there considering their future careers, she offers this advice: “Educate yourself, work hard, follow your passion, have drive and determination — and make yourself the best person you can be.”

Packing kids’ lunches shouldn’t be tedious or timeconsuming and it most certainly shouldn’t be considered a nuisance or chore.

As parents, we made a commitment that we would, at all costs, secure and protect our children, especially when it comes to their health and well-being, which is priceless.

Some children are in school, with many in before and after-care programs, from 6 a.m. to 6 p.m., five days a week and, unless your school programs offer healthy, whole, well-rounded snacks and lunches, then your child will need your support for the duration of the day with nutrient-dense foods that will fuel their bodies and brains.

It has become so routine that I only have to think of a few things before packing my kids lunches, such as do I have all my food staples, a couple of items from each of the four food groups noted in Canada’s Food Guide.

By a couple of items, I don’t mean Ritz Crackers in place of a grain product, which a school in Manitoba served up as part of a balanced meal plan.

Here are some tips for packing easy, smart, healthy kids school snacks and lunches that they’ll eat.

Save Money and Pack Smart: • The food industry has done a good job with convenience and kid-friendly foods, but is it healthy for you? Avoid pre-packaged, processed foods. They are expensive and loaded with fat, sodium and preservatives.

• Think outside of the lunchbox. Did your kids love last night’s roasted chicken and vegetables? Pack some in a thermos to eat the next day. Pack leftover meatballs into a whole-grain pita pocket for a lunchtime sandwich. Mix leftover rice and vegetables and top with chunks of tuna or chicken.

• There is no rule that lunch has to include a sandwich, chips and a cookie. Try a tasting plate of chicken chunks or deli turkey roll-ups with a handful of grapes and carrots with a small container of low-fat dressing.

Finger foods are usually a hit with children.

• Be safe. Pack lunches properly to ensure food safety and freshness. Invest in a reusable ice-pack, a thermos to hold warm foods and a variety of different sized containers. Include a cloth napkin and reusable utensils to cut down on waste. Remind your child to always wash her hands before she eats.

Don’t forget to include something from each food group and be creative.

Petrucelli aims for Special Olympics spot

When Stephen Petruccelli is not racing down mountain peaks on two planks of carbonfibre at breakneck speeds, he prefers a more relaxing sport.

Passed down from his Italian parents – who used to entertain themselves at family barbecues with the Mediterranean pastime – Stephen has excelled at bocce and hopes to eventually represent Canada at the Special Olympics’ World Games.

After initially trying bocce on a whim and growing enamoured with it, he and his father, Tony, decided to approach Richmond Hill council with the idea of launching a league for the developmentally challenged.

Councillors loved the idea so much, a free place at Rouge Woods Community Centre’s indoor courts was reserved for the group each Saturday.

Since then, membership has doubled and the group has even formed an international team.

On Saturday, teams from all over the country came to those same courts to compete in preparation for the 2014 Special Olympics Canada Summer Games in Vancouver.

The 12 teams, from Manitoba, Windsor, London and the GTA, spent much of the day jockeying for position in friendly yet competitive surroundings.

York Regional Police, who hosted the Special Olympics last year, also sent representatives to the venue to support the athletes.

Joe Grande, coach of the team from Winnipeg, is a restaurateur by trade but became involved as a volunteer coach after being asked to impart his knowledge of the sport

onto a new team that had been formed.

He said the team wanted to take part in competitive matches before arriving at the summer games.

“They’re very excited and they take it very seriously, they want to win,” he said. “The main thing we’re working on now is trying to build confidence and that team identity. It’s all about taking care of one another and growing as a unit.”

As for Stephen, he was just happy to be competing with all his friends.

“I like skiing and bocce and I am very good at it,” he said. “I’m so proud of my parents for organizing this.”

His mother, Anna, said his love of sport goes back to the first time he laced up skates and played hockey.

“He’s fearless and he truly does love it,” she said. “I don’t know why more parents don’t get their kids involved. Stephen takes to these things like a fish to water.”

Despite Ms Petruccelli saying her son is pretty much happy doing anything, she said he gets particular joy out of competing and meeting new friends.

“I love to see them all communicate amongst themselves, they understand each other,” she said.
