Founded in 2011, the Veterans Association of Real Estate Professionals (VAREP) is a
HUD-Certified Affiliate and a Veteran Service Organization (VSO) dedicated to assisting veterans and servicemembers with financial stability, affordable housing, economic opportunity, and VA loan access through HUD-certified services. As we reflect on over a decade of advocacy, service, and growth, it is with great pride and gratitude that I present VAREP’s first annual report. This report highlights our remarkable journey from humble beginnings in 2011 to becoming a nationally recognized Veteran Service Organization in 2024.
VAREP holds the unique distinction of being the only VSO that is also a HUD-Certified Housing Counseling Affiliate. This dual role enables us to administer HUD’s financial and housing services to veterans and servicemembers, empowering them with the tools and resources to achieve financial stability and sustainable housing.
While the COVID-19 pandemic posed unprecedented challenges and temporarily slowed our progress, it also provided an invaluable opportunity to revamp and restructure our programs. These efforts have strengthened our foundation and positioned us for future growth, ensuring that we can continue to meet the evolving needs of veterans, servicemembers, and their families.

VAREP was founded to address the unique challenges veterans and servicemembers face in securing affordable housing, accessing VA loan benefits, achieving responsible homeownership, and attaining financial stability.
2012-2015: BUILDING A FOUNDATION
• Launched VAREP Chapters nationwide to foster community engagement and educate housing professionals on VA loans and military culture.

Veteran & Servicemember Financial Literacy & Housing Act of 2025
This bill enhances financial literacy, fair housing protections, and interagency coordination to ensure veterans and servicemembers receive HUD-certified support for homeownership and financial stability. It mandates HUD-Certified Annual Financial & Housing Checkups, expands fair housing protections, establishes VA loan case management services, provides foreclosure prevention assistance, and requires military culture training for HUD-certified housing counselors to improve veteran-focused financial guidance.
Mandates a Federal Housing Administration (FHA) mortgage notice to enhance transparency by offering a “side-by-side” comparison of conventional, FHA, and VA loans, enabling veterans and servicemembers to make informed decisions on the best loan product for their needs.
This bill grants a Congressional Charter to the Veterans Association of Real Estate Professionals (VAREP). We are the only HUD-certified Veteran Service Organization supporting military community housing and financial needs.

We receive donated homes through our partners, renovate and award them mortgage-free to qualified veterans, servicemembers, and surviving spouses throughout the country. The House-a-Vet initiative was developed to make homeownership a reality for those who sacrifices greatly for our country. MORTGAGE-FREE
Transforming neglected properties into vibrant homes, we renovate and resell donated properties from partners to qualified low-to-moderate income families nationwide. Through our 14-day First-Look Program, first responders, teachers, and civil servants get priority access, with closing costs covered to help them start fresh in a home of their own.

REPAIR ASSISTANCE FOR MILITARY PERSONNEL
Since 2019, U.S. Bank’s Repair Assistance for Military Personnel (RAMP) program has provided critical home repairs to veteran homeowners, ensuring their homes remain safe, accessible, and livable. Through partnerships with organizations like VAREP, the RAMP program has made a tangible impact by funding essential repairs such as handicap ramps, bathroom mobility retrofitting, HVAC replacements, and new roofing.
In 2023–2024, RAMP partnered with VAREP on three projects, assisting veteran families in Prescott Valley, AZ (2 projects) and Louisville, KY (1 project). These efforts provided $58,242.80 in home repairs, demonstrating a shared commitment to improving veterans’ quality of life.
To date, the program has successfully completed 29 projects nationwide through nonprofit partnerships.
Our program focus areas include suicide prevention education; alternative therapies gap grants; home buyer closing cost grants; emergency financial assistance; Trauma (Military Sexual Trauma & domestic violence) thriver grants; and outdoor healing adventures for those re-discovering purpose and tranquility.
Our programs ensure that veterans have access to the resources they need to overcome economic, social, and personal challenges they face to build a better future for themselves and their families. Our goal is to achieve short-terms objectives while ensuring Long-term Sustainability.

Statistics show sustainable homeownership brings financial stability, less stress, and strong family bonds. Named after Sr. Chief Robert Calloway, a real estate agent and deacon, an original VAREPer who served in different posts including the VAREP national board. He is missed but his legacy lives on.

After working with many alternative therapy organizations, we designed CampCares as outdoor healing peer therapy retreat which include hunting, fishing, backcountry hiking, conservation, equine therapy, and meditation programs that are immersed in nature’s solitude to heal the soul.

CAMPCARES CAMPCARES VETERAN RETREAT - 2022
CampCares, a featured outdoor peer therapy retreat of VETCares, Inc., is designed to provide outdoor peer therapy retreats including hunting, fishing, backcountry hiking, conservation, equine therapy, and meditation programs that are immersed in nature’s solitude to heal from past traumas and quiet the soul.
As our Founder and President stated in his letter, we are a PEER support organization focused on providing holistic programs for veteran assistance and healing. CampCares is a vital part of a veteran’s reintegration and healing journey. We know that healing is an ongoing process and while traditional medical methods are effective, they are more powerful with the elements of PEER support groups to listen and share lived experiences. The guided outdoor retreats with the PEER specialists set the tone during the 10-day advance prep work, 5-day retreat, and a 45-day post-retreat and debrief completes the CampCares retreat program. We plan to launch a CampCares alumni PEER network for continued support in the future.
VETCares held its first CampCares retreat in July 2022 in Pray, Montana. CampCares’ cabins are nestled in the Montana valley and surrounded by majestic mountains with a river running. Fly fishing has shown to change lives by learning this new sport successfully. This recreation teaches techniques that feel unnatural in presentation, requires patience, listening and practice. Practical skillsets for reintegration and healing.
DAY ONE
We approved three participants and they arrived a bit uneasy, anxious, and unsure of what to expect. It takes courage to hop on a plane and travel to a destination you most likely have not been, participate in experiences that are unfamiliar to you, and be immersed in programs where you rely on volunteers and coaches that you barely know. As the beauty of the country starts to take hold of their souls, the attendees mindset slowly morphs re-
laxing them. This can be seen through body language, communication, and eagerness to know what’s next. Local professional guides are up next, front and center sharing the art of fly fishing with the participants. This seems difficult at one point, and before they know it, the participants are casting and pulling in their first catch at Sage Lodge’s beautiful practice pond. The ear-to-ear grin of success is amazing and indescribable from their first day of instruction.
DAYS TWO AND THREE
The next 2 days are spent floating the wild and scenic Yellowstone River with the professional guides. No phones, no work, no electronics, no responsibilities, no bad memories . . . just calm, fun, excitement and the occasional whoops and hollers of a “Tight Line”. After a full day on the river, the veterans return to camp for nourishment and fellowship around the campfire, under the star filled canopy “Big Sky” recapping lessons of the day and discussions on healing, goals moving forward, and tools to take home to continue the process of healing upon returning home.
No words can capture how elated we are to have held the first successful CampCares. We graduated three participants, but more importantly, the veterans receive what they traveled for . . . a safe space in an outdoor setting for veterans to openly share, let their armor down, discuss amongst each other their shared and collective experiences, how they have transitioned, and where they are headed.
Thanks to generous donations, the retreats are at no cost to the veteran participants. We look forward to expanding the program and the number of camps each year through your generous donations so that we may continue to serve Veterans on the “Edge of Healing.”

VAREP is committed to strengthening its advocacy, expanding housing assistance programs, and enhancing veteran-focused financial solutions. By collaborating with industry leaders, government agencies, and dedicated community partners, we will continue to break barriers and create sustainable opportunities for those who have served.
AS OF JANUARY 2025
81,000 VA-backed loans are seriously delinquent (90+ days), with over 100,000 more delinquent when adding 30+ day delinquent loans.
If left unaddressed, this growing wave of defaults could lead to increased veteran homelessness, negatively impact mental health, and push the veteran suicide rate, now at 16.8 per day, back toward the devastating 22 per day statistic we fought so hard to reduce.
We will not stand idly by as VA loan default rates continue to rise. VAREP will work side by side with mortgage servicers, industry leaders, policymakers, and the VA to prevent improper veteran foreclosures, provide a Fresh Start for those who have gone through default, and create future homeownership opportunities to ensure long-term financial stability.
This is a national crisis that demands a national response. We call on Veteran Service Organizations (VSOs), the military, the veteran community, and the American public to bring this issue into the light.
Through collaboration and awareness, real solutions will be on the horizon. As a HUD-Certified Agency, VAREP is launching the Homeowner Outreach & Mitigation Engagement (HOME) program, a proactive solution designed to engage, educate, and support veterans in distress before foreclosure becomes inevitable.
