Dear Mary: My husband and I paid off our home mortgage and bought a lake cabin. We

However, when we completed the paperwork to apply for a loan for the cabin, we were given a credit score of 813 out of a possible 950 with a note about outstanding balances on open accounts.

We do NOT have any outstanding balances on loans or credit cards. Can you help explain the meaning of this factor in our credit score?

As for that explanation you got for why your scores are not perfect, credit scoring doesn’t care that you pay your balances in full during the grace period each month. Credit-scoring computers constantly are taking snapshots of how much credit you are using at any given time. If you charge a $5,000 diamond ring to an account today and pay it off in full before the grace period is over, you might think you do not have an outstanding balance, but the credit-scoring machine sees an outstanding balance the moment you make the charge.

The people at FICO, the company that started all this credit scoring business in the first place, say that to maintain an excellent score, you never should be using more than 30 percent of your available credit on an individual account or 30 percent of your collective available credit, even if you pay the balance to $0 within your grace period.

I do not take my dogs to a dog park. Dogs that have never been introduced are let loose to “play” with each other, with no regard to size, breed and temperament. And dog owners tend to let their guard down because they’re in a dog park -- when they should do just the opposite.

But the following letter from a reader explains better than I could the perils of dog parks, where all things are not equal: “I got my Chihuahua-Lhasa Apso mix when he was 4 months old. He was my first dog as an adult, and I was very devoted to him. I walked him twice a day, taught him many tricks, including roll over, shake and beg, and took him to the doggy park twice a week.

“I had discovered a new doggy park close to my home, and we’d gone there four times. I took him last week, and within minutes of our arrival, he playfully approached a pit-terrier mix that was lying down with a ball in his mouth. I was about 30 feet away, and their playing quickly turned into a fight. The other dog’s owner, who was right next to them, started to hit her dog with a ball catcher, and as I was running over to them, she finally grabbed her dog and pulled him off of mine. He had my dog by the back and was shaking him. We’re talking a difference of at least 40 pounds between the two dogs.

“There were no puncture wounds, but he had two swollen masses, golf-ball size, on the side of his back. He bit me for the first time ever when I picked him up, as I’m sure I was unknowingly causing more pain to his wounds. I took him to the emergency vet an hour later, and they diagnosed him as having hernias. I paid for the surgery and said goodbye to my sweet boy, expecting to pick him up at 6 p.m. the next day.

“I got home about 1 a.m. and received a phone call at 5 a.m. reporting that he was in surgery and it was much worse than expected -- he had two broken ribs, with damaged intestines, pancreas and kidneys. His chances were 50/50 with two weeks’ recovery time minimum. We were talking $5,000 to $10,000 more than what I had already paid. So I opted to put him down.

“I’m just devastated by this and am wondering what I could have done differently to save him. He wasn’t neutered, and he would often initiate the playing with big dogs and then back down with

Diet and Exercise Reduce Chances of Alzheimer’s By the time you reach age 85, there is a 50 percent chance you will have memory loss, mostly likely due to Alzheimer’s disease.

The risk is substantially increased if the disease is present in more than one family member or if the diagnosis was made earlier than age 75.

If a person has one of the genes associated with developing Alzheimer’s disease, the risk of Alzheimer’s increases by 50 percent. If two of the genes are present, the risk increases to 100 percent.

It takes about 20 years for Alzheimer’s disease to be present with symptoms of memory loss. If a parent has Alzheimer’s disease at age 70, a child who will develop Alzheimer’s disease will have abnormalities identifiable in the brain at age 50.

It follows that it is never too early to begin efforts to reduce your risk of this disease. Here are recommendations for at-risk family members: First, stay active and engaged in life. Research in identical twins shows that Alzheimer’s is much less common in a twin who stays more active later in life, does not retire and continues to be involved in community activities.

If at high risk of developing Alzheimer’s disease, exercising the mind as often and as much as possible will prolong the onset of memory loss.

Even in symptomatic patients, active reading, crossword puzzles and anything that challenges the mind appear to slow the rate of the disease’s progression. Adults who have a higher level of education and are lifelong learners have a lower risk of developing memory loss.

Physical exercise is a crucial component of preventing Alzheimer’s disease. It not only reduces risks of heart disease and cancer but also decreases the chances of memory loss. Aerobic activity and strength training with weights improve strength, mood and memory.

Eating right not only reduces the risk of cardiovascular disease but also decreases the chances of developing Alzheimer’s disease. Just published in the Archives of Neurology, a study examined the diet of 2,148 people over 65. The results showed that the risk of Alzheimer’s was reduced by more than 30 percent in those who had a diet that contained a higher intake of salad dressing, nuts, fish, tomatoes, poultry, cruciferous vegetables, fruits, and dark and green leafy vegetables and a lower intake of high-fat dairy products, red meat, organ meat and butter.

It is also recommended that people at very high risk of Alzheimer’s disease be treated as if they had a heart attack beginning 20 years before their family member first showed symptoms of memory loss. In addition to a heart-healthy lifestyle, the target LDL (bad) cholesterol should be below 70.

This frequently requires the use of a medication.

There is also evidence that taking an ACE (angiotensin-converting enzyme) inhibitor -- a medication used to decrease blood pressure and reduce the risk of heart attacks and heart failure -- appears to also delay the development of Alzheimer’s. For example, if a mother developed

Alzheimer’s disease at age 75, the daughter should begin therapy at age 55.

Compulsive treatment of any medical problems will also delay the development of memory loss. It is important to aggressively treat conditions such as high blood pressure, diabetes, hypothyroidism and depression. For someone under the age of 70, the target systolic (top) blood pressure should be consistently less than 135 and preferably less than 120. If an elevated blood sugar is identified without any other symptoms (pre-diabetes), it is important to return the level to normal by diet and medication.

While there is still much research needed to identify appropriate medical therapies that reduce the risk of Alzheimer’s, some treatments that seemed promising have proven unsuccessful.

For example, because Alzheimer’s is associated with inflammatory changes in the brain, researchers have suspected that drugs that reduce inflammation, such as Aleve, Motrin or Celebrex, may also reduce risks of memory loss.

Unfortunately, most evidence does not indicate a benefit, and side effects are unacceptably high. In addition, researchers once thought that megadoses of vitamins E, C and A would reduce the risk of Alzheimer’s, but data shows that it may actually increase the risk.

There are many strategies to decrease the risk of Alzheimer’s disease, and everyone, regardless of family history, should make every effort to prevent this terrible illness.

‘It’s the Law’ is the Wrong Answer Q:

I have been getting Social Security disability benefits for a few months. And I just started receiving worker’s compensation payments. But shortly after the worker’s comp kicked in, they cut my Social Security benefits by more than half. When I called the Social Security office to ask why, she just said, “Because it’s the law.” Can you explain this?

A:

During my 32-year career with the Social Security Administration, I always got upset when I heard colleagues talking to customers, trying to explain why their benefits were reduced by merely saying, “It’s the law!” There usually is a good reason why a law exists, and obviously it would help people accept a change that impacts their benefits if they understood what the rule is trying to accomplish.

In your case, there is a law that says the combination of your Social Security disability benefits and your worker’s compensation payments cannot exceed 80 percent of your average monthly income before you became disabled.

And why is that? Well, in most cases, disability benefits are meant to provide temporary financial help while you get yourself back on your feet and eventually are able to return to the workplace.

Obviously, if you were getting as much, or even more, in combined Social Security disability benefits and worker’s compensation payments than you were being paid before you became disabled, you would have little incentive to want to get off of disability and get back on the job. That’s why there is the 80 percent cutoff point.

While Social Security is a federal program, worker’s compensation is administered by your state government. To reach the 80 percent level, some states choose to reduce their worker’s comp payments. But other states want the feds to cut the Social Security benefit. You obviously live in one of the latter states.

I am getting Social Security disability benefits. I’m 55 years old. I have a 54-yearold wife. Can she get spousal benefits on my record?

A: You didn’t mention any kids, so I’m going to

assume you don’t have any children under age 16 at home. If that’s the case, your wife won’t be eligible for benefits on your record until she is at least age 62. And at that point, she would get something on your record only if it exceeds any Social Security retirement benefits she might be due on her own account.

Q: Is it true that it takes two years to receive

If the claim is denied and the applicant files an appeal, that process can stretch out for another year or so. *** Finally, to close out this week’s column on disability benefits, here are some excerpts from a recent email exchange I had with a reader: Dear Tom: I have a friend who has been getting Social Security disability for years. His parents recently died and he inherited their home. Will this new asset prevent him from getting his disability payments? And what about his Medicare?

Dear Reader: Social Security is not welfare.

Neither is Medicare. Your friend will continue to be eligible for Social Security and Medicare benefits even though he inherited this house.

Dear Tom: I know Social Security is not welfare. But I didn’t say he was getting Social Security retirement. I said he was getting Social Security disability. And I’ve always been told that Social Security disability is welfare, right?

Dear Reader: Wrong! The Social Security disability program is just one part of the basic Social Security program. You don’t have to be poor to qualify for Social Security disability benefits. The only eligibility factor for the program, besides being disabled, is that you have worked and paid enough Social Security taxes to be “insured.” In fact, if Bill Gates became disabled, he’d get Social Security disability benefits.

Scammers’ New Weapon: Health Care Reform It never takes long for scammers to jump into new areas of fraud. Now, with health-care-reform legislation, they have a whole new way to try to get money out of the pockets of everyday people. Even if you already have Medicare, you’re still not safe from the scammers.

Here’s what they’ve been caught doing already: ► Selling fake policies door to door or on the phone. ► Selling “limited enrollment” policies. Those don’t exist. ► Selling fake medical discount cards. ► Sending fake e-mails and doing phony online ads, with toll-free numbers to call.

Health and Human Services Secretary Kathleen Sebelius has sent letters to insurance commissioners and attorneys general in each state, plus Health Care Fraud Prevention & Enforcement Action Teams (HEAT), warning them of the problem. She’s also notified the Senior Medicare Patrol Project -- senior volunteers who advise other seniors on how to detect fraud in Medicare.

As an example, if you receive medical goods you didn’t order, such as special equipment you don’t need -- but that Medicare will probably have HANDYMAN to SERVICES pay for --the Patrol can help investigators get to the bottom of it.

But it’s up to us individually to make sure we don’t become a scam statistic.

If you already have Medicare, you’ll be notified

by U.S. mail if there are any necessary changes.

Call Medicare to double-check.

If you don’t have Medicare yet but get a call or mail saying you need to buy a special policy, call your own insurance company to ask if there are any changes you need to know about.

Take another look. Chances are the label says “Larkin.” John Larkin started his soap factory in Buffalo, N.Y., in 1875. Along with his innovative brother-in-law, Elbert Hubbard, they launched a mail order business that became a huge success.

They eliminated the middleman and their motto was “From Factory to Family.” Housewives could redeem coupons that were given with every purchase for a plethora of household items from crockery to furniture. The Great Depression took its toll and the Larkin Co. was sold in 1941.

When you read lists of the latest scams, they’re all different. There are some scams, however, that seem to make all the current lists. Here are the ones to beware of at this point, in no particular order: 1. Help for Haiti Websites: Still a hot topic, the FBI told CNN it is “suspicious” of most of the 4,600 sites seeking donations for Haiti earthquake victims.

2. Home Repair: Spring is here, and so are the guys with a truck full of tools or asphalt, ready to take your money in advance.

3. Weddings: Beware “free” tickets to bridal shows; dresses with fake labels; planners, photographers and caterers who take your money and run.

4. The Census: You may be contacted in person, by e-mail or by phone by people looking for your personal banking information and demanding that you’re obligated to give it. You’re not.

5. Toyota “Recall”: These scams involve a tollfree number that is very similar to the real Toyota number. When you call the fake number, you’ll be charged $5.96 and will be asked for information such as your Social Security number.

6. Work at Home: You’ll get information that tells you how to find the jobs, not the actual jobs.

7. Windows 7 Updates: You could lose money when you pay for fake software update codes, or postage for free updates.

8. Canada Lottery -- Soccer World Cup: You’ll be invited to send money to be in the promotional lottery. Worse, you’ll be told you’ve already won and just have to send in some basic fees.

9. Mystery Shoppers: You could be charged for a guide and a kit showing how to find the jobs, or they’ll ask for your banking information so they can automatically deposit your pay.

10. Stranded Pets: Your heartstrings will be tugged, and you could end up paying for adoption fees, vaccinations, customs fees and more ... but SCAMS: To page 15

Playing a shot from the sand can be anything butemail: a dayvalleybits@msn.com at the beach, but it doesn’t have to be a bad experience if you work on a few basic steps.

The first thing to look for in the bunker is the firmness of the sand, and your footprints are the first clue. Shallow prints mean firm sand and a lively ball; deep prints mean soft sand and a cushioned hit needing more power.

In order to control the distance the ball flies from the sand you must be aware of two things: Length of the swing: Tour players have what I call a “designated swing area in the sand.

For me, my hands are chest-high both in the backswing and the follow-through. You need to find a comfortable range of motion for the club to swing on every sand shot.

Speed of the swing: Establish a consistent swing speed regardless of the sand shot. Mine is always a medium speed. The most important factor is the amount of sand between the clubface and the ball. Digging too deep or too thin produces disastrous results.

Once you have established these elements, you can plug in a variety of clubs to control the distance the ball flies from the sand.

Short shots need a lob or a sand wedge; for longer shots go with a pitching or approach wedge.

Work on these techinques to find what works best for you and you’ll end up making those difficult sand shots a “day at the beach”.

But there are a few “do-it-yourself” fixes that novices can employ to keep their facilities operational, such as flapper valve, fill valve and seal ring replacement.
