Letter from Dear Residents,

HOUSING

Congratulations on joining the USC Upstate Spartan family! The Housing and Residential Life team are busy with final preparations for your arrival and are excited to welcome you HOME! Our communities are comprised of different academic living learning communities and theme housing units designed to help you find your place at Upstate.

The Department of Housing & Residential Life has continued to work and ensure that we offer the best housing options for you. Each summer, we spend a great amount of time on projects to upgrade and enhance our housing. This past summer, a new door access system was installed campus-wide which now will have students utilizing their ID card to not only access the main door and hallway of their assigned residence hall, but also their suite door. This system has been expanded to the Villas as well and will allow for our returning students to use their ID card to access their front apartment door. We often split projects up and this summer, we also installed new LVT flooring on the 1st and 2nd floors of Magnolia in the rooms; those students are also receiving a new desk chair necessary for use on LVT. A multiyear project also wrapped up this summer in the Villas with the final installation of tankless water heaters, upgraded AC units & new platforms, and finally the upgraded electrical panels.

Living on campus provides endless opportunities for getting involved, having fun and making friends. Our on-campus community is centered on supporting your personal growth and academic success as a USC Upstate Spartan. It is our mission to create a memorable experience by promoting inclusive learning environments beyond the classroom while providing a community of care to residential students. We also know that we can only control what we can control; your decisions and actions will dictate our ability to provide a good community experience for those living on campus. We will rely heavily on you to do your part.

This guide, created by our Assistant Director of Housing for Communications, is designed to help you settle into your new home. As you prepare for the big move, familiarize yourself with our facilities, policies, and MoveUP! Procedures. Spend some time thinking about how you will customize your space for comfort and success.

We hope you have reached out to your roommates and suitemates to discuss your living environment and “meet” each other virtually before August 16; it makes all the difference in the world, to start of the year on the right foot by knowing your roommates.

There are two things to take care of before MoveUP: 1. Upload your declarations page of the required Personal Property Insurance in the housing portal. The final deadline for this is August 19 before classes begin.

2. Make sure you have your student ID handy for check-in or pick it up at University Police before you check in; you will need it to access your suite door.

Laundry rooms are conveniently located on each floor within the residence halls for freshman and new transfer students and in The Landing for upperclassmen.

All residential students can retrieve letters and packages from the designated mail lockers located in the basement of Palmetto House.

When a student’s package arrives at a mail center, the package will be logged and an email message will be sent to the student’s USC Upstate email account notifying them that a package is ready to be picked up.

To pick up your package, you will need to have the 2 4-digit codes available at the locker kiosk.

Renters Insurance All residential students are required to obtain renters insurance with proof submitted to their housing portal!

USC Upstate assumes no financial responsibility over the personal property of residents nor will the institution be financially responsible for large-scale, unintentional damage caused to university property by on-campus residents, such as a fire or sprinkler-head flood.

GradGuard Renters Insurance is a smart investment for college students and their families. With the GradGuard Renters Insurance plan, personal items that are stolen or damaged by a covered cause of loss can be replaced, subject to a low deductible. GradGuard Renters Insurance also protects students financially from large-scale, unintentional damage they may cause to their residence hall or bodily injury they may cause to others for which they are legally liable.

Student Success The Student Success Center strives to help students succeed in their studies, graduate from USC Upstate in a timely manner, and begin a career or graduate study.

Free tutoring, Supplemental Instruction for selected traditionally difficult courses, facilitation of study groups, one-on-one consultations, and referrals to other services are offered to assist students with their daily academic needs. Academic Support also offers various workshops and seminars on study skills, time management, note taking and reading strategies.

Spartan Pantry The Spartan Pantry is intended to assist students during financial emergencies. Items typically available the Pantry include non-perishable and frozen food items, basic personal hygiene items, and general cleaning supplies. Any currently enrolled USC Upstate student in emergency need can access the Pantry.

The Pantry is conviently located in The Office of Student Involvement on the 2nd floor of the Olin B. Sansbury, Jr. Campus Life Center. The hours of operation are 8:30 a.m.-5 p.m.

First Meal Dining Services Dining Services will commence with dinner on Friday, August 16th. On Saturday, August 17th, after Convocation, Dining Services will offer brunch, followed by dinner in the cafe after our All-Hall Meetings.

On Sunday, meals will include brunch and dinner.

CONSOLIDATION What is Consolidation?

The Department of Housing & Residential Life must efficiently and effectively utilize all available spaces in the residence halls. To accommodate the needs of all students, the HRL reserves the right to utilize the following consolidation policy as needed. In order to maximize housing space, HRL reserves the right to move residents from one unit to another at any time deemed necessary by the Director. Although HRL will make every possible effort to contact all affected by a move, the office reserves the right to fill any vacancy as deemed necessary without prior knowledge of the residents.

Consolidation Period Pre-Consolidation occurs between August 1 and the start of move-in to fill spaces from students who have cancelled or been granted exemptions. Thus, you may receive an email that your roommates have changed. Consolidation occurs during the fall semester between August 26 - September 23 and in the spring semester between January 13-February 3.

The Process At any point during the semester, students may find themselves left in a room without a roommate. These students have the following consolidation options: 1. Consolidate with another student in the same residence hall who is without a roommate or voluntarily move to a space in another residence hall.

2. Request the Department of Housing & Residential Life to reassign them to a double room with a roommate.

3. Opt to pay the pro-rated Double as a Single room fee and remain alone in their room, for that semester. HRL will actively attempt to assign a student to the space at spring semester unless the student chooses to pay the Double as a Single for the remainder of the year.

4. Stay in the room by themselves without paying the private room fee. The Department of Housing & Residential Life may assign another student to the room at any time. While students are there alone, they must occupy only half of the room and leave the other side for the room unused. Once a student is notified that they will be receiving a roommate, they cannot opt to pay for a single room at that time to prevent a new roommate from moving in. Students who do not choose any of the above options will be charged the private room fee

ROOMMATE ADVICE The first year of college is full of exciting new experiences and personal growth but can be challenging due to being away from home and living with strangers. The good news is your roommates can become lifelong friends. Here are some tips to help you settle in and build those friendships: Make a friend: Fostering a friendship with your roommate is not only beneficial for your immediate living situation but also contributes to a richer and more fulfilling college experience. When you meet your new roommate(s), listen to them and learn about their background and interests. You can start by having an open and honest conversation about each other's habits, schedules, and expectations.

Communicate: Effective communication is key to a harmonious living arrangement with your roommate. Start by being open and honest about your needs and expectations, and encourage your roommate to do the same. Practice active listening, showing that you value their perspective and concerns.

Address issues as they arise rather than letting them build up, and approach conflicts calmly and respectfully. Establish regular check-ins to ensure both of you are on the same page and adjust living arrangements as needed. Clear, respectful, and consistent communication helps build trust and fosters a positive living environment.

Respect Boundaries and Be Considerate: Be mindful of your roommate's personal space and privacy. Respecting boundaries fosters mutual respect and comfort. Small gestures like keeping common areas tidy, being quiet when they're studying or sleeping, and being punctual with shared responsibilities show consideration and respect.

Address Conflicts Calmly: If disagreements arise, address them calmly and constructively. Open dialogue and compromise are key to resolving conflicts amicably.

ROOMMATE AGREEMENT The Roommate Agreement Workbook is designed to create a set of rules and regulations for each room that are determined by the residents of that room.

Through a series of questions, roommates can decide on things like quiet hours, visitors, cleaning, and boundaries for the room. This Workbook should be completed one on one between roommates to ensure that both parties agree. If an issue arises during this process, a Resident Assistant or Community Assistant may be asked to assist the process.

All Roommate Workbooks must be complete for each community during the first week of the academic year. Those who have not completed their workbook will not be eligible for room changes and guest visitation within the residence halls.

ROOM CHANGE REQUEST During the academic year, issues may occur that cause a student to request a Room Change.

All students must follow the Room Change Request Process: The student wishing to transition rooms will provide information regarding the reason for their request via the Room Change Request located in the Housing Portal. The request will be reviewed by the Hall Director to determine the next course of action.

The Hall Director or Resident Advisors will reach out to you to discuss the information provided further if clarity may be necessary. A mandatory roommate mediation will be scheduled. This mediation is mandatory in order to approve the student move. Students will not be permitted to move without this mediation having been complete. During a roommate mediation, the student staff member will go over the issues present in the space as well as the previously completed Roommate Workbook in order to re-assess the workbook. Once this is edited and reviewed by the student staff member, all parties involved will sign that they agree to the new terms.

Once the mediation is completed, your resident adviser or hall director will reach out to update you on your room change request. If your room change request is granted, a meeting will be scheduled to determine when your move will occur.

Please note, all room change requests are based upon the vacancy of spaces in our residential communities. If you room change request is an emergency, please reach out to the Housing and Residential Office immediately.

Where do I go on Move Up Day? Plan to arrive on campus through University Way, with your first stop at the Health Education Complex.

How do I get my Parking Decal and Student ID for the year? Parking decals and student IDs can be obtained at the University Police Department: 219 North Campus Blvd, Spartanburg, SC 29303 You may visit the campus during business hours to pick them up. Please note that your student ID is required for room access. .

How do I view my Room Assignment? Room Assignments can be viewed on the homepage of your housing portal.

Will there be moving carts available for my use? Volunteers with moving carts will be available to assist you. They will load your belongings onto the cart and guide you to your room.

How can I reach Housing and Residential Life? HRL can be reached MondayFriday from 8:30am-5:00pm in the Housing Office located in the basement of Palmetto or by phone at 864-503-5422 What is the RA on call number? The RA on-call can be reached for afterhour lockouts, floods, room mediations, and urgent concerns. Please call 911 for all emergencies.
