A.01. INTRODUCTION / INTRODUCTION & PURPOSE

Running through the heart of the Dunedin city centre lies George Street, an important piece of public space, an integral thread of the central city fabric, and an environment about to undergo significant change as the quest for Dunedin to become “one of the world’s great small cities” continues.

Public space is a city’s literal common ground - the spaces where people come together as friends, neighbours and citizens.

They are the places we share together - streets, parks, markets, public buildings and more - and are the sites whereby most human exchange occurs. An exchange that the social, cultural, environmental and economic values of our communities depend upon for survival.

Despite this, for centuries, our urban planning ideologies have placed little value on the human dimension and the effect that the built environment has on people - their movements, behaviours and quality of life.

Nearly every major urban environment around the world records vehicular traffic, economic spending, housing, noise, pollution and more, yet very little is recorded about people in the built environment - who they are, how they move, where they go, or how long they stay.

Public Life Surveys, established in the 1960’s by renowned Architect Jan Gehl, represent a shift in this trend, focusing instead on the human dimension of our cities in order to better understand who our city’s users are and what their needs are.

Why? Because once we have a clearer understanding of how people interact with

public space, we are better equipped to help make these places more adequately meet the needs of the people who live, work and visit them.

Recognising that there is more impetus now than ever before for cities to be more liveable for their citizens, AECOM, together with Dunedin City Council, have initiated the following study of public life, acknowledging that the quality of a city’s public realm has a direct correlation to the well-being of its people.

In doing so Dunedin joins a list of large and small urban centres around the world, including Christchurch, Queenstown, Nelson, Wellington, Hobart, Wellington and Copenhagen, where public life is celebrated and where people are placed at the forefront of the urban planning process.

­­­Public Life Surveys capture

evidence-based data that reflects the relationships between people and their surrounding environments.

They are an observational method for generating quantitative and qualitative data regarding ‘life’ in our streets, squares, parks and other public environments.

In Ōtepoti Dunedin, Public Life Surveys were conducted between Wednesday the 11th and Saturday the 14th of March 2020.

Data was captured in six key areas. These include: 01. Pedestrian Activity Pedestrian activity surveys register the number of pedestrians walking within the survey area at specific locations. The registrations provide an indication of activity levels, destinations that attract people and indications of where users are walking to and from.

Pedestrians moving in both directions and on both sides of surveyed streets were registered (between building edge and building edge).

Additionally, a walkability survey was conducted to assess the factors that

contribute to a walkable space: including but not limited to assessments of pedestrian accessibility, waiting times at crossings, and safety.

Pedestrian activity counts were registered in 10-minute periods, every hour between 8am and 8pm on Wednesday 11 March and Saturday 14 March 2020.

02. Bicycle Activity Like pedestrian activity, bicycle activity is a registration of cyclists moving within the survey area.

Bicycle registrations were carried out at select locations in 10-minute periods, every hour between 8am and 8pm on Wednesday 11 March and Saturday 14 March 2020.

03. Staying Activities A registration of staying activities provides a snapshot of the people spending time in the central city and an overview of the duration and types of activities occurring throughout the day, such as standing, sitting, playing, working, and engaging in sports, cultural or commercial activities.

Staying activities are registered by walking through a defined public space, from one end to the other and registering the types of activities and the number of people

engaged in activity.

Staying activities were registered every second hour between 10am and 6pm on Thursday 12 March and Saturday 14 March 2020.

04. Outdoor Seating Audit Comfortable, well placed seating in the public realm is an invitation for people to sit and spend time. This might be primary seating, secondary seating (such as stairs) and outdoor dining/café seating. To supplement the survey of staying activities, audits of both café and public seating were registered and captured the number of outdoor seating opportunities on offer and the occupancy of this seating at any one time.

The café seating audit was undertaken at approximately 10am, 12pm, 2pm, 4pm, 6pm, and 8pm.

Data relating to the public seating audit was captured during the staying activity registrations between 10am and 6pm. Both outdoor seating audits were conducted on Thursday 12 March and Saturday 14 March 2020.

05. User Experience Face to face surveys (intercept surveys) with

the pedestrian public provide qualitative data on the user’s experience along George Street. Brief questions posed to the public relate to user experience, length of time they might stay in the central city, car-parking, and personal perceptions of the public realm.

User Experience surveys were conducted between 10am and 2pm with a total of 65 respondents in the central city being surveyed on Wednesday 11 March and Friday 13 March 2020.

06. Age & Gender An age and gender survey provides a picture of the diversity of users moving through the city centre. The balance between different age groups, and between genders, is an indicator of the quality, safety and integration of public spaces.

This data was registered every second hour between 10am and 6pm with each registration including a minimum sample size of 100 people on Wednesday 11 March and Saturday 14 March 2020.

Notes No unusual events (festivals, markets, protests etc.) that could affect the data took place on the day/s of the survey.

Overview The provision of a safe and pleasant walking environment for pedestrians - the ability to safely and freely move throughout the urban environment with minimal disruption - is a key objective of a high quality walking network.

Generally speaking, the walking environment on George Street meets this objective, facilitating safe, and largely free movement for pedestrians.

Despite a significant portion of the street fabric being surrendered to vehicle movements, some pedestrian passages are tuned in the favour of pedestrians. In particular, the utilisation of a ‘Barnes Dance’ methodology at intersection crossings significantly influences pedestrian priority.

However, much of the existing footpath provision is narrow, and often cluttered with sandwich boards, and ill positioned street signs and furniture - the ‘flotsam and jetsam’ of the public realm. Maintenance is overdue and users may be left with a slight feeling of being under cared for.

Despite this, the streetscape is generally characterised by a steady stream of

pedestrians moving about, reiterated further within the User Experience Survey, whereby close to 30% of respondents had chosen to walk into George Street.

Large groups of what appeared to be tourists were also visibly walking along George St, engaged in, and contributing to, the experience and atmosphere of the street.

An important factor influencing this experience, is the prevalence of heritage architecture, and human scaled, independent retail. As explained by Jeff Speck, author of Walkable City, humans demand almost constant stimulation - the need to be entertained - and without this the motivation to walk greatly reduces. Certainly within the blocks of George St between Moray Place and Hanover Streets, this level of entertainment is high.

This likely contributes to the balance of pedestrians over both the weekday and Saturday survey - a very positive result for the city, and evidence that the city centre is a destination for many users. Observational analysis from other CBD environments suggests that this is not always common, and an attribute that should be further invited within the public realm.

Saturday

Weekday pedestrian movements registered across all eleven survey sites totalled 69,354*, with movements building consistently throughout the morning, before peaking between 1pm and 2pm, and then tapering until survey close.

Saturday pedestrian registrations across all sites totalled 72,402*, with a two hour peak between 12pm and 2pm. Movements throughout the morning are quieter when compared to weekday numbers, however mid to late afternoon activity is higher. Early evening activity across both survey days is largely consistent.

The highest level of foot traffic was registered between Hanover and St Andrew St - with close to 11,000 daily movements or approximately 16% of all recorded movements. This level was almost identical to the block between Moray Pl and St Andrew St, which confirms the popularity of these two blocks. Foot traffic then slowly decreases (by close to 40%) between these blocks and the George St block north of Frederick St. Approximately 23,000 pedestrian movements were registered across Moray Pl, St Andrews, and Hanover St - a reflection of the importance of these routes in connecting pedestrians to and from George St. The lowest number of pedestrian movements on George St (6,786) was registered on the block between Frederick St and Albany St.

The highest level of foot traffic was again registered between Hanover and St Andrew St. Close to 15,000 daily movements were registered in this block, accounting for approximately 21% of all daily movements.

The block between Moray Pl and St Andrew St is also a popular weekend spot, with approximately 11,600 daily movements registered.

Moray Pl, St Andrews, and Hanover St again contributed close to 20,000 movements, reinforcing the role these streets play in contributing to public life.

The lowest number of pedestrian movements on George St (5,940) was again registered on the block between Frederick St and Albany St. * Given the number of survey sites located along the length of George St, a number of pedestrians will have been registered more than once.

Another key factor influencing the walking experience is the amount of walking versus waiting times, coupled with the number of times that pedestrians may encounter conflicts with vehicles.

While walking is first and foremost a form of transportation, it also offers opportunities to spend time in the public realm, experiencing the city at a human scale and pace - looking at shop windows, watching people, exploring buildings, interesting views and engaging in social activities.

Walking Audit At a leisurely walking pace, it takes ten minutes to walk between the northern side of Frederick St, to the northern extent of the Octagon proper.

Of this, walking time accounts for 7:42 mins, or 77% of the total trip time.

The remaining 2:18 mins, or 23% of total trip time, is spent waiting at intersections.

Five major intersections and four minor vehicle crossings need to be navigated along the route.

‘Barnes Dance’ crossings at Moray Pl, St Andrews St and Hanover St help keep pedestrians moving, however crossing the Frederick St intersection added a substantial 75 seconds to the overall trip (and wait) time.

Visibility at some of the minor intersections, such as Cambria Pl and the three noted vehicle crossings may catch pedestrians off guard, putting much of the responsibility on driver behaviour to maintain a safe walking environment.

Accessibility

One of the greatest assets for the city centre is the numerous heritage buildings that line the streets and frame intersections. These add a strong sense of containment to the street, contributing to a largely comfortable scale for pedestrians. However, at moments, such as at the Frederick/London/Pitt St intersection, all sense of confinement is lost, as is the human scale. This intersection becomes a place where decisions are made as to whether pedestrians continue north or turn back.

For a large section of the survey area, path widths sit at approximately three metres wide. While not overcrowded (by either Fruin LOS, or Gehl Architects Pedestrian Capacity Modelling) with the inclusion of bus boarding and alighting, sandwich boards, signs and ill placed street furniture, delays and subsequent annoyance is foreseeable.

For a streetscape environment to be welcoming and usable by people with disabilities, it must be designed to allow a wheelchair or person with a walking aid to safely and easily navigate. This includes consideration of transitions, protection from vehicles, the use of tactile surfaces, placement of potential obstructions, consideration of surface finishes, and more.

These widths may lead to fast paced pedestrians walking into the carriageway, difficulty in stopping to look in store windows and longer walk times. This is significantly more difficult for users who require prams, wheelchairs or mobility aids.

For many visually impaired and less mobile users, large areas of the existing streetscape will prove challenging. Narrow movement zones, uneven ground, vehicle conflicts, awkward transitions and scattered retail signs are all hazards for less able users.

B.02. BICYCLE ACTIVITY / OVERVIEW

Overview A key indicator for assessing the quality and experience of cycling is the presence of regular cycle activity, by all age groups and genders.

Generally speaking, consistent cycle activity is only present when safe routes and adequate facilities are provided. Unlike walking, which can be categorised as a necessary activity - cycling for most is an optional activity and more likely to happen when the right conditions are in place.

Otago is well known for recreational cycling opportunities and recent invetsment into urban projects has developed a mostly positive dialogue for city centre movements also.

To some degree, this is starting to reflect in the level and type of registered cycle movements in the city centre, with positive numbers of what appear to be commuter cyclists, identified through activity peaks.

While more could certainly be done to improve the cyclist experience - particularly with regard to calming vehicles along the length of George St - the presence of close to 1,900 cyclists over the two survey days suggests that cycling is considered a viable mode of transport for many.

Comparative data (from other surveyed cities) does suggest however that further steps are needed to encourage and support a meaningful increase in the number of bicycle trips taken.

Saturday

Weekday bicycle activity registered across the eleven survey locations totalled 1,230.

Saturday registrations across the eleven survey sites totalled 642, a decrease of almost 50% when compared to weekday movements.

Approximately 35% of this total was registered between 8-9am and 5-6pm - typical weekday business hours, which suggests that a good portion of this activity can be attributed to users commuting to or from work. While not to the level of peak numbers, it is also worth noting that overall bicycle activity begins to rise from 3pm, suggesting that cycling is also seen as a viable mode for getting to and from school.

The highest level of bicycle activity was registered along George St, however, like pedestrian activity, a number of cycle movements were also registered on Moray Pl, St Andrews St, and Hanover St, reflecting the role of these streets as part of the urban cycle network.

Unlike the weekday, movements throughout the day are largely consistent, with the exception of one noticeable peak between 1-2pm, and an equally noticeable dip between 3-4pm.

The highest number of bicycle movements was again registered along George St, which accounts for approximately 74% of all registrations for the day.

Limited cycle movements were registered across Moray Pl, St Andrews St, and Hanover St.

Between the above mentioned peak times, bicycle activity generally operates as a reverse bell curve - a trough between peaks.

Overview Staying activities are a registration of the number of people spending time in a given place - sitting, talking, playing music or reading a book. These not only reflect the type of activity that people are engaged in, but how that activity changes throughout the day.

While a registration of pedestrian movements tells us one story, an equally important chapter in the story is the number of users not moving - those users choosing to stop and spend time engaged in some type of outdoor activity.

Like cycling, staying activities are generally optional and tend to occur when the conditions are right. Some conditions, such as weather, are generally universal, while others differ from person to person. For these reasons, public life is most likely to flourish when a diverse range of activities are on offer and climatic conditions are suitable.

As such, the urban environments that invite users to stay typically record significantly higher levels of public life than those that do not.

For George St, a total of 429 unique staying activities were registered across both survey days. The most popular activity registered was standing (window shopping, talking, smoking a cigarette etc.), and accounted for a little over half of all activities registered.

This is of little surprise given the role of the street as a retail destination, however this is likely compounded by low levels of public seating and places to pause and enjoy the spectacle of the street.

Of concern is the absence of children spending time in the space - a likely reflection on the perception, safety and appropriateness of the city centre as a place for families with young children.

Saturday

Weekday staying activities totalled 158, and of these, approximately 73% were attributed to standing. Sitting, in commercial or public seats, accounted for almost all the remaining registrations.

Staying activities for Saturday totalled 271, a 72% increase when compared to weekday registrations.

No registrations were attributed to children at play, or to cultural activities, such as buskers, performers or unplanned activities.

Although not absent, registrations of people sitting in the street, whether in commercial or public seats, were low, particularly when compared to other survey cities. This could be attributed to a number of influential factors, however one likely influence is the relatively low numbers of public seats within the street environment (as revealed during our audit of public seating).

Peak activity was registered at 12pm, however between 10am and 4pm, activity registrations remain fairly constant.

Registrations at 6pm revealed a significant decline, accounting for approximately 11% of the daily total.

Standing is still the most popular activity, accounting for almost 50% of all registrations for the day.

Registrations for seating - on public or commercial seats - increase on weekday numbers, totalling 103 activities, or 38% of all daily registrations. Of this number, commercial seating only accounts for approximately 13% of all activities, somewhat surprising given the number of cafés and restaurants offering outdoor dining.

Like the weekday survey, no registrations were made for children at play, and only one registration for cultural activity was recorded.

While technically a peak occurs at 12pm, activities remain largely consistent across the day. One obvious change however is an increase in public seating during the 6pm survey, suggesting that street activity can, and does continue, after the majority of the retail stores are closed.

Overview Bustling streetscapes are one of the most compelling features of great urban spaces.

People walking and lingering, active built edges where activities spill out into the street, public art, conveniently located services, and cafés, restaurants and bars each come together to create a lively and vibrant atmosphere. In doing so, reasons for people to come together to share time, money and social capital are established.

Outdoor café seating (kerbside) in particular can help create recreational spaces out of otherwise pedestrian passages. In doing so places are provided to linger, that allow users to not only view the spectacle of the street, but also to become a part of it.

As per most staying activities, spending time sitting al fresco style is very much an optional activity. But, when desire, availability of time, and quality of place intersect, these areas become a centre for social, cultural and economic activity; public life.

The scope of the audit area spanned the length of George St between Moray Pl to the south and Frederick St to the north.

A total of 51 seats were on offer, across 13 different cafés. While George St may not be the city’s first dining destination, much more could be done to better invite and support businesses that engage with the public realm, including widening of the foot path environment, streetscape enhancements and general maintenance.

Note. While numbers are low, it should be acknowledged that during this same time period, a total of 365 registrations were recorded within the Octagon, which is the more likely destination for dining in the city centre.

Surveys were undertaken at approximately 10am, 12pm, 2pm, 4pm, 6pm and 8pm on Thursday, March 12*, and Saturday, March 14, 2020. Each registration was carried out during periods of fine weather. *A preliminary survey was undertaken on Wednesday March 11 during less than optimal weather conditions. While staying activity levels tend to dip during periods of poor weather, registrations for this period were comparable to within 15%.

Apart from the number of public benches on offer, other factors such as quality, views, shade, comfort, and location (to pedestrian routes), each significantly influence the pedestrian experience. Observations showed that the most popular benches typically offer a combination of each of these factors.

Generally speaking however, more can be done to improve the number and quality of many of these seats, along with greater consideration regarding location and positioning.

Within the survey area, a total of 13 permanent bench seats are on offer, each with space for between one to three users to sit comfortably. A further five benches are located within newly created ‘pop-up’ spaces between the Octagon and St Andrews St, and combined, these can accommodate approximately 10 -15 users. Observations suggest however that often these seats are utilised by single users only.

B.06. AGE & GENDER / OVERVIEW

Overview Age and gender registrations provide an important measure that tells us something about the perceived (and actual) quality of the urban environment. By understanding detailed information about who the users of our cities are we are able to make more informed decisions to ensure that our public spaces are inclusive for the communities they serve.

For example, a balance between genders, coupled with a diverse spread of age groups, suggests that users generally feel safe and comfortable in the space. This balance would also suggest that there is a suitable mix of activities and spaces that caters to all ages.

Generally speaking, the registrations captured on George St suggest that the town centre is most desirable for younger to middle aged adults, and less so for the youth and elderly.

Dunedin is far from alone with this condition, but given that the city is home (at least temporarily) to comparatively large numbers of tertiary students, it should be expected that this demographic be somewhat over represented.

However, as stated, public life is at its best (socially, culturally and economically), when all ages and genders are accounted for, and currently this does not appear to be the case for the city centre, with children (particularly those under 5) and over 65’s accounting for relatively small percentages of the total registrations.

The presence of youth/young adults however is a positive sign, suggesting that, for at least some, the conditions are suitable to choose the city centre as a place to spend time.

D.01. RECOMMENDATIONS

The following spread captures key principles to help encourage and support a higher quality of public life on George Street.

01. Recognise the streets: Generally speaking, public open space (parks, and squares etc.) is somewhat limited in the city centre, particularly as growth continues to flourish. The street network therefore, is particularly valuable space, and the design of these spaces should appropriately respond to the needs of all users. It is no longer enough for our urban streets to operate simply as transport corridors, but rather as valued places for people to come together and celebrate what it means to live in an urban environment.

02. Address the barriers: Address the barrier effect caused by roading infrastructure and vehicle movements to ensure walking and cycling initiatives can flourish. This includes factors such as allocation of pedestrian versus car space, pedestrian waiting times (at traffic lights

etc.), obstacles, large vehicle crossings and general maintenance issues, remembering that any increase in walking and cycling is a direct reflection of a decrease in the reliance on private motor vehicles, particularly for short trips.

03. Celebrate the amenities: The fantastic amenities and quarters that surround George St should be better celebrated by visually and physically linking these to the city centre. Ensure that these routes are easily identifiable with recognisable elements to ease wayfinding. These may be interactive or offer various experiences.

04. Keep it human scaled: Much of the built form lining George St is character filled and of a scale that is suitable to human activity. Further encourage active frontages, with ground floors that respond to

and invite activity to ‘spill out’ onto the street.

05. Enhance the quality (experience) of walking and cycling: Ensure that the pedestrian network that connects George St with the wider city is pleasant and safe. The compact nature of the city lends itself well as a walkable city, but only if the experience is of a high quality.

06. Improve the pedestrian level of service: Improving the level of service for pedestrians with more generous path widths that provide space to stop, space to move and space to linger, will help establish a stronger sense of street identity - complementary, yet not in competition with other popular areas such the Octagon.

07. Invite and support staying activity:

should not be the only measure for success.

Generally speaking, the diversity of invitations to stay on George St is limited. Most activity registered is largely restricted to commercial activities - shopping and hospitality. A wider range of invitations should be made to further activity, from simple measures such as providing more places to comfortably sit, through to the establishment of more permanent places to pause, such as the ’popup’ spaces currently being trialled along the street.

08. Invite diversity:

A considered approach to materials and street furniture will also help establish a stronger sense of street identity and place value - both effective methods for supporting public life.

Remember too that sometimes, the most important thing is that users feel invited to stay. Whether they choose to stay or not

As reflected within the age and gender data gathered, more could be done to support user diversity within the street environment.

While acknowledging that one public space does not need to be all things to all people, benefits can still be had from taking a more focused approach to supporting the needs of senior or vulnerable users, exploring ‘side-byside’ activities for children and young families (e.g. activities adjacent to outdoor cafe seating), and encouraging evening activities with invitations to stay outside of work hours.

09. Work with building owners and tenants: Continue to encourage and incentivise active and transparent building façades by supporting owners/tenants who want to engage with the public realm (e.g. tables and

chairs, planters, artworks and more). This may include an assessment of existing planning regulations to ensure that these are in-line with public life aspirations, or simply helping owners and tenants navigate the planning process.

10. Ensure a feeling of safety: Develop a lighting strategy for the city centre that includes lighting for overall safety, lighting for aesthetic and atmospheric value and lighting that helps connect key evening destinations, such as theatres, restaurants and parking areas/public transport stops.

And, don’t forget the basics: Well positioned, comfortable chairs, a mix of sun and shade, drinking fountains, places to park a bicycle and public art each add significant value, character and identity to the public realm.
