About the programme The Black Sea Basin Joint Operational Programme is one of the EU operational programmes under the European Neighbourhood & Partnership Instrument (ENPI). There are 8 participating countries in the Black Sea JOP, i.e. Armenia, Bulgaria, Georgia, Moldova, Turkey, Ukraine, Romania, and Greece.

The Black Sea JOP aims at a stronger and more sustainable economic and social development of the Black Sea Basin regions. Through the Black Sea JOP, communities in the areas concerned will be encouraged to further develop their local economy, confront environmental challenges and promote greater interaction among people.

Basic data: The project is funded under the first call of the EU Black Sea Basin Joint Operational Program which is implemented during the period 2007-2013. It falls under Program Priority 1: “Support cross-border partnerships for economic and social development based on common resources” measure 1.3 “Creation of administrative capacity for the design and implementation of local development policies”. The total budget of the project is 262,530.

The project is implemented by a consortium of partner organizations from program eligible countries: 1. Urban Foundation for Sustainable Development (Armenia) 2. Local Development Group (Romania, SE Region) 3. Association of Mayors and Local Communities (Moldova) 4. Kutaisi Information Center (Georgia) The beneficiary of the project is the Urban Foundation for Sustainable Development, Armenia.

What is the project about?

The overall objective of the project is to contribute to improved and synchronized capacity to plan integrated urban development and to promote it in the region.

Addressing the existing imbalance of urban development among different urban areas that leads to lower efficiency in using financial resources, the project offers a planning approach that aims to integrate public services, land use, energy and socioeconomic systems, especially at finer spatial scales, such as neighbourhoods or suburbs. There is an urgent need in the Black Sea basin to look upon urban development from a perspective that integrates physical, economic, social, cultural, environmental as well as institutional aspects in planning, i.e. to adopt the concept of Integrated Urban Development Planning, toward obtaining a virtuous circle out of a synergic solutions package and efficient usage of the available resources.

The project starts with assessment of urban development challenges, policies and capacities in partner countries to get clearer and comparable image of the current situation in urban development and to identify common requirements and challenges to be mutually addressed in the action. In the result of the assessment three cities are selected in each partner country for closer involvement in the further activities.

During an international seminar and study tour to Romania, participants get acquainted with the approach of integrated urban development as well as to the Romanian practical experience in its application. Upon return from Romania, participants disseminate knowledge regarding integrated urban development approach in their communities after which, with the assistance of consultants, target communities develop their own urban development plans. They will make use of the Integrated Urban Development Guide elaborated in the framework of the project.

The project will conclude with an international networking conference to be held in Yerevan towards the end of 2012 during which a Network of professionals in urban integrated development will be initiated and further expanded in the entire Black Sea Basin region. The created website will be instrumental in supporting and sustaining the Network.
