Professor Curtis J. Bonk, an expert in Psgchologg and Technotogg—Enhanced Teaching and Learning from Indiana Universitg will serve as one of the plenarg speakers during the 3rd International Conference on Open and Distance e—Learning (ICODeL) to be hetd on 26—28 November 2018 at the Garden Villa HoteL, Kaohsiung, Taiwan.

Drawing on his solid background and credentials, Prof. Bonk received various awards such as Online Learning Journal Outstanding Research Achievement Award in OnLine Education from Online Learning Consortium in 2017, AECT Division of Distance Learning (DDL) Distance Education Book Award in 2016, Outstanding Contribution to eLearning, Global TechLearn Congress and Awards on the same gear, and recipient of the Mitdred B. and Charles A‘ Wedemeger Award for Outstanding Practitioner in Distance Education Award in 2014, and various awards reLated to online teaching and [earnings in 1999, Prof. Bonk founded the CourseShare, a compang which aims to enhance facuttg and student teaching and Learning as weLL as faciLitate communication and collaboration over the internet. Head of Business Propositions Business Development Unit The Open University Andrew Law’s interest lies in helping new learners move from informaL to format Learning, and in particular supporting those with little or no access to traditional format ed ucation.

He joined the Open Universitg in April 09. He now coordinates and deveLops the OU open (free) educational media strategg and the deLiverg of that free educational service (see blog or Open Media Unit overview). This service incLudes their national and international W and radio broadcasts with the BBC, as weLL as OpenLearn, YouTube, iTunesU, and FutureLearn activities.

After Leaving Sussex University with quatifications in Development Psychology and Artificial Intelligence, he worked for the BBC For ten gears, he made TV and radio programmes for the OU (including some of the more poputar strands of Science output such as Rough Science — now on Discoverg). And for 8 gears. he was head of eetearning at BBC Worldwide Ltd. He has led teams producing a wide range of products, including some for the Department of Internationat Development and The Wortd Bank Institute (in Kenya, Ghana, and Ethiopia), Literacg materials for asgtum seekers in the UK, and teacher training materials for UK Head teachers via the National College of School Leadership, and executive training for OracLe/ Cranfietd Universitgt

Grace Javier Alfonso, PhD

Pau—Choo Chung received a PhD. degree in electrical engineering from Texas Tech University, USA, in 1991. She then joined the Department of Electrical Engineering, National Cheng Kung Universitg (NCKU), Taiwan, in 1991 and has become a full professor in 1996. She served as the Head of Department of ELectrical Engineering (2011—2014), the Director of Institute of Computer and Communication Engineering (2008—2011), the Vice Dean of College of Electrical Engineering and Computer Science (2011), the Director of the Center for Research of E—Life Digital Technology

(2005—2008), and the Director of Electrical Laboratory (2005—2008), NCKU. She was elected Distinguished Professor of NCKU in 2005 and received the Distinguished Professor Award of Chinese Institute of Electrical Engineering in 2012. She aLso served as Program Director of Intelligent Computing Division, Ministry of Science and

TechnoLogg (2012—2014), Taiwan.

Dr. Chung’s research interests include medical image analgsis, video analysis, pattern recognition, biosignat analgsis, and computational intelligence. She applies most of her research results to healthcare and medical applications. Dr. Chung participated in many international conferences and societg activities. She served as the program committee member in many international conferences. She served as the Publicitg Co—Chair of WCCI 2014, SSCI 2013, SSCI 2011, and WCCI 2010. She served as an Associate Editor of IEEE Transactions on Neural Network and Learning Sgstems(2013—2015) and IEEE Transactions on Biomedical Circuits and Systems.

Dr. Grace Javier Alfonso is a Professor and Former Chancellor of the University of the Philippines Open University (UPOU) , Executive Director of UPTV and Secretary General of the Asian Association of Open Universities (AAOU). She earned her PhD in Communication in 1990, her MA in the Humanities (Art History) in 1980, and her

Bachelor of Fine Arts in 1972, all from the University of the PhiLippines.

Dr. Alfonso witnessed the evolution of distance learning in the Philippines from the birth of UPOU in 1995 when she was then the Dean of the Diliman School for Distance Education. She became the Director of UPOU's Audio—Video Teaching and Learning Laboratorg in 1999, and the Director of the Multimedia Center in 2004 until she was appointed Chancellor in 2007. Dr. Alfonso has served three terms as Chancellor of the UPOU from 200772016.

Dr. Alfonso is also a multietaLented artist excelling in various media. She is a painter, and a sculptor, a filmmaker, director, film researcher and critic, and an

expert in multimedia. She has been bestowed numerous awards and distinctions, some of which are the 2013 Concepcion D. Dadutfalza Award for Distinguished Achievement, the title UP Artist | for 2009 to 2011; 20122014; and UP Artist II for

2015 — 2017.

Dr. Chung was the Chair of IEEE Computational Intelligence Society (CIS) (2004—2005) in Tainan Chapter, the Chair of the IEEE Life Science Sgstems and Applications Technical Committee (2008—2009). She was a member in BOG of CAS Societg (2007—2009, 2010—2012). She served as an IEEE CAS Society Distinguished Lecturer (2005—2007) and the Chair of CIS Distinguished Lecturer Program (2012—2013). She served on two terms of ADCOM member of IEEE CIS (2009—2011, 2012—2014), the Chair of IEEE CIS Women in Engineering (2014). She is a Member of Phi Tau Phi honor societg and is an IEEE Fellow since 2008. Currently she is serving as he Vice President for Members Activities of IEEE CIS.

University of the Philippines Open University President, Asian Association of Open Universities Dr. Melinda dela Pena Bandalaria is the Chancellor of UP Open University (UPOU)

and the President of the Asian Association of Open Universities (AAOU). She wiLL bring her expertise and experience from 21 gears of academic leadership in an open and distance e—tearning institution to the 3rd International Conference on Open and Distance eLearning (ICODeL). Her career in the academe includes starting as an Assistant Dean for the School for Distance Education in Los Bafios and eventuallg becoming a professor for development communication and Dean of the Faculty of

Information and Communication Studies (FICS) in UPOU. She has held administrative posts in the same institution such as Director for the Office of Student Administration and served as the Universitg Registrar. Dr. Bandalaria is a staunch advocate of democratizing access to qualitg education for the vulnerable sectors of the societg which Led to numerous public service works and researches which aim to serve lifelong Learners bg enabling their socio7economic transformation, and contribute to the countrg’s progress and to the sustainable development goals.

Dr. Bandalaria finished her studies in Bachelor of Science in Agriculture, Major in Agronomg at the Universitg of the Philippines Los Bafios where she also received her Master of Science and PhD degree in Development Communication.

Ting7Peng Liang is a prolific scholar with long academic experiences. His Googte H—index is 45 with 15,911 citations (as of Februarg 15, 2017), thus making him one of the Leaders in IS discipline. Along with Prof Efraim Turban, he wrote widelg read, cited, taught books at universities such as Decision Support Systems & Intelligent Sgstems 7 and Electronic Commerce.

Currently, he is a full professor in Information Management Department in National Sun—Yat Sen Universitg in Republic of China. He held various important positions such as Dean, College of Management, National Sun Yat7sen University (2006 7 2009), Dean, Office of Academic Affairs and Director of Electronic Commerce Research Center,NationaL Sun Yat7sen Universitg (1999 7 2002), and Director, Software

Incubator, National Sun Yat—sen Universitg (1997 — 1999). He was an Associate Professor in Information Sgstems, Purdue University (1990 7 1993) and Assistant Professor, Accountancg Department, Universitg of Illinois at Urbana—Champaign (1986 71990).

The wortd wide web has became a tremendous source of information. However,

amidst the mgriad opportunities that the web offers is the fact that not aLL websites and Learning materials are “accessible” particularly to the people with hearing, visual and physical disabilities. Opportunities for growth and change are wasted for every screen feature that cannot be perceived bg colorblind users, for aLl rapidly changing displays that are difficult for dgslexic individuals to understand, and for mouse services that mag not be usable with certain phgsical disabilities.

Open and distance universities foresee this as an opportunitg to minimize accessibilitg barriers among people with disabilities who are already taking up online courses or those who are planning to enrol or access the OERs and MOOCs which are available in the web.

UPOU is continuouslg making initiatives using the Universal Design for Learning (UDL) as a framework to make digital learning materials, websites, and mobile app accessible to evergone, including people with disabilities.

Since the institution of the Universitg of the Philippines Open University (UPOU) in 1995, the university has employed the distance education (DE) mode of teaching and learning. Distance education provides the means to sustained professionat growth and improved technical skills for students who are unable to commit to full—time studies. In recent times, distance education is becoming a viabLe aLternative for peopte in Limiting situations who cannot attend academic institutions with a residential setup.

In addition, UPOU targets inclusivitg and open education for all, and thus aims to serve a wider audience bu considering their specific needs.

The education sgstem today is transforming into a more inclusive and accessible environment for evergone to have an equal opportunity for Lifelong Learning and sustainable development of the individual and the community (Education 2030, Incheon Declaration). However, there is lack of awareness and understanding about the different disability, the issues and problems of the people with disability encounter in the communitg, and the role of the community in inclusive education.

These problems do not onlg emanate from the education sectors but aLso among aLL stakeholders in the communitg. Hence, there is a need to raise awareness through the sharing of information and educating all stakeholders in the community about disability. Information should be communicated in order to raise awareness and sensitize a wide range of stakeholders. This wiLL also Lead to the successfut imptementation of inclusion and improve the accessibility of the people with speciat needs.

In 2011, UPOU developed the Academic Information Management Sgstem (AIMS) to cater the needs of the university particularlg students, faculty, and staff. It showcases administrative processes that have been proven to contribute to the improved efficiencg and timely service of the Office of the University Registrar (OUR). However, the current version of AIMS is not able to fullg support the majority of the users’ needs to enable trulg equitable access. AIMS 2 aims to improve on the aforementioned processes in order to respond to the individual differences of target users. It also aims to optimize the four principles of web accessibility as defined in the Web Content Accessibilitg Guidelines 2.0 (WCAG 2.0) nametg: Perceivable, Operable, Understandable, and Robust.

In order to develop AIMS for better accessibility and inclusivity, the foLLowing are considered: a responsive design to improve experience for different devices; internationalization and localization for ensuring global access; aLternative modes of delivery using assistive technologies such as screen readers; and minimization ofweb resources to promote accessibilitg even with limited internet connectivity.

Live7stream is a medium that could reach a wide audience in a different Location. The audience can activetg participate in the discussion which could encourage sharing of information among stakeholders. With this attribute, live7stream is a possible pLatform that can cottectivelg inform and transform the community into a more accessible and inclusive environment.

This pa per explored the possibility of using live7stream as a collective consciousness pLatform for raising awareness on disability and inclusion in a communitg.

Specifically, it determined the likelihood that stakeholders in the community would access information through this medium. The study also identified the issues and problems theg encountered with regards to the use of live7stream. It recommended wags on how live—stream could be utilized to advocate disability awareness in the communitg and how the community could be organized and encouraged to participate.

Given the verging needs and capabilities of users of the multimedia learning materials and in adherence with the United Nations’ Sustainabilitg Goal 4 —— that of ensuring inclusive and quality education for all ——

part of its qualitg assurance framework is ensuring universal access to information

about the universitg and its program offerings through its website. A study by Cafias—Llamas and Cabagag Jr. in 2017 showed that UPOU websites need improvement in terms of web accessibilitg. In order to address the deficiencies, the university has improved its web content and design. This studg aimed to evaluate UPOU’s application of the Universal Design for Learning (UDL) principles under the “Learning for All: Guidelines on the Inclusion of Learners with Disabilities in Open and Distance Learning" released by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 2016. A new web design integrating the UDL principle was assessed using the the Web Content Accessibility Guidelines 2.0 (WCAG 2.0) standards and criteria, and was piloted among 100 respondents. Results showed that the new website design is more accessible and people with disabilities can perceive, understand, navigate, and interact with the UPOU website. This study recommends the use of the UDL framework for all other miscrosites of UPOU,

The multimedia materials shall also have full transcriptions and subtitles. The Powerpoint presentation used in the video materials shall also be made available in a separate file. It shallalso be downloadable.

Putting all these components to enhance accessibility and inclusivitg of the multimedia learning materials in the UPOU Networks will have its own share of challenges. Abstract

Open education involves the use of open educational resources (OER), as well as pedagogical practices that use these resources in learning activities in wags that improve the quality and effectivitg of the learning process. The UP Open University (UPOU) began the shift from textbook—like course modules to OER—based modules in 2012. A review of the prevailing practice then revealed that the most common learning activities designed for the resources were “reading/Viewing/answering study questions”; discussion forum participation and writing critical analyses 7 activities which provide students limited opportunities to exercise creativity and construct shared content. This raised awareness of the need for practices which allow more opportunities for creative co—creation of knowledge. The collaborative online project is one strategg which allows students to construct creative content that may be shared with the communitg. In a course on Lifelong Learning, groups of students were each allowed to conceptualize, prepare and deliver a project on Lifelong learning by presenting keg concepts learned from selected modules in a creative manner.

Submission was online in the course site; students were invited to view and comment

on the creative output of each group. Rubrics were given for both summative and peer evaluation. The resulting creative outputs included websites, videos, a wiki, a webquest module and a Powerpoint presentation. Feedback showed that students valued the experience, had better understanding of the concepts and engaged more readilg with the course material, showing that the creative collaborative project is an effective strategg in open education practice.

For Philippine higher education to provide the society with useful products and services, its three—fold function i.e. instruction, research and extension must be tied

up together, each in the service and enrichment of the other2. Academics in universities and colleges engage themselves towards the fulfilment of this three—fold function by promoting programs and activities in which the goals of instruction, research and extension converge. Various frameworks have alreadg been developed and employed for the effective merging of these goals to meet not only the curricular and pedagogical needs, but also to address communitg issues and to complementthe research interest of the learners and the teachers.

In the Universitg of the Philippines Open Universitg (UPOU), the service7learning framework has been emploged in the deliverg of two courses mandated bg the National Service Training Program (NSTP) Act of 2001 (Republic Act 9163). Through service7learning, learners can (i) organise, lead and/or participate in a service activitg that aims to meet specific communitg needs and (ii) gain full understanding and a broader appreciation of the course contents, deepen their sense of personal values and civic responsibility through a reflection of their service activity. Course contents are delivered online and in full distance mode and learners fulfill the service requirement through communitg immersion. Reflective essays are distributed across the two courses to strengthen the interaction between the content knowledge and their communitg service experiences towards a more meaningful impact on student’s learning. This paper will discuss the conduct of NSTP courses through the service7learning framework, the learners’ experiences in their community service activities and their reflections.

This presentation shall focus on the wags reflective activities may be integrated in online learning. Literature on reflection and its application to education has presented several arguments for the development of reflective skills among students. Reflection is believed to enhance high order thinking skills such as critical thinking, analgsis, evaluation, and sgnthesis, problem7solving skills, and metacognition7skills that are essential not onlg to the students‘ current learning but also to their future lifelong learning endeavors and professional practice. As emphasized by Henderson et al.

(2004)4, “reflective learning encourages deeper learning, and offers a relevant framework for development of professionals who will be lifelong learners, committed to continuous improvement of their practice”. Given the several proffered benefits of reflection to learning and development, the incorporation of reflection in the academe has been advocated throughout the gears. In the online learning setting, among the tools used for reflection and reflective activities are web blogs or eJournals, ePortfolios, reflective papers, and self—assessments. This presentation shall look into the different strategies bg which reflective learning may be incorporated in online courses to foster among the students a deeper understanding and analgsis of their own learning, ideas and assumptions, emotions, and experiences, as well as ofthe social dimensions that underpin them.

Technology—supported pedagogies are perceived as effective approaches in developing 21st century learning skills and fluencies. Computer—supported collaborative learning (CSCL) provides an environment where students learn together in order to complete a certain computer—mediated tasks which consequently promotes social interaction and shared knowledge construction. However, limited research has examined how CSCL reinforced by student—generated questions, called as scripts, facilitates the development of collective efficacy, which is deemed as an essential 21st century skills that could affect group motivation and performance. Ergo, this research is designed to investigate the effects of computensupported collaborative learning with scripting on students’ collective efficacy in earth science. Collective efficacy was measured using the researcher7made test which had a reliability coefficient of 0.90 and was developed based from the Motivated Strategies and Learning Questionnaire. Additionally, this study is a three—group pretest—posttest quasi—experimental design, which involved 117 Grade 7 students. The two experimental groups was exposed to CSCL in which one group engaged in CSCL with scripting which primarily involved question—asking activities while the other group was exposed to CSCL without scripting. Lastly, the control group was exposed to conventional teaching approach. The experimental group utilized courseware in a collaborative setting in which this learning material contains games, simulations, and contextualized examples

The use of virtual reality (VR) in education is one of the revolutionizing strides in developing computer—assisted instruction. The study through an elaborate literature review tracks the development of VR in education and its progress in maritime education and training here and abroad. The research employs a case study analysis in assessing the impact of Virtual Reality based education juxtaposed with the traditional method of teaching. The two groups of students from MAAP underwent two sets of tests which are the Diagnostics Test and the Assessment Test. Each set of test is composed of 25 questions. The T—test is used as the analysis framework to determine whetherthere is significant difference between thetwo sample means. The experiment which made use of two separate treatments are two independent samples, are normally distributed and have the same varianceThe p value is less than 0.05 therefore we reject the null hypothesis that there is no significant difference between the two means of the VR7 based teaching and Traditionalteaching. The mean score of the VR—based teaching is 20.84% while Traditional based teaching has a mean score of10.44%. The primary advantages which emerged in the study are the ability of VR to engage the learners while infusing fun and excitement and the immersiveness ofthe experience that generally makes retention easier. Furthermore, majority of the students reported that given the option, they would utilize VR in their education and would recommend its use in education. Overall, students reported positive experiences in using the virtual environment citing the realism that the virtual content replicated in the VR head gears. Simulation technology exhibits promise in training that can deliver the desired competency among seafarers.

Particularly, CSCL with scripting stimulated intellectual discussion which allowed learners to have a deepen comprehension of the lesson and more importantly promote inclusivity in learning by providing avenues to understand diverse ideas from other learners. In light of these findings, insights on the confluent potentials of ICT integration, collaborative learning, and contextualized lea rning materials to revolutionize educational landscape by addressing challenges of 21st century and promoting inclusive education are also discussed.

This research investigates the blended learning environment constraints when academics use a learning management system (LMS). With the prevalent use of educational technologies including the LMS, a mix of traditional face7to7face and web—based technologies has become an alternative mode of instructional delivery in higher education. However, despite the reported benefits in many studies about the use of LMS, the uptake of using the system is not maximized by students and by academics. The problem this research sought to answer is: what are the constraints encountered by the academics in a blended learning environment? This investigation was conducted in a state university based in Mindanao, Philippines. Thirty7three academics from different disciplines and professorial levels participated in this study.

The LMS used in this university is Moodle. However records of computer logs indicate that only 30% of academics used the LMS. Two major processes were carried out in this investigation. Firstly, a one7hour, one7on7one in7depth interview with each participant was conducted. Interviews were transcribed and then coded in three stages: open, axial, and selective coding. Secondly, computer Logs of each of these participants were gathered. Computer logs were processed using a simple data mining procedure and analyzed using descriptive statistics. The mixed data were analyzed using a grounded theory approach. The findings in this study suggest that academics have been experiencing difficulties in delivering courses in a technology—enhanced learning environment particularly with the use of LMS. Difficulties in time management, curriculum level, students' access and economic Viability are found to cause the constraints.

The Community of Inquiry (Col) has proven to be a longstanding framework in higher education ODeL research to understand blended and online ed ucational experiences.

The Col framework posits that meaningful and deep Learning can take place in blended or online environments and this largely happens through the interplay of teaching presence, social presence and cognitive presence. At the crux of the Col framework are educational experiences considered as process and product of the co7construction of knowledge(Garrison & Arbaugh, 2007) a mark of constructivist engagement in one‘s learning. Whether it is applicable in the K—12 context remains to be argued, therefore this paper looks into the possibility of applying the Col in the context of blended learning in selected classes of the Philippine Open High School and other alternative learning programs. This narrative literature review seeks to surface gaps in research related to blended learning. The paper intends to raise arguments for qualitative research to capture blended learning interactions and experiences from the perspective of Filipino K712 teachers and Learners. The paper shall discuss existing frameworks and models to understand K12 ODeL practices as either showing semblance to or grounded on the elements of the Col, namely teaching presence, social presence and cognitive presence, to include related constructs. The presentation shall justify the Community of Inquiry as a framework which may be applied at the K712 setting given prospective case sites and corresponding qualitative methodology. Implications for future studies shall be presented to inform pedagogy, learning community building, instructional design and professional development planning for emerging practitioners of K—12 blended learning in the Philippines.

School of Business (GSB) has begun offering a Disaster Risk Management (DRM) specialization in its existing Master in Business Administration (MBA) program since the first semester of Academic Year 2017—2018. This multidisciplinary science— and research—oriented specialization requires having access to online global networks and needs a Technology—Enhanced Learning Environment (TELE) to deal with the problems associated with the global phenomena of natural— and climate—related impacts. In this regard, PSBA—Manila’s MBA specialization in DRM program, along with its existing MBA and Doctor in Business Administration programs, are facilitated through a Blended learning, wherein up to 20% of its 37unit subjects are delivered online Via the School’s Moodle7based e7Learning System. The primary feedback generated using the System's auditing tools indicated lack of professors’ and students’ digital presence towards the System’s various tools that enable online course activities such as assignments,

(OER) have paved the way for the improvement of class materials and proliferation of good quality content and delivery even in rural areas as long as there is internet connectivity.

Developing countries have taken advantage of these developments to improve the quality of education in their public schools. However, the availability of technology does not usually equate to the achievement of learning outcomes, which may be caused by the lack of technology7integration skills among teachers. Thus, it is important to assesswhether teachers

are prepared to effectively use technology with appropriate pedagogy. An important premise for technology—integration in teaching is digital literacy. However, there is a lack of studies regarding digital literacy among teachers in developing countries in the Pacific region. In the case of Fiji, there has not been any research of this kind published particularly about rural schools. Thus, this paper seeks to bridge this knowledge gap by presenting the quantitative results of a mixed methods study regarding digital literacy among teachers in rural areas of

examinations, forum, chat rooms, instant messages, video conferencing, mobile learning,

e—Libraries, and other online resources. Further,100% of the faculty that use the System are above 45 years old where the digital competency is expected to be low and are more technologically—challenged. Fundamentally, the digital capacity level of faculty often dictates the digital learning presence of the students. To resolve these issues and to evaluate if the TELE for GSB users is effective and fit for the purpose, this research aims to determine the existing digital capacity of the PSBA—Manila e—Learning System‘s users.

The pertinent data is collected using said auditing tools and survey questionnaire across GSB students and faculty members (collectively, users). The results of the analysis revealed that the overall digital capacity of 50% of students is Unsatisfactory, 40% is Satisfactory, and 10% is Poor. Also, 50% of faculty members have Satisfactory, 30% have Unsatisfactory, and 20% have Poor digital capacity. By analyzing these digital capacity levels, this study formulated a Self—Regulated Learning Strategy in order to increase the users’ digital capacity. This strategy is flexible and can be replicated for users’ digital capacity expansion of similar TELEs.

Fiji, particularly in the remote islands of Moala and Ovalau as well as the rural areas of the mainland. The framework used to measure digital literacy in this study includes four dimensions, namely Information, Communication, Content Creation. and Online Safety. A total of 208 teachers were surveyed in the study from July to August of 2017 with complete enumeration from the islands of Moala and Ovalau. This makes findings on differences and correlations between these islands significant. Mean comparisons and correlation analysis

were performed among datasets from Moala and Ovalau while differences in scores among the three groups as well as between mainland and remote rural schools were statistically computed using ANOVA and t—test. Results show that among respondents, the self reported literacy in the Information dimension is highest while that in Online safety is lowest.

Furthermore statistical significance was found in differences in four dimensions between mainland and remote rural schools while statistical significant difference was found in some

dimensions among the three groups. Knowledge exchange in a learning space for discussion is a common and important feature of any learning management system (i.e., IVLE, MOODLE, Blackboard, MOOCS) in open and distance e7learning (ODeL) and are prescribed by the educational service provider in higher education for the promotion of collaborative learning, egalita rian exchange, criticalthinking, and content build7up. The prescribed portal is the “official” learning space where ideas, opinions, insights and experiences are shared for multiple purposes such as for queries, chat, or in making their assignments. The prescribed portal is called discussion forum, discussion board or chat room which may be facilitated by the teacher or the Learners conduct the exchanges on their own. Considering that in the prescribed portal, the knowledge sharing is monitored by theirteacher, learners conduct discussion in parallel learning spaces such as personal messages (PM) in the prescribed portal, chat group in an social network system (i.e., Facebook, Skype). In the prescribed portal, knowledge exchange may be synchronous or asynchronous, and the quantity (frequency) and quality of exchanges may be used for performance assessment. In the study, “out of Virtual classroom” in the prescribed portal, which is the “parallel learning space" preferred by the learners are identified and the reasons for using them are explained.

In the knowledge co—creation, the content of the discussion in the prescribed portal with the parallel learning space is compared and analyzed for comprehensiveness and substance in relation to the purpose of exchange (1e, assignment).

Recommendations are offered to improve the facilitation and synthesis of online discussion in the prescribed learning space which will enrich knowledge co—creation, and implication on the visibility of the teacher in the parallel learning space has to be further studied.

Our current school system is designed around principles which are mostly outdated.

Most of the senior high school students enter the class as an empty container hoping that their heads will be filled up with new knowledge from the lessons delivered by their teachers. School curriculum was set of content and skills that need to be mastered but can best be accomplished when students are grou ped in an assembly—in format that needs to accomplish the array of educational task every day in a fixed amount of knowledge to prepare them for the workforce in the future. A new perspective of seeing the world differently is desperately needed in schools and begins with school leadership. One of the most powerful ways to ignite positive change and address education challenges using the same design and innovation principles that have been so successful in private industry serves as a wake7up call for all school administrators. This study focused on how design thinking skills among selected middle school administrators or usually called department coordinators utilized design thinking to impact change in their school communities. Gallagher and Thordarson (2018) detail five specific roles to help identify opportunities for positively impacting students, teachers, districts, parents, and the community. In this study, the school administrators were categorized according to the five roles and how they provided a positive impact on students and teachers. Data were gathered using a behavioral checklist filled out by 60 randomly selected senior high school students and 10 subject teachers. Analysis showed that most surveyed department coordinators are categorized as experience architect in school terrain since most of them design and curate learning experiences for both the students and their teachers.

School administrators as designers actually see the world differently and therefore bring a new perspective to their work.

The postgraduate level educators of Allama Iqbal Open University having a minimum qualification of M.Phil with 10 years or above teaching experience were the population of the study. Snowball purposive sampling technique was adopted to recruit the sample participants and the sample was only limited to the Education Department of Allama Iqbal Open University. Semi—structured interviews were used to gather data from the 20 sample participants and the data was analysed through thematic content analysis with the support of NVivo 12 software. Themes identified from the data were a) knowledge of digital learning platform (Futurelearn) b) Utility of digital learning platforms (Futurelearn) c) Learning opportunities and professional capacity building of postgraduate level educators and d) Benefits of digital learning platforms for educators. The findings of the study revealed that postgraduate level educators were aware about the idea of the digital learning platforms but a limited number of educators had knowledge specifically about Futurelearn. This limitation of knowledge by postgraduate educators has affected the utility level of Futurelearn. Digital Learning platforms specifically Futurelearn is providing learning opportunities and professional capacity building opportunities to the learners and educators. The benefits of digital learning platforms include a) diversified knowledge b) professional capacity building d) interactive and

resources that are available, accessible to teachers and students, and the general public.

Using interactive online platforms has become a trend in eLearning. These platforms allow learners to study lessons, perform exercises, and receive instant feedback. In this study, we identify platforms that are used to teach programming in the Python programming language and review them along different dimensions such as prog ress tracking, cost, assessment types, usability, and portability. We then examine the impact of using some of these platforms on the performance of students in an actual online programming class. Our findings show that although a significant percentage of students find these tools useful, using them is not a predictor of students’ performance. Nevertheless, we present anecdotal data that affirm the value of these online platforms. Additionally, we discuss observations from our classes and draw recommendations for teachers who would want to use these platforms in the future.

Shake It is a mobile application, that serves as a custom beverage maker especially for students, aspiring barista/bartender or any person who loves to try and experience new beverage recipes. The mobile application’s aim is to help individuals to satisfy their thirst in a very exciting manner.

The application has two category which are the alcoholic beverage (cocktails) and non7alcoholic beverage (coffee, tea, shakes). Users who are 18 years old and above can access both alcoholic and non—alcoholic beverages. While on the other hand, users who are 17 years old and below can only have access to the nonalcoholic beverages and the alcoholic beverages is not accessible for them. There is a Search button that can be tapped when the user wants to look or search for their desired beverage recipe. The users can tap the Bookmarks button wheneverthey want to save a beverage recipe for easily access on the future.

A myriad of online personal learning (OPL) platforms has been developed over the past few years in order to address the burgeoning demand for avant—garde learning environments. These online learning portals have been developed to engage 215t century learners through interactive media, advanced study tools, and other innovative applications. In the Philippines, however, the use of these popular lea rning platforms are not fully realized. The challenge lies in the accessibility and inclusivity concerns of these OPL platforms and other related issues such as application restrictions. With this, learners especially from marginalized and differently—abled communities, have difficulty accessing popular learning portals. Therefore, it is proposed that Facebook be developed as an accessible and inclusive OPL as its impact as a collaborative learning space is greatly realized. This is further supported by related studies and personal experiences as an educator, and as an open and distance learner. Facebook as the most popular online medium today has, undoubtedly, become a pervasive global informational hub and thus, it may be considered as a breeding ground for collaborative learning and knowledge creation. While educational professionals and system developers are focused on constructing new learning platforms, the potential of Facebook as an OPL platform is deemed overlooked. This paper argues that developing an existing ubiquitous social media platform such as Facebook, can better address accessibility and inclusivity issues rather than building new learning systems which pose more constraints to different types of educators and learners in the Philippine context.

With the advent of new technologies being infused in school curricula, educators and school leaders of higher education in the Philippines have embraced e7Learning, which involves technology7mediated teaching strategies and variety of tools to facilitate learning. In this regard, the University of the Philippines Los Banos (UPLB) thru the Interactive Learning Center (ILC) started developing and producing online interactive educational materials known as Learning Objects (LOs), which are now being used by UPLB students as supplemental interactive learning materials in

This study focused on the evaluation ofthe LO on Rotation of Rigid Bodies in terms of knowledge gain of the students and determine its effectiveness in terms of attractiveness, comprehensibility, applicability, interactivity and assessment function.

Students enrolled in PHYS 81 (Fundamental Physics 1) during the First Semester AY 2017—2018 were divided into control and treatment groups and subjected to pretest7post7test for the LO evaluation. Using the t7test of significance, results showed that the treatment group had a significant increase in the mean scores after being exposed to the LO compared to the control group who did not view the LO, indicating that students aided with LO had greater knowledge gain than those without LO supplementation.

Additionally, Likert scale of scores 1 (strongly disagree) to 5 (strongly agree) was used to evaluate the treatment group’s responses on the different components ofthe LO. Computing for the weighted mean in each component, results showed that most respondents agreed that the LO was attractive (3.86) and that it was both comprehensible (4.38) and applicable (4.16). Similarly, most respondents in the treatment group agreed that the LO was interactive (4.14) and its assessment items were appropriate (428) Overall the respondents agreed (4. 27) and assessed the evaluated L0 as an effective supplementary learning material for the physics tOo' on rotation of rigid bodies.

This paper discusses use of the pilot wiki software at Mapua University to organize research group activities and lab resources. The Wiki can serve as an electronic lab notebook (ELN), as well as an information management and collaboration tool. The paper provides a case study in researchers can use wiki software in "home—grown” fashion to organize their research activities and how Librarians can play a role in exploring or advocating wiki software for these purposes. Most of the focus in this paper will be on ELNs, but the author will also address other uses of wikis.

Laboratory notebooks play a critical role in the research lifecycle and fill a major role in data management, particularly of pre7publication research data. Laboratory notebooks assume the form either of paper laboratory notebooks (PLNs) or of electronic la boratory notebook (ELNs). PLNs are the traditional notebook format and still popular in academic labs. With more and more data collection becoming digital, PLNs are less frequently used to record raw data. but are still the primary place to record experimental procedures and observations, instrument use logs, lab protocols, freehand notes, and ‘print7cut7paste' graphs. ELNs play the same roles as a PLN but are superior in several important ways. Using keyboard, mouse, microphone, or scientific instruments, ELN users can input research data and records in basic formats (e.g., text, tables, images, and graphs) and, depending on the software capabilities, in special formats such as equations and signatures. In addition to easy and accurate input, ELNs also allow quick access and sharing among collaborators regardless of their geographic distance as well as easy integration with other laboratory informatics tools. Therefore, ELNs address the growing challenges of data sharing, open science, research reproducibility, data retrieval, and other data curation issues, thereby contributing to increased research productivity. There are dozens of ELN solutions and each has advantages and disadvantages. For academic libraries such as the Mapua University that play the major role in funding ELNs and archiving ELN data, the ideal ELN solution not only addresses researchers' needs, but is also affordable and sustainable for libraries.

There is a growing diversity both on types of learners and technology available nowadays. Hence, the mechanism of feedback needs innovation to embrace diversity.

Feedback is known to be paramount in assessment of learning. Traditionally, written scoring rubrics alone would suffice feedback (Chetwynd & Dobbyn, 2012). However, due to the growing number of students and similarly the learning style, that prompts the investigator to use Facebook live on top of the written scores rubric in a nursing course. The online nursing course is composed of graduate students from different parts of the globe with different time availability. The use of Facebook live was used to give feedback for quizzes and assignments. Nonetheless, the Facebook live still guided with scoring rubric giving both general and specific comments. The study was conducted to assess the level of satisfaction and usefulness of virtual environment platform (Google Classroom) among PSU—OUS doctoral and masteral students of Lingayen and Alaminos centers as an alternative instructional delivery tool and if these are related to their profile variables.

Recent trends show that there is now a shift from using Open Educational Resources

The study made use of the descriptive—correlational methods of research with the survey type of questionnaire utilizing Google Forms. The participants of the study were chosen through purposive sampling and were limited to the masteral and doctoral students of the PSU7OUS, who are currently enrolled in the Doctor of Education, MA Education majors in Educational Management and Instructional Leadership, and Master in Development Management major in Public Management programs SY 2016—2018, and who underwent the Google classroom online courses.

The PSU—OUS student—respondents were mostly female, aged 31—50 years old, married, and are mostly Teachers 171”. Google Classroom is very useful along academic and non—academic activities, and professional development to the student7respondents. The student7respondents are very satisfied in the use of Google Classroom as an Instructional Delivery Platform in terms of its usability or functionality, provision of quality information, and professor’s interaction. There is a moderate to significant relationship between the student—respondents’ level of satisfaction in terms of its usability/functionality and provision of quality information, professors’ interaction and their profile variables.

(OERs) towards adopting Open Educational Practices (OEP). OEPs are practices which support the production, use and reuse of high quality open educational resources through institutional policies, which promote innovative pedagogical models, and respect and empower learners as co7 producers.

One of the major source of OEPs are local governments including cities which serve as a resource for knowledge or a “campus” where people can learn from. City Learning Tours (CLT) connote the following: a) Bonding 7 observation appreciation, immersion, dialogue; b) Bridging — connectivity, linkage, interface and networking; and c) Building 7 participation7partnership program, value7chain management and resource transformation.

This paper aims to present how city learning visits can be considered as an effective open educational practice which contributes to knowledge creation and sharing.

Many educators are now being challenged to transform the educational arena to the next level by extending learning beyond the formal setting through new forms of engagement with the Virtual learning environments available. Considering the nature of today‘s learners as digital natives who love to express themselves by posting pictures on their Facebook wall, Instagram and Snapchat accounts or in other social media sites, this innovative strategy is seen as a relevant tool that could harness interest, engagement, and collaboration. Introducing photo journals as a classroom activity or assessment is an effective way of enhancing student’s creativity skills, learning networks, and reflective thinking. This action research aims to discuss how photo journals in a high school Physics class has engaged junior high students in having a deeper understanding and appreciation of the Physics around them. Using the captured pictures showing different applications of Physics to everyday life. the students were able to construct a creative documentation of their learnings through a Visual representation added with personal reflections that gave more meaning to the context. Consequently, their participation was enhanced as seen in their appreciation and reaction on the works of their peers. Through their social media, students were able to share their works and were able to solicit even more interaction to a wider learning network outside of the classroom. Moreover, incorporating photo journal in a science class has an impact not only on the personal learning of each student but also on every millenial who is both creative and analytical. An Online Internship/OJT Management System was developed to help improve the efficiency of the current internship process of UM Digos College. This web7based system provides all academic courses with featured application that facilitates the interns from the time of their initial interest through the successful completion of their internship courses. This was designed to serve four different users: Main Administrator, Internship/OJT Coordinator, Intern and HTE Supervisor. This project was developed by using web development, statistical, graphical, and mapping tools.

Various testing methods were conducted. The results showed that the system passed the testing phase and proved to meet the user requirements. Further, the system provides an automated environment to manage the vital aspects of an internship program such as threshold for strong communication, well developed section for evaluation and expedient way for collecting information.

The qualitative and quantitative methods were used and analysed using descriptive statistics. It came up with the findings that the campus network infrastructure has internet connection with twelve Wi—Fi Access Points where computers in laboratories and offices were connected. Most of the respondents have owned their mobile computing devices and have used the internet. The faculty members have accessed the internet in the offices and considered themselves as advanced users. However, the students have accessed the internet in the classrooms

and computer laboratories and considered themselves as intermediate users. The most persistent problems encountered by the users in the use of the internet were the slow internet speed and the long period oftime to view/download pages as well their difficulty in finding relevant information, including the overload of information on the internet and the privacy problem. The respondents’ internet use variable is related to their internet skills. Upgrading the ISP internet bandwidth, a BYOD Program and training sessions were recommended.

Motivational factors grounded in the Unified Theory of Acceptance and Use of Technology 2 (UTAUT 2) were also examined to determine if they had a moderating effect on the respondents’ behavioral intention.

Results showed that majority of the respondents (71.5%) would be willing to pursue their undergraduate degrees completely through eLearning. Moreover, 93% of the respondents also believed that eLearning provides learners the opportunity to study at the time and place convenient for them. Of the UTAUT factors, performance expectancy, effort expectancy, social influence, facilitating conditions, hedonic motivation, and habit were found to have positive response. In general, the respondents had a positive behavioral intention towards the use of eLearning technologies.

Distance7learning in the Philippines is common in the master’s and doctorate level only and may seem an option to bachelor’s level. Currently, Bachelor of Science in Midwifery has begun being offered among Universities and Colleges in the country and challenge them to integrate the outcomes7based education as the framework oftheir pedagogical learning. This academic opportunity for future midwives in the country gave them a professional endeavor to practice their profession in the perspective of new hopes and journeys in technological and pedagogical advancement.

University of the Philippines Open University (UPOU) embarked on a project about preservation and conservation of the only Globally Important Agricultural Heritage System (GIAHS) site in the Philippines, the Ifugao Rice Terraces (IRT), and identified knowledge enhancement of Ifugao youth as a key factor to ensure continued existence of the IRT as a GIAHS site. UPOU then developed learning modules thatwill impart knowledge that will help build the capacity of Ifugao youth to preserve and conserve the IRT. The objective of this paper was to evaluate the effectiveness of the developed tablet—based learning modules in its designed purpose. We used quantitative data collected through surveys, composed of multiple choice and close—ended questions, done on the Ifugao youth students for the assessment. Scores of the students on the self7assessment questions (SAC!) found at the end of each module were also analyzed. The learners found the materials useful and easy to understand, and using tablet PCs made it easier for them to learn. SAQ scores also revealed that effectiveness of the modules was acceptable as the students mostly got the right answers. Use of video materials which are Linked directly from the modules and View—able using the tablets is the biggest reason why they found the modules useful, which may be attributed to ease of access to actual examples of the discussed subjects. These results indicated that the modules were effective in enhancing knowledge of the Ifugao youth that can help in preservation and conservation of the IRT

This study attempted to examine experimentally using pre and posttest measures on the test scores of the Aeta tribe midwifery students as one of the indigenous group in the Central Luzon. Students are currently employed as Government Scholars. Permit to the local authority and their tribal leader and commission on indigenous people were secured as guided by the Clinical Instructors. The said interventions were taken in accordance to the instructional syllabi in teaching Pharmacology and Obstetric — Gynecologic Pathophysiology. Only selected topics fall during the time of data collection were considered. The outcomes of the study were taken based on the multiple choice questions prepared by the Clinical Instructions; where table of specification and item analysis were also considered.

Findings of the study revealed that tests scores increases among experimental group those who received the intervention videoconferencing in both clinical midwifery subjects while the control group those who did not receive the intervention were just taken same scores as what they got before the experimentation. These study had provided them many opportunities toward learning in their career professional advancement. Fully online self7paced study may offers employment of advance learning to midwifery students that will attract work and life balances. This may be further reconsidered in the next pace of this study.

Today’s trend in education has opened various aven ues for educators to explore, and arrive at strategic means for a successful transfer of knowledge among learners. This descriptive method of study assessed the use of Computer7Based Modulo Art Design (CBMAD) in Sorsogon in terms of its perceived usefulness, ease of use, element of satisfaction, equity and accessibility. Data were generated through survey, unstructured interview and content analysis of the written responses of the students in the researcher made questionnaires. The respondents were the selected 37 students and 35 teachers from all the public secondary schools of Sorsogon City Division. The study revealed that the students appreciated modulo art design through the use of computer along attractiveness, speed and creativity. CBMAD has the potential to develop the problem solving and thinking skills of the learner. Both students and teachers have high level of acceptability on CBMAD when integrated to teaching and learning process. Teachers and students significantly agreed on the usefulness and equity and accessibility of CBMAD which can provide high level of satisfaction when integrated to teaching and learning process. It is recommended that CBMAD may be utilized in the teaching and learning processes in different learning areas as one way to arouse the interest and potentials of the learners in arts and information technology.

The integration of technology into teaching revolutionizes the students’ learning process. It also creates effective and efficient learning and teachers who recognize technology as problem7solving tools change the way they teach. This study aimed to identify the type of technology used by student teachers in the teaching of cell division. In alignment with the global gender mainstreaming movement, the Philippines has been making national efforts toward gender—responsive education, as seen in initiatives by the Commission on Higher Education (CHED, Memorandum Order No.

01, 2015) and the Department of Education (DepEd Order No. 32, s. 2017). These are geared towards taking action against constraints to gender equality, as well as contribute to addressing enduring and emerging issues related to gender and sexuality. The University of the Philippines Open University has begun capacitating its course developers toward gender sensitivity and responsiveness through trainings that incorporate the UNESCO Gender Mainstreaming Toolkit for Teachers and Teacher Educators. The trainings include not only foundational concepts on gender, sex, and sexuality, but also guidelines for gender7sensitive instructional materials, instructors, curricula, and policies. This paper discusses these training initiatives, participants’ perceptions on the training gathered through survey, as well as their strategies stated in the survey and group discussions to incorporate gender considerations in courses.

This paper illustrates the open learning experience of the UP Open University in developing and implementing a course on Gender and Education, a 3—unit foundations course in the program Bachelor in Education Studies (BES).

The UP Open University (UPOU) social media sites with about 40,000 followers across its social media pages is assumed to have a significant role in disseminating information and knowledge for most of its learners both Localand offshore. According to The Statistics Portal (statistacom), the number of social media users around the globe is estimated to increase from 2.46 billion in 2017 to 2.77 billion in 2019. Three

The course design features four resource—based units detailing aspects of Gender as it impinges on materials, classrooms, schools, and the educational system as a whole.

It has an open submissions format with a 40% option for student—determined assessments.

Students’ perceptions and participation are obtained from the questions that they ask in the discussion forums, the answers that they give in open—ended reflection and feedback questions, and in preparation and presentation of their projects.

(3) of four (4) internet users use social media, with women (76%) using social networking sites more than men (72%) .This study aims to examine the portrayal and representation of women and men in the graphics and videos posted across UPOU social media sites: Facebook, Instagram, and Twitter. Education is a basic right. However, ifwe look at the history of women and education, we can see how women struggled for this basic right. The recent developments in the field of Information and Communication Technology (ICT) have led to the era of open and distance learning (ODeL). With ODeL, educational institutions can reach out to more and more women and give them more opportunities for learning.

(Benavot, 2016; Blumberg, 2007; Jenkins & Phillips, 1995; Kerkhoven, Russo,

The research will use both qualitative and quantitative methods to answer the resea rch questions.

It will focus on the case of the Blended Learning Course on Entrepreneurship for Germany Alumnae that was conducted by the University of the Philippines Open University (UPOU) and Deutsche Gesellschaft fijir Internationale Zusammenarbeit (GIZ). The blended course is made and offered exclusively to Germany Alumnae.

DEVELOPING AN ONLINE ASSESSMENT PLATFORM AS VIEWED FROM VARIOUS PERSPECTIVES (PANEL PRESENTATION) Assessment is an integral and important component of the teaching and learning process including technology7enhanced education. This panel shall share a research and development project on an online assessment platform that is aimed at ensuring the credibility of assessment and the various perspectives that come into play in the process of developing such platform, particularly, the academic program/users’ perspective, the assessment expert’s perspective and the programmer's perspective.

Each of these perspectives shall be presented in three papers. The challenges and implications for managing technology7enhanced education shall be drawn at the end of the presentations.

Tablet7based training is an innovative tool and training methodology that enables its users, particularly participants in a learning environment, to access and use a variety

of learning content, and to improve their knowledge on a specific topic. The UP Open

University (UPOU), the UP Los Banos (UPLB), and the Ifugao State University (IFSU) together with a partner foreign university, the Kanazawa University, developed modules on sustainable development and delivered the content through a tablet7based training. The training modules were intended for enhancing youth capacity toward preservation and conservation of heritage sites. This paper focused on female youth since majority of the youths who applied in the capacity building and exchange program were female. This paper will examine the views of the female youth participants on the use of tablet in capacity building. The paper will also analyze the tablet usage, the knowledge and skills acquired as well as advantages and challenges encountered by the female youth in the tablet7based training. Data collected will be analyzed through qualitative thematic analysis. Results of the study will help the universities in improving the content as well as the delivery through this type of technology.

should meet the standard, that is, the same or even better as classroom exam.

Specifically, an online assessment is a computer7based exam which allows the examinees to take the exam at home or at any place convenient to them. The platform should be able to record any behaviour at the exam venue by an external camera.

These records will be kept on the ‘Cloud Server’ and can be seen later at any time.

Further, the platform should maximize the benefit of technology to provide variety to the exam such as colourful moving picture, sound, or Video clip, enable the marking automatically, and be delivered to the marker within a second. Time can be controlled for the whole exam, or a part, or even an item. This technique helps improve the quality of the exam because it does not allow some parts of the exam to be taken longer than an appropriate time. At the end, the exam answer will be sent to the university and kept on the ‘Cloud Server' for the future recheck, in case needed. In addition to ensuring the quality of the exam; the platform should enable the reporting to the university ofthe difficulty value, discrimination value, reliability, and other concerns in a short period of time.

While it is expected that an efficient and effective MIS system is intended to provide assistance to ease the tasks of the university; little is known about the current status and implementation of the MIS that could be the basis for its development and upgrading in terms of equipment and systems in terms of hardware and software, as well as its personnel allowable by the SUC's resources, and its role in regulating, assisting and supporting the university’s thrust in instruction, research, production and extension thus, fostering a smooth university’s operation through the help ofthe MIS. So this study aims to determine the current status of the Management Information System (MIS) of Cebu Technological University. A Descriptive Survey Method with an actual inspection/monitoring of the by—campus MIS operation was used. In the findings, the university have only 83.33% rating of the MIS Infrastructure readiness from the 100% target and has also 83.33% compliance of the by—campus requirement. Appropriate hardware and software and other MIS/ICT equipment were used in the MIS data center and it has a Protection Scheme. A descriptive survey method was used and conducted in the eight (8) satellite campuses of CTU and its main campus since every campus have to operate the University's Management Information System (MIS) using the Interconnectivity. In the findings, there was an Installed guaranteed 50M bps upstream and downstream fiber optic leased line connection from the Internet Service Provider (ISP) to the EDP office located in the Main Campus which was provided with 10 Mbps because it is there where the central MIS Data Center is located and the 40 Mbps was allotted to the eight (8) external campuses. There was an average of 17.5 Mbps internet bandwidth for download and an average of 14.4 Mbps internet bandwidth for upload. There was a one (1) 247port managed switch provided to the EDP Office of the main campus and an eight (8) port gigabit switch to each external campus which shall serve as the end device of the interconnectivity. For the inter7campus wireless link stability requirement, it has an average of 69.41 Mbps downlink and an average of 65.07 Mbps uplink. A wireless canopy for all satellite campuses and a two (2) wireless canopies for the main campus have been installed which includes the 30 dbi Disk Antenna and a 40 to 80 ft. monopole tower fully equipped with standard grounding facility. Wireless repeaters were installed that takes an existing signal from a wireless router or wireless access point and rebroadcasts it to create a second network. There were twenty—four (24) wireless repeaters from the main campus to bridge its satellite campuses which were installed in different geographical locations.

The developed Arduino based laboratory experiments with internet7based manual is an attempt to suggest a supplementary laboratory course for teaching and learning Physics.

The Laboratory experiments were desig ned to augment the deficiency or absence of Physics laboratories and tools and equipment in local and state universities and colleges that offer computing programs by converting computer laboratory room into modified physics laboratory room.

Using the computers, Arduino boards, and electronics components, students can perform at least 12 physics experiments, specifically on electricity, sound, discrete electronics and light The setup is that the teacher will guide the students in constructing the circuitry and give the Physics principle and theory. While, the students will be responsible in implementing the theory and discovering Physics phenomenon through programming the Arduino board and consolidating data. Arduino microcontroller can be converted as data acquisition devices, power supply, analyzer, measuring device and instructional materials.

On the other hand, Physics laboratory manual of the experiments developed were digitized and brought in internet space through the use of Google Sites. The name of the website is ABPhysicsRLab which stands for Arduino Based Physics Remote Laboratory.

Using this site both teacher and students can view, access, and download the learning materials through the aid of embedding the Google Drive and Google Suite in the website.

Furthermore, students can answer and pass their laboratory reports and video online by sharing the Google Drive path to the teacher and vice versa.

The developed Physics laboratory course was evaluated by 207 respondents. There are 9 Physics experts, 23 IT Experts and 170 computer students were sought after to validate and evaluate the design project. The researcher’s evaluation instruments are based on ISO 9126 and |5025010. These adapted instruments were used to evaluate the quality of the hardware used in the development of the design project, internet7based manual and the quality in use of the design projects. The result ofthe evaluation showed that in all criteria the design project has descriptive rating of excellent. Therefore, the designed project can be use as alternative instructional material in teaching—learning Physics II for students under computing programs.

The Foreign Service Institute (FSI) is mandated to serve as the center for the professionalization of the Philippine Foreign Service corps. As such, it envisions to provide the highest quality training for its clients, the Department of Foreign Affairs (DFA) and foster a strong, quality bureaucracy of proactive diplomats. With its clientele located in various Philippine embassies in capitals, consulate generals and permanent missions in different parts of the world, and even the nationwide presence of DFA Consular Offices in major provincial capitals in the Philippines, the F51 affirms the importance of eLearning as a vital methodology in diplomatic training. Through its academic, training, research, information, publication, systems development, and other such programs, FSI serves as the center for the development and professionalization of the DFA. As part of its efforts to continue providing optimal training and career development programs for the Department personnel, FSI is embarking on initiatives to conduct e7Learning training programs which can be easily accessed by personnel both at Post and in the Home Office. In line with these initiatives, FSI seeks to enhance its currently existing training programs through the use of e7Learning technologies, such as virtual learning platforms, mobile and blended learning modes. The FSI in collaboration with the UP Open University embarked on a series of activities to enhance its eLearning objectives. The collaboration between F81 and UPOU had the following objectives: 1. identify general and specific e7Learning needs of Department personnel undertaking FSI courses based on the competencies and qualification standards, 2. explore potential options for implementation of FSI course modules solely hosted on e7Learning platforms; and 3. discuss the feasibility and availability of resources in undertaking the project.

This study presents the outcomes of the continuing collaboration between FSI and UPOU and the future of elearning and human capacity building forthe foreign service personnel.

Investments in the knowledge economy, specifically in Science, Technology, and Innovations (STI) is imperative in improving access and delivery of knowledge for public utilization. In achieving this, it is necessary to understand the interaction of the stakeholders within the STI sector and to address the challenges that hinder its facilitation and advancement.

The Philippine Medium—Term Development Plan (2017—2022) looks at addressing the various weak—points such as low government spending on STI, weak intellectual property culture, low cooperation between stakeholders of the STI ecosystem, the inadequacy of current STI infrastructure, among others (NEDA, 2017). This view is also parallel to other studies that situate STI development in the Philippines (Clarete, Pernia, Gaduena, & Adrian, 2014; Pernia & Clarete, 2014). Moreover, the Philippines remains to be in the

lackluster of STI, having been ranked 73rd among 126 countries in the Global Innovation Index, for two consecutive years (Cornell INSEAD WIPO, 2017—2018). From a relational perspective, these challenges are arguably a summation of the weak cooperation, trust, and differing views from key stakeholders: government, industry, academe, and the public, collectively.

Based on Craig's (1999) invitation to theorize all social phenomena as communicatively constituted, this paper argues for the role of (science) communication in bridging and harmonizing the relational gaps between the STI community. We present the case of AghamBayan: A Festival of Science, Technology, Innovation, an event organized by the University of the Philippines in partnership with the Department of Science and Technology, as a potential platform for multi7sectoral cooperation in advancing STI. Successful collaboration in the STI community paves way for more efficient and better utilized researches. The importance of providing a platform where the stakeholders can interact is essential in fulfilling this. With AghamBayan as the forerunner, it is necessary to sustain this collaborative effort. Teachers need to continuously grow professionally just like other professionals in the country. The Philippine Professional Regulation Commission (PRC) has required the Filipino teachers to earn 45 credit units for a period ofthree years when renewing their professional license to ensure their continuing professional development and lifelong learning. The Philippine Normal University, being an accredited PRC Continuing Professional Development (CPD) provider, organized training programs for them in summer 2018 with corresponding credit points awarded by the PRC. The training programs focused on educational assessment delivered in a blended modality. Rex Institute for Student Excellence (RISE) sponsored these two training programs as a form of support to principals, coordinators and teachers to improve their assessment practice. Two models in conducting a training in a blended modality were explored in this study. Both models focused on a training on educational assessment but made use of different Learning Management Systems, one employed by the University and another by its partner industry. The first model was a 3—day blended training with one day face7to7face and two days online. The second modelwas a 47day training with two days face—to—face and two days online. One of the challenges faced by the Philippine Normal University, the National Center for Teacher Education in the Philippines, is the need for its programs to be accessible online to reach out to more teachers and education leaders it aims to develop. Given the Republic Act No. 10650 also known as Open Distance Learning (ODL) enacted in 2014, the University has explored offering academic programs online. One program it has offered is its Certificate in Teaching Program (CTP) being taken up by non7education degree professionals, which was delivered in an online modality. This program was approved by the University’s Board of Regents for pilot testing beginning SY 201572016. This study made use ofa descriptive7evaluative research to describe and assess the content, processes and outcomes of the courses in the program using the University’s Learning Management System. Data were gathered from the students, teachers, and staff who were purposively selected because of their involvement in the implementation of the program in two school years from SY 2015—2016 to SY 201672017. The data were also obtained from varied documents and sources to include the self7assessment readiness forms, online course syllabi, and grading sheets. The results reveal that CTP can be offered online particularly to working non7education degree professionals as it has produced completers of the courses taken and licensed teachers. The results were used in developing policies for a more effective and efficient implementation of the program.

It made use of the quantitative and qualitative method that involved about 150 participants who responded to a mixed forced—choice and open—ended questionnaire given in a Google Form. The results revealed a very satisfactory evaluation on the input, process and outcomes of the programs conducted given their blended modality. The results could inform improvements in the conduct and design of future training programs delivered online and could serve as a model for a CPD in this age of Industrial Revolution 4.0 to reach out to more teachers and educators in the country and beyond through a partnership support coming from a university and its partner academic industry.

Different forms of tests were usually given during entrance examination among schools in the Philippines, in this study the researchers attempted to articulate the connections among the said data which can be proven essential in designing programs as a countermeasure for cases like increasing rates of failing and dropping students. Thus, this research paper examines the correlation between the Filipino College students’ entrance examination results and their academic performance. longitudinal research with a descriptive7correlational approach was used. Research findings show that there is a significant correlation between the entrance examination results in English, Math, and Science and all of the students’ academic performance.

ALl too often an educational institution is expected to innovate using existing resources. Even worse, there is a clear disconnect between the expectation to innovate and actual innovations in American K712 schools (Chatterji, 2017). Design Thinking is a creative and human—centered process for solving complex challenges with new and innovative ideas and has gained popularity in fields such as engineering, marketing, and education (Martin, 2017). Design Thinking embraces some unique principles in the design process: tolerance for failure, emphasizing with users, and a discipline of iterating and prototyping, just to name a few (Kolko, 2015). Technology changes constantly, education problems are multifaceted and complicated, yet resources are limited. We need to apply an agile design and problem—solving process that can be done relatively quickly to save resources and to meet emergent changes while encouraging creativity. Design Thinking is a fitting option to address that need. In addition, the mindset and attitudes of Design Thinking coincide with the 4Cs of Zist—century learning skills: Critical Thinking and Problem Solving, Communication, Collaboration, and Creativity and Innovation (P21, nd).

Five graduate students enrolled in a Design Thinking class offered by the department of Learning Design and Technology at the University of Hawaii at Manoa. Students selected a real—world problem and went through the design process, attempting to propose an innovative yet practical solution. This exploratory study aimed to ask: 1) How are the 4C5 as defined by the 21st—century skills been used in the design process? 2) What are the challenges applying the Design Thinking mindsets?

Data included student reflective journals during class, one—on—one interviews after the semester ended, and teacher’s observation and journals. ALL 4cs were evident throughout the design process. The most challenging aspect of applying the Design Thinking mindset and attitudes were 1) lack of creative confidence In self, and 2) Lack of training in thinking outside the box. Overall, the result showed that 1) the 4C5 skills were used throughout the process, 2) group creativity could be cultivated, and 3) the most valued takeaway mindset was “adding value” to others’ ideas, contrasted traditional critiques of “finding faults."

Technology plays significantly in education and it is one of the relevant tools instructors are using to deliver quality classroom instructions. Based on the baseline data gathered by the researchers, college instructors of Jose Maria College are experiencing difficulty in ensuring that constructed test questions are properly aligned to the level of cognitive domain of Bloom's taxonomy. With that concern, the researchers designed an application that categorizes a T0 based on cognitive domain levels of Bloom’s taxonomy to the created TOS. This is to address the mismatching issue of TQ and T05. The predictive analysis was used to identify the category of the given question and decision support capability was applied to split the categories with the same scores. Boyer Moore string searching algorithm is used to scan a TQ and searching for the verbs from the cognitive domain of Bloom’s taxonomy and Rete algorithm was applied to implement the set of rules in categorizing TQ according to the cognitive domain of Bloom's taxonomy. Kasanen and Oyegoke’s Constructive research model was the methodology used while the black box and ISO 9126—1 sottwa re quality model for testing the quality of the application. Testing result shows that application is a useful tool for categorizing TQ and plotting TOS based on Bloom’s taxonomy with 100% of the modules were implemented.

This mixed7method research design utilized Copeland and Hewson’s (2000) questionnaire through a survey of all the clinical instructors and student—nurses in the fourth7levelfrom the four universities in Negros Oriental, Philippines to evaluate the level of effectiveness of the teaching strategies employed in the clinical area. The evaluations made were compared across the different universities and whether the evaluations of the students relate to those of the instructors in general. It also employed separate Focus Group Discussions (FGDs) with six to eight instructors and student nurses, randomly chosen from those who have answered the questionnaire.

These were analyzed through qualitative content analysis. Initially, open7coding was done to the transcribed FGD proceedings to map general categories and form themes, and, consequently, a framework was created to reveal the challenges they face in the clinical area. The study revealed that the clinical instructors rated their teaching strategies as excellently effective, while the students rated them as very effective. The study also revealed that the instructors are challenged by teacher7student generation, linguistic, and cultural gaps and the students’ disturbed values system, undesirable scholastic traits, and socio—economic state. Conversely, students are challenged by their instructors’ teaching and discipline styles. They are also confronted with institutional and personality prejudices in the clinical area. The study concluded that while the instructors and students view the effectiveness of the teaching strategies differently, they are also each other’s challenges. Thus, the study recommends enhanced teaching strategies through training.

To enhance the delivery of instruction and to promote effective learning in Science classes, interesting classroom experiences must be provided. There is a need to develop technology—enhanced learning materials for science lessons which students usually learn manually, by means of books, blackboards and chalks and also white boards.

This study aimed to create and develop an interactive game called “Body Systems Quest” for use of Laboratory High School students. Specifically, it identified relevant science topics in Junior High School and developed these into a computerized tutorial game.

The output of this research is an educational game that will help the teachers and students to learn faster and easier because the game consists of all the eleven body systems and all they need is only a personal computer or laptop, and they can learn while at play. The game can also be played in an android phone thus increasing the coverage area of its utilization.

The usability of the developed PC game was tested along efficiency, attractability, controllability, helpfulness and learnability using the SUMI Questionnaires. The “Body Systems Quest” obtained a high rating of 4.71 in a scale of 5 and described as “Strongly Agree" from a pool of expert evaluators teaching Science in various Junior High Schools. Many health professionals in the upland areas are actively pursuing their graduate degrees and career long learning track programs travelling six to ten hours every week just to engage in the Capital of the Philippines (Manila). These study revealed findings that identified subthemes and major themes in traversing the impact of career long learning as health professionals in the upland areas. Participants were selected purposively and consensually thru an informed consent. Thru the perspectives of Bakhtin's Principle of Dialogism, a narrative analysis to examine the impact was translated on the transcripts generated during interviews, focused group discussions and members’ checking or validation. Most of the twenty four (24) participants, are medical practitioners, nurses, medical technologists, midwives, pharmacists and nutritionists.

Findings revealed that professional graduates are taking at risks to improve their professional practice and personal engagement in their career thru lifelong learning.

Continuing education activities provided them the prospect to believe that career long learning in the pursuit of continuing education optimize their capabilities and hasten their characteristics as professionals despite of the travel of time they are facing and other barriers that they are having life financial constraints and psycho7emotional episodes of consciousness. Despite of many difficulties, professionals agreed unanimously that learning is really a journey at heart, need to enjoy, and must have fun to intertwine the need of integrating this in the practice as a part of their vision in realizing their professionaldreams.

This descriptive design study determined the influence of student7related factors, attitudes towards e7Learning, and design7related factors of e—learning system on students’ attitudes towards e7learning system in English. One hundred twenty7nine students enrolled in English Grammar course participated in the study by answering a validated questionnaire. It was shown that most of the participants had used an e— learning system in English. Participants reported that they were confident that they could Learn the English grammar. Moreover, they had positive attitudes towards learning English and towards the e—learning system in English. The first and second step of hierarchical regression analysis showed that student7related factors and attitudes towards English influenced attitudes towards e7learning system. However, when design7related factors of e7learning system were taken into account, student7related factors and attitudes towards English no longer contribute to explaining the attitudes towards e7learning system. Instead, three indicators of design7related factors had positive influence attitudes of students towards the e7learning system. Thus, the findings suggest that it is important to improve first the student— related factors before letting the students use the e—learning system.

This study was aimed to determine the effect of cramming behavior on the memory retention of students who took a fundamental physics course (PHYS 82) during a particular semester. A survey questionnaire was given to these students in the beginning of the succeeding semester when they enrolled in the next sequential fundamental physics course (PHYS 83). The test population consisted of all PHYS 83 students that took PHYS 82 during the previous semester. The first part of the questionnaire was intended to segregate the students between crammers (C) and non7crammers (NC). The information obtained included frequency of cramming for exams, study routine (length of study time, frequency of study time), preparation time for an exam (duration of study, and closeness to exam schedule), self7assessment on retention, and likelihood of cramming in the future. The second part of the questionnaire contained the course content questions which were divided into the four quarters of the semester course outline. Questions were carefully chosen and designed to ensure equitable content distribution among the four quarters, among levels of difficulty, and type of test question.

Simple statistical methods were used since the survey involved the whole population.

The survey revealed 32.56% crammers and 67.44% non7crammers in the population.

The mean PHYS 82 final grade of non7crammers was 2.36 while that of crammers was 2.42, with 1.00 being the highest grade in the scale. In the test survey, the crammers got an average score of 55.47% (2.95 in the numerical scale) while the non7crammers got an average score of 59.41% (2.56). The study also revealed an increase in scores from first quarter to fourth quarter questions suggesting a degradation in retention

through time. Crammers exhibited greater retention loss compared to non7crammers. The study also revealed a high correlation between PHYS 82 grades and survey scores.

Labeling a certain generation as digital natives may not be appropriate since members of such generation may have different levels of digital literacy and affinity to technology. In this study, a survey research was conducted to describe the digital literacy (DL) and degree of technology affinity (DTA) of Junior high school

community simulation and concrete representations of abstract concepts to enhance

student learning experience. Using the module, students were made to answer practice problems and exercises independently. The activities were also designed so students can easily repeat the exercises at home. Valuing the importance of independent learning in students‘ academic growth, group works and collaborative learning were utilised in the module. Improving independently greatly helps students to productively contribute during group activities. Moreover, during group activities, students’ independent learning was reinforced/affirmed. Links to online resources were provided to enhance learning. Also, the lessons in the module was developed around themes relevant to student’s daily life. The student involvement index, communication index and and Fry‘s readability index ofthe module was determined.

The developed curriculum material was validated by experts and pilot tested to students. The developed curriculum material comes with a Teachers Guide.

(JHS) and Senior high school (SHS) students of the University of the Philippines Rural High School (UPRHS). DL and DTA were correlated with the pa rticipant’s level of intrinsic and extrinsic motivation and socio—economic factors. This paper aims to answer the following research questions: 1) What are the socio7economic factors that affect the level of digital literacy and degree of technology affinity of JHS and SHS students of UPRHS? 2) What is the relation of intrinsic and extrinsic motivation to the level of digital literacy of the students? 3) What is the relation of intrinsic and extrinsic motivation to the degree of technology affinity of the students? and 4) What is the relationship of the level of digital literacy and degree of technology affinity of the students?

This descriptive study aimed at optimizing the chances of NVSU teacher education graduates to pass the yearly assessment of registry of qualified applicants (RQA).

Utilizing the 423 registered qualified applicants for public elementary schools in DepEd, Nueva Vizcaya, during the academic year 2015—2016, this study specifically sought to unveil the professional constructs characterizing the applicants and their overall performance in the RQA assessment and ascertain which of the professional constructs correlate significantly with their overall performance. It was disclosed that the applicants are at their late 20’s when they filed their application for a teaching position under DepEd. Their professional constructs along number of training days, demo of skill, interview skills and teaching demo skills are qualitatively described as very good while along satisfactory along PSEF experience, private teaching experience, public teaching experience and LET rating, and good along General Weighted Average, MSEF experience and English proficiency. Likewise, the applicants’ overall performance in the RQA assessment is qualitatively described as good.

Among the constructs significantly correlated with RQA rating of the applicants at 0.05 level were General Weighted Average, PSEF experience, MSEF experience, private teaching experience, public teaching experience, LET rating, demo of skill, interview skills, teaching demo skills and English proficiency. Finally, a mathematical model was developed to present algebraically and graphically the influence of such constructs. The results prompted preparation of prospective teachers along significantly correlated constructs which may serve as well as basis for policy making for the Department of Education to improve the performance of prospective teachers who shall be serving the elementary public schools ofthe division.

The success of a learning community lies on how the students may benefit from the curriculum which is fundamentally anchored on constellation of human needs. This study delved on the cognitive test construction skills of prospective teachers in a state university of Cagayan Valley who will eventually partake enormously in such success through assessment. Through a writing simulative activity, the cognitive test construction skills of103 randomly selected respondents are unveiled to be proficient along multiple choice, matching, alternate response, and simple recall types, however approaching proficient in completion and essay types. Further, their level of proficiency in establishing general validity and usability of cognitive tests is above average while the level of their proficiency in preparing cognitive tests that measure higher order thinking skills (HOTS) is approaching proficient. At 0.05 Level, significa nt correlations are disclosed between their proficiency in preparing cognitive tests and their proficiency in establishing general validity and usability while otherwise with their proficiency in writing tests that measure HOTS. The results prompted better perspectives on the teacher education students’ enhancement experiences in preparing quality and outcomes7based assessment tools.

The study found out that the employees evaluated their skills as possessing more than adequate skills in administrative and or clerical skills and have adequate skills in financial, managerial and

technical skills. They also recognized several indicators as contributory to enhancing employee knowledge and skills Like attending seminars and trainings. In evaluating the knowledge life cycle of the institution in terms of the 5C5, the respondents described it as currently being implemented in the University, yet interview and focus group discussion have revealed that processes are still unclear. The inter—raters‘ evaluation on the accessibility of documents along the five Cs, was found to be minimally utilized. The respondents also described creating relevant institutional mechanisms or policies along the five Cs. In assessing the knowledge management experiences of the employees along the 3M5, the respondents described it as currently being implemented, yet indicated that these are managed separately by specific offices of the GASS. The respondents described this set up as too restrictive, exclusive and limiting; moreover, knowledge on these aspects are minimally shared, and solely through departmental chain of connection. In assessing the importance of using KM at the University, the stakeholders described it as currently being implemented but have inadequate knowledge on the processes being used. Documents that pertain to trainings, seminars, knowledge sharing and collaborations exist in the university but minimally communicated to educate knowledge holders. In evaluating the effectiveness of KM, the respondents described it as becoming more aware of knowledge management through this on—going study. The recognition of KM effectiveness is only when a prototype model can be deduced from this study to sen/e as a KM framework. As a system, the respondents identified the top five problems as follows: organizational culture of sharing; employees’ inadequate understanding of KM and its benefits; employees commitment for KM; support and commitment oftop level management; and how to measure the financial benefits that can be obtained through KM. Lastly, the KM framework

proposed in this study for the General Administration and Support Services Program of the Nueva Vizcaya State University was patterned from the combined frameworks introduced by Rivera, et al. (2016) on six organizational motivators; and Khaldi (2005) on the 5C5. Some organizational variables present in the locale were incorporated to suit institutional context.

DLSU7D AR has four powerful functionalities: 1) AR mode, where the user can see the marker overlay to the camera view and display the icon and distance of location; 2) Map view, the bird’s eye view of the vicinity of DLSU7D which displays the different locations represented by icons and it has the shortest path locator; 3) Search view, for search options through keywords and categories and 4) Help view, for the user’s guide on the use of the system.

The project’s purpose is to provide an easy to use and interactive system pa rticularly in touring the campus premises. Any user can easily pinpoint a location inside the campus with the convenience of his mobile device.

The software process model selected that shall serve as the methodology in the development of the project is the V7 ModeL The DLSU7D Augmented Reality application was evaluated by students, faculty, staff and guests in terms of Usability with mean of 4.6, Accessibility with a mean of 4.34 and a mean of 4.15 for Efficiency.

The application is composed of all the data a faculty needs: faculty schedule for the week, subjects taught and classes handled, list of

Physical Education provides students with an opportunity to develop their skills in sports. Be able to appreciate the intricacies of different sports, dances and music. This research is conducted to design and develop an instructional material which will be used by instructors teaching Physical Education in Sorsogon State College. It will also assess the frequency of usage of instructors of the different types of instructional materials. The descriptive survey method was used to assess the instructional materials used by Physical Education instructors of Sorsogon State College. The respondents consist of 11 Physical Education teachers from the Sorsogon . Bulan, Castilla and Magallanes Campus. In designing and developing the instructional material for Physical Education, the researcher divided the process into two phases; a) Planning Phase b) Designing Phase and Developing Phase. From the results gathered, it is determined that the instructors of Sorsogon State College teaching Physical Education are versed in using several types of instructional materials. It is evident that the instructional materials are underutilized except for Books,

students, seat plan, lessons, calendar for the University activities and events, journal and

computation of grades which can be calculated in the application.

The application aims to provide Faculty members of DLSU7D with all necessary files they need in an Android platform. It provides a user—friendly interface forthe users by creating visually creative and eye—catching graphics. Accurate information was provided by gathering the data from professors and administrators. The application also provides accurate allocation of data by connecting the program to the trusted file hosting service like Drop box.

The study used the V7Modelof software development in which every phase is verified and validated. The V—Model demonstrates the relationships between each phase of the development life cycle and its associated phase of learning.

The application was evaluated by selected Faculty members of DLSU7D in terms of Accuracy, Design and Functionality.

A weighted mean of 4.13 was obtained for the accuracy of the application. This means that the application performs the task without errors and with precision. A473 rating was given for the design which showed a good graphical design ofthe user7interface, and navigation of the controls. Functionality rating of 4.78 was obtained. This means that the application is highly capable of performing all needed actions.

As a result, the application captured the interest faculty members of DLSU7D and made them interested to try its features. Faculty members can now do their works easily and

There are increasing numbers of higher institutions adopting blended learning, e—learning and virtual learning to enhance learners' understanding of the subject matter. Therefore, the assessment of e—learning sites plays a pivotal role in determining the success or failure of the learning process. However, there is a scarcity of research studies on the assessment of virtual classrooms, especially in Malaysia. The purpose of this paper is to share the findings of a case study on students’ assessment of a virtual classroom in a private institution of higher learning using Khafejeh & Jebreen (2016)’s assessment criterion. The study was conducted on the final year Bachelor of Business students.

The increasing number of persons with disabilities (PWDs) worldwide makes it imperative to support the completion of students with special education needs (SSEN) until the tertiary level to ensure better economic opportunities for them.

The researchers created a virtualclassroom using Google Classroom. Students were asked to download the Google Classroom application into their smart phones. This virtual classroom was specifically designed to cater the needs of teaching of a 14—week course entitled Management Information Systems. It was used as repository of course learning materials as well as interactive platform for learning activities.

Students were asked to assess the virtual classroom at the end of the semester using the assessment model adopted and adapted from Khafejeh & Jebreen’s (2016) assessment criterion. The assessment model consisted of five categories, namely, design, content,

technical elements, operational elements and credibility. The design category comprised eight assessment criteria; content category with 14 items, technical elements have five, operational elements with six items, and credibility category consisted of six items. A 5—point Likert scale (5 = excellent, 4 = very good, 3 = satisfactory, 4 = fair and 5 = poor) was used to assess the features of Google Classroom.

There were 149 respondents in this study, of whom 58.7% were female, while the remaining 41.3% were male. The findings show that 33.5% of the respondents found that the design was very good and 34.7% of the respondents found that the content of the virtual classroom was very good. Furthermore, in very good ratings, were 41.1% ofthe respondents viewed that the technical elements; 42.3% of the operational elements; and 41.5% on the

credibility category. Several implications drawn from the findings recommended.

The benefits of inclusive education are not only felt by PWDs, but experienced as well by their non—disabled classmates, and also by the faculty, the school community, and society, in general.

Although barriers to the inclusion of SSEN in higher education are still prevalent in both developed and developing countries, there are good inclusive education practices being done by universities in some countries which can serve as guide to other schools aspiring to implement inclusive practices.

As cited by various researchers of inclusive education, the role of school leaders are seen as highly integral, pivotal and critical in the development of successful programming for students with special education needs especially in a highly complex and dynamic changing environment in order to bring the aspiration of equity and inclusion to reality.

Since the implementation of inclusive education will be an educational reform for the university, leadership is a key factor in ensuring the success of this endeavor. Thus, this research developed a leadership framework to guarantee its successful implementation. Underpinning this framework were the fundamental themes that surfaced while reviewing the current literature landscape of inclusive education leadership. The leadership tasks involved in the implementation of inclusive education is classified in relation to each theme. After which, the pertinent qualities and traits of the leader for the effective performance of the tasks were identified.

Also, a survey in the social laboratory of this research, University A, was done to assess the provision of the five dimensions of inclusive education. The result of the survey identified the level of readiness of the organization and the needed strategies in implementing inclusive education.

This research, therefore, worked on answering the following problems: 1. What are the most appropriate leadership traits that would ensure the effective implementation of inclusive education?

2. What are the recommended strategies to close the identified leadership gaps that would allow the effective implementation of inclusive education?

Many studies have shown that facial expressions are vital for human—to—human interaction, and they are considered one ofthe most important cues in the psychology of emotion. People express their emotion mostly through visual, facial, and bodily expressions. Consequently, facial expression recognition is the major indicator of a human affective state. Thus, the goalof this research project is to explore the usage of desktop devices to detect emotion from the face of a single to multiple persons and to determine their mood. The system will use the basic technique in detecting neutral, sad, angry, and happy faces in a still image or video implemented as a desktop application. This is done by passing through stages: face detection, feature extraction, and expression recognition. This study employed Rapid Application Development as its methodology which supported reuse of some existing module and enabled faster development and higher quality results.

Provision of effective and relevant learner support is important in universities especially those offering technology7enhanced learning approaches and designs. As we live in a highly modernized and digitized learning environment, it is important to continue exploring new ways and strategies to provide learners with effective, appropriate and relevant learner support. Thorpe (2003) defines learner support as “... all those elements capable of responding to a known learner or group of learners, before, during and after the learning process.” According to Bates (2014), good design, clear and appropriate learning activities can decrease the demand for learner support. With the theme of the conference, “Technology— Enhanced and Inclusive Education in the Digital Age,” this panel will discuss and share the experiences and practices of UPOU as an ODeL institution in providing support to its learners. Papers to be presented include topics related to learner intake support which includes admission and registration support, and student record management support; information support; library support; and examination support.

The purpose of this research is to monitor the services rendered by the organization’s employee, by assessing the mood of customers if they are satisfied with the service or not. With the help of opencv and python, face detection can be implemented in the desktop application through the use of camera. Moreover, the haar cascade object detection helped the researcher train the system to detect faces In the image and video analysis algorithm in recognizing expressions (neutral, sad, angry, and happy).

However, the accuracy of the facial expression recognition greatly depends on the clear images the camera captures, in which the lightings and distance of the person in the image should be considered. Therefore, training the system in comparing images to the database is really important and thus highly recommended to achieve accuracy in face and mood detection.

Researches show that there is very strong evidence to suggest that students who engage in library resources and make use of library services tend to be more engaged with learning on the whole (Australian Council for Educational Research n.d.). The UP Open University (UPOU) Library as a support service unit for faculty members, staff, alumni and students is envisioned to cater to the library and learning resources needs of its stakeholders. Unlike the other Library units of the University of the Philippines, the UPOU library provides services to UPOU students who are Located in more than 70 locations around the world. Some of its faculty members and tutors are also based in different parts of the country and even abroad. To cater to this diverse set of clients, the UPOU Library has maximized the affordances ofthe current online library services provided by the UP System as well as devised schemes to make its resources and services accessible to its students and faculty members. This study will examine the UPOU’s library resources and services that are available online and can be easily accessed and used. Results ofthis study can be used by other institutions with plans to offer programs via open and distance eLearning (ODeL).

This paper wilt examine and discuss the experiences, practices from offline to online applications of records management theories and practices in UPOU. The reconceptualization of the UPOU Learning Centers (LCs) led to the creation of a unit thatwill serve the needs ofthe UPOU students in examination arrangements. The Examination Services Program was established under the Office of Student Affairs and is responsible for the overall administration and delivery of proctored academic examinations done in a UPOU designated examination venue. It Is a new system that will provide standard services to all students based locally and abroad. This paper aims to discuss the existing procedures and services the program has been offering to the students for the past year. It will also discuss the challenges encountered and the best practices the program has done to better serve the UPOU students. Results of this study will provide mechanisms on how to strengthen the program and better serve the UPOU students.

The paper shall share a part of a study that reviews the graduate research in education at the UP Open University aimed at generating policy recommendations that ensure continuing enhancement of technology in the education programs and research in the university. Particularly, the paper shall present the focus of the dissertations completed by UPOU graduate students in education and the implications for research on technology7enhanced learning/education. The study collected data from fifty doctoral dissertations in education submitted to the university for a sixteen7year period from 2001 to 2017. Using document review and thematic analysis, the results showed that the graduate research in education focused on assessment of the students conception and understanding concepts in the discipline; evaluating interventions aimed to enhance student performance including constructivist and inquiry7oriented interventions on Learning; and identification of teaching practices and strategies in teaching the discipline. Some forms of technology used in the interventions are PPT presentations, video clips, films, online group discussion, and online file sharing suggesting the nature of knowledge creation in technology in education. Research topics and questions on technology7enhanced learning/education are derived at the end of the paper.

Assessing the gender equality capacity of an open and distance e7learning (ODeL) institution's workplace is essential because it provides an understanding of the existing situations of the institution—in this case, the University of the Philippines Open University (UPOU)—and its workforce to integrate gender equality in its programs, policies, and operations (UN Women Training Centre, 2014). Mandated by international and national policies, educational institutions must also be accountable to respond to gender information needs of its workforce.

UPOU being recognized a leading government cyber campus in the Philippines has developed critical initiatives that augmented not only in its area of academic exertion but also the development and employment of e—finance and administration (eFA).

This study was carried out to know and understand the information literacy competency standards among the students of Pangasinan State University 7 Open University Systems (PSU—OUS). Specifically, it aimed to know the extent of acquisition on the information literacy competency standards of the students. The standards were adopted from Association of College and Research Libraries (ACRL).

The descriptive survey method was employed in the study. A five7point Likert type of questionnaire was used in gathering data. Percentages and weighted mean were used in analyzing and interpreting the data gathered.

Following one of the University of the Philippines’ strategic thrust of operational excellence called eUP, a Financial Management Information System (FMIS) was developed in 2011. In line with this thrust, the UP Open University, adapted an eFA, and developed a system which is the Finance Administration Information System (FAIS). This FAIS will be interfaced with the FMIS of the UP System so that an integrated information system would be achieved.

The study generated the following standards. The students have high acquisition of the first standard of information literacy competency which is determining the nature and extent of the information needed. On the other hand, the students have moderate

acquisition of the second, third and fourth standards which deal with accessing needed information effectively and efficiently; evaluating information and its sou rces critically and incorporating selected information into his or her knowledge base and value system; and applying new and prior information to the planning and creation of a particular product or performance. And lastly, the students have low acquisition of the fifth standard which deals with understanding many of the economic, legaL and social issues surrounding the use of information and accessing and using information ethically and legally.

FAIS facilitated the fast processing of financial transactions and real time monitoring and generations of periodic financial reports ofthe UPOU Accou nting Office, Budget Office and Cash Office. It facilitates the monitoring of allotment and disbu rsements, the data of which can be safely accessed anytime by the stakeholders.

Using the ISO/IEC 25020 measurement reference model and guide for measuring the quality characteristics such as effectiveness, efficiency, satisfaction and freedom of risk, a survey was conducted to users of the FAIS.

This study was conducted to determine the readiness of PSU—OUS students in Massive Open Online Course (MOOC) before its implementation in the institution.

MOOC is an innovative online course available for anyone to experience. It provides an affordable and flexible way to learn new skills, advance student’s career and deliver quality educational experiences being utilized by prestigious institutions like UPOU and SEAMEO INNOTECH. Hence, MOOC’s fusion to the different courses in PSU—OUS is promising and something to look forward to.

The Commission on Higher Education (CHED) in 2007 defined review centers as centers offering programs or courses of study intended to refresh and enhance knowledge, competencies, and skills of its students that have already studied in any formal school to prepare them for upcoming licensure examinations given by any license giving body such as those given by the Professional Regulation Commission (PRC). There are several review centers that offers an open and distance learning aside from their brick—and—mortar classes in several locations in the Philippines. This has been possible due to technological advances that led to the distribution of knowledge using internet—enabled services. Review for Global Opportunities (RGO)

The method of research used in the study is descriptive. The respondents were chosen through purposive sampling technique. Weighted mean were used in analyzing and interpreting the data gathered.

This study assesses the level of ethical awareness on open access publication among randomly selected 100 male and female graduate students in the Pangasinan State University — Open University System, Lingayen, Pangasinan, Philippines. An online questionnaire survey was used for primary data collection. The study revealed a low level of ethical awareness on open access publication among the graduate students.

Findings also revealed that many respondents were not fully aware of plagiarism, gift authorship, citation bias as publication ethical issues. A significant number of graduate female students admitted that they intentionally plagiarized online materials, redundant publication (online and print in differentjournals) and entertain gift authorship. With the findings, this study recommends to design online information, communication, and education (IEC) materials on open access publications’ ethical issues for the graduate students of PSUOUS and others.

Culturally based learning preferences of the students is a paramount focus for the teachers in the design of online courses. There is no such thing as “one size fits all” assessment framework to cover differences among learners in terms of culture and individual differences. Thus, it is indeed important to consider whether online assessment and activities are culturally congruent based on cultural dimensions of learning (Hoftstede & Hoftstesde, 2005). The study aims to determine the culturally based learning preferences of students and whether there is a significant relationship between culturally based learning preferences and variables such as age, Location and final grade in the selected course. The study will utilize Cultural Dimensions of Learning Framework by Hofstede & Hofstede (2005). As well as descriptive correlationalanalysis.

This paper explores the readiness of the Graduate Students of Pangasinan State University Open University Open and Distance Education Environment. It also describes the story of the PSU Open University Systems and the Province of Pangasinan in embracing an openness. The study measures the Self7Direction, Learning Preferences, Study Habits, Technology Skills and Computer Equipment Capabilities of the respondents in terms of readiness as a graduate student. The respondents are the teachers of the Department of Education and other primary school teachers in a distant part of the world who are currently enrolled in PSU Open University Systems taking up Masters or Doctorate degrees. The qualitative methodology wasm used in data collection techniques. The results of the study indicated that graduate students had positive attitude in oDeL It is recommended that a virtual learning environment should be proposed for the benefit of the teachers, graduate students, and the institution and for contribution to the development of oDel in the Philippines. Future is evident in the Philippines that students and teachers are ready and competent that will contribute to the changing environment of education.

This study is based on the premise that knowing the determinants of achievement in distance education provides a better understanding of the meaning and nature of achievement in this mode of study. Many of these factors may not be easily detected because they exist within the learners or are embedded within the learning environment. Using path analysis, this paper examined the factors that explain academic performance of adult distance learners. Data were gathered from 213 randomly selected teacher—distance learners who completed two types of research instruments that were subjected to validity and reliability procedures prior to administration. The endogenous variables persistence rate, achievement test score, and general weighted average (GWA) were each used as dependent variable. Nine dimensions of distance education were the independent exogenous variables. The path analysis produced a total of 10 significant independent variables with direct effects and six with indirect effects on the dependent variables. Through the descriptive—evaluative research design, a review of existing processes in ODEL in the graduate programs in teacher education, fisheries, and agriculture of OUS manifests least satisfactory implementation and effectiveness in strategic and operational planning; instructional materials development; instructional planning, delivery, monitoring, and test administration; student performance evaluation procedure; conduct and implementation of research; presentation and publication of completed extension program/project; personnel training and development; web publishing and updating; IT maintenance procedure; and internal quality audit. Further, the review reveals that there is a need to organize the current ODEL processes of the OUS into a quality management system. Respondents in this review are stakeholders in the different processes of ODEL such as administrators, faculty members, personnel, students, and alumni who are considered as process owners.

Based on the said review, the researcher developed twenty—four (24) processes in four areas—

planning (2), operations (15), support services (12), and performance evaluation (7). Some of the processes were modified from applicable processes in the OMS of the undergraduate campuses to suit the needs and specifications of ODEL. Using ISO evaluation standards, these processes were then examined by external and internal quality auditors by providing ratings of non—conformities (NC), opportunities for improvement

(OFI), conformities (C), and good points (GP). Results of the audit show that the areas have the following evaluation: planning (2 conformities); operations (11—conformities; 6 good points); support services (97 conformities; 37 good points); and performance evaluation (6— conformities; 17 good points).

Improvements and revisions were then taken into consideration for processes with conformities to be further translated into good points. In general, the external and internal quality auditors determined that the processes can be adopted into a quality management system for the university’s OUS with a recommendation that it shall be subjected to ISO 9001:2015 certification.

Formative assessment is essential in both traditional education and Open and Distance eLearning (ODeL) contexts as it provides a means to successfully scaffold learning. Past studies have shown that effective use of formative assessment and feedback mechanisms in an online learning environment enhances student engagement and learning outcomes. In this study, students’ perceptions of the effectiveness of various types of formative assessment and feedback used in online courses under the Diploma in/Master of International Health (D/MIH) Program of the University of the Philippines Open University (UPOU) were examined.

Specifically, it sought to (1) determine the formative assessment types used in the program; (2) identify the feedback mechanisms used in the program; (3) analyze students’ perceived levelof difficulty of the various formative assessment types used; and (4) analyze students’ perceived immediacy of the different feedback mechanisms used. Students enrolled in the D/MIH program during A.Y. 2017—2018 served as the respondents of the study. Survey research design was used to gather data from the respondents. Data were analyzed using descriptive statistics. Results of this study would help the program’s Faculties—in—Charge (F105) and tutors utilize formative assessment forms and feedback mechanisms which students perceive positively to realize meaningful learning experiences and improve student learning.

TEmotional Intelligence (E1) is a current topic of discussion in the field of education and is often deliberated as a predictor of academic success or performance. Several researches have claimed that EI predicts success at schools and universities. However, Little empirical research has been conducted to test this statement, especially in the field of open and distance eLearning (ODeL). In this study, the relationship between UPOU undergraduate online learners’ El and academic performance were examined.

EI and its four domains — Intrapersonal Awareness, Interpersonal Awareness, Intrapersonal Management and Interpersonal Management 7 were measured through SK Mangal and Shubra Mangal's El Inventory (MEII) while academic performance was examined through the students’ general weighted average (GWA).

Respondents of this research were UPOU undergraduate online learners, specifically those who were in their final year under the Bachelor of Arts in Multimedia Studies prog ram during the Academic Year 2017—2018.Appropriate statistical tool (ANOVA) was employed to determine the relationships between variables. Results showed that the total EI score had a positive relationship with academic performance. Of its four domains, a positive relationship was only observed between intra personal management and academic performance. The researcher recommends that findings of this research be used to develop strategies to improve the academic performance of undergraduate online learners of UPOU. Further implications. recommendations and limitations of the study were also discussed.

Geospatial modelling is an approach of data analysis having geographical or spatial aspect. There is a plenty ofgeographical data in distance education which can be used in spatial context. The use of a Spatial Decision Support System (SDSS), an application of Geographic Information System (GIS) can be used to improve the decision quality and overall efficiency of the distance education system. Potentially, GIS technology can also be integrated in learning pedagogy to make the learning content more interactive and interesting. A survey methodology will be applied to investigate the important geographic component in distance education. This survey will be conducted internationally by stakeholders (students, teachers, administration) of potential Open and Distance Learning (ODL) institutes. This survey will help in understanding the spatial problems and potential areas in distance education which can be solved using geospatial technologies. Based on these spatial components, a generic geospatial model will be developed specifically for distance education.

Besides this conceptual and theoretical model, a prototype GIS application will be developed for Allama Iqbal Open University to validate this proposed geospatial model.

With the growing accessibility to free and user—friendly ICT, it is only imperative for the education sector to follow suit (Marcus—Quinn & Diggins, 2013). In response to demands for quality education at minimum costs, institutions are using alternative methods that increase accessibility of courses, mainly through e7learning. As Larsen and Vincent7Lancrin (2005) mentioned, "the open sharing of one's educational resources implies that knowledge is made freely available on non7commercial terms" (Larsen and Vincent7Lancrin, 2005). This however raises questions on the sustainability of OERs. As the education sector moves towards Open Educational Resources(OERs), institutions reach and develop an increasing number of learners that do not only take information from courses but in addition, provide input that shape OER—related practices. Aside from increasing the sustainability of OERs, student7created OERs also encourage student—centered teaching and learning. As the Internet became more popular at the turn of the century, UPOU began to take advantage of the advantages of information technology. Through online teaching and learning technologies, the UPOU was able to make courses and modules more accessible to more students across the country and abroad. relationship between student7created OERs and its potential to support the academic performance of students who may use them as part of their curricular materials. By applying assessment methods on student7created OERs from UPOU, this study has found that there is still a considerable amount of space for improvement for OER practices in the university. This study has found that explicit guidelines on the use of OERs shall be included in the curricula wherein OERs are included as student output. Moreover, the content and manners of construction of the materials suggest that university standards and assessments shall be reviewed and cross—checked with international standards in order to ensure that the education that the university provides to students are updated and uncompromised.

Open educational resources (OERS) in a Health Research Methods graduate course for the Master of International Health program at the University of the Philippines Open University facilitates access to effective learning especially for busy health and related professionals in diverse settings interested to learn about research who otherwise have no or little opportunities for face to face learning. OERs or “technology—enabled, open provision of educational resources for consultation, use and adaptation by a community of users for non—commercial purposes” (UNESCO, 2002) for use in the graduate course within a learning management system (Moodle) were organized, reviewed and assessed. This paper describes the steps taken in updating the course content guided by the following: 1. Identification of course objectives, modules and topics using the approved course outline, 2. the level of effort and estimated amount of time for each topic was assigned based on the defined course objectives, 3. a desk review of existing course materials was undertaken and 4.

As an academic institution that functions under Open and Distance eLearning (ODeL), UPOU is committed to improving its learning deliveries, processes and procedures, and support systems to serve its stakeholders. Any improvement or change in a particular process should be backed up by properdocumentation and communication to and from involved offices. The Virtual File Archive (VFA) is a centralized file management system developed by the Office of the University Registrar to efficiently manage the retrieval of significant documents stored as e—copy, and it targets to promote better accessibility, increase in efficiency and productivity, protection against loss, and better judgement. It is a customized file management system developed according to the needs of the OUR. It stores external documents intended for the office, as well as internal records that are vital to the unit‘s

combinations of search keywords related to each module and topic. Searches were done for open ed ucation text resources/reference materials for reading assignments (Google Scholar) and audiovisual/video resources (Youtube). In choosing appropriate OERs to be used in the course, a set of criteria was used. These were: a. credibility of sources such as academic institutions, medical research Institutions, and known organizations from different countries, b. accuracy, credibility and consistency of content, c. quality and clarity of content (text)/presentation) and d. length or time it can be completed. In addition to these, a horizontal outline for the course, detailing the following: a. Module/Topic, b. Learning Objectives, c. Learning Materials (including links) and d. Assessment was also done.

As an ODeL institution, the University of the Philippines — Open University (UPOU) relies mainly on different multimedia materials in delivering Its lessons to Learners.

As a result, video—based learning has long been used by the aforementioned university. These videos are usually uploaded on Youtube. Propitiously, Youtube offers free analytics to any of its channels. This facility can be used by educators to determine what learners value in a video, what keeps them engaged, and which factors to prioritize.

Persistence in an open and distance learning is a challenge among learners and institutions, especially in a changing learning environment. Though there are several studies that identified the predictors of persistence, there is paucity of information as to how they behave in a changing mode of delivery. The study aims to analyze the empirical relationship of selected socio—demographic variables with learners1 persistence in three generations of mode of delivery (Le. with face7to7face tutorial sessions, combined online and face—to—face tutorial sessions, and purely online) in an open and distance e7learning university in the Philippines. Persistence in the study would be defined as the ability of a student to move towards program completion in the presence of barriers. It would be measured in terms of the number of years that a student has completed the program within the allowable time period (or the University’s maximum residency rule of the program). All learners who have graduated from the University would be stratified according to the generation of the mode of delivery at the time of their admission. Descriptive and inferential statistics would be computed and tested to describe trends and empirical relationship of the Learners’ socio7demographic variables and the number of years of completion, respectively.

This study aimed to determine and analyze the behavior and attitude of Learners towards educational videos particularly produced by the university. The channel’s analytics, covering from Feb 26, 2013 to July 25, 2018, were exported from Youtube as Excel files. This research, though, focuses on the actionable figures of data only.

These figures were analyzed by plotting them against specific demographics, such as view mode, age, gender, device used and geographical location.

This study found out that Recommended Videos by Youtube made an effective tool in the promotion of the videos, in contrast to users searching the videos themselves via Google. It was also determined that majority of the viewers watched videos using a laptop or desktop, even with the advent of mobile devices, smart TVs, and others. In addition, people endured live streams longer than that of on—demand mode.

Considering the age range of 18 and above, there was a direct correlation between age and view duration. However, the 65 year—olds and above range deviated from this trend. Finally, females had longer view duration than males.

Students and their academic advisers (usually the Program Chair) are guided by a plan of study throughout theirjourney towards the ultimate goal of graduation. In the University of the Philippines Open University, a new student starts out with a recommended study plan that was approved along with the rigorously reviewed curriculum of the programThe adviser uses this to track the status of his advisee and provide counsel on the best maneuver of the student.

Assessment in Open and Distance eLearning is an ongoing discussion, and a number of these discussions involve grades. In the University of the Philippines Open University, the perspectives have been shifting. With the contention that grades are more reflective of the teacher performance rather than the student, questions the ethics of grades along with its existence. Other forms ofassessment such as authentic assessment, emphasis on feedback and outcomes are persistent in the discussion with grades taking a backseat. (Lumanta, 2018) Yet despite the prevailing opinion, teachers are still obligated to conduct a summative assessment and give grades at the end of the term. It bears questioning whether or not grades are still indicative of some form of learning, and if grades still have a place in assessment in ODeL. Answering these bigger questions should begin with taking a look at the status quo.

What grades are being given to students?

However, some students may not be able to follow the recommended plan of study in the first place. As the university aims to provide equitable access to education, students with less than ideal situations may be admitted. Working students take lighter loads and are unable to follow the full—time plan of study. Transfer students with credentials from their former schools will also have gaps. As with any other university, it is inevitable that some students will perform poorly and receive failing grades or drop courses. This will cause the students to deviate from the recommended plan of study.

The number of such students poses a problem for their advisers. Each student requires individualized program advising, an unsustainable endeavor for the adviser with a finite amount of time. In addition, creating a plan of study for each student is mentally daunting; the adviser needs to consider factors such as the prerequisites of a course, the ease of which a student can finish a course, and most considerably: the optimal path to graduation. Solving this problem will streamline the aforementioned task of the adviser and provide the student a better slack on the path to graduation.

The solution, presented in this paper, is an algorithm to create plans of studies considering: course offerings, availability of faculties in charge, course prerequisites, course postrequisites, and course slack to graduation. The algorithm is applicable to a curriculum totally or partially, that is, it can be applied for creating new plans of study or mending the plan of study of a student who has deviated from the recommended path.

This paper examines trends and patterns in grades of graduate and undergraduate courses offered by the Faculty of Information and Communication Studies of the University of the Philippines Open University from 2011 to 2017. Data Is analyzed using descriptive and diagnostic analytics techniques. Findings from the study give empirical perspective on the prevailing practices with grades and the standards of assessment in the university. For the past years, University of the Philippines Open University (UPOU) has made it a mandate to adopt open educational resources (OERs) as key components in the massive open online courses, as well as conventional online courses it offers. While not a complete departure, this mandate has caused a paradigm shift, bringing about a lowered reliance to proprietary and typically costly content in favor of those that are free and openly available.

Technical support for actual production and deployment of multimedia—based OERs in the university are in place. However, there are aspects that require improvement, particula rly with the creative aspect of production. A sense of identity is important to the university, which can be difficult to uphold when employing externally sourced resources which are used by other entities.

student7created content, to the point of reaching a level of refinement where they themselves can be considered as learning resources for course work. On the other hand, being under an online university in the Philippines, there are still lingering issues imposed by the environment which require addressing, in order to achieve a higher level of success when it comes to collaboration.

A creative group has been initiated to address the need to support the development of OERs. The goal is to build a sustainable online learning community of content producers within the university, consisting of faculty, staff, students and alumni.

Through this community, it is intended for multimedia materials be conceptualized, created, made use of, studied and improved upon cyclically. leading to an evolutionary process of creating multimedia resources that are high both in quality and in quantity as time goes by.

Stagg’s (2013) proposition of a continuum of open practice (OEP) laid five stages of how a higher education institution adopts OERs. Adoption culminates at the final stage, where student or learner co—creation is established. By reaching this stage, learners are at a point where they have built enough self7confiolence to work independently or as full collaborators alongside teachers in working with content.

Despite an aggressive move to adopt OEPs and the use of OERs, UPOU, has not had a lot of significant success in achieving that final stage.

This paper will cover the efforts of this creative group and the process of producing an initial collection of resources and deploying it for use by other constituents of the university. Also to be covered is how online community development practices and technology are leveraged to build and sustain this community, given the challenges in and around the locale.

Collaborations with students, including those that go beyond their course work, are not new to the university. Faculty members have enjoined students to work on different projects. In 2008, faculty and students from UPOU’s Bachelor of Arts in Multimedia Studies program were involved in a collaborative new media art project.

Through the efforts in the project, an art installation was created, which went on display in UPOU, its sister campus, University of the Philippines Los Bafios, and a museum under a different university in Manila. The initiative persisted for two years which subsequently produced two off—shoot projects, albeit at a smaller scale.

The Youth Capacity Building and Exchange Program towards Sustainable Development of the Ifugao Rice Terraces (Y4IRT) is a two—year project of the University of the Philippines Open University (UPOU) with its partner institutions that aims to conduct youth capacity building activities through blended mode of learning. This project aims to contribute to the sustainable development and conservation of Ifugao Rice Terraces. The Ifugao Rice Terraces was declared as the only Globally Important Agricultural Heritage Systems (GIAHS) site in the Philippines in 2004 and also as a UNESCO World Heritage Site in 1996. The project uses open educational resources in developing learning materials for the capacity building component of the project. The use of open educational resources is a big part of multimedia materials development in the University of the Philippines Open University and this does notjust apply to resources used in the academic setting.

Literature about online learning as well as strategies developed for keeping students enrolled concentrated on both men and women in general without disaggregating findings (Mueller, 2008). However, it is essential to examine gender in relation to distance education since this is extensively promoted to women and it is aLso an institution where gender and power differences are constructed (Kramarae, 2003).

Bean and Metzner (1985) considered gender as an important variable In studying attrition rates given the gender—specific roles the students carry outside their classes which would influence their decisions in their studies.

The open educational resources in the form of videos, printed/written materials and images, were developed together with experts from partner universities and institutions in a span of more than one year. The module writers underwent training for the development of the multimedia materials and convenes for a writing workshop and validation with other course writers. This paper aimed to explore the experiences of the course writers in using OERs in the development of the materials for the youth capacity building component of the project.

In this information generation, students are facing major challenges in education and developing lifelong learning skills. Such skills are needed in order for them to succeed in their future careers. According to Applied Educational Systems (2018), “the 21$t Century research skills are 12 abilities today students need to succeed in the workplace". It has 3 categories: learning skills, literacy skills. and life skills. These skills are needed to be improved and thus, contribute to student’s future career. The Master of Environment and Natural Resources Management (MENRM) is one of the programs offered by the University of the Philippines Open University (UPOU). The courses of the program were evaluated to determine whether graduates are equipped with 21st Century skills. These skills were considered essentials for the success of students (Watanabe—Crockett, 2016). Moreover, academic program improvements are necessary to establish a successful continuing academic program in a university. Smith (1999) specified that in order for an academic program to be successfuL there should be an assessment in terms of its inputs, specifically, the

information, and to teach lessons that require actual demonstration (Mendes, 2016).

With recent advancements in technology, programs and toolkits have already been developed to improve the quality of video as learning materials. One recent advancement in the field of multimedia learning is H5P or HTML5 Package, which is an open source toolkit designed to allow learners and teachers to freely create, edit, and publish interactive learning materials.

By exploring the use of interactive videos in ODeL, this study aims to assess the effectiveness of using video materials for student support in the University of the Philippines Open University (UPOU) Faculty of Management and Development Studies (FMDS). Data for this study were gathered by conducting online surveys and by assessing the comments, interactions, and reactions of the students on the interactive videos. should be regularly done in academic programs offered by the university. Generally, the study identified and evaluated MENRM courses for improvement using the 21st century skills as a criteria. Specifically, the study aimed to assess the quality of MENRM program in terms of its components, evaluate the effectiveness of MENRM courses, provide recommendations for improvement of MENRM program and develop strategic plans and revisions for the future. The study used quantitative research methodology. One7shot survey research design was used. Data were gathered through online survey among MENRM students. Data were analyzed using frequency and percentages. An analysis of existing data or information was also used. Course guide and study guide contents were collected and analyzed. An interactive workshop was conducted. Results of the research will be used to improve MENRM program.

The National University of Kaohsiung (NUK), the only national university instituted in the millennium in Taiwan, was found on February 1, 2000. In accordance with the government‘s industrial development policy and to promote the establishment of the Asia7Pacific Regional Operation Center (including Southern Taiwan Science Park, Kaohsiung Multifunctional Commerce and Trade Park and InternationalWarehousing and Processing Transit Center), we assist to upgrade and transform traditional industries and train professionals in technology and management.

When NUK was founded in 2000, there were only six undergraduate departments.

Currently, we have 20 undergraduate departments, 2 two7year in7service undergraduate programs, 21 master programs, 7 in—service master programs, 6 EMBA programs, and 3 PhD programs. In the future, we aim to establish more innovative and trendy departments and institutes to continuously aspire to the excellence in education and active research environment.
