BOR OKs Davao ext’n campus, changes in CA

UPLB to set up UP School for Agri & Env’t; restructure, rename CA into College of Agri & Food Science Two key decisions of the UP Board of Regents in 2016 usher in landmark changes for UPLB in the years ahead. The first is the establishment of the UP Professional School for Agriculture and the Environment (UP PSAE) in Agriya, Panabo City in Davao del Norte at the BOR’s 1322nd meeting on Nov. 24. The second is the restructuring and renaming of the College of Agriculture (CA) into the College of Agriculture and Food Sciences (CAFS) at its 1323rd meeting on Dec 16. Chancellor Fernando C. Sanchez, Jr. expressed his gratitude to outgoing UP president, Dr. Alfredo E. Pascual, for his support towards making these possible.

UP PSAE, a UPLB extension campus UP PSAE aims to provide a UP education within the reach of students, accelerate human capital formation, and serve as a catalyst for development in the Davao Region. Establishment of the UP PSAE is anchored on “UPLB’s proven capacities in agriculture and environmental science, which positions it to contribute immensely to development efforts in the Davao Region and neighboring communities.” The UP PSAE will progress in two phases. The first, covering five years, starts on the First Semester of Academic Year (AY) 2017-2018. UP-PSAE will offer off-campus graduate programs and short training courses under the supervision of the UPLB Graduate School through a program director. On its Phase II, UP PSAE will become a new school of UPLB and will have its own dean and residential graduate programs. A budget of PhP271 million shall be allocated for UP PSAE’s first 11 years. The Anflo Management and Investment Corporation (ANFLOCOR) will donate about three hectares of land and capital outlay for infrastructure. THE ANFLOCOR donation is articulated in

the Memorandum of Understanding (MOU) signed between UP and ANFLOCOR on Nov. 20, 2014. A Memorandum of Agreement (MOA) detailing the partnership will be signed by the two institutions on Jan. 30. College of Agriculture and Food Science (CAFS) Meanwhile, the restructuring of CA was proposed in order for CA to realign its teaching, research and development, and extension programs in support of the country’s thrust to modernize the agriculture sector considering a paradigm shift from primary production to a value chain perspective. CAFS will be composed of the Institute of Plant Breeding (IPB), Postharvest Horticulture Training and Research Center (PHTRC), the National Crop

Protection Center (NCPC), Dairy Training and Research Institute (DTRI), Agricultural Systems Institute (ASI), Institute of Animal Science (IAS), Institute of Crop Sciences (ICS), Institute of Food Science and Technology (IFST), and Institute of Weed Science, Entomology, and Plant Pathology (IWEP). Each of the nine CAFS units will correspond to major subsectors in Philippine agribusiness, namely: ICS and IPB with field, industrial and horticultural crops industries; NCPC and IWEP with crop protection; IPB and ICS with the seed industry; ASI with the fertilizer industry; IAS with the poultry and livestock; DTRI and IAS with dairy; PHTRC and ICS with fresh farm produce; and IFST with the food and beverage industries. UPLB to give tribute to PAEP, welcome Prof Concepcion as new UP president

Will incoming UP president Danilo L. Concepcion be referred to as PDLC, in the same way President Alfredo E. Pascual was called PAEP and former UP president Emerlinda R. Roman who preceded PAEP was called PERR? Indeed, UP has taken to calling its presidents by their initials, preceded by P for “president.” How it is going to pan out this time, we will soon know. But first, UPLB is going to take care of the first order

of the day - GRATITUDE - to PAEP who supported the heightened internationalization and integration of the University in the global arena of higher education. PAEP is about to conclude a six-year term that began in 2011. He supported initiatives that led to milestone accomplishments in UPLB. Among these are the increased international linkages, student and faculty mobility, interdisciplinary research programs, certification of degree programs under the ASEAN University Network-Quality Assurance, public service engagements, operational and administrative efficiency through the implementation of the eUP, PEZA accreditation of the UPLB Agro-Industrial and Information Technology Parks, and infrastructure development. The tribute to PAEP will take place at 4 o’clock on Jan. 24 at the DL Umali Hall. On February 2017, Prof. Danilo L. Concepcion, dean of the College of Law and executive director of the UP Bonifacio Global City campus, will take over the reins of the UP System as its 21st president. This is not the first time that Prof. Concepcion will hold office at the Quezon Hall, the seat of UP’s central administration, as he was once the vice president for legal affairs. This is also the second time that he will assume a university presidency post: he was De La Salle Araneta University’s (DLSAU) president from 2000 to 2002. At the College of Law, where he teaches succession and corporation law, Prof. Concepcion has held several administrative positions, such

as being its associate dean, head of the UP Law Center and director of the Institute of Juridical Administration. He finished his Master of Laws at the University of London, Queen Mary College in 1986 as a Chevening Scholar of the British government. He earned his Bachelor of Laws from UP, cum laude, in 1983 and BS Agricultural Engineering, summa cum laude, from the DLSAU in 1979. In his Vision Statement, Prof. Concepcion emphasized UP’s role in serving the nation. He restated UP’s motto as “honor and excellence with compassion” in his call to encourage the UP community to serve the people. (MJE Gloria)

UPLB to name corn variety in honor of PAEP UPLB will name a corn variety (UPLBNC48) in honor of President Alfredo E. Pascual. It will be called “Mais PAEP” or Mais na Pinagbuti Alay sa Ekonomiyang Pangkanayunan. Mais PAEP is a native cultivar from the province of Abra and is believed to be a product of hundred of years of farmer and natural selection. It is early maturing, has excellent husk cover, and has good ear fill characteristic, and has a high eating quality. Mais PAEP will be presented to President Pascual at the tribute that UPLB will be giving him on Jan. 24 at the DL Umali Hall.
