BEFiT transitions to FishProfLE; topnotchers inspire aspirants

In its 58th year, UP Ichthyophilic Society (UPIS) and its Alumni Association (UPISAA) conducted the 8th Fisheries Professional Licensure Examination (FishProfLE) Refresher Course, formerly known as Board Exam for Fisheries Technologists (BEFiT) Refresher Course, on August 12 to September 30.

With the organization’s aim to guide and help the fisheries graduates in preparation for this year’s licensure examination, the refresher course had eight sessions every Saturday to maximize the time for review, with topics related to Aquaculture, Capture Fisheries, Post-Harvest, and Fisheries Policies and Laws.

Participants were from the University of the Philippines Visayas (UPV), Zamboanga State College of Marine Sciences and Technology, Laguna State Polytechnic University, Mariano Marcos State University, Cebu Technological University - Moalboal Campus, Bicol University Tabaco, Iloilo State University of Fisheries Science and Technology, and Mindanao State University and its campuses at General Santos

City, Maguindanao, Naawan, and Marawi City Campuses.

Experts and esteemed lecturers from UPV were also invited to talk about the topics in their specific fields.

The refresher course also included Balik-Tanaw, an activity that invites speakers who passed the licensure exam to motivate and inspire the reviewers. Topnotchers of the 2022 FishProf LE from UPV include John Rey Rasgo (Top 1), Angelica Dominguez (Top 3), John Keith Paulo Nava (Top 8), and Marianne Joyce Herrada (Top 9).

“I am so proud that the BEFiT has transitioned to Fish ProfLE because it is high time that we recognize that fisheries as a profession are diverse,” said Matt Kellie Tumines, Education and Research Committee Chairperson of UPIS and Head Organizer of the said event.

This year, the event was adjusted to 8 Saturdays in celebration of its 8-year implementation since 2015 and divided into three levels where Level 1 (Weeks 1 and 2) was under the UPIS while Level 2 (Weeks 3 to 6) and 3 (Weeks 7 and 8) was headed by the UPISAA.

Recovering from the pandemic, the University of the Philippines Visayas (UPV) commenced a new academic year with the Opening Exercises (A.Y. 2023-2024) as kick-off activity attended by students, faculties, and staff of both Iloilo City and Miagao campuses in full-face-to-face manner at the UPV Covered Court last August 22.

The program commenced with entrance of all academic organizations from their respective colleges including the Fisheries of College of Fisheries and Ocean Sciences (CFOS), Clovers, Elektrons, Redbolts, Skimmers of the College of Arts and Sciences (CAS), SoTech of the School of Technology, and Scions, Magnates, and Tycoons of the College of Management (CM).

The UPV campus and its Colleges were introduced by the University Registrar through video presentations; the Vice Chancellors, University Registrar, and Deans by Dr. Clement C. Camposano, Chancellor of the UPV; the Unit Heads, Faculty, and Staff of Colleges by their respective Deans, the Unit Heads and Staff of the Officer of Chancellor and Vice Chancellors, and the students from different colleges.

Juan Algae Paste also received the “Science for the People” award for the Technology Commercialization category from the Department of Science and Technology (DOST) during its 64th anniversary celebration in 2022. This award recognizes the significant contribution of various sectors in the country in terms of science, technology, and innovation advancement.

“To our young faculty, researchers, and students, start working on the field that you are so interested in. Love what you are doing, immerse yourself in the industry, know their needs, find the gaps, and learn,” highlighted Garibay.

The algal paste was a decade worth of work and research and was made possible through the funding support from the DOST-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARD). It will be soon available in the international market after the approval of its license to export.

John Rey Reyes and Louie Grace Wendam, alumnus and resident of UP Ichthyophilic Society, respectively, bagged awards at the 15th Visayas Universities Debate Championship Asian Parliamentary held online last June 30 - July 2, 2023.

In the tournament, Reyes succeeded in becoming an adjudication core, while Wendam succeeded in becoming a breaking adjudicator.

For Wendam, the tournament is one of the most memorable ones in her history of debating because it is her first tournament after a hiatus from debating. “I joined this tournament not to win but to reignite my passion for debating,” she added.

Wendam has been debating for almost three years and her training mostly revolved around adjudicating.

However, she eventually quit debating in the second semester of her third year in college.

“I think in a way, this break made sense of why I have this unexplainable urge to return to debating and I’m glad that I did,” she stated.

Every year, various debate organizations and universities from the Visayas region participate in the said tournament.

This year, the competition consisted of five rounds, as well as a semi-final and grand finals round for the college category and grand finals for the high school category.

Ngunit, sa 100 ektaryang proyekto ng reklamasyon sa Minglanilla, Cebu kasabwat ang iba pang mga pribadong korporasyon, inaprubahan pa rin ng Cebu Provincial Board sa kabila ng kawalan ng konsultasyon sa mga lokal na komunidad at pagpapaalis ng mga mangingisda sa kanilang mga tirahan at pinangingisdaan.

Kamakailan din, halos isang buwan na hindi makapalaot ang mga mangingisda sa Rosario, Cavite dahil sa tuloy-tuloy na ginagawang dredging at ‘underwater o seabed quarrying’ ng PRA para sa kanilang proyekto ng reklamasyon sa Manila Bay tulad ng New Manila International Airport sa Bulacan.

Dahil dito, lumalabo ang tubig sa mga baybayin ng Cavite at nasira na rin ang bahura. Ngayong taong ito, idiniklara na rin ng National Economic and Development Authority-Region 6 (NEDA-6) ang pag-uumpisa nang paggawa ng Panay-GuimarasNegros (PGN) Bridge sa taong 2025 at naumpisahan na rin ng Department of Public Works and Highways (DPWH) ang Detailed Engineering and Design (DED) ng proyekto. Tinatayang mahigit kumulang ₱200B ang nakalaang pondo para rito.

Kung ating aalamin, maliban sa kinababahayan ito ng maraming populasyon ng mga damong-dagat at bahura, ang Iloilo-Guimaras Strait ay isa sa mga kilalang tirahan ng mga critically endangered species ng Irrawaddy Dolphins habang ang ibang populasyon ng mga Dugong ay makikita naman sa Buenavista, Guimaras. Bukod pa rito, isa rin sa mga kilalang fishing grounds sa bansa ang mga katubigang ito.

Isa pang nakakabahalang

isyu ay ang inihaing proyekto ng San Miguel Corporation tungkol sa 15-km Mindoro-Batangas super bridge. Ang tulay na ito ay babagtasin ang Verde Island Passage na itinuturing na center of global shore-fish biodiversity at idiniklara rin ng DENR na protected area.

LIKAS NA YAMAN, NINANAKAW Maliban pa sa mga nakakasukang proyektong nabanggit, iginiit ni Marcos sa kongreso, sa kaniyang naging ikalawang SONA nitong Hulyo, na rebisahin ang Republic Act No. 10654 o ang batas na nag-amyenda sa Philippine Fisheries Code of 1998 (RA 8550). Ang inihaing amyenda ay magpapahintulot sa mga ‘commercial fishing vessels’ na makapasok at magnakaw ng mga likas na yaman sa loob ng 10.1 hanggang 15 kilometrong haba ng karagatan mula sa baybayin.

Ang haba na ito ay nakapaloob sa ‘municipal waters’ ng bansa na kung saan ang mga ‘small-scale’ at munisipal na mangingisda lamang ang dapat na mangisda dito. Bukod pa rito, maaari ring payagan ang mga ‘commercial fishing vessels’ na gumamit ng mga ‘active fishing gears’ sa mga ‘municipal waters’ kagaya ng pangulong o ‘purse seine’ at taksay o ‘ring net’.

Ang aksyong ito ay magreresulta nang tuluyang pagkaubos ng mga yamang-dagat at pagkasira ng ating katubigan na makakaapekto hindi lang sa hanapbuhay ng mga lokal na komunidad kundi pati na rin sa mga ekolohikal na balanse sa katubigan. Dahil dito, mas lalong mapapabulusok sa kahirapan ang ating mga ‘small-scale’ at munisipal na mangingisda.

Nitong Agosto lang din,

isa sa mga chartered supply boats ng Philippine Coast Guard (PCG) ay hinarang at inatake ng China Coast Guard gamit ang kanilang water cannon habang nasa ruta sa Ayungin Shoal sa West Philippine Sea. Ang pagatakeng ito ng bansang Tsina sa teritoryo ng Pilipinas, lalo na sa ating mga Pilipinong mangingisda, ay malinaw na tanda nang muling pagnanakaw ng mga dayuhang Tsino ng mga likas na yamangdagat ng Pilipinas at paglabag sa karapatan ng bansa sa sariling katubigan nito.

Ayon pa sa PCG Spokesperson for the West Philippine Sea Commodore Jay Tarriela, ang kawalanghiyaang aksyon na ito ay hindi lamang pagbalewala sa kaligtasan ng mga Pilipino lalo na ng mga tauhan ng PCG, kundi isang paglabag din sa mga humanitarian at international laws, partikular na ang 1982 United Nations Convention on the Law of the Sea (UNCLOS), ang 1972 Convention on the International Regulations for Preventing Collisions at Sea (COLREGS), at ang 2016 Arbitral Award. Ngunit tila’y wala sa konsepto ng administrasyong Marcos na paigtingin ang seguridad ng mga Pilipinong mangingisda laban sa mga Tsinong nangaabuso hindi lamang ng ating likas na yaman kundi ng mga simpleng mamamayan na magreresulta nang labis na pangamba sa seguridad at kapayapaan ng mga mangingisda sa bansa.

SOLUSYONG RADIKAL, HINDI IMPRAKTIKAL Sa ilalim ng administrasyong Marcos-Duterte, ang sektor ng pangisdaan ay patuloy na nalulubog sa kahirapan. Tila hindi pa rin magawang masolusyunan ng gobyerno ang mga daing ng mga Pilipinong labis na naaapektuhan.

Sa kabila nang malinaw na pagkasira sa mga yamangdagat at lalong pagkalugmok ng mga Pilipinong mangigisda sa

laylayan ng lipunan, wala pa ring konkretong plano o aksyon ang gobyerno para sa mga isyung ito.

Ang kanilang mga inilathalang solusyong impraktikal sa mga nakaalarmang isyung pangpangisdaan ay tunay na katumbas ng isang bulok at baluktot na sistema ng pamamahala.

Ang mga hakbang at proyektong ito na sana’y makatulong ay labis pang nakakasira sa kaayusan at balanse ng ekosistema sa mga katubigan. Mas lalo rin nitong pinapalala ang isyu sa pagbabago ng klima na nagreresulta ng mga matitinding sakuna tulad ng bagyo, pagbaha, pagguho ng lupa, at iba pa. Ang mas nakakalungkot ay ang malalang epekto nito sa hanapbuhay ng mga mangingisda at sa kanilang mga pamilya.

Kung kaya’t isang hamon ngayon sa kasalukuyang administrasyon na panagutan ang kanilang mga palpak na solusyon at magsagawa muli ng mga konkreto, radikal, at epektibong mga hakbang upang tuluyang mapuksa ang mga isyung nagpapahirap sa mga Pilipinong nasa laylayan.

Patuloy nating ipanawagan sa estado na itigil na ang mga reklamasyon at pagmimina sa mga katubigan. Ihinto na rin ang pagpapatayo ng PGN Bridge, Mindoro-Batangas super bridge at iba pang mga imprastrakturang direktang sumisira sa buhay sa ilalim ng karagatan. Ang pagsulong ng bagong amyendang magpapahirap lamang sa mga ‘small-scale’ and munisipal na mga mangingisda ay dapat na ibasura dahil ito’y isang malinaw na pang-aalipusta sa mga karapatan ng ating mga Pilipinong mangingisda. Sa halip na isulong ang amyenda, mas makakabuting bigyan ng tulong pinansiyal o mga ‘fishing vessels’ at ‘fishing gears’ ang ating mga mangingisda.

Ang pagpapatupad ng mga proyektong mas makakapaunlad ng kanilang hanapbuhay ay dapat ring isaalang-alang ng estado. Bukod pa rito, dapat na ring paigtingin ang seguridad sa ating mga katubigan lalo na sa West Philippine Sea upang hindi na muling maulit ang mga pag-atakeng ginagawa ng mga ‘Chinese Fishing Vessels’ sa ating mga katubigan at mga awtoridad. Sa pamamagitan lamang ng pagbibigay ng isang matatag na suporta sa ating mga mangingisda na tuluyan nating maingat ang sektor ng pangisdaan sa Pilipinas.

BY MARLYN ROSE MARCELO Sa naging ikalawang State of the Nation Address (SONA) ni Presidente Ferdinand “Bongbong” Marcos Jr. noong ika-24 ng Hulyo, itinambol nito sa kongreso na rebisahin ang Republic Act No. 10654 o ang batas na nag-amyenda sa Philippine Fisheries Code of 1998 (RA 8550). Kung alalahanin, inumpisahang amyendahan ito ng Bureau of Fisheries and Aquatic Resources (BFAR) noong ika-15 hanggang ika-17 ng Mayo sa Swiss Belhotel Blulane sa Maynila.

Ang mga iminumungkahing amyenda ay naglalayong pagsamahin at palakasin ang pagsusuri at pagpapasiya sa mga lugar ng pangisdaan na nakabatay sa agham at siyensiya. Nilalayon din nitong maprotektahan ang interes ng ating mga mangingisda at likas na yamang-dagat at tuluyang mapaunlad ang sektor ng pangisdaan.

Subalit, salungat sa mga layunin ng amyenda, ito ay walang sapat na konsultasyon sa mga sektor na direktang maaapektuhan nito, lalo na sa mga munisipal na mangingisda, at tila hindi rin isinaalang-alang ang magiging epekto nito sa kapaligiran at sa kabuhayan ng mga ‘small-scale’ na Pilipinong mangingisda.

ANG AMYENDA Isa sa mga itinutulak na rebisyon ay nakasentro sa Section 18 ng RA 10654 na may kinalaman sa mga gumagamit ng ‘municipal waters’. Ang ‘municipal waters’ ay mga katubigan na napapaloob sa 15 kilometrong haba ng karagatan mula sa baybayin. Ang mga munisipal na mga mangingisda at ang kanilang mga kooperatiba at organisasyon lamang ang maaaring makapangingisda sa bahaging ito.

Sa ilalim ng kasalukuyang batas, ipinagbabawal ang pangingisda ng mga ‘commercial fishing vessels’ (CFVs) sa ‘municipal waters’. Ang mga ‘small-scale’ o ‘municipal fishing boats’ lamang na may bigat na tatlong tonelada o mas mababa ang pinahihintulutang mangisda sa bahaging ito ng karagatan. Samantala, ang mga komersiyal na mangingisda ay pwede lamang mangisda sa labas ng ‘municipal waters’. Subalit, ang mga ‘small-scale’ at ‘mediumscale’ na mga CFVs ay maaaring pahintulutan ng Municipal o Local Government Units (M/LGUs) na mangisda sa loob ng 10.1-15 kilometrong bahagi ng karagatan mula sa baybayin kung ang lugar ay higit sa pitong ‘fathoms’ o lalim na anim na talampakan, walang ginagamit na mga ilegal na paraan ng pangingisda at mga ilegal na ‘fishing gears’, may konsultasyon mula sa Municipal/ City Fisheries and Aquatic Resources Management Councils (M/C FARMCs), at ang may-ari ng sasakyang pangisda maging ang kapitan at mga trabahador nito ay na sertipikado ng mga angkop na ahensya.

Ito ay pinanukala upang mabigyan ng eksklusibong bahagi ang mga maliliit na mangingisda sa karagatan, matugunan ang kanilang mga pangangailangan, at mapa-unlad ang kanilang kabuhayan nang hindi naaagawan ng malalaking barko ng mga komersiyal na mangingisda.

Ngunit sa iminumungkahing amyenda, sa Section 18 probisyon ng Implementing Rules and Regulations (IRR) ng RA 10654, ang (M/LGUs) bibigyang permiso

ang mga CFVs o mga sasakyang pandagat na mas mataas sa tatlong tonelada ang bigat na mangisda sa loob ng 10.1-15 kilometrong haba ng karagatan mula sa baybayin.

Nakapaloob din sa Section 18, Rule 18.2 na ang small at medium CFVs ay maaaring pahintulutang gumamit ng mga ‘active fishing gears’, maliban sa mga ‘passive gears’, sa loob ng ‘municipal waters’. Ang mga halimbawa ng active fishing gears na ito ay mga pangulong o ‘purse seine’, taksay o ‘ring net’, at iba pang mga gamit pandagat na hindi sumasayad sa ilalim ng dagat.

Ang amyendang ito ay naglalayong matugunan ang mga limitasyong kinakaharap ng mga ‘small-scale’ na mangingisda at nagpopromisa ng kaunlaran, proteksiyon, at balanse sa kapaligiran.

Ang mga ‘small-scale’ na mga mangingisda ay wala “raw” kakayahan at kapasidad na magbigay ng malaking kontribusyon sa kabuuang produksyon ng capture fisheries sa bansa, kung kaya’t ang estado ay nagpasyang limitahan o liitan ang kanilang lugar na pangingisdaan upang bigyang-daan ang mga komersiyal na mangingisda na mangisda sa mga katubigang ito sa layuning mapataas ang kabuuang produksyon ng sektor ng pangisdaan. Ngunit, ang pagbabagong ito ay isang nakakabahalang sakuna para sa mga ‘small-scale’ at munisipal na mga Pilipinong mangingisda.

Sa layunin ng amyendang ito na matugunan ang problemang kinakaharap nila, mas lalo pa silang madidiin sa kalugmukan at kawalan.

IMPEKSYON ‘DI SOLUSYON Ayon Artikulo XIII, Sec. 7, ng Philippine Constitution, dapat na protektahan ng estado ang mga karapatan ng ‘subsistence fishermen’ lalo na ng mga lokal na mga komunidad sa kagustuhang paggamit ng mga likas na yamangdagat. Ayon pa sa Sec. 2(d) ng RA 10654, dapat na mas protektahan ang mga karapatan ng mga munisipal na mga mangingisda sa kagustuhang paggamit ng ‘municipal waters’. Tunay na ang ‘municipal waters’ ay para lamang sa ‘small-scale’ at munisipal na mga mangingisda. Subalit, sa halip na itaas ang bandera ng mga tunay na nasa laylayan ay patuloy silang ginigipit at pinapahirapan.

Taliwas sa layunin ng amyenda ang magiging epekto ng pagsulong nito dahil mas magiging dehado rito ang mga ‘small-scale’ at munisipal na mga mangingisda sapagkat wala sila o ang kanilang mga maliliit na bangka at maging ang gamit pang pangisda nang sapat na kakayahang makipagkompetensya sa mga naglalakihan at mas modernong CFVs na papasok sa kanilang mga katubigan at gagamit ng iba’t ibang ‘fishing gears’. Dahil dito, mas mahihirapan silang pumalaot at makakuha nang sapat na huli ng isda, bagay na direktang makakapinsala sa kanilang hanapbuhay.

Bukod pa rito, ang pagpapahintulot sa mga CFVs na pumasok sa ‘municipal waters’ ay isang negatibong implikasyon para sa mga katubigan at lugar ng pangisdaan dahil magreresulta ito ng pagbabanta sa pagkaubos ng mga likas na yamang-dagat at tuluyang pagkasira ng ating mga katubigan dahil sa labis na

pagkamkam ng kayamanan nito.

Ito ay maituturing na trahedya para sa mga ‘small-scale’ na mangingisda na lubos na umaasa sa yamang hatid ng mga katubigan.

Sa kabila ng mga nakakasilaw na layunin ng amyenda na nakasentro sa pagbibigay ng solusyon sa isyu ng sektor ng pangisdaan upang mapalago at mapaunlad ang ating ekonomiya, kapaligiran, at katubigan, nakatago sa likod nito ang mga malalagim at negatibong epekto nito sa kalikasan at maging sa kaligtasan at kabuhayan ng mga ‘small-scale’ na mga mangingisda.

Samakatuwid, isang malaking hamon para sa estado at maging sa mga taga-gawa ng mga batas na tugunan ang isyu sa sektor ng pangisdaan nang hindi nalalagay sa panganib ang ating mga katubigan at ang mga ‘small-scale’ at munisipal na mangingisda. Bukod pa rito, nararapat ding isaalang-alang ang pagbigay ng konsultasyon sa mga munisipal na mga mangingisda ukol sa amyendang ito sapagkat sila ang unang maaapektuhan kung sakaling mapatupad man ang batas na ito. Nararapat ding magbigay kalinawan ang BFAR at komersiyal na sektor ukol sa gagawing rebisyon sa batas.

IMPLEMENTASYON ‘DI AMENDASYON Tulad sa iginiit ng mga grupo ng mga mangingisda gaya ng Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya), ang pagsulong ng amyendang ito ay malinaw na resulta ng patuloy na pagsuporta ng kasalukuyang administrasyong Marcos sa mga malalaking kompanya ng mga CFVs na nagbibigay ng oportunidad sa kanila na mangisda sa mga ‘municipal waters’ at hindi para tugunan ang lumalalang krisis na kinakaharap ng mga ‘small-scale’ na mangingisda.

Kung mamarapatin, ito ay isang malinaw na pagyurak sa karapatan ng mga munisipal na mangingisda. Isa rin itong pagbabalewala sa tungkulin ng estado na unahin ang kapakanan ng mga subsistence na mangingisda at protektahan ang kayamanan ng bansa. Sa halip nang agarang amendasyon o malaking rebisyon, mas nararapat na pagtuunan ng pansin ang matagumpay na pagpapatupad ng batas na ito nang sa gayon ay tuluyan ng mapuksa ang mga isyung kinakaharap ng mga mangingisda sa bansa.

Ayon pa kay Atty. Rose Liza Eisma-Osorio ng Oceana Philippines, upang matugunan ang mga isyu sa katubigan, mas nararapat na pagtuunan ng pansin ang mas epektibo at matibay na pagpapatupad ng mga umiiral na lehistasyon. Mainam din na suriin ang mga istado nito lakip na ang mga ilegal, unreported, at unregulated (IUU) na pangingisda, ang paglagay ng mga vessel monitoring measures (VMM) sa mga CFVs, at ang electronic reporting system (ERS) sa mga huling isda na dapat na maging abot-kamay sa publiko. Sa pamamagitan ng mga pagsusuring ito, mas mapapadali ang paggawa ng mga desisyon ukol sa nararapat na lehislatibong solusyon upang maresolba ang problemang kinakaharap ng sektor ng pangisdaan sa bansa.

MOTHERING PROF It takes time and patience to attain something that you have worked hard for. For some, it may be discouraging to pursue what you want, but it’s different for Assistant Professor Dr. Liberty Napilan-Espectato.

On July 20, 2023, Dr. Espectato graduated and finished her Ph.D. in Fisheries after eight long and meaningful years. Dr. Espectato, also known by everyone as Ma’am Libay, is a proud Miagaoanon who graduated with a Bachelor of Science in Fisheries from CFOS, UPV in 1994. In Ma’am Libay’s recollection, the newly transplanted acacia trees that lined what is currently known as the “acacia road” or “lover’s lane” congratulated her. She is one of the first BS in Fisheries batch to have graduation rites in Miagao since the relocation of the College of Fisheries in UP Diliman to UPV Miagao campus.

Dr. Espectato took her Master’s degree in Management, majoring in Public Management, at UPV and graduated in 2000. She obtained her Ph.D. degree after many years when she was still a University Research Associate (URA) at Institute of Fisheries Policy and Development Studies (IFPDS).

She is grateful to the Department of Science and Technology - Accelerated Science and Technology Human Resource Development Program (DOST-ASTHRDP) and UPV for providing her support in conducting her dissertation.

“I was a part-time student then, taking only 1 or 2 courses since I was also working fulltime. Things were challenging when I became a faculty member since I had multiple roles to play. In a day, I wear multiple hats, from being a teacher in the morning to being a student in the afternoon and a mother when I go home,” shared Dr. Espectato.

This journey was not an easy experience for Dr. Espectato because she was greatly challenged, especially during the pandemic when travel restrictions and health protocols were strictly implemented. “I think the lesson that I have learned from these experiences is to never give up on your goal, no matter how long and winding the road may seem. We have various paces; some may be ahead of us while some may

be behind us. It’s not a race. As they say, every flower blooms in its own time,” said Dr. Espectato as she reflected on her experiences.

Ma’am Libay’s elegant mien reflects how sophisticated she is personally, in research, in academe, and at her humble home. She ranked 8th in the first-ever Fisheries Technologists Licensure Examination given by the Professional Regulations Commission (PRC) in 2003.

She was also chosen as one of the recipients of the European Network of Marine Research Stations (MARS) Lecture Award for Young Scientist during the World Conference on Marine Biodiversity (WCMB) held in Aberdeen, Scotland, United Kingdom, in 2011. Her research work on ‘Emerging Fisheries CoManagement Arrangement in Panay Gulf, Southern Iloilo, Philippines,’ was presented at WCMB, an international conference and forum.

Dr. Espectato considers herself someone who was always bad at laboratoryrelated activities, and she is not fond of memorizing or remembering scientific names.

She rather loves fieldwork, meeting new people, and learning their stories.

Through time, she was able to develop her soft skills for engaging with various levels of individuals, from small-scale fishers to policymakers.

“I was lucky to be involved in research that required me to go out in the field and conduct interviews. That was when I realized that I loved the coastal resource management track,” she expressed.

This voyage of hers made her more adaptive and resilient to any challenges that life may throw at her. She emphasized, “Be open-minded, resourceful, collaborative, and able to empathize and listen actively. We should always strive for lifelong learning; there is always something new to learn. And at the end of the day, we should use what we have learned to uplift the fisheries profession and serve the larger community. Dream big, wake up, and work hard for that dream.”

THE SPOTLIGHT IS OURS A university is where dreams are realized and start to take place. “Get up, Doy.” I stood up, the bamboo eaves of my chair creaking like small frogs behind me. With the needle and colored rope still in hand, I peered outside the door. People are shouting and scampering around, staring at the waveless sea.

Dad was on the boat, unloading banyeras on the sand. Tio Mario, Garding, and Dad were hastily pushing our scraggly pump boat to sea.

Emsee’s her name, a rusty-colored bangka with scratches of ugly yellow paint. Everyone was in a hurry, and we all know why. I helped prepare the boat, and minutes later, we set sail at full speed.

“Here goes our catch, boy.” Dad’s bloodshot eyes sank deeper as he saw the black liquid floating atop the water. The sea was a calm blue, with waves glowing orange as they raced each other to the coast. Like a round mirror with a huge black crack weaving across, our bright red-and-yellow Emsee stood alone in the center. Patches of color bloomed across my eyes from the shadow of oil flowing across the water. It was a beautiful sight.

Eventually, a black figure appeared on the eastern horizon.

We raced towards the ship—now a heap of metal lying sideways on the waves. The rescue operation for the crew of the vessel took hours. After everything was settled, we headed straight back to our village. A few people arrived in a black pickup and brought with them sacks of sawdust. The sunken ship is still the talk of the little town.

Dad’s wrinkled mouth curled in a small wince. The sun was setting on the western horizon, almost as if perched atop the mountains.
