Within delegated authority, the Project Director will be responsible for the planning and execution of the Strategic Heritage Plan (SHP) project entailing the renovation of the historic Palais des Nations in Geneva over a 8 year period in line with the established project scope and key performance indicators, which includes large-scale relocation the business function of the organization and reallocation and reorganization of office space, while ensuring business continuity of operations at the Palais throughout the construction period.

• Formulates and implements the substantive work programme of the SHP Project team under his/her supervision, determining priorities, and allocating resources for the completion of outputs and their timely delivery throughout all phases of the project.

• Oversees the management of activities undertaken by the SHP Project team, ensuring that programmed activities are carried out effectively, and on budget and schedule; and co-ordinates work in the different areas both within the team, within UNOG and with all client entities and stakeholders as appropriate.

• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate.

• Reports to intergovernmental bodies on the SHP Project and on related budgetary, programmatic and substantive issues, as appropriate.

• Ensures that the outputs produced by the SHP Project team maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the office/division under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the SHP Project team, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.

• Oversees the recruitment of staff for the SHP project taking due account of geographical and gender balance and other institutional values.

• Manages, guides, develops and trains staff under his/her supervision; fosters teamwork and communication among staff in the office/Division and across organizational boundaries.

• Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars and conferences; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.

• Performs other related duties as requested by the senior management of the Organization.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, engineering, architecture or related area. A first-level university degree in one of the above disciplines in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Over fifteen years of progressively responsible experience in large-scale construction management, or in overseeing and directing large-scale business relocation and rehabilitation projects is required. A track record of implementation major projects effectively, on time and budget is required. Proven strategic and managerial level experience working with people from various cultures and professions is desirable.

Experience in working with boards, public sector and external audiences is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
