Building Resilience to Natural Disasters and Major Economic Crises

This book reviews the effects of natural disasters and major economic crises in Asia and the Pacific, highlights the increasing trend of natural disasters affecting the region through disruptions to production and supply chains of goods and services as economies of the region become more integrated, and examines the links between the impact of natural disasters and economic shocks. It examines the whole spectrum of policies and processes that are associated with building resilience, including mainstreaming the building of resilience into development strategies as well as establishing adequate public and private community-based institutions to respond to and cope with various forms of crises. Inventory of Shared Water Resources in Western Asia

This publication is the first UN-led effort to make a comprehensive assessment of the state of transboundary surface and groundwater resources in the Middle East. It follows a standardized structure, with eight surface water chapters and 19 groundwater chapters that systematically address hydrology, hydrogeology, water resources development and use, international water agreements and transboundary water management efforts. The chapters cover all rivers and groundwater resources shared between Arab countries in the Middle East and include data on water resources that are shared with Iran, Israel and Turkey. Boasting over 50 new maps and 200 figures, tables and boxes with recent, comprehensive data series, the Inventory provides an up-to-date view of the state and evolution of shared water resources in the region. Risk Management in Regulatory Frameworks: Towards a Better Management of Risks

UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE

Risk Management

Ján Kubiš, Special Representative and Head of the United Nations Assistance Mission in Afghanistan

This publication provides an insight into how risk management standards and guidelines can be applied not just to enhance the management of risk within a single entity, but also to provide an effective way of ensuring the efficiency of regulatory systems for all stakeholders. It calls for a broader application of international risk management related standards by regulators and business companies globally as a way of facilitating trade and commerce”. Kevin W Knight AM, Chairman, ISO Technical Committee 262 - Risk Management.

This publication explains complicated theoretical concepts of risk management in an easy to understand manner and presents a methodology of how these concepts can be applied to building regulatory systems. It is well-structured and full of examples. Our students will certainly find it valuable reading as will all those who are interested in practical risk management”.

Towards a better management of risks

Towards a better management of risks

“The main purpose of the UN is to enable its member States to better shield their peoples from natural and man-made hazards. This publication addresses the need for a structured and inclusive decision-making process to manage risks and to achieve the desired level of safety without stifling economic growth. It will help the UN and its member States to apply risk management as a central process underlying all regulatory activity, involving all stakeholders at the highest level of policy-making. As such, it is intended to assist policymakers, regulators, and businesses in building regulatory systems aimed at effectively mastering the risks that confront our families, our communities and our planet."

Risk Management in Regulatory Frameworks_cvr 04 February 2013 11:27:36

A flurry of extreme weather events, together with projections that grow more somber with every new scientific advance, have dramatically highlighted the need to respond more effectively to the threats already upon humankind. In the midst of a rapidly expanding global adaptation agenda, it is of primary importance to get adaptation and its constituent parts right, in order to generate the most appropriate and effective interventions. Reacting to events after they occur is no longer sufficient; we increasingly need to anticipate and reduce the suffering and the enormously damaging impacts coming events will cause. This book addresses a major gap in adaptation efforts to date by pointing to the vital role that an understanding of population dynamics and an extensive use of demographic data have in developing pre-emptive and effective adaptation policies and practices. Politics and an oversimplified understanding of demographic dynamics have long kept population issues out of serious discussions in the framework of climate negotiations. Within adaptation actions, however, this is beginning to change, and this volume is intended to provide a framework for taking that change forward, towards better, more evidence-based adaptation. It provides key concepts linking demography and adaptation, data foundations and techniques for analyzing climate vulnerability, as well as case studies where these concepts and analyses illuminate who is vulnerable and how to help build their resilience.

Recent years have been marked by many catastrophic events both natural and man-made. Close interconnections mean that the impact of these crises has been felt throughout the world. Although many tools have been developed to manage risks successfully, there can be no doubt that many of the losses we have recently witnessed could have been prevented, or minimized, in the context of an effective and well-balanced regulatory system. The goal of this publication is to provide insights and recommendations for policymakers on designing regulatory systems that result in an efficient, effective and transparent management of risks. This is a practical book. It introduces a holistic model of a regulatory system, function by function and with real-life examples, which is based on the objective of managing risks effectively. This publication is a completely revised, second edition of the popular book of the same title. Aside from being fully updated, this new edition includes the dimension of adaptation to climate change and new risks resulting from climate change. The text provides and combines practical examples from Africa, Asia, the Americas and Europe with theoretical and conceptual frameworks. It is key reading for all those interested in improving risk reduction and adaptation strategies to extreme events and gradual changes in the context of climate change and natural hazards. Measuring vulnerability and evaluating adaptation are essential prerequisites to strengthening the capacities of communities in building resilience through knowledge-based approaches. Environmental Governance for Sustainable Development: East Asian Perspectives

This volume gives attention to the evolution of multilevel environmental governance in the East Asian region, including both Northeast and Southeast Asia. It examines how effective emerging environmental governance and policy have been and addresses the underlying causes of local, national, regional and global environmental challenges. Topical chapters include democratization and its effect on decision-making processes, international environmental aid, economic analysis of carbon reduction policy, regional and global environmental regimes and subsequent new financial mechanisms, as well as hybrid systems of environmental governance that emphasize the role of the private sector and civil society in contributing to environmental governance. Spring Summer 2013

Local Commons and Democratic Environmental Governance

Providing a much-needed antidote in this age of globalization, this volume advances the idea of collaborative governance as an integration of open and closed commons. Taking into consideration the dimension of conflict resolution, it studies examples of governance structures in various countries around the world to develop a new type of democracy towards multilevel environmental governance that involves the public, private and commons spheres. With contributions from researchers in a wide variety of disciplines, this volume demonstrates through institutional and empirical analyses the essential role of local commons in providing an axis of resistance to increasing environmental devastation and social inequality towards creating a sustainable future for local communities as well as society at large.
