A flurry of extreme weather events, together with projections that grow more somber with every new scientific advance, have dramatically highlighted the need to respond more effectively to the threats already upon humankind. In the midst of a rapidly expanding global adaptation agenda, it is of primary importance to get adaptation and its constituent parts right, in order to generate the most appropriate and effective interventions. Reacting to events after they occur is no longer sufficient; we increasingly need to anticipate and reduce the suffering and the enormously damaging impacts coming events will cause. This book addresses a major gap in adaptation efforts to date by pointing to the vital role that an understanding of population dynamics and an extensive use of demographic data have in developing pre-emptive and effective adaptation policies and practices.

Politics and an oversimplified understanding of demographic dynamics have long kept population issues out of serious discussions in the framework of climate negotiations. Within adaptation actions, however, this is beginning to change, and this volume is intended to provide a framework for taking that change forward, towards better, more evidence-based adaptation. This glossary was prepared by the Economic and Social Commission for Western Asia (ESCWA), in cooperation with the Federal Institute for Geosciences and Natural Resources (BGR) of Germany. It is a response to a request from the sixth session of the Committee of Water Resources at ESCWA, which called for a clearly explained vocabulary for use in describing internationallyshared surface and groundwater. Adopting a unified English-Arabic common terminology is thus expected to harmonize understanding of the technical, socio-economic, environmental, institutional and legal issues related to the joint management of shared water resources. This glossary is intended to be used by specialists, including decision makers and negotiators from different Western Asian and Arab countries.

This report argues that responding to the dual challenge of reducing energy poverty and mitigating climate change requires a new energy paradigm. Such a paradigm would have renewable energy technologies complementing (and eventually substituting) conventional energy sources in efforts to alleviate energy poverty across the developing world. This is a realistic paradigm given that the world is faced with energy poverty issues that cannot be resolved using conventional fuel sources without risking irreversible climate change. Despite some difficulties in compiling enough data to fully evaluate the green performance of the FIFA World Cup, this report highlights many specific examples of success, energy-efficient intelligent lighting in Durban, streetlights with low-energy bulbs and traffic lights with LEDs in Cape Town, and the Bus Rapid Transport network in Johannesburg being a few of them.

Based on its findings, this report drew key conclusions for South Africa that could help ensure a long-lasting environmental legacy from the World Cup, such as implementing renewable energy demonstration projects, improved transport system, energy efficiency, waste segregation programmes, and water conservation. It also makes recommendations for greening future large sporting events, such as the 2014 World Cup in Brazil.

Public Works and Social Protection in Sub-Saharan Africa: Do Public Works Work for the Poor?

Public Works Programmes (PWPs) are widely implemented in developing countries, often with funding from major international donor agencies. They provide employment for the chronically poor while creating assets for the state, offering a transfer of welfare which is also a tangible economic investment. This book critically explores the concept of the PWPs and questions their social protection performance in the context of chronic poverty. It reviews over 200 PWPs in eastern and southern Africa, using original research drawn from extensive field analysis, interviews and survey work. It also examines case studies of six international PWPs — in India, Argentina, Ireland, Ethiopia, Indonesia and the USA. It is argued that the current PWPs approach may need to be revisited.

anniversary of the opening for signature of the 1982 United Nations Convention on the Law of the Sea, delegates of the Third United Nations Conference on the Law of the Sea overwhelmingly responded to the request from the Legal Counsel of the United Nations to send their personal recollections and reflections to be set out in a publication. The result is a personal tribute to the negotiations which took place in the last century and which led to the adoption of the Convention.

It is a reflection of the spirit of consensus at the Third United Nations Conference and of the importance the Convention still has thirty years later as the legal framework for all matters related to the oceans and seas.
