The violence and instability in the region has cost millions of lives, ranking among the most deadly in recent history. All those presently indicted by the International Criminal Court come from Central Africa, broadly defined, and more children are exploited in armed conflict in Central Africa than in any other part of the world. While the causes of the conflict are complex, there can be little doubt that resource theft and smuggling have enabled armed groups and perpetuated an environment of lawlessness and impunity. UNCITRAL 2012 Digest of Case Law on the Model Law on International Commercial Arbitration

On the occasion of the commemoration of the 30th anniversary of the opening for signature of the 1982 United Nations Convention on the Law of the Sea, delegates of the Third United Nations Conference on the Law of the Sea overwhelmingly responded to the request from the Legal Counsel of the United Nations to send their personal recollections and reflections to be set out in a publication. The result is a personal tribute to the negotiations which took place in the last century and which led to the adoption of the Convention.
