The World AIDS Day is observed globally every 1st of December. Founded in the year 1988, it is the first ever global health day. This gives emphasis to the historic opportunity to unite people from all around the world in the fight against HIV, support people living with HIV, and remember those who have died from AIDS-related disease.

In this year’s theme "Right to health", the World Health Organization will highlight the need for all 36.7 million people living with HIV and those who are vulnerable and affected by the epidemic, to reach the goal of universal health coverage.

Under the slogan "Everybody counts", WHO will advocate for access to safe, effective, quality and affordable medicines, including medicines, diagnostics and other health commodities as well as health care services for all people in need, while also ensuring that they are protected against financial risks.

As part of the health care sector, we nurses can participate and show our support in the progress towards controlling and ultimately putting an end to HIV/AIDS epidemic as a worldwide public threat. Most importantly, we can partake in this valuable role of transparency, accountability and partnerships in reaching these global goals.

UNDERSTANDING AIDS/ HIV

H.I.V HIV stands for human immunodeficiency virus. This virus attacks the immune system that if left untreated will eventually destroy the body’s natural defence against illness.

BASIC FACTS ABOUT HIV The availability of the antiretroviral treatment is effective in the treatment of HIV so carrier can live a normal, healthy life.

Early diagnosis of HIV means the sooner treatment can be started – leading to a better long term health.

HIV is transmitted through blood, semen, vaginal and anal fluids, as well as breast milk.

HIV is not found in urine, sweat and saliva.

Protected sexual intercourse using male condoms or female condoms is the best way to prevent HIV and other sexually transmitted infections.

Use a clean disposable needle and syringe when giving injections, and never share equipment.

If you are pregnant and have HIV, the virus in your blood could pass into your baby, or after childbirth through breastfeeding. Taking HIV treatment virtually eliminates this risk.

AIDS On the other hand, AIDS stands for acquired immune deďŹ ciency syndrome. This is a set of symptoms (or syndrome) caused by the HIV virus. In this last stage of HIV, the infection is very advanced, and will lead to death if left untreated.

BASIC FACTS ABOUT AIDS AIDS is a syndrome that results from an advanced HIV infection which has destroyed the immune system.

Fewer people develop AIDS due to the eective treatment for HIV. Although there is still no cure yet for HIV, early treatment and support can give hope to people living with HIV a longer, healthier lives.

TRANSPARENCY AND ACCOUNTABILITY The Center for Disease Control (CDC) is committed to maintaining the highest standards of transparency and accountability in the use of the federal funds in pursing the goal of an AIDS-Free Generation.

HOW IT IS ACHIEVED? In 2011, the Country Monitoring and Accountability System (CMAS) was launched to identify any challenges resulting from the swift scale-up of complex PEPFAR/CDC programming. It emphasizes on the following key points: 1. Intramural Resources: Ensuring proper management and stewardship of financial resources, property and human resources within CDC’s overseas offices 2. Extramural Funding: Ensuring accurate and responsible management of financial and external resources 3. Public Health Impact: Securing the delivery of constantly high quality interventions and technical assistance that positively influence the population that this program serves.

PARTNERSHIP In order to meet the long-term needs of the more than 36 million people living with HIV, the U.S. Agency for International Development (USAID) identiďŹ es the importance of collaborating with other countries to mobilize their domestic resources.

USAID works together with relevant stakeholders, including USAID missions, to support new and ongoing health ďŹ nancing activities that aim to increase domestic resources for the health sector while ensuring transparency, accountability, and impact. SFI (Sustainable Financing Initiatives) creates impact by increasing service coverage for prevention, care, and treatment; strengthening ďŹ nancial protection; and improving access for vulnerable populations.

CDC is building the capacity of resource-constrained nations to strategically collect and use information for program accountability and improvement. CDC collaborates with Ministries of Health (MOHs), U.S. government partners (USG), U.S.-based universities, non-governmental organizations, and the private sector to achieve this goal.

Information from surveillance activities allows countries to make informed decisions about HIV service needs. To facilitate decision-making, CDC collaborates with MOHs, WHO, and USG partners to develop tools, guidelines, recommendations, and policies to translate research for improved planning and program implementation.

ROLE OF NURSES AS PATIENT ADVOCATES

The crucial roles of nurses encompass a holistic and nonjudgmental approach in the education, treatment and prevention of HIV transmission.

A patient with HIV/AIDS should not be discriminated from the rest. But how do nurses help in preventing the transmission of HIV while ending the stigma and the isolation experienced by our patients?

Nurses around the world are increasing their impact to the majority of people who are living with HIV and AIDS as well as to the people around them. They play the vital roles in promoting health awareness of the disease and helping the carrier to continue their life without fear to be discriminated by the public norms. Public are continuously giving an educational programs and campaign to bring about awareness about the precautionary measures of the disease and initial screening for any person who are suspected to have the disease. Nurses are oering a genuine partnership to the medical or non medical team to support the carriers as well as the public.

Nurses, together with doctors and other allied health professionals, working at the forefront of patient care, however, have a higher risk of accidental exposure to HIV/AIDS. Observing proper hand hygiene and necessary precautions like wearing of gloves, gowns, and protective eyewear as well as proper disposal of needles, syringes, scalpels, and linens should be strictly implemented in the healthcare setting.

It is of paramount importance that the theme for this year focuses on exploring strategies to maximize the allocated budget and minimize the expenses to be able to meet and sustain the demands in achieving the goal of ending HIV/AIDS epidemic. It obviously requires individual, local, regional, national and global effort of partnership and commitment.
