FACING POVERTY United Way’s purpose is to improve our community; not to support individual agencies working in isolation from one another. While we applaud the work of all local nonprofits, the challenges we face require a level of cooperation and collaboration beyond what any single organization can accomplish.

For far too long, the barriers to learning for Erie County children living in poverty have been ignored or addressed through a “band-aid” approach. This is unacceptable. We, as a community, cannot be simply reactive anymore.

If our community is serious about stopping the cycle of poverty, we need to make hard decisions and change what we know has not been working. That is why three years ago, United Way of Erie County made the decision to be BOLD with its 2015-2018 Strategic Plan.

We invite you to join us in being part of the solution focused on giving the children and families dealing with low-income barriers everyday a hand up instead of a hand out. The result will be a better quality of life for ALL of us.

To more effectively impact systemic, social change, United Way’s Board of Directors unanimously agreed to move away from funding individual agencies and programs to funding intentional partnerships working together under the collective impact model to achieve goals of student success from birth and family stability.

That’s the new LIVING UNITED.

ERIE JOINS NATIONAL CAMPAIGN FOR GRADE-LEVEL READING The Campaign for Grade-Level Reading is a collaborative effort by foundations, nonprofit partners, business leaders, government agencies, states and communities across the nation to ensure that more children in low-income families succeed in school and graduate prepared for college, a career, and active citizenship.

subject matter they encounter in the fourth grade curriculum. Most students who fail to reach this critical milestone falter in the later grades and often drop out before earning a high school diploma. Two-thirds of U.S. fourth graders are not proficient readers, according to national reading assessment data. This disturbing statistic is made even worse by the fact that more than four out of every five low-income students miss this critical milestone.

Research shows that proficiency in reading by the end of third grade enables students to shift from learning to read to reading to learn, and to master the more complex

BACKGROUND

ERIE COUNTY

The Campaign was founded in 2010 by three partners: America’s Promise Alliance; Council for a Strong America: Mission Readiness; and, United Way Worldwide. It was developed in response to Leila Fiester’s Early Warning: Why Reading by the End of Third Grade Matters. This study was funded by the Annie E. Casey Foundation, which continues to be the research partner for the Campaign.

The Campaign launched in 2012 with 124 charter communities. The ultimate goal is to have more than 12 states increase by at least 100% the number of low income children reading proficiently by the end of third grade by the year 2020. The focus for 2016-2020 is “moving the needle.” The implementation partners for the Campaign are the National Summer Learning Association and Attendance Works (United Way Worldwide is part of the latter). The Smarter Learning Group provides technical assistance to members in the Network.

WHY ERIE? We all know the research around literacy and success in school and beyond.

Unfortunately, for some schools in our community, more than 75% of the children are NOT reading proficiently at the end of third grade.

In December 2017, Erie County submitted a comprehensive Community Solutions Action Plan (CSAP) to the Campaign for Grade-Level Reading and has been accepted as an active member of this national initiative.

Through implementation of this CSAP, the many pockets of work and resources that exist in the community supporting early literacy and success in school will be strategically coordinated.

Currently there are more than 360 communities in 42 states across the nation, as well as the District of Columbia, Puerto Rico and the U.S. Virgin Islands with 2,300 local organizations and 250+ state and local funders, including 130 United Ways.

United Way will act as the backbone organization (see page 4) but will rely on the many partners and subject matter experts in the community to effect increased thirdgrade reading proficiency.

EARLY EDUCATION UNITED WAY SCHOLARSHIPS THROUGH ERIE’S FUTURE FUND Breaking the cycle of poverty starts with an investment in the quality education of our community’s youngest residents. That’s why United Way invests in scholarships through Erie’s Future Fund (EFF).

Early childhood research shows that well-focused early childhood education investments can produce high public returns, particularly for children living in families with low income levels. United Way scholarships through EFF makes a quality early education possible for low-income families in neighborhoods with the highest percentage of families with children under 5 living in poverty.

The scholarships allow children to attend a high-quality Early Childhood Education program at ages 3 and 4.

United Way Scholarships through EFF will help more childeren enter kindergarten ready to learn and be successful in school.

MISSION: STORY TIME IMAGINATION LIBRARY The Imagination Library is a free book-a-month program, thanks to your financial support, for all children under the age of five living in Erie County. Funds are raised locally and the program is administered locally by United Way of Erie County. 119,390 books were mailed to children throughout Erie County during the 2017 calendar year. 2,202 children joined the Imagination Library in 2017 and by the end of the year, 9,755 children were registered.

Keep the Pages Turning Endowment As we believe that nothing is more important than creating a strong start to every child’s life through reading, the foundation for all learning, United Way is committed to ensuring that the Imagination Library is sustainable for years to come. In 2017, United Way created a focused fundraising initiative to provide continuous support to early childhood literacy, known as the Keep the Pages Turning Endowment. With a total goal of $5 million, this endowment will ensure the best practice program promoting early childhood literacy will exist in Erie County in perpetuity.

SUMMER SLIDE BOOK DRIVE For many children in the Erie region, especially from lower income households, the summer months don’t include reading or continuing educational activities. This results in a loss of achievement for children who then start off the next school year with learning losses from the previous year. This loss is commonly referred to as the “summer slide.”

Together, we can help local kids beat the summer slide.

In 2018, nearly 50 companies and local organizations partnered with United Way to donate more than 16,000 books to children throughout Erie County, providing them with books to read during the summer months.

SCHOOL SUPPLY DRIVE At United Way, we know education is key to breaking the cycle of poverty in our community. And, while providing school supplies may seem like a small thing, it really is a BIG deal.

The Kids In Need Foundation reports that numerous key indicators improve “significantly/immensely” when children have the school supplies they need to participate in learning, including: • Classroom preparedness

• Student self-esteem

• Classroom participation

• Student behavior

• Interest in learning All of these important indicators jump dramatically up - as much as 94% - when students have the proper school supplies.

For families whose financial resources are already stretched thin, the additional expense of purchasing back-to-school supplies can be a choice between providing basic needs at home or shopping for school.

Do you know that teachers typically spend $600 or more of their own money every school year on supplies for their students?

Thanks to the generosity of more than 150 volunteers, nearly 20 businesses that held school supply drives and many others in the community, more students are starting school excited and ready to learn!

Volunteering is essential to a thriving community – it creates ownership, builds relationships, fosters civic responsibility and fulfils vital needs. So many people have given the gift of themselves by choosing to volunteer with United Way through collaborative partnerships and initiatives aimed at breaking the cycle of poverty and improving lives.

ERIE FREE TAXES Erie FREE Taxes contributes to the economic development of Erie County by providing free tax preparation to low and moderate income earners and by helping them claim the Earned Income Tax Credit (EITC). The Volunteer Income Tax Assistance (VITA) program allows tax filers to save money in tax preparation fees and the EITC supplements workers’ incomes, thus playing critical roles in helping them, and their families, achieve economic stability and move a step closer to financial self-sufficiency.

The Young Leaders Society consists of members age 45 and under who annually invest $500 or more in United Way, as well as individuals under the age of 30 who give between $250 and $499. This dynamic and growing group of United Way supporters is invited to participate in various events and activities that allow them to connect with other emerging and established leaders in our community. The Young Leaders Society’s purpose is to foster philanthropy, leadership and community involvement among Erie County’s next generation of civic and business leaders.

Ten percent of undesignated YLS gifts go directly to support the YLS Adopt-A-Student Program at McKinley Elementary School, a United Way Community School. Through this program, YLS members provide school supplies, mentoring and other activities throughout the school year to help the fifth graders stay engaged in school and hopeful about their future.
