PROJECTS & PEOPLE: THE HEART OF UCON’S MISSION

At an all-team meeting a while back, we were going around the room sharing why we came to UCON, and what keeps us here. When it came time for one particular team member to speak, he paused and said, “I have a confession, and I’m not sure how this is going to land.”

Oh boy.

He continued, part defiant, part hesitant, “I don’t love construction. My eyes don’t light up around yellow iron. I’m not particularly passionate about the projects themselves.” Long pause. “But if I’m being honest, I’m here because of the people. The people behind the projects. That’s what drives me. That’s why I’m at UCON. Because every day, we help the people who build.”

There was a moment of silence. And then, one after another, others began to echo the same sentiment.

“That’s not something to apologize for,” I said. “In fact, that’s exactly why you’re here. Your passion for the people behind the projects is what makes you a perfect fit for UCON. That’s who we are. That’s what we do. We match our members’ commitment and drive, their hustle, their integrity—but we do it for them. We serve, support and advocate for the people behind the projects.”

That conversation sparked the idea for this magazine edition. In our Member Projects issue we’ve proudly showcased the remarkable projects our members build across California; projects that are complex, risky, and transformative. Projects that improve communities, overcome relentless obstacles, and stand the test of time. It’s always been one of our favorite issues.

But what about the people behind the projects? The individuals who pour everything they have into making them happen? The early mornings and late nights. The relentless problem-solving,

...every day, we help the people who build... That’s what we do. We match our members’ commitment and drive, their hustle, their integrity—but we do it for them. We serve, support and advocate for the people behind the projects.

negotiating, and leading. The grit. The grind. The quiet moments of doubt and the awesome moments of pride. The teamwork. The leadership. The wellearned personal and professional growth that comes from contributing to a project. They deserve the spotlight too. Because at the end of the day, it’s not the equipment, the technology, or the contracts that deliver a project. It’s the people, at every level. It always has been.

And that’s where UCON’s heart lies. In the people behind our membership, and the projects you build.

So, we are proud to expand this magazine into our Projects and People issue. A reflection of UCON’s relentless commitment to you, your company, and your teams. A reflection of our belief that every project is only as strong as the people who build it.

As I prepare to step into the role of CEO (in January), this issue feels especially meaningful. Because UCON’s future, just like its foundation, will always be built around the people. We are here to advocate for you. To serve and support you. And to develop the next generation of leaders. To fight for policies that protect and empower you. “The Surge Tower Project was a success in no small part due to open lines of communication between all parties. Most of the questions that came up, whether in regards to a contract drawing or one of our submittals, were resolved with a phone call. And when larger issues surfaced, the team could meet to develop a solution. We had the freedom to make small changes, such as installing picking ears on the tower or fabricating the shroud in fewer sections, that made the project on the whole a success.”

Dees Burke Engineering Constructors, LLC

The Hollywood Burbank Airport is building a replacement passenger terminal, the project will deliver a safer, modern, and more convenient facility while maintaining the airport’s current footprint. DBE’s crews contributed by constructing a custom vehicle barrier system, designed specifically for the project, along a portion of the airport’s perimeter. www.dbeconstructors.com

Urban Habitat

Whitaker Park is a shining example of communitydriven design, transforming a blank field into a vibrant, eco-conscious space that blends education and recreation. Project: Emmy Oil Line for Huntington Beach Dog Park. It was due to the diligent oversight of our Superintendent Sergio Casas (photo above) that this project was successfully completed.

“Below water environment was an anomaly of this repair project—it was critical not to allow any oil to escape into the ocean while repairing the line; we had to fight the water table, and we had literally one shot to expose the line and make the repair which was in excess of 10 feet below water.”

Project: Oceanside, CA. A leaking valve was discovered by SoCalGas (SCG). Underground Construction Co., Inc. (UCCo) dug out the valve while working in a heavily travelled area for both locals and tourists. UCCo successfully cut out the leaking valve and installed a new one with zero safety incidents or close calls. www.undergroundconstruction.com

Sukut Construction LLC

Project: State Route 4 Wagon Trail Realignment. Cody Schilling, Project Manager, has been leading the State Route 4 Wagon Trail Realignment in Calaveras County since 2023.

Since joining Sukut in 2014, Cody has successfully managed a diverse range of complex projects across California, including landfill development, wildfire recovery, and large-scale grading. On the State Route 4 realignment project, Cody has overseen major staged earthwork and blasting operations, creek realignment, drainage system installation, and the construction of a 530-foot-long mechanically stabilized earth wall. His leadership has ensured the project remains on schedule and is delivered to the highest safety and quality standards.

State Route 4 Project: This high-impact infrastructure project, delivered for the County of Calaveras, involves the realignment of approximately three miles of State Route 4, replacing a winding two-lane conventional highway with a new two-lane access-controlled expressway. This critical upgrade is designed to significantly reduce the frequency of accidents along a notoriously dangerous stretch of road. The work has required the removal of trees and extensive staged earthmoving, with approximately 328,000 cubic yards of roadway excavation and 74,000 cubic yards of rock excavation and blasting. The crew has also placed 30,000 tons of hot mix and rubberized hot mix asphalt, installed asphalt dikes and guardrail, and constructed 61 drainage system improvements using pipes ranging from 18 to 60 inches in diameter. www.sukut.com

Kiewit Infrastructure West Co. Project: Foothill GoldLine LRT Ext. Phase 2B, Azusa to Pomona. The Foothill Phase 2B LTRT is a 9 Mile Light Rail and Freight project with 4 Stations, it is the 3rd GoldLine Project Kiewit, Parsons, and Mass Electric have delivered for the Gold Line Authority.

Ron Robison was The Construction Manager for the Project at its peak construction time. Ron has worked for Kiewit for 30 years, and worked on all three Goldline Projects.

Bill Allen, Project Manager for Kiewit on the Tijuana River Project. Bill has been with Kiewit’s Southern California District for 40 years.

The Rinconada Water Treatment Plant, Los Gatos, CA. Upgraded to increase capacity from 80 MGD to 100 MGD of drinking water.

Project: Tijuana River Barrier Project, San Ysidro, CA.

The Tijuana River Bridge Project is a 900’ long Steel Girder Bridge crossing the Tijuana River. It provides vehicle access for the US Border Patrol to cross the river and a barrier for the border when the gates are lowered. www.kiewit.com

Toro Enterprises, Inc.

Burbank Water & Power (BWP) Campus Stormwater Improvement Project. Project consisted of installing a 277,000-gallon underground storm water storage system with a lift station and structures to facilitate the capture of storm water (to be used as coolant in their towers, or to infiltrate into the ground after passing through treatment structures). Project included offsite pipe and channel connection to reduce the flow of water into the storm water channel. This project has been selected to receive a California Stormwater Quality Association (CASQA)

Award as an Outstanding Stormwater Implementation Project or Program (Industrial) to be awarded at the 2025 CASQA conference. This project was a partnership between Toro Enterprises, BWP, and MNS, a third-party manager for BWP.

Viking Construction Company, Inc.

City of Chico Highway 99 Bikeway Project (Phase 5). This project involved the construction of 1 mile of a new bike/pedestrian path in the City of Chico—800’ of elevated cast-in-place approach structures along with a 200’ span steel box beam truss over 20th Street in addition to electrical and landscape improvements. Robert A. Bothman Construction

[1] Project: Abbott Middle School. As part of the San Mateo-Foster City School District project, this campus was one of eight schools where we removed existing asphalt play and drop-off areas to make way for a new synthetic turf play area. The work also included trench drains, retaining curbs, edge banding at existing fencing, shrub planting, and drainage upgrades.

[2] Bridges Track & Field Project: New synthetic turf field and track featuring custom striping and permanent graphics, along with improved drainage and irrigation. Additional enhancements included new turf for the softball field and playgrounds, revitalized courtyards with shade structures, and added passenger loading zones.

[3] Project: Cesar Chavez High School Baseball Field. Athletic facility improvements, including a new synthetic turf baseball stadium with lighting and a new restroom and concessions building. Additional upgrades included enhancements to the existing multiuse field, perimeter paving, site fencing, furnishings, parking, and improvements to drainage, irrigation, and utilities.

[4] Project: Homestead High School. As part of a fiveschool initiative for Fremont Unified School District, we replaced the synthetic turf and upgraded the all-weather track at this campus. Work included turf removal and recycling, drainage improvements, a new porous base pad, and installation of a new synthetic field and track surface.

Project: Southeast Water Pollution Control Plant Biosolids Digester Facilities. Owner: San Francisco Public Utilities Commission (SFPUC). Monterey Mechanical Co. & MWH Constructors are building one of the first projects in the U.S. to use the Thermal Hydrolysis Process, also known as Cambi. This technology will enable the new facilities to produce higher-quality class A biosolids, capture and treat odors more effectively, and maximize biogas utilization.

This project will provide a new digester and solids handling facility, replacing the existing aged and failing facility at the Southeast Plant (SEP). The facility will promote the beneficial reuse of resources for sustainability and other environmental benefits. www.montmech.com

Project: SFO West Field Garage, 675 West Field Road; 3 year long project spanning over (3) separate phases. Austin Webcor with the assistance of Bay Cities expedited the opening of the temp parking lot before the Milestone set forth in the project documents and overall schedule that ultimately kick’s off the major construction on the project itself. www.baycities.us

Project for Caltrans District 8: Monument Sign for Route 18 in San Bernardino.

Underwater Resources, Inc.

Project: Vulcan Materials Plant, Pleasanton, CA (Alameda County). Design, fabrication, onsite assembly, deployment, and permanent mooring of two (2) floating photovoltaic power plants which are both governed in accordance with Federal Mining & Safety (MSHA) work rules. The current plant under construction covers 670,000 SF of the total 21-acre surface water area of Pond #5 and will generate 9.74 MW (D.C.). The upcoming and subsequent project is nearby and also at an active settling pond/former gravel pits and will be installed onto a 10.9-acre surface area at Pond #2 and will generate 2.11 MW (D.C.) of electricity over the next 20 years. When completed, the combined total electrical power generated from both of these power plants will contribute to and signify this as being the largest floating photovoltaic power generation project in the U.S.

Underwater Resources, Inc. (URI) worked closely with the floating solar system Designer/ Manufacture (Isigenere, Spain), US project Owner/ Developer (White Pine Development, SF) and General Contractor (Collins Electrical Company, Sacramento/Stockton) by assisting them with constructability and final UW mooring designs to aid in the deployment/assembly and to allow the floating power plant array assembly to remain stationary and functional during normal surface water elevations that will fluctuate 10-feet. www.urdiving.com

Granite Construction Company

Project: Indianola Undercrossing—a part of the Eureka-Arcata Corridor program, intended to increase safety and traffic flows between the largest population centers in Humboldt County. This $50M project includes an undercrossing at Indianola Road, a northbound traffic signal at Airport Road, and acceleration and deceleration lane improvements.

“We are excited to be bringing this long-planned safety project to fruition for the many Humboldt County residents and visitors that travel between Eureka and Arcata, California. This is the busiest corridor north of Santa Rosa and this project will have real safety and mobility improvements for the region. The project has some unique elements due to the existing geology and has presented some interesting challenges to the project team. We are really looking forward to getting the overcrossing open this fall and moving into the final stages of the project.” — Ben Dalton, Project Manager

Project: West Cliff Drive Stabilization and Bethany Curve Culvert Repair project in Santa Cruz, California. Project consisted of 5 structural walls, extensive rip rap armoring of the coastline, sculpted shotcrete, and a complete rebuild of the 92-year-old Bethany Drive Culvert. The collaboration between the City of Santa Cruz, design, and construction was of the highest level, directly leading to the success of this unique and complex project. www.graniteconstruction.com

Project: Colima Road. Sully-Miller crews are making steady progress along Colima Road, bringing muchneeded improvements to the roadway. Featured here is our concrete crew in action, pouring a new bus pad to enhance accessibility and transit infrastructure along the route (top photos at right).

Project: Ontario Grove Avenue. Crews in Ontario are making key infrastructure improvements along Grove Avenue, including vital street and sewer upgrades. The job involves extensive underground work and a wide range of heavy equipment to get the job done efficiently and safely (lower three photos). www.sully-miller.com

Project: The Ontario Ballpark. The City of Ontario has embarked on a 190-acre development known as the Ontario Sports Empire—an ambitious project touted as the “largest sports complex of its kind west of the Rocky Mountains.”

The Ontario Ballpark was a project defined by strict time constraints and exceptional quality standards. In the pursuit of excellence, success was made possible through the collective efforts of Conco’s Pre-Construction Team, Scheduling, Engineering, Safety, Field Leadership, and—most importantly—our Workforce. This award-winning project, recognized by APWA, required day and night work within extremely heavy traffic volumes and challenging site conditions. Its success was driven by the strong partnership between McGuire and Hester and the City, whose collaboration enabled the team to overcome significant logistical hurdles and deliver on a condensed schedule.

McGuire and Hester delivered roadway and infrastructure improvements along Sunrise Boulevard in Rancho Cordova, including demolition and replacement of storm drains, installation of 2,700 CY of aggregate base, 10,000 tons of hot mix asphalt, 72,000 SY of cold-in-place asphalt concrete, new storm drain, flatwork, curb and gutter, and nearly 85,000 SF of striping.

Project: Caltrans Trancas Creek Bridge Replacement in Malibu, CA

Caltrans is nearing successful completion of the multi-phase, bridge replacement of the nearly 100-year-old Trancas Creek Bridge over Trancas Creek on Pacific Coast Highway.

Stacy Witbeck’s Area Manager, Kyle Sills, credits the team’s dedication and growth for bringing the project across the finish line, including Project Engineer, Charlene Suarez. Charlene began her journey as an intern and is now leading the project’s close-out efforts, managing day-to-day activities with precision and grit. Charlene’s message to the next generation:  “Don’t be afraid to start small. Every task is a chance to learn, and every challenge is an opportunity to grow.”

Project: Sonoma–Marin Area Rail Transit (SMART) Windsor Extension, Windsor, CA

SMART opened its 14th station in downtown Windsor, extending the commuter rail line by three miles from northern Santa Rosa and completing the project with an excellent safety culture and record. Stacy Witbeck’s Project Manager, Nick Slama, credits the success to craft leaders like Mario Romo. Mario was vital in setting the safety culture on the job. He empowered crews to speak up and challenged the team to ask how the work could be done safer and better.

Project: Los Angeles County Museum of Art (LACMA) – David Geffen Galleries

The newly opened David Geffen Galleries at LACMA demonstrate how concrete can serve as both material and meaning. Andrew Roxas, Senior Project Manager at Trademark Concrete (top photo), partnered with commissioned artist Mariana Castillo Deball.

The concrete work is unique in every way, featuring varying textures, patterns, and even impressions created using rope and other tools to bring Castillo Deball’s vision to life. On site, Foreman Carlos Velasco (right) coordinated daily between Castillo Deball, Roxas, and Clark Construction to balance the complexity of the design with schedule and quality demands. Every surface element became part of the artwork, making the installation as much a technical achievement as a cultural statement.

Project: Citrus Commons, Sherman Oaks, CA

The Citrus Commons project, partnered with IMT Residential: Michael Campbell, Vice President of Trademark Concrete (top photo), served as Project Manager, providing oversight from preconstruction through completion. In the field, Merritt Glass, Trademark’s head of Field Operations (middle photo) directed the crew in executing complex layouts, custom formwork, and precision finishing. Lead Foreman Rigo Adame (lower photo) worked closely with the project team every day to maintain schedule and uphold the highest quality standards.
