MISSION The Maryland Fire and Rescue Institute (MFRI) is the state’s comprehensive training and education system for all-hazard responses. The Institute plans, researches, develops, and delivers quality programs to prepare agencies and individuals to protect life, property, and the environment.

VISION The Maryland Fire and Rescue Institute is and will continue to be a premier emergency services training and education organization by developing and delivering high-quality training. MFRI will constantly evolve to address developing trends and needs in emergency services training.

MFRI CONTINUES TO BE AT THE FOREFRONT OF EMERGENCY SERVICES EDUCATION, RESEARCH, AND DEVELOPMENT THROUGH THE PURSUIT OF NEW INFORMATION, TOOLS, AND EQUIPMENT.

EXECUTIVE DIRECTOR GREETING

As another fiscal year at Maryland Fire and Rescue Institute at the University of Maryland ends, I want to take a moment to thank all of our faculty, staff, students, and instructors for making FY 2023 a standout year. As one of the nation’s premier emergency services training agencies, we are privileged to serve first responders locally, nationally, and around the globe. I am truly proud to be associated with an organization filled with so many talented people whose never-ending drive and commitment convey a level of excellence to the emergency response communities that we train.

• The implementation of instructor refresher courses continues to ensure current skills and equipment are being used in our classrooms/ training centers.

This year marked the ongoing transformation of the Institute’s future as we continue to derive our organizational goals from our customer-centered strategic plan. This process has led to many new undertakings:

In addition, our Planning Section’s curriculum development unit continues to revise various training programs. We are also focused on developing and delivering new programs as emerging issues facing our emergency responders arise. We will continue to investigate and implement innovations and delivery models that utilize new technologies.

• Instructor skills classes are now offered at multiple training locations enabling easier geographic access. • Our Smartsheet project management platform has been expanded to track inventory and supply revisions in addition to instructor recruitment and selection. • Paper tests, evaluations, coursework, and study guides have been replaced with electronic versions in Canvas. • Portable electronic testing devices are now fully implemented organization-wide. • New Emergency Medical Services (EMS), Fire, and Rescue equipment has been purchased and received. • The implementation of stakeholder surveys has enabled real-time feedback. • Workforce and leadership development training programs have advanced the skills and knowledge of our full-time faculty and staff. • The completion of our 8.6-million-dollar renovation of the Western Maryland Regional Training Center provides a state-of-the-art facility for students and first responders.

We continue to be at the forefront of emergency services education, research, and development through the pursuit of new information, tools, and equipment. Our Pearson VUE test centers operate as an integral part of the Emergency Medical Response (EMR)/Emergency Medical Technician (EMT) programs with more than 2,500 tests delivered to date. We have also seen ongoing success in the National Registry of Emergency Medical Technicians (NREMT) programs and our students’ testing scores consistently exceed national averages.

We are embarking on a new strategic planning process to determine the Institute’s direction over the next five years. Our focus is set on ensuring ongoing workforce development and training; continuing to standardize administrative processes across all MFRI regions; researching the feasibility of constructing a special operations training facility; and earning reaccreditation through the national Pro Board and the International Fire Service Accreditation Congress. Through all of our endeavors, we are driven by our mission to deliver programs that prepare agencies and individuals to protect life, property, and the environment. Sincerely,

CAPITAL PROJECTS

WESTERN MARYLAND REGIONAL TRAINING CENTER RENOVATION The newly renovated Western Maryland Regional Training Center in Cresaptown, MD is a stateof-the-art facility that serves 1,200 first responders annually in Allegany, Garrett, and Washington counties. Following an $8.6 million refurbishment, emergency services providers can now hone their skills using cutting-edge props and training facilities. Improvements include: • An expansive new addition to the administrative building with new classrooms • A renovated burn building with new heat-resistant linings • A new and expanded storage building • An upgraded staging pavilion with lighting and fans • 50-square foot training pads for vehicles • New propane flammable gas and flammable liquids areas • A new pump training props area • A renovated drafting pit area • An 18,000-gallon propane tank that will supply training fuel • New roadways throughout the training area • A milled and resurfaced parking lot

FEDERAL GRANTS During Fiscal Year 2023, MFRI was awarded $1.8 million dollars in grants. The funds were used to purchase new training equipment and personal protection gear. Grant funding also supported emergency preparedness training across the state.

ASSISTANCE TO FIREFIGHTERS GRANTS (AFG)

and SCBA, Aircraft Rescue Firefighter, and Rescue Technician: Confined Space. The HMEP grant funds instructor salaries, travel and textbook/printing costs.

AFG grants provide direct funding to fire departments, EMS organizations and state fire training institutes to protect the health and safety of the public and first responder personnel against fire and fire-related hazards.

INCIDENT MANAGEMENT TRAINING AND SUPPORT (IMT)

Awarded by: Department of Homeland Security (DHS)/ Federal Emergency Management Agency (FEMA)

The AFG program plays an important role in helping MFRI provide realistic equipment and props that prepare our students for all-hazard responses. Funds from AFG are essential, enabling MFRI to replace outdated and obsolete personal protection equipment (turnout gear and SCBA units), training props, training aids and appliances such as thermal imaging cameras. This funded equipment enhances educational training and directly impacts the personal protection and safety needs of our students and instructors.

HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS GRANT (HMEP) Awarded by: Maryland Department of Emergency Management (MDEM)

This grant enables MFRI to provide hazardous materials courses throughout the state, preparing first responders to safely mitigate emergency incidents. Training is offered each year, throughout the year, at various regional locations and local training facilities. Hazardous materials course offerings include: Hazardous Materials Operations, Hazardous Materials Awareness, Hazardous Materials Technician, Hazardous Materials Incident Commander, Fire Protective Equipment

Awarded by: Maryland Department of Emergency Management (MDEM)

MDEM has primary responsibility and authority for the state’s emergency preparedness policy and for coordinating hazard mitigation, incident response and disaster recovery. MFRI facilitates IMT training and support to MDEM, providing a full-time manager and instructors to coordinate the activities of the Maryland Incident Management Team under the direction of MDEM leadership. The manager coordinates the department’s planning, coordination, equipment, and instructions for IMT-related training classes and also manages all aspects of deployments and emergency events. The IMT manager also provides support for qualifying and credentialing members from the State Qualifications Review Board.

NATIONAL FIRE ACADEMY/ FIRE TRAINING SYSTEMS GRANT PROGRAM (NFA/FTS)

Awarded by: Department of Homeland Security (DHS)/ Federal Emergency Management Agency (FEMA)

The Institute assists the state’s emergency service responders by providing training programs through the direct delivery of National Fire Academy programs. These programs provide greater numbers of trained Maryland responders as they lift the requirement to travel to the National Fire Academy in Emmitsburg, MD. 7

REGIONAL TRAINING CENTERS MFRI also provides training at municipal and county training centers across Maryland in Allegany County, Anne Arundel County, Baltimore County, Carroll County, Frederick County, Harford County, Howard County, Montgomery County, Prince George’s County, and Washington County. Our instructors are mobile as well bringing training directly to fire stations and other locations as requested.

NORTH EAST REGIONAL TRAINING CENTER EDGEWOOD, MD Serving Harford, Cecil and Baltimore Counties and Baltimore City.

In addition to our headquarters in College Park, Maryland, MFRI has six training centers positioned throughout the state to deliver fire, rescue and emergency medical training programs. Our regional facilities are strategically located to minimize travel for the 354 Maryland fire departments that we train at no cost. Our 65 full-time faculty and staff members are supported by more than 600 state-certified instructors who deliver the programming at our regional training academies.
