Yolanda victims in Leyte start getting P 30K shelter assistance

By Lalaine M. Jimenea TANAUAN, LEYTE – Yolanda victims with totally damaged houses in seven barangays in this town received the promised P 30,000 per household cash shelter assistance this week.

No less than Vice-Governor Carlo Loreto was present during the distribution which was also graced Mayor Pelagio Tecson III, his wife Penelope Bañez-Tecson, BM Bob Abellanosa, and the town councilors of Tanauan.

The initial beneficiaries were from Brgy. Calugcog who were given 20,000-peso worth of vouchers.

Mayor Tecson said that the funds were downloaded from Secretary Dinky Soliman of DSWD and that an additional cash of 10,000 for every family is to be distributed later (to reach a total of P 30,000 per family).

Vice-Governor Carlo Petilla Loreto, on the other hand, said that this is a most welcome development, considering that residents of Tanauan need all the help that can be given to build back their lives.

Tanauan, which has been most severely affected by Super Typhoon Yolanda, is the first town in the entire country to distribute the shelter assistance from DSWD. It was learned that distribution of the P30,00 worth of shelter assistance will initially benefit seven villages of Tanauan, Leyte. Aside from Calugcog, other barangays in line are Bislig, Cabuynan, Sto. Nino, San Roque Solano and Bangon.

The distribution is the “pilot phase” for the new approach of giving cash shelter assistance and was witnessed by DSWD regional director Nestor Ramos.

The department intends to implement the same in other municipalities that were hit by “Yolanda”.

In Ormoc City, the issue is creating a stir. Not many are aware about the cash assistance, even as social welfare offices in Yolanda stricken areas were informed about it as early as July, yet. (see screenshot of office memo) In Tanauan, the shelter assistance comes in the form of P20,000 worth of vouchers for GI sheets and P10,000 cash for additional materials and labor, Tecson said.

No jet flights for Tacloban airport yet, only turbo-prop planes

By Lalaine M. Jimenea THE CIVIL Aviation Authority of the Philippines (CAAP) has limited the use of the Tacloban DZR Airport to small turbo prop planes only after the airport reopened from a one-day closure on September 3 to September 4, this week.

The CAAP said that it had to close down the airport for one day to make way for palliative repairs because the airlines plying the route, in an earlier meeting, has agreed not to fly to Tacloban anymore because of the runway’s worsening potholes, posing hazard to both dangers and their planes.

In a recent statement, CAAP said that “small turbo propeller planes may resume using the runway after repairs on Sept 3 and 4 are done, but jets can’t use the runway for months until the total replacement of the 5-inch overlay is complete.”

The sudden closure has inconvenienced more than 2,000 passengers that have booked their flights for that day.

Inconvenienced passengers slammed airlines for charging expensive rebooking fees, even while it was not their fault.

Warren O. Chu, an Ormoc businessman, who said he had to be in Manila that week, was charged P 3,000 each for “rebooking.”

This is despite announcements from airlines operating that there would be no extra charges for the cancelled flights. Four airlines operate at the Tacloban airport: Cebu Pacific, Philippine Airlines, Tiger Air and Air Asia. There are 13 daily flights to and from Tacloban, Manila and Cebu and is one of the country’s busiest airports.

This is not the first time that the Tacloban DZR airport was abruptly closed. The last time was on July 9. During that time, Atty.

Avito Cahig, a practicing lawyer in Baybay City, said he was dismayed with the unannounced cancellations even if they were given the chance to re-route.

DOH targets 600,000 kids for polio, measles vaccination TACLOBAN CITY (PNA) -- The Department of Health (DOH) is targeting more than 600,000 children in Eastern Visayas that will be given with polio and measles vaccines this month, representing a minimum of 85 percent of the target population.

Department of Health regional director Jose Llacuna said state-run hospitals, health centers, village halls, churches and other facilities will be opened for the 30day mass vaccination reaching out zero to five years old children.

For oral polio vaccination, some 612,796 children will be covered while 522,011 will be provided with measles vaccines. A child can receive both immunizations.

“The target is 100 percent coverage, but 85 percent is good enough. Logistics have been provided to local government units in preparation for the campaign,” Llacuna said in a press briefing at Ritz Tower de Leyte on Monday.

The health department has mapped out strategies to achieve the target on a weekly basis from September 1 to 30.

In Eastern Visayas, the mass immunization will be augmented with workers from the international humanitarian organization carrying out the Yolanda response plan.

The first dose of vaccine with seven shots and three drops should be given between nine to 11 months. The next dose is at 12 months, which is the MMR (measles, mumps and rubella) vaccine.

The first vaccine gives the population 85 percent protection while the second dose of measles gives the additional 15 percent protection.

“This is just a booster. Even if a child was given vaccine last month, they have to be covered to boost their immunity,” said Health Assistant Secretary Paulynn Jean B. Rosell-Ubial.

Measles is a highly contagious viral disease, which affects mostly children. According to the World Health Organization (WHO), it is transmitted via droplets from the nose, mouth or throat of infected persons.

The WHO added that the initial symptoms, which usually appear 10–12 days after infection, include high fever, runny nose, bloodshot eyes, and tiny white spots on the inside of the mouth. Several days later, a rash develops, starting on the face and upper neck and gradually spreading downwards.

Meanwhile, polio is a highly infectious viral disease, which mainly affects young children. The virus is transmitted by person-to-person spread mainly through the faecal-oral route or, less frequently, by a common vehicle and multiplies in the intestine.

Fatal cases invade the nervous system and can cause paralysis.

The WHO explained that initial symptoms of polio include fever, fatigue, headache, vomiting, stiffness in the neck, and pain in the limbs. In a small proportion of cases, the disease causes paralysis, which is often permanent.

“There is no cure for polio and it can only be prevented through immunization,” said Dr. Benjamin Lane, health cluster head of the WHO Yolanda response.

The WHO has identified Philippines as high risk for polio importation because of the low oral polio vaccine and poor surveillance.

The oral polio vaccine, on the other hand, was considered in this year’s campaign to lessen the risk of wild polio virus spread due to importation from polio endemic countries. New strain of the polio virus has surfaced in Pakistan and Afghanistan, according to DOH officials.

The massive vaccination is a partnership between the DOH, WHO, United Nations Children’s Fund, and The Church of Jesus Christ of Latter-day Saints.

Merida town also declared insurgency-free

By Paul Libres MERIDA, LEYTE – This town was declared insurgency-free on September 4, Thursday, through a covenant signed by Merida Mayor Jesus Antonio Martinez, SB Secretary Joselito de los Angeles representing the town council, Col. Arnolfo Matanguihan of 802nd Brigade, Lt. Col. Nedy Espulgar of 19th IB and Police Inspector Eduardo Satorre, the Chief of Police representing Senior Superintendent Brigido Unay, the Leyte Police Provincial Director.

Through Sangguniang Bayan Resolution No. 1415-092, the town council acknowledged the declaration of the Philippine Army that the municipality of Merida is now free from the influence of the New People’s Army (NPA), making it insurgency-free. The motion was initiated by Hon. Roy Ichon, the Chairman of Committee on Peace and order.

Merida mayor’s sec shot on the head, dies 3 days later ORMOC CITY – The Liberal Party’s bet for vicemayor during the 2013 local elections in the town of Merida, Leyte, and who is now executive secretary of the incumbent mayor, was shot on the head at the town plaza at around 2:00 AM by a still unknown assailant.

The victim is Remigio Mopon y Palconit, 35, who was reportedly sleeping at

the seawall after a drinking spree with friends.

A witness said that the victim, together with his drinking buddy, one Lyndon Bande, decided to sleep at the seawall because they got drunk while drinking nearby. At around 2:00 AM, a lone person went near and shot Mopon on the forehead, then walked away, vanishing into the darkness.

The victim is expired

after a 3-day confinement at the Ormoc Doctors’ Hospital. The bullet, it was further learned, remained lodged in his head when brought to the hospital and it is not known as of press time whether it was ever extracted or he expired during a procedure to get it.

The victim was appointed secretary to Mayor Antonio Martinez (LP) just about two months ago.

DOT prepares for World, National Tourism days TACLOBAN CITY (PNA) -- The Department of Tourism calls for stronger participation in promoting tourism as an economic growth driver as the country observes the World Tourism Day and the National Tourism Week (NTW) this month.

Anchored on the theme “Tourism and Community Development,” the NTW celebration, slated last week of September, will focus on the ability of tourism to empower people and to provide them with skills that will help them achieve change in their communities.

In her speech during Monday’s celebration of the Philippine Civil Service Month, DOT regional director Karina Rosa Tiopes echoed United Nations World Tourism Organization Secretary Taleb Rifai’s statement that this year’s theme brings to the forefront the potential that tourism has in promoting fresh opportunities.

“We are contributing to a long value chain that creates jobs, provides livelihoods, empowers local communities and ultimately brings in new opportunities for a better future,” Tiopes said, quoting Rifai’s speech of the latter’s visit in the region early this year.

After the devastation of the typhoon “Yolanda” (Haiyan) in most parts of Eastern Visayas, Tiopes noted the local economy rebounded because of the resurgence of businesses few weeks after the disaster.

“Our way of recovery is one good example of how tourism and community development go hand in hand,” Tiopes said.

“Tourism is playing a key role under the ‘build back better’ rehabilitation and recovery plan of the government that provides for the income generation thru tourism livelihood programs,” she added.

Along with the celebration of the NTW, the launching of the National Crime Prevention Week as well as the Civil Service month were also observed to acknowledge that “peace and order and good governance are key ingredients to a strong and vibrant tourism.”

The DOT encourages tourism stakeholders and host communities to come together and celebrate as a symbol of their common efforts in making tourism a pillar of community development.

The NTW is celebrated from the 21st to 27th day of September to highlight tourism’s social, cultural, political and economic value.

To recall, the driver of a VSU school bus, one Restituto Soria, 55, was shot dead by a gun-toting suspect at the vicinity of Brgy.

Pardiñas said the vehicle was brought to the Highway Patrol Group 8 for further investigation by authorities.

Witnesses narrated to the police that while in barangay Caridad in Baybay, the minibus overtook the black Nissan Navarra.

When the two vehicles were at the vicinity of Barangay Cambalading in Albuera already, the said vehicle chased and blocked the way of the minibus.

The gunman then went up the minibus and shot the driver dead in front of the students it was ferrying.

The incident happened at around 10:00 AM but none of the locals fingered the suspect.

Police have not disclosed the names of the witnesses for security purposes.

On the other hand, a foreman/carpenter was shot dead by unidentified malefactors riding in tandem a few meters away from his house, also in barangay Cambalading, on Friday (Sept. 5) at 6:45 early morning.

PO2 Emmanuel Dico of Albuera PNP identified the fatality as Gregorio Velarde, 53, married and a resident of the said barangay.

Based on initial investigation, the victim departed from his house towards his workplace in barangay Damulaan where they are constructing a church.

Suddenly, his two unidentified assailants shot the victim who died on the spot. The victim’s family said they cannot think of him having an enemy as he was a peaceful person and not involved in any illegal activities.

Meanwhile, the suspension of the flights and its replacement with turboprop airplanes have caused an upheaval in Tacloban’s recovering but still frail economu.

Hotels in this city felt the pinch of this week’s suspension of flights.

With the cancelled flights, a number of hotels received experienced cancelled reservations more than usual, which they blame on the cancelled flights.

Hotel Lorenza had 18 cancelled reservations from officials of the Samaritan’s Purse, United States Agency for International Development (USAID), Department of Labor and Employment, and Bureau of Internal Revenue Hotel Lorenza front of-

fice desk supervisor Krysvel Anguren said that due to interrupted flights, they noted low room reservations.

“Another problem is that we still need to return the down payment for the room reservations,” Anguren said.

Likewise, the 60-room Hotel Alejandro also had two room cancellations in the past two days while three of their guests had extended their stay, said Nellie Abiertas, front desk officer.

Roan Lorenda, front office manager of 70-room Leyte Park Hotel, however, said only five rooms were cancelled by expected foreign guests. “The impact is insignificant because this is only for few days. More guests are coming in the next days,” Lorenda said.

Octagon slaps 3 workers with theft, carnapping ORMOC CITY – Three employees of the Octagon Concrete Solutions, a sister company of MacBuilders, Inc., one of the country’s biggest construction companies that has its origins here, are in hot water after they were slapped with charges of qualified theft and carnapping.

In hot water are Marcife Hermosilla, 34, a backhoe operator from Palo, Leyte; their warehouse head Raymund Bernal who is from Cogon, Ormoc City; and helper Alex Pradia, 31, from Libas, Merida, Leyte.

The three were allegedly caught smuggling barrels of crude oil from Palo to Ormoc City.

According to the investigation, the suspects were caught aboard a dump truck with plate number WII-946 whose original driver was sick.

Mine’s mine and your’s yours

Piety and adolescence

AS I write this, I am on a self-imposed deadline to finish this paper ASAP. I still have to pack our clothes. Thanks for three gainfully employed daughters, I was able to join the trip of a group of friends to Bangkok, Thailand. It is a much-needed break for the hubby and me, after the stressful months following Yolanda. Thank you Jima and Emar, Ged and Jila, and Jedi for “sponsoring” the trip.

THEY DON’T seem to get along well. But that’s the challenge. How to make our adolescent boys and girls develop and practice piety is actually a grave concern for everyone, especially for the parents, teachers, and others like priests, counsellors, etc.

We need to give due attention to this challenge because much of the future of the family, society and the world in general, not to mention, the Church, depends on how these youngsters are building their spiritual life which is actually the foundation of our whole life.

We all know how difficult this stage of our human development is. Everyone has his own experiences and can attest to the delicateness of this part of one’s life. That’s when big changes are happening in these kids’ minds and hearts.

Rather all of a sudden, these teeners want to be independent and yet they are not quite ready to be so. They want to express their individuality, their uniqueness, and many times they channel these urges in a rebelling way.

We should not be surprised by this. In fact, we should expect it.

As a way to express themselves, they can sport a Mohawk haircut, for example, or dreadlocks or mullet hairstyle. They can wear earrings and nose rings. They want to try something new, and they really love to have gimmicks. All these should not be a major cause of concern. They are part of the changing world.

We need to understand why they don’t want to be told, and why they hate rules, deadlines and curfew hours. They have mood swings, from being couch potatoes during the day to being hyperactive at night. Again, very understandable.

What ought to be the focus is how to inculcate in them, using their language and schemes, a deep piety, a working one that would put them duly in contact with God and with others as they go through their adolescence with all the quirks it is known for.

This would certainly require time and effort, a lot of creativity and tons of patience. But it’s all worthwhile. The heavy investment is sure to produce good results in the future.

Precisely at this stage, the adolescents need to be close friends to their parents and teachers. It’s in this time that the parents should give quality time to their youngsters, planning and thinking of how to make the bonding more meaningful. This need should not be taken for granted.

Truly a lot depends on parents and teachers as to how these adolescents can cope with their condition properly and learn to develop an authentic piety.

Our religiosity is always at the core of our being, whether we are young or old, rich or poor, healthy or sickly.

It’s a matter of how to enter into that core that comprises the big challenge. Parents ought to know how to do this, since it is presumed that they have been rearing their children since infancy, or even before that, when these kids were still in the womb. They should know what clicks and what would not when dealing with their children.

On our first day here, we received the good news that Loise Escalon passed the Medical Board Exams. Mommy Luz, who is with us, could not help break into tears of joy while Ever had this smug look on his face that he could not conceal. It capped our first day with joyful news, which we knew would set the tone for the next few days.

Congratulations also to A-Mall management for re-opening Star Theater. I heard a lot of people were excited to see the Transformers on big screen. I am looking forward to all the movies we missed during the time the cinema was still on 35mm and eventually closed. Let us support our city’s only moviehouse. rrr

Call it luck or call it “katangahan”, but since we were all scared with using our phones on roaming, I bought a SIM pack here for my open line which turned out to be purely for Facebook, FB Messenger and Line. But the regret was immediately replaced with joy when we were able to set up communication lines to the office through Messenger.

A plus factor was that I could monitor Facebook on real time. So I was able to monitor the reaction of people to the information that Yolanda victims whose houses were partially damaged or totally damaged were supposed to get financial assistance.

Initially and officially, as a document we have printed on the front page shows, the financial assistance is for P 10,000 for partially damaged homes and P 30,000 for totally damaged houses.

However, it was proposed to be increased to P 30,000 and P 70,000 officially. Lacson told media that this proposal was reached after they assessed it was less expensive for the government to give out financial assistance rather than rebuild a house for each household whose homes were destroyed.

He also stressed that everybody should get it, considering Yolanda practically smashed everybody’s houses, without regard to one’s status in life.

The topic is now generating many shares and comments. It is also weird to observe that there are even people who are working in government who does not seem to know.

The suspicion that politics is coming into play is also there. For the record, I have not received my DAFAC. The CSWDO cannot claim to say that I should not get one because I am not victim because I was here when Yolanda struck and I lost my roof, not to mention that I had the fright of my life.

And what I do with my assistance is for me to decide. If you think I should not be getting it, let me decide on that. What is mine is mine; and what is yours is yours.

What happens now, Mr. President?

SOMETHING IS wrong somewhere. The present dispensation keeps on harping conflicting statements about term extension on the one hand and that of “no-el” (no election) on the other. What gives? Which is which?

Has the presidency gone into his head like a man who is so intoxicated?

At the start, his steps were so tentative which is what happens when you are not used to work in an office. Even the first two Executive Orders were voided by the SC (the second was made to correct the first); considering that his staff members are mostly lawyers. This was understandable. But now, it seems he is enjoying the experience so much that he is now toying to tinker with the nuances of the Constitution.

Can it be that he is bugged with the same inertia that happened with Marcos? If so, he is in a collision course with what his beloved parents fought against -- dictatorship.

Is the presidency so beguiling, so alluring, so magical that once in, you have just to plug it in some more. The seat is now so attached to him that he refuses to let go. He is even planning to water down the SC because it was the SC that struck down his pet DAP by declaring it unconstitutional. This plan is very revolting as if he is behaving like a spoiled brat that is now in tantrums because somebody bad took away his lollipop. This always happens to people who are high up there in the clouds be-cause of wallowing in opulence.

Most people who belong to the upper class of society believe they are “untouchables.” His father, Ninoy Aquino, is not so rich as the Cojuangcos. They are the owners of the Hacienda Luisita in Tarlac. Being the only son, he must have been pampered by his “ates.” He has the rare distinction of not working for a living. His first days in the Office of the President were all tentative. But he is very intelligent. He is a fast-learner. His “on the job” training took only a month or two. Now he is like an expert. So much so that he wants to continue on despite the legal impediment. He has to be told that the presidency is not like any ordinary parlor game. Any false move may bring about turmoil with staggering results. He is now toying about amending the basic law of the land. What will stop him if he wants to stay longer than the

The New York Times, a well circulated and highly respected newspaper in the US, came out with an item about the plan of Pres. P-noy to extend his term. The said newspaper is read in the world’s forum. The item admonished Pres. P-noy not to go ahead with his plan.

Pres. P-noy should shelve aside his plan which could have been concocted by his own Cabinet (perhaps DILG Mar Roxas?) to foster their individual ambitions? If it is true that Roxas is behind it, then this representation is verymuch disappointed. He has gone down to the level of ordinary politicians. Gone are the days of Pres.

Manuel Roxas or Sen.Gerry Roxas. Is being a presidentlike a virus that will take a long process to contain? Sigh! If you analyze it, ambition can be another form of vanity. Blind ambition? Six years is not enough?

If it is true that Sen. Miriam DefensorSantiago was able tobeat her bout against cancer and is running for President this coming national election,this corner may even vote for her. She is a no-nonsense politician who is known all over the world. She is a Justice of the International Court. If she is a cowgirl, she would be a correct representation of Annie Oakley. A woman who can be at home with a six-shooter. She almost made it when they were head to head with the Tabako King, Fidel Ramos.

Going back to Pres. P-noy, he will be better off writing his memoirs. Let the others continue with what he did in overhauling the bane that caught the nation: corruption. He seems to have done much with graft and corruption. Considering the gains he made with the dirt of the Customs bureau, still there is much to be done.

If Sen. Miriam makes it, she will start with her pistols. They will be busy ducking the bullets.

THE SMALL COMMUNITY of VSU was shocked and bothered by the attempted suicide of a teenager in the neighborhood.

It was later determined that the root cause of the problem was depression. Depression is also believed to have triggered the suicide recently of Hollywood actor Robin Williams.

Research shows that depression is significantly more likely to occur in teenage boys with elevated levels of the “stress hormone” cortisol, underscoring a possible biological marker for this problem.

Depression is a terrible illness that will affect millions of people at some point in their lives. Through research, there is now a way of identifying those teenage boys most likely to develop clinical depression. This will help parents and experts target preventions and interventions at these individuals and hopefully help reduce their risk of serious episodes of depression and their consequences in adult life.

For their investigation, researchers found that boys with high levels of cortisol in the morning and high incidence of symptoms associated with depression were 14 times more likely to develop major depressive disorder compared to boys with normal levels of cortisol and low depression symptoms over time.

This new biomarker suggests that it is possible to offer a more personalized approach to tackling boys at risk for depression. This could be a much needed way of reducing the number of people suffering from depression, and in particular stemming a risk at a time when there has been an increasing rate of suicide amongst teenage boys and young men.

Research findings shed new light on the long-suspected link between major depressive disorder and cardiovascular complications. For some time, scientists have observed an association between the two health outcomes, but have not been able to fully explain how one causes the other.

Childhood depression has been shown to drive up the risk of heart disease later in life, highlighting the importance of early intervention for children and adolescents struggling with the difficult condition.

In addition, researchers noted that the parents of the depressed adolescents had themselves a disproportionately high incidence of heart disease.

Major depression in childhood is associated with an unfavorable CVD (cardiovascular disease) risk profile in adolescence, and risks for pediatric depression and CVD may coincide in families. Effective prevention and treatment of childhood depression may be a means to reduce the incidence of adult CVD. Progress in identifying biological markers for depression has been slow, but there is now a biomarker for clinical depression. Liver Cancer FOR THE past days, showbiz personalities and fans of Mark Gil were shocked to learn that the veteran actor died of Liver Cancer.

So what is liver cancer?

The liver is an organ capable of regenerating itself after sustaining an injury. However, if the rate of injury or destruction is faster than the rate it regenerates itself, then liver destruction ensues and it is reversible. It is called cirrhosis.

The cause of cirrhosis are Hepatitis B and/or C, alcoholic liver disease, fatty liver, non-alcoholic steatohepatitis (NASH) and aflatoxin ingestion. If left untreated, cirrhosis can lead to Liver Cancer or Hepatocellular Carcinoma (HCC). In the Philippines, Hepatitis B is the most common cause of liver cirrhosis. Hepatitis B screening is mandatory among mothers as part of their prenatal care.

This is because Hepatitis B can be transmitted from the mother to the baby. Hepatitis B can also be transmitted via sexual contact, blood transfusion and injection of contaminated needles (among IV drug users and unsterile tattooing).

Signs and symptoms of liver problems are (yellowing of skin) jaundice, yellowing of the eyes (icteric sclerae), itchy skin, occasional abdominal pain; however, some patients with liver problems have no symptoms. So, some might ignore their icteric scleare and mistaken

The most common laboratory test is the hepatitis panel which consist of liver enzymes SGPT and SGOT, some antigen and antibody screening tests for Hepatitis A, B and C and albumin level.

One must not ignore if he/she is tested to be positive for Hepatitis B or C. Consult must be done to identify his/her infection status and determine if treatment is indicated. There are medications to reverse fatty liver which include oral medications coupled with alcohol avoidance with; diet and exercise. However, if cirrhosis is definite, liver injury (destruction) is irreversible. And there is a chance that after a few years or less, cirrhosis will lead to Liver Cancer. However, some liver cancers may not necessarilly start as cirrhosis. And once diagnosis is confirmed, survival is short. This is because it may have spread (metastasize) to other neighboring organs including blood vessels.

Obviously, the reason should not just be a matter of words, but should be acted out daily.

What draws the attention of youngsters and helps them to form convictions out of theories, doctrine and suggestions is when they see these principles acted out. They also need to see how these principles are applicable and very relevant to their day-to-day concerns.

It has to be considered, of course, that these youngsters have a short attention span and an initially shallow take on things. They want to see and touch things. They want action more than words.

But if the family practices of piety are done consistently, with some words of explanation, clarification, suggestion and correction given at appropriate times, they sooner or later will get the point.

They would have a sharp sense of piety and of the sacred. Their urge to pray and to relish the word of God would just come out naturally. Let’s remember that it is also during this period that the youngsters are literally bursting with idealism that needs to be channeled properly.

We the elders have the incumbent duty to really take care of our youngsters today, if we want to build a good tomorrow for our society and the world in general that now is darkened by a spreading godlessness.

From the union of the said common-law spouses, they begot four (4) children, namely: Charlotte Alias Parado, who was born on August 30, 1993, Diana Rose Alias Parado, who was born on October 26, 1994, Paul Albert Alias Parado who was born on November 23, 1996 and Frances May Alias Parado who was born on May 2, 1998. The facts of their birth were all registered with the Office of the Local Civil Registrar of Jaro, leyte.

The father of the above-named children, Romeo S. Parado wanted his children to bear his surname. This is not legally possible because petitioners Romeo S. Parado and Larissa A. Parado were not legally married during the time of registration of their four (4) children and RA No. 9255 (An Act Allowing Illegitimate Children to Use the Surname of their Father ) which was signed into law on February 24, 2004 was not yet in effect. Because of this, petitioners made it appear that they are legally married by causing to be entered fictitious date and place of marriage of parents in the certificates of live birth of their children as August 5, 1992 – Pastrana, Leyte.

In fact, they did not enter into a valid marriage on that date and place.

They entered into a valid marriage on June 26 1998 in Pastrana, Leyte before the Hon. Reynaldo Chan, Municipal Mayor.

Finding the said petition to be sufficient in form and substance, set the initial hearing of this case on September 11, 2014 in the morning session of this Court. During the said date and time, any interested party may appear and show cause why the present petition should not be granted.

Health benefits of one banana a day Almost all Filipinos eat an average of one banana a day. Having a meal without it simply put wouldn’t be complete. So here are some health benefits of one of the most famous fruits in the Philippines. Read this at healthyeating@sfgate.com Weight Loss Finding foods to fit into your weight-loss diet can be challenging, but bananas make a perfect fit. Bananas are naturally sweet and can help curb your sweet tooth if you get that afternoon sugar cra’tving. A 6-inch banana has a minimal 90 calories, about one-fourth of the calories you would get from a chocolate candy bar.

Additionally, about half of the fiber content in bananas is soluble. When soluble fiber reaches your digestive tract, it absorbs water and slows digestion. Food is forced to sit in your stomach for a while, making you feel full. If you have a banana before lunch, you’ll be less likely to overeat when your food comes to the table.

Regularity Enjoying a banana each day aids in keeping you regular. One 6-inch banana has more than 2.5 grams of total fiber, about half of which are insoluble. As insoluble fiber travels through your digestive tract, it sweeps up waste and helps push it out. You’ll have more regular bowel movements that are soft and easy to pass. Keep your bowels healthy by getting 14 grams of fiber in your diet for every 1,000 calories you consume, reports Colorado State University Extension. For example, if you tend to stick to an 1,800-calorie diet, you need about 25 grams of total fiber. You get nearly 10 percent of your daily fiber needs -- for this number of calories -- from one 6-inch banana.

Normal Heart Function Having a banana at breakfast every day adds a nutrient to your body to support normal heart function.

Bananas are rich in a mineral electrolyte called potassium. When potassium enters your body, it absorbs directly into your bloodstream through intestinal walls.

Potassium travels around to cells all over your body and dissolves in fluid inside of cells. It travels across cell membranes if needed to keep fluid balanced in and around cells. This process keeps electricity flowing throughout your system, which is required to make your heart beat. In cases of severe potassium deficiency, your heart rhythm may become irregular, which can be deadly. According to the Linus Pauling Institute, you need 4,700 milligrams of potassium on a daily basis.

Bananas provide more than 360 milligrams per 6-inch piece of fruit.

Eye Health Adding a banana to your diet also helps keep your eyes healthy. Bananas have a small amount of vitamin A, a fat-soluble vitamin that is vital for protecting your eyes and normal vision. The term “vitamin A” refers to a series of compounds, including beta-carotene and alpha-carotene. These compounds preserve the membranes that surround your eyes and are a component of one of the proteins that brings light into your cornea.

Adequate daily vitamin A intake also lessens your risk of night blindness and is essential for everyday vision.

Women require 700 micrograms of daily vitamin A, and men need 900 micrograms, explains the Office of Dietary Supplements. One 6-inch banana has nearly 10 micrograms of vitamin A. Bananas also contain alphacarotene and beta-carotene, which convert to vitamin A to further keep your eyes healthy.

It was also learned from an EV Mail interview from Sec. Panfilo Lacson that those who avail of government-assisted relocation will not be eligible to get the assistance already. It is not also clear how some victims, who have rebuilt their homes on their own, can avail of the assistance.

Moreover, there are complaints that they have not been informed about the program and raised fears that they will not be listed. The Ormoc DSWD here said all 54,000 households should be listed and that they have already encoded more than 49,000.

For the second year in a row, the Kananga EDC Institute of Technology (KEITECH), the technical vocational school established by geothermal leader Energy Development Corporation (EDC), Technical Education and Skills Development Authority (TESDA), and the municipal government of Kananga, Leyte, received the Kabalikat Award for being the best among TESDA’s institutional partners in Region 8.

TESDA cited KEITECH, which of-

fers training programs in construction, tourism, and health and other services, for its exemplary contribution in the advancement of technical-vocational education and training in the country.

KEITECH has so far produced 530 graduates since 2009, 92% of whom are already employed here and abroad. It has also consistently maintained a 100% assessment rate in TESDA’s National Certification. PR
